fled to scotland after attempting to fake his own death to avoid prosecution can be extradited to the united states. nicholas rossi is accused of rape in the state of utah. a sheriff ruled there is no legal barrier to his extradition, and the decision will now be taken by scottish government ministers. steven godden reports. with more on this, here�*s our reporterjoe inwood. this really is an extraordinary story. if you haven�*t been following it, it centres around this man, i�*m in the courts have decided is nicholas rossi. now he�*s always claimed his name is arthur knight, an irish orphan, but the authorities thought he was a man wanted in utah, a 35—year—old, on serious sex crime charges, a charge of rape and no less. this is why it all started. this, and interpol notice, was seen by hospital staff when he was being treated for covid back on 13 december, 2021. they quickly started these proceedings and it�*s been an extraordinary to infer about his identity. he�*s always denied being this man, but these crucial details of come up so i�*ll show you these tattoos now. these are the tattoos nicholas rossi had — these same tattoos were found on the man i showed you in that first photo, and they�*ve been used as part of this crucial process of identifying him. he�*s also been identified by people overin he�*s also been identified by people over in the united states, presidential election. he�*s charged with four counts in the 45 page indictment brought by special counseljack smith. he described the january 6th attack as "an unprecedented assault on the seat of american democracy" which was "fuelled by lies". the full indictment is full of lines which donald trump must now address. 0ur reporter azadeh moshiri has been looking at the document and taking us through the the key lines. we�*re talking about a 45—page indictment, so let�*s look at the key takeaways — and remember, donald trump denies any wrongdoing throughout. now, prosecutors aren�*tjust looking at one event, they�*re notjust looking at the attack on the us capitol, for example, they�*re looking at donald trump�*s words and actions in a two—month period. since shortly after the election day on 202, to the day he left office in 2021. now, the thrust of the indictment is prosecutors are accusing donald trump of a broad conspiracy to keep him in power, even after he was certifies votes — and they�*re saying donald trump allegedly tried to interfere with that. next, these two charges are related — conspiracy to obstruct an official proceeding, obstruction of an official proceeding. now, both of these relate to the electoral college votes being counted onjanuary 6th, and the voting certification process that they say donald trump allegedly tried to obstruct. and finally, conspiracy against rights of citizens — that�*s about the the right us citizens have to vote and have their votes counted, and they�*re accusing donald trump of allegedly trying to interfere with those rights. now, another interesting takeaway in the indictment comes to co—conspirators. they say there are six now — they�*re not naming them, nor are they charging them. but, based on publicly available information, the bbc has been able to piece together who some of them are. the first is rudy giuliani, a well—known member of donald trump�*s legal team. now, he has said that this indictment is an abomination and his own lawyer has said it does appear he is co—conspirator one in the indictment. the bbc has also identified john eastman, a constitutional lawyer who was part of donald trump�*s team. and, according to us media, they�*re speculating that the others could include sidney powell, who is a conservative lawyer who was part of his legal team, jeffrey clarke, a former department ofjustice lawyer, as well as kenneth cesaro, a lawyer. now, the sixth one has not been identified yet. now, legal experts are saying a key defence for donald trump could be the first amendment right to free speech. as far as donald trump is concerned right now, he�*s calling the indictment part of an "un—american witch hunt" against him. thousands of women in africa will die in pregnancy and childbirth as a result of cuts to the uk�*s overseas aid budget. that�*s the warning from an internal foreign office report, which has been made public by mps. the government says its budget for low—income countries has been cut in the short term to hit a savings target, but will then nearly double. earlier, i spoke to sarah champion, the chair of the international development committee, and the labour mp for rotherham. here�*s her take. this document was sent to my committee, and it makes for really start reading. i mean, you give some of the examples — but things like critical support to tackle malnutrition won�*t be delivered. in south sudan, they are estimating 3,000 children could die of untreated severe malnutrition. the list goes on and on, and this was written by civil servants to let the politicians making these decisions really aware of the actual human impact. and it is a chilling read, it�*s something which i feel quite ashamed of, that we�*ve gone ahead with. i�*ll come back to the wider point in a minute, but in terms of the way some of these cuts are falling, are you concerned about that as well? i mean, 76% cut in aid for afghanistan, for existence. and that�*s a really good example. i mean, what we�*re seeing is people that are probably poorest, most vulnerable, most marginalised, women and girls, and disabled people are actually the ones facing the brunt of these cuts — and they�*re the people that one would hope the uk government would be looking to support the most, because they are the most vulnerable people literally on and the wider public. on that point of a quarter of the budget being used to house refugees, i suppose it underlines what the opposition of said to the government, that when you have a backlog of the amount you have, then so much of the money goes domestically, perhaps if you sorted out the backlog, the more of that money would be available to go internationally, to go abroad? indeed, that�*s absolutely right, and the home office have acknowledged that the problem, that not processing is my sleep —— massively constantly and that refugees haven�*t been able to work, they can�*t get their own income and therefore reduce the burden on the taxpayer. but i think it�*s worth stepping back and trying to think about, what is the purpose here we are actually talking about and whether or not foreign aid is effective? there�*s lots of questions to be said. the purpose of foreign aid is not for these direct humanitarian purposes, these direct humanitarian purposes, the longer term purpose is to promote economic development, and again, it�*s not clear if they are achieving that goal. in 2012, the world bank�*s president said that around 30% of development aid fails to reach the final destination, and another world bank... look and said there�*s no evidence that foreign aid actually leads to economic development or promotes democracy. and there�*s a bit of a risk with foreign aid that and ends up funding the wrong people, like the taliban, or ends upfunding the wrong people, like the taliban, or ends up funding warlords in the military rather than getting to the people it been used as a tactic right since the war started backin tactic right since the war started back in 2014, when russia annexed crimea, but it�*s become increasingly targeted, honing in on female ukrainian soldiers on the front line in particular —— disinformation. we went to ukraine to investigate and sent this report. small steps on the road to recovery. my name is andriana. i�*m a soldier, servicewoman. a female soldier and a special unit markswoman. adriana is one of the best—known members of ukrainian armed forces. her unit drove over a landmine last december. russian media reported she had been killed, describing her death in graphic detail and calling her a "ukrainian nazi". but we have tracked her down in ukraine, in a hospital. we can�*t disclose its location for her safety. she�*s alive and not surprised by the russian news. they published that i am without legs and without hands. and like, i was killed by them. they are professionals in propaganda. i am alive and i will protect my country. adriana, like many other ukrainians, joined the volunteer battalion when russia invaded ukraine back in 2014. she spent a year with the battalion, which, like many of the others, was subsequently subsumed into the official army. although not militarily trained she showed strong combat skills, including shooting. when you are on the front line and when you see a target, how do you feel about it? is it a target or a person? it depends on the situation. sometimes it�*s a person because they are people. but if it will not be for me a target, i will be a target for them. it�*s a scenario shared by many in this hospital here. there are worries about the costs of rehabilitation. it can cost thousands of dollars a month for each soldier. but for adriana, the biggest concern is the impact on her family. she hasn�*t held her son for seven months. two days ago, i was talking with him and he said to me that, mum, remember when we were a family and when we loved each other? so after two years of absence of me, and that he tried to remember a period when we were a family and we loved each other. and i tried to explain to him that we now are family and we love each other. but patricia will be heading into southern scandinavia, taking the wet and windy weather with that, and heading into thursday the wind direction changes, getting a cooler north to northwesterly breeze.
