Its understood the health secretary, sajid javid, is in favour of cutting the length of isolation for people who have tested positive for covid from ten days to seven if clinical advice supports the change. It would help organisations seeing rising staff absences. And already businesses are being hit by the advice people should work from home and suggestions its prudent to prioritise who you have contact with. Jurors have to decide which version of events to believe. The prosecution has argued that Ghislaine Maxwell was crucial toJeffrey Epsteins operation. They say that she made the teenagers feel comfortable. She was posh, smiling, age acceptable, a cover really for mr epsteins behaviour, and that she knew exactly what she was doing when she sent them into a massage room with him. The defence says, no, she didnt know because mr epstein kept secrets from her. And in fact, shes being punished for his crimes. Shes a scapegoat. The other issue is the credibility of the four women who have accused Ghislaine Maxwell of complicity in the abuse. The defence says they didnt mention her alleged role in their initial interviews with law enforcement, and theyre only doing so now because theyre motivated by money. The prosecution says the similarities in their stories actually show the playbook by which ms maxwell operated to recruit and groom them, and that, in fact, these women had already received payouts from Jeffrey Epstein estate. So if their motivation was money, they wouldnt have gone through the hell of testifying at this trial. The theory is the virus tends to last longer in immunosuppressed people because it has more time to mutate as the body tries to fight it off. 0ur africa correspondent, Andrew Harding reports. In this crowded Neighbourhood Outside cape town, one in four adults is hiv positive. Over the years, south africa has taken impressive steps to manage the epidemic, dispensing drugs that allow people to live healthy lives. But millions of people here and indeed around the world are not on hiv medication. There are lots of issues. Some, they dont want to get tested. They dont want to know. I think its the stigma around hiv. And thats a Problem Notjust for them, but potential for a world now battling a new covid pandemic. Thats because people with untreated hiv have weakened Immune Systems. And if they catch covid too, then the new virus can linger inside them for months. Your Immune System would kick a virus out fairly quickly if fully functional. In somebody where immunity is suppressed, that virus may be able to continue for many months, replicating, you know, making more. Mutating. Mutating as it goes. Scientists hunting for new Covid Variants here in south africa have already detected two cases of extensive mutations occurring in people with untreated hiv. But thats also happened a dozen times in other parts of the world. We see many mutations, which are raised to a very plausible explanation that individuals that are immune suppressed for many different reasons, yeah, could be. Could there be basic a source of virus evolution. This is a delicate subject. Many People Living with hiv across africa already face stigma and scientists dont want to add to that. They point out that there are many other reasons why peoples Immune Systems can be weakened, including malnutrition, Cancer Treatment and diabetes. Theres also concern here that while africa may be home to the worlds biggest hiv epidemic, the continent should not be seen as a focal point for new Covid Variants. Weve seen the five variants weve had right now. They come from four different continents. So this is to scapegoat africa in a situation where variants have already in the other continents is simply outrageous. The answer, scientists say, is to speed up the rollout of covid vaccines in africa to prioritize all those with weak Immune Systems and to make sure people with hiv are given all the support they need. Last month, bbc breakfast had to lift a court order to be able to report the case of tony hickmott, who has been held in a Specialist Hospital since 2001 after he was sectioned under the Mental Health act. Now a former carer, who worked with tony between 2015 and 2017 has come forward and says he wants to speak out, to help give the 43 year old a voice and the life he deserves, as Jayne Mccubbin reports. I do believe tony was probably the loneliest person living in that hospital. I watched myself and staff become resigned to the fact that nothing was going to happen with tony. I love you. I love you, too, tony. A month ago, we went to court to tell you about tony hickmott, a man detained for 20 years, not because hes committed a crime, but because he is autistic. Hes lived there longer now, than hes lived at home. What have they done to all of us as a family . Theyve destroyed us. Watching that Report Go Out was this man. He got his basic needs met. He was fed almost like an animal. Fed, watered, and cleaned. If anything happened beyond that, wonderful. If it didnt, then it was still 0k. Tony was taken care of. Its what broke me in the time that i was there. This is where tonys story begins in brighton with his mum, dad, two sisters. But when he was 23, he was sectioned under the Mental Health act and sent to a hospital 100 miles away. That was the last time he saw home. His parents, pam and roy, have fought for two decades to bring tony back. And today, for the first time, theyll meet someone who has worked with tony, who shared their concerns and who wants to speak out. Tony, for me, is a wonderful, warm person. Theres something bigger. Bigger personality trying to get out. Hes crying out for a friend. Hello, everybody. Tony only his family on one of these once a week two hour visits. But when they leave, he doesnt interact with anyone other than his carers. Phil knew tony for two and a half years between 2015 and late 2017 and recalls a man eager to connect but whose life was spent almost entirely in solitary confinement. I was told initially when i began working there that he was kept alone because he was. He could be violent and he was a risk and it couldnt be further from the truth. Tony, is this delightful person, just stuck inside a body where he finds it difficult to communicate with the world. But its not impossible. Tony had very little on his ward. I mean, in terms of things to stimulate him, engage him or anything like it. I mean, what has he got in that room . A bed and a table. 0h, his only interaction with anyone was that door. To knock and kick if he wanted somebody. The hospital back then was run by a Company Called the Huntercombe Group, which offered assessment, treatment and rehabilitation. But phil says he saw tony decline. They said to us, here is a care plan. And it wasnt a care plan. It was at so and so time in the morning, tony will get his breakfast. At so and so time, get him dressed. At so and so time, make sure hes got his bed made, et cetera, et cetera. Thats just a daily schedule. But its not. Thats not a care plan. Itsjust detainment. I mean, hes not alone or nothing, is he . When my son left home, he used to make us a cup of tea in bed and everything. Lost all them skills. That stuns me. He was never allowed to make a cup of tea. No. Sometimes staff even cut up his food for him. Theyre trying to say thats hes very, very complex. I would say hes very, very institutionalised. The reality is that for the past seven years, tony shouldnt even have been there. Psychiatrists deemed him fit for release, but no care package was arranged in the community. And in those seven years, cqc reports show a decline in standards of care to such an extent tonys hospital was threatened with possible closure. Poor care plans, a lack of qualified, competent staff and overuse of restraint and medication, an increase in violence on wards. All while tony remained confined to his room. He hears all that banging. He hears all the restraints. He must have been the man in the iron mask. He doesnt see anybody, just through that lonely window. Tony is literally looking out of his window, or through the hatch every day, and he sees this going on and thats the interaction he gets. The Huntercombe Group sold the hospital in December 2020 and was itself taken over. In a statement, they told us they couldnt comment on the case, as they were now an entirely new legal entity and werent involved in providing services for tony. The cqc say tonys hospital is improving and is out of special measures. The local authority and nhs commissioners told us theyre working with tonys family to find him his own home and appropriate support. I can only imagine what must go through tonys mind every day. Asking himself, why . Why am i here . Why am i locked in everyday life . Who do you love . Mum. Thats it. Whos boy are you . Mum. Put yourthumb up. He said, am i a good boy . Am i a good boy today . Today, he is one of 2,070 people currently detained in a hospital instead of a home where. Ive watched my kids grow up, friends grow around me. Tony kind of stayed with you. Tony has always stayed in my mind. And i thought, well, now� s the time to shout about tony, to make his. Experts say it poses a health risk, and 12 people have told the bbc they fell ill after going into rivers across the south east and swimming in the sea. A whistleblower has spoken to the bbc about the neglect of an autistic man who has been detained for over 20 years. Last month, bbc breakfast had to lift a court order to be able to report the case of tony hickmott, who has been held in a Specialist Hospital since 2001, after he was sectioned under the Mental Health act. Now a former carer, who worked with tony between 2015 and 2017, has come forward and says he wants to speak out, to help give the 43 year old a voice and the life he deserves as Jayne Mccubbin reports. I do believe tony was probably the loneliest person living in that hospital. Definitely. I watched myself and staff become resigned to the fact that nothing was going to happen with tony. I love you. I love you, too, tony. A month ago, we went to court to tell you about tony hickmott, a man detained for 20 years, not because hes committed a crime, but because he is autistic. Hes lived there longer now, than hes lived at home. What have they done to all of us as a family . Theyve destroyed us. Watching that Report Go Out was this man. He got his basic needs met. He was fed almost like an animal. Fed, watered, and cleaned. If anything happened beyond that, wonderful. If it didnt, then it was still 0k. Tony was taken care of. Its what broke me in the time that i was there. This is where tonys story begins in brighton with his mum, dad, two sisters. But when he was 23, he was sectioned under the Mental Health act and sent to a hospital 100 miles away. That was the last time he saw home. His parents, pam and roy, have fought for two decades to bring tony back. And today, for the first time, theyll meet someone who has worked with tony, who shared their concerns and who wants to speak out. Tony, for me, is a wonderful, warm person. Theres something bigger. Bigger personality trying to get out. Hes crying out for a friend. Hello, everybody. Tony only his family on one of these once a week two hour visits. But when they leave, he doesnt interact with anyone other than his carers. Phil knew tony for two and a half years between 2015 and late 2017 and recalls a man eager to connect but whose life was spent almost entirely in solitary confinement. I was told initially when i began working there that he was kept alone because he was. He could be violent and he was a risk and it couldnt be further from the truth. Tony, is this delightful person, just stuck inside a body where he finds it difficult to communicate with the world. But its not impossible. Tony had very little on his ward. I mean, in terms of things to stimulate him, engage him or anything like it. I mean, what has he got in that room . A bed and a table. 0h, his only interaction with anyone was that door. To knock and kick if he wanted somebody. The hospital back then was run by a Company Called the Huntercombe Group, which offered assessment, treatment and rehabilitation. But phil says he saw tony decline. They said to us, here is a care plan. And it wasnt a care plan. It was at so and so time in the morning, tony will get his breakfast. At so and so time, get him dressed. At so and so time, make sure hes got his bed made, et cetera, et cetera. Thats just a daily schedule. But its not. Thats not a care plan. Itsjust detainment. I mean, hes not alone or nothing, is he . When my son left home, he used to make us a cup of tea in bed and everything. Lost all them skills. That stuns me. He was never allowed to make a cup of tea. No. Sometimes staff even cut up his food for him. Theyre trying to say thats hes very, very complex. I would say hes very, very institutionalised. The reality is that for the past seven years, tony shouldnt even have been there. Psychiatrists deemed him fit for release, but no care package was arranged in the community. And in those seven years, cqc reports show a decline in standards of care to such an extent tonys hospital was threatened with possible closure. Poor care plans, a lack of qualified, competent staff and overuse of restraint and medication, an increase in violence on wards. All while tony remained confined to his room. He hears all that banging. He hears all the restraints. He must have been the man in the iron mask. He doesnt see anybody, just through that lonely window. Tony is literally looking out of his window, or through the hatch every day, and he sees this going on and thats the interaction he gets. The Huntercombe Group sold the hospital in December 2020 and was itself taken over. In a statement, they told us they couldnt comment on the case, as they were now an entirely new legal entity and werent involved in providing services for tony. The cqc say tonys hospital is improving and is out of special measures. The local authority and nhs commissioners told us theyre working with tonys family to find him his own home and appropriate support. I can only imagine what must go through tonys mind every day. Asking himself, why . Why am i here . Why am i locked in everyday life . Who do you love . Mum. Thats it. Whos boy are you . Mum. Put yourthumb up. He said, am i a good boy . Am i a good boy today . Yes, he would look at you, and hed go, have i been a good boy . He sees himself as a bad person that is so upsetting. And i really appreciate you coming down speaking out. You want to make things better. 20 years ago, tony was detained because he struggled to cope in a world that struggled to cope with his autism. Today, he is one of 2,070 people currently detained in a hospital instead of a home where. Nhs england say theyre committed to reducing the number of people with autism and are Learning Disability detained in inpatient settings. What have you done in the last 20 years . Precisely. Ive watched my kids grow up, friends grow around me. Tony kind of stayed with you. Tony has always stayed in my mind. And i thought, well, now� s the time to shout about tony, to make his. To give him a voice. Because he needs it. A little bit of redemption for myself to say yeah. He has a chance to actually step back in and do something that might result in a much more fulfilling life. Thank you so much to phil for sharing his experiences there, and also to tonys appearance.
