and all the very latest sports news as well. hello and welcome. britain's governing conservative party has lost a key parliamentary by—election that's been seen as a test of the political authority of the prime minister, borisjohnson. the candidate for the opposition liberal democrat party, helen morgan, won the north shropshire by—election with a decisive majority. the constituency had been held by the conservative party for almost 200 years. morgan, helen margaret lilian, liberal democrats. 17,957. cheering. therefore, give public notice that morgan, helen margaret lilian is duly elected as the member for parliament for the north shropshire constituency. applause immediately after the declaration, candidate thanked supporters and said the result in north shropshire had wider significance for the country. in shropshire today, just like in bucks injune, we have on the support of the people who have always voted conservative and people who always opposed them. —— bucks. thousands of lifelong conservative voters, fed up with being taken for granted, and thousands of labour voters. granted, and thousands of labourvoters. people granted, and thousands of labour voters. people who believe that our politics should be about creating a better country for us all, not a nightly soap opera of calamity and chaos. all of them casting their ballots for the liberal democrat. and let me say specifically to all those labour supporters who lent their votes today, thank you. you have shown tonight together we can beat the conservatives, not behind closed doors, but with common sense at the ballot box. with me now is lewis goodall, who covers politics and policy for bbc newsnight. general brain, full of coffee, you have been up for hours. just t, i am leaving the copy for later. just t, i am leaving the copy for later-— just t, i am leaving the copy for later. ., ,, , , ., for later. perhaps they should have done _ for later. perhaps they should have done that _ for later. perhaps they should have done that as _ for later. perhaps they should have done that as well. - for later. perhaps they should have done that as well. holy i have done that as well. holy molly. what a result. we thought this might happen by the numbers are staggering. i was there last week, although you could tell there was a groundswell of support for the live games, that there was discontent with the conservatives in what had been going on in terms of all the stories about the alleged party in downing street, i thought that the lib dems might win it, but they mightjust that the lib dems might win it, but they might just squeak that the lib dems might win it, but they mightjust squeak in. this is not squeaking, this is a god almighty is great you could hearfrom miles and miles away. it is an extraordinary result. it is the seventh biggest swing in terms of a by—election in history. 34%, if the lib dems were to achieve that in every by—election they would have about 500 seats. clearly, unfortunately to clearly, u nfortu nately to disappoint clearly, unfortunately to disappoint all the happy lib dems watching, and what is multi—party, it is unlikely to happen, but it is a sensational result for the lib dems and a body blow for the prime minister and the conservatives. if the lib dems had taken by 50 both the hundred votes are a thousand votes, then it might more easily dismissed, but they have gone from a position where they were third in the general election in 2019, not second, third in this constituency, they don't even have a singleseat council in the constituency, to a position where they are first and they have won nearly half the vote. conservatives, meanwhile, conversely have gone from having 60% of the vote to around 30% of the vote. it really is a rapid decline in one fell swoop and it is a seat which is, you know, we had the situation in cheshire on a mission, a seat near london, it was commuter belt, it was remain vote in, all of these elements made it more hospitable for the lib dems, despite the fact it was a massive conservative majority as well. this seat you could imagine more difficult for the lib dems in a lot of ways, 60% lever voting, an older sort of voting population, tory, it is the foundation stone of the conservative party majorities, a conservative seat and one from another since the great reform act, in a conservative seat since this country was properly democracy in 1928. tonight it is a big shining beacon of lib dem yellow, amber, orange, in the middle of the west midlands, it is extraordinary. fix, the west midlands, it is extraordinary. a flashing warnin: extraordinary. a flashing warning light. _ extraordinary. a flashing warning light. the - extraordinary. a flashing warning light. the big i extraordinary. a flashing - warning light. the big question that everyone is going to want to know is what does this mean for borisjohnson? how long do you think borisjohnson is likely to remain as written*s prime minister or is it not merely that serious, when you stand? it merely that serious, when you stand? , . , , stand? it is a very interesting bur-election — stand? it is a very interesting by-election result, _ stand? it is a very interesting by-election result, people i stand? it is a very interesting l by-election result, people like by—election result, people like meg are very excited about by—elections and will be excited by it, and there are a lot of people who are opponents of borisjohnson, who disliked borisjohnson, who might be p°ppin9 borisjohnson, who might be popping in bangkok tonight, i was they put that on ice, for a couple of reasons, first of all, the conservative party, like many governing parties, has seen by—election victories come and go before. it is not unusualfor a governing party, unusual for a governing party, particularly unusualfor a governing party, particularly when it has a little difficulty, to lose by—elections and lose them regularly. tony blair even, great electoral magician in many ways, not unlike boris has been, lost towards the end of his premiership, lost seats very heavily to the liberal democrats, to the conservatives, to others. it is not unusual in that regard. in terms of the parliamentary arithmetic, it ain't going to matter, borisjohnson has a majority of 18, he has one less, it doesn't matter. it doesn't stop it affecting the psychology of politics. ross thomson has credit in the bank with conservative mps, people who see that letters have gone into so graham brady at the 1922 convention, the calendar help boris johnson 1922 convention, the calendar help borisjohnson a little bit because parliament is breaking up because parliament is breaking up for the dismissed recess, there is less opportunity even with the devilry of whatsapp and there is this opportunity for the face—to—face plotting and scheming in the bars and tearooms of parliament and it will be a natural break on things for the conservatives to take a deep breath and think how are we going to regroup in january? nonetheless, it diminishes his authority. if the prime minister were to feel the prime minister were to feel the need to impose further covid restrictions his bandwidth to do that, which was already limited as with or without enormous conservative rebellion earlier this week, would be even more limited. and he is going to have to make some sort of signal. he is going to have to do something, say something to address all of those conservative mps who are facing lib dems in their seats so people like dominic raab, justice secretary, as a vast majority of 3000 or so in esher and walton, if you likejeremy hunt, people forget, in surrey, it was always a conservative seat, but the lib dems were a close second at one point. jeremy hunt likes to say that he won a marginal seat. there is a slew of conservative scenes were lib dems are a close second with us more closer majorities. and they would want to say maybe boris johnson is not the electoral assetin johnson is not the electoral asset in my seat, and what are you going to help me keep it. interesting. we will leave it there for the moment. mo hussein is former conservative special advisor and chief of press at downing street. i'm going to run with the theme lewis was talking about there. the idea of seats that used to be safe as houses and now both ends of the demographic spectrum, we saw injune, with amateur magician, now north shropshire in december, does the party recognise how disillusioned voters are? yes, i think it does. _ disillusioned voters are? yes, | think it does. it _ disillusioned voters are? yes, i think it does. it has - disillusioned voters are? yes, i think it does. it has kinda i i think it does. it has kinda been taking too long get to that position, but certainly this result will be sending a very clear shot across the bows of the party and of number 10 and i think they do understand that things will need to be different and things will need to change. there are some caveats to that, the liberal democrats do have form for overturning quite considerable conservative majorities. enrichment in 2016 the majority was even higher, particularly when mps resign or have to leave under questionable circumstances. 0bviously leave under questionable circumstances. obviously this by—election was connected to sleaze allegations and the whole 0wen paterson to buckle. but i think going forward, introspection will definitely take place, questions will be asked about how do the conservative party reassure the voters, notjust where the focus has really been, there is talk in government around retaining the redwall seats, the seats one from labour two years ago, with much smaller majorities than this. does that mean other seats in more established traditional conservative areas have been ignored? and has enough resource and enough attention gone to them? i think those questions will certainly come to the fore.— questions will certainly come to the fore. boris johnson is a re to the fore. boris johnson is a pretty divisive _ to the fore. boris johnson is a pretty divisive politician i pretty divisive politician within his own party, very much seen as a man who can deliver rabbits out of hats, but i wonder whether or not this maverick magician, if you will, still has the confidence of his party, do you think?- still has the confidence of his party, do you think? well, we saw significant _ party, do you think? well, we saw significant rebellion i party, do you think? well, we saw significant rebellion in i saw significant rebellion in the last week, which the prime minister used his personal capital and his own time to speak to the mps and convince them that won't convince, think thatis them that won't convince, think that is for a variety of reasons, some people, backbenchers, just like with the government is doing in terms of covid restrictions, they think it is too interventionist, and they see thatis interventionist, and they see that is unconservative. then the other things we have seen, a series of unforced errors and misjudgments of the last few weeks, starting from, really, the whole 0wen paterson sleaze allegation, the christmas parties, denying anything ever happened, now it is being investigated and someone has resigned over it, to other issues as well. so i think that issues as well. so i think that is eroding trust, certainly, and that does need to be looked at. i guess if there was to be any kind of been positive around this it would be that these things have been self—inflicted and they have been the wrong decisions which then means the government can go back and try to take a different approach and try to correct them. that is still within the government's gift to do. this is a big conservative loss. i still think even though it's a significant majority for the lib dems, think there is a case for opposition parties to show what they can proactively do and what their proactive offer is, rather than this being a protest what the government is doing wrong. qm. government is doing wrong. ok, thanks very _ government is doing wrong. ok, thanks very much. _ government is doing wrong. ok, thanks very much. we bring in polly mackenzie. chief executive of demos and former special advisor to nick clegg.— political earthquake in the midlands — helen morgan receiving 17,957. she was confident she'd win here. and she was right. she got a 5000 or so majority, overturning a 23,000 conservative majority. she believes she speaks for many and many outside of her constituency stop is she right? i think there is no question this is a message, she said from the voters of north shropshire, about national politics and about being taken seriously as a place that now seems left behind as the conservatives have moved to focus on those redwall seats. i think is always a challenge in politics, you are trying to build an election with a coalition, you go up to the swing voters, the new people, it is easy to forget about those voters who have trusted you for a really long time. and the conservatives... there are issues to do, i think, was the conservatives need to think about in terms of rural constituencies like north shropshire, given the approach they're taking on trade and on farming subsidies. but you lay on top of that the extraordinary series of unforced errors they made over the course of the last month, basically. remember, this by—election didn't need to happen. it happened because 0wen paterson wasn't willing to accept the punishment of a pretty small 30 day suspension from parliament. try to change the rules, he resigned, this is where we ended up. then a whole series of parties, revelations about parties of the last couple of weeks, just completely gave the liberal democrats gift after gift after gift to put in their leaflets to convince those voters of north shropshire that theyjust were being treated with contempt by this government, which offers, and helen morgan's language lies and chaos. and it's not what people want from their politics. actually, traditional conservative voters, traditional conservative seats, they care about traditional values like integrity and honesty and competence will stop and that is missing, i think, from what the government is offering here. what is interesting for the conservatives to think about is if that by—election had been in their constituency, every mp, would they have been able to hold it against that onslaught of negative news coverage? polly... it of negative news coverage? poll ., , , of negative news coverage? poll... ,,, ., of negative news coverage? poll , ., polly... it has been a bad week, polly... it has been a bad week. can _ polly... it has been a bad week, can you _ polly... it has been a bad week, can you guarantee | polly... it has been a bad i week, can you guarantee boris johnson will give street party, i week like that? i think the downing street party, the | downing street party, the christmas party of 2020 has cut through, and voters were clearly out to deliver a bloody nose. but the lib dem party is often known as the party of the none of the above. what is the party for beyond a party of protest, where does politics go from here? i protest, where does politics go from here?— from here? i think it's really interesting, _ from here? i think it's really interesting, because - from here? i think it's really interesting, because the i from here? i think it's really. interesting, because the voters absolutely come in the run up to 2010, were a none of the above party in lots of ways. an they were of a people could make if they didn't like the conservatives through the 1990s and early 2000, if you deny the conservatives but did not like labour you could vote for the liberal democrats as a sort of comfortable sort of compromise vote. then 2010— 2015 happened and the liberal democrats went to coalition with the conservatives and upset a lot of their voters. brezovan happened and liberal democrats took firm, aggressive positions on the that appeal to some people and absolutely alienate others. so that sense that the liberal democrats were a sort of safe receptacle for a protest vote had evaporated. i think chesham and amersham and north shropshire suggest that in some parts of the country they can be that receptacle. i am going to have to leave it there for the moment. the liberal democrat _ there for the moment. iie: liberal democrat
