pope francis is visiting a migrant camp on the greek island of lesbos as he seeks to highlight the plight of refugees. migration is not a problem of the middle east. not a problem of north africa. not a problem of europe and of greece. it is a problem of the world. at least 13 people have been killed after a volcano erupts on the indonesian island of java for the second time in less than a year. hello and welcome if you're watching in the uk or around the world. the killing of arthur labinjo—hughes will be the subject of a national review in the hope of preventing similar cases in the future, the government has said. this morning, thejustice secretary dominic raab has said, "the prime minister made it clear that we want to see how social services liaise with the criminaljustice agencies, and what lessons we can learn". arthur's killers, emma tustin and thomas hughes, will also have their prison sentences reviewed by the attorney general following claims they were not long enough. the children's commissioner dame rachel de souza was asked what could have been done to help arthur, and said authorities must *listen to children's voices* and ensure they *take decisive action* as the result of any inquiry. the life of a child is of inestimable value and his voice was not heard and that*s where we need to start. obviously there is a serious case review under way and we need to see what that says but we must take decisive action and now. my must take decisive action and now. my concern is that here we are, 20 years since this post was set up and we are still having these cases. there are two things that i think we absolutely have to do and do it now. one is arthur raised concerns, he was not a baby, he was six years old, he raised concerns and the system did not hear him. we must listen to the voices of children. secondly, no doubt with these reviews and national reviews, it*s right that they happen, they tend to make the same recommendations. my challenge to the system will be and this is what i have done, go look at the best places where social care is delivered, it*s not a matter of system recommendations, it*s a matter of delivery. when i go to the best places in this country, do you know what i see? people inquisitive about children, i see managers asking the right questions. the rules around travelling into the uk have been tightened again — in a bid to control the spread of the new omicron variant of covid. the british government says the move is necessary, because of an increase in cases of the strain which are directly linked to foreign travel. anyone arriving into the uk from tuesday morning will need proof of a negative covid test taken within 48 hours prior to depature — they will also need to take a pcr test before the end of their second day in the uk and will have to self—isolate until they receive their negative test result. but the travel industry has strongly criticised the move, with one industry executive saying, "the introduction of pre—departure testing with little warning is a hammer blow". nigeria is to be added to the uk government*s travel red list from tomorrow morning. anyone arriving into the uk from a red list country will need to pay for — and self—isolate in — a pre—booked government—approved hotel for ten days. our business correspondent katie prescott reports. travel testing is changing. only a few days ago, the transport secretary told the telegraph, "holiday—makers won*t be asked "to take pre—departure covid tests." now, pre—departure testing has arrived as the new variant of the virus spreads. we have also decided to require pre—departure tests. that*s for all inward travellers. that will be affective from 4am on tuesday and they will be required a maximum of 48 hours before the departure time. we*ve been clear that we will take action if it is necessary. but it is important that, whilst we are introducing these new border measures today, that to remember that vaccinations, remember, they are our first line of defence and the booster programme, the expansion of the booster programme, is hugely important. from monday, nigeria will be added to the red list. only uk citizens will be able to enter the country from nigeria and they*ll have to pay to quarantine on arrival. the problem is there might not be enough quarantine hotels available. the travel industry is furious, saying the changing advice will knock people*s willingness and confidence to travel. they say it*s another devastating blow. our concern is we know predeparture tests are hugely damaging to confidence. they are a major barrier to travel. we saw that before. we think it is premature to introduce those tests. when we still know so little. we already have the red lists being used and those pcr tests. these are temporary measures and will be looked at again in three weeks* time on december 20th. katie prescott, bbc news. professor rowland kao, epidemiologist at university of edinburgh, spoke to me earlier and emphasised that there is an awful lot we still do not know about the omicron variant. there*s an awful lot of uncertainty regarding the potential impact in the medium term future of the omicron variant but what we do know is there is now increasing evidence from south africa that it*s extremely widespread there and that the reinfection rates, the rate at which the variant is infecting people who have already been infected with other versions of coronavirus is higher. that*s something that*s new and different compared to the other variants. it*s that increased risk which means it*s more likely that highly vulnerable portions of the population here are likely to have greater risk posed to themselves, we had largely protected them through a combination of natural infection and vaccination, mainly the latter. some of those protections will likely disappear but we do not know for sure. in terms of the impact of the omicron variant, we keep hearing it is mild and i think it*s still the case that nobody has died of it? i*m not sure what the latest is or not, that*s still the case, you say. does that give some cause for comfort? it*s still the case as far as i know that there is no deaths but i have not looked over the last certainly 12 hours. one of the things to note is that it*s still relatively early, we do know there are cases of severe illness in south africa, we do know this is where most of our information is coming from, we do know it is widespread. the issue is going to be it could be the number of deaths will be few and we would all be very glad for that but if it is transmitting much faster, penetrating into the more vulnerable populations, it could cause a lot of knock—on effects so deaths directly but also indirectly, because we are going to have more people likely going into hospital under certain scenarios. and we cannot rule this out at the moment so we need a bit more time in order to figure out what is going to happen with the omicron variant, particularly here in the uk. our political correspondent ione wells is here. what is the latest from the government on its strategy? there's been uuite government on its strategy? there's been quite a — government on its strategy? there's been quite a mixed _ government on its strategy? there's been quite a mixed response - government on its strategy? there's been quite a mixed response to - government on its strategy? there's been quite a mixed response to this| been quite a mixed response to this from the government in the last week or so, from the government in the last week orso, numberten downing from the government in the last week or so, number ten downing street saying they were taking proportionate measures and it was not necessary for them to go further when it came to travel restrictions, then we had grant shapps saying just a few days ago he was worried any further restrictions would kill off the travel sector but today, last night, the government did say they were going to introduce predeparture testing for any people coming back to the uk. that comes after a bitter political pressure on this issue, labour had been calling for predeparture testing for some time but the governments own advisers, sage, their group of scientific advisers said predeparture testing could be valuable in terms of trying to stop any cases at the variant coming to the uk. in terms of the reaction today, there has been a bit of a backlash from the travel sector who feel this blanket approach for all destinations is going to harm the industry and put people off trying to be christmas holidays and holidays next year as well with the uncertainty but today the deputy prime minister dominic raab argued it was betterfor the prime minister dominic raab argued it was better for the government to take what he called incremental steps rather than having to then lurch into more severe restrictions of cases continue to rise. grant is very plugged in to the travel sector. of course he is right to articulate the commercial interests. i think, though, that the worst thing would be to lurch, having not taken incremental steps that can make a difference, even if it's only at the margins in the way your guest described, i think we want to take those steps earlier precisely to avoid the bigger disruption to travel and the economy. borisjohnson said there would be a review in three weeks, can we not guarantee that there*ll be another review before the three weeks is up? we have learnt through this pandemic things can change very quickly, we*ve seen that when it comes to the travel read list, things are taken away and added often at short notice and i think no minister wants to go on the record and say they will not be any more changes are guarantee anything because of the uncertainty that exists, especially around this new variant. we still don*t know how much more transmissible it might be, whether existing vaccines are effective against it, these are things scientists are trying to work out. when borisjohnson announced on the 27th of november that further restrictions would be applicable to england to try and buy ourselves more time while these things were worked out, he said those measures would be reviewed in three weeks* time which brings us to the 18th of december so we are expecting an update of things like the use of face coverings in england on public transport and in shops, we don*t yet know whether there could be further restrictions announced to try and mitigate against any further case rises. certainly, as you say, the fact we have seen them take action now on travel shows just how concerned they are about this uncertainty which i suppose suggest they cannot rule out having to make changes sooner if they feel the requirement is there.— changes sooner if they feel the requirement is there. the pope has been meeting refugees on the island of lesbos and pressure. at the moment the strongest winds look set to both at the republic of ireland, gusts could reach 80 odd miles an hour and in the uk, we will have some very strong winds which could bring children's commissioner dame rachel de souza was asked what could have been done to help arthur, and said authorities must *listen to children's voices* and ensure they *take decisive action* as the result of any inquiry. the life of a child is of inestimable value and his voice was not heard and that*s where we need to start. obviously there is a serious case review under way and we need to see what that says but we must take decisive action and now. my must take decisive action and now. my concern is that here we are, 20 years since this post was set up and we are still having these cases. there are two things that i think we absolutely have to do and do it now. one is arthur raised concerns, he was not a baby, he was six years old, he raised concerns and the system did not hear him. we must listen to the voices of children. secondly, no doubt with these reviews and national reviews, it*s right that they happen, they tend to make the same recommendations. my challenge to the system will be and this is what i have done, go look at the best places where social care is delivered, it*s not a matter of system recommendations, it*s a matter of delivery. when i go to the best places in this country, do you know what i see? people inquisitive about children, i see managers asking the right questions. the rules around travelling into the uk have been tightened again — in a bid to control the spread of the new omicron variant of covid. the british government says the move is necessary, because of an increase in cases of the strain which are directly linked to foreign travel. anyone arriving into the uk from tuesday morning will need proof of a negative covid test taken within 48 hours prior to depature — they will also need to take a pcr test before the end of their second day in the uk and will have to self—isolate until they receive their negative test result. but the travel industry has strongly criticised the move, with one industry executive saying, "the introduction of pre—departure testing with little warning is a hammer blow". nigeria is to be added to the uk government*s travel red list from tomorrow morning. anyone arriving into the uk from a red list country will need to pay for — and self—isolate in — a pre—booked government—approved hotel for ten days. our business correspondent katie prescott reports. travel testing is changing. only a few days ago, the transport secretary told the telegraph, "holiday—makers won*t be asked "to take pre—departure covid tests." now, pre—departure testing has arrived as the new variant of the virus spreads. we have also decided to require pre—departure tests. that*s for all inward travellers. that will be affective from 4am on tuesday and they will be required a maximum of 48 hours before the departure time. we*ve been clear that we will take action if it is necessary. but it is important that, whilst we are introducing these new border measures today, that to remember that vaccinations, remember, they are our first line of defence and the booster programme, the expansion of the booster programme, is hugely important. from monday, nigeria will be added to the red list. only uk citizens will be able to enter the country from nigeria and they*ll have to pay to quarantine on arrival. the problem is there might not be enough quarantine hotels available. the travel industry is furious, saying the changing advice will knock people*s willingness and confidence to travel. they say it*s another devastating blow. our concern is we know predeparture tests are hugely damaging to confidence. they are a major barrier to travel. we saw that before. we think it is premature to introduce those tests. when we still know so little. we already have the red lists being used and those pcr tests. these are temporary measures and will be looked at again in three weeks* time on december 20th. katie prescott, bbc news. professor rowland kao, epidemiologist at university of edinburgh, spoke to me earlier and emphasised that there is an awful lot we still do not know about the omicron variant. there*s an awful lot of uncertainty regarding the potential impact in the medium term future of the omicron variant but what we do know is there is now increasing evidence from south africa that it*s extremely widespread there and that the reinfection rates, the rate at which the variant is infecting people who have already been infected with other versions of coronavirus is higher. that*s something that*s new and different compared to the other variants. it*s that increased risk which means it*s more likely that highly vulnerable portions of the population here are likely to have greater risk posed to themselves, we had largely protected them through a combination of natural infection and vaccination, mainly the latter. some of those protections will likely disappear but we do not know for sure. in terms of the impact of the omicron variant, we keep hearing it is mild and i think it*s still the case that nobody has died of it? i*m not sure what the latest is or not, that*s still the case, you say. does that give some cause for comfort? it*s still the case as far as i know that there is no deaths but i have not looked over the last certainly 12 hours. one of the things to note is that it*s still relatively early, we do know there are cases of severe illness in south africa, we do know this is where most of our information is coming from, we do know it is widespread. the issue is going to be it could be the number of deaths will be few and we would all be very glad for that but if it is transmitting much faster, penetrating into the more vulnerable populations, it could cause a lot of knock—on effects so deaths directly but also indirectly, because we are going to have more people likely going into hospital under certain scenarios. and we cannot rule this out at the moment so we need a bit more time in order to figure out what is going to happen with the omicron variant, particularly here in the uk. our political correspondent ione wells is here. what is the latest from the government on its strategy? there's been so, from the government in the last week orso, numberten downing from the government in the last week or so, number ten downing street saying they were taking proportionate measures and it was not necessary for them to go further when it came to travel restrictions, then we had grant shapps saying just a few days ago he was worried any further restrictions would kill off the travel sector but today, last night, the government did say they were going to introduce predeparture testing for any people coming back to the uk. that comes after a bitter political pressure on this issue, labour had been calling for predeparture testing for some time but the governments own advisers, sage, their group of scientific advisers said predeparture testing could be valuable in terms of trying to stop any cases at the variant coming to the uk. in terms of the reaction today, there has been a bit of a backlash from the travel sector who feel this blanket approach for all destinations is going to harm the industry and put people off trying to be christmas holidays and holidays next year as well with the uncertainty but today the deputy prime minister dominic raab argued it was betterfor the prime minister dominic raab argued it was better for the government to take what he called incremental steps rather than having to then lurch into more severe restrictions of cases continue to rise. grant is very plugged in to the travel sector. of course he is right to articulate the commercial interests. i think, though, that the worst thing would be to lurch, having not taken incremental steps that can make a difference, even if it's only at the margins in the way your guest described, i think we want to take those steps earlier precisely to avoid the bigger disruption to travel and the economy. borisjohnson said there would be a review in three weeks, can we not guarantee that there*ll be another review before the three weeks is up? we have learnt through this pandemic things can change very quickly, we*ve seen that when it comes to the travel read list, things are taken away and added often at short notice and i think no minister wants to go on the record and say they will not be any more changes are guarantee anything because of the uncertainty that exists, especially around this new variant. we still don*t know how much more transmissible it might be, whether existing vaccines are effective against it, these are things scientists are trying to work out. when borisjohnson announced on the 27th of november that further restrictions would be applicable to england to try and buy ourselves more time while these things were worked out, he said those measures would be reviewed in three weeks* time which brings us to the 18th of december so we are expecting an update of things like the use of face coverings in england on public transport and in shops, we don*t yet know whether there could be further restrictions announced to try and mitigate against any further case rises. certainly, as you say, the fact we have seen them take action now on travel shows just how concerned they are about this uncertainty which i suppose suggest they cannot rule out having to make changes sooner if they feel the requirement is there.— changes sooner if they feel the requirement is there. the pope has been meeting refugees on the island of lesbos and
