our top stories... the independent report into disorder at the euro 2020 final injuly, which has concluded that disruptive fans and a lack of planning turned a glorious occasion into a day of national shame. commander rachel williams from the metropolitan police gave this statement a little earlier. through hindsight and baroness casey's analysis, it's clear that the events before the match overshadowed the anticipated incident following the penalty shoot out. whilst we had police presence in wembley across the day, we accept that the bulk of this was not present early enough to prevent scenes of disorder. it is a matter of deep regret that policing and all of those involved in the planning for the euro 2020 final did not foresee events before the match outside wembley and in central london. the pleasing events on the 11th ofjuly were truly unique when considering the consequences faced as a result of the global pandemic and government restrictions on gatherings. restrictions on public gatherings had significantly constrained the ability of police and staging officials to disperse crowds into fan zones. this is a risk that the met and other partners repeatedly raised on a missed in terms of trying to spot what had happened but the court heard during the trial that arthur's paternal grandmother, she had spotted a bruise on arthur's shoulder some time before emma tustin murdered the six—year—old and she raised that but social services, the court heard, did look into it but no further action was taken. so this independent review will be looking at all of those issues and whether the contacts made with arthur was enough, whether there were missed opportunities. this all happened during the first lockdown in march of last year, and so that review, we don't know when that very ferocious storm. there are people who have had no electricity now for a week. we just had a couple of details through from off off gem, the energy regulator, telling us that it is going to lift the limit on compensation. there is usually a £700 limit on compensation for losing your power but we are just hearing from ofgem that is going to allow customers to be compensated for up to £140 for every day that they have no power. that is the compensation that can be claimed. £140 a day for every day without power. you will know that several of the energy companies have talked about the sheer scale of the problem is that they are dealing with. we know that members of the armed forces are on the ground, trying finally to give some support to the people who have spent so long without power and are still without power in very cold temperatures. alec baldwin, has said he doesn't feel guilty about the fatal shooting of cinematographer halyna hutchins on the set of his film rust in october — because he doesn't feel responsible for the incident. in an interview broadcast on us tv last night, he said he cocked the gun that killed ms hutchins, but didn't pull the trigger and that he didn't know who had put a live bullet in the gun. he admitted that his acting career may now be over as a result of the shooting. i sat on that pew right before they called lunch and i said, "this movie has made me love making movies again." i used to love to make movies. idid. you know. now, alec baldwin says he's not sure he'll ever work again after something went horribly, horribly wrong when he was rehearsing a scene, pointing what he believed to be an empty gun at halyna, as she directed him to do. i would never point a gun at anyone and pull a trigger, never. that was the training that i had. you don't point a gun at anyone and pull the trigger. even after halyna collapsed, and directorjoel souza screamed, it didn't occur to the actor that a live round was in the gun he'd been holding. he didn't experience what he described as the insanity—inducing agony of that realisation until much later. just as you disbelieved that there was a live round in the gun, you disbelieved that this was going to be a fatal accident. so you didn't know exactly how serious it was. at the very end of my interview with the sheriff's department, they said to me, "we regret to tell you that she didn't make it. she died." they told me right then and there. and that's when i went in the parking lot. i called my wife, to talk to my wife. the actor said he hadn't checked the weapon himself, but had put his trust in the 24—year—old armourer, hannah gutierrez reid. her lawyer said the set was sabotaged. that's a big swing. that's an enormous charge to make — that someone came and did something. for what purpose? to attack who? to discredit who? to harm me? the production? means, motive and opportunity. what was their motive in doing that? if somebody did that. it's overwhelmingly likely that it was an accident. one of the things her attorney has said is that she was hired for two positions on the film and therefore was stretched in an inappropriate way. did she raise any of those concerns with you? no, i assume that everyone who's shooting a lower budget film is stretched, myself included. and i got no complaints from her or the prop department. i'm not sitting there when i'm getting dressed, and ready to go to a scene, saying, "oh, my god. the prop woman seemed very harried today." i didn't get a sense of that from any of the people on the film. he spoke emotionally about meeting halyna's husband and son, who's just nine years old. i think to myself, this little boy doesn't have a mother anymore. and i know that in my life, i'm with my kids, and i'm doing quite well with my kids, my kids and i are having a great time. right until my wife walks in the room and then i become invisible. my kids all go and theyjump on top of their mother. and this boy doesn't have a mother any more. and...there's nothing we can do to bring her back. alec baldwin said he would do anything in his power to undo what had happened, but he said he did not feel guilt. someone is responsible for what happened and i can't say who that is, but i know it's not me. i mean, i honest to god, if i felt that i was responsible, i might have killed myself if i thought i was
