it's already illegal to call or text on a hand—held phone while you're driving in the uk. but from next year, the rules are getting even tighter. drivers will be banned from taking photos, filming, searching playlists or playing games — even while stationary — on mobiles and tablets. those who break the law will face six points on their licence and a £200 fine. caroline davies reports. # happy birthday to you... joe cairns was 1a years old when his mother last waved him off to school. i always told him, you know, "i love ya." not always would he say it back. chuckles sometimes he would. we got him settled in the van and i waved goodbye to him. the minibusjoe was riding in was hit by a lorry. the lorry driver was checking his social media on his phone moments before the crash. finding that out, i do remember being physically sick. i was, you know — it was just that reaction that my boy was killed for nothing. for likes, you know? checking his social media. the driverjames majury was jailed for eight years for dangerous driving. the current law bans driving while texting and calling, but this change will mean that it's easier for police to charge drivers holding their phone, regardless of the reason. from next year, there'll be very few exemptions for why you're able to hold your phone while you're driving. one of them will be if you're making an emergency phone call. but another proposed one is if you're paying for something contactlessly — for example, a toll or maybe a drive—through restaurant — but your car has to be stationary. you can still use devices like satnav, for instance, but they have to be in a cradle. the law was introduced in 2003 when calls and texts were what most mobiles were used for. although police can charge drivers with other driving offences if they are using their phone and not in control of their vehicle, this change will close a loophole. if you get caught now, you're going to get a £200 fine and six points on your licence. that is quite significant. the police will be able to enforce the laws much more strongly. joe's family continue to tell his story to make drivers think again about how and when they use their phones. he had a life — a whole beautiful life to lead. through somebody*s choice that day, they took his life away. and he is no more. and it has to be out there, it has to be how dangerous it is to use your phone whilst you are driving. now on bbc news, it's the travel show with carmen roberts. this week on the travel show... celebrating the world's most famous big wheel. this is brilliant. this is my london. a slice of britain on a remote japanese island. i hope i am doing this right. you have to be fast! and racing to the finishing line in our icy siberian challenge. hello and welcome to the travel show, with me, carmen roberts, coming to you this week from japan islands. later on i will be serving up one of these islands most surprising island's most surprising culinary specialties. a big battered fish favourite, fish and chips. at first... the world's tallest observation wheel is now up and running and where else but to buy. it is known as the dubai either. it is 250 metres tall and has 48 points, which means it can carry more than 1700 pods in one revolution. shortly after the millennium, the world's most famous wheel was opened. and just as a pandemic hits, the london i was busy celebrating its 20th birthday. so we went along to meet some of the people who made it happen —— london eye. the romans established london nearly 2000 years ago. since then, the historic capital has developed an iconic skyline. four generations of us, it has always been dominated by two or three instantly recognisable historical buildings. when i was a kid, you could pick up the cathedral, tower bridge and the cathedral, tower bridge and the palace of westminster has three silhouettes which made the skyline look great. and that was the case for more than 100 years and you kind of knew where you were. and that exactly 20 years ago that was all thrown up in the air because that arrived. located on the banks of the river thames, the london eye offers a panoramic 360 degrees view over the capital. standing at 135 metres tall, it is still the largest observation wheel in europe and the most popular, with more than 70 million visitors in the last two decades. it was opened back in the heady days of the year 2000, part of the celebrations that are in the new millennium. 0riginally it was only supposed to be a temporary structure with a lifespan of five years. it was really exciting. it has been a while since i was first on it. and it is still hugely popular. 0k, on it. and it is still hugely popular. ok, here we go! the big step. it is actually going at less than one kilometre an hour, but nonetheless, you have to get on in time. here we are, 135 metres higher, right at the top. and this is brilliant. this is my london. i love this place, i know this place really well. i was born just over there, i livejust over there and every iconic building want to see is here. buckingham palace, the millennium bridge, seybold over there and the river thames. it is fantastic. this is london's equivalent of the isil tower and the empire state building. this is the view that everybody wants to get. —— the isil tower. —— eiffel tower. 0urtime is our time is done. 30 minutes. the architects were david marx and julia barfield, a renowned husband and wife team. julia, just take me to the beginning of this whole project. how just take me to the beginning of this whole project. of this whole pro'ect. how did it all start? _ of this whole pro'ect. how did it all start? it _ of this whole project. how did it all start? it started - of this whole project. how did it all start? it started with - of this whole project. how did it all start? it started with a | it all start? it started with a competition in 1993, and what the competition called for was a landmark to start the new millennium.— a landmark to start the new millennium. _, , ., .,, millennium. the competition was abandoned. _ millennium. the competition was abandoned, but _ millennium. the competition was abandoned, but david _ millennium. the competition was abandoned, but david and - millennium. the competition was abandoned, but david and julia i abandoned, but david and julia decided to plough on regardless. david sadly died in 2017. butjulia still has great memories of that time. now, i think this is the prototype if you like. think this is the prototype if ou like. ~ ., think this is the prototype if oulike. ., you like. we looked at so many different designs _ you like. we looked at so many different designs for _ you like. we looked at so many different designs for the - different designs for the actual structure. you know, it is huge but we wanted to be light in feeling so we at very many different engineering solutions for that. with different geometries. anna seemed to be the optimal geometry in the end to make it very light. it was disappointing that the judges didn't think any of the ideas were good enough, but we thought it was a good idea so we started a company which was called the millennium wheel company be put in a planning application. we gradually got more and more exposure to the project and we did deal with british airways and put a lot of our own money in, but we mortgaged the house and whatever and they gave us some serious money in order to be able to properly pay engineers. so it kind of had a snowball effect, really, and because it was at that extraordinary time of the millennium, ifeel that something extraordinary could happen. but something extraordinary could ha en. * something extraordinary could hauen. * * ., something extraordinary could hauen.* * ., happen. but it wasn't all plain sailinu. happen. but it wasn't all plain sailing. there _ happen. but it wasn't all plain sailing. there were _ happen. but it wasn't all plain sailing. there were still - happen. but it wasn't all plain sailing. there were still some | sailing. there were still some people who were unconvinced. did anybody say, listen, look at it, it is a horrible eyesore, it is ruining the skyline. eyesore, it is ruining the skyline-— skyline. yes, they did, absolutely. _ skyline. yes, they did, absolutely. when - skyline. yes, they did, absolutely. when we l skyline. yes, they did, - absolutely. when we were doing the consultations, we went to the consultations, we went to the commission and the chairman of the royal fine art commission did not like it at all. he was apoplectic lee against it. so there were people who were against it of course. even now... even now... some people say... yes, i am sure there are some people who don't like it. you know, that is... you know, you can't have everything. is... you know, you can't have everything-— everything. there were 32 capsules _ everything. there were 32 capsules in _ everything. there were 32 capsules in all, _ everything. there were 32 i capsules in all, representing the 32 london boroughs. each of them had to be floated down the thames and installed one by one. it is one thing to actually design a structure on a piece of paper or in a computer programme, but to actually then build it on the site is a completely different set of challenges. they built the london eye kind of flat on the river so it was much easier to attach all the different parts of it, and once it was nearly finished, they craned it up into its final position, so some really, really construction —— clever construction —— clever construction and engineering went behind it this structure. in the last 20 years the london eye has become a minnow, overtaken by observation wheels in las singapore and dubai. but for excellent london mayor ken livingstone, it isn'tjust about the wheel. livingstone, it isn't 'ust about the wheel. people come from all over _ about the wheel. people come from all over the _ about the wheel. people come from all over the world - about the wheel. people come from all over the world to - about the wheel. people come from all over the world to be l from all over the world to be here and all over the rest of written. we have more restaurants than paris and new york, more bars, more museums, more cinemas. this is an amazing city to live in, there is so much you can do.- is so much you can do. you fou~ht is so much you can do. you fought for— is so much you can do. you fought for it _ is so much you can do. you fought for it to _ is so much you can do. you fought for it to survive. - is so much you can do. you fought for it to survive. would you fight for it to survive for the foreseeable future? it could be in here in 100 years time. they have to keep backing it up, repairing it when things go wrong. people always want to come and take the kids on this job and has an amazing view across the whole stretch of london. the skyline is changing all the time with dozens more skyscrapers and development. each one causing its own controversies. but now you hardly hear anything about this iconic structure to being an eyesore. not bad for something that was supposed to be torn down 15 years ago. well, stay with us. we have got lots of great stuff coming up after the break. we will be seeing how good old british fish and chips go down on a tropicaljapanese island. tropical japanese island. really good. tropicaljapanese island. really good. i think it is the actual best fish and chips i have ever had.— actual best fish and chips i have ever had. and we will be catchin: have ever had. and we will be catching up — have ever had. and we will be catching up with _ have ever had. and we will be catching up with our— have ever had. and we will be catching up with our three - have ever had. and we will be | catching up with our three hati lithuanian adventurers as their mission to cross the little frozen lake in russia draws to a close. i frozen lake in russia draws to a close. ., frozen lake in russia draws to a close. . ., ., ., a close. i have another idea. so don't _ a close. i have another idea. so don't go _ a close. i have another idea. so don't go away. _ the humble fish and chips is a staple of the great british diet, one i have been missing since moving from the uk 10 years ago. but i'm in luck. i had been told this traditional takeaway has finally arrived in japanese shores in the lower unlikeliest of places. i have travelled to a small island south of quinoa to try it out. we are making our way across ishigaki island, it was a 3—hour plane journey from tokyo and we are actually around 400 kilometres from the 0kinawa main island of golf. actually click it —— itself. we are actually closer to taiwan then we are to japan. so i have been to ishigaki a few times, it's an easy island getaway from tokyo. and while i have had a lot of good seafood here, i've never actually had reddish fish and chips. —— british. you must be sam, hi. and chips. -- british. you must be sam, hi.— and chips. -- british. you must be sam, hi. hello, nice to meet ou. so be sam, hi. hello, nice to meet yon so tell— be sam, hi. hello, nice to meet you. so tell me _ be sam, hi. hello, nice to meet you. so tell me about _ be sam, hi. hello, nice to meet you. so tell me about bonnie i you. so tell me about bonnie blue and _ you. so tell me about bonnie blue and your _ you. so tell me about bonnie blue and your business - you. so tell me about bonnie blue and your business here. j you. so tell me about bonnie - blue and your business here. we t and blue and your business here. - try and have uk sale fish and chips with beer batter, but we use 0kinawa beer and seaweed and on the chips as well. bud and on the chips as well. and what do people _ and on the chips as well. and what do people think?
