But the problem is that we can all make pledges and all countries are making pledges with the best will in the world, but what we have seen repeatedly in the last 26 years as these pledges have no action associated with them, they have no accountability and therefore they dont happen. But we do need to see more governments bring in more regulation, and we need to see more accountability for governments themselves.
