we got from the g20 leaders, let's hear from we got from the g20 leaders, let's hearfrom him. in fact, a lot of confusion. mark, are you there? you are. chaos reigns, but marked although in as they that all leaders all- western leaders, who have committed to net zero carbon emissions, that includesjoe biden, that includes the italian prime minister and boris johnson, will i suppose feel disappointment. the feeling here in rome was that italy particularly was very keen for the 2050 target date to be written in, not because russia who have, which have all mentioned 2060 as a potential date for carbon neutrality so i think there will probably be an element of disappointed meant. the italian president has been keen to sort of talk up what he calls the success. borisjohnson talk up what he calls the success. boris johnson less talk up what he calls the success. borisjohnson less so. this is a huge way to go but at some extent, borisjohnson does not want to set boris johnson does not want to set the bar too borisjohnson does not want to set the bar too high boris johnson does not want to set the bar too high because he wants to spur the other leaders to go further in glasgow. remember what was agreed on here, the leading economies. and so well you are, the nitty—gritty of the how they get to 1.5 , it is the communiqu of how it will be worked out? borisjohnson said in his press conference if they don't meet the carer break —— meet the criteria. does that set the watermark? i know there was a ratchet mechanism in the paris agreement. the there was a ratchet mechanism in made six years ago. if six years on, they are not willing or able to get closer to really sticking to that 1.5 limit, then what have the past six years been for, really? and another couple of commitments that the countries had to submit these nationally determined contributions as they are known which is basically emissions reduction target that countries had to submit every five years, not enough countries have submitted those. borisjohnson was clear in his press conference saying less than half, fewer than half of the g 20 countries have submitted those updated mdc is as they are known and then the third sticking point really from paris which has not been achieved yet is for the wealthier countries were looking at financing to help poor countries transition away from dirty energy to decarbonise. that has not been met by the target of 2020 and there are about $20,000,000,000 short, the target has been pushed back to 2023 so i think you get the sense of paris setting the bar high and the world is not following through with that yet, so again, borisjohnson trying to sort of link paris to glasgow now to say, we agreed on thing six years ago and we are not quite we are far away from, from achieving them, and we need to reinstate paris and go further and faster in the glasgow talks, and he was fairly gloomy but we will have to see what can be achieved in concrete telling reporters that this is the beginning of a process to urge countries to keep temperatures at safe levels. a lot of them are doing it. what do you make ofjoe biden's position coming here because the negotiations with his own democrats have been torture, particularly over this budget bill. does he come you're diminished because of it? you will hear from the biden administration a very strong message that the us is on track. they will say they have got an agreement around a framework that provides more than $500,000,000,000 for climate change, hundreds of millions of dollars in tax credits that have been unprecedented. and that have been unprecedented. and that will take is a long way towards the goal of cutting us emissions 50— 52% below 2005 levels by the end of the decade. but he has only collective forum in the world where we have an opportunity to discuss climate change in isolation so this will be a test this year of what we've achieved so far, whether countries are living up to the promises they made in paris and it will also be a summit to galvanise ambition because this is the scale of the challenge that we all face, currently our global emissions are forecast to grow by 16% by 2030 and in fact, they need to fall, things to fall by a large margin by 45% to keep global average temperature rise to 1.5 keep global average temperature rise to1.5 celsius. it's keep think is the power of america showing up and working with our allies and partners to make progress on issues that matter to all of us, and there is really no substitute for face—to—face negotiations. and there is really no substitute forface—to—face negotiations. i found that all of my meeting is your boat you ardour sessions and one—on—one sessions, many of those have seen our partners and allies from american leadership to helping solve some of these big problems. i found my one—on—one engagement with so many of the leaders and the importance of small personal relationships never ceasing to amaze me. when you're looking someone straight in the eye when you're trying to get something done. they know me, i know them, we get things done together. i want to thank the italian people, by the way, for the g 20, for their hospitality and congratulate the prime minister who did is one hell of a job. it was a difficult year marked by great global challenges, many of them will be pandemic, driving a broad base to sustainable economic recovery and tackling the climate crisis. i believe we made tangible progress on each of these issues and part of the commitment that the us brought to the table. for example, i'm proud that the g 20 endorse the global minimum tax. this is something that they have been driving for more than a year, building momentum to this achievement, and this is an incredible win for all of our countries. competing against one another to track investments with corporate tax rates, this set a minimum for 15% to ensure the giant corporations began to pay their fair share in the matter where they are headquartered instead of hiving like my kiting profits overseas. you're good at establishing funds in the future. instead of responding to the next pandemic. yesterday, together with the prime minister boris johnson and president macron, we reiterated our shared belief that diplomacy is the best way to prevent iran from gaining nuclear weapon and we prevent that discuss how best to encourage them to reduce serious good—faith negotiations. i also want to note that even as i've been here in rome, as you might guess and some of you i suspect do the same thing, american reporters, we've been focused on issues that affect american workers and families at home. ijust finished meeting with a broad coalition of partners and how to address the immediate supply chain of backlogs and dealing with what the rot has been dealing with and facing, and you're facing back at home, and how to make sure we have access to all the product we need from shoes to furniture, to electronics, automobiles, to make sure we talk about how to better secure self against the future shall wear the pandemic, climate change and disasters. to build back better framework which is god willing going to be voted on. for the first time ever, several million dollars to strengthen the supply chain to help make sure we have access to everything we need. they're making sure their products and get a little bit of breathing room. also looking at everything from childcare while at everything from childcare while at work for their kids, two years of free high—quality preschool and finally today i was proud to announce that our eu partners get another critical win for both american workers and the climate agenda. the united states and european union have agreed to negotiate the role's frustrating agreement based on how much carbon is in a product. and we negotiated the steel illuminant tariffs. strong support of the steelworkers back home and i
