So, lets come together over these two weeks and ensure that where paris promised, glasgow delivers. Good afternoon, and welcome to the opening day of cop26 the major Climate Change summit in glasgow. The leaders of the worlds top economies have issued a Draft Communique at the G20 Summit In Rome. Leaders have committed to the key goal of limiting Global Warming to 1. 5 degrees. Theyve pledged action to curb the use of coal, but the document falls short on a target of net zero emissions. Lets get more now and everything that has been happening. Mark lowen is at the G20 Summit In Rome and mark, talk us through that Draft Communique. Weve seen reaction from leading corporations. Yes, on these i communiques it is really about looking at the nuance of the language, and this communique, we think this is probably the fifth draught of the communique and hasnt yet been actually finalised. It could even be tweaked in the next hour or two. What we think it is saying is that the g20 leaders will undertake meaningful and effective actions to pursue efforts to limit Global Warming to 1. 5 degrees. Remember, at 1. 5 degrees target above preindustrial levels is the kind of key figure here, because the Scientific Consensus is that if we go beyond Global Warming 1. 5 degrees, and at the moment the world is not on track at all to meet 1. 5 degrees, then we could be seeing much, much more of that extreme weather, the low lying countries in the world could be threatened by extreme flooding, the fires that we have seen over the next few months would be very much a regular occurrence, so 1. 5 degrees is an absolute goal. It is not set in stone in this communique, but the leaders have agreed to work towards a 1. 5 degrees limit. But then the issue of net zero Carbon Emissions. That is another key point here. If the world is to keep 1. 5 degrees within reach, it needs to Reach Net Zero Carbon Emissions by the middle of the century. That means basically that the carbon that is produced is offset by the carbon that is removed by the atmosphere. And on that, the communique does not set in stone that by 2050 net zero Carbon Emissions should be reached. Why . Because we think there has been opposition from countries like china and russia. The Russian Foreign minister has now said that russia would achieve net zero Carbon Emissions by 2060, not 2050. So there is haggling over the date at which the world commits to carbon neutrality. And on a 30 point from the communique, i would summarise for you that it is about Climate Financing. This is the aim in which wealthier countries would give 100 billion per year to poorer countries to help them fight Climate Change and transition to a greener economy. That 100 billion should have been reached last year by 2020. It hasnt been. It is about 20 billion short. It has been pushed back to 2023. The draught communique says we recall and reaffirmed the commitment of the hundred billion dollar annual Climate Finance target. In summary, i would say this seems to be a step in the right direction. No Concrete View or concrete actions. You are seeing there, from what mark says, that we are very much getting a sense of individual countriess vested interests, versus the appeal is that weve had from Prince Charles, the pope, either leading figures to try to put those National Interests to one side and act in a united way in order to protect the planet. So its going to be very interesting to see how that does set the tone for what happened here in glasgow over the next couple of weeks. Well, reaction to that Draft Communique has been swift, with Climate Campaigners including greenpeace accusing the g20 of failing to confront the Global Crisis in particular theres disappointment about the language around the 2050 target. 0ur science Correspondent Victoria Gill explains. Unfortunately, this is a difficult protracted process of negotiation in global politics. But the physics of Climate Change doesnt care about global politics. The global temperature will continue to rise based on the concentration of Greenhouse Gases in the atmosphere, regardless. Thats why the fundamental science of this mean that the windows closing, thats why the science lays out that in order to stay within that threshold of 1. 5 degrees global temperature rise on average since industrial times by the end of the century that critical figure that will avoid some of the most dangerous impacts of Climate Change, thats what needs to happen. Those dates have been projected by the science, they have been forecast by the science, so not setting a date on something that has been scientifically forecast to be essential is quite a disappointing start to cop26, especially when it comes as a communique from the 620. Nations that represent 80 of global emissions right now. So not hitting that date, although theres a really strong message there about coal. And thats really positive. Thats the dirtiest, most Greenhouse Gas emitting fuel. Its time needs to end. We will keep hearing that again and again, particularly from the uk government. But that lack of setting a date on slashing emissions and net zero is really quite disappointing, and thats what needs to be put in place here. And weve heard from Prince Charles today in rome, the pope, greta thunberg, any number of people, pleading with Global Political leaders to act in the worlds interests not to act in their vested National Interests. There must be a huge amount of frustration among environmental activists over this language. And ijust wonder, how will cop26 respond to this . As youve just said, its not the ideal start going into this conference, is it . Its hard to know, once the doors close on those negotiations, once the big speeches are going to possibly be slightly watered down, especially from those nations that have been in attendance at the 620, because they come without that boost of making that significant promise about the timeliness of these Emission Cuts and about net zero. Its already been set out by the science, by these Big Un Reports that have been published in the run up to this the evidence says that we need to be within that timeframe. So i think thats going to kind of water down whats said to tomorrow. The rhetoric seems less meaningful when theyre not able to set the target out in stone. What happens when we hit the Negotiating Table . Thats more difficult to say because maybe that will push more momentum. The leader of Glasgow City Council was talking about the bolshiness of the wonderful people of the city of glasgow, maybe that will boost the developing nations and people from states that are being hit by the more severe brunt of Climate Change. Maybe that will boost them to be a little bit more bolshie because they see this as giving them a little bit more of a momentum in these discussions because they really need to hold nations feet to the fire when they are responsible for most of the missions. 0ur Science Correspondent speaking to mejust a 0ur Science Correspondent speaking to me just a little 0ur Science Correspondent speaking to mejust a little bit earlier. Its a conference which the Prime Minister borisjohnson has called a Turning Point For Humanity because over the next two weeks leaders from almost 200 countries will be asked to agree steps to limit Climate Change, to stop global average temperatures rising more than 1. 5 celsius above pre industrial levels. Thats the point at which Scientists Say we will see more flooding, drought, extreme heat and poverty a code red for the human race. So whats the plan to acheive this . Lets take a look at the four goals of cop26. The first is to secure Global Net Zero by the mid century. Thats interesting, because they are now talking buy or around mid century, not by 2050 firmly. And there is also within that goal at there is also within that goal at the idea of keeping 1. 5 degrees within reach. Can we stop the average global temperature rising beyond that level . Net zero is the point at which the amount of greenhouses gases being produced is no greater than the amount being removed. Countries will need to phase out coal more rapidly, stop deforestation, speed up the switch to electric vehicles and renewable energy. The second goal is to adapt to protect communities and natural habitats. This is about protecting or restoring ecosytems, as well as developing a more resilient infrastructure, to protect homes and communities from the impacts of Climate Change. The third goal is to mobilise finance. Developed countries are being asked to pledge at least £100 billion in Climate Finance per year including working with private sector. They were supposed to be doing that already, but they havent. The final goal is to bring the world together to deliver. This is focussed on governments collaborating, as well as businesses and civil society, in order to finalise what s known as the paris rule book the detailed rules agreed in the Paris Climate Accord in 2015. So they are the goals thatll be at the heart of negotiations over the next 12 days or so. The challenge will be getting nearly every country in the world, all with their own individual set of circumstances, to agree on a common way forward. Its hoped that agreement will be reached by the end of the summit, which is next friday, november 12th. Although if past summits are anything to go by, things could slip into that weekend. Representatives of developing nations at cop26 are hoping to persuade richer countries into decisive action. The president of malawi called on them to honour their pledges to help developing countries cope with the impact of Climate Change, which he said were brought on largely by the richer nations. If you take, for example, the agreement or pledge made in copenhagen 12 years ago by the rich nations, they pretty much didnt come through with it. And they seem to be growing cold feet. And so, when we speak up, for example when we say fulfil your pledge, its not a matter of charity. It is a matter of paying up a clean up fee. If you have been involved in bringing the earth we call home to this stage, lets clean it up, but you have to be responsible. That was lazarus chakwera. The chairman of the conference, alok sharma, said the gathering in glasgow is the worlds last and best chance to agree a plan, to limit the rise in temperatures to 1. 5 degrees celsius. The rapidly changing climate is sounding an alarm to the world to step up on adaptation, to address loss and damage, and to act now to keep 1. 5 alive. And we know that this cop, cop26, is our last best hope to keep 1. 5 in reach. Alok sharma, and he said in that speech that glasgow was a moment to deliver on the promises made in paris, the Paris Climate Accord of 2015. So i think what we are seeing here is that the italians particularly have been keen to get 2050 as a date in this final communique, but some of the other big emitters have tried to push that to 2060. So it made a century is a little bit of a fudge. But mario draghi there, talking about how in his eyes this 620 has been a success.
