At a mosque in the afghan city of kandahar. The Us Government has confirmed november 8 is the date when itll be opening up its borders to fully vaccinated travellers. That ive been washing my hands in forever. And one of the most distinctive and soulful voices in pop is back. Adele releases her first new song in six years. To swim when i am drowning. Hello. Welcome to the programme. Good to have you with us. We begin here in the uk, where police have declared the fatal stabbing of the Member Of Parliament, sir david amess, to be a terrorist incident. He was attacked while holding a meeting for constituents. A 25 year old british man, thought to be of somali heritage, has been arrested on suspicion of murdering the conservative mp. Politicians from all parties have expressed their shock and grief at the killing as our correspondent Daniel Sandford reports. Forensics teams and Firearms Officers at the Methodist Church where the local mp had been holding his fortnightly surgery. Before sir david amess s meeting with constituents was over, a man had stabbed him multiple times in front of his assistant and his pa. He died at the scene, leaving constituents and Party Colleagues bewildered and in shock. I mean, its so tragic. This is such a nice area and for this to happen, its. What can i say . You know, he was so nice people person. Loved everyone. And he was doing so brilliant job for all the local residents and everyone here. What he said, he meant it wasnt wishy washy l so you knew where i you stood with him. And he did not suffer fools gladly, he would speak his mind and often did at different meetings that he went to. I but he was 100 in supporting southend and the residents of| southend. Will my right honourable friend join me. Sir david amess was the mp for Southend West and respected throughout politics. Hed been an essex mp, first in basildon and then in southend, since 1983. His Constituency Surgery at belfairs Methodist Church had started at 10 00 this morning. At 12 05, police were called to reports of a stabbing. They arrived within minutes and Police Officers and then Ambulance Paramedics battled to save the mp s life. At 3pm, police said a man had died, confirming later that it was sir david amess mp. The Air Ambulance sent to the scene was never used. Police arrested 25 year old man on suspicion of murder. Hes a british citizen understood to be of apparently somali origin. Detectives said he was detained shortly after officers arrived and a knife was recovered at the scene. Quickly, it became a terrorism enquiry. The investigation is in its very early stages and is being led by officers from the specialist Counter Terrorism command. We made it clear at the time of the incident that we did not believe there was any immediate further threat to anyone else in the area. Sir david was a committed Roman Catholic and tonight, at a specially arranged mass in the Catholic Church just down the road, they were paying tribute to a highly respected politician, murdered while meeting the people he served. Chariots of fire plays on piano daniel sanford, bbc news, leigh on sea. The tributes paid to sir david have come from across the political spectrum. And his death has led to renewed questions about the safety of mps, five years after the murder of another mp, jo cox, who was killed while on her way to meet constituents. Her sister, the mp kim leadbeeter, described her horror, at todays events. Heres our Political Editor laura kuenssberg. An officers task in essex, to lower the flag. At half mast over parliament, too. The Unionjack Hanging Limply and sombre over number 10, matching the mood. David was a man who believed passionately in this country and in its future, and weve lost today a fine Public Servant and a much loved friend and colleague and our thoughts are very much today with his wife, his children and his family. Sir david spent nearly a0 years on those green benches. Speaker . Amess will my right honourable friend tell one of his ministers to organise a city status competition, so at long last southend on sea can become a city . Affable, indefatigable, joyous in his love of his part of the world, passionate in his causes and all politicians have opponents, but he did not have enemies. Todays a dark and a shocking day the more so because, heartbreakingly, weve been here before. Informed by his faith, sir david had a profound sense of public duty and he was highly respected and much liked across the houses of parliament, on all sides. And yet, his name is known tonight for the worst of reasons the second mp in five years killed just doing theirjob. Jo cox, like sir david, elected to parliament but a parent, a partner and a sister, too. Kim leadbeater led herfamily s tributes back then. She will live on through all the good people in the world. Paying the ultimate tribute now, following jo as their home town mp. Its really important that we get good people in public life, but this is the risk that were all taking, you know . And so many mps today will be scared by this. And my partner came home and said, i dont want you to do it anymore, i dont, because the next time that phone goes, it could be a different conversation. This is a terrible and rare event but The Awful Truth its become routine for many mps, and often their staff, to face threats, intimidation and abuse. Common for those concerns to be reported to the police and those who come to serve us in this place know full well their work can put them in harms way. Yet he was aware of the worst thing that could come to pass. Sir david wrote about an attack on another mp and warned it could happen to any one of us. Laura kuenssberg, bbc news, westminster. The Us Government has said it has offered payments to relatives of the ten civilians mistakenly killed by a drone strike in kabul before american troops withdrew from afghanistan. The pentagon also said it was working with the State Department to help surviving members of the family move to the United States. Lets speak to our North America correspondent peter bowes. Remind us what happened. This was one of remind us what happened. This was one of the remind us what happened. This was one of the final remind us what happened. Ti 3 was one of the final acts of the us military in afghanistan before its withdrawal, before the ending of its 20 year operation in that country. An official said that they had been tracking a car for some eight hours that was believed to be about to be used by is militants, Suicide Bombers, in an attack on the airport. In fact this happened just a few days after the huge Terrorist Attack on the Kabul Airport that claimed the lives of more than 100 people, mostly afghans, but also 13 us servers members. They had been following the car, believing it to be full of explosives and about to be taken to the airport, but then they later acknowledged that it was a huge mistake. The drone attack, the drone strike, claimed the lives of some ten people, seven children, and the mistake of the us military was acknowledged as a terrible and tragic mistake because the driver of that car had in fact been an aid worker, and somebody you had nothing to do with the Islamic State. So what the pentagon is saying is that they will pay what they are describing as Condolence Payments to the family of those who died and they will also help those members of the family who have expressed an interest in relocating to the United States. The State Department is involved in that as well. There was an initial Virtual Meeting just a few days ago between officials at the pentagon and the organisation that employed the driver, the aid organisation. There will be further discussions. They havent decided how much money yet. That will be determined in the future. Yet. That will be determined in the future the future. 0k, thank you for the future. 0k, thank you for the update. The future. 0k, thank you for the update, there, the future. Ok, thank you for the update, there, peter the future. 0k, thank you for. The update, there, peter bowes in los angeles. The Islamic State group has claimed responsibility for a series of Suicide Bomb Blasts at a mosque in afghanistan in the Southern City of kandahar. More than a0 people died in the attacks. The victims were mainly shia muslims, whod gathered for friday prayers. It comes a week after a Suicide Attack on another shia mosque in the Northern City of kunduz in which at least 50 people died. Well, earlier, ispoke to former afghan ambassador 0mar samad and asked him whether these latest attacks where meant to send a message to the taliban. Well, on the surface, apparently, it is. And as you mentioned in your report, this comes on the heels of another attack last week on kunduz where, again, dozens of shia afghans were massacred. Its troubling. The taliban, obviously like the government of ashraf ghani before them has to do a much betterjob of protecting these sites. I mean, everyone knows that the hazaras and shias and some other minorities have been targeted for the past two or three years at least and so, there has to be better security. 0n the other hand, there has to be investigations. Again, afghanistan has lacked professional investigations for many years and none of the attacks that have taken place these kind of Terrorist Attacks with one or two Suicide Bombers willing to die have obviously gone unattended, and thats a problem. The taliban insist that they can handle the threat from isis but they do so without any Real International support. Can they cope with the threat hanging over their heads . Well, there is support from almost the entire International Community, including countries in the region, who also fear isis or is kp, as its called in the region. The americans apparently have offered some type of assistance recently in the meetings that they have the taliban. The taliban prefer, at this stage, not to work with anybody else. They feel that they have enough experience of dealing with is kp since 2015, when it first emerged in afghanistan. So it remains to be seen but at some point, if we know who exactly did this of course, is kp being the main culprit or, you know, as they claim so its a very convoluted, Complex Environment where you could have any kind of supporter, internal or external, who could engage in such attacks, then somebody else will pretend to have done it or use somebody s elses brand. So i think this is why an investigation and maybe the International Community can help and kabul will agree is absolutely crucial. 0mar samad from the atlantic council. You are watching bbc news. The headlines British Police say the murder of a Member Of Parliament has been declared an act of terrorism. Sir david amess was stabbed to death while meeting his constituents in the south east of england. The United States has offered compensation to the relatives of ten people mistakenly killed by a drone strike in kabul. Sticking with america, the United States is to reopen its borders on november 8 to foreign travellers whove been fully vaccinated against the coronavirus. The white house said vaccinated people would also need a negative covid test taken in the 72 hours before travelling to the us. Americans have been allowed to travel to europe for a few months now, so why has it taken so long to lift the restrictions . Hugo martin is a Travel Writer for the la times. I think primarily it has been the covid cases. They were trying to wait until the numbers began to drop and we have this uptick with the Delta Variant and i think thats sort of postponed the opening of the borders. There was talk about this several months ago and i think it got put off primarily because of the uptick in cases, they wanted to wait until the cases were on the decline. What has the reaction been from the us Tourism Industry to this news . They have been gleeful all day. I have been saying that theyve lost some 250 billion from the loss of international travel. It is the lions share of revenue for airlines and hotels. International travellers tend to spend much more than the domestic folks that go from maybe the midwest down to florida to visit disneyland, Something Like that. The International Travellers really are where it is that when it comes to generating revenue for airlines and hotels. In terms within the us, is there any particular counties or areas that have really felt the hit by not having those International Tourists . Well, i think here in los angeles and in new york, also in florida, some of the big tourism spots. Here in los angeles, weve had to make do with, like i said, domestic travellers from other parts of the country, but it reallyjust hasnt been the same. International travellers are a huge part of the Tourism Industry here and when this news was announced, there was praise up and down from the Tourism Industry. The Biden Administration said several weeks ago that november would be when the doors started to open again. Its only now we have got this date confirmed. Have airlines started to see their ticket sales go up already . In fact, United Airlines Just Announced they are launching ten new transatlantic routes, so the airlines are getting ready. They said they are seeing an uptick in booking. So there is a pent up demand. 0bviously youve been talking about this, people have been wanting to travel across the atlantic for quite a while and they are ready to go. Hugo martin from the la times. Today marks world food day, when the United Nations aims to draw attention to the millions of people around the world who still go hungry. Despite Ambitious Goals set by the un to end world hunger by 2030, the number of people suffering Food Insecurity continues to rise. Imogen foulkes reports. Conflict, Climate Change and now covid 19. They are creating a perfect storm of hunger. The United Nations set ambitious targets to end world hunger by 2030. Instead, the number of people without enough to eat increasing. 800 Million People go to bed hungry every night. Conflicts disrupt farming and food supplies. So to do extreme weather events triggered by Climate Change. Yemen has had floods as well as war this year. Afghanistan has had drought. Year. Afghanistan has had drou. Ht. Year. Afghanistan has had drou~ht. , year. Afghanistan has had drou~ht. , year. Afghanistan has had drou~ht. , drought. The Climate Crisis is a Risk Multiplier drought. The Climate Crisis is a Risk Multiplier for a Risk Multiplierfor conflicts. This happens in two ways. 0n the one hand, we have scarcity of climate sensitive Natural Resources like water or fertile soil. 0n the other hand, we have more people displaced by climate extremes, and these people then come in contact with other groups that are already stressed themselves. In 2020 we had 30 Million People displaced within their own borders by climate extremes. In 2050 we expect that this number will increase to 216 million which is about seven times as many. Seven times as many. Now, covid19 seven times as many. Now, covid19 is seven times as many. Now, covid19 is driving seven times as many. Now, covid19 is driving up seven times as many. Now, covid19 is driving up food i covid 19 is driving up food prices, the World Feed Programme is so short of money, it may have cut rations to some of the most Vulnerable People on the planet. The only way to prevent an exponential rise in hunger, the organisation says, is to tackle Climate Change and support at Risk Communities to feed themselves, growing sustainable, climate resistant crops so they dont have to join the millions who have already fled their homes rather than face starvation. Lets get some of the days other news. Norways prime minister, jonas gahr store, who took office a day after a deadly bow and arrow attack in kongsberg, visited the town and placed flowers at a Memorial Site to the victims. The man suspected of killing five people is being kept in a secure Psychiatric Institution for Mental Health checks. New zealand is holding a national day of action to encourage all remaining New Zealanders who are not vaccinated to get jabbed. The vaxathon is being streamed live on television, including on a maori station, in an effort to raise Vaccination Rates across all communities. Singer songwriter adele has released her first song for six years. Easy on me is from the forthcoming album 30, which reflects her life after going through a divorce. Mark savage has this report. There aint no gold in this river. The wait is over. Ive been washing my hands. After six years, adele is back and shes singing about the end of her marriage in 2019. I changed who i was to put you both first but now i give up. There is something hopeful about it as well, as sad, but obviously, i bawled my eyes out when i was writing it and when i was singing it for the recording and stuff like that, but theres just an element of hope, in it which in turn gave me hope because i was at my wits end in the beginning of 2019. The song is about seeking forgiveness for her part in the breakdown of the relationship. I was still a child. Adele has said her new album is, in part, an attempt to explain that situation to her 9 year old son when hes older. Great art is made from great pain. When i think we heard that shed broken up, you think, oh, there are going to be, as sad as it is for everybody concerned, there are going to be some really good songs coming out of the pain that shes been through, and i really admire the honesty for her to talk about so openly what has happened and all the feelings that shes had. We could have had it all. Adeles new record comes with big expectations. She already has 15 grammys, one 0scar and nine brit awards. Nevermind, ill find someone like you. And shes inspired a new generation of artists, including fellow brit nominee joy crookes. I dont know what id do. I think the thing that adele made me feel ok with is that im not afraid of ballads. I know that in my past, ive had friends, when i was younger, be like, why are you writing these kinds of songs . And i rememberfeeling a bit ashamed of my writing. And then the second thing is, amidst all her success, all of the things that could have changed her accolades, everything shesjust so real. Easy on me has already been streamed millions of times, but not everyone was impressed. I sent a snippet of me singing it as i was writing it to three of my closest friends here, and one didnt like it, the other one was like, well, yeah, maybe. Keep trying, though the other one was like, im busy working, so that was the perfect response for me. Mark savage, bbc news. Well, earlier, ispoke To Entertainmentjournalist kj matthews, who gave her reaction to adeles latest release from hollywood. I have not seen one person criticise easy on me, we love it here in hollywood, absolutely love it. Can i be honest and tell you, i have had that song on all day, and i think my neighbours are probably wondering is she going to stop playing adele, and if so, when . Its such a great song. I mean, on youtube already, she her music video has racked up more than 44 million times, and spotify devices say easy on me is the single is highest streamed song ever, so lots of people love it, even celebrities are weighing in, they are all saying how much they love it, and therese, the actor, he said thank god that she is back, we needed her, we missed her voice, we love adele, so everyone is welcoming her with opening arms as they drink a glass of wine and cry, because you know her songs always make you want to cry. Talk to us more about the meaning of the song. What prompted adele to write it . What is she saying in it . She is 33 now, but she wrote the song when she was 30, and she was obviously experiencing the break up with her now ex husband, and really reflecting on what happened, how did it break down and she wanted to write this album, and this particular song, to let her son know what happened, as he talked earlier, she has been doing interviews all day, including here on the bbc, where she basically talked about she wanted to let her son know why she decided to basically pull the plug or dismantle a marriage, so she wanted to let him know what happened, and obviously, feeling some sort of guilt about not being able to keep a marriage together which is kind of a long song, but she said it many times before, that one of the most painful times and painful errors in her life, but this beautiful music was born out of it. Well, and clearly, like many creators, there is a process of catharsis in writing the songs and putting together this album. Most great music, from any really lasting icon, musician in this world, that has some of the best songs, always has pain behind it, that has always been the case and that definitely the case with adele and this song, easy on me. I dont know of people realise, but if you watch the music video, that same house that you see her walking out of and grabbing her belongings is the same house where she shot the music video for hello. This time, she is walking away, saying goodbye to the past, so i thought that was really interesting. What do you imagine we may see next from adele . She talked about the fact that a lot of people wanted to see her go on tour and now were living at times, in the pandemic and you have to have to take covid restrictions, so she is not quite sure about going on a global world tour right now, but she is open to doing small venues, so she is hoping to get back out there and sing for people, do the things that make her and all of us happy, which is seeing her perform live. That it is from us for the time being. We will see you next time. Goodbye. Hello again. Most of us had a fine day on friday with plenty of sunshine around. It was certainly a beautiful end to the day in Dumfries And Galloway with the sun setting over the seas there on the horizon. Now, we did briefly see a cooldown in weather with this slightly fresher air coming down from the north west but this weekend, milder air is going to be pushing back in off the atlantic and with that will come rising temperatures. So on friday, actually, briefly, although it was cooler, temperatures got close to normal. 1a is average, actually, for october. Its been a very mild 0ctober so far. But actually, this weekend, across the board we will see those temperatures climbing two or three degrees celsius. And the milder air has actually already started to arrive in the south west with thickening cloud. An odd spit of rain from that. 12 degrees celsius for the first part of saturday morning. Contrast that with the cold air in the north east, where parts of Eastern Scotland and North East England have a frost in the countryside. Now, for saturday morning, there will be a lot of cloud around first thing. A few showers for Northern Areas of scotland again. This Cloud Pushing Eastwards across england could be thick enough to give an odd spit of rain, and through the afternoon, there is a threat of more general heavier rain moving into northern ireland, but thats going to arrive quite late in the day. It turns milder 15 or 16 degrees pretty widely but in scotland, we are still hanging onto that slightly cooler and fresher air. 10 degrees in aberdeen, 12 for glasgow. Now, saturday night, we will see a more active Weather System move in, bringing rain across northern ireland, some heavy rain in scotland, maybe a few spots for Western Parts of england and wales, but it is probably that the rain is going to be a little bit lighter and patchier in nature here, and that takes us into sunday. Well, a lot of cloud to start the day, still thick enough for an odd spit of rain, but this is generally pushing eastwards with weather generally trying to improve and brighten as the day goes by. There will be a few sunny spells coming through from time to time. Now, temperatures mild again. Were looking at highs of 17 in london and glasgow and temperatures rising a little through the central belt of scotland around 1a for glasgow and edinburgh as well. Into next week, the low pressure is firmly in charge. Its often going to be pretty windy and were going to see this very long weather front. This could bring some heavy, prolonged outbreaks of rain. At the moment, it could be affecting the hills in wales, perhaps bringing some localised flooding, but otherwise very mild weather could see temperatures up to 20 in london on tuesday. This is bbc news. The headlines here in the uk, police say the murder of a Member Of Parliament has been declared an act of terrorism. Sir david amess was repeatedly stabbed while meeting his constituents in south east england. A 25 year old man, thought to be a British National of somali origin, has been arrested.
