make their own jabs. hello there. we start with those global supply chain problems, because one of the uk's biggest toy retailers is warning that delays at uk ports will result in shortages this christmas. with thousands of containers stuck at ports — and a serious shortage of hgv lorry drivers — there's widespread concern in the business community about the availability of goods. our transport correspondent caroline davies reports from felixstowe. coming in but going out too slowly. felixstowe is the busiest container port in the uk, bringing in goods from around the world. but for months, the situation at ports here and internationally has been getting worse as demand for goods grows after the pandemic. the situation is caused by a messy mix of global problems, including covid disruption, but here in the uk it is made worse by a shortage of hgv drivers to take the goods away, and so they built—up. there are around 100,000 containers here. the port normally has around 60,000 to 70,000 on average. they aren't the only port in this position. well, this is a global issue, so it's happening in ports around the world, and it's obviously happening in all the container ports around the uk because of the volume of traffic, of containers, and of particularly imports at the moment, which are coming into the uk as we come out of lockdown. as well as taking time to get goods to the right place, the cost of shipping goods is also going up. the freight rates have gone up massively. two years ago you paid about $3000 for a a0 foot from shanghai to felixstowe. this month, it is between $19,000 and $20,000 so, as you can see, they have gone up sixfold. and that has a knock—on effect in our shops, including on the price and availability of toys coming in before christmas. at this point in time it is while stocks last. if you see it, i would be buying it. i'd be looking at it rather than looking for it, because i have no doubt that, come december, there are going to be a lot of disappointed shoppers looking for items that just cannot be got. the government has reassured shoppers that they should shop normally this christmas and has said that while global capacity regularly fluctuates, it is continuing to work with the industry to tackle the challenges at ports. the supply chain is stuck in a snarl up and it could take months to unpick. caroline davies, bbc news. let's go to the us now, where the white house has announced steps to try to ease the backlogs at american ports. shipping containers are stuck at sea and when they do make it to land there aren't enough drivers to pick up the goods. from new york, here's the bbc*s michelle fleury. the white house said a key us port, the port of los angeles, had agreed to start working nights and you just referred to 12 months ago, i think they would stand a much better chance of dealing with theissues better chance of dealing with the issues as they were basically rising, but right now the in particular on the us west l in particular on the us west coast are so strong that whatever they are doing right now must have been on the way for quite a long time. 0bviously for quite a long time. obviously it is basically down to that. every port and terminal in asia is working around the clock. they are much more efficient. that is why you tend to see very little congestion in the asian region, it is the same number of boxes put through the terminals in the far east. it seems as if the far east. it seems as if the workers and all the interconnectivity, this is not only the course, it is the lorry drivers, the truck drivers that you talk about the railways, all the way to the doorstep, so end to end it is an efficient line of shipping industry —— ports. that is why the ships are waiting outside the ships are waiting outside the ports to discharge the cargoes. so it is a lot of interlinked activity that needs to work much harder than they do regularly in order to work through this logjam and get to that next moment. 0nce through this logjam and get to that next moment. once they arrive at that point in time they may start to work like they may start to work like they did before. but it is all they did before. but it is all the task ahead of them right now. ~ * ., , . , the task ahead of them right now. we're at pictures of all the ships — now. we're at pictures of all the ships off _ now. we're at pictures of all the ships off the _ now. we're at pictures of all the ships off the coast. - the ships off the coast. staggering pictures, really. i'm glad you pointed to the wider picture. ups and fedex combined ship 40% of american packages by volume in 2020, there are now commitments extracted by the white house by both of these companies to extend their working hours to clear this backlog —— shipped. is that enough, do you think? i is that enough, do you think? i think it will surely help, it will surely work reduces some of the backlog, but right now what we see is a strange global supply chains, particularly from the far east into the us. and when it is this strange it also works inefficiently. so if you can just add also works inefficiently. so if you canjust add more capacity to every single link of that chain, because that is what is neededin chain, because that is what is needed in orderfor that chain, because that is what is needed in order for that to improve so you can bring down the load, because when the load on a global supply changes lower than this right now mortgage can actually get true, but when it starts to clog up it gets inefficient all around. so fingers crossed, i'm absolutely sure there will be some easing from those initiatives, if they are addressed throughout the supply chain, not only from the port or the railways.— or the railways. peter sand, thank you — or the railways. peter sand, thank you for _ or the railways. peter sand, thank you for your - or the railways. peter sand, thank you for your time. - or the railways. peter sand, i thank you for your time. you're welcome- _ g7 finance ministers meeting in washington have agreed to work together to try and resolve global supply chain issues. rishi sunak, was chairing the meeting. he's been speaking to our economics editor faisal islam — who asked him what they are doing to ensure people get the goods they want this christmas. well, i'm here in washington meeting with finance ministers from around the world to discuss some of the challenges the global economy is currently facing. what's clear is that many countries around the world are expensing supply chain challenges, just like are seeing in the uk, anai chaired a meeting of g7 finance ministers earlier today where we agreed to work together constructively to address these issues and share best practice. what does that mean, worked together constructively? can you say to somebody at home watching this worried about shortages and higher prices that it shortages and higher prices thatitis shortages and higher prices that it is going to help with yellow well, i'd tell people to be reassured that we're doing absolutely everything we can mitigate some of these challenges stop they are global in nature so we can't fix every single problem, but i feel confident there will be good provision of goods for everybody and we are working away to remove blockages where we can, as you've seen with hgv drivers, for example, where we have provided short—term visas, sped up the processing of tests, things like that, those of the types of practical actions we can do to make a difference. are you really doing everything we can —— you can, we heard the news from felixstowe overnight, tens of thousands of containers, that is after some of your mitigations have come into place. you can do more, it is notjust global, there are extra factors in the uk. when it comes _ extra factors in the uk. when it comes to — extra factors in the uk. when it comes to things _ extra factors in the uk. when it comes to things like - extra factors in the uk. when it comes to things like ports, | it comes to things like ports, you have seen an announcement today from the us about what they are doing on the port side. it is notjust in the uk we see these issues, the porcine la, long beach, there has been acupressure in america. many countries are facing this and we're looking at the different elements of the supply chain and we can make a difference, what is in our control, of course we will do everything we can. jae our control, of course we will do everything we can. joe biden was at the _ do everything we can. joe biden was at the white _ do everything we can. joe biden was at the white house, - do everything we can. joe biden was at the white house, you . was at the white house, you have us ceos around the table, faced with the sense week at the conservative conference, the conservative conference, the prime minister chose to blame the business community, do you back that blaming of the business community? i do you back that blaming of the business community?— do you back that blaming of the business community? i think we have been _ business community? i think we have been working _ business community? i think we have been working very - have been working very constructively with businesses to look at where we can make a difference to supply chains and learn from businesses about what is going on in the things we can do to help and in particular the prime minister has appointed someone who has great experience of supply chain to help us navigate through some of these issues and there regular dialogue between the business community and ministers as we address as many of these issues as we can. you said the business community was mainlining migrant labour, and that was the problem. i think there is a broader point about historic reliance on immigration and that is something we have discussed in this country together and have collectively decided that is not the right model going forward. we want to move to a higher wage, forward. we want to move to a higherwage, higherskill higher wage, higher skill economy and higherwage, higherskill economy and obviously that will take time and we want to make sure that is accompanied by increases in productivity so it is not inflationary. where we make a practical difference, we have done that, you have seen that with temporary visas, whether it is any agricultural space or drivers, we are not being dogmatic about this, we have been practical and trying to make a difference when we can. , to make a difference when we can, , ,, ., " to asia now, where there are more worries about inflation. the price of goods coming out of china's factories have surged at their fastest rate on record. the producer price index reflects the prices factories charge wholesalers for their products. the numberwas up 10.7% in september, compared with the same time last year, driven by soaring commodity prices and energy shortages. katie silver is following this for us in singapore. china, like many other countries, appears to be held in this pincer grip of rising prices at a time where economic recovery is slowing. but in china, there are also property curbs, an energy crisis. the pressure is mounting. that's right. and the problem here is what is bad news for china is that bad news for the rest of the world because so many products and goods are bought from china so this inflation can then be passed on. this data has shown us today, as you say, the worst since records began about 25 years they have been keeping this data. what is causing this really is, of course, these global high commodity prices that are affecting industries around the world, but also when it comes to china there are specific issues. one of these was the fact that somebody because this power shortage that began public close to about a month ago, was the fact that the government was trying to transition to clean energy and provinces were finding themselves left short when it came to energy sources. now, more recently, we have seen floods particularly in the shamsi region, which makes about 30% of china's cole, the biggest coal producing region in the country. as a result of missing shortages there as well. this has had a huge knock on impacts to companies, we have heard from the likes of apple saying that they have had to halt production and a host of different industries affected, aluminium, cement making, electrical engineering, petrochemicals, the list goes on. the government is trying to fix this by lowering caps for quotas, particularly when it comes to the production of coal, allowing basically getting rid of these quotas so there can be greater production as well as reducing any sort of fixed pricing. there are moves going forward, but, yes, bad news for the rest of the world when we have prices and inflation like this from china. thank you. stay with us on bbc news. still to come: negative energy — soaring gas prices claim two more suppliers in the uk. parts of san francisco least affected by the earthquake are returning to life, but in the marina area where most of the damage was done, they are more conscious than ever of how much has been destroyed. in the 19 years since he was last here, he has gone from being a little—known revolutionary to an experienced and successful diplomatic operator. it was a 20—pound bomb which exploded on the fifth floor of the grand hotel, . rapping a hole — in the front of the building. this government will not weaken. democracy will prevail. it fills me with humility and gratitude to know that i have been chosen as the recipient of this foremost of earthly honours. this catholic nation held its breath - for the men they called the 33. and then, — bells tolled nationwide to announce the first rescue and chile let outi an almighty roar. this is bbc world news. the latest headlines: president biden has announced around—the—clock working at a second major us port in a bid to tackle supply chain disruption. five people have been killed in an attack in norway by a man armed with a bow and arrow. to the soaring cost of energy now, because two more uk energy suppliers have been forced out of business by record wholesale gas prices. pure planet — backed by the oil giant bp — and colorado energy both ceased trading on wednesday — their customers will be moved to another supplier in the coming days by the regulator 0fgem. it brings the toll of failed energy firms to 14. some two million uk consumers have now been affected. janet mui is investment director at the wealth managers brewin dolphin. thank you forjoining me. bp said, "despite considerable work over an extended period, we concluded it is no longer commercially viable for bp to continue this relationship". what does it mean for a $100 billion company to turn its back on the uk energy market? i think the message is it is big pressure for energy companies to supply gas to households and utility companies. the reason is because it has never been this volatile. wholesale gas prices have quadrupled this year which is unprecedented and many of the supplies, have become commercially viable. customers either have to buy gas at current market price is so ineffective they are making a loss that this is commercially unviable even for a large company. it suggests the crisis it may get worse if energy prices continued to be elevated and volatile. now suppliers to the energy suppliers are in trouble. the uk gas shipping company cng is to stop delivering to retail suppliers. will that tip more over the edge? yes. this is of risk. more supply companies could go out of the market. it is becoming unviable. they have to find alternative sources of energy and it could be very difficult at this time for companies to take on new customers so, as a result, these wholesale supplies could also run into trouble as the supplies are not able to supply gas to them. larger groups including market leader centrica have recently warned that it is becoming increasingly difficult for them to continue to bear the costs of taking on orphaned customers. what happens to customers when all the chairs are removed in this game of musical chairs? i think first of all the system will be in place to help customers be put on to new supplies but going forward it will be harder and harder. 0fgem should have a measure in consumers to have a utility supply of last resort and i think eventually the government may have to give a helping hand to the struggling supplies, maybe not to the smaller supplies but ultimately the government may have to realise there will be less and less supplies and as a result they will have to help the current situation by helping the larger supplies. but i do not believe individuals should suffer from a lack of supply of energy but the prices of a/c will be going up the prices of a/c will be going up in the future for sure. —— the prices they see. a failure to provide covid vaccines for poorer countries could cost the world economy more than $9 trillion according to united nations experts. today talks continue at the world trade organisation on a plan to suspend patents on covid vaccines, so low—income nations can make their own. the plan, backed by 100 countries led by india and south africa — has won the backing of the us. but the uk, european union and switzerland — home to some of the biggest drugs companies — are refusing to sign up. let's go to geneva, switzerland and speak to thomas cueni, director general of the international federation of pharmaceutical manufacturers and associations, ifpma. the biggest pharma companies have profit rates of up to 20% — more than double those in other industries. are countries such as the uk beholden to pharma tax dollars to fund their own spending plans? no, they are not because when you look at covid—19, it is not just about the cost to the global economy, it is about lives lost, about every day loss, waiting for vaccines to reach people in africa. but when we look at it, these big companies have developed vaccines at record time, have scaled up production at record time, but we need to remind that covid—19 requires travelling of global vaccine production and it is actually happening. the issue is not supply, it is the execution of these vaccines and it is far too easy to depict this as north versus south, because the two countries which have vaccinated their population by far the most is that china and india. 0ne far the most is that china and india. one of the problems of getting the vaccine to africa, no vaccine has gotten out of india since early april. who director—general tedros adhanom ghebreyesus has warned the hiv epidemic, which saw millions die in the ten years it took to make drugs available to the poor, showed the world what not to do. what policy framework do we need, if not this one, to articulate the social contract in times of emergency? i think it should be seen as an unprecedented response. when at the who mentioned the ten years in hiv, the first vaccines richard garner and other african countries from cutbacks in 38 days. we have seen an unprecedented elegy progress. the big companies such as pfizer and astrazeneca, j and j, have signed more than 200 collaborations. —— first vaccines in ghana. we are expecting 24 billion next year. the problem we have borne since may is getting these vaccines to the people who need them. thomas, i have to leave it there. thank you very much for your contribution and your time. hello. plenty of cloud across the uk yesterday and plenty of it still around today as well. glimmers of sunshine or sunny spells at best, i think, sums up our forecast for the majority. for scotland, though, the winds are already picking up. here, we will see cloud bearing more meaningful rain through the day as this cold weather front sinks its way in. high pressure holds things steady for england and wales — just light winds here, that cloud around, as i said. similar story for northern ireland. perhaps a few showers down towards the channel coast. but for scotland, rain will make its way as far south, i think, as the central belt by the time we get to the evening rush hour. some of the rain could be heavy. should be brighter for the northern isles through the afternoon, but it will stay windy. and then the rain progressively works its way into northern ireland and northern england through the evening. and then towards the end of the night, we'll see that rain pushing into the midlands, north wales and parts of east anglia. for the south of the band of rain, temperatures in double figures. behind it, here's a clue of what's to come — temperatures in single figures, much colder air moving in, some pockets of frost to the north first thing friday. and that colder air flushes all the way south through the day on friday, with perhapsjust the exception of the far southwest of england. so friday, much more in the way of sunshine, the day looking a whole lot brighter, but i think you will notice the chillier feel. the southwest of england likely to be warmest. in some areas, temperatures will come down through the day. as the cloud breaks, the weather front pulls away, but the colder air ushers in. top temperatures, well, widely around 13 or 14, perhapsjust eight there in aberdeen. clear skies overnight friday into saturday. we'll see a patchy frost to start saturday, but then i think a decent day for many. particularly in the east, there should be some spells of sunshine. towards the west, cloud trying to encroach, and i think we will see that bearing some rain come the afternoon. temperatures, though, lifting up a little once again as we start to pick up a south—westerly wind, so sitting in the mid—teens. for the mildest and the driest of the two days of the weekend, though, sunday looks to be the better option. we should, i think, see a lot of dry weather on sunday. it will be milder from the get—go. and when the sun comes out, with the south—westerly wind, i think temperatures a little above average for the time of year — highs of 17 or 18. good morning, welcome to breakfast with naga munchetty and charlie stayt. 0ur headlines today. more money for gps to see patients face to face, but they'll be named and shamed if they don't offer enough appointments. five people are killed and two more are injured in norway by a man using a bow and arrow. good morning. another two energy firms go bust. pure planet and colorado energy go out of business, blaming rising costs and the price cap. a quarter of a million customers are affected. i'll have the details. prince william tells the super rich not to engage in a new space race, and focus on solving the problems here on earth. it's the idea that we need some of the world's greatest brains and minds fixed
