run out of petrol. the government u—turn is designed to ease fuel delivery problems and stop empty shelves in supermarkets. 5000 a fuel tanker and food market lorry drivers will be eligible to work in the uk for 3 months until christmas eve. the road haulage association estimates a shortage of 100,000 lorry drivers. the government scheme is also extended to 51/2 thousand poultry workers. the road haulage association said its barely scratches this surface. while sir keir starmer call for more reasons to be issued. panic buying has caused chaos at petrol stations and for some to close. this didn't stop because of a lack of fuel. initially supply issues were caused by lack of tanker drivers. that has highlighted a wider hgv driver shortage, a long—standing problem that has got worse. the government resisted the idea of temporary visas for overseas workers, however 5000 will now be made available. i would have liked to have seen it four months ago. it is too little, too late basically. other sectors have struggled to fill the workforce. 5500 visas for poultry workers are being introduced. for the smaller guys, the smaller farms throughout the country, it is useful for them. but how easy is it to get a visas? but how easy is it to get those visas? supermarkets say they need 15,000 lorry drivers to avoid christmas disruption. the labour leader insisted the visa numbers are too small saying action should have been taken earlier. it is a short—term response. in the long—term we need conditions to be improved and training. the government has known that for years. we have a situation where we have an absolute crisis in this country through a lack of planning on behalf of the government. the transport secretary said it was for industry to work out permanent solutions. we do not want to be relying on overseas labour, that is why this is limited to christmas. we must sort out the long—term problems with the hgv sector, which has been around for years. other countries are also experiencing lorry driver shortages. it is unclear how many will come to the uk. other countries are also experiencing lorry driver shortages. it is unclear how many will come to the uk. for ahead. things started to get quite serious from april. i work with other large recruiters and large transport haulage companies and things started to go wrong for want of a better term then and have i think we can find people that have to understand it is not l that have to understand it is not going to happen tomorrow morning. from the minute we get someone from that sum to come over and start work we could be looking at 10 days or 2 weeks from today and that is 1/6 of the time these visas have been released for. i think we can find people but it it will not happen tomorrow and suddenly looking at 10 weeks of them being able to be here before having to go home again unless the government does a u—turn unless the government does a u—turn unless those people stay are realises that is not solving anything and we need to let samoan. what you think the situation will be in the coming weeks? i want to get a sense of where we will be as a result of the late action on this? sadly i can see very much changing because these 5000 are only being earmarked for fuel and food and as you said a minute ago already demanding the supermarket world demanding the supermarket world demanding 15,000 drivers for themselves. these 5000 will come in and be distributed between food and fuel driving but what is that due to the rest of the market? i've got umpteen customer clients and construction that are screaming out for drivers becomes construction dash—mac because construction is also busy. it is a short—term move that does not help in the long term and when these visas run out we will be left with the same issues. something has to change longer term because we have an ageing population, we do have young people who want to join the industry but the barrier to entry is cost. it's several thousand pounds to have a license and hgv driving whilst skilled work is not considered a vocation. if it where it would access student funding and we as a country already are funding students to the tune of £17,000,000,000 per year which is a combined debt at the moment of £101,000,000,000 rising to 500,000,000,000 by the middle of this century so when we consider the costs to actually see we are going to help young people and fund them we could train 30,000 drivers for the cost of £100,000,000. i know thatis the cost of £100,000,000. i know that is still a lot of money but less than 0.5% of the money we lend to students injusti less than 0.5% of the money we lend to students in justi year. less than 0.5% of the money we lend to students injusti year. so i feel it's unfair and i would definitely welcome the opportunity to speak to the government ministers and say education and transport have to work together. i and say education and transport have to work tight - wait for the government. logistics are run on relatively tight marginsi are run on relatively tight margins and can be run especially with inflated wages to start finding 4000 £5,000 courses. the government could offer the younger and i get told every day from younger people wanting to join, every day from younger people wanting tojoin, funding and loans. there are elements of this job that's a very hard and very strenuous and we have a situation where there is an enormous shortage. i see lots of people who want to join cannot afford it so there has to be a conversation or otherwise we will put plasters over the wound no and have written to lorry drivers begging them to come back. we have increased wages and are bringing in some foreign drivers but these are temporary measures. if we do not start different conversation about how we bring new blood into this industry will be talking about the same issues next year and the year after that and the year after that. the labour leader sir keir starmer has said he will talk to his deputy angela rayner after she called boris johnson and senior conservative government ministers scum. yesterday it was all smiles. sir keir starmer and his deputy working closely together, both with plenty of criticisms of the conservative government. but angela rayner isn't someone who holds back. at a reception last night, she launched a fiery attack on borisjohnson, calling him and his c olleagues " scum" today she repeated the insults. is that really the standard of political debate you want for this country? do you stand by your remarks? i think borisjohnson is a racist, misogynist and homophobic guy, and he needs to apologise for his comments he has made in the past. tories accused her of dragging politics into the gutter and said she should apologise. i will apologise when boris apologises for saying the comments he has made. i will retract that he is scum. so, what does her boss make of that? look, angela said those words. she takes a different approach to me. we have different approaches to how we get our messages across. it is not language that i would have used. you are a courteous man. do you think she should apologise? that is a matter for angela, andrew. but would he order her to say sorry? i wouldn't have used those words, and i will talk to angela about it later on. there have been tensions between sir keir starmer and his deputy before, and he looked irritated today when he was being questioned about her remarks. he has got other problems on the horizon, too, as he tries to persuade his party to change the way that it chooses its leader. he wants mps to have more control over which candidates can stand as leader. it would have prevented jeremy corbyn doing so, and supporters from his wing of the party are furious. it's disgraceful. it's not what the british people are interested in talking about. they want to know what's happening at petrol stations, electricity, gas charges, what's happening to universal credit. not this right—wing manoeuvre. and i hope it's voted down today. sir keir is spending the weekend wrangling with internal party rules and an outspoken deputy. he will want to stamp his authority. vicki young, bbc news. let's speak to jonathan blake. let's speak tojonathan blake. as you saw in the report there is some debate about the substance and 1 policy which sir keir starmer has been keen to talk about is an urgently needed shakeup of the education sector in england. he says he wants people to leave school ready for work and ready for life and for that reason the labour party argues it cannotjustify keeping the tax—free status that many private schools currently have and doing so, changing the rules and making them pay vat and other taxes would raise £i.5 pay vat and other taxes would raise £1.5 million to pay for his proposed reforms in education. we arejoined byjudy robinson who represents the independent schools council. an urgently needed shakeup, your school is paying more tax. what impact would it have? this is paying more tax. what impact would it have?— is paying more tax. what impact would it have? this would not help and make independent schools fees more expensive would undermine £3.5 million independent schools already save the taxpayers and the 4.1 million they already pay in tax every year. million they as part of the broader education on offer, ., ., , , offer. so already independent schools are — offer. so already independent schools are spending - offer. so already independent - schools are spending £455,000,000 per year on bursary places and have over 11.5 thousand collaborative projects in place with state schools so we are helping bridge that gap and helping support school improvements and all sorts of great things happening already you wouldn't really want to undermine giving our children extra opportunities across the country in all sorts of schools, music and sport and the arts, careers and university entry. sir keir starmer became prime minister, if that happened and independent schools had to pay more tax, what would it mean to pay more tax, what would it mean to families who wanted to send their children there? it to families who wanted to send their children there?— children there? it would make it more difficult _ children there? it would make it more gather for their annual conference. another 1 is labour gather for their annual conference. anotheri is the debate around a green new deal. sir keir starmer was asked about nationalising the big 6 energy firms and said he did not want to do that despite previously suggesting or committing of supporting public ownership of energy firms butjust this afternoon on the conference floor delegates have backed a motion which does indeed call for public ownership of energy including energy firms so plenty of discussion and debate to come here. a man has been arrested in connection with the murder of sabina nessa, the 28 —year—old teacher killed in south london. in a statement the police said the 38 —year—old man was detained this morning at an address in east sussex and he is in custody. she was last seen making what should have been a 5 minute walk and her body was found the next morning in the part and last friday a vigil was held here. several hundred people attended including her sister who told the crowd we have lost an amazing caring sister who left this world far too early. it is polling day in germany as angela merkel steps down after 16 years in power. we arejust by we are just by the brandenburg gate and you might hear some cheers and whistles and today is the day of the annual berlin marathon. they have been running for a few hours. it gives us a perfect analogy for the electoral marathon we have seen a run here in germany. it is 3 years since angela merkel signalled her intent she had had enough and was not going to stand as chancellor again. 3 years for the parties to start to ready themselves for this election and the opportunity to have the appointment of the person who would take over from arguably the most dominant leader in recent european history. 2 candidates, the conservative armin laschet from the party of angela merkel who joined him at raleigh on saturday to push with her support and some felt she had been lukewarm up till now. the final opinion polls suggest it is not impossible he could emerge with the biggest party vote. he is up against 0laf scholtz, a centrist social cracked and the current germany finance minister in the coalition. 0nce germany finance minister in the coalition. once the results come in we could expect some very lengthy and possibly fractious coalition talks with angela merkel staying as caretaker chancellor in the interim. germans get 2 votes. 1 is for the direct vote, the local mp and the other for a direct vote, the local mp and the otherfor a national direct vote, the local mp and the other for a national system of proportional representation so both those votes send mps to parliament. the parties then see what they have got a coalition based on that total of mps. it can be extremely complex and challenging. when germans talk about politics to talk about coalitions. the usernames are based on colours. red is for social democrats, the centre—left party and black is for the cdu and csu in bavaria who are centre—right. the green party, yellow as for the free market liberals of the ftp and another red is the far left party and blue as the far right afd. you can discount them because none of the others will work with it but the 5 remaining parties are all relevant to a coalition that could emerge. 0ption1 is the germany coalition. the social democrats, red, the union, black, and on top of that the free market liberals, yellow. they have quite a lot in common and foreign policy and taxes and health care they don't agree necessary. the next 1 almost care they don't agree necessary. the next1 almost happened after 2017 election but the deal could not be done. it is called a jamaica coalition. and that you have the cdu and csu and the greens and the free market liberals of the f d p. then the kenyan coalition, the social democrats again, the cdu and csu again but this time with the greens. together these are the 3 parties that have been pulling top which raises questions about the strength of any opposition to the coalition. then the traffic lights coalition, red for the social democrats, yellow of the free market liberals the f d p but this time the greens as well. they have a lot of common ground that there are differences on social policy and taxes. they will have to get over those differences that they are able to form a governing coalition. those are 4 options and there are many, many more which is why even when we have the result thatis why even when we have the result that is just the start of the process. the negotiations began and it will only be when coalition is formed we will know who will replace angela merkel. i hope you followed all that. forall the angela merkel. i hope you followed all that. for all the complexities this is a very big moment for germany and europe as well. we will bring you analysis in our special programme a little bit later when we will be live from berlin from half past 4 as germans vote to decide who will succeed angela merkel as chancellor. enjoy that sunshine. a survey has found that young people in the uk are twice as likely as all the people to pray regularly. more than half of 18 to 34 actually knew this information is. having worked with young people in religious communities for several decades i have not really observed the drop off in religious belonging and belief that common wisdom suggests there is. what we have seen very consistently across the decades is that religious institutions are not really well—equipped to serve people in that key post school pre— marriage and children demographic so i think what is coming across in this study is precisely that there is an interest that is not being filled. ~ , ., i. ~ filled. why do you think the perceived — filled. why do who are religious and to pray? we have we got that notion from if it is actually the opposite? i think there is some confusion between institutional religion and personal belief. prayer is a personal belief. prayer is a personal practice and i should say that our own study on religious behaviour during the pandemic has found actually consistently that people under 40 have had a really, really difficult time with online communal worship. that's not to say that they are not praying. that is to say that the communal gathering is not filling their needs, which is of a piece with what we hear from this other study that young people are praying an awful lot. itruihat this other study that young people are praying an awful lot.— are praying an awful lot. what you think needs _ are praying an _ services they need? i think we need to think a lot more carefully - services they need? i think we need to think a lot more carefully about l to think a lot more carefully about what people want from religious institutions and what they need. 1 of the things seems to have driven perception of institutional religion as being primarily for older people is, frankly, all the people who are more settled in their lives have fewer demands on their time and they tend to be the people who have the time to put into volunteering and shaping those institutions. as no surprise that institutions then take on the shape of the people that are running them. it is really difficult to think about how religion serve people who frankly for many very good reasons don't have the same level of time and resource to put into them. it can feel a lot like pouring endless resource down a black hole, if you are always trying to get young people to come and and be very, very active. what people in that 18 to 40 demographic need is not an institution that demands more and more of them, they need a community that is welcoming and inclusive about them. and do you think some denominations are doing that better than others? i think that is a large part of what we are seeing with the constant story that accompanies all the talk about decline in several decades,
