Next we turn to canada. It is back at the polls for the countrys second election in two years. Six parties are contesting the election, but the focus is on two the opposItion Conservative Party and the liberals in government. Heres Prime Minister Justin Trudeau. He called the Snap Vote in the hope he can capItalise on his Governments Response to the pandemic and a successful covid vaccine programme, but some commentators dont see that playing out. Heres one, mareeka walsh, a polItical reporter for the globe and mail. There was a lot of frustration wIth the fact that he called the election at all. One liberal strategist i spoke wIth yesterday said It showed a Tone Deafness to the electorate. He was never able to adequately answer the question of why we were in this election, and voters are loathe now, It appears, to reward him for his Pandemic Handling after sending them to the polls so early. Mr trudeau is facing questions about why he called the election. There are other issues to which mean he is facing questions. Hes been accused of corruption for allegedly trying to stop criminal proceedings against an Engineering Company which is a major employer in canada. The company has since pled guilty in that case, for Its work in libya where It admItted to paying bribes in order to secure contracts. Justin trudeau has always denied any wrongdoing, but the issue continues to be raised. In 2018, Justin Trudeau was ridiculed in some quarters for this trip to india. It involved a series of choreographed events wIth his family in tradItional indian dress but did not close a Trade Deal wIth india that had been in limbo for more than a decade. It is issues like this that his biggest rivals, the conservatives, are looking to capItalise on. Here is conservative leader erin otoole. Every canadian has met a Justin Trudeau in their lives privileged, entItled and always looking out for Number One. He was looking out for Number One when he called this expensive and unnecessary election in the middle of a pandemic. Samira hussain is in montreal. Samira, who is favourIte . WhenJustin Trudeau asked the call this election several weeks ago, he was actually doing really well in the polls, but as we know, campaigns are long and lots of things can change during the course of the campaign. And i think something that one of the other people you spoke wIth his already said, that the anger from canadians that the selection was even called has really come through, now if you look at the polls, you see mrjoe is actually in a statistical tie wIth his main opponent, erin otoole. Mr Trudeau. A lot of people really wonder whether this polItical gamble that Mr Truax made in calling this election might backfire pretty badly on him and even cost him the Prime Minister shipped Mr Trudeau. And what happens is that people vote for their individual candidates according to their wrItings, in each province is allotted a certain number of seats. And that is basically how the votes are tallied, and theres a certain number you need to hIt in order to gain a majorIty in parliament. This last years of governing, Mr Trudeau did not actually have that elusive majorIty in government. He was governing as a minorIty Prime Minister, which means he has to build a coalItion every time he wants to try and get something passed, so his rationale for calling this election is to try and get a stronger hold on power if he is in the majorIty, he can pass things wIth ease. It does not look like thatis wIth ease. It does not look like that is going to happen, that hes going to get that majorIty, and he is probably going to be in the same posItion of negotiating wIth other polItical parties to try and get Anything Past. We saw some pretty decent weather across the country today. A lot of sunshine around, It felt quIte warm again, too. In fact, for much of this upcoming week, Itll be dry wIth a lot of sunshine and feel quIte warm particularly across the south of The Uk, because towards The End of the week, Its northern parts of The Uk, particularly scotland, which will turn windier and cooler, more autumnal wIth outbreaks of rain. So weve had these Weather Fronts bringing more Cloud Today across scotland and northern ireland, and one across East Anglia in the southeast they will tend to fizzle out overnight, leaving some patchy cloud around, but lengthy, clear skies, and winds for most across the northwest of scotland will be light. So Itll turn quIte chilly out of town, but where you have the cloud, just about into double figures. And well see a bIt of Mist And Fog developing here and there. So for tuesday, weve got High Pressure really dominating this scene across much of the country, this deep area of low pressure will introduce stronger winds though to the North And West of scotland, so here Itll turn breezy in the day wIth variable amounts of cloud. But elsewhere, after a cool start wIth early Mist And Fog, Its a lovely day, lots of sunshine around. 20 celsius in aberdeen, could see 21 22 in central and southern england, perhaps south wales, as well. Now as we move out of tuesday into wednesday, this is where we start to see some changes across the north of The Uk that Deep Low and Its Weather Front begin to impact much of scotland and northern ireland, as well, so a band of Heavy Rain will spread southeastwards, turning windierand, behind It, we could see a swathe of gales across northern scotland in particular. But this band of rain will be weakening as It sinks southwards. It doesnt really reach england and wales throughout wednesday, so anotherfine day, lighter winds, some sunshine, quIte warm, highs of 22 celsius. Wednesday into thursday, we see potential of another area of low pressure developing to the north of The Uk that could bring another swathe of wet and windy weather to scotland, gales across the far northeast there. QuIte breezy for northern england, northern ireland, variable cloud, but actually a good deal of sunshine again, particularly into the afternoon where we could see temperatures touching 21 celsius. So pleasantly warm here, but noticeably cooler in the north 10 16 celsius. Add on the wind, Itll feel much cooler than that, very autumnal. It stays fine across southern parts friday and into the weekend, temperatures begin to recover across the north, as well. Hello, im ros atkins, this is outside source. The World Bank suspended financial support for the Countrys Health Sector after the taliban took over. Heres jeremys report. The struggle to live, to eat, to survive did not end when the shooting stopped. At first light, hundreds of building workers looking for a Days Employment gather at a Market Place in the centre of kabul. WIth their tools and wIthout much hope. Afghanistans economy is closing down. Millions live in poverty in a country that has received huge sums in foreign aid. These Men Rage about the fortunes stolen by a corrupt elIte in the last 20 years. Food prices are rocketing. Millions barely feed their families. Hunger could become the worst of afghanistans many crises. 9 Billion that might help them was frozen by the americans to keep It away from the taliban. In the name of allah, we call on america that they must give the money in the budget that they have directed from afghanistan, they must recognise our new government. Afghanistan. MalnutrItion is a chronic problem in afghanistan. Only patients wIth other severe complications, like three year old mohammed, have a chance of a bed at kabul childrens hospItal. But more patients are arriving. The doctors said that was because the World Bank stopped Funding Village Clinics after the taliban victory. Life was never easy in afghanistan. Seven month old mohammed is his mothers fourth living child. Six others died at birth. Like all the other women in the corridor, she wanted to hide her identIty. Not a new thing in afghanistan but under the taliban everyone is more cautious. Taliban fighters are highly visible in kabul. Some here say securIty is much better now the fighting is over. For many, It is quiet built on fear. Countries that want to help afghans but detest the taliban and all that they stand for are in a bind. For people to earn money, to buy food, to look after theirfamilies, the taliban needs to preside over a viable state. Now, for the americans, the brItish, nor the other countries that fought the taliban for so many years, that might be just too much, especially if the taliban can then claim another victory. A communIty high above the cIty carries the scars of a0 years of war. So do the families who live here. This family is leaving for pakistan. The mother, the only breadwinner, taught male students. The taliban stopped herjob and her younger daughters education. They have sold their possessions. Leaving is still hard. Their dreams were always fragile in a state riddled wIth corruption, which couldnt survive the departure of Its foreign backers. Afghanistans newest crisis is about fundamentals of life food, Ity-and-hope'>SecurIty And Hope and the Despair And Anger when they have gone. Jeremy bowen, Bbc News, kabul. Theres been a lot of reaction to a decision by the taliban to resume schooling for boys, but not girls in the countrys secondary schools. The bbc has been speaking to the taliban spokesman about that announcement. Translation i must say that we are working on the issue of education for girls. Boys and girls girls until grade six are currently going to school. Boys are going until grade 12. But for older girls and above grade six, we are working on guidelines for their own securIty and safety, and we are working on a new mechanism to start that part of the education, as well, for girls. The issue that we are working on is girls reaching school in safety and in a safe manner. We are working on what their transport should be like, how they should go to school that is the main issue we are working on, and we are making sure of their safety and securIty. Theres a growing Energy Crisis in The Uk. Wholesale prices are soaring and Energy Firms are struggling to cope. This is The UkS Business secretary. We have sufficient capacIty and more than sufficient capacIty to meet demand. And we do not expect Supply Emergency is to occur this winter. Supply emergencies. There is absolutely no question, mr speaker, of the lights going out. The lights wont go out, says the government. But the pressure is real. Wholesale Gas Prices have risen by 250 since january. They rose by over 70 in august alone. But the Regulator Caps how much consumers can be charged. So the pressure stays wIth the providers. Four smaller Energy Companies have gone out of business in the past two weeks. Four more are expected to go under in days. And others are at risk such as the firm green energy. Its almost apocalyptic, wIth how bad It could get. You know, wIth our latest models, in the current market as It is, we wont see It through the winter. If It gets worse, than that timescale gets shortened. Which leads us to, why is this happening . Well, heres bbc polItical Itor-laura-kuenssberg'>EdItor Laura Kuenssberg tweeting that borisjohnson told reporters on the way to New York this is. And this is the Prime Minister in New York. What youre basically seeing is, Its like when theres been a serious frost in your house and all the pipes are frozen, then the big fall comes | and thats when you have the problems and the leaks, and all the difficulties. The big thaw. And thats really whats happening to the global economy. Mrjohnsons argument being that as the global economy picks after the pandemic Its created issued wIth gas supply. Well, lets work through the factors were aware of. First, supply is an issue. It was a particularly Cold Winter in europe, and lockdowns meant people spent more time At Home than normal. That meant use of gas was higher. Lets take spain for Example Gas Storage levels fell from 51 to 35 in one week injanuary. Asias relevant too. During the winter, demand for gas there hIt record highs injanuary. That meant more gas than usual being directed to Asia Gas that might otherwise that might have stayed in europes reserves. On this, heres the head of the Trade Association Energy uk. I think the whole of the Energy Sector is facing unprecedented prices. We are relying on a volatile international commodIty in The Uk because we are highly dependent on gas both in our own homes, when we burn It for heat, and we do that at a level so when we get an unprecedentedly high price, there are unprecedented impacts on the market. Thats one dimension of the supply issue, here is another polItics. This is the nordstream two pipeline. It runs from russia to germany and when working It will double the supply of russian gas to europe. But despIte It being ready, germany, Poland And Ukraine have not given It the ok. Theyre worried about Giving Moscow polItical leverage. Last month Angela Merkel warned of sanctions if moscow uses gas as a polItical weapon. So, no Nord Stream Two supply yet. And while we waIt for that, Russias Supply to europe has fallen to just one fifth of pre pandemic levels. Russia says Its own demands have increased. But last week 1t0 members of the European Parliament are calling for an enquiry into the russian firm gazprom. It controls the current nord Stream Pipeline these meps are concerned Its manipulating current prices to pressurise europe to sign off on Nord Stream Two. Gazprom denies this. Lots of factors but no doubt, europes reserves and supply are down. Thats gas. But electricty is a factor too. This ceo of an Energy Company explains. This is driven by a shortage of electricIty in our country. Our nuclear fleet is out of operation. Weve just had the lowest Wind Summer in 60 years, so our Wind Fleet is down, as well. And one of our interconnectors to europe just caught fire, so we cant bring electricIty in as we used to from france was up thats caused us to return to gas to make power. The problem being that when these pressures develop on tradItional Energy Sources develop theres a lack of alternatives. That renewables just arent ready yet to fill the gap. The Uk Government acknowledges this. The uk is still too reliant on fossil fuels. Our exposure to volatile global Gas Prices underscores the importancel of our plan to build a strong, home grown renewable Energy Sector to strengthen our Ity'>Energy SecurIty into the future. I those are some factors. Theres something some people are asking about brexIt. Is this a factor in explaining The Uks sItuation . Is It more exposed than the eu . I asked the bbc S Business edItor simonjack. The uk is suffering more than the eu in this particular crisis. But It is not primarily due to brexIt there are some uk specific factors here which are meaning that you are seeing a bigger spike in prices here than you are in europe. For example, youve got the Wind Power when power is a big part of The Uks energy mix, and It hasnt been that windy over the last few weeks. You have outages from the ageing fleet of Nuclear Power Stations here in The Uk, and some of the maintenance on North Sea Gas platforms that were meant to happen have been pushed back because of covid, and thats taken some of them out. And icap them all, there was a fire at a substation at one and where a pipeline brings in energy from the eu. Now sometimes i can come into this wIthout spikes, but thats not happening as much, and therefore you get this really unprecedented spike. Its more than tripled the wholesale price since the beginning of the year, and that has caught a lot companies very off guard who were not predicting something like this. Its put them in really dire straIts. ~. , Its put them in really dire straIts. ~. , Its put them in really dire straIts. , straIts. What about boris Johnsons Explanation straIts. What about boris Johnsons Explanation that straIts. What about boris Johnsons Explanation that the straIts. What about boris Johnsons Explanation that the economy straIts. What about boris Johnsons Explanation that the economy is i explanation that the economy is thawing out . Here simon again. There is some truth thawing out . Here simon again. There is some truth in thawing out . Here simon again. There is some truth in that thawing out . Here simon again. There is some truth in that when thawing out . Here simon again. Tt77 is some truth in that when youve had a World Economy and deep freeze and you lIterally swItch the heating on, the economic engines starting again, you will see a big surge in demand for energy, and we have seen that. But what he did not acknowledge that there some very uk specific issues here, one of which is a reliant on wind, which is intermIttent, youve got an ageing nuclear fleet, maintenance intermIttent, youve got an ageing nuclearfleet, maintenance going on in the north sea, fire could dutch fires going on in substations. So theres all sorts of uk specific factors, and the wholesale price of gas in The Uk is roughly doubled what is in the eu. So for him to brush this off as saying everyone is going through It is not quIte right. Thanks to simon for that. Stay wIth us, we are going to look at how russias Ruling Party has taken nearly 50 of the vote in parliamentary elections amid widespread allegations of Ballot Stuffing and forced voting. Hello there. So for tuesday, weve got High Pressure really dominating this scene across much of the country, this deep area of low pressure passing well to the north of The Uk. Will introduce stronger winds though to the North And West of scotland, so here Itll turn breezy in the day wIth variable amounts of cloud. This is Bbc News, im james reynolds.
