Dysphoria. And coming up, Emma Raducanu is back home after that historic Us Open win in New York. Last night, i actuallyjust re watched the final and tried to relive a couple of the moments and remember how it felt, so it is sinking in a little bit more. Good afternoon. The governments announced major changes to rules for International Travellers coming to england. The Tranport Secretary Grant shapps said the new measures are aimed at simplifying travel and to reduce testing costs. It means the Traffic Light System which classified countries as red, Amber Or Green will be overhauled from lith october. Instead, countries will be designated as either red or open, with people returning from red countries still required to pay to quarantine in hotels. The Number And Type of covid tests for returning travellers is changing too as, from lith october, theyll no longer need to take a lateral Flow Test before setting off. They also wont need to take an expensive Pcr Test when they get here if they are fully vaccinated. But they are required to take a lateral Flow Test within two days of arrival. And people whove been given vaccines approved for use in the uk will now have those innoculations recognised in some other countries. Lets hear more from the Transport Secretary, grant shapps. We wa nted we wanted to bring a new, simpler, easier, to navigate, and a cheaper system as well, so we brought this in to the new year, at the very least, and the purpose is to make it easier for people to travel without the bureaucracy, without so many tests and with a greater level of certainty. Now we have some new people vaccinated. It does give us some additional freedoms that we didnt really have before. One of thoseis didnt really have before. One of those is that we can drop the Predeparture Tests and another is that we can drop the expensive Pcr Tests on day two, when people got back from abroad. We still will require people to buy and use a lateral protest, everyone knows they are much more straightforward, they are much more straightforward, they are inexpensive and you do the test at home can you see the results at home within minutes. And if that is positive, we would require people to take a Pcr Test on the nhs, just like anybody else in the country and then follow the guidance is as normal. ,. , then follow the guidance is as normal. , ,. , then follow the guidance is as normal. ,. ,. , normal. That was grant shapps, the transort normal. That was grant shapps, the Transport Secretary. Our Transport Correspondent Caroline Davies is here. So they were previously 62 countries on The Red List, some people really hoping that number was going to be slashed, it hasnt been slashed quite as drastically, but eight countries are now off it. That means that no longer, turkey, pakistan, the maldives, egypt commercial anchor, oman, bangladesh and kenya, no longer on The Red List. As of next wednesday had liam, that means that people coming from that time, from those countries, will not have to quarantine in a hotel. That is quite a big dramatic move for a lot of people, particularly for International Travel, people going on holiday to turkey, which has been on holiday to turkey, which has been on The Red List since may, and of course, people who will have a family and all of those countries as well who would now be able to travel. That is the first one. The next step will come into effect from october the 4th, and that will be when the Traffic Light System is overhauled, and we go from having green and amberand overhauled, and we go from having green and amber and Red List countries, and instead wejust green and amber and Red List countries, and instead we just have read this countries and open countries. Read this countries, use to quarantine in a hotel, but it means the rest of the world is not on that list and i consider to be open, so a big change. If you are fully vaccinated from the Lith Of October, you will not need to have a Predeparture Test, but you will still have the time being, in that small period of time, has to have a Pcr Test when you get back in again. What will be changing as well from the 4th what will be changing as well from the Lith Of October is if you are not fully vaccinated, and if you are now coming from one of his openness countries, you will be required to quarantine. You will also be required and that is at home, rather than a hotel, but you also be requiring to have a Predeparture Test and also to Pcr Tests when you get back to the uk. Quite a big difference now happening between those who are fully vaccinated and people who are not fully vaccinated. Another big thing that is happening on the Lith Of October is the fact that 17 other countries Around The World, including japan and singapore, their Vaccination Status will be recognised in the uk, so if you have beenjabbed with will be recognised in the uk, so if you have been jabbed with a jab that is recognised in the uk and you have come from some of these countries, then youll be able to come into the uk, not have to quarantine. So quite a lot of changes happening in one go. Finally, the Transport Secretary has talked about them, and the Travel Industry being definitely waiting for, is about Pcr Tests. The most expensive test, they can cost between £50 and £100, and has really put many people off travelling over the summer, particularly families who would have multiple children, and it really adds to the expense. They have now said that the return Pcr Test that you take within the first two days of getting back to the uk, that Will Change if you are fully vaccinated to a lateral Flow Test which is a lot cheaper, but they have not given a Set Date on when that Will Change, they have just said before The End of october. Lots of people are keeping a close eye on what that date would be before the half holidays. Ok. Eye on what that date would be before the half holidays. Ok, so lots to take before the half holidays. Ok, so lots to take in. Before the half holidays. Ok, so lots to take in. Before the half holidays. Ok, so lots to take in. Half before the half holidays. Ok, so lots to take in. Half term holidays. But it means that| lots to take in. Half term holidays. But it means that travel is simplified. Holidays. But it means that travel is simplified, cheaper, holidays. But it means that travel is simplified, cheaper, and holidays. But it means that travel is simplified, cheaper, and of is simplified, cheaper, and of course, the Travel Industry which has been so hard hit during the pandemic has been campaigning, save our summer, will the reaction be that this is a bit too late . I our summer, will the reaction be that this is a bit too late . That this is a bit too late . I think that this is a bit too late . I think that has been that this is a bit too late . They are hoping i think that this is better late than never, and it is notjust about Half Term and the next few months, although those are important and they might be able to boost up some of the savings that travel companies would have which they need to be able to get through the winter months, but i think what they are really hoping that this gives people a level of reassurance that the Travel Travel is opening up, becoming easierfor Travel Travel is opening up, becoming easier for next year and that people can start booking those Summer Holidays next year thinking that they understand the system, not seeming like it will cost huge amounts of money, if its a way and actually, next summers looking promising and we can start holidays now. ,. ,. ,. , now. It is great news, it allows us to it is great news, it allows us to have a last push for the remnants of this summer and i think that is going to be great news for families, as your correspondent mentioned, over the Half Term holidays and in october, lots of interest in that we have seen lots of interest on the website, we have seen bookings spiked on that so that is really good news. Ithink spiked on that so that is really good news. I think the whole concept of Simplifying And Making Travel Cheaper is going to really lift peoples spirits and make them a much more confident the holidays the book for next year will actually be holidays that will be happening. So in the industry, we welcome that. But of course, the big july, august, school holidays, Summer Peak is just over, is this a little bit too late . Well, we are clearly not able to go back and pick up those bookings, but i think the families can look at october with some great deals, because actually, the hotels have not been as full over the summer as they would have wished, and some of they would have wished, and some of the resorts are quieter, and i think if you dont have children, then there are some great deals on the table between now and october. It is not going to save the summer, but it is a good Shot In The Arm for the rest of the year. As your correspondent said, quite rightly, we are looking forward to next year and having some more confidence so that as people look at what they do next year, remember, lots of people wont take a holiday for two years, because then a lot of them are not going on holiday, but also celebrating Life Events with their families, so they are really looking at making a big investment over next year, but also, they would like confidence that they can go on those holidays that it was going to be safe, relatively simple, and that they are going to be confident they can go in it. I think this news starts to give us some confidence that that will be the case. Looking back, do that that will be the case. Looking back. Do you that that will be the case. Looking back, do you feel that that will be the case. Looking back, do you feel all that that will be the case. Looking back, do you feel all of that that will be the case. Looking back, do you feel all of these back, do you feel all of these Travel Rules could have been handled better by the government . There has been lots of criticism of the chopping and changing, moving countries on and off the various traffic lights lists, the expense of the Pcr Tests, and so on . Without a doubt, the travel the Pcr Tests, and so on . Without a doubt, the Travel Industry the Pcr Tests, and so on . Without a doubt, the Travel Industry has the Pcr Tests, and so on . Without a doubt, the Travel Industry has been | doubt, the Travel Industry has been hit very hard by notjust the rules, but also the rapid changing of the rules and in the instances, the introduction of new rules stop so it is really good news that the Transport Secretary is leading with the news that we want to make travel simpler and cheaper and so, as We Look forward to the rest of this year and going on holiday next year, i think that the investment that we have made in Vaccination Programme which has been quite painfulfor a number of people, should pay off. Well, Alan French from a very good to talk to you and get your immediate reaction to that news from grant shapps. Alan french, Chief Executive of Thomas Cook. We can also talk to. Stephanie boyle, the global head of Industry Relations at travel agent skyscanner. What is your reaction . Do think this is a little bit too late or is it really going to be a Shot In The Arm for the Travel Industry . For the Travel Industry . Definitely is auoin to for the Travel Industry . It is going to be a really big boost for those travellers who are looking for those travellers who are looking for some confidence and some reassurance. Then it makes sense of that, and taking out the travelling side that bit, from industry an industry perhaps perspective, that we can now look at October Half term, so that is obviously lots of Family Holidays and we know that there has been just and we know that there has been just a huge amount of interest in this announcement, the travel to our site has been climbing steadily since this came out, and now it is an 80 increase based on what we had yesterday. Even in the anticipation of this announcement, we saw bookings from the uk go up by 92 over the course of the last week with a lot of those bookings going towards places like turkey, the maldives and places that are traditionally quite popular with uk travellers, so we do know that this is generally going to be good news to a lot of people getting on planes and getting out there and travelling. The welsh government has announced tighter rules for getting into nightclubs and large scale events. From october 11th, people will need a pass showing theyve been vaccinated or a negative lateral Flow Test result. It comes at a time of rising Covid Infection rates in wales. Hywel griffith reports. After bouncing back to life around britain over the summer, nightclubs are still, for some, a Front Line in trying to tackle the pandemic. In scotland, from october the 1st, entry will depend on having proof of vaccination, while in england, the idea has been dropped. The welsh government has decided to make Covid Passes compulsory instead, meaning Youll Need to show your Vaccine Status or proof of negative lateral Flow Test to get in something the Industry Hasnt welcomed. We really need to build the nightclubs back up. The industry has been hit very hard. So just giving more challenges to the customer, we want to make it very easy for the customers to come and enjoy themselves. Matches at larger Football And Rugby stadiums are included too. Travelling supporters will need to show a Covid Pass wherever they have come from. But it will depend on people taking the tests to give their own results. We will be making the existing Covid Pass compulsory for everyone attending high risk venus, such as a rugby or a football match. In future, demonstrating that you have a Covid Pass will become a necessary condition of admission. Other measures like the use of facemasks in shops and the advice to work from home are already in place in wales, and failed to stop the Summer Spread of the virus. Ministers hope Covid Passes will bring a newline of resistance. Hywel griffith, bbc news, cardiff. The headlines on bbc news. The government has just announced new simplified rules for foreign travel. The Amber List will be scrapped and people who are fully vaccinated will not need a predeparture vaccinated will not need a Predepa Rtu re test before vaccinated will not need a Predeparture Test before arriving into england from a non Red List country. People in wales will soon need to prove they have been fully vaccinated or has a negative covid 19 test if they want to attend clubs and major events. An Nhs Trust has overturned a landmark high Court Ruling over the use of puberty blocking treatments for children with gender dysphoria. The newly reshuffled cabinet met for the first time in Downing Street this morning. Dominic raab, Demoted Tojustice secretary, sat opposite the Prime Minister around the cabinet table, as did mr Raabs Replacement as foreign secretary, liz truss, and new Housing Secretary Michael gove. In his new role as Housing Secretary, Michael Gove has paused controversial Government Planning reforms. Its understood Mr Gove wants to discuss the reforms with conservative mps and understand their concerns. Heres our political correspondent nick eardley. Borisjohnson has promised to build 300,000 extra houses a year by 2025, and to do that, he was planning to Liberalise Planning Laws to make it much easier for developers to build new buildings in certain parts of england. But that plan was extremely controversial, not least among conservative mps. They feared it would undermine local democracy, and here at westminster perhaps just as significantly they feared it would have a big impact on the Conservative Party in the south of england, as well. When the Housing Secretary Robert Jenrick was sacked on wednesday, there was a lot of speculation that this could open the door to a rethink on those plans, and it seems that Michael Gove is at least prepared to think about the idea of redoing these plans in a slightly different way. I understand that he has paused putting these plans through parliament, he wants to speak to conservative mps to figure out what their concerns are, and, in the words of one government source, take stock. That has been welcomed by the tories who were deeply sceptical about these Planning Reforms. It does not mean theyve definitely been scrapped, but it certainly leaves a question open about their future. With me now is Labour Mp and Shadow Minister we can discuss this now. Thanks for we can discuss this now. Thanks for being with us. These reforms put in time put on hold for the time being by Michael Gove, there has been welcomed by lots of tory mps, do you welcome at . Do you welcome at . These reforms amounted to do you welcome at . These reforms amounted to a do you welcome at . These reforms amounted to a developers do you welcome at . These reforms| amounted to a developers charter. It guides communities and puts control over planning into the hands of government, deeply unpopular, not only by conservative mps, but many conservative councils that backed our call to protect the local voice in the planning system. They dont fix the Housing Crisis, so if Michael Gove. He shouldntjust pause these reforms, put forward by his predecessor who was sacked, he should ensure that they are dead and buried. But should ensure that they are dead and buried. . , ~. ,. , buried. But we all know there was a housin buried. But we all know there was a Housing Crisis buried. So hows that going to be done . How you do it . Firstly, there are already over 1 Million homes that have Planning Permission have not been built that the developers are sitting on that the developers are sitting on that the land, and sitting on those homes, and holding Housing Prices up, so that should be a start. That has nothing to do with Planning And Everything to do with the developers who by the way. Lets start by Making The Homes for developments . Lets start by Making The Homes for which developments . Lets start by Making The Homes for which there developments . Lets start by Making The Homes for which there is the homes for which there is Planning Permission. Any reform has to take into account the Community Voice and also needs to ensure that local councils have a say because so much of the reforms and on what has been happening with Development Rights is that local councils have been taking out of the Decision Making of future homes. We need to address that is what Planning Reform should be, not the developers charter, which robertjenrick was sacked for promoting. But charter, which Robert Jenrick was sacked for promoting. Charter, which Robert Jenrick was sacked for promoting. But if you are sa in that sacked for promoting. But if you are saying that developers sacked for promoting. But if you are saying that developers are sacked for promoting. But if you are saying that developers are sitting i saying that developers are sitting on the potential to create 1 Million homes, how do you, as a labour party, propose to make them do that . Brought we forward a bill in parliament to force developers to follow with the permission they already had, build it or lose it, and that was one of our proposals, so Developers Cannot [and bank on Planning Permissions they already have. We need those homes to be built where they are needed, where communities need them, there is a Housing Crisis across the country and we also need them to be affordable. The problem is that too many homes being built in this country at the moment, particularly in the south and the london region, they arejust in the south and the london region, they are just not affordable to even a family with two salaries, so we have to address that issue. He is being sued by Virgina Giuffre for alleged sexual abuse. Heres our legal correspondent dominic casciani. Overnight, documents were published in the us court dealing with the Virginia Giuffre Case of allegations against Prince Andrew. The judge ordered that she and her lawyers could serve the case on Prince Andrews us based attorney, a lawyer in los angeles. Serving means putting the allegations in the hands of somebody who is either the defendant or their legal team. That is effectively the really important step to then progress the case. What has happened so far is that lawyers for Prince Andrew have said he has not been properly served, so the case could not progress. Thejudge in New York has said we have got to get on with this and he has made the order. In the uk, at the same time, where they are trying to serve the documents on the prince, the High Court has said it is giving the princes lawyers until next friday to challenge a decision that the High Court here should be involved. There is a lot in play, but what is going on here, time is running out and it looks increasingly the prince may face a situation where he has to accept service, so theres a lot going on. That was our legal Affairs Correspondent speaking there. An Nhs Trust has won a court of Appeal Fight to overturn a Landmark Ruling that banned the use of puberty blocking drugs for children with gender dysphoria. Last year, the High Court ruled it was highly unlikely that a child aged 13 or under would be able to consent to the treatment and that it was very doubtful a child of 1a or 15 would understand the long term consequences. The Tavistock And Portman nhs foundation trust, which runs the uks only Gender Identity Development service for children, brought an appeal against the ruling injune. Our correspondent Sanchia Berg joins me now. Just talk as has happened. This is a really important just talk as has happened. This is a really importantjudgment. Just talk as has happened. This is a really importantjudgment. It really important judgment. It reverses really importantjudgment. It reverses what was called a Landmark Judgment a year ago, last year, not quite a year ago, in the case of ichiro belle. What that meant, as you said was that where a young person under 16 had Gender Story and wanted to have Hormone Blocking drugs prescribed for them, it was very, very hard for the doctor to do that, they would have to get a special Court Order to do that, if the person was under 16, if the child was under 16. So what the Court Of Appeal has essentially done is reverse that reverse that come and gone back to the situation as it was before. Something that has been welcomed by charities like mermaids. For many people who have been appealed put forward for a technology appointment, they had their point which is cancelled and without their point which is cancelled and without any idea of what would happen without any idea of what would happen next. There was an immediate reaction happen next. There was an immediate reaction from the Nhs England to change reaction from the Nhs England to change the idea that there would be a court change the idea that there would be a Court Order, to hand down at the of december 2020, but that left people of december 2020, but that left people with no idea of what was going people with no idea of what was going to people with no idea of what was going to happen next, what that process going to happen next, what that process might look like, and for all of those process might look like, and for all of those young people who were just on the of those young people who were just on the cusp of those young people who were just on the cusp of having waited probably on the cusp of having waited probably years to get to that position, they were suddenly let down position, they were suddenly let down with no hope, and no idea as to what would down with no hope, and no idea as to what would happen going into the future what would happen going into the future. The un says a failure to slash global emissions is setting the world on a catastrophic path to 2. 7 Degrees Celsius of heating. Thats what un chief Antonio Guterres has been saying. A report by the united nations on 191 countries emissions promises found that they would not meet the ambition of the Paris Climate Agreement to limit global warming to 1. 5c above pre industrial temperatures. Heres our Science Editor David shukman on the un chiefs latest comments. It isa it is a pretty blunt assessment, strong words from him, as we approach the climate summit in glasgow, in six weeks time. What happens is under the Paris Agreement on climate change, countries who take part in that agreement, theres pretty much every country on earth, is, every five years, meant to submit to the un and updated climate plan, a reduction plan, expending how they are going to reduce their emissions. Explaining. Many countries have submitted plans of that kind, and if you add them up, you do see some reduction in overall admissions emissions, but many countries, including some of the biggest polluters have not updated their plans, crucially, china, saudi arabia, india, turkey, and without them, emissions, according to the un, are still on track to increase. In fact, the calculation they have done, and this is the bit that i think is causing shock waves, is that they projects that, by 2030, emissions will be 16 bigger than they are now. Hold that figure of 60 in mind, because not long ago, we had un climate scientists saying that to head off the worst dangers of global warming particularly in the middle of the century, later on, we need to be cutting emissions, roughly by half, by 45 . By 2030. So actually, the world is going wrong direction and we have heard from Antonio Guterres, in fact, the Executive Secretary of the Un Cosmic Climate Programme has talked about a huge cause for concern. Un climate programme. The world has broadly come in those terms, talks about the need to act on climate change, but when you feel about the need to act on climate change, but when you feet down to the collective total of effort from all the different governments, we arejust not all the different governments, we are just not getting there. Rain is pushing eastwards across scotland, some damp and drizzly weather for the Western Parts of england and wales, over miss and over high grad, mist and fog. Dry weather to come on saturday, but on this zone, quite a damp start with some drizzle and some low Cloud And Fog patches. Central and eastern england, dry with some sunshine for most of the day, a slice of brighter weather as well for Western Scotland and Northern Ireland, so you can see many of us will have a dry day on saturday, with some few showers breaking out later in the afternoon.
