Instead, countries will be designated as either red or open, with people returning from red countries still required to pay to quarantine in hotels. The Number And Type of covid tests for returning travellers is changing too as, from lith october, theyll no longer need to take a lateral Flow Test before setting off. They also wont need to take an expensive Pcr Test when they get here if they are fully vaccinated. But they are required to take a lateral Flow Test within two days of arrival. And people whove been given vaccines approved for use in the uk will now have those innoculations recognised in some other countries. Lets hear more from the Transport Secretary, grant shapps. We wa nted we wanted to bring a new, simpler, easier, to navigate, and a cheaper system as well, so we brought this in to the new year, at the very least, and the purpose is to make it easier for people to travel without the bureaucracy, without so many tests and with a greater level of certainty. Now we have some new people vaccinated. It does give us some additional freedoms that we didnt really have before. One of thoseis didnt really have before. One of those is that we can drop the Predeparture Tests and another is that we can drop the expensive Pcr Tests on day two, when people got back from abroad. We still will require people to buy and use a lateral protest, everyone knows they are much more straightforward, they are much more straightforward, they are inexpensive and you do the test at home can you see the results at home within minutes. So they were previously 62 countries on The Red List, some people really hoping that number was going to be slashed, it hasnt been slashed quite as drastically, but eight countries are now off it. That means that no longer, turkey, pakistan, the maldives, egypt commercial anchor, oman, bangladesh and kenya, no longer on The Red List. As of next wednesday had liam, that means that people coming from that time, from those countries, will not have to quarantine in a hotel. That is quite a big dramatic move for a lot of people, particularly for International Travel, people going on holiday to turkey, which has been on holiday to turkey, which has been on The Red List since may, and of course, people who will have a family and all of those countries as well who would now be able to travel. That is the first one. The next step will come into effect from october the 4th, and that will be when the Traffic Light System is overhauled, and we go from having green and amberand overhauled, and we go from having green and amber and Red List countries, and instead wejust green and amber and Red List countries, and instead we just have read this countries and open countries. Read this countries, use to quarantine in a hotel, but it means the rest of the world is not on that list and i consider to be open, so a big change. If you are fully vaccinated from the Lith Of October, you will not need to have a Predeparture Test, but you will still have the time being, in that small period of time, has to have a Pcr Test when you get back in again. What will be changing as well from the 4th what will be changing as well from the Lith Of October is if you are not fully vaccinated, and if you are now coming from one of his openness countries, you will be required to quarantine. You will also be required and that is at home, rather than a hotel, but you also be requiring to have a Predeparture Test and also to Pcr Tests when you get back to the uk. Quite a big difference now happening between those who are fully vaccinated and people who are not fully vaccinated. Another big thing that is happening on the Lith Of October is the fact that 17 other countries Around The World, including japan and singapore, their Vaccination Status will be recognised in the uk, so if you have beenjabbed with will be recognised in the uk, so if you have been jabbed with a jab that is recognised in the uk and you have come from some of these countries, then youll be able to come into the uk, not have to quarantine. So quite a lot of changes happening in one go. Finally, the Transport Secretary has talked about them, and the Travel Industry being definitely waiting for, is about Pcr Tests. The most expensive test, they can cost between £50 and £100, and has really put many people off travelling over the summer, particularly families who would have multiple children, and it really adds to the expense. They have now said that the return Pcr Test that you take within the first two days of getting back to the uk, that Will Change if you are fully vaccinated to a lateral Flow Test which is a lot cheaper, but they have not given a Set Date on when that Will Change, they have just said before The End of october. But that plan was extremely controversial, not least among conservative mps. They feared it would undermine local democracy, and here at westminster perhaps just as significantly they feared it would have a big impact on the Conservative Party in the south of england, as well. When the Housing Secretary Robert Jenrick was sacked on wednesday, there was a lot of speculation that this could open the door to a rethink on those plans, and it seems that Michael Gove is at least prepared to think about the idea of redoing these plans in a slightly different way. I understand that he has paused putting these plans through parliament, he wants to speak to conservative mps to figure out what their concerns are, and, in the words of one government source, take stock. That has been welcomed by the tories who were deeply sceptical about these Planning Reforms. He is being sued by Virgina Giuffre for alleged sexual abuse. Heres our legal correspondent dominic casciani. Overnight, documents were published in the us court dealing with the Virginia Giuffre Case of allegations against Prince Andrew. The judge ordered that she and her lawyers could serve the case on Prince Andrews us based attorney, a lawyer in los angeles. Serving means putting the allegations in the hands of somebody who is either the defendant or their legal team. That is effectively the really important step to then progress the case. What has happened so far is that lawyers for Prince Andrew have said he has not been properly served, so the case could not progress. Thejudge in New York has said we have got to get on with this and he has made the order. In the uk, at the same time, where they are trying to serve the documents on the prince, the High Court has said it is giving the princes lawyers until next friday to challenge a decision that the High Court here should be involved. There is a lot in play, but what is going on here, time is running out and it looks increasingly the prince may face a situation where he has to accept service, so theres a lot going on. An Nhs Trust has won a court of Appeal Fight to overturn a Landmark Ruling that banned the use of puberty blocking drugs for children with gender dysphoria. Last year, the High Court ruled it was highly unlikely that a child aged 13 or under would be able to consent to the treatment and that it was very doubtful a child of 1a or 15 would understand the long term consequences. The Tavistock And Portman nhs foundation trust, which runs the uks only Gender Identity Development service for children, brought an appeal against the ruling injune. The un says a failure to slash global emissions is setting the world on a catastrophic path to 2. 7 Degrees Celsius of heating. Thats what un chief Antonio Guterres has been saying. A report by the united nations on 191 countries emissions promises found that they would not meet the ambition of the Paris Climate Agreement to limit global warming to 1. 5c above pre industrial temperatures. Heres our Science Editor David shukman on the un chiefs latest comments. It isa it is a pretty blunt assessment, strong words from him, as we approach the climate summit in glasgow, in six weeks time. What happens is under the Paris Agreement on climate change, countries who take part in that agreement, theres pretty much every country on earth, is, every five years, meant to submit to the un and updated climate plan, a reduction plan, expending how they are going to reduce their emissions. Explaining. Many countries have submitted plans of that kind, and if you add them up, you do see some reduction in overall admissions emissions, but many countries, including some of the biggest polluters have not updated their plans, crucially, china, saudi arabia, india, turkey, and without them, emissions, according to the un, are still on track to increase. In fact, the calculation they have done, and this is the bit that i think is causing shock waves, is that they projects that, by 2030, emissions will be 16 bigger than they are now. Hold that figure of 60 in mind, because not long ago, we had un climate scientists saying that to head off the worst dangers of global warming particularly in the middle of the century, later on, we need to be cutting emissions, roughly by half, by 45 . By 2030. So actually, the world is going wrong direction and we have heard from Antonio Guterres, in fact, the Executive Secretary of the Un Cosmic Climate Programme has talked about a huge cause for concern.
