Wales will decide today whether to introduce Vaccine Passports for entry into nightclubs and large events. Our top Story Changes To International Travel are expected to be announced by the government later, for travellers arriving in england. Theres been speculation that the Traffic Light System which places countries on red, amber and green lists will be simplified, with the Amber List removed entirely. Currently, travellers who arent fully vaccinated are required to quarantine upon returning to The Uk from an Amber List destination. But potential new rules would mean countries on this list currently would be moved to either the Red List or the green list. AlSo, ministers are said to be considering scrapping Pcr Tests for double jabbed people arriving in The Uk. Under current rules, travellers from green and Amber List countries must take a Pcr Test shortly before their return and another on their second day back in The Uk. There are alSo reports that dozens of countries could removed from the Red List there are currently 62 countries on that list. These destinations have the highest Level Restrictions meaning returning travellers must spend 11 nights in Hotel Quarantine which costs over £2,000. These changes would apply to england as The Uks devolved administrations are in charge of their own Travel Rules. 0ur transport correspondent, Caroline Davies has more. Sunshine, but no ones sunbathing. In a normal year, 80 of the guests at this hotel in turkey would have been british. Turkey went on the Red List in may, meaning anyone travelling from there to The Uk has to quarantine in a hotel. Since then, it has been a difficult summer here. But they are holding out hope it could change. We have just about survived, but it has been very, very challenging. At the moment, we are very, very quiet. To get the british market to go ahead at this stage would be great. It could take us through to the end of october. Maybe even into november. At the moment, it is very, very important. There are now 62 countries on the Red List, including pakistan and mexico. The government will announce changes to the list today. There are other moves ahead, too. The Travel Industry hopes that the Traffic Light System, where countries are currently divided into green, amber or red, will be simplified. And it wants the more expensive Pcr Tests that all travellers have to do when they arrive in The Uk replaced by the cheaper lateral Flow Tests. It worries that the cost is putting off travellers. I think there is always that risk with lateral flow that you do not have the Gold Standard of pcr. I think the key is, at the moment, its looking at that risk reward scenario. We are seeing Infection Rates are high, but obviously we have got the vaccination through in The Uk. And i think the government has got to balance that us getting back on with life. The government has previously argued that Pcr Tests are needed to keep an eye on variants of concern, and Some say they are still needed. I would like to see Pcr Tests remain, because they have given us So much information already from the sequencing. So we know when delta was introduced, when the Delta Variant came in, that this virus was imported over 500 times. We would not have that information if we were not doing the Screening And Sequencing that is asSociated with that. The government has said its priority is to protect Public Health and the decisions on the Traffic Light System are informed by the latest Risk Assessment from Thejoint Biosecurity Centre and wider Public Health factors. A decision on what happens next with Test And Travel will be announced later today. The industry is hoping for Something that will fill up the sunbeds. The environment secretary, George Eustice, told the bbc this morning, that nothing has been decided yet but has stressed that the current system of using Pcr Tests has good reaSoning behind it. The rationale for keeping the Pcr Testing in particular rather than lateral Flow Testing is it does enable you to do the Genome Sequencing of potential new variants. That has been the argument for keeping it as a Pcr Test. We alSo want to try to help people get back to life as normal. So, if a case can be made four changes then obviously well consider that but i have to stress that no decisions have to stress that no decisions have been made on this at the moment. Im joined now by our business reporter, simon browning. How welcoming do you think these changes will be for the industry . The Travel Industry is looking for big changes this morning. It has been very, very outspoken about the damage that Pcr Testing has had on the industry. The Travel Industry was expecting a strong recovery this summer and the reality is it hasnt seen it. Theyve been operating at levels around 20 30 percent. Theres a lot of that, the Pcr Tests that the travellers have to take and the costs asSociated with them. Those tests cost £50 to £100. When you add the cost of the holiday on top of that, they see that as a huge barrier. 0bviously weve had a few hit a huge boom in staycations. The industry want to see big changes. They want consumers to feel confident, to get my complaints, to go to the beach is that we love in spain, greece. There are a lot of reports around that Pcr Tests could be changed but as George Eustice said, nothing is confirmed yet. We understand Government Ministers are meeting this morning with the department for health, and transport, all involved in taking these big steps. That worked very well, i seem to get a result within an hour and a half. But when i got back, thats where the real hassle started. Although i was expecting to quarantine for ten days, i had paid £120 for two tests, day two and day eight. Which i registered before i went. I sent the day two test off to a private government approved company and didnt get a result. It took three days. By day five, Nhs Test and trace were ringing me on a regular basis to check that i was at home. Day five came and i said i havent had my day two result yet So they actually sent me their own nhs Pcr Test at their own expense. I did that and the result that came on day six. Day seven i finally got the day two result. They ate was sent off and i got that on day 11. Although i knew i was quarantine, it caused an enormous amount of anxiety because i didnt know, i assumed i hadnt got it but i didnt know. There was the anxiety and the fact i paid a lot of money, which was irritating and obviously one doesnt want that to happen again. The fact it has changed already tojust happen again. After bouncing back into life around britain over the summer, nightclubs are still seen by Some as a Front Line in trying to tackle the pandemic. In scotland, from 0ctober1st, entry will depend on having proof of vaccination, while in england, the idea has been dropped. The welsh government has repeatedly raised concerns about how practical or ethical it is to require Vaccine Passports. But it may now introduce its own scheme, Something that worries the hospitality industry. We really need to build the nightclubs back up. The industry has been hit very hard. So just giving more challenges to the customer. We want to make it very easy for the customer to come and enjoy themselves. Covid case rates in wales have rocketed over the summer, despite the use of facemasks remaining in place in shops and on public transport. The advice to work from home was never removed. And So ministers are looking for new measures to stop the spread of the virus before the strain on the Welsh Nhs takes its toll. Stopping violence against women should be considered as much of a priority for the police as combating terrorism, according to a major report. It found Problems, unevenness and inconsistencies in the Police Response to what it called the epidemic of violence against female victims in The Uk. Its a national scandal and i think this report, which covers a huge number of areas is really helpful. I thinkjoint training is really, really important but fixing the shortcomings within the Police Intelligence system is really important. When a Police Officer goes to a call, they have an understanding of who the perpetrators are and who the victims are. ,. , ,. , are. How is it realistically going to take to are. There are So many agencies involved. Its very, very complex. Sadly, i remember having these conversations when i first became a Police Officer backin when i first became a Police Officer back in the early 1980s. We are still in a situation where things have improved, theres much more strong attitude towards prosecutions but there are still gaps. It will take time but i think this reports Recommendations, if followed, then i think it will have a massive impact. Attitude, culture is abSolutely key to this. How do you change that culture of the organisation to make sure they prioritise it . Ultimately, this will be about saving lives. We talk about domestic abuse, it is primarily women who are the victims of. , primarily women who are the victims of, ,. ,. , primarily women who are the victims of. ,. ,. , of. Systems around them as well, the children in homes of. Systems around them as well, the children in homes who of. Systems around them as well, the children in homes who witnessing children in homes who witnessing this. In terms of the commissioning of the report, why was it done now . What was it about Sarah Everards Murder that triggered this . Abuse and violence against women and girls has been going on forever. AbSolutely. Everywhere across the world. Its a shame in our Society that this happens. There was a Zeitgeist Moment with sarah everard. Women were abSolutely appalled and more appalled by the fact it was a Police Officer who had abducted and killed a woman. That was a moment. I think the demonstration, the video that was held was policed very poorly the vigil was policed very poorly. So that was an opportunity to say, lets look at this. Thats probably one of the reaSons why the report is So hard hitting. It says Some very, very telling truths about the way we deal with issues around County Lines and the reSources we put into that as opposed to domestic abuse. So, as long as the Recommendations of this report followed, we will see change. The danger is we often have reports on the Recommendations gather dust on shelves and i dont think we can allow that to happen any more. Women have been treated appallingly for far too long. This point always seems to come up when it comes to failures within different agencies. For example, we are talking about partners that involve the nhs, childrens services, Social services, police agencies. Why is there this failure to share information . Part of it is Information Sharing is an it is Information Sharing is an issue that comes up frequently when we have failures in safeguarding. Part of it is the attitudes of individual organisations. I was always very keen to share as much as we could and i think what we need to do is have Information Sharing protocols that actually encourage sharing of information. Yes, we have privacy and we need to respect that but if we share that information effectively across the agencies, and you mentioned childrens services. Imagine a situation where a child witnesses their Mother Or Sibling being attacked and then having to go to school. How do you function effectively once youve witnessed that . Its important when the school has suspicions that they are sharing that information. Childrens services are then sharing that information in an appropriate way with the police and then we have early intervention. Thats the only way we are going to try to begin to Solve this issue. Going back to my first point, we are hard pushed to find anybody who hasnt known Somebody professionally, three Friendship Groups or family who hasnt been a victim of domestic abuse. It is a national scandal and we need to do Something different. This report needs to be implemented as opposed to gathering dust. Thank ou. There are a few Son'>Things BorisjohnSon has to get to grips with now and you can see half and i on them when you look at Some of the big changes that were made in the cabinet half an eye. Levelling up is the thing boris Son-talks'>JohnSon Talks about all the time. Its a thing not many people in westminster know exactly what its going to look like. Michael gove has been put in that newjob as head of Levelling Up and putting Some flesh on those pains. He is alSo in charge of housing which is going to be a really big issue for the tories over the next couple of years. We may be Planning Reforms which were supposed to be going through parliament have been deeply unpopular. There is Some sign he might want to have a good look at what they are before proceeding. If he does park Some of those reforms, he has the challenge of delivering the pledge to get 300,000 new houses in england every year, So thatis new houses in england every year, So that is tricky. Nadeem zaha way, the new education secretary, he has a tall order to make sure education gets back on track after Some of the setbacks during the pandemic, will he for example be able to get Some more money out of the treasury for a catch up programme . That will be one to watch. Liz truss as well, the new foreign secretary, the big mover of this reshuffle. She has the challenge of defining So called global britain, the Post Brexit Outlook for The Uk and how it works with the rest of the world. It references a Police Super Complaint which we highlighted, the failure to implement the existing measures. So i think the kind of lesSons that we see as well as really the government, you know, Notjust Reporting Again And again, you know, we had an end to end rate to review a couple of months ago that made lots of Sounds but they have to properly invest in this now. We have a broken criminaljustice system. But additionally, we need really proper accountability because what the report identifies across different Police Forces, the different Police Forces, the different variants, suggest there is not sufficient accountability or focus. We have seen Police Forces close down their specialist units dealing with domestic abuse, for example, and that has been quite disastrous. You cantjust put money into the system either, it has to be focused and that investment has to be combined with a proper understanding of the nature of the Violence And Abuse that women experience, and alSo a proper understanding of those groups in Society that are particularly excluded. So the recognition in the report that there needs to be a proper Data Collection So we can understand which are the types of women who are less likely to come forward and less likely to receive help, and therefore more likely to be targeted by perpetrators. Harriet, that is the second time you have mentioned that point in terms of how Sophisticated this issue actually is, the complexity of it. Do you believe that the people who need to make these changes are speaking to the right people to make sure they get it right . I speaking to the right people to make sure they get it right . So yes, there has to be a really good understanding. Some of the initiatives that have worked well in the past is where the Police Work with Specialist Violence against women organisations that will advise them as to who the victim is in this situation. But the Front Line police staff, you know, if they are not specialist and they dont have the understanding and if they are not held accountable in relation to that, then they are worse than useless Sometimes.
