Hello and welcome to Bbc News. After a ruthless day of firing and hiring, the Prime Minister is set to continue the biggest Shake Up of his government since he entered Downing Street. Yesterday he fired his education, Justice And Housing secretaries and demoted others as he reshapes his senior team. Dominic raab is no longer Foreign Secretary Hes Justice Secretary and deputy Prime Minister with Liz Truss becoming only the second woman in history to hold the post of Foreign Secretary. Gavin williamson, widely criticised for his handling of Schools Examinations in england, has been sacked as Education Secretary and leaves the government. Mr williamson has been replaced by the former Vaccines Minister nadhim zahawi. Borisjohnson has promised that his new cabinet will work tirelessly to unite the country, as our political correspondent, helen catt, reports. Have you still got a job, sir . There were hirings, firings and some eye catching moves. As over several hours in westminster, borisjohnson assembled his updated team of senior ministers. The biggest promotion went to Liz Truss, now the second ever female Foreign Secretary. The Prime Minister has put in place a strong and united team which is going to deliver for the united kingdom. We are determined to deliver on the peoples priorities and Help Level up the country. Dominic raab, criticised recently for staying on holiday in greece while kabul fell, was moved down from the Foreign Office to becomejustice secretary. But he was also formally made deputy Prime Minister, a title not given out since 2015. It was a good day for former health ministers. Reporter are you happy with that, are you happy . | very. Nadine dorries, very happy to be the new culture secretary. Also smiling, nadhim zahawi, who led the Vaccine Roll out, now in charge of education. The former Education Secretary Gavin Williamson was among those to be sacked from the government completely. A widely expected move after he was heavily criticised for his handling of exams and schools during the pandemic. And Michael Gove, a minister known for getting things done, replaced robertjenrick at housing and communities, a department that will play a key role in the levelling up promise. Borisjohnson has said he wants to get on with the job, but there are a few more roles to fill first. Helen catt, Bbc News, westminster. Mo hussein was a former Special Adviser to Amber Rudd as Uk Home secretary and former no 10 Downing Street chief Press Officer under david cameron. Hejoins me now. Good morning and thank you for your time today. Interesting to listen to Liz Truss, she managed to get all of the key phrases into the standby, deliver for the the key phrases into the standby, deliverfor the uk, peoples deliver for the uk, peoples priorities, deliverfor the uk, peoples priorities, level up the country. Looking at the big picture, what do you think this reshuffle tells us about borisjohnson S Plans and intentions . I about Boris Johnson S Plans and intentions . Intentions . I think this is about the prime intentions . I think this is about the Prime Minister intentions . I think this is about the Prime Minister wanting intentions . I think this is about the Prime Minister wanting to i intentions . I think this is about the Prime Minister wanting to really focus now on the Post Covid Recovery and get back to his domestic reform agenda. The last reshuffle was over 18 months ago, we were talking about brexiter a lot more than we are in now and that was the cap that he needed at the time. Since then, the world has changed dramatically and because of the pandemic, there a lot more work to be done to get us out of the situation we find ourselves in and to get back on things that he promised the electorate at the 2019 election, so i think the calculation is he needs reformers, people who have slightly higher energy and great, to grip some of the big challenges and he needs those people on the pitch now to deliver because he has one eye on the next election. Absolutely, on that front he talks about levelling up but has his cabinet being levelled up, i think about 70 of the cabinet attended fee paying schools . I about 70 of the cabinet attended feepaying schools . About 70 of the cabinet attended feepaying schools . I think thats a really good feepaying schools . I think thats a really good point. Feepaying schools . I think thats a really good point, when feepaying schools . I think thats a really good point, when you feepaying schools . I think thats a really good point, when you talk. Really good point, when you talk about having a cabinet that reflects the country there is gender, race, i think on both those counts, its a really good cabinet, a Representative Cabinet but you have to look at things like which part of the country are they from, if levelling up is to have meaning, and people understand what it means for them and theirfamilies people understand what it means for them and their families and their lives, particularly over the next couple of years, when the Prime Minister has to deliver on commitments made, i think having people who understand these communities, who represent these communities, who represent these communities and have a voice at the table is really important. Lets table is really important. Lets look at a Couple Table is really important. Lets look at a couple of table is really important. Lets look at a couple of the table is really important. Letsi look at a couple of the specific hirings and firings, Ben Wallace asked about dominic raab, trying to frame this as a move rather than demotion but its undeniable what is traditionally called one of the great offices of state, the Foreign Office, is no longer his. Office, is no longer his. Correct. I think you office, is no longer his. Correct. I think you have office, is no longer his. Correct. I think you have to office, is no longer his. Correct. I think you have to call office, is no longer his. Correct. I think you have to call a office, is no longer his. Correct. I think you have to call a spade office, is no longer his. Correct. I think you have to call a Spade A i think you have to call a Spade A Spade And it is very much a demotion, perhaps not to belittle belittle the work in the ministry of justice, the court backlog, but going from the Foreign Office, one of the big offices of state to that, evenif of the big offices of state to that, even if you added in The Office of the deputy Prime Minister which we havent heard for a while, lets see what it means in practice, it is, im afraid, a demotion. Its what it means in practice, it is, im afraid, a demotion. Its been really interesting im afraid, a demotion. Its been really interesting looking im afraid, a demotion. Its been really interesting looking at im afraid, a demotion. Its been. Really interesting looking at Social Media this Morning And Reaction to nadine dorries, her appointment as culture secretary. It seems a bit more might, people either love her in that role or a hater in that role. ,. , ~ in that role or a hater in that role. ,. ,. ,. , role. Correct, but i think again, this is a deliberate role. Correct, but i think again, this is a deliberate strategy. I role. Correct, but i think again,| this is a deliberate strategy. The government is also keen to pursue its agenda particularly on as it would call it, perhaps the war on walk or if you look at things like what she has said already about the big things in her entry, not least the bbc, im afraid to say, then i think the government wants to have these conversations and debates because it resonates with some of its key voters. The key takeaway for many reshuffle is the Prime Minister is very powerful when he does one, you can only play this card every once in a while, not very often, but just because you have changed the faces and the people, the challenges that the government faces still remain the same. A lot of these new ministers will have to have conversations with the treasury, for example, about the upcoming Spending Review and perhaps in some cases may try and get more money than their predecessors did, particularly looking at education and the slight shortfall there is there in terms of catch up funding. Whether they are successful is another question. Lets see, yes, you have reformers but will they be allowed to reform . Will they be allowed to perform and do what they want to do, is i think what we need to wait and see. Trier . What we need to wait and see. Very aood to what we need to wait and see. Very good to get what we need to wait and see. Very good to get your what we need to wait and see. Very good to get your thoughts this morning, thank you. The uk, the us and australia have launched a new Security Partnership with plans to develop a fleet of Nuclear Powered submarines. Borisjohnson says the project will be crucial for the protection of their shared interests in the indo pacific Region But China has accused them of having a Cold War mentality. Our Defence Correspondent Jonathan Beale reports. Britains decision to send its Aircraft Carrier hms Queen Elizabeth and other warships to the pacific is proof of the growing strategic importance of the region. The uk, us and australia are all increasingly concerned about a more assertive china. Hence the decision to step up their military cooperation. And important enough for the leaders of all three countries to announce this new Defence Partnership, aukus for short. The uk, australia and the us will be joined even more closely together. Reflecting the measure of trust between us. The depth of our friendship, and The Enduring strength of our shared values of freedom and democracy. We need to be able to address both the current strategic environment in the region, and how it may evolve. Because the future of each of our nations and indeed the world depends on a free and open Indo Pacific Enduring and flourishing in the decades ahead. As a start, Britain And America will help australia build a new fleet of Nuclear Powered, but not nuclear armed, submarines. Australia had originally asked france to help modernise its submarines, but that deal is now dead. Its not yet clear how the work will be shared, this but britain hopes it will boost its defence industry. Bae systems already builds the Royal Navy submarines and rolls royce, the nuclear reactors. Though british officials insist this Defence Partnership is not a response to any one country, but about Stability And Security in the indo pacific, it will not be welcomed by china. Jonathan beale, Bbc News. The Uk Defence secretary Ben Wallace said australias move wasnt about antagonising anyone. China is embarking on one of the biggest military spends and military investments in history. It is growing its navy, Air Force, at a huge rate. Extremely fast. Obviously, it is engaged in some controversial areas, in disputed areas, weve seen in the south China Sea, the taiwan straits, are areas that we often see in our media where there is stress. China is also in dispute with some of its neighbours like vietnam and philippines, on fishing grounds, etc. We have seen that. That is china, that is what they are doing at the moment. Its right that the united kingdom alongside other allies such as australia, Stand Up for the rules based system and the international law and that is why we dont recognise some of the claims made about parts of the south China Sea. We uphold the un Convention Of Freedom of the sea and make sure we stand by that and so i think thats where we are with China But China is a global power, that is the reality of it, and we have to work with china to point out where we think things are unacceptable such as uighur or hong kong, and human rights, but also recognise the simple reality of them as a very large economy and we need to make sure we are protected from the abuse of that if that were to occur. Our correspondent Steve Mcdonell is in beijing. Hello to you. What is a reaction from china, how does it view this alliance . ,. ,. , alliance . The chinese government has ust held a alliance . The chinese government has just held a Press Alliance . The chinese government has just held a press conference. Alliance . The chinese government has just held a press conference. The just held a press conference. The foreign Ministry Spokesman has expressed outrage at this new military pact. He had especially strong words for australia following the decision by australia to build new Nuclear Powered submarines. He said that the international community including neighbouring countries, had risen to question australia s sincerity, in terms of all three governments, he said that they had undermined regional peace and stability, intensified the arms race. That china would be paying very close attention to the developments following this new agreement. That these three governments should abandon what he said was an outdated Cold War zero Sum Mentality, otherwise they would only shoot themselves in the foot. So some strong language there from beijing, obviously not happy at this development. What from beijing, obviously not happy at this development. From beijing, obviously not happy at this development. What does this due to the power this development. What does this due to the Power Balance this development. What does this due to the Power Balance in this development. What does this due to the Power Balance in the this development. What does this due to the Power Balance in the region . I to the Power Balance in the region . Talk to us about the geography, if you like. Talk to us about the geography, if ou like. ~ ,. , talk to us about the geography, if ou like. ~ i. ~. ,. ,. , you like. Well, you know, having a country in you like. Well, you know, having a country in the you like. Well, you know, having a country in the asia you like. Well, you know, having a country in the asia pacific, you like. Well, you know, having a country in the asia pacific, with. Country in the asia pacific, with these Nuclear Powered submarines, australia has also said, by the way, it will also buy tomahawk missiles, long range missiles as well, it will strengthen australia s Military Presence in the area, these submarines, Nuclear Powered submarines, Nuclear Powered submarines, can stay underwater for a very long time and are especially lethal. You know the incredible thing in a way is to seek the speed with which china s relations with countries like australia has collapsed in recent times. I mean, just a view years ago the chinese president was in australia watching Football Games with a scarf around his neck, cheering with the crowd, going to see aboriginal Cave Paintings and the like. In the Space Ofjust a couple of paintings and the like. In the space of just a couple of years, paintings and the like. In the Space Ofjust a couple of years, we now have australia building nuclear armed submarines because of fears that its number one Trading Partner will threaten the region. So i think this has been a bit of a failure of china s so called soft power, it seems to have disappeared altogether. When you look at the complete collapse in relations between beijing and other major countries in the asia pacific. Steve, thank you. Were joined now by tobias ellwood, conservative Mp And Chair of the Commons Defence select committee. Thank you forjoining us this morning. People waking up and seeing this story might wonder, people here in the uk, what difference it makes to them. Does it make them more secure, your thoughts . Ida. To them. Does it make them more secure, your thoughts . To them. Does it make them more secure, your thoughts . No, the world are certainly secure, your thoughts . No, the world are certainly getting secure, your thoughts . No, the world are certainly getting more secure, your thoughts . No, the world are certainly getting more insecure i are certainly getting more insecure and more dangerous and we need to wake up to that. I think we have beenin wake up to that. I think we have been in denial about where china is going over the last decade. They do not share our values, they do Exploit Inability to enforce international laws and standards and the world, im afraid, is splitting into two Micro Spheres of influence come up with china using its One Road technologies, and capabilities to ensnare countries into its way of thinking. And what we are seeing now, finally, as the west waking up to that and this new strategic approach in the maritime space, bringing together trusted allies to develop a more robust posture, specifically in the south China Sea, where china has made huge claims over the waters there. You where china has made huge claims over the waters there. Where china has made huge claims over the waters there. You will have heard the reaction over the waters there. You will have heard the reaction from over the waters there. You will have heard the reaction from china, heard the reaction from china, calling this a Cold War, zero Sum Mentality which undermines regional peace and stability. Rhetoric, substantially, from china . fir substantially, from china . 1 Something Else . Of course this is going to be their immediate response but lets not forget what china is doing. It is developing the largest navyin doing. It is developing the largest navy in the world. Its Navy Advances in size, the size of our navy every single year. Now, to what end are they doing this . Their army is also they doing this . Their army is also the biggest in the world and they are developing their Air Force and Space Weapons Systems as well get all this is happening, weve been watching, we dont have a unified, international strategy as to how to deal with china which in our lifetime, militarily, economically, technologically, is going to challenge dominance. There are big questions of the international community as to how to respond. That includes protecting the south China Seas and keeping those seas open. Giving australia these Nuclear Powered submarines and i must emphasise not armed with nuclear weapons, but Nuclear Powered, what does that do to address the scale of the challenge that you have just outlined from china . The challenge that you have ust outlined from cmmi the challenge that you have ust outlined from china . Well, its a first step but outlined from china . Well, its a first step but like outlined from china . Well, its a first step but like i outlined from china . Well, its a first step but like i said, outlined from china . Well, its a first step but like i said, there i first step but like i said, there needs to be a wider strategy and how we deal with china s trade, there needs to be a counter way to the one belt, One Road programme. But immediately from a hard power perspective, this is challenging china s claims, to the south China Sea itself which is so critical for international trade. Sea itself which is so critical for internationaltrade. Im Sea Itself which is so critical for international trade. Im pleased to see we are stepping forward but lets not forget to things. Firstly, nato is bruised after afghanistan, this will regroup as to what the purposes of nato are, beyond the alliance and secondly, if we are going. Our navy is overstretched, the 2 budget will not accommodate this, we need to recognise that we need to increase Defence Spending because we are now in constant conflict because we need to spend at least 3 gdp on defence. Hour conflict because we need to spend at least 396 gdp on defence. Least 396 gdp on defence. How does this fit in with least 396 gdp on defence. How does this fit in with the least 396 gdp on defence. How does this fit in with the prime least 396 gdp on defence. How does this fit in with the Prime Minister i this fit in with the Prime Minister s ambitions for global britain, how does it fit in with a new relationship between the uk and the eu . Because the eu was about to announce its strategy of the Indo Pacific Region and we know of course that france will be disappointed by its loss of the contract to supply australia with new submarines . Youre absolutely right to raise these questions and i hope the un security council, when the leaders get together, some of these can be reconciled. But while global britain means, what our ambitions are on the international stage, the west has become too risk averse, its Given Space to authoritarian regimes like china to rise in the way they have done, our International Rules and standards are no longer enforced and we have actually seen the us retreat from global exposure as well so there is a void in Western Leadership right now, an opportunity for britain to step forward should we wish, in defending the other challenges of International Rules based order which im afraid are eroding. We have a bumpy couple of decades ahead, we need to regroup. In a line, if you would, the cabinet reshuffle, is this a levelled up cabinet or not and is this the cabinet or not and is this the cabinet you think will take the conservatives into the next election . I conservatives into the next election . Conservatives into the next election . ,. , election . I certainly hope that is the Case But Election . I certainly hope that is the case but i election . I certainly hope that is the case but i make election . I certainly hope that is the case but i make it election . I certainly hope that is the case but i make it clear election . I certainly hope that is. The case but i make it clear where election . I certainly hope that is i the case but i make it clear where i stand, all the things we have spoken about, covid, the afghan evacuation showed how silent our Government System appears to work, there is a strong Argument Notjust to refresh the team but Shake Up the setup itself, how departments interact with each other, and strategies are formed, how they are implemented, decisions made and how we can develop a greater appetite to do what we have done in the past which is Offer Stabilisation required. Tobias ellwood, you. Today is the final day for Care Home Staff in england to receive their first dose of a Coronavirus Vaccine if they want to keep theirjob. It comes after mps voted in favour of requiring all Care Workers in a Care Quality Commission registered Care Home to be fully vaccinated by the 11th of november, unless they have a medical exemption. We will have more on this story later and if you work in a Care Home or are a resident or have a relative in one and would like to get in touch with us about this and tell us what you think about this mandatory vaccination idea, please do that. You can get in touch on twitter. Poor Quality Housing in england is causing thousands of deaths every year, according to a new report from the centre for ageing better. The charity has called on the government to give more attention to the millions of homes falling below decent living standards. The Ministry Of Housing says its working hard to improve the quality of homes across england. Lets return now to the Prime Ministers Shake Up of his government. Lets go to Downing Street now to talk to our chief political correspondent adam fleming. Adam, how much business remains to be done today on that reshuffle . Quite a lot but its not necessarily household names. The phase the reshuffle has entered is the ranks below the cabinet, ministers of state and below. That started Last Night. We had a few names this morning. Any mordant is moving from the Cabinet Office to the department for international trade. That means as things stand at the moment, all the internationaljobs in government are going to be done by women, whether its at the Foreign Office of the department for international trade. That may change throughout the morning but one of the messages the morning but one of the messages the government wants you to get from this reshuffle is lots of women have been appointed. The other big message is delivery, they want us to think this is a bunch of people who are good at getting things done. For example, Michael Gove going to the department for communities, that means he will be in charge of delivering, levelling up, building a lot more houses. Nadeem zahawi going from Vaccines Minister to the Education Secretary means he will be in charge of delivering catching up thatis in charge of delivering catching up that is required in school after the pandemic. That is required in school after the andemic. ,. , pandemic. One former downing Street Adviser that i pandemic. One former downing Street Adviser that i spoke pandemic. One former downing Street Adviser that i spoke to pandemic. One former downing Street Adviser that i spoke to earlier pandemic. One former downing Street Adviser that i spoke to earlier said i adviser that i spoke to earlier said there are reformers in the cabinet because of the reshuffle but will they be allowed to do that reforming . And i guess budgets come into this, will there be money to do what they want . What they want . Also, that is another intriguing what they want . Also, that is another intriguing thing i what they want . Also, that is| another intriguing thing about what they want . Also, that is i another intriguing thing about this reshuffle, it shows in politics, personnel always comes before process because on the 27th of october, just a few weeks away, we will have a Spending Review where the government allocates all the money for the next three years to each individual government department, that is overseen by the Chief Secretary to the treasury, basically the biggest thing a Chief Secretary to the treasury can do in that job, secretary to the treasury can do in thatjob, the Chief Secretary to the Treasury Yesterday Steve barclay is now minister for the Cabinet Office and hes been replaced by simon clark, just a few weeks before the process gets under way which makes you realise putting the right people in the rightjob is to sit the politics sometimes takes precedent over the contents of the job. Over the contents of the ob. Adam, thank you. Michael gove has been appointed as Communities Secretary after robertjenrick was sacked in yesterday s cabinet reshuffle. With me now is topsy taiwo. Hes the Presenter And Founder of the Property Advice Platform property purchaser. Great to have you with us. Talking about the big picture, first of all, what are the biggest challenges on housing as you see it for Michael Gove . , ~ , housing as you see it for Michael Gove . , i. ,. ,. , gove . Thank you for having me on. Lets Ust Gove . Thank you for having me on. Lets just say gove . Thank you for having me on. Lets just say the gove . Thank you for having me on. Lets just say the new gove . Thank you for having me on. Letsjust say the new housing i lets just say the new Housing Minister definitely has his work cut out for him. Do i start . Building targets, safety, planning reform, affordable homes, the list goes on but i think one of the things the Cabinet And Thejeep minister has to do is instill a sense that the government truly cares about housing reform. We have had nine Housing Minister The Office was given Cabinet Level Recognition in 2005 and it does not really suggest it is and it does not really suggest it is a department the government truly cares about so i think the first major challenge is to ensure they care about Reform And Stick to their promises and notjust give Lip Service to what they say they will do and make sure the action matches the rhetoric. Irate do and make sure the action matches the rhetoric the rhetoric. We hear all the time about levelling the rhetoric. We hear all the time about levelling up, the rhetoric. We hear all the time about levelling up, dont the rhetoric. We hear all the time about levelling up, dont we . I the rhetoric. We hear all the time about levelling up, dont we . We| about levelling up, dont we . We have heard it a Lot Yesterday and today already, i know youre passionate about helping the black community to get on the Property Ladder and you see that as part of the levelling up agenda. What did the levelling up agenda. What did the statistics say about Home Ownership among black people . Absolutely, it is a clear issue that homeownership amongst the black community in this country is far below white counterparts, a well known Statistic Homeownership rates amongst the black community is 30 and when you distill that into africans, it is 20 , compare that to our white counterparts, the Homeownership Rate sits at 60 so there is work we can do to make sure there is work we can do to make sure the community has high ownership rates, increase financial Education And Property acknowledged but the Homeownership Rates for mainstem from systemic inequality, i think homeownership is inextricably linked to wages and income. I think a more effective way to look at it and address the issue is look at trying to close the racial and Gender Pay Gap that sits within the black community especially. Gap that sits within the black community especially. When you talk about systemic community especially. When you talk about systemic inequalities, community especially. When you talk about systemic inequalities, that I Community especially. When you talk about systemic inequalities, that is l about systemic inequalities, that is why i presume you are saying you see this very much as part of the levelling up agenda, its notjust geographical levelling upper regions, its more than that . Absolutely, when you look at how a mortgage is granted, its a multiple of your income and when you look at generational wealth, a lot of families are able to pass down generational wealth to their counterparts, families and relatives and that has not been able to happen in the black community so i think one thing we can do is address the issue from a top down approach, increase polities that will make sure the gender and racial Pay Gap is closed as much as possible. Its then we start to address the issue of Homeownership Rates amongst the black community in this country. I wonder if i could get your thoughts on another housing story today, poor Quality Housing in england is causing thousands of deaths every year, how do you want Michael Gove to address all of these issues and things like this that we are hearing from the centre for ageing better . What specifically would you like to see him do in this new role . Great ruestion. See him do in this new role . Great question we see him do in this new role . Great question. We always see him do in this new role . Great question. We always hear see him do in this new role . Great question. We always hear the i question. We always hear the House Building Target of 300,000 homes a year but it is never really reach but i think the bigger question is to increase the quality of homes but also make sure they are affordable. Lots of people who end p affordable. Lots of people who end up being priced out of the market have to suffer from inadequate landlords who dont provide housing for them and they suffer from that poor quality of housing so i think a big thing Michael Gove could do is increase rent standards to make sure landlords keep to the standard will provide homes that are affordable, eco friendly and will keep them safe. We have seen things like the cladding issue, we have watched programmes on tv you see Nightmare Landlords and tenants, does not bode very well when you look at that but i think one thing we could do is increase regulation but make sure government injects more money not just to hit the Housing Target but to increase the quality of Housing Thatis to increase the quality of housing that is actually delivered in the first place. That is actually delivered in the first place that is actually delivered in the first lace. , ~. , first place. Thank you so much for our first place. Thank you so much for your thoughts first place. Thank you so much for your thoughts this first place. Thank you so much for your thoughts this morning. Hopefully it can be the first of many. I have a feeling that every day, he is playing better, and im pretty sure that he will be better in the future. His contribution was again high, it was good. Former teammates, also appeared before the committee, along with Fbi Director christopher wray. The hearing is examining shortcomings in the Fbis Investigation into nassar, who was later convicted of sexually abusing girls, and sentenced to life in prison. I dont want another young gymnast, olympic athlete or any individual to experience the horror that i and hundreds of others have endured before, during and continuing to this day in the wake. Of the Larry Nassar abuse. To be clear, i blame Larry Nassar and i also blame. An entire system that enabled and perpetrated his abuse. Simone biles, showing incredible strength and that hearing. Today is the final day for Care Home Staff in england to receive their first dose of a Coronavirus Vaccine if they want to keep theirjob. Mps voted in favour of requiring all Care Workers to be fully vaccinated by 11th of november, unless medically exempt. This is what one Care Home worker in scarborough thinks of the ruling. Well, im happy to have it done, but those people who choose not to are going to lose theirjobs. Because they are scared . Why should they have to lose theirjobs . Other sectors arent. Lets speak to neil russell, chairman of pj care, a provider of specialist neurological Care And Neuro rehabilitation its facing the loss of 10 of the 250 highly trained staff it employs at its Eagle Wood Centre in peterborough. Thank you forjoining us today. At the time of speaking, is that still the time of speaking, is that still the case . Are we talking about roughly 10 of staff not wanting to have the vaccine . The roughly 1096 of staff not wanting to have the vaccine . Roughly 1096 of staff not wanting to have the vaccine . The numbers are Dro |n~ have the vaccine . The numbers are Dropping every have the vaccine . The numbers are Dropping every day have the vaccine . The numbers are Dropping every day. We have the vaccine . The numbers are Dropping every day. We hope i have the vaccine . The numbers are Dropping every day. We hope to i have the vaccine . The numbers are| Dropping every day. We hope to get it down to around 6 , 7 . No matter what are they saying about their reasons for not wanting the vaccine . They are they saying about their reasons for not wanting the vaccine . They vary massively. Some people have strong religious beliefs that we are not going to be able to overcome. A fair proportion of those who do not want to be vaccinated as quite simply brighten, they are scared, they dont understand. They spend a lot of time on Social Media reading all the Scare Stories and we are having to try and re educate and overcome back. With a lot of them we are just not going to be successful. The fact that it has been made mandatory has made it worse for some of them, people think, because if it is safe, why do you have to force me to have it . To have it . Interesting to hear those perspectives. To have it . Interesting to hear those perspectives. I to have it . Interesting to hear those perspectives. I know to have it . Interesting to hear. Those perspectives. I know that to have it . Interesting to hear those perspectives. I know that you have long standing relationships with many of these members of staff. These patients want to retain as many of them as possible, so you have brought a Vaccine Bus to the Care Home. Has that persuaded more people, outside to have the vaccine . It did, it was really useful. It was with us for a couple of hours and in that time we had another ten staff vaccinated, those who were on duty. If we going we told them to talk to the Nhs Staff on the bus to overcome their fears and concerns and it worked for the majority, we got another ten staff vaccinated so it was successful. I got another ten staff vaccinated so it was successful. It was successful. I believe you have offered it was successful. I believe you have offered a it was successful. I believe you have offered a Car It was successful. I believe you have offered a car and it was successful. I believe you have offered a car and a it was successful. I believe you have offered a car and a prize i it was successful. I believe you l have offered a car and a prize is it was successful. I believe you i have offered a car and a prize is a wrap or do fully vaccinated staff. Youre going to quite some length. We are doing everything we can to keep the staff. We are a specialist care provider. Staff are highly trained. We have invested massively in them. And our residents love them. It in them. And our residents love them. ,. , in them. And our residents love them. ,. , them. It will not be easy to replace them. It will not be easy to replace them from them. It will not be easy to replace them from a them. It will not be easy to replace them from a skills them. It will not be easy to replace them from a skills and them. It will not be easy to replace them from a skills and that them from a skills and that Relationship Point of view. Today is the deadline for that first vaccination if they are to be fully vaccinated by november 11, if you lose a percentage of your staff, how difficult is that going to be, in terms of the day to day operational running of the home, and how difficult will it be to replace them . In difficult will it be to replace them . ,. ,. ,. , them . In terms of running a home, we will be ok, we them . In terms of running a home, we will be ok, we will them . In terms of running a home, we will be ok, we will cope. Them . In terms of running a home, we will be ok, we will cope. We them . In terms of running a home, we will be ok, we will cope. We have i will be ok, we will cope. We have 120 staff in isolation at a point last year, and we managed to get through that. It is going to affect the niceties of the care we provide, it is safe, we can ensure that, but to give our residents a good quality of life, that is going to be affected. In terms of replacing staff, recruitment in the sector is very difficult. Two years ago, the Care Sector had over 100,000 vacancies, and now we are adding another 6 , 7 , on top of that, so another 6 , 7 , on top of that, so another 40 50,000 people. Replacing staff is going to be a challenge. We have just invested a huge amount of money in a Recruitment Campaign and we have to train everybody so there are Training Course on top of bringing somebody in, and it will be six months before we are back to where we are today, with highly skilled, professional caring staff. The Department Of Health and social care has allowed for a medical exemption for Care Home workers. They have to get a certificate from a Doctor Saying that they are medically exempt, but as i understand it it is more temporary period is that of any use to you . What do you make of that . We period is that of any use to you . What do you make of that . We are not uuite sure. What do you make of that . We are not quite sure this what do you make of that . We are not quite sure. This landed what do you make of that . We are not quite sure. This landed on what do you make of that . We are not quite sure. This landed on our what do you make of that . We are not quite sure. This landed on our desk i quite sure. This landed on our desk about lunchtime yesterday, the day before, and it is quite confusing. So they dont even have to have anything from their doctor, it is a self certification, so the 12 week extension, if you like, on their time at work from an unknown date in the future, when the Department Of Health produces a covid pass, and they sign for themselves to self certify their exemptions. Ii they sign for themselves to self certify their exemptions. Certify their exemptions. If the maori certify their exemptions. If the majority of certify their exemptions. If the majority of your certify their exemptions. If the majority of your staff certify their exemptions. If the majority of your staff have i certify their exemptions. If the | majority of your staff have been fully vaccinated but a small proportion are self certifying, would you be comfortable with that, with the residents and their relatives be comfortable with that . Yes, because at the moment, those staff are working, caring for relatives, we have strong infection control, we wear masks, aprons, gloves, everything we are doing is ensuring the safety of residents, and we havent had a positive case among residents for some considerable time, even though we have five members of staff who have tested positive, so it is not being transmitted, and what we are doing with unvaccinated staff is working, is keeping our residents safe. Did to net is keeping our residents safe. Did to get your thoughts, neil russell, chairman of pj care. Lets speak to charlie odoherty, hes a Care Home workerfrom bristol. Was it a straightforward decision for you to have the vaccination . It was and it wasnt. That was thought about was it the right thing to do for me as a person, for my body, but then quite quickly i thought, if i want to work in this environment i have got to make sure that i protect me first and then the people around me. ~. , me first and then the people around me. ,. ,. , me first and then the people around me. ~. ,. , me. What is the view among your colleagues . Me. What is the view among your colleagues . Mostly me. What is the view among your colleagues . Mostly vaccinated i me. Mostly vaccinated or not . , ,. , not . The vast maority, yes. One or two of the not . The vast majority, yes. One or two of the younger not . The vast majority, yes. One or two of the younger girls not . The vast majority, yes. One or two of the younger girls were i not . The vast majority, yes. One or two of the younger girls were a i two of the younger girls were a little bit, he wanted to plant families and they were not too sure what effect the vaccine would have on them, but they have now gone ahead and had it and on them, but they have now gone ahead and had itand i on them, but they have now gone ahead and had it and i only know of one person that has not had the vaccine who works in that environment, and in november they will have to move on to anotherjob. Do you think it is reasonable given your profession that you are being required, that it is mandatory, for you to have the vaccination . I dont find it unreasonable you to have the vaccination . I dont find it unreasonable at you to have the vaccination . I dont find it unreasonable at all, you to have the vaccination . I dont find it unreasonable at all, not i you to have the vaccination . I dont find it unreasonable at all, not at i find it unreasonable at all, not at all. People go into different work environments, and there are certain criteria that they have to meet, to join that establishment, and this is just one of the things that we have to do now, to protect the residents. So it is quite a straightforward calculation for you. What sort of reaction have you got, you chat to the relatives of residents, and the residents themselves, what sort of reaction have you got from them to this idea of a mandatory Vaccine Vaccination which . Do they feel comfortable or would they be supportive of the idea of some people not wanting to have the vaccination . Vaccination . That is a difficult one. Vaccination . That is a difficult one they vaccination . That is a difficult one. They dont vaccination . That is a difficult one. They dont tend vaccination . That is a difficult one. They dont tend to i vaccination . That is a difficult one. They dont tend to talk. Vaccination . That is a difficult| one. They dont tend to talk to vaccination . That is a difficult i one. They dont tend to talk to you about it. Everyone has their own personal opinion on what they want to do or whatever, but on the whole, staff and residents, they are quite happy for it. The trouble is, in the Care Environment now, there is a severe lack of staff, and a lot of people that work in that environment, they care about their job and the people around them, so if they need to take thatjab to be able to stay here and help these people, they probably will do. Char leo people, they probably will do. Char leo docherty. People, they probably will do. Char leo docherty. A people, they probably will do. Char leo docherty, a Care Home worker from bristol, thank you. Charlie doherty. One of you has written to say that her mother had been affected but she was recently immunised, she had almost no symptoms, and this one, from joe, who says i believe correct information is key, but there has been plenty of time to work with those who dont want to be vaccinated and provide the assurances they need, at some point you have to say unless you have a medical reason for not having it, you cannot work with vulnerable people. This, from ken maclean, a Health Care Worker who refuses the vaccine and a resident then dies from being infected, they should be prosecuted under the Health And Safety at work act. Do keep your comments coming in. Use the Hashtag Bbcyourquestions on twitter. The first Space Mission in history to be crewed entirely by amateur astronauts has taken off from florida. The four civilians on board include a healthcare worker, a scientist, a Data Analyst and a billionaire. Theyll spend the next three days circling earth. Our north america correspondent, david willis, has more. After months of rigorous training, it was time to slip into the custom made spacesuits and make their way to the Launch Pad for a Milestone Flight into orbit. A trip funded by Billionaire Businessmanjared Issacman to raise funds for charity, the crew also includes sian proctor, the first Black Woman to pilot a spacecraft as well as 29 Year Cancer Survivor hayley arceneaux. I definitely am excited to represent those that arent physically perfect. I want to bring this experience back and share with everyone i encounter, and just what this represents for the new age in Space Travel and who can be an astronaut. After being helped into their seats by the ground crew, it was time for lift off. A remotely controlled Space Capsule atop a reusable spacex rocket, powering into orbit from floridas famous kennedy space center. Destined to transport the quartet of amateur Space Travellers deeper than the international Space Station. Spacex is hoping to schedule flights like this around six times a year. After circling the globe once every 90 minutes at a speed of roughly 17,000 miles an hour, the craft is expected to touch down off the coast of florida in three days time. David willis, Bbc News, los angeles. Lets talk to dr becky smethurst, an astrophysicist at oxford university. What do we know about what they will be doing . My first question was what will they do for three days, just looking through the window down on earth . But they are doing scientific experiments whilst they are up there, looking at how Microgravity And Space flight affects the human body, tracking their sleep, taking Blood And Ultrasound as well which is very exciting and conducting all of those experiments as amateur astronauts while the craft is piloted from the ground. Those will help with, if we are planning on a future mission to mars, may be a Human Face on mars, that will help with understanding how Space Flight might affect the human body, if you are in space for an extended time but also, you can imagine how some treatments here on earth, we might be able to figure out some breakthrough, looking at how they work in microgravity as well. ,. ,. , , well. Most workers do not believe people will fully return to The Office after the coronavirus pandemic, an exclusive survey for the bbc suggests. About 70 of those polled predicted that people would never return to offices at the same rate. The majority said that they would prefer to work from home either Full Time or at least some of the time. But bosses raised concerns that creativity in the workplace would be affected. Dont forget the Prime Minister recommends a gradual return to work. His scientific advisers are saying we should minimise contact, still, so there is a fine Balancing Act to sort of walk. One business that has been doing that is the Yorkshire Building society. Lets speak now to tracey newton, director of Colleague Experience at Yorkshire Building society. When we went into the pandemic working. When we went into the pandemic we had to look at how we operate, pandemic we had to look at how we operate, and that has been about maintaining the health and Well Being of all of our colleagues and continuing to serve customers when and continuing to serve customers when they and continuing to serve customers when they need us most so in this context when they need us most so in this context the when they need us most so in this context the pandemic has impacted colleagues in many ways, and different colleagues in many ways, and different groups of colleagues in the organisation. We have a group of individuals the organisation. We have a group of individuals who are out supporting the public individuals who are out supporting the public day to day, so for those guys the public day to day, so for those guys the the public day to day, so for those guys the impact on moving about and how they guys the impact on moving about and how they work as a consequence of the pandemic, in terms of social distancing, the pandemic, in terms of social distancing, but for a period of time, distancing, but for a period of time, with distancing, but for a period of time, withjust our arrows reflecting how customers were operating, and individual switched to phone based work to support. Due to phone based work to support. Due to technology challenges we have had a large to technology challenges we have had a large population of colleagues in contact a large population of colleagues in Contact Centres come into The Office throughout the whole of the pandemic. People in finland have a new way to let off some steam. A room in the Finnish Capital where you can vent your anger is proving a hit, especially among women. The helsinki Rage Room was founded by an ex convict, who wanted people to have a safe space to release their Pandemic Era frustrations. The founder says 80 of his customers are women between the ages of 25 and 45. Now its time for a look at the weather with matt. Hopefully feeling no frustration with the weather this morning irate with the weather this morning we have all with the weather this morning have all been there, as i have with the Weather Computer the weather not too bad but this will be a rare sight today, a beautiful shot of a rainbow in the highlands from one of our weather watchers. This is not typical because for most it will be a day of Blue Skies overhead, lovely mid September Day for the vast majority. There will be some changes as we go through into afternoon, and we will talk about this area of cloud pushing off the atlantic and creeping towards Northern Ireland and western scotland. Getting progressively cloudier after some Morning Sunshine and some more spots of rain. Clear away from North East england, but much of scotland, england, but much of scotland, england and wales having a dry day were some good, long spells of sunshine, before that rain arrives towards Northern Ireland as we go through the second half of the day. Temperatures around three degrees above where it should be, around 22 celsius, and warmer in some parts of North West england and scotland, then that approaching Weather System bringing rain on and off into Northern Ireland and parts of scotland, particularly across the western isles. Maybe some rain in cumbria and northumberland too, but much of england and wales dry with lengthy spells of Clear Skies and some Mist And Fog patches into tomorrow morning. Most temperatures in double figures, again pretty mild for this stage in september. The chart for friday shows this Weather Front, but notice how slowly through the day it creeps eastwards. Rippling northwards instead of west to east, so rain on and off in Northern Ireland, and the same in western scotland. We may see that Cloud Thickening with outbreaks of Rain Into The West of wales, cornwall and the Isles Of Scilly later but for much of eastern scotland, and the good part of england and wales, staying dry through friday. The winds, pressure than today and coming from a southerly direction, but temperatures getting up into the low 20s quite widely through england, wales and south east scotland. Going into the weekend, the Weather Front pushes across the uk, but then just stops. Things rippling along it rather than going from west to east. It will complicate the story a bit and exactly how much sunshine we are seeing in any particular area and how much rain there will be, and it looks like we will have some damp conditions out to the irish sea, the south west, across South West Parts of scotland but most places drive sunny spells on saturday, with a few showers to come on sunday. Goodbye for now. This is Bbc News . These are the latest headlines in the uk and around the world.
