The Prime Minister is reshuffling his top team of government ministers, as wide ranging changes see some big names leave or move within the cabinet. After a long conversation with the Prime Minister in Downing Street, Dominic Raab has been demoted from the Foreign Secretary position, becoming justice secretary, with the additional roles of Lord Chancellor and the Deputy Prime Minister. The former Trade Secretary Liz truss has now been appointed Foreign Secretary in Mr Raab� s place. After some speculation over her position, its been confirmed that Priti Patel will be remaining as home secretary. Gavin williamson was the first casualty of the reshuffle, losing hisjob as Education Secretary since 2019. He was heavily criticised for his handling of the disruption to schools and exams during the pandemic. In a tweet, Mr Williamson said. Thejustice secretary, Robert Buckland, has also been sacked. He said. It had been an honour to serve in government and the last seven years. Robertjenrick has also lost his job as housing and communities secretary, being replaced by Michael Gove. And in the last few minutes, Oliver Dowden has been moved from Culture Secretary to Co Chair of the conservative party, with Nadine Dorries appointed as the new Culture Secretary. Our political correspondent Helen Catt isnt out of street, where you have been watching all the comings and goings today. I suppose the big name, really, is Dominic Raab losing his job and suggestions he is pretty angry at losing the post of Foreign Secretary is at Downing Street. He is certainly the big loser of this reshuffle so far, in terms of he was the Foreign Secretary, one of the biggestjobs in government. He has now taken what is in effect a demotion tojustice secretary, with this extra title of Deputy Prime Minister. Obviously that is a big title, but its role is not formally defined, it is worked out by the Prime Minister as to what that is. Instead, though, a Big Promotion, one of the big winners by contrast is Liz Truss, who stepped up from being international Trade Secretary to Foreign Secretary, the post vacated by Dominic Raab. She is well liked in the conservative party, she is widely seen as doing a good job on the overseas Post Brexit Trade deals, so she is one the big winners of this reshuffle this afternoon. We have also seen some people move up not in cabinet before, most recently Nadine Dorries, the health minister, announced fairly recently as the new Culture Secretary. That is seen as a Big Promotion for her. We are still waiting on some of those other roles. We dont yet know who the new Education Secretary will be. Certainly a lot of moving around here, and another significant appointment i think i should like is that of Michael Gove. He was the cabinet office minister. He is now the ministerfor housing, Communities Minister for housing, communities and ministerfor housing, communities and local government, and i think thatis and local government, and i think that is significant. Moving someone as someone seen as a decanter into that role, usually seen as a junior cabinet role, that is a significant move and it is a department which is good to have a lot of things on his plate in terms of delivering Boris Johnsons leveling up promises. He had done a very good job under the circumstances as just a secretary, so it is intriguing what he would have been regarded as being dispensable in that way. Whether this is a positive by the Prime Minister, particular once again on the Human Rights act, is the only time is going to tell. Dominic raab has a long history of hostility to the operation of the Human Rights act, and indeed the European Convention on Human Rights, but if we end up producing a Human Rights act, incompatible with the European Convention on Human Rights, that would be a comprehensive move on our international sending for some but im quite confident Robert Buckland had no intention of going in that direction. ,. ,. , had no intention of going in that direction. ,. , direction. Priti patel, there have been a lot of speculation she might be for the chop as well. But, no, she is staying, and their two women amongst the top four positions in government. The big problems of the home office, particular in regard to boats crossing the english channel, that is not in any particular sense Priti Patel� s fault, nor is it obvious a successor would do anything differently for this is an unsolvable problem any Prime Minister is letting Priti Patel absorbed more of the damage. There was not any case for putting another candidate in that row, and it does mean borisjohnson has two of the top four positions in his cabinet as women and that is very good. The | conservatives have had something of a wobble in the recent days, but if you look at the long term reject they have had some a good run in the Opinion Polls. It is surprising they have not come in for a tougher time given everything the country has been true over the last 18 months. This is a very fascinating reshuffle in many ways, and probably slightly more fundamental than we might have expected. I agree with a lot of what has already been said, definitely very interesting to see Michael Gove go to housing, that could be quite an exciting move. Housing being pivotal to the whole idea of social mobility, which obviously has been stressed by borisjohnson, in terms of his leveling up agenda, but weve not really perhaps seen the evidence of that yet, and so this will be a very importantjob in terms of delivery, it may not have the intellectual clout of some of Michael Goves previous positions, but in a sense it is absolutely central to what this government says it wants to achieve. So i think that is interesting and intriguing. Anything that has not been commented on is the move of Nadine Dorries to the culture position, which i think if i was sitting where you are now, i might be a bit nervous about, because i think she is going be somebody who will be pretty uncompromising and how the Government Deals with the bbc. find Government Deals with the bbc. And what about. Does all of this show that Boris Johnson what about. Does all of this show that borisjohnson is actually pretty ruthless . All Prime Ministers have to be pretty ruthless, dont they . But he is ruthless, for example, taking Dominic Raab out of the Foreign Office, which he was, we understand, pretty angry about, even though Mr Raab had stood in for the Prime Minister when he was it with covid . It could point to certain ideological positions, as ive mentioned with Nadine Dorries, and to a certain extent i think also potentially with the move of Dominic Raab to the justice position, but equally, i think some of it, you could say, there is an element of just needing to make some changes. It was very important to get rid of Gavin Williamson at last, as we have all agreed on this now, but i am not clear exactly where Nadhim Zahawi will Take That. He has shown himself to be a very competent minister, perhaps he has made it so far on delivery rather than ideas, and the Education Department is obviously one where ids is quite significant. Thats the largest increase in the rate of inflation since the Consumer Price Index was introduced, nearly a quarter of a century ago. Transport, food, Eating Out, and recreation all pushed up the cost of living. Our Economics Correspondent Andy verity has been taking a look at the figures. A pallet of Cooking Oil at a record price, just one of the many basic supplies that have shot up as the Global Economies reopened post pandemic, triggering the quickest Price Inflation for nine years. Food wholesalers, like this one in uxbridge that supplies upmarket hotels and restaurants, are working as hard as they can, but still cant meet demand. The current Priority Issue for us is shortages. Every delivery that comes into our warehouse is affected in some way. It is either late, doesnt turn up, or when it does turn up, it is short, and that is due to the Chronic Shortage of Lorry Drivers. Everything this firm sells is packaged in cardboard, where it says prices are up by 40 , or plastic, where prices havejumped by 70 . With much higher Shipping And Fuel costs, they are expecting all firms like theirs to have to raise prices next year, if they havent done already. With shortages of goods and Lorry Drivers and Sky High shipping costs, wholesalers like this are at full stretch just trying to get the goods through the Back Door to meet demands from their existing customers. They are turning new customers away. So far, they have been able to protect their customers from higher prices, but in the coming months, they are going to be forced to raise them. At restaurants like this independent pub near windsor, prices were higher compared to august 2020, when the governments eat out to help out scheme allowed them to offer half price meals from monday to wednesday. But it has also found that to offer the good service it wants to it is having to pay higher wages. If we are going to start paying our staff as professionals and treating them like professionals, they need to have a decent living wage, which is what we have started to do, and that will have a Knock On Effect on how profitable our business is. And while we are happy to take a slice of the pie, our slice, and share it with our staff, at some point, some of that pie is going to have to come from the customer as well. Overall, Consumer Prices were up by 3. 2 . Stripping out the effect of eat out to help out, it was 2. 8 . The biggest single factor was petrol, with unleaded up 21. 5p over the year to £1. 35 a litre. It is exactly a month since the taliban swept back to power there. They entered kabul on the 15th of august, turning history on its head. Hundreds of millions of Dollars Worth of Trade Pass through here each year. That revenue now in the hands of the taliban. For some, life has become much easier. But sources told us Trade Levels have dropped, with difficulties making international transactions and some businessmen leaving the country. An hours drive away, the city of mazar i sharif. On the surface, life appears to be continuing as normal, though many complain of financial pressures. I want to see the historic Blue Mosque, the cultural heart of the city. This was itjust a few days before the taliban takeover last month. Now, the group have allocated separate times for men and women to visit. Some are still coming. But there seem fewer than before. My host here is a leading local taliban figure. Your critics would say you are killing off the cultural life in this country. Why do you need to change the culture . Whats wrong about the culture that was already here . Everyone was muslim. We literallyjust came out of the Blue Mosque and saw a crowd gathered in the city centre. We made our way to the middle of it, and there are four dead bodies laid out here. One of them has a note on top of it saying, these men were kidnappers. Anyone who wants to do the same, this is going to be their punishment. All around me, there is a huge crowd of people trying to push their way forward to have a look at the sight. A group of young children were rescued by the taliban from the kidnappers. Many praised the group for tackling violent crime that had plagued major cities. But many others here dont feel safe. Private universities like this one have reopened. Female and male students are separated by a curtain, as per new taliban rules. But with money tight and the future unclear, only a handful are turning up. How does it feel studying, but not knowing whether you will be able to work or not in the future . The last time the taliban were in power, they imposed even more restrictions. But, however they may have involved since then, afghan cities have changed much more. There is an economic crisis, there is a lack of food, there is in the question about what kind of system they are trying to erect, there is a foreign policy crisis, with many western countries refusing so far to recognise the taliban. None of these issues are really being tackled by the taliban, and what we have heard now in the last 24 hours is that theres been an ongoing struggle behind the scenes between a militant member of the cabinet and wants to take the credit for the victory against the americans and more moderates who say it was really a battle for the diplomats, who won that battle peacefully, and the hardliners should relax. There have been a lot of allegations, a lot of reports that in various parts of the country, they have been killing enemies or people they say are their enemies for their enemies. What is your view on that . What have they done so far the few weeks theyve been in power . We saw the first time it took kabul in 1996, there was a wave of revenge killings by the taliban, of members of other ethnic groups in the opposition. I certainly did not expect anything less this time was perhaps not massacres, of those who opposed the taliban coming in, but certainly selected assassinations, especially of military officers, police officers, government bureaucrats, and we have seen that one happen, very much behind the scenes, but a lot of people are in hiding. And if they get caught and are executed, it is very difficult to get anybody to admit that has happened, but it is happening, and there is no question about it, but so far if there is a moderate wing in the taliban who want to produce better governance, that wing has not really been able to stamp its approval on what is Going On.
