Good Evening And Welcome to the Bbc News at six. The Prime Minister has set out his Autumn And Winter plan to deal with covid, saying that government will stick with the strategy of focusing on vaccines, but warning that some measures will need to be kept in reserve if things change. Borisjohnson said although Cases were higher than at this point last year, the vaccines are working and leading to an extraordinary fall in deaths and serious disease. From next week, booster vaccinations, a third dose, will be offered to around 30 Million people all over the uk, including all over 50s, Health Care workers and those with underlying health conditions. 12 to 15 year olds in all four nations will be offered one dose of a vaccine as well. Borisjohnson appealed to the 5 Million people who have not taken up the offer of a Covid Vaccine to get the jab to help avoid tougher restrictions over the winter. In england, if the nhs begins to struggle, tougher restrictions could include vaccine passports, mandatory facemasks, even Working From Home again. He was deputy political editor, vicki young. Now, lockdowns arent specifically ruled out, even in Plan B, but they are certainly not Something Borisjohnson was focusing on something Boris Johnson was focusing on today, and that is because of the effect of vaccines. Ministers are hoping that even small changes, such as the return of facemasks, should be enough to bring down Cases again if required. Remember, this is all about making sure the nhs is not overwhelmed. What we dont know, though, is exactly how that would be measured. Vicki, thank you. The Booster Programme for around 30 Million people will begin next week. It will be given at least 6 months after people have had their second dose. A dose of pfizer or half a dose of moderna are the preferred options for boosters. Care Home Staff and residents will be among priority groups. Heres our health editor, hugh pym. At a Carpentry Class in surrey for men whove retired, it was clear there was enthusiasm about the prospect of having a booster covid jab. I think that the whole scheme is good, and i think i feel better for having myjabs, so, yes, id have it immediately. I alWays have a Flu Jab once a year, so i cant see that theres going to be any problem having an extra booster. I would have the booster jab, as i said, but i would like to learn more about it. And now itll become a reality, with this Age Group among the first to get a third dose. The name of the game, the mantra, if you like, is to stay on top of things. Staying on top means taking pre emptive action, according to the vaccine expert committee. Jcvi advise us that adults who are more vulnerable to severe covid 19 disease should be offered a Booster Vaccine in order to maintain a high level of protection through the next few months, through this winter particularly. 0fficials Today used this chart to show how effective vaccines are at preventing people with covid from needing hospital treatment. Among those aged 65 and over, they were more than 90 effective up to nine weeks after a second dose. But they wane slightly the further aWay you got from that second jab. Medical regulators said it was safe to use az, Pfizer And Moderna as boosterjabs, but thejcvi recommended pfizer or a Half Dose of moderna because they got the best immune responses, regardless of what had been given for the first two doses. Though, if there were allergy problems, az could be used. At what point will double jabs Start Covid in one Arm And Flu in the other . Double jabs can start now, subject to the availability of both products. And it may not alWays be the case that it is possible to co administer those two vaccines in every single patient. Sometimes it will be possible. Booster jabs are set to start next week, with the nhs facing a difficult winter. Covid Cases, Hospital Admissions and deaths are higher than this time last year, though there are vaccines now, and officials said the number under 70 with covid after two jabs is extremely small. Here in croydon, like other hospitals, they are preparing for a very busy few months. Perfectly honestly, it feels like winters come pretty early this year, and the real concern is, of course, as we move into winter proper, what the impact might be across the nhs. The message from Health Leaders is that the pandemic is still active, and winter could well be bumpy at times. Hugh pym, Bbc News. 0ur medical editor, fergus walsh, is here. Just explain the thinking behind this third, boosterjab now. Sophie, for the very old and vulnerable, boosterjab will keep some people out of hospital and save some people out of hospital and save some lives this winter. The benefits are Way lower than from the first two jabs. For people in their 50s, healthy adults, the benefits really will be marginal. Sometimes scientists believe that boosters really arent needed at all, but the uk is among two dozen countries who are either giving boosters or considering it. It is the gold plated approach when you have doses to spare. There is a moral argument against giving boosters when you consider that many low income countries have hardly seen any vaccines. Around three and 100 people across africa have had a single dose of vaccine. Its interesting that the government and advisers have gone for mrna vaccines, flies and moderna, rather than the british developed vaccine, astrazeneca, of which 50 Million doses have been used and been highly effective. They have decided that, i understand, because of the very rare side effect, this rare clotting side effect. Although the Astrazeneca Vaccine has a huge Future in the developing world and globally, we may not see it used much here in Future. Globally, we may not see it used much here in Future. Fergus, thank ou. The uk latest coronavirus figures show there were 26,628 new infections recorded in the latest 24 Hour Period, which means an average ofjust under 33,000 new Cases per day in the last week. Hospital numbers continue to rise. There were more than 8,400 people in hospital yesterday, the highest number since early march. 185 deaths were reported in the latest 24 Hour Period people who died within 28 days of a positive Covid I9 Test and so the average number of deaths per day in the last week is now 138. Just over 89 percent of people aged 16 or over have had their first jab. And just over 81 per cent are now double vaccinated. But that still means that around 5 Million people over the age of 16 across the whole of the uk are still not vaccinated for whatever reason. Well, lets look more closely now at the situation in wales, Northern Ireland and scotland. We start with Lorna Gordon in edinburgh. Scotlands First Minister told holyrood that there are early signs that Cases are starting to fall slightly, but she warned that, even so, the numbers are five times higher than at the start of august. From monday, 12 to is year olds will be able to get vaccinated here, initially in drop in centres rather than at school, which Nicola Sturgeon said would allow parents to ask questions. The Booster Programme will start at the same time. The First Minister told msps that masks will remain in secondary schools until at least the start of the october holidays. Theyre still mandatory in indoor public settings. And Covid Passports for nightclubs and other large events will come into force on the 1st of october. Nicola sturgeon said this wasnt a Magic Wand but would help reduce transmission of the virus. In wales, covid case rates this month have been the highest of the year, and theyre not expected to peak until The End of september. But the strain is already showing. The number of covid patients in welsh hospitals went up by a quarter in the last week. Some Health Boards have already cancelled operations and are barring visitors. Ministers arent poised to push the lockdown but yet, but the current measures like having to use facemasks indoors, the advice to work from Home Isnt stopping the spread, so what else will the welsh government do . Well, boosterjabs and vaccinations for 12 to is year olds will start next week. And theres the prospect of vaccination passports, something the welsh Labour Government has strongly opposed in the past but may now introduce. A decision is due by friday. In Northern Ireland, parents will soon be getting consent forms for children aged 12 to 15 to receive theirjabs. Here, theyll mostly be getting them in schools. And last week, some one in ten schoolchildren in Northern Ireland was absent, with a large Number Self isolating, and the public Health Agency is now taking over Track And Trace from teachers to relieve the pressure on schools. Also, a new scheme to help the High Street is getting under Way, with people over 18 able to apply for a prepaid card with £100 on it to spend on the High Street. Its been challenged by some younger teenagers under 18, who say its unfair and they should be getting one too. Finally, Northern Ireland remains the last part of the uk where nightclubs still havent reopened, so still no dancing allowed here unless youre at a wedding. Well, Today Government scientists have warned that we are entering the autumn with more covid Cases, more hospitalisations and more deaths than this time last year. Last deaths than this time last year. September at nott of last september at nottingham had one of the highest covid 19 Infection Rates in the uk. 0ur Political correspondent Alex Forsyth has been asking people there how they feel about the winter ahead. With the rain coming down, the approaching autumn felt inescapable in nottingham today, bringing with it uncertainty. In this City Centre Coffee shop, Owner Michelangelo hopes colder weather doesnt mean a return to too many covid rules. Facemasks and vigilance are fine as long as he can stay open. We have given the vaccine to so many people, i think we should get over with it and really start looking forward. Steph, who is a regular here, shares a similar view. She lost her husband to covid in january, but shes still optimistic. Im beginning to enjoy getting back to life as should be. A toolkit is the right Way to go. I think the government has a job to do to persuade the small proportion of the population who are still not getting vaccinated to get vaccinated. Here, as in westminster, a lot of faith is being put in the vaccine programme. Miller, a Student Here Last Year whos about to start her masters, hopes it will mean more face to face teaching, but does accept there may be limits if things take a turn. Being at home and looking at a Powerpoint Presentation on my Screen Hasnt really been the holistic learning that i wanted to have when i came to uni, so i think i would be disappointed, but at the same time, id rather we take every action that we possibly could to minimise the Cases. When the students returned last year, nottingham was hard hit by a surge in covid Cases. Now things are moving again, most of course want it to stay that Way. We are making progress down the road to recovery. This local Climbing Centre struggled with lockdowns and restrictions, so the owner watched closely today as the government set out its plan. It was quite low key, saying they are not going to do anything radical, so, but big up the vaccinations, which is a good idea. Our Staff Cant Work at home. Theyve got to be here, climbing. I think mandatory masks are fine. There is pragmatism here about the unpredictable nature of the pandemic, though some are unsure whether planned measures will be enough. A lot of it depends on if any new variants in, and how the new variants respond to the vaccine, so its very difficult to predict. Im 5050. I dont know which Way it could go. Some sort of plan is better than no plan, for sure. Covid has undoubtedly proved difficult to navigate. A lot now is resting on the governments next steps. Alex forsyth, Bbc News, nottingham. Well, next week will also see the start of the covid jabs for 12 to 15 year olds right across the uk. Theyll be offered one dose of vaccine rather than two. 0ur Health Correspondent Dominic Hughes has been looking at some of the questions the decision has raised for children and parents. There are around 3 Million 12 to 15 year olds living in the uk. Now, one in eight of those has already been offered two jabs of the Pfizer Vaccine if theyre judged to be clinically vulnerable or living with someone whos clinically vulnerable. Now, the rest will be offered a single pfizerjab in a programme that could begin as early as next week. Now, because this is a recommendation made by all four of the uks chief medical 0fficers, its a programme that will be rolled out right across the country. And these are the views of some of those in that Age Group from a school in bradford. I would like the vaccine, mainly because i know im contributing to everyone elses safety. My family agree with me, in that i shouldnt take the vaccine now but might do later on. Ill take the vaccine because it helps, like, save lives. And also, even if i didl come down with covid, i wouldnt become fatally ill or need to go into hospital. | this programme is going to be run by the school age immunisation service. Now, thats an organisation that has a huge wealth of experience in delivering jabs in schools. So, for example, they do the annualFlu Jab. Now, the vast bulk of these immunisations are going to be carried out in the school. But if thats not possible, theyll set up a Vaccination Centre nearby, because the whole idea is to try and minimise the disruption to schools and childrens education. After all, thats one of the main drivers behind this whole programme. The issue of consent is where things could get tricky. Initially, schools will seek the consent of a Parent Or Guardian and both adults and children will be given the information they need about the vaccine, including the very rare possibility of side effects. However, you could find that the child wants the vaccine and the adult disagrees. In that case, the clinicians will try and get them together to reach a consensus. But if that doesnt work and the child is judged to be competent in other words, understands whats going on, knows all the pros and cons then that child themselves could give consent. Now, thats a very difficult position to find yourself in, and no school wants to face that scenario. The time is 6. 20pm. Our top story this evening. The government announces its plans for Tackling Covid including Booster Jabs from next week for anyone over the age of 50. And coming up. Boarding around britain. Well catch up with one man whos just finished an epic paddle board journey. Coming up in sportsday on the Bbc News Channel. British Sprinter Cj ujahs second sample from the olympics has also tested positive for banned substances it means he and his Relay Team mates could be stripped of their silver medals. Job vacancies have hit a record high as the economic recovery continues, according to official figures. The number of vacancies in the three months to august rose above One Million for the first time since records began in 2001, amid Labour Shortages in some key uk industries. Official figures also show the number of Uk Workers on payrolls rose by 2a1,000 in august, taking it to 29. 1 Million people in work. Heres our Economics Editor faisal islam. Its harvest time, and that means all Hands On Deck in britains farms and particularly so this year. The good news is that the reopening of the economy has brought demand back, all thejobs back and the need to hire, to harvest the wheat and the barley from the ground. So, this should have left the farm injuly and be in a pint glass. Arable farmer Dan Wallace sold this 300 Tonne Consignment to a brewer weeks ago. But due to shortages, theres no transport for it. The situation not a great deal better for wheat. Whether it be soft Fruit Or Wheat for bread, there is a finite window. If its not harvested in that time, it will spoil and it wont make the grade. But finding enough people to drive kit, tractors, harvesting, whatever it might be, its very, very hard. All this is a consequence of a Jobs Market doing much better then anyone forecast or dared to hope during lockdown. The Tax Authorities counted 1 Million fewer people registered on payrolls less than a year ago during the pandemic, but that has now fully recovered. I would say theres a lot of reasons for optimism aboutjobs, whether its entry leveljobs or more experienced jobs, there is work available for people right now. In thatchams High Street windows, like most towns and cities up and down the country, signs of the time requests for workers. Just outside town, a Delivery Firm offering big incentives for those with the right skills. There are two huge and unprecedented factors in the Jobs Market right now. 0n the one hand, the record vacancies and Shortages Notjust in lorry cabs. 0n the other hand, tens, Hundreds Of Thousands of workers returning from the Furlough Scheme hopefully straight back into the workforce. Could these two problems solve Each Other . The industrys sceptical that that could happen quickly enough. Here at gist, they say while they can pay up, across the industry, the pandemic, Post Brexit Visa rules and self employed Tax Changes mean there just arent enough workers. Cant you just train up some of the Hundreds Of Thousands of people, for example, Coming Off Furlough by The End of the month . Well, i mean, the government have announced last week an additional 50,000 Test Slots were going to be made available in the next year, which is helpful in itself, but it certainly isnt going to fix the problem. And if the government, as they appear not to want to, are not prepared to offer Eu Nationals with temporary worker visas to come and drive these commercial vehicles, then theyre going to have to take further action. Something else is going to need to be done. As the Economy And Demand for workers returns to normal far more quickly than expected, shortages and The End of the Furlough Scheme remain challenges. Faisal islam, Bbc News. The uk is to delay a number of post brexit import checks on food and agricultural products arriving in england, scotland and wales from the European Union. They are now going to be delayed again as some Work Due at the beginning of october and now will be pushed back to january, the middle of next year and they relate to health checks, paperwork checks on food, drink, agricultural products and Animal Products coming in. The government says this is pragmatic to help companies dealing with the pandemic and some firms say that is welcome because they have problems, but others are frustrated and say theyve spent a lot of money getting ready and others point out as well that the European Union is imposing cheques going that Way, so they are competing on facing costs there while other producers are able to import here check free.
