Thats coming up send your question in. Thats coming up at half past. Hello, good evening. The Prime Minister has been setting out his plan to deal with the Covid Pandemic in england over the coming months, saying that it would be more challenging this winter, although the country is better prepared. A central plank to the Governments Stategy is the booster Vaccine Programme. Everyone aged 50 and over will be offered anOther covid jab, starting from next week. Plan a also includes continuing Testing And Isolation rules. Plan b would re introduce compulsory face coverings in some settings, and working from home, if the nhs comes under pressure. But theres no specific criteria for when england might move to Plan B. The Prime Minister also said its not sensible to rule out Covid Certification, or Vaccine Passports, in some settings when it might mean the difference between a business staying open. Borisjohnson said he believes the strength of the Vaccine Programme should help protect the country from entering anOther Lockdown Overwinter but insisted there is a back up plan, should pressures on the nhs increase. We will keep further measures in reserve, Plan B. We do not see the need now to proceed, for instance, with mandatory certification, but we will continue to work with the many businesses that are getting ready such a scheme. Indeed, over 200 events have already used Covid Certification voluntarily, and it is just not sensible to rule out completely this kind of option now when we must face the fact that it might still make the difference between keeping businesses open at full capacity or not. We will also keep open the option of mandating face coverings, as they have elsewhere, or advising people again to work from home, reflecting the fact that when youve got a large proportion of the country, as we have now, with immunity, then smaller changes can make a bigger difference and give us the confidence that we dont need to go back to the lockdowns of the past, and of course we will continue to update our advice to you based on the latest data. That was just some of what the Prime Minister had to say during that News Conference this afternoon. Professor Chris Ready has been talked about the circumstances where ministers might need to trigger what is already being called Plan B. The Delta Variance is a bad variant, lets be the Delta Variance is a bad variant, lets be clear, it is a very bad variant and lets be clear, it is a very bad variant and that is what we have had so much variant and that is what we have had so much trouble over the last year. Weve so much trouble over the last year. Weve not so much trouble over the last year. Weve not fit so much trouble over the last year. Weve not fit a winter with the Delta Weve not fit a winter with the Delta Variance, so it is possible the combination of Winter Events plus the the combination of Winter Events plus the Delta Variance is highly transmissible could lead to a situation transmissible could lead to a situation where on the base of the Data Ministers could decide they want Data Ministers could decide they want to Data Ministers could decide they want to trigger Plan B, so i think we have want to trigger Plan B, so i think we have to want to trigger Plan B, so i think we have to take it as it comes. Thats chris whitty, and at that news briefing, we also heard from the governments Chief Scientific Adviser to patrick vallance. He was explaining the country has reached a Pivot Point in terms of infection and that is like boosterjabs, as we say, for people aged 50 and over across The Uk are needed. Jcvi considered it very carefully and that was done i carefully and that was done carefutty~ lets unravel that. Nick eardleyjoins me now from westminster. One of the key Things Today is boosters, a third dose for anybody over 50. Boosters, a third dose for anybody over50. Ifeel like boosters, a third dose for anybody over 50. Ifeel like we boosters, a third dose for anybody over 50. I feel like we are already getting into terminology like Plan A and Plan B. I wonder if we could unravel that for people. One in Essenceis Unravel that for people. One in essence is the Prime Minister talking about here . I essence is the Prime Minister talking about here . Essence is the Prime Minister talking about here . I think we have not the talking about here . I think we have got the government talking about here . I think we have got the Government Strategy talking about here . I think we have got the Government Strategy laid i talking about here . I think we have. Got the Government Strategy laid out today full to Plan A, what the government intends to do, is rely on the vaccinations to get us through the vaccinations to get us through the tricky winter months. We know that would mean a third dose for people over 50, for the under 50, it will mean two doses on the shore 1215, in will mean two doses on the shore 12 15, in which case you will get one dose. That is basically what the government hopes will get us to the next weeks and months, but it is keeping in reserve some restrictions which it could bring back if it would help stop the nhs being overwhelmed, and we now know what they are. They are ringing back mandatory face coverings, potentially, in some settings, we dont have an extensive list. A Government Document published today mentioned public transport, but we dont know if that could be may be extended to Other places like shops, for example, or bars and restaurants, when people are walking about, like is still the case, for example, in scotland. There is also the option of telling people to work from home again. The government has been encouraging people back into the office over the last few weeks where possible, but they are keeping the option in Plan B of telling people to work from home. Also in that Government Document is reference to some evidence from sage, from the government advisers, saying that that is a key way potentially break transmission. The final option, something that weve been on a Roller Coaster over the last few weeks on, is axing passports. We heard the Health Secretary at the weekend saying it is not going to happen for now, but the Prime Minister launched a pretty passionate defence of the idea of Vaccine Passports being kept as an option in that clip you just played, jane, where he basically said, if ive got the option of closing something down or bringing in Vaccine Passports, Vaccine Passports is something that we are prepared to do. So the government does not want to bring these restrictions back, it is quite keen to stick with Plan A, but we now know what Plan B is, and there is also just one Other line as well, bearing in mind in that document, the government says it does not want to pose more harmful economic and societal restrictions, some lockdown measures. It does not want to do that, but they are being kept as a last resort, so not being categorically ruled outjust yet. And seven terms of broad principles, nick, is it fair to say theres a lot of today about reminding people the virus is still out there and we are getting into colder months . Is terms of . I are getting into colder months . Is terms of . Are getting into colder months . Is terms of . I think absolutely. The vaccine is the is terms of . I think absolutely. The vaccine is The Thing is terms of . I think absolutely. The vaccine is The Thing that is terms of . I think absolutely. The vaccine is The Thing that Ministers L Vaccine is The Thing that ministers think will get us out of this, but you also heard from the Prime Minister and from the scientists some pretty stark warnings, Professor Chris whitty saying for example that this virus is still bad, the Delta Variant is still a big problem, we are not Out Of The Woods yet, so there has been a sense over the last few weeks that society is reopening again, things are getting back to something approaching normal, the next few months will be testing, particularly for the health service, the normal pressures mixed with the Delta Variance, meaning that there could be some tricky months ahead, and so you are getting the government reemphasizing some of the messages about caution, about the virus still being out there, that we have heard before. And it is worth pointing out that the Plan B that we are talking about for england is quite similar to the Plan A and some Other parts of the country, so we heard Nicola Sturgeon in the Scottish Parliament this afternoon as well saying they are going to roll out the Booster Jabs, they are going to jab 12 15 Year Old starting from monday, but Vaccine Passports are definitely coming in an scotland in a couple of weeks time, so there is a slightly different pace to this process over different parts of The Uk. Politics is part of that. Borisjohnson knows the Vaccine Passports are desperately unpopular with certain parts of his own party, but he is not prepared to rule them outjust yet, and there is that arsenal of things that could be done if needs be that the Prime Ministers kept on the table for england today. Yes. The table for england today. Yes, interesting the table for england today. Yes, interesting. Thanks the table for england today. Yes, interesting. Thanks very the table for england today. Yes, interesting. Thanks very much for now, Nick Eardley there at westminster. The government has released the latest coronavirus figures for The Uk. Lets Ta Ke lets take a look at those as well. In the latest 24 hour period, The Uk has recorded 26,628 cases and 185 deaths thats within 28 days of a positive test. More than 48. 5 million people have received the first dose of the vaccine and 44. 1 million have had the second dose. Thats more than 81 of people aged 16 or over who are fully vaccinated. As weve heard, Booster Jabs are to be offered to everyone aged 50 and over. Various Other categories as well Health Care workers, for example. Health ca re workers, for example. The Health Care workers, for example. The roll out will begin next week. Professorjonathan van tam, englands deputy chief medical officer, says The Uk has had one of the most successful Covid 19 Vaccination Programmes in the world and that it averted 24 Million cases of coronavirus in the country. Our Health Correspondent Jim Reed reports. This project in surrey brings together men over 50 to socialise and learn new skills. It is this Target Group who will be offered a third Booster Shot of the Covid Vaccine this autumn. I always have a Flu Jab once a year, so i cant see that there is going to be any problem having an extra booster. I would have the booster jab, as i said, but id like to know more about it. If that keeps me alive, i yeah, its going to help. I dont know whether it. Will please Other people, but it will help me. Government advisers say there is some evidence that protection from the first two jabs fades over time in older Age Groups, so all those who have had a second dose, at least six months ago, are being lined up for anOther pfizerjab to charge up their immunity ahead of the winter. Health care workers and care home residents will be offered the booster along with those with underlying Health Conditions and all those aged 50 and over. Where possible, it will be given at the same time as a Flu Jab. We are not past the pandemic. We are in an active phase still. We know that this winter could quite possibly be bumpy at times, so with all of that in mind, the name of the game, the mantra, if you like, is to stay on top of things. This all comes against the backdrop of what is likely to be a busy winter for the health service. There is the pandemic. On top of that, Other viruses are expected to bounce back after being suppressed by lockdown, and then there is the long backlog of Other nhs treatment. Its notjust about preventing the nhs becoming overwhelmed from covid alone, its about enabling the nhs to carry on with the job it needs to do. Third Booster Doses will start alongside first doses for a much younger group, those aged 12 15 years old, teenagers and all parts of The Uk could be offered the jab as early as next week. Parents will be asked to give their consent, though a child can make the final decision if a doctor finds them competent. I think it will really helps me and the people around me if i try and stay as safe as possible. One person will say it is not safe, anOther will say it is. Kind of contradictory. I dont want to make a decision. Where i might regret later in life. Government scientists say extending the Vaccine Roll out this autumn is needed, as we shift away from using social distancing to control the pandemic. Ultimately, the hope is that millions more of these injections will prevent the need for more lockdowns this winter. Jim reed, Bbc News. As weve been saying, covid jabs for schoolchildren aged 12 to 15 will be given as soon as next week. Ina in a moment, i am going to be talking to someone in that age category, so needs to hear about it, the first our Education Correspondent Sean coughlan has been gauging reaction to that announcement. Parents will be asked for consent for any vaccinations, but there will be questions about what will happen if parents dont give consent. We have heard there will be discussions between families and Health Professionals where there are anxieties about the decision. In some rare cases where children and Parents Cant agree, children could overrule their parents and go ahead with the vaccines. There are going to be questions about how that will actually be decided, and whether that will be room more the case for older children, for instance. And what if parents are keen on the vaccine, but the children refuse . If children have already had covid, parents will wonder, should they get the vaccine as well . And schools are also worried about being dragged into these arguments, because, given that schools will be the venues where vaccinations will take place, this will be a Scheme Run by the health services. We have already heard from Head Teacher saying parents shouldnt put pressure on schools about vaccinations. They say it is health experts, not teachers, who decided this is a good thing. And whether or not a child is vaccinated, they would say, will not affect access to any Other part of school life. It is also worth saying that a key aim of the vaccinations is to help more people stay in school and to actually reduce disruption. There are Other regular Vaccination Programmes which go ahead each year in schools without controversy, and i think ministers will be hoping very much that when this rolls out in the next few weeks, it might be the same for the covid vaccination. Thats our Education Correspondent Sean coughlan. Lets ask one young man who is heading up for the age of 12, when he makes of it all. Lets talk to oliver broadbent, who will be 12 injanuary, and his mum, vicki broadbent, the Blogger And Author of mumboss. Very good afternoon. Thanks for being with us. And the Office For National Statistics says the number of people on Company Payrolls has returned to pre pandemic levels in most parts of the country although one and a half million people remain on furlough. Our Economics Correspondent Andy verity reports. At this lincolnshire haulier, like many companies around the country, the problem is no longer a lack of work but a lack of people to do it. Pay for drivers in the sector has jumped over the pandemic by 20 to 30 , according to the companys boss. Even then, it has been extremely difficult recruiting the skilled staff he needs. I think we have faced a perfect storm of several different factors. Brexit, ageing Driver Profile in The Uk, lack of new entrants, and up until quite recently, relatively poor pay compared to Other sectors. And that has really driven almost a crisis now as far as Lorry Driver Availability is concerned. The effects of the shortage of Lorry Drivers have been growing ever more visible, but recruiters fear that shortages of labour skilled and unskilled are now widespread across the economy. If Companies Cant Hire enough staff to get all their work done, it is likely to slow down the economic recovery. Over the summer, there were more than 20,000 Job Vacancies advertised in transport and storage. In hotels and restaurants, there were nearly 60,000 advertised, and overall the number of vacancies Hit A new record of 1,034,000. It has been a real challenge, with covid and tears and lockdowns, to make sure that we can see our customers Face To face, to make them understand about the sectors that are available for them. There are vacancies out there, over One Million confirmed this morning, and its about helping people understand where they can transition, they can use the Lifetime Skills guarantee we have got in fact, we have seen 80,000 people going into apprenticeships and we are working directly on the haulage challenge. While the number of employees is back up to pre pandemic levels, about 1. 5 million remain on furlough, including skilled people such as pilots whose jobs havent yet come back, who fear they wont be able to return to the job they trained for. There are thousands of unemployed pilots desperate to be back into work, and compared to our redundant colleagues, we are very lucky and the Furlough Scheme has done us well, but it wont help beyond september and we dont know what it is at the moment. While there are now as many people employed as before the pandemic, the key test for the Jobs Market will be what happens when the Furlough Scheme ends in just over two weeks time. In london, the South East of england and scotland, many of the previous jobs still havent come back, but the hope remains that any rise in unemployment will be limited. Andy verity, Bbc News. Prince andrew has always denied the allegation. Here is daniela relph. The focus of the Court Hearing was whether the duke Of York had been properly notified of the case against him. His lawyers argued that legal documents accusing him of Sexual Assault had not been delivered properly or legally. The paperwork was handed to a Police Officer in august, who was working here at royal lodge, Prince Andrews home in the ground of windsor castle. His lawyers, though, said this did not follow legal guidelines. The case has been brought by Virginia Giuffre, who says she was sexually assaulted by the duke at three separate locations when she was 17 years old. He has denied all the allegations. One of the dukes us lawyers, andrew brettler, who has experience of defending in sexual abuse claims, disputed every detail of the case. He told a New Yorkjudge. He also said a previous settlement agreed between Virginia Giuffre and Sex Offenderjeffrey Epstein in 2009 released the duke of all liability, a claim disputed by Virginia Giuffres lawyers, who accuse the Dukes Team of stonewalling. These are detailed and technical legalarguments, but thejudge warned both sides he now wanted to move quickly to what he called the substance of the case. There will be a further Court Hearing in New York in a month. Daniela relph, Bbc News. A global survey has highlighted the anxiety many young people are feeling about Climate Change. Nearly 60 of the 10,000 young people questioned across ten countries said they felt very worried or extremely worried. More than half said they thought humanity was doomed. Our Environment Analyst Roger Harrabin reports on the findings. As fires scorch the earth, the reality of Climate Change is finally hitting home. Three inches of rain in an hour in New York, siberia with massive forest fires, temperature records annihilated. No wonder the young are worried. When you think about your children and your grandchildren and their grandchildren growing up, you dont want them to be left in a world where theres no animals that they can look at or there is no beautiful things in the world that they can see. It is quite worrying, and it makes me think about our future and it is definitely not a place i want my kids to live in. Thats the most scary bit, really. Whats going to happen in future generations down the line . Not so much, selfish as it sounds, not so much my life but how it is going to impact on the line. Over half of people in the survey were very or extremely worried. Three quarters found the future frightening. Almost half were hesitant about having their own children. Actually the anxiety is notjust about environmental problems, it is also about the fact that adults, primarily governments and big business, are failing to act. So thats what we asked them about. And children started telling us that they were feeling betrayed and abandoned and they felt that the governments were lying about the effectiveness of the action they were taking to address the climate emergency. Meanwhile, polluting projects worldwide, like The Uks High Speed 2 rail line, are rolling on. Young voters think the climates more important than the economy. Politicians clearly disagree. Roger harrabin, Bbc News. Now its time for a look at the weather with helen willetts. We have seen a very wet day across parts of england, particularly central and eastern areas, nearly one Months Worth of rainfall in 12 hours and some localised flooding. At six shoring up the defences for winter the Prime Minister announces covid Booster Jabs for anyone over the age of 50. The roll out of the third dose will begin next week as borisjohnson warns the situation is in some ways even more challenging than this time last year. Covid is still out there. The disease, sadly, still remains a risk, but im confident we can keep going with our plan. But there is a Plan B for England Vaccine passports, a return of mandatory masks, even the work from home rule, are all an option if the nhs struggles to cope this winter. I think a toolkit is the right way to go. | i think we should get on with it| and really start looking forward. Id rather we take every action that we possibly
