To the siberian tundra. Boris johnson will tomorrow set out his Covid Plan for the winter. But on a visit to the east midlands today, he said he has already made a decision on offering a Covid Booster to all adults in england. And we are told it is also likely he will side with the Chief Medical Officers of the uk, who have advised him vaccines should be offered to 12 to 15 year olds. Here he is how he responded to that question on boosters. Thats question on boosters. Going ahead, thats already been thats going ahead, thats already been approved. I think thats a good thing, but ijust use the advantage of this session to think everybody who still hasnt yet been vaccinated, the 10 or so who still havent had a vaccination, please go and get one. The Chief Medical Officer in england, chris whitty, and his counterparts in wales, scotland and Northern Ireland said the benefits of vaccinating 12 to15 year olds, and reducing transmission of the virus in schools, on balance outweighed the small risk of Side Effects. But they recommended that children should only be offered one dose of the Pfizer Vaccine. Three million children could now be eligible for the jab. We do not think this is a panacea, a silver bullet, a single thing that on its own will do so, but we think it is an important and potentially useful additional tool to help reduce the public health impacts that come through educational disruptions. The uk is something of an outlier where vaccinating 12 15 year olds is concerned. While the uk and germany have only been vaccinating children over 16, and some younger children who are clinically vulnerable to covid 19 spain, france and italy have been vaccinating children above 12 for the past few months. Across the atlantic, canada and the us have been vaccinating children above 12 since may last year. Im joined now by Dr Bud wiedermann a pediatric infectious Diseases Physician at the childrens national medical center in washington. Thank you very much for being with us, doctor. The Chief Medical Officer reiterated today that there was only marginal benefit to children, and thejcvi here did not recommend Vaccinating I2 children, and thejcvi here did not recommend vaccinating 12 to 15 year olds at all. So there will is year olds at all. So there will be plenty of People asking the question tonight, why are we vaccinating children if there is only marginal benefit . Vaccinating children if there is only marginal benefit . Well, i think, like only marginal benefit . Well, i think, like everything only marginal benefit . Well, i think, like Everything Else only marginal benefit . Well, i | think, like Everything Else with Covid I9, there are a lot of angles to view this from. So certainly younger, healthy teenagers and younger, healthy teenagers and younger children are at less risk for serious complication, compared to older adults. On the other hand, there are still considerable risks, and we are seeing that now in the united states, with increasing numbers of children being hospitalised. So i think it is a balance of risks and benefits, and People can view that differently, but it is very, very clear that the risks of covid, excuse me, Covid I9 infection in healthy adolescents and children, the complications from that are much greater than any Side Effects from the vaccine. So it clearly weighs on the side of vaccinating, if you look at it from that standpoint. Vaccinating, if you look at it from that standpoint. Vaccinating, if you look at it from that standoint. ~. ,. ,. ,~. , that standpoint. What do you make of the decision here that standpoint. What do you make of the decision here to that standpoint. What do you make of the decision here to only that standpoint. What do you make of the decision here to only administer l the decision here to only administer one pfizer dose, because im right in saying over there you give two doses to your 12 to is year olds, is that right . Doses to your 12 to 15yearolds, is that riuht . , doses to your 12 to 15yearolds, is that right . That right . Right, for the mrna vaccines, pfizer that right . Right, for the mrna vaccines, pfizer or that right . Right, for the mrna vaccines, pfizer or maternal. It | vaccines, pfizer or maternal. It sounds like a bit of a compromise but this is the first im hearing of that decision. One dose of the mrna vaccines is not highly effective against the Delta Variant, and since the Delta Variant has become prominent, it is really a whole new ball game. So again, it sounds like a bit of a compromise was not maybe they are trying to conserve a scarce resource, im not sure. Resource, im not sure. Yeah, it sounds a resource, im not sure. Yeah, it sounds a bit resource, im not sure. Yeah, it sounds a bit odd, resource, im not sure. Yeah, it sounds a bit odd, that, resource, im not sure. Yeah, it sounds a bit odd, that, though, j sounds a bit odd, that, though, doesnt it . We are saying it is for moderate use for most 12 to 15 year olds, healthy children, and yet we are not giving them enough dose to make a real difference. That will confuse People. It dose to make a real difference. That will confuse People. Will confuse People. It may. I wonder. Will confuse People. It may. I wonder. I will confuse People. It may. I wonder, i have will confuse People. It may. I wonder, i have no will confuse People. It may. I wonder, i have no inside will confuse People. It may. I wonder, i have no inside information of course. I wonder if this will be revisited a month or two down the road, and perhaps a second dose would be considered for those kids. Let me talk to you quickly about boosters, because a committee of advisors scheduled to meet over there to review the boosters, i Thinkjoe Biden wants to them out next week, but there is a new report out there published by 18 scientists published in the lancet, two of them fda scientists, and we have similar soundings from them so there is no credible evidence in support of giving boosters to the general population and actually what would be much better doing is getting vaccines to the rest of the world where variants might start to spread. What say you . Where variants might start to spread. What say you . Well, i think those outside spread. What say you . Well, i think those outside the spread. What say you . Well, i think those outside the fda spread. What say you . Well, i think those outside the fda and spread. What say you . Well, i think those outside the fda and perhaps| those outside the fda and perhaps the pharmaceutical companies havent seen the entirety of the data for boosters, so i welcome the opportunity when the fda meets, we will see much more of the data, and can make a better determination, but, so far, i think the data on boosters, and the timing of boosters for the general population is not definitive, and thats why i say i would like to see some more information, and i can certainly understand those scientists raising a concern. , y. , understand those scientists raising a concern. ,. ,. , understand those scientists raising aconcern. ,. ,. ,. , a concern. 0k. Lovely to have you on the programme. A concern. 0k. Lovely to have you on the programme, thanks a concern. 0k. Lovely to have you on the programme, thanks very a concern. 0k. Lovely to have you on the programme, thanks very much. A concern. 0k. Lovely to have you onl the programme, thanks very much for your thoughts. At a court in New York right now, a pre Trial Hearing is getting under way in the civil case, filed by a woman who claims Prince Andrew sexually assaulted her, when she was 17. Last week, lawyers for Virginia Giuffre claimed they had successfully Served Prince Andrew with legal papers. Prince andrew has always denied the allegations, and says he has no recollection of meeting ms giuffre. Lets get some legal analysis on this. Lets get some legal analysis on this with the former assistant us attorney, kim wehle. Lovely to see you. The reporting was that the princes lawyers were not going to be in court but apparently he does have some legal representation in The Court for this hearing this afternoon. Was that important . Hearing this afternoon. Was that imortant . ,. , important . Yes, it is important. It looks like he important . Yes, it is important. It looks like he has important . Yes, it is important. It looks like he has a important . Yes, it is important. It looks like he has a lawyer important . Yes, it is important. It looks like he has a lawyer who important . Yes, it is important. It. Looks like he has a lawyer who what we call entered an appearance just for the purposes of arguing that the plaintiff did not properly serve the prince with a complaint. So this is different from what we call a general appearance. A general appearance would be, im ready to defend my client, and it would really be a waiver to this threshold procedural argument, which amounts to, listen, whatever hoops you jump through to give me constitutional due Process And Notice of this complaint are insufficient as a matter of british law, and therefore as a matter of american law. You see, ou as a matter of american law. You see. You are as a matter of american law. You see, you are looking as a matter of american law. You see, you are looking at it as a lawyer, and i as a layman, we know, and the prince knows, doesnt he, that papers have been left at the lodge with a police officer, that they were going to pass them on to his lawyer, and itjust seems, in this day and age, when we have all the telecommunications at our hand, e mails, text messages, you name it, we are arguing over an arcane sort of procedure, whether or not hes been Served. We all know hes been Served . , been Served. We all know hes been Served . , Served yeah, the way it works here is that it is Served yeah, the way it works here is that it is categorical Served yeah, the way it works here is that it is categorical service, is that it is categorical service, thatis is that it is categorical service, that is The Court doesnt get into the question as to whether the Defendant Subjectively knows about it, because if that were the standard, then we would have lots of mini trials over whether the plaintiff or the defendant actually knows about it. So here the question, my understanding, and i am not steeped in the british law but my understanding has taken the decision that there needs to be an official intermediary between the united states and the united kingdom to properly serve him, but here the Plaintives Lawyer hired a Process Lawyer who as you indicate that lots of things to give the prince notice, and i think thisjudge might agree with the plaintive and other local rules here. Might say listen, im going to take notice that you got Served notice. I expect before the judge would make such a ruling, he would want to see papers on it, what we call briefs. He would want everyone to argue all the legal intricacies of it, but the weight does work is, the defence isnt, i didnt specifically know. You can specifically know about it and say it wasnt proper as a matter of the due Process Clause he of the Fifth Amendment here in court. I due Process Clause he of the Fifth Amendment here in court. Due Process Clause he of the Fifth Amendment here in court. I see. But there is clearly amendment here in court. I see. But there is clearly no amendment here in court. I see. But there is clearly no Meeting Amendment here in court. I see. But there is clearly no meeting of there is clearly no meeting of minds. Prince andrews lawyers are not talking to the other set of lawyers, they are not engaging. How long can that realistically go on . I think there are a couple of things working here. One is the legal implications. As i said, i would expect thejudge to implications. As i said, i would expect the judge to ask for briefing on this, which could take a couple of months, just on this Threshold Question of whether technically the service was efficient, but then there is also, because as you indicate, it sort of defies logic to say he doesnt know about this, he has hired a lawyer. There is that sort of public opinion, political pressure for him to just meet the merits of this case, but then we are getting into potential discovery, right, so the next phase, if you cant throw the case out on a technicality would be exchanging documents, and these could be quite serious. I mean, the Allegations Amount to rape essentially, civil rape, and intentional infliction of emotional distress, so the plaintiff will want to know everything about his Relationship And Experience with jeffrey epstein, who was a Child Trafficker in the united states. I think the second offence is going to be, well, she made some kind of agreement with epstein, and that binds my case, but even that gets into discovery. So i think they are kind of pushing the ball down the field a few months, but i would be really surprised if he loses these Threshold Motions if this case actually was to go into deep Discovery And Trial because itjust looks so bad for the crown and for the prince. Looks so bad for the crown and for the prince looks so bad for the crown and for the prince. Stay there if you would because i want the prince. Stay there if you would because i want to the prince. Stay there if you would because i want to bring the prince. Stay there if you would because i want to bring in the prince. Stay there if you would because i want to bring in my because i want to bring in my colleague watching events in New York for us. I know you have been keeping across The Court case. What are you hearing, because there are no pictures from The Court today. Thats right, it is a phone conference, and actually what the judge conference, and actually what the judge has conference, and actually what the judge has said so far is that he has received judge has said so far is that he has received the letter from the defence, sorry, from Virginia Giuffres defence, sorry, from Virginia Giuffres lawyers, outlining why they feel giuffres lawyers, outlining why they feel Prince Andrew has been amperly they feel Prince Andrew has been properly Served. But he has asked lawyer properly Served. But he has asked Lawyer David moyes if he is going to request Lawyer David moyes if he is going to request The Court to intervene. So the Court Request The Court to intervene. So The Court to request The Court to intervene. So The Court to get in touch with the relevant The Court to get in touch with the relevant authorities in the uk on behalf relevant authorities in the uk on behalf of relevant authorities in the uk on behalf of Virginia Giuffre to serve those behalf of Virginia Giuffre to serve those papers, and he was saying with that make those papers, and he was saying with that make sense, rather than waiting for the that make sense, rather than waiting for the motions to go through, where he will for the motions to go through, where he will have for the motions to go through, where he will have to decide if in fact based he will have to decide if in fact based on he will have to decide if in fact based on what Prince Andrews legal team is based on what Prince Andrews legal team is saying that the Papers Werent team is saying that the Papers Werent actually Served with due Process Werent actually Served with Due Process that they could get the Ball Rolling process that they could get the Ball Rolling with having The Court intervening with Uk Authorities. But the hearing are still under way. It will be the hearing are still under way. It will be for the hearing are still under way. It will be for a the hearing are still under way. It will be for a bit longer, and we havent will be for a bit longer, and we havent yet heard yet from Prince Andrews havent yet heard yet from Prince Andrews lawyer, who has been chosen specifically andrews lawyer, who has been chosen specifically for this hearing by the duke specifically for this hearing by the duke of specifically for this hearing by the duke of york to argue that this Court Duke of york to argue that this court has duke of york to argue that this court has nojurisdiction, and again on this court has nojurisdiction, and again on this Issue Court has nojurisdiction, and again on this issue of whether the Court Papers on this issue of whether the Court Papers were Served. Do on this issue of whether the Court Papers were Served. On this issue of whether the Court Papers were Served. Do we expect to net papers were Served. Do we expect to let a papers were Served. Do we expect to get a Decision Papers were Served. Do we expect to get a Decision Today . Papers were Served. Do we expect to get a Decision Today . I papers were Served. Do we expect to get a Decision Today . I dont get a Decision Today . I dont believe so. Get a Decision Today . I dont believe so. The get a Decision Today . I dont believe so. The judge get a Decision Today . I dont believe so. The judge has i get a Decision Today . I dont. Believe so. The judge has asked get a Decision Today . I dont believe so. The judge has asked both sides to believe so. The judge has asked both sides to see believe so. The judge has asked both sides to see how long they would need sides to see how long they would need to sides to see how long they would need to consider if they do want the judge need to consider if they do want the judge to need to consider if they do want the judge to intervene with Uk Authorities under two rules, a federal authorities under two rules, a federal rule as well as a local new York One Federal rule as well as a local New York one that gives him kind of the authority York One that gives him kind of the authority to York One that gives him kind of the authority to approach the authorities in the uk. So it does seem authorities in the uk. So it does seem as authorities in the uk. So it does seem as though he will not be making any decisions on this today. That seem as though he will not be making any decisions on this today. Any decisions on this today. That is very useful. Any decisions on this today. That is very useful, thank any decisions on this today. That is very useful, thank you. Any decisions on this today. That is very useful, thank you. Kim. Any decisions on this today. That is very useful, thank you. Kim. That i very useful, thank you. Kim. That was your hunch, that they wanted to try and work through the process, get The Court involved, get it talking to the Uk Authorities. I mean, if they decide, if the judge decides in the coming days that the prince has been Served with papers, then what is the next legal step . Well, the next legal step would be probably a motion, from what ive understood, a motion to get rid of the case, on the rationale that when the case, on the rationale that when the plaintiff made a settlement in 2009 with Jeffrey The Plaintiff made a settlement in 2009 withjeffrey epstein, that that settlement also protected the duke of york from any liability, and Anyone Else that was involved related to that settlement. Now the Settlement Agreement as i understand it right now is controversial, so the settlement would be well this judge allowed just a mini motion on that contract or weld the judge say, listen, if we are getting into the facts and the contracts, what the meaning of it, arguably pulls in some evidence, it is a contract, a piece of paper, i am going to let everybody get all the facts they need, and i think that would be not idealfor the defence. So i think that will be the next step, but discovery, that is exchange of facts back and forth, that is definitely the next step, and it sounds like what the judge is saying to the princes lawyers, does it make sense for me to get involved . He is signalling, i think, for me to get involved . He is signalling, ithink, this for me to get involved . He is signalling, i think, this motion to dismiss on the service is not going to work. He is saying listen, lets find a solution to this will stop we can have it briefed but i really expect you to go back to the Drawing Board and technically satisfy the rule, satisfy what the defence is saying. So i do think we will get to the next stage and i think the Big Question is whether the case settles without the dirty laundry being aired publicly through discovery of trial. ,. , aired publicly through discovery of trial. ,. , aired publicly through discovery of trial. ,. ,. , trial. Just a very quick final one, if the princes trial. Just a very quick final one, if the princes lawyers trial. Just a very quick final one, if the princes lawyers dont if the princes lawyers dont engage, if the prince never comes to the united states again, and presumably he wont, because he may fear he may be arrested or something might happen, i dont know, given the allegation that are out there, can itjust be settled without them ever getting involved . Ever getting involved . Well, the settlement ever getting involved . Well, the settlement would ever getting involved . Well, the settlement would mean, ever getting involved . Well, the settlement would mean, i ever getting involved . Well, the | settlement would mean, i mean, ever getting involved . Well, the settlement would mean, i mean, the plaintiff could say, listen, im not going to settle, i want to go to trial. She has no obligation to settle, so she would be holding the cards in that instance, and there is a process to issue a civil subpoena that could force them to testify presumably if it gets to that stage, they could do a telephonic, a video deposition, so it wouldnt have to physically come to the united states, because as you indicate criminal liability is very different from civil liability. Here she wants money damages. She has no power to actually put him injail or implement that kind of a process. But if this case doesnt get thrown out on a procedural Technicality Thatis out on a procedural technicality that is notice, or this contract theory, that she is foreclosed from suing because she contracted away any rights against the prince, then there is no easy out for him. He is going to have to engage on the merits, going to have to go to the next stage or have his team persuade her that its better for him to take a monetary settlement confidentially and move on, rather than go to trial. ,. , and move on, rather than go to trial. ,. ,. , ,. Trial. Yes, and we should stress a course that trial. Yes, and we should stress a course that the trial. Yes, and we should stress a course that the prince trial. Yes, and we should stress a. Course that the prince categorically denies any allegations that have been made by miss giuffre. Thank you for your thoughts. Stay with us, still to come, we will speak to the pair behind a new company, seeking to bring the Woolly Mammoth back from extinction. Vaccines minister Nadhim Zahawi is just confirmed to the commons that the covenant has accepted the recommendations by the uks Chief Medical Officers to vaccine 12 to 15 year olds in england, which we were just talking about at the top of our programme. It will now be offered for all 12 to 15 year olds one dose of the fire is a coronavirus vaccine. Earlier this month the body advising the government said it could not recommend it on grounds of health alone. Mr recommend it on grounds of health alone. ~ ,,. ~ recommend it on grounds of health alone. ~. ~. , recommend it on grounds of health alone. ~. , alone. Mr speaker, at every point in| our vaccination programme, we have been guided by the best clinical advice, the advice we have received from the four Chief Medical today set out their view that 12 to 15 will benefit from vaccination against covid 19. We will follow that advice and continue on that vital path that is making more and more People in this country safer. I commend the statement of house. The Vaccines Minister speaking to the commons in the last few minutes. A Bbc Panorama Investigation has uncovered evidence suggesting that one of britains biggest companies paid a bribe to the former zimbabwean dictator, robert mugabe. British american tobacco is also accused of paying bribes and using illegal surveillance methods to damage its rivals in South Africa. Bat says its actions have been mischaracterised and insists its committed to the highest standards of corporate conduct. Richard bilton reports. These are the forests of mahikeng, in rural South Africa. Peter snyders lives here now, but he used to have a different life. Breaking the law to help british american Tobacco Sabotage its competitors. They said that we must tap their telephones, do physical surveillance on them, on their trucks where the consignments are going to, and follow them all over. Did bat know you were doing that . They were giving us money to do that. Bat is one of the uks ten biggest companies. But working with the bureau of investigativejournalism and the university of bath, we found evidence it was breaking the law to undermine rivals. Documents and insiders revealed an extraordinary incident in zimbabwe. Three members of a firm working on behalf of bat were arrested, suspected of spying. The document shows zimbabwean officials wanted a payment of between 300,000 and 500,000 us dollars to mr Mugabes Party to get the case dropped. Effectively, a bribe to a dictator. The files dont show the bribe being paid, but the men were released. This man was sent in to negotiate the deal for bat. They would have to pay to get what they want, including these three men out of prison . Thats exactly the deal that was brokered. Is there a chance that, because that meeting happened, friendships were formed and they got what they wanted without paying any money . Absolutely not. Thats fa ntasyland. So you get what you want by paying the money . And only by paying the money. When asked by the bbc, bat didnt deny paying a bribe to a dictator. It said it emphatically rejects the mischaracterisation of its conduct, and that it was helping Law Enforcement agencies combat the trade in illicit cigarettes. It said it fully cooperated with a serious fraud office investigation, which included allegations relating to South Africa and resulted in no action. What we have found is a company that stopped at nothing to sell cigarettes. Richard bilton, Bbc News. It is 10,000 years since a Wooly Mammoth roamed the siberian tundra. Of course we know what they look like because we have the fossilised remains, and from those remains we also have the dna, The Key to life. What scientists were missing was the money to fund these ground breaking experiments. But now they have it. The company, suitably named colossal, aim to return thousands of mammoth like beasts to their original siberian habitat, with 15 Million of new funding that has flooded in from some unlikely sources. Tell me how you got involved in this . Theyre probably like many today, i actually read an article about three years ago about george wanting to bring back the mammoth, and what was incredible for me was mammoth, and what was incredible for me was he mammoth, and what was incredible for me was he wasntjust passionate about me was he wasntjust passionate about the me was he wasntjust passionate about the science, he was passionate about about the science, he was passionate about how about the science, he was passionate about how it about the science, he was passionate about how it could actually help with arctic rewilding, Combating Climate with arctic rewilding, Combating Climate Change and giving the Elephant Asian lineage another place to live Elephant Asian lineage another place to live outside of the current areas that it to live outside of the current areas that it is to live outside of the current areas that it is facing different types of battles that it is facing different types of battles with urbanisation. Sol that it is facing different types of battles with urbanisation. So ijust ot battles with urbanisation. So ijust got fascinated with it and i called george got fascinated with it and i called george about two and a half years ago. George about two and a half years ago. And george about two and a half years ago, and then like any story, within ago, and then like any story, within a week ago, and then like any story, within a week i ago, and then like any story, within a week i was ago, and then like any story, within a week i was in his lab, within a month a week i was in his lab, within a month we a week i was in his lab, within a month we decided we were going to do it, month we decided we were going to do it. And month we decided we were going to do it. And then month we decided we were going to do it, and then two years later we are now telling it, and then two years later we are now telling the world we are working on it, now telling the world we are working on it. Which now telling the world we are working on it, which is pretty great. I said that there on it, which is pretty great. I said that there is on it, which is pretty great. I said that there is 15 on it, which is pretty great. I said that there is 15 Million on it, which is pretty great. I said that there is 15 Million there, i that there is 15 Million there, which sounds like a lot of money. And i also said it has come from some unusual sources, in the sense that, you know, you might think it would come from People involved in genetic science, but it is also environmentalist as well. Why are they involved . Environmentalist as well. Why are they involved . Well, We Look at this as kind of a they involved . Well, We Look at this as kind of a thoughtful they involved . Well, We Look at this as kind of a thoughtful disruptive i as kind of a thoughtful disruptive conservation model, so for us it is notjust conservation model, so for us it is notjust about conservation model, so for us it is not just about successfully bringing back the not just about successfully bringing back the mammoth from a science perspective, but also about successfully rewilding it into the arctic successfully rewilding it into the arctic. This is a long Term Goal with arctic. This is a long Term Goal with Long Term potential impact, so we really with Long Term potential impact, so we really wanted to go and find investors we really wanted to go and find investors who had that kind of Event Horizon investors who had that kind of Event Horizon we investors who had that kind of Event Horizon. We found folks like Thomas Toal and horizon. We found folks like Thomas Toal and Richard Garriott and jim Braver Toal and Richard Garriott and Jim Breyer and animal capital and a few of these breyer and animal capital and a few of these great finds, that had that lon of these great finds, that had that Long Term of these great finds, that had that Long Term viewpoint. They really wanted Long Term viewpoint. They really wanted to Long Term viewpoint. They really wanted to invest in the science, in the challenging engineering aspects, who went the challenging engineering aspects, who went looking for an immediate return. Who went looking for an immediate return, because we believe that kind of like return, because we believe that kind of like the return, because we believe that kind of like the apollo programme, over time we of like the apollo programme, over time we will create incredible technologies that we can monetise, but right technologies that we can monetise, but right now that isjust not the focus but right now that isjust not the focus of but right now that isjust not the focus of the business, so we really wanted focus of the business, so we really wanted to focus of the business, so we really wanted to find the right type of investors wanted to find the right type of investors that were really focused on the investors that were really focused on the long Term Vision and cared about on the long Term Vision and cared about Species Preservation and the science about Species Preservation and the science. ,. , science. 0k, we have had some technical problems science. 0k, we have had some technical problems but science. 0k, we have had some technical problems but i science. 0k, we have had some technical problems but i think l science. 0k, we have had some. George, how are you going to do this, how are you going to bring mammals back to life . Do this, how are you going to bring mammals back to life . Well, we are focusin mammals back to life . Well, we are focusing on mammals back to life . Well, we are focusing on cold mammals back to life . Well, we are focusing on cold resistant focusing on cold resistant elephants, we are really trying to enrich elephants, we are really trying enrich the elephants, we are really trying tr enrich the capabilities of the asian elephant, which is endangered, so we want that to not be endangered any more, and so we are using the Dna Sequence that is known from many ancient elephant members, mammoths, to find genes that were enriched in the revolution of the mammoth branch of the family tree, and move those into elephants. So we have already had two genes brought back from extension and tested, and they are confirmed cold resistance. We have de risked this with the pigs as well. So the method of editing the genome, and then going into an embryo and raising it has worked now for pigs that are useful. Qm. Embryo and raising it has worked now for pigs that are useful. And we have this cluster of Weather Fronts moving up from the near continent, so this rain could be quite heavy as we push through this evening and certainly overnight. The rain will start to pep up across southern areas and become quite heavy but the rain will be pretty extensive across Western Parts of the country, hear variable cloud and some low Cloud And Mist and places too. Quite a Muqqy And Mist and places too. Quite a Muggy Night to come across southern areas without Heavy Rain, 13 to 15 degrees here, closer to ten to 12 further north. It looks like tuesday will be pretty wet across parts of wales, central, southern, Eastern England, and that rain will pick up through the day, you can see in bright echoes and there, some very Heavy Rainfall, perhaps an rumbles of thunder too for central and eastern parts of england. But conditions improving across england and wales, some sunshine for western scotland, Northern Ireland, disappointing temperatures where we have the rain, otherwise highs in the brighter spots probably touching 19 or 20 degrees. That Weather Front clears away during the course of Tuesday Night to wednesday, a Ridge Of High Pressure builds into both wednesday and certainly thursday, so to be the better day of the week, particularly thursday where we will see quite a bit of sunshine, quite a bit of cloud to begin the day, even a bit of a hang back of rain across Eastern England from that Weather Front, which it eventually clear away. Perhaps a few showers for western scotland, Northern Ireland, otherwise for most it should be a drier day, we should see increasing amounts of sunshine across southern and western areas, pushing temperatures up to 21 degrees. Thursday looking like being the best day of the week with that Ridge Of High Pressure across many areas. It is going to be dry, some good spells of sunshine around, late in the Day Cloud Embrace will increase for western scotland and Northern Ireland, head of this new Weather System but in the warmer spots on thursday, we could see the low 20s celsius quite easily. As we head into thursday, this new Weather Front associated with an area of low Pressure Switch across the country during friday bringing outbreaks of rain, fairly strong winds as well across northern scotland, so it looks like it will be wet across western areas to start friday, The Rain Pushing Towards the east late in the day, sunshine and showers behind. While we have been on air, americas top diplomat, Antony Blinken, has been appearing remotely before a Senate Inquiry into the us withdrawal from afghanistan. The senators have been grilling the Secretary Of State on the Administrations Planning for the withdrawal. Mr blinken told them the deal the Trump Administratin had made with the taliban put them in a very difficult situation. By difficult situation. January 2021, the taliban was in the by january 2021, the taliban was in the strongest Military Position it had been in since 9 11. We had the smallest number of troops on the ground, that since 2001. As a result, upon taking office, President Biden immediately faced the choice between ending the wire or escalating it. Had he not followed through on his predecessors commitments, attacks on our forces and those of our Allies Wouldve resumed and the talibans nationwide assault on afghanistans major cities would have commenced. That wouldve required substantially more us prices into afghanistan to defend themselves and prevent et al. Then lets bring then in our State Department Correspondent barbara plett usher. You here again there from the Secretary Of State, barbara, their reckoning their reasoning behind their reasons for exiting afghanistan. About the way to withdrawal is handled. Is that the way the questions are focused. Mani; way the questions are focused. Many ofthe way the questions are focused. Many of the Questions Way the questions are focused. Many of the questions are way the questions are focused. Ij iagriy of the questions are focused, again, he tried to deflect had not been prepared in terms of the evacuation, they said they inherited from president trump, a Visa Programme for afghan allies that was basically styled, so they had a lot of work to do to just get it up and running. They made a lot of progress when everything went south and the taliban suddenly took over,. Something he said that nobody in the administration predicted, and therefore, the Response Committee Demonstrations Response to that massive evacuation efforts, he said had been a real success, so these are the kinds of things we have been hearing from this administration saying he is laying this out to the congress People, but he is getting some pretty tough questioning of even from republicans who are sympathetic, we know the State Department was heroic in terms of what it was able to do then getting more than People out in certain circumstances, but the State Department shouldnt have had to have been heroic. That shouldve been far more forceful. Blinking was accused by when Congress Women of calling a surrender success. He needed to take responsibility for it. This is the first time, christian what he sounded a little bit sharp. Hes very laid back hes been calm and measured. He says he takes responsibility for the actions he has control over for the State Department, for his own actions, for lessons learned and we did will we could, hed enlisted in a very abrupt manner. So the questioning has been not only harsh but also personal stop adjusting some live pictures of that hearing at the moment on the feed here. So often these meetings become a partisan. Weve heard the concerns and frustrations from his own side from democrats. Have you heard some of that coming from his own side as well . That coming from his own side as well . ,. , well . Yes, and in fact, the chairman ofthe well . Yes, and in fact, the chairman of the committee well . Yes, and in fact, the chairman of the committee who well . Yes, and in fact, the chairman of the committee who is well . Yes, and in fact, the chairman of the committee who is a well . Yes, and in fact, the chairman of the committee who is a Democrat J of the committee who is a democrat did say, could things have been done differently . Absolutely in his opening remarks, and he was referring especially to the evacuation that it could have happened more quickly. They couldve started moving on it and it better prepared way, and thats where many of the questions from the democrats come. But at the same time the artisan come. But at the same Time Line partisan frameworks come. But at the same time the partisan frameworks were laid out very clearly in the opening remarks. Again, the democratic chairman talked a lot about the big picture, the 20 year war, the fact that there were hard truths that had to be found and hard questions asked about the hubris, the mistakes. Thats to look at the long picture and then the republican, the Tiber Publican and the committee immediately saying why this administration failed so spectacularly that it was a debacle, it was a surrender to the taliban, we betrayed our allies, come see you do have not always dissimilar questioning from each side, but the framework within those questions are being asked is different stop i guess, thank you, asking the questions at the moment for the Secretary Of State. Secretary of state. Clearly, the Administration Secretary of state. Clearly, the administration wants Secretary Of State. Clearly, the I Administration wants afghanistan Secretary Of State. Clearly, the administration wants afghanistan to go away and to start focusing on this enormous legislative agenda that they have. How long is this going to go on this back and forth in afghanistan, how long is the hearing going to last, barbara . This heafini hearing going to last, barbara . This hearin will hearing going to last, barbara . Try 3 hearing will last for two days, all of them headed by democrats, saying theyre going to investigate how the where World War ended, but also how the war ended, so i think it will continue on Capitol Hill for some time. You know, as he said, the biden administration wants to focus on the domestic agenda, with regards to blinking in the State Department, they are the front now of of the remainder of what goes on because they were in charge of the evacuation the american citizens left behind, especially afghan allies who worked with the americans, tens of thousands, perhaps Hundreds Of Thousands of them didnt actually get out. They have to deal with the taliban government with how to engage that has taken over the White House in terms of this afghanistan issue stop 0k, terms of this afghanistan issue stop ok, barbara, thank you very much for the update on that. Californians are heading to the polls on tuesday to decide the fate of their governor. The choice on the Ballot Paper Tomorrow yes to throw him out, no to keep him in place. But they also have the option to choose a replacement should they wish from a list of over a0 candidates. So important is this to the White House President Biden has flown across the Country Today to lend Mr Newsom some support. The governor was elected in 2018 with 62 of the vote but there are a number of issues that have put a dent in that support. And there is a slew of republican candidates ready to take his job, the most prominent among them caitlinjenner though most republicans appear to have rallied behind the conservative Talk Show Host larry elder. Polls in august had voters evenly split between the yes and the No Camps but as you can see the last week has looked a little more comfortableas democratic voters have begun to sit up and take note. There it is hoisted like a trophy, she was purfectly fine said a stadium official. Loudest cheer of the night. And miami won as well happy days hello. Thanks for tuning in this extended forecast. Lets Take A Look at the next ten days. We will start with the here and now. Weve got an area of the pressure that has been living in from the south on tuesday. That brings some fairly Heavy Rain. Now, when spectators awaken our attention turns to the atlantic. With that another way different trying to have been made on through the week. A bit of a kink in that Jet Stream is going to develop, which will push that low Pressure System treads us by The End of the week, but before it gets there, there will be a bit of a change in there will be a bit of a change in the wind direction, some slightly warmer air moving the wind direction, some slightly warmerair moving in the wind direction, some slightly warmer air moving in from the south across the uk, at that time it will get to around about thursday before that wet weather moves in on that low Pressure System by friday, but, for the here and now, lets start with tuesday, because it will bring some Heavy Rain for some of us, particularly across parts of england. You can see the green colours on the map here, some quite heavy consistent on price, particularly to the midlands, principe think they come up to it northeast of england. Something that dreyfus got scotland, Northern Ireland and to as by the afternoon is talking about wages he does Heavy Rain from could be that chance of some localised surface by flooding. Temperatures cannot roundabout average this time of year, still quite humid for a time in the south. Now, that rain lingers for a time overnight, becoming quite persistent across the likes of East Yorkshire before slowly easing away during wednesday morning. But after all that wet weather on tuesday, wednesday could look a little bit like this in the morning. So we are expecting some fairly dense fog patches, a bit of a mist and murky start here wednesday morning. During Tuesday Night into wednesday, as that rain clears the way, we see that rain clears the way, we see that pipettes are trying to move in for a time, so on wednesday, that means after the Mist And Fog gradually clears the way, early Rain Clearance from the east and it should be improving sort of day. So many places think some sunny spells by the afternoon with the temperatures not doing too badly around 16 21. Weve got this front approaching from the atlantic but if you remember that southerly air thats going to be pushing up towards the uk, so i think thursday probably going to be the warmest day of the coming week. Should be dry pretty much across the board, with some long spells of sunshine. There will be areas of cloud drifting around but were likely to see temperatures in the South East 22, possibly 23 degrees or so. A little Bit Cooler up towards the north west, and a Weather Front is going to be approaching later in the day. So, through Thursday Night and on into friday, that Weather Front sweeps in. Initially some fairly Heavy Rain for parts of Northern Ireland, into western scotland as well. So this is how we start friday, then. Looking dry for central and eastern parts but this band of fairly Heavy Rain and blustery winds too in the west will slowly work its way east during the day, tending to peter out a little bit before it reaches the South East, i think, later on. And temperatures about 15 to 20 degrees. Heading through Friday Night and on into the weekend, it looks like this Frontal System will tend to ease away, heading on into saturday. A ridge of slightly higher pressure, so probably saturday looking like a largely dry day with some sunshine. The breeze picking up from the west later in the day ahead of the next area of Showery Rain thats going to be moving in later on saturday. But before it gets there, not a bad day, 15 to perhaps 21 or even 22 degrees. And then looking through next week, what weve got, weve got an area of High Pressure across scandinavia. Another area of High Pressure tries to build in from the azores. So although there will be Weather Fronts approaching from the north west, with those areas of High Pressure around, it looks like theyll tend to peter out before they reach the South East. So the driest and the warmest of the weather likely in the south and the east, slightly more unsettled and cooler in the north and west. Bye for now. Testator Silens Tonight at ten every child in the Uk Aged between 12 and 15 is set to be offered a single dose of the Pfizer Vaccine. After weeks of deliberation on the likely benefits to young People, the Chief Medical Officers conclude its the right move. It is an important and potentially useful additional tool to help reduce the public health impacts that come through educational disruption. And for the over 50s, they can expect Confirmation Tomorrow that Booster Vaccines will be made available to them. Well have the latest on the changes as experts warn of Pressue Mounting on the nhs in the coming months. Also tonight. Nearly a third of People travelling into england and Northern Ireland earlier this year may have broken the quarantine rules.
