Welcome to our special coverage here on bbc World News as we mark the 20th Anniversary of the Terror Attacks on New York and washington that killed nearly 3000 people. Attacks that have forever be known by the date on which they happened, 9 11. Commemorations will be taking place in manhattan and across the United States to remember all those killed and injured. Our North American Editorjon Sopel has been hearing the stories of three people impacted by the horror of September 11. His report does include footage of the attack on the 20 hours. On the twin towers. The one thing that time hasnt dulled is just how profoundly shocking the sights and sounds were that Tuesday Morning two decades ago. This Terrorist Attack changed the world. Nearly 3,000 people died and thousands more had their lives upended. This is the story of three of those who found themselves at the eye of the storm. My dad was an amazing human being. Max was a ten year old schoolboy when he was called to the principal s office. His father, joseph, worked at the world trade center. I went down the hallway, and my mom was standing there with tears in her eyes. She told me what had happened, and we had a moment in the hallway. I was just very confused at first. You know, youre an innocent ten year old thinking, like, the world is great, and then you find out that someone killed your father. Hundreds of miles south in florida, Andy Card was also at an elementary school. The Chief Of Staff to President Bush knew he had to interrupt him. That is when i walked up to the president and i leaned down and whispered to him, a second plane hit the second tower. America is under attack. And this woman was in her car when she heard the news. She knew, as people were trying to escape the twin towers, her Firefighter Husband Bruce would be heading in. My children went to bed, Emily And Megan were 17 and 14 at the time. And i stayed dressed, i lay down with them but i did not go to sleep because i figured somebody was coming to the house and i didnt want to be in my pyjamas. It is weird the things you worry about. About midnight, somebody came to the house to say that bruce was unaccounted for. This memorial, with great restraint, does justice to the terrible events of that day. But nothing can capture the sense of chaos, anger, disbelief of what was unfolding. Then there was steely resolve and americans were united, and most of the rest of the world stood with america. The taliban in power in afghanistan, who had harboured the alqaeda terrorists, would be driven from power. The us would try to replace the warlords with democracy. But 20 years on, america has abandoned afghanistan. I think we are still the greatest democracy in the history of the world, but we are not shining the way we used to shine. Yes, we are tarnished. I do think it has been a defeat for the Pride Of America and the respect that we have had around the world. 20 years ago, america was never more united. Two decades on, and the Terrorist Threat largely quelled, and america has never been more divided. The way we came together was awe inspiring. And in 20 years, the pendulum has swung, in my opinion, the pendulum has swung the other way. Every day i miss my dad, every single day. Whether it is 9 11, whether it is january 13, whether It Isjuly 7, i miss my dad, and that will never change. And so to 2021 and the most powerful country in the world seems be suffering a crisis of confidence. And in the manner of its departure from afghanistan, the kabul debacle, a crisis of competence. Just off the tip of manhattan, Lady Liberty symbolises America Opening its arms to the world. But 20 years on, the us feels a much more introspective place. Jon sopel, bbc news, New York. The September 11 attacks were a defining moment. Notjust for defining moment. Not just for america defining moment. For the first time in the history of the nato alliance, we activated the famous article five. Because we considered the attack on the United States as an attack on us all. And i think in that respect we can say Mission Respect we can say mission accomplished. The goal, the primary goal was to prevent afghanistan from once again becoming a Safe Haven for terrorists. And during our 20 years of presence in afghanistan, we succeeded. No Terrorist Attack has been launched from afghanistan during those 20 years. On top of that, we also managed to build a better society. Girls went to school, afghans voted, afghans started businesses, life expectancy, literacy, child mortality, womens rights all improved. Actually that is also part of our security, to establish more peaceful, more democratic, more free societies, because at The End of the day, that will also improve our society and our security. Will also improve our society and our security our security. There where high oints, our security. There where high points. High our security. There where high points, high watermarks, our security. There where high points, high watermarks, moments of optimism, but at 20 years at The End, where it all unravelled, the taliban returning to power, the United States seeing after more than 2 Trillion in spending a lot of its expensive Military Equipment are now in the hands of the taliban, taliban reintroducing some of the rules and regulations that it had when it was in power in the 1990s. Many are asking, what was it all for . Did america and its nato partners fail . I think it is important to stress that all our efforts were not in vain. On the contrary, we ensured that for 20 years no Terrorist Attacks were launched from afghanistan. And we also established a better society. And i think the afghan people have now tasted freedom, tasted human rights, tasted a better opportunity of life. That will be very difficult for the taliban to roll back. Of course, we have to observe what is going on in afghanistan, but i am sure that all our efforts have been fruitful in the way that the taliban Cannot Roll back the development. Let me remind you that i think it was in 2019, an Opinion Poll indicated that only 4 of the afghan people supported the taliban. So, the taliban has returned, not by persuasion but by violence. ,. ,. ,. , violence. Former Nato Secretary General. Violence. Former Nato Secretary General you violence. Forassociates Guantanamo Bays military prison in cuba. For associates in pre trial proceedings, which have seen years of delays. The controversial key rings will determine the key issue of what evidence will be admissible. But much of the evidence is likely to be heard in secret. I am joined now by the bbc s North America Correspondent who is at Guantanamo Bay for us. 20 years on, is there any sense that these Meeting Proceedings legal proceedings could be any nearer a conclusion . Certainly not a conclusion, not even really a start of the trial proper. We do not have a Start Date as yet. That is after nine years of these legal proceedings here, as you said, 42 pre trial hearings. We have seen through the glass in the gallery of the court room, we have seen the five defendants, who are alleged either to have provided logistics support, helped plan the attacks are provided financial support for the attackers on 9 11. Even this week, things have gone extremely slowly. We have got a newjudge in place, the seventhjudge that we have got a newjudge in place, the seventh judge that has overseen these proceedings over those nine years. And thatjudges trying to get to with the case, the Difference Defence teams are questioning him as to whether he is suitable for the case. That is where things are now, 20 years after the attacks. So, for Family Members of victims of 9 11, some of whom have been here this week to observe these proceedings, as they are always invited to do, for them it has been an extremely frustrating time, no sense at all that these will come to a conclusion soon. ~. , , that these will come to a conclusion soon. ~. ,. , that these will come to a conclusion soon. , soon. The key thing was deciding where i the key thing was deciding where this trial took place. There are those, certainly the Defence Team still argued, that there should not be taking place here in Guantanamo Bay but in a civilian court on the us mainland. Instead, Jenny And State authorities have decided to create, really, United States authorities trials that are taking place here which are outside the us legal system. The other key issue is one you mentioned in the introduction, which is about torture. We now know that a lot of these defendants, a lot of other detainees here in Guantanamo Bay were tortured, notjust here but in various so called Black Sites Around The World before they were transferred here. That of course, in the arguments of the Defence Teams, has a bearing on the kind of confessions they have got from those defendants. So the arguments about what can and cannot be admissible in the trial proper is still going on, as well. But there are lots of other things in terms of logistics, because for these Trials Everyone has to be brought here, apart from the defendants themselves. That has made the process much longer stop we have had an 18 Month Break because of the pandemic. But there are lots of the pandemic. But there are lots of other political factors, too. The Case Numbers we have seen since then, they have started to flatten out a bit. They really hope that they do, the infections follow that, because the number of people going to hospital, that has been going up steadily. It is now at about half the level that We Saw at the peak in scotland. It is one doubling away from their worst case scenario. So we really hope that the Infection Numbers start to fall off in the hospitalisation start to stabilise. The head of mi5 has warned that recent events in afghanistan will have hardened and emboldened extremists. He said the threat of terrorism in the uk remains a real and enduring thing, with 31 late Stage Attack plots foiled in the last four years. There were Security Correspondent reports. For 20 years, Surveillance And Security have become ever more entwined in our lives a sign of a threat that has not gone away, as the head of mi5 told the bbc today. We do face a consistent global struggle to defeat extremism and to guard against terrorism. This is a real problem and in the last four years, for example, working with the police, my organisation has disrupted 31 late Stage Attack plots in great britain. A new counterterrorism Operations Centre was launched this summer by mi5 and the police, but the threats have also been changing. Since 9 11, we have had a continued evolving huge challenge with islamist extremist terrorism. We have the rise of extreme right Wing Terrorism and we have definitely a resurgence of sharp and complex state threats. The only major national Security Threat which has been comparatively better across those 20 years is Northern Ireland. The Uks Terror Threat level has fluctuated, spiking up around 2006 when alqaeda plots were coming out of pakistan. And then again around a decade later, linked to isis in iran and syria. To isis in iraq and syria. But the hope was that it might now decline. Mi5 has been trying to focus on wider issues like espionage and foreign interference, but the landscape has just changed once again, drawing it back to worrying more about jihadist terrorism. The concern is that the taliban takeover in afghanistan may both inspire extremists here and perhaps create a Safe Haven there for groups to plan more sophisticated attacks. There is no doubt that recent events in afghanistan will have heartened and emboldened some of those extremists. So, even if the taliban is absolutely in good faith about wanting to prevent terrorism being exported from afghanistan, that will be a difficult task to accomplish. Mi5 may have expanded and we all may live with more Surveillance And Security, but asked if we were safer now than 20 years ago, the head of mi5 said there was no simple answer.
