Are still awaiting their fate. And french and british ministers clash over plans for the Uk Border force to turn back some boats carrying migrants across the channel to england. Live from our studio in singapore, this is bbc news. Its newsday. Its 6am in singapore and 6pm in washington, where President Biden has set out a series of measures to get more americans vaccinated against covid 19, amid a surge in cases of the fast spreading delta variant. All federal government workers will be required to get a vaccine. Businesses with more than 100 staff will have to ensure they are vaccinated or tested weekly. Mr biden expressed frustration at the 80 Million americans who are still not vaccinated, saying they were overcrowding hospitals. He appealed to them to get the shot. My message to Unvaccinated Americans is this. What more is there to wait for . What more do you need to see . Weve made vaccinations free, safe and convenient. The vaccine has fda approval. Over 200 Million americans have gotten at least one shot. Weve been patient, but our patience is wearing thin and your refusal has cost all of us, so please do the right thing. Butjust dont take it from me. Listen to the voices of Unvaccinated Americans who are lying in Hospital Beds, taking their final breath, saying, if only id gotten vaccinated. Anthony zurcher is in washington for us. He has been watching that speech quite closely. Great to have you On Tuesday, anthony. President biden calling this a pandemic of the unvaccinated, telling people they have to get out and get vaccinated. What is a likely reaction to this from across the aisle . 1 what is a likely reaction to this from across the aisle . What is a likely reaction to this from across the aisle . I think we are already from across the aisle . I think we are already asserting from across the aisle . I think we are already asserting to from across the aisle . I think we are already asserting to see are already asserting to see republicans push back against this, the Republican Party had a Press Release just out, calling the Republican Party had a Press Releasejust out, calling it unconstitutional and un american. The governor of South Carolina said we will fight them to the Gates Of Hell to protect the Liberty And Likelihood of every self care lien, and so they are framing this as a freedom issue, initial personal choice every South Carolina ian. This has been a partisan issue for over a year and i think when the force of the federal government tries to require people to get vaccinated, you are only going to see this become even more intensely partisan. See this become even more intensely artisan. . , see this become even more intensely artisan. ~. , , partisan. Yeah, anthony, it has been somethin partisan. Yeah, anthony, it has been something that partisan. Yeah, anthony, it has been something that president partisan. Yeah, anthony, it has been something that President Biden partisan. Yeah, anthony, it has been something that President Biden has. Something that President Biden has been talking about for quite some time now, but really today Making A Big Moment of the fact that mandates like this are now would be put in place. What is the governments main concern right now in terms of rising cases . I concern right now in terms of rising cases . ,. , concern right now in terms of rising cases . ~. ,. ,. ,. , cases . I think what you heard from biden was said cases . I think what you heard from biden was said that cases . I think what you heard from biden was said that the cases . I think what you heard from biden was said that the rising biden was said that the rising cases are putting stress on the american Health Care System, the Hospital Beds that should be used for other americans with other medical issues are being used to treat Covid Patients, Covid Patients who would not have to be there if they did not get vaccinated, or if they did get vaccinated, so i pick it as a frustration you heard from biden that even a Couple Month ago he promised that the united states was turning the corner, was going to be independent from this deadly virus, but that has not happened because roughly quarter of the american population has not gotten a vaccine. And they are having a toll on the american people who have gotten vaccinated, so i guess his determination was that the consequences for the economy, the consequences for the economy, the consequences really american Health Care System and for people who have been vaccinated or cannot get vaccinated for medical reasons, that is too high for the government to just keep cajoling and asking people to get vaccinated politely. He had to get vaccinated politely. He had to use the muscle of the federal government to circuiting shots and peoples arms. Government to circuiting shots and Peeples Arm government to circuiting shots and peoples arms. Yeah, and anthony, well be right peoples arms. Yeah, and anthony, well be right back peoples arms. Yeah, and anthony, well be right back with peoples arms. Yeah, and anthony, well be right back with you peoples arms. Yeah, and anthony, well be right back with you on well be right back with you on another story from the united states, but i want to tell you something is about something the minded something else the biden administration has done. The biden administration has filed a civil suit against the state of texas over its near total ban on abortion, seeking for the law to be declared invalid. The us Attorney General, merrick garland, said the Texas Legislation openly defied the Us Constitution, violated supreme Court Precedent and illegally interfered with federal interests. He said all americans, regardless of their politics, should fear the consequences of letting it stand. The supreme court declined to block it after it came into effect last week. Today, after a careful assessment of the facts and the law, the Justice Department has filed a lawsuit against the state of texas. 0ur Position is set out in detail in our complaint. Its basis is as follows. Sb8 bans nearly all abortions in the state after six weeks of pregnancy, before many women even know they are pregnant and months before a pregnancy is viable. It does so even in cases of rape, Sexual Abuse or incest. And it further prohibits any effort to aid the doctors who provide pre viability abortions or the women who seek them. The act is clearly unconstitutional under long standing supreme Court Precedent. Anthony, on this particular story, how much will this civil Lawsuit Action be able to achieve . figs how much will this civil Lawsuit Action be able to achieve . As you mentioned action be able to achieve . As you mentioned there action be able to achieve . As you mentioned there already action be able to achieve . As you mentioned there already has action be able to achieve . As you | mentioned there already has been action be able to achieve . As you i mentioned there already has been a lawsuit that attempted to block the lawsuit that attempted to block the law from going into effect and the supreme court and other federal courts overturned that lawsuit, prevented from getting that initial injunction, so will a federal lawsuit say the exacting thing have an effect, be able to . It depends on thejudge it is heard by, but ultimately will be up to the Appeals Court in the supreme court and it will probably be the same result, this loz going to go into effect. And once it goes into Effect And Someone uses it, that is when you will see legal challenges that could overturn it. . ,. Overturn it. Anthony zurcher there for us in washington overturn it. Anthony zurcher there for us in washington on overturn it. Anthony zurcher there for us in washington on both overturn it. Anthony zurcher there for us in washington on both of. For us in washington on both of those stories. The united states has hailed the first civilian Charter Flight from afghanistan since the american Military Withdrawal as a positive first step. Qatar airways flew more than A Hundred foreign nationals from kabul to doha. They included 13 britons and up to 30 americans. A spokesperson for the us national Security Council said the taliban had been flexible, businesslike and professional in facilitating the departure of american citizens. Hundreds of foreign nationals are thought to be stranded in afghanistan since taliban seized power last month. Heres what White House press secratary, jen psaki, said about the the Talibans Cooperation with the evacuation. We just had a plane landed in qatar that is evidence that we are working to co ordinate to get american citizens, to get afghan partners and to get legal permanent residents out, and were hopeful and working to ensure there are additional flights. Meanwhile, journalists in afghanistan say theyve been beaten, detained and flogged by the taliban when covering protests. I should warn you the pictures were about to show are distressing. This is neamatullah Naqdi And Taqi daryabi. They had been covering a womens protest in kabul on wednesday when they were taken to a police station. They say they were beaten with batons, Electrical Cables and whips. Namatullah naqdi told the afp news agency. Heres more from Yogita Limaye. Yesterday, they called the protests illegal and said they were instigated by people with malicious interests, people from Outside Afghanistan and they were being done with the intent of creating chaos, and theyve effectively banned protests like these, because theyve said demonstrators need to get permission from the ministry ofjustice. Then they need to tell security services, notjust about where and when the protests will be held but also what slogans will be raised and what banners will be displayed. But ive been speaking to women who have been out on the street more than once, demanding their rights. They were at the protests in kabul yesterday. Some of them were also out today. And theyve been saying whatever happens, despite the risks theyre facing. And theyve told me they were whipped and that they were beaten with batons, but despite that, they say, we will continue going out. One woman said that, ill go again and again until im killed by the taliban, because its better to die once than to die gradually. Their main concern is whether they will be able to go back to theirjobs, because as of now, the taliban have said they dont want women to work given the security situation. 0ur Correspondent Yogita Limaye there. A war of words has broken out between britain and france over who has ultimate responsibility for the rising number of people making the dangerous journey across the channel. The Uk Home secretary, priti patel, has threatened to withdraw financial support for french borderforces theyve hit back, calling it financial blackmail. 8,000 arrived by this route in 2020, but more than 1,500 migrants have reached britain by boat this week alone. Our home Affairs Correspondent Daniel Sandford is in dover. The number of migrants crossing the channel in small boats this week has been extraordinarily high. Just this afternoon, we saw another 50 arriving on a Border Force vessel and being unloaded, having been picked up in the channel. And the Home Secretary, priti patel, is under great pressure from within her own party. And overnight, it emerged that she has now authorised this controversial new tactic, under which Border Force vessels will push back some migrant boats towards france. Shes been in talks with the acting Attorney General and with other lawyers about trying to identify the limited circumstances in which that would be legal under maritime and international law. And, of course, those will be quite limited because of the safety concerns. A very flimsy boat, overloaded, being pushed by a large vessel clearly isnt going to be something thats viable or safe, and its also going to be difficult without the cooperation of the french, and the french made quite clear their view of the whole idea today, when the french Foreign Minister took to twitter, saying france will not accept any practises that are contrary to maritime law nor any financial blackmail. And thats a reference to the fact that the Home Secretary threatened to withdraw some of the funding towards the french policing of their coastline. And it didnt end there, the war of words, because later, a ministry of Interior Official said in a briefing that they hoped that the Uk Side would come to their senses. Its getting very messy. Daniel sandford there. Still to come a bit later in the programme a special Bbc Report into the mysterious illness among us spies and diplomats known as havana syndrome. But first, 20 years on from the 9 11 attacks, the man thought to have masterminded them Khalid Sheikh mohammed and his key associates are in Guantanamo Bay Detention facility, yet to stand trial. When President 0bama took office in 2009, he pledged to close the prison within a year, but its still there, and the Wheels Ofjustice are turning extremely slowly. Aleem maqbool reports from guantanamo bay. A Demand Forjustice following that horrific day 20 years ago led to a wide reaching response. But one thats since led to accusations the us perpetrated injustice. In a tiny corner of cuba, one notorious By Product of the 9 11 attack still remains. Prisoners are still being held in limbo in guantanamo bay. Well, of course the us authorities have allowed us to be here, but they are extremely restrictive in controlling what we can show, in terms of people and structures. They certainly havent allowed us anywhere near the Detention Facilities where the remaining prisoners are being held. When i was last here, things were very different. We saw some detainees mingle and eat together and interact with the guards, though we knew of other camps where prisoners didnt have such privileges. We were even able to wander through the long abandoned camp x ray, where in the months after the 9 11 attacks men and boys were first transferred, interrogated and, in many cases, tortured. Of nearly 800 men and boys who have been detained at guantanamo bay, 39 remain. About a quarter were cleared for release as far back as 2010, but are still waiting to leave. Two have been charged and convicted, in what are called military commissions. 17 have never been charged, but will remain in prison for life, because they are deemed a security threat. The other ten are still waiting trial. They include five men accused of involvement in the 9 11 attacks. Well, for the first time in more than 18 months, those five men were inside a court room. We couldnt film it, but we were in the gallery, just through the glass, just feet away from those defendants, including at the very front there with the ginger beard, Khalid Sheikh mohammed, the man who it is believed conceived of the idea of 9 11 and took that idea to 0sama bin laden. But the proceedings themselves were extremely slow. People often ask is there an end in sight . And for a long, long time there wasnt even a middle in sight. But now, we are in the middle of the case, because wrestling with the question of what Effect Torture has on the admissibility of statements is really the heart of the case. But thats where things are stuck. All the while the Family Members of those killed in 9 11 wait for resolution, and the Detention Centre here looks no closer to shutting down. Youre watching newsday on the bbc. Still to come on the programme japans plan to release contaminated Waste Water from the stricken Fukushima Nuclear Plant into the sea comes under international scrutiny. Freedom itself was attacked this morning, and freedom will be defended. The united states will hunt down and punish those responsible. Bishop tutu now becomes spiritual leader of 100,000 anglicans here, of the blacks in Soweto Township as well as the whites in their rich suburbs. We say to you today, in a loud and a clear voice, enough of blood and tears. Enough the difficult decision we reached together was one that required i great and exceptional courage. Its an exodus of up to 60,000 people, caused by the uneven pace of political change in eastern europe. Iam free this is newsday on the bbc. Im Karishma Vaswani in singapore. 0ur headlines President Biden unveils a tougher Covid Vaccine Mandate to help america fight the spread of the delta variant. And washington praises Business Like taliban for enabling the first civilian Evacuation Flight from kabul since the us troop withdrawal. The international atomic Energy Agency has announced a thorough review of Japans Decision to start pouring A Million tonnes of contaminated Waste Water from the stricken Fukushima Nuclear Plant into sea. On a visit to tokyo, the Iaeas Deputy Director general said its inspection would be comprehensive and objective. But China And South korea, as well as many japanese locals, have responded angrily to tokyos plan. Im joined now byjames acton, Co Director of the nuclear Policy Programme at the Carnegie Endowment for international peace. Great to have you On Tuesday today. What do you think will be the key considerations for the iaea as they go about trying to figure out if this water is safe before it goes into The Ocean . This water is safe before it goes into The Ocean . Thanks for having me, and into The Ocean . Thanks for having me. And the into The Ocean . Thanks for having me, and the iaea into The Ocean . Thanks for having me, and the iaea is into The Ocean . Thanks for having me, and the iaea is going into The Ocean . Thanks for having me, and the iaea is going to into The Ocean . Thanks for having me, and the iaea is going to take j into The Ocean . Thanks for having i me, and the iaea is going to take a comprehensive look at this programme, primarily i would think from the perspective understanding the radiological effect this water will have on the surrounding environment, the maritime life, if you like, and ethicaljapan season this is it wants to try to build international confidence and domestic confidence, for that matter, that is planned most negatively affect the environment, and it hopes the iaea will be able to confirm that at The End of this process. Is to confirm that at The End of this rocess. , , process. Is this even possible, thou~h, process. Is this even possible, though, james . Process. Is this even possible, though, james . To process. Is this even possible, though, james . To be process. Is this even possible, though, james . To be able. Process. Is this even possible, though, james . To be able to| process. Is this even possible, i though, james . To be able to get process. Is this even possible, though, james . To be able to get the water out into the ecosystem in a safe way, notjust for humans but for marine life as well . I safe way, notjust for humans but for marine life as well . For marine life as well . I think it is. There for marine life as well . I think it is there is for marine life as well . I think it is. There is a for marine life as well . I think it is. There is a saying for marine life as well . I think it is. There is a saying amongst. Is. There is a saying amongst nuclear engineers that the solution to pollution is dilution of the solution. In other words, to pollution is dilution of the solution. In otherwords, if to pollution is dilution of the solution. In other words, if you have something that is of in this case, kind of moderately radioactive and you release it slowly over a long period of time, diluted down with very large quantities of water, that its effect on the environment and on fish and marine life ought to be minimal at The End of that process. Building confidence that thatis process. Building confidence that that is the case is actually quite difficult. We know from past experience that Radio Activity often gets stigmatized beyond his objective effects, and that is where i thinkjapan sees its interest in bringing the iaea into this process. But they have already been a number of key concerns from a number of different parties. Weve had china, south korea, the Localfishing Industry Injapan and greenpeace all criticising this plan. What are some of their key concerns . I criticising this plan. What are some of their key concerns . Of their key concerns . I think fundamentally, of their key concerns . I think fundamentally, they of their key concerns . I think fundamentally, they are of their key concerns . I think fundamentally, they are all. Of their key concerns . I think fundamentally, they are all worried about contamination of the environment for different reasons also the Fishing Industry is worried about fish totals, China And South korea may have considered about their own populations, the origin of all of these concerns is understandable. I thinkjapan is in incredibly difficult position here. The Fukushima Plant is producing every largest quantities of water, the vast majority of reactivity in that water can be removed. There is one particular isotope, a particular form of hydrogen, they cannot simply be practically removed from water, allowing this not. Allowing their larger quantities of this water to Build Up onshore poses a threat and hazard. Ultimately i do not believe there is any good options here, but i do believe that slowly discharges Water Overtime is probably the least bad option that is available. Slowly discharging this water. Bad option that is available. Slowly discharging this water. James acton, codirector slowly discharging this water. James acton, codirector of slowly discharging this water. James acton, codirector of the acton, Co Director of the nuclear Policy Programme at the Carnegie Endowment for international peace, thank you Forjoining Us On Tuesday. Lets take a look at some other stories in the headlines. Japans Prime Minister has announced an extension of covid 19 restrictions in tokyo and other regions until The End of the month. He said it was needed to curb infections and prevent hospitals being overwhelmed and added the inoculation of all those who want to be vaccinated should be completed in october or november, after which restrictions could be eased. Russian president Vladimir Putin has agreed to deepen ties with belarus during a meeting with President Lukashenko in moscow. Russia agreed to create a unified Gas And Oil market with its neighbour and continue to provide loans to belarus. Speaking after the talks, President Putin said it also made sense for large joint Military Drills in the face of nato Build Up in the region. National security police in Hong Kong have raided a museum dedicated to the 1989 tiananmen square massacre in beijing, as a clampdown on dissent continues. 0fficers removed boxes and exhibits from the museum, which was shut down by the authorities injune. It comes a day after the arrest of four members of a group which organises the annual June 4 anniversary rallies. The bbc has learnt that every continent has now reported cases of a mysterious illness among us spies and diplomats. 0riginally known as havana syndrome, the symptoms can include hearing strange sounds, headaches and a feeling of heat or pressure. Some call it an act of war, others wonder if it is some new and secret form of surveillance, and some people believe it could even be all in the mind. Uncovering the truth has now become a top us national security priority. Heres our Security Correspondent gordon corera. Cheering and whistling in 2015, the us reopened its embassy in cuba, as relations between the countries were restored, but then something happened. Diplomats and spies began to hear sounds and fall ill with a mysterious illness that people struggled to explain what became known as havana syndrome. The Trump Administration announced friday that it is pulling more than half of its staff out of the american embassy in havana. But it wasntjust havana. On a Trip To Moscow A year later, senior Cia Officer Marc polymeropolous says he suffered similar symptoms. It is real, we have to get our People Health Care and then we have to find out whos doing this because, as i have always contended, this is an act of war against us officials. Her flight was delayed for several hours because at least one us diplomat had to be medevaced. I but some have questioned whether the syndrome is real, suggesting that the stress caused whats called a psychogenic illness of the mind, which is now spreading. When you see mass psychogenic illnesses, theres usually some stressful situation, an underlying situation. And of course, in the case of cuba and the embassy employees, particularly the cia agents, they certainly were in a stressful situation. In the last year, new evidence has emerged. That Led A Panel of scientists, sponsored by the state department, to conclude that pulsed microwaves were most likely responsible in at least some of the cases. For many of these people, real injury, Real Neurologic Injury took place. It took place through a mechanism that we cannot precisely pinpoint, but we think could be linked to this relatively unusual mechanism that really has not received a whole lot of Study Pulse Microwave energy. Definitive evidence of what started in cuba remains elusive. Some link it to electronic surveillance. Others, a weapon. But with cases now emerging in every continent, the biden administration has made solving this mystery a national security priority. Gordon corera, bbc news. Thats all that we have time for a News Day for you. A reminder of our top story President Biden has set out a series of measures to get more americans vaccinated against covid 19, thanks Forjoining Us. Im Karishma Vaswani. Hello there. Weve seen two things happening today, a drop in temperature and also some heavy rain falling, too. Now, as expected, the best of the weather was across the South East of england, here in East Anglia and also into lincolnshire. Temperatures in cambridge were 25 degrees. It was 26 celsius this afternoon in Norwich And 2a in hull. Further west, temperatures have been lower, and charterhall there on the Scottish Borders at 29 degrees yesterday. A significant drop in Temperature Today because of the rain clouds that weve seen, some storms that have been affecting the uk. Most of those have been across northern and western areas. Now, therell still be some heavy showers around as we head further into the night, particularly across scotland, the Heavier Rain Moving Northwards and continuing to be pretty wet in the North East of scotland. A few showers elsewhere across some parts of england and wales. Many places turning dry, but its quite Muggy Air that weve got, so therell be some Mist And Fog around perhaps in the morning from the Midlands Northwards where the winds are light. That will tend to lift, theres not going to be a huge amount of sunshine tomorrow. Once again, well see those showers developing more widely. This time, though, we shouldnt see as many showers across wales and the south west, but well see many more showers across eastern parts of england. Again, those are going to be heavy and could well be thundery, too. But still some decent enough temperatures for this time of the year, 23 24 degrees in eastern england before those showers get going, 20 21 celsius for many other parts of the uk. All the showers have been courtesy of this area of low pressure. Thats going to start to run away as we head further into the weekend, so things are going to turn drier. But as the low pressure moves away, were going to start to draw in a north westerly breeze, and that will drop the temperatures as we head through the weekend. Now, weve still got some rain around on saturday across northernmost parts of scotland, but away from here, fewer showers, lighter showers, many places will be dry, perhaps not huge amounts of sunshine, mind you, and the winds for many will be light. And temperatures are dropping away, though, in scotland and northern ireland, only around 17 degrees, a bit warmer, though, as you head south and east across england into wales. For the second half of the weekend, the rain is gone from northern scotland, and again, there are very few showers. Many places will be dry. Theres still a fair bit of cloud around on sunday. This Rain Looks like its going to stay away from most areas, but that Cooler Air is starting to arrive even across england and wales, where were seeing a top temperature of 20 21 celsius in the South East and East Anglia.
