So i think what weve got is this scenario where we need to be able to focus now as heavily as possible on getting through that backlog of care. But thats made it incredibly difficult when weve got rising number of Covid Patients coming through the front door. So what is being done to work through that backlog . Are hospitals and other Health Centres now operating at full capacity . Well, they are operating at covid full capacity, rather than at pre covid full capacity, because what we have to remember is there are huge constraints on the number of procedures, and also, you know, the processes of Infection Protection and control, the levels of staffing needed in covid, the need for social distancing, it does pull back on the number of procedures that can be carried out, and its also worth remembering, and i think this is an important concept to have in mind, which is while weve got patients in hospital, we cant get through other procedures, so if someone is in hospital with covid, they, a typical length of stay might be two to three weeks, if they are in a bed, we could have treated between nine and ten Cancer Patients in that time, so that gives us some idea of, of what it means to be dealing with covid and the backlog. But trusts are working incredibly hard, they are doing innovative things, they are things like Super Saturdays which we have seen, where hospitals are doing many, many of the same procedures all at the same time, when the Operating Theatres are clear for them to do that, so they are thinking about, creatively about how they can get through this backlog with staff going the extra mile, but its challenging. The Scottish Parliament will vote this evening on plans to bring in a Vaccine Passport Scheme for entry to nightclubs, major Sporting Events and concerts. The government is considering whether it should be compulsory for Front Line Nhs workers in england to be vaccinated against covid i9. Some unions are warning the move would lead to more staff shortages but the government believe itS Essential to protect vulnerable patients. Social Care Minister Helen Whatley told Bbc Breakfast that Care Homes workers should be double vaccinated. So, we have a policy that weve already legislated for. That is to require those working in Care Homes, and on the premises, to be doubly vaccinated. And thats because weve seen through the pandemic that those in Care Homes are the most vulnerable to covid, the most at risk of dying from this disease. But with more than 1500 migrants being intercepted and brought ashore this week, it is failing. The Home Secretary has been seeking greater assistance from france. But despite objections from paris, Priti Patel now says in limited circumstances, the Uk Borderforce will be authorised to turn Migrant Boats back. Even some of her own mps are not convinced. It sounds good and i have every sympathy for the Home Secretary, who is in an impossible position. But these are flimsy boats, even with tougher, any boat coming up alongside would capsize these boats anyway and were looking at people getting into trouble in water and inevitably drowning. Then we would be blamed for that, so it sounds good pushing them back, but its not going to work in practice. Camped out around the beaches of northern france, there are hundreds of migrants waiting to make the crossing in search of a better life in the uk. In july the government agreed to pay the french an extra £54 million to step up patrols and tackle People Smugglers. But france has said britain Turning Boats back at sea would be dangerous, foolish and illegal and for the union that represents Uk Border force staff, that means the Governments Plan is a nonstarter. The key to this, it does require that the french cooperate. You cantjust turn about back let it go, you have got to turn it back into a Receiving Boat from the other country. If the french will not receive them, we are not going to turn anyone back. But the government and its supporters say the uk needs to use every possible tactic available to stop people smuggling. Drastic action is required and i am sure that Home Office lawyers, Foreign Office lawyers, they have really looked at this carefully and they have decided that it is perfectly legal. So we will see what happens. Whether it stops the flow of illegal crossings, i am not sure it will. As we head into autumn and the recent period of good weather and calm seas comes to an end, the number of migrants risking the journey will go down. The report highlighted the excessive use of Restraint And Seclusion by unqualified staff and the over medication of residents at Cawston Park. The hospital has now closed but relatives say their questions and distress at the time were ignored and one mother has called her Sons Death a scandal. Helena wilkinson reports. Joanna baillie had a learning disability, Autism And Sleep apnoea. Her parents said she was happy and fun loving. In 2018, joanna was found unresponsive at Cawston Park hospital. She hadnt been checked for two hours the night she died, despite 30 minute checks being in her care plan. There was no attempt to resuscitate her. It makes me feel very angry. I feel if they had done what they should have done, if they had cared forjoanna as they should have done, she might have been alive today. The norfolk safeguarding Adults Review found there were significant failures at the hospital in the Care Ofjoanna and two other patients who also died. The report highlighted concerns over unsafe grouping of patients and excessive use of Restraint And Seclusion by unqualified staff. The inquest into his death heard that during his final hours he was pushed roughly and slapped. And Emma Raducanu� s Record Breaking Run at the Us Open Goes On The First british woman in almost 40 years to make it to the Semi Finals. Backers say the scheme is a way of allowing events like this big Football Game to Go Ahead despite surging covid cases, and will help with efforts to avoid imposing further restrictions. But opponents have concerns about civil liberties. And others wonder whether it will actually work in practice. It� s not clear what timescales clubs will be asked to work to. It� s not clear what can be done for those people who don� t have a smartphone to be able to download Qr Codes and engage with the technology. Chanting other countries, including italy, ireland and france where there have been protests against Vaccine Passports have already introduced their own schemes. Experts say it has led to an uptake in vaccinations. France brought this in when they were having a real problem with Vaccine Uptake. The conservatives point to the fact this seems to have been a rushed move by the snp, by the scottish government, lots of details are still noT Known, although the plan is to introduce Vaccine Passports, or certificates within three weeks on the 1st october, and on civil liberties grounds, really the Liberal Democrats oppose it on principle. The fact they think it is controlling people� S Behaviour and forcing them in a sense, to get vaccinated whether or not they wants to. So it will be an interesting debate. But, in all likelihood it will pass, because of a Power Sharing arrangement, between the snp and the scottish greens which was agreed a few weeks ago, the scottish governments scottish greens may have. Because of this agreement, unless they are prepared to breach it at this early stage it would seem pretty likely that it will pass through the parliament, become law and come into effect at the start of next month. Social Care Minister Helen Whatley told Bbc Breakfast that Care Homes workers should be double vaccinated. So, we have a policy that we� ve already legislated for. That is to require those working in Care Homes, and on the premises, to be doubly vaccinated. And that� s because we� ve seen through the pandemic that those in Care Homes are the most vulnerable to covid, the most at risk of dying from this disease. And, yes, a vast, vast majority of residents in Care Homes have been doubly vaccinated, but we know that though the vaccine is very effective, it� s not perfect, there is still a risk of getting covid, particularly for those most vulnerable residents. And so, what we� re doing, i think, has to be the right thing, which is to give those residents the maximum protection and that means staff looking after those vulnerable people should be vaccinated. Our Health Correspondent, Jim Reed, told me more about the government launching a six Week Consultation on making Vaccination A condition of Deployment Forfront Line workers. There� s two separate things going on here. You just heard the Care Minister for england talking there. She is talking about Care Home Staff who are not employed by the nhs, they are almost always employed by private sector companies. That decision is done and dusted, it is already law. By november the 11th, this year, you will have to be Double Jabbed, if you work in a Care Home, to continue working on the Front Line with patients. If you are not, you might be given a role away, a non patient facing role, working on hr, something like that, away from the Front Line or you will not be able to work there. That is the Care Home situation. The government� s said today, again for england, it is consulting, this is a six Week Consultation, about whether to extend that policy, that mandatory Vaccine Policy from around 600,000 Care Home workers to another 1. 2 million Nhs Staff. That would include doctors, nurses, anyone that is employed on the Front Line, by the nhs. Now, the latest statistics we have got for this, vaccine take up in that group, the Nhs Group, is already pretty high. So around 88 of Nhs Trust Staff say they have had two doses of a vaccine. But of course that still leaves 12 who haven� t, which is why the government is consulting on that decision about whether to extend to it that group in the Future. So what are the unions saying about the idea of compulsory vaccines for Nhs Staff . There has been not outright strong criticism, but certainly some concern from both sides, really. So the groups which represent nhs trusts and management have raised the concern of, as i said, already you have got pretty high levels of vaccine take up among Nhs Staff. Is there really a problem here that needs to be solved . And the unions are coming at it from another Point Of View, we have high vacancy rates within the nhs, and they are worried if you make vaccinations mandatory it could put people off from applying for roles in the Future. Hospital Waiting Lists in england are now the worst since records began. 5. 6 million people were waiting for routine Hospital Treatment at The End ofjuly, according to the latest figures from Nhs England. Some of the longest waits are for people needing Hip And Knee replacements and Cataract Surgery. And Ambulance Waiting Times also continue to miss their target. There is little waiting around at this early Diagnosis Centre, aimed at alleviating demands on hospitals. Dedicated to patients who may be at risk from cancer, it carries out procedures like colonoscopies and as an example of the millions of extra tests the nhs has carried out over the summer. No polyps, no cancer. Nothing to worry about. During the pandemic many patients failed to come to hospital because they were worried about contracting coronavirus. This Diagnosis Centre is set away from emergency care. If you go straight through these doors, you go into a safe covid freezone. Some patients are still staying away. It has been a priority for us to support patients to see their general practitioner, to be referred on to the hospital, to have the diagnostic test because the earlier we diagnose a condition, the better it will be. The government says it is investing billions of pounds into tackling covid pressures, but it is seen as not enough. The Department Of Health has to have an honest conversation with the General Public that the nhs is failing people, even in emergencies, and we need to have a constructive discussion on how we fix it. The Home Secretary Priti patel wants to start turning back at sea some boats carrying migrants across the English Channel. The so called � pushback� tactics would only be used in limited circumstances. But the french authorities believe they would be dangerous and a breach of international martime law. Then we would be blamed for that, so it sounds good pushing them back, but it� s not going to work in practice. Camped out around the beaches of northern france, there are hundreds of migrants waiting to make the crossing in search of a better life in the uk. In july the government agreed to pay the french an extra £54 million to step up patrols and tackle People Smugglers. But france has said britain Turning Boats back at sea would be dangerous, foolish and illegal and for the union that represents Uk Border force staff, that means the government� s plan is a nonstarter. The key to this, it does require that the french cooperate. You can� tjust turn about back let it go, you have got to turn it back into a Receiving Boat from the other country. If the french will not receive them, we are not going to turn anyone back. But the government and its supporters say the uk needs to use every possible tactic available to stop people smuggling. Drastic action is required and i am sure that Home Office lawyers, Foreign Office lawyers, they have really looked at this carefully and they have decided that it is perfectly legal. So we will see what happens. Whether it stops the flow of illegal crossings, i am not sure it will. As we head into autumn and the recent period of good weather and calm seas comes to an end, the number of migrants risking the journey will go down. The hospital has now closed but relatives say their questions and distress at the time were ignored and one mother has called her son� s death a scandal. Helena wilkinson reports. Joanna baillie had a learning disability, Autism And Sleep apnoea. Her parents said she was happy and fun loving. In 2018, joanna was found unresponsive at Cawston Park hospital. She hadn� t been checked for two hours the night she died, despite 30 minute checks being in her care plan. There was no attempt to resuscitate her. It makes me feel very angry. I feel if they had done what they should have done, if they had cared forjoanna as they should have done, she might have been alive today. The norfolk safeguarding Adults Review found there were significant failures at the hospital in the Care Ofjoanna and two other patients who also died. The report highlighted concerns over unsafe grouping of patients and excessive use of Restraint And Seclusion by unqualified staff. The number of people in hospital with covid has increased from 391 to 883, and those in Intensive Care from 44, to 82. The government is considering whether it should be compulsory for frontline nhs workers in england to be vaccinated against covid 19. Some unions are warning the move would lead to more staff shortages but the government believe itS Essential to protect vulnerable patients. Social Care Minister helen whately told Bbc Breakfast that Care Homes workers should be double vaccinated so, we have a policy that weve already legislated for. That is to require those working in Care Homes, and on the premises, to be doubly vaccinated. And thats because weve seen through the pandemic that those in Care Homes are the most vulnerable to covid, the most at risk of dying from this disease. And, yes, a vast, vast majority of residents in Care Homes have been doubly vaccinated, but we know that though the vaccine is very effective, its not perfect, there is still a risk of getting covid, particularly for those most vulnerable residents. And so, what were doing, i think, has to be the right thing, which is to give those residents the maximum protection and that means staff looking after those vulnerable people should be vaccinated.
