Boats carrying migrants across the English Channel from france could be turned back at sea, in new tactics authorised by the Uk Home secretary, Priti Patel. The move is set to be opposed by the french authorities, who describe the technique as dangerous, foolish, and a breach of maritime law. Now Priti Patel plans to use so called Pushback Tactics to force boats back into french waters in limited circumstances, and only when its considered safe to do so. Its a technique thats controversially being used by the australian authorities, who towed migrant boats back to indonesia, saying it helped restore the integrity of their borders. Critics claim its damaged the countrys reputation. The British Government says it needs to use every possible tactic at its disposal to tackle the vile trade in People Smuggling, and Border Force Staff are already being trained. The french government believes the technique is dangerous and against international maritime law. The Home Office, though, has taken legal advice suggesting otherwise but its likely to strain the already tense relations between britain and france further. Many people working in the nhs say they are seeing the type of pressure they would see normally in the winter but over the summer months. To give you an idea of what is happening on the ground, we can look at ambulance waiting times. So it shows there has been some progress, efforts to try to tackle those Waiting Lists, they have fallen a bit for those waiting more than 52 weeks, but it has gone up a bit for those waiting 80 weeks. But there is this concern about missing 8 Million patients who havent yet come forward for treatment during the pandemic. There is concern if they start to come forward for treatment, that could push up Waiting Lists to may be 13 Million. And the Prime Minister has this week said that Waiting Lists could actually get worse before they get better. And we have heard a lot this week about funding for the nhs going forward for the next six months and for the next six months, it has been given 5. 4 billion extra to tackle the Waiting Lists and deal with covid. The Dup Leader Sirjeffrey donaldson has signalled that his party leave the Power Sharing Arrangement in the the northern Ireland Assembly and trigger an election within weeks if their demands over changes to post Brexit Trading arrangements are not met. That might not have an immediate practical effect, but it is signalled the dup are toughening their stance on the protocol and it is going to affect the way politics here operates quite profoundly. Yes, what the system is doing, and Facebook Kind of admits this, it is trying to optimise for people actually clicking on the ads, serving the advertisements to people that they think are likely to want those jobs, are likely to click and open those ads. But,. I put it to the campaign, in the past, Nursery Nurse ads may have in placed in womens magazines, but she pointed out to me that men could still buy those magazines and look for those jobs if they wanted to, where as this is happening, kind of visibly. From the Point Of View of advertisers, what they are trying to do, is get their ads are seen by people who want them. I suppose they would say, what is the point of might Nursery Nurse ads being seen by an elderly man in West London who is never going to apply. What we are seeing is the entire mechanism of online Advertising Building in those existing biases. Facebook say, in particular the charge about being sexist, what do they say . To the first element of having accepted targeted ads that were discriminatory, they say they are changing that policy, they will bring in the same policy as in the United States and canada to other countries. 0n the other one, they will only say they are looking at this. I think that they are indicating is that this is a huge problem for the entire online industry. The entire promise of online advertising is you get targeted advertising, you get ads seen by the people who are most likely to want to see them. But that reflects societys biases. Or a futile expense that distracts from the urgency of Slashing Co2 Emissions . In 2017, we celebrated a pioneering moment. In a promotional video, a swiss Start Up announce the opening of the largest direct Air Capture and Storage Plant in existence. In a partnership with an icelandic company. Powered by geothermal energy, the plant consist of four units made up of two metal boxes. These suck Carbon Doixide directly from the air and sends the product deep underground. Where it gradually turns into rock. Storing Carbon Underground can be done at a massive scale and it is really reliable to store that Carbon Underground, two, four km, where it can stay for millions of years and be safely monitored so we know exactly where it is. Direct Air Capture is one of the few technologies extracting Carbon Dioxide from the atmosphere. Its supporters say its vital to limit global for causing more heatwaves, floods and wildfires. Sceptics point out the Climate Crisis is worsening because of the burning of fossil fuels, these need to be cut. Last year, emissions totalled 35 point billion tonnes, this plant will remove just 4000 tonnes of that in a year. Thats the equivalent ofjust 800 cars. Its so far been a completely failed technology, and there are much better out there. This is a kind of very, very high end solution. Direct Air Capture is at the Cutting Edge of climate technology, but due to their cost, there are only 15 such plants worldwide. Simonjones reports. More than 1,500 migrants have reached the uk by boat this week alone. Britain says the numbers are unacceptable france, unsatisfactory. A meeting between the Home Secretary and her french counterpart, gerald darmanin, yesterday was described as constructive, but failed to agree new measures to prevent the crossings. Now Priti Patel plans to use so called push back tactics to force boats back into french waters in limited circumstances, and only when its considered safe to do so. Its a technique thats controversially being used by the australian authorities, who towed migrant boats back to indonesia, saying it helped restore the integrity of their borders. Critics claim its damaged the countrys reputation. The British Government says it needs to use every possible tactic at its disposal to tackle the vile trade in People Smuggling, and Border Force Staff are already being trained. The french government believes the technique is dangerous and against international maritime law. The Home Office, though, has taken legal advice suggesting otherwise but its likely to strain the already tense relations between britain and france further. Simon jones, Bbc News. 0ur Correspondent in calais, nick beake, said the Uk Governments plans have received a less than warm welcome from their french counterparts. These are all questions we dont know the answers to, but certainly in broad terms the french think this is an inhumane way of dealing with the problem, to use the language of their Interior Minister, who met Priti Patel yesterday. And, from their perspective, they say they have already kept their side of the bargain, as it were, and they claim that in the course of this year they have intercepted about half of the small boats that have set off from these shores. That means around 10,000 people have been intercepted and returned to french soil. And the idea that maybe in the coming weeks and months that the Uk Government would withhold some of the £54 million pledged to double patrols here in france, they think that is completely unfair and they said this agreement was never based on a performance related clause, the Money Wouldnt be given dependent on results, so the french i think are pretty unhappy about this. But, you know, its worth pointing out, as youve been saying, this is something which has emerged in the newspapers rather than a big announcement made with great fanfare from the British Government. Mps in the uk have approved the governments plan to increase national insurance contributions to fund health and social care in england. The proposal passed comfortably with a majority of 71 votes. Borisjohnson says it will raise £12 billion a year. Labour voted against the plan and says working people will be hit hardest. The government is starting a six Week Consultation on whether it should be compulsory for Nhs Staff in england to be vaccinated against Covid 19. Under the plans, Front Line workers and care Home Staff would also need to get flu jabs. Some unions are warning it will lead to a Staff Shortage but the Health Secretary Sajid Javid says getting both jabs protects vulnerable patients. These comments have been echoed by the social Care Minister Helen whatley. So, we have a policy that weve already legislated for. That is to require those working in Care Homes, and on the premises, to be doubly vaccinated. And thats because weve seen through the pandemic that those in Care Homes are the most vulnerable to covid, the most at risk of dying from this disease. And, yes, a vast, vast majority of residents in Care Homes have been doubly vaccinated, but we know that though the vaccine is very effective, its not perfect, there is still a risk of getting covid, particularly for those most vulnerable residents. And so, what were doing, i think, has to be the right thing, which is to give those residents the maximum protection and that means staff looking after those vulnerable people should be vaccinated. Weve had the latest figures on the Nhs Backlog caused by the pandemic. A record high 5. 6 million patients were waiting for routine operations in england injuly. 293,000 have been waiting more than a year, which is down on the previous month but still far higher than Pre Pandemic levels of under 2,000. 7,980 patients waiting more than two years for routine operations and treatment. And its also worth remembering, and i think this is an important context to have in mind, we have Covid Patients in hospital, we cant get through other procedures. 50 if someone is in hospital with covid, a typical length of stay might be two or three weeks. If they are on a bed, we could have treated between nine and ten Cancer Patients in that time. So that gives us some idea of what it means to be dealing with covid and the backlog. But trust are working incredibly hard. They are doing innovative things, things like super saturdays, where hospitals are doing many, many of the same procedures all at the same time when their Operating Theatres are clear for them to do that, so they are thinking creatively about how they can get through this backlog, with staff going the extra mile. And i think that thats where they would like to focus, but the consultation is out there and i think its really important that we reflect the range of use and understand what works in practice to get those Vaccination Levels up. The Dup Leader Sirjeffrey donaldson has suggested his party could leave the Power Sharing Arrangement in the the northern Ireland Assembly and trigger an election if their demands over post Brexit Trading arrangements are not met. He said that his party was seeking to challenge the legality of checks on goods moving between great britain and Northern Ireland that were introduced after the uk left the eu. Unionists strongly oppose this part of the Brexit Deal known as the northern Ireland Protocol, which in effect has resulted in what unionists see as an economic border within the uk. And that was the result of a deal between london and brussels to basically avoid the need for checks on the [and border with the irish republic, but unionists have been pointing to the fact that its unbalanced, in their view. He has said that unless action is taken on the protocol within weeks, unless his partys concerns about the protocol are addressed, well, then in his words that could be a need to refresh the partys mandate. That would mean them leaving the Power Sharing institutions, triggering an early election to the Stormont Assembly. An election is due next may anyway. What sirjeffrey is also going to do immediately is pool out dup ministers from regular meetings with their counterparts in dublin, which are held under the terms of the good Friday Peace agreement, which is a Key Agreement in the peace process. So, that might not have an immediate practical effect, but it is a signal that the dup are toughening up their stance on the protocol and that it is going to affect the way politics here operates quite profoundly. So we will be working with all of those that are trying to make a success of this, which includes all the statutory agencies but also those small Youth Organisations are doing such good work locally. And often that work is communal, small scale, disjointed, its not got the money behind it that makes this possible to succeed. And it does need that national plan with the backing from the top. You know, the Prime Minister said not long ago he wanted to fight the head of the snake of county lines. That cant be right and we have to look at ways to prevent that. So, on all these fronts and many more, how we can actually get to support those kids, inevitably it will be about having people who are on their side and who are looking to work with them and inspire them, Youth Workers which we know have been depleted over recent years, so they can really make, you know, trusted relationships with those kids and have positive activities going on that they can take part on. This has been hosted by a charity and a charitable trust to have done many of these things for decades. We will be looking to learn from them and many more and really put together a collective case for how this can be done, to government and other agencies, too. The number of people in england waiting to start routine Hospital Treatment has risen to a new record high, as a result of the Nhs Backlog caused by the pandemic. A record 5. 6 million patients were waiting for routine operations in england injuly. 293,000 have been waiting more than a year, which is down on the previous month but still far higher than Pre Pandemic levels. Nearly 8,000 patients waiting more than two years for routine operations and treatment. Saffron cordery, deputy chief executive of nhs providers, which represents hospitals and other nhs trusts in england, gave her reaction to the record high number. The 5. 6 million, the highest ever Waiting List that weve seen, and i think that demonstrates the real operational pressure that the Front Line nhs is under and i think within that the figures that look at those who have been waiting for longer than 52 weeks, so longer than a year, is at nearly 300,000, and that has just increased exponentially over the period of the pandemic. And it demonstrates the significant impact of this seismic event, which is the pandemic, which built on an nhs which was striving to get through as many procedures and operations as possible, but was really struggling Pre Pandemic as well. So i think what weve got is this scenario where we need to be able to focus now as heavily as possible on getting through that backlog of care, but thats made it incredibly difficult when weve got of care, but thats made incredibly difficult when weve got rising numbers of Covid Patients coming through the front door. So what is being done to work through that backlog . Are hospitals and other health centres now operating at full capacity . Well, they are operating at covid full capacity, rather than Pre Pandemic full capacity. There are huge constraints on the number of procedures and also, you know, the processes of Infection Protection and control, the levels of staffing needed in covid, the need for social distancing, it does pullback on the number of procedures that can be carried out. And its also worth remembering, and i think this is an important context to have in mind, we have Covid Patients in hospital, we cant get through other procedures. So if someone is in hospital with covid, a typical length of stay might be two or three weeks. If they are in a bed, we could have treated between nine and ten Cancer Patients in that time. So that gives us some idea of what it means to be dealing with covid and the backlog. But trusts are working incredibly hard. They are doing innovative things, things like super saturdays, where hospitals are doing many, many of the same procedures all at the same time when their Operating Theatres are clear for them to do that, so they are thinking creatively about how they can get through this backlog, with staff going the extra mile. Staff have seen 3 Million attendances at A E departments in may and june. Ambulance crews have answered nearly 2 Million calls on the same period. Cardiac arrest took an average of eight and a half minutes to attend, instead of the seven minute target. Nearly 10 are having to wait more than a quarter of an hour and if you look at category two calls, these are emergencies dealing with Heart Attack and strokes, on average they were attended in nearly 39 minutes. The target is 18 minutes. And actually 90 of patients were waiting an hour and 24 minutes. There has been a marginal improvement in august compared to july, but these are still some of the longest waits on record. Nhs england have said, despite the pressure, they are carrying out millions more tests and treatments, whilst also still seeing Covid Patients. You were referring to this new health and social Care Levy mps voted in favour of increasing national insurance and over the next three years that could create £36 billion. The majority of that being spent on the nhs, but no details on the targets on how you might bring down the Waiting Lists and more details about how you boost the workforce because, as you say, there are vacancies there that clearly need to be filled. There is talk of a lot more work looking at innovations, so Saffron Cordery was talking about Saturday Clinics for surgery to try to do many more at the weekends, theyre using artificial intelligence, more use of robots and surgery to try to speed up robots and surgery to try to speed up recovery time of patients, all these things are going to be really important because experts have said its notjust money on thats needed, i really thought out plan is also going to be needed to get through. An independent review has found significant failures at a private hospital in norfolk, where three adults with learning disabilities died. Among other things, the 95 Page Report highlighted the use of excessive restraint and over medication of residents atjeesal Cawston Park. The hospital has apologised to the families of those who died , who were all aged in their 30s. Margaret flynn, who was commissioned by Norfolk Safeguarding Adults Board to write the report, said a number of failures had been highlighted current provision across all agencies has failed to deter or prevent these tragedies. The Safeguarding Board has very few powers. It can investigate, it can inquire, rather, it can make inquiries, but this is a whole System And Safeguarding is just one very small part of the whole system, so we do want all levels of organisations to be held to account. The Home Secretary, Priti Patel, is preparing to personally approve individual operations to push migrant boats back into french water. The uk Border Force is in the final stages of training to use the highly controversial tactic albeit in limited legal circumstances. The move is set to be opposed by the french authorities, who describe the technique as dangerous, foolish, and a breach of maritime law. Officials warn it could have a negative impact on uk french cooperation. So far, more than 12,600 migrants have made thejourney from france to the uk. 1,500 migrants have crossed the English Channel so far this week. It comes as a deal was struck injuly for uk to pay france £54. 2 Million to tackle crossings. Priti patel has threatened to withhold the money, due to the number of crossings taking place. Simonjones reports. More than 1,500 migrants have reached the uk by boat this week alone. Britain says the numbers are unacceptable france, unsatisfactory. A meeting between the Home Secretary and her french counterpart, gerald darmanin, yesterday was described as constructive, but failed to agree new measures to prevent the crossings. Now Priti Patel plans to use so called push back tactics to force boats back into french waters in limited circumstances, and only when its considered safe to do so. Its a technique thats controversially being used by the australian authorities, who towed migrant boats back to indonesia, saying it helped restore the integrity of their borders. Critics claim its damaged the countrys reputation. The British Government says it needs to use every possible tactic at its disposal to tackle the vile trade in People Smuggling, and Border Force Staff are already being trained. The french government believes the technique is dangerous and against international maritime law. The Home Office, though, has taken legal advice suggesting otherwise but its likely to strain the already tense relations between britain and france further. Simon jones, Bbc News. Our correspondent in calais, nick beake, said the Uk Governments plans have received a less than warm welcome from their french counterparts. These are all questions we dont know the answers to, but certainly in broad terms the french think this is an inhumane way of dealing with the problem, to use the language of their Interior Minister, who met Priti Patel yesterday. And, from their perspective, they say they have already kept their side of the bargain, as it were, and they claim that in the course of this year they have intercepted about half of the small boats that have set off from these shores. That means around 10,000 people have been intercepted and returned to french soil. And the idea that maybe in the coming weeks and months that the Uk Government would withhold some of the £54 million pledged to double patrols here in france, they think that is completely unfair and they said this agreement was never based on a performance related clause, the Money Wouldnt be given dependent on results, so the french i think are pretty unhappy about this. But, you know, its worth pointing out, as youve been saying, this is something which has emerged in the newspapers rather than a big announcement made with great fanfare from the British Government. Theres been plenty of reaction to this. The tactic has never been used in the English Channel but it has been used in the mediterranean and they say they would be surprised if it is used at all. Under the plans, Front Line workers and care Home Staff would also need to get flu jabs. Some unions are warning it will lead to a Staff Shortage but the Health Secretary, Sajid Javid says getting both jabs protects vulnerable patients. These comments have been echoed by the social Care Minister Helen whatley. So, we have a policy that weve already legislated for. That is to require those working in Care Homes, and on the premises, to be doubly vaccinated. And thats because weve seen through the pandemic that those in Care Homes are the most vulnerable to covid, the most at risk of dying from this disease. And, yes, a vast, vast majority of residents in Care Homes have been doubly vaccinated, but we know that though the vaccine is very effective, its not perfect, there is still a risk of getting covid, particularly for those most vulnerable residents. And so, what were doing, i think, has to be the right thing, which is to give those residents the maximum protection and that means staff looking after those vulnerable people should be vaccinated.
