Medical workers in the western afghan city of herat say three people have been shot dead when the taliban opened fire on a protest. It comes as the islamist group announced a Caretaker Government, more than three weeks after they ousted the afghan president and took control of most of the country. The head of the interim cabinet is this man mohammad Hasan Akhund Who also happens to be on a un terror Sanctions List. Earlier, hundreds of protesters, many of them women, also took to the streets of the capital, kabul. They were met with Warning Shots from the taliban. Secunder kermani reports from kabul. Death to pakistan, the crowd chant. Theyre furious at what they believe is the countrys support for the taliban, including, they allege, in taking over panjshir, the last province to be captured by the group. Translation pakistan has| directly attacked our country. We dont want pakistan to announce the government here. Afghanistan is a free country. We women and men are not the same as those 20 years ago who were being whipped into submission. But pakistan says the taliban are afghan, its got nothing to do with them. Translation | accept. The taliban are afghans, but behind them is pakistan. They gave them this ideology. Pakistan says it has always worked for peace in afghanistan. Taliban members initially appeared to allow the protesters to march through the city. This is the biggest challenge to the Talibans Authority that weve seen so far, and its not coming from a militia force. Its coming from peaceful protesters, from both women and men. And amongst the protesters, some not afraid to directly criticise the group. Translation we demand freedom of speech, democracy, national resistance against the taliban. Arent you afraid . We are not afraid of death. We are the young i generation, and we bring the bud of freedom. I our voices will make history. At a taliban press conference, the group rejected what they termed propaganda about pakistans influence. This evening, they finally announced their new government, naming Mullah Obaidullah emir, or Supreme Leader of the country, Mullah Hasan Akhund as caretaker Prime Minister, and sarajuddin haqqani, wanted by the fbi, as minister of interior. Theres no women in the cabinet. What message do you think that sends out . Translation we havent | announced all the ministries and deputies yet, so its possible this list will be extended. Back at the protest, convoys of taliban vehicles made their way to the site. Eventually, fighters fired shots in the air to disperse the crowd. Dissent is not something the taliban is used to. Secunder kermani, Bbc News, kabul. Earlier i asked raihan ismail, a senior lecturer in Islamic Studies at the Australian National University to explain what is Sharia Law. Sharia law is supposed to govern all aspects of human life, a simple definition would be, it is meant to govern all aspects of human life, and regulate all human actions, but as you have correctly pointed out, it is quite complex to talk about Sharia Law, the different categories, so it would generally be divided by scholars into four categories, the first deals with personal acts of worship, prayers, fasting, the second category will look at civil matters, for example islamic finance, and how to regulate the Banking System for instance, the third category deals with personal laws, and here we are looking at divorce, marriage, inheritance and the final category is where it gets a bit controversial, because It Islamic Criminal Law can be seen as quite repressive. The overwhelming majority of muslim countries dont actually implement islamic Criminal Law. The last point is interesting because it is a matter of interpretation, isnt it, in different countries and different people, interpret it differently. Absolutely. When we look at how Sharia Law is interpreted, it depends on the different schools of thought, and cultural elements play a role as well in understanding the local interpretations of islam, and there are so many examples of how islam in one country or Sharia Law in one country is interpreted differently from other countries, but one thing that i would say as well, Sharia Law, you have different religious institutions propagating different interpretations because they argue that Sharia Law is not static and needs to respond to changing circumstances within the broader community. Lets get some of the days other news. Leaders of a pro Democracy Group which organises hong kongs annual vigil to remember those massacred in Tiananmen Square have been arrested. Chow hang tung, the Vice Chairwoman of the Hong Kong Alliance in support of patriotic democratic movements of china, was detained at her office. Three other Standing Committee Members were also arrested. Canadas Prime Minister, justin trudeau, has been hit by gravel thrown by protesters during a campaign stop. He was returning to his bus after visiting a brewery when he was pelted with gravel although, he wasnt injured. The governor of texas, greg abbott, has signed into law an overhaul on Voting Rights that introduces sweeping changes to ways texans can cast ballots. The bill marks a bitter defeat for democrats, who had fled the state injuly in an effort to prevent it from passing. The law includes a ban on 24 Hour Polling places and adds Id Requirements to vote by mail. Two men are in custody following an Armed Robbery on a Bulgari Store in paris. Three suspects fled in a car while the others escaped on scooters. One of the men was later arrested after he was shot in the leg by police. The gang made off with around 12 Million in jewellery. In a unanimous ruling, the court ordered the Northern State of coahuila to decriminalise abortion. Its a move likely to set a precedent across mexico. Women who were jailed for having abortions are to be released immediately. Mariana ardila is a feminist lawyer from the organisation womens link, an International Ngo which uses the power of the law to advance the rights of women and girls. Shejoined me from bogota in colombia to discuss the importance of the ruling. The first time that the Supreme Court of mexico rules on the constitutionality of Criminal Position on abortion is a step forward for mexican women but for Latin American women. Latin america is naturally in eliminating the use of Criminal Law to regulate abortion. How surprised were you with this decision . Well, mexico is in a very consistent trend, since 2007, since mexico started to decriminalise abortion so it is the consolidation of a trend, and a little step further, because in this ruling the Supreme Court says, well, you cannot use extensively Criminal Law to regulate abortion. You have to allow women, at least in the early stages of the pregnancy to be able to make decisions of their own, without fear of jail. What effect do you think this will have on the region, countries outside mexico . I think it is part of the trend that i was mentioning. I think that it should be a clear sign to the constitutional court of colombia, which is about to rule on a claim, on more or less the same line, that we should eliminate the use of Criminal Law to regulate abortion. Going back to mexico, what about the Public Opinion here . Is this something that is broadly supported or will it be conservative catholic households uncomfortable with this . Abortion is always a controversial topic, i but studies have shown that the criminalisation of abortion after the 12th week of pregnancy, in mexico city, Public Opinion has more and more started to see that this is not about abortion being good or bad, than it is your personal opinion, but it is how we protect women from dying from unsafe abortions and from being injail. In the last few hours, the father of Britney Spears has petitioned a Los Angeles Court to end the pop singers 13 year conservatorship. The superstar has been under conservatorship since 2008, which means she has not been in charge of decisions concerning her life, career and assets. Lets get the latest from our correspondent David Willis in Los Angeles. Just bring us up to speed with what has happened. This just bring us up to speed with what has happened. Just bring us up to speed with what has happened. This is to ut it what has happened. This is to put it mildly what has happened. This is to put it mildly surprising what has happened. This is to put it mildly surprising move. J put it mildly surprising move. Jamie spears, Britney Spears father has filed a petition with the court here in Los Angeles not only to relinquish his financial control over Britney Spears 60 Million Personal Fortune but also for the conservatorship, this strange arrangement normally used for those who are elderly or infirm or in some way unable to exert proper control over their finances, to exert proper control over theirfinances, to be brought to an end, and he has consistently claimed, jamie spears, throughout the 13 years that the conservatorship has beenin that the conservatorship has been in place, that there was no justification for him Standing Nojustification for him standing down. Then, no justification for him standing down. Then, last month, after a lot of pressure, he announced that he would be standing down at some point in the future, but gave no particular timetable for it. He was also reportedly seeking a negotiated settlement. Some reports suggested 2 million, in order to relinquish its control over Britney Spears life, but now has come this petition and Britney Spears, i think, will be very pleased with this, not to mention her legions of fans. Legions of fans. What is the kind of rough legions of fans. What is the kind of rough Timetable Legions of fans. What is the kind of rough timetable has macro nothing has actually changed as of right now, this was a petition, so what is due to happen . Was a petition, so what is due to happen . There was a hearing that was due to take place in three weeks time which, it was expected, jamie spears, Britney Spears Father Wood relinquishes control over her affair, and Wood Relinquishes control over heraffair, and in doing Wood Relinquishes control over her affair, and in doing so would give Britney Spears unfettered control over her life, herfinances and her health treatment. It would be something that fans have been campaigning for, for many years, some claiming, it was seen with some accuracy, that Britney Spears was being held against her will under the terms of this arrangement. We will watch terms of this arrangement. We will watch to terms of this arrangement. We will watch to see what happens next. Thanks, david. Stay with us on Bbc News, still to come. The taliban have announced their new government in afghanistan. There are no women and their new Prime Minister is on a un terrorism Sanctions List. Earlier, taliban fighters fired shots into the air to disperse protesters in kabul. Hundreds of demonstrators took to the streets, many of them women. Every week at this time we Take A Look at Climate Change. Well bring you a different story each week with implications for our planets future. Today were focusing on Carbon Dioxide the primary Greenhouse Gas and one of the main drivers of Climate Change. 250 years of industrialisation and Burning Fossilfuels have pushed C02 Levels to record heights warming our planet by more than one degree. Lets Take A Look. So, what else can we do . Well, one answer is to stop c02 from entering the atmosphere in the first place. Carbon capture, Use And Storage is effectively Climate Change in reverse, taking Carbon Dioxide out of the air, or directly from major sources like Power Plants and factories, and using or storing it on a massive scale. There are many techniques to do this, creating c02, which can be used industrially. For example, to make Building Materials or to be pumped into deep underground reservoirs and trapped, possibly for millions of years. But, with just 0. 1 of emissions currently captured and stored, a massive scaling up is needed. To hit ipcc targets, we would need to see at least a 100 fold increase. Well, the slow uptake is a big reason why ccs has its critics one recent report saying it has a history of over promising and under delivering. Lets Take A Look at an online spoof on the subject. As things fall apart and calls grow for us to urgently reduce our emissions, weve come up with a pr campaign, and technology that makes us look like climate heroes, whilst doing sweet nada. Introducing Carbon Capture and storage. Stuart hazeldean is the worlds first professor of Carbon Capture and storage and one of the key driving forces behind establishing ccs in the uk and worldwide. Hes based at Edinburgh University in scotland. Thank you for coming on the programme. Mi; thank you for coming on the programme thank you for coming on the rouramme. G ,. , ~ programme. That was obviously an online spoof, a joke, but i you. That was obviously an i online spoof, a joke, but what there some truth to it s it there some truth to it s it depends if you like your Glass Half full or half empty. As you outlined in your introduction, Carbon Capture and storage is an Essential Item if we are going to try to tackle Climate Change, and the immense increase of Carbon Dioxide that humans are putting in the atmosphere and Carbon Capture and storage is one way of trapping it and preventing it entering atmosphere and storing it back on the ground where the carbon came from. Although the detractors often usually dont mention it, there are actually multiple tens of Carbon Dioxide Capture And Storage projects which run routinely Around The World for the benefit of cleaning up Natural Gas when it is extracted from the ground or the benefits of cleaning up oil when it is extracted from the ground, and also, maybe ten projects designed to do that for climate purposes, and it is quite true that some of those ten have not worked to their full extent, but they have worked, and we have, people have learned, engineers, how to do that better, and the next projects will be better and better each time, the same way as with any new technology. Those numbers are still really small. Speaker matter and that is a real problem for everybody involved is a real problem for everybody involved is a real problem for everybody involved involved involved in trying to promote involved involved in trying to promote the involved involved in trying to promote the advantages i involved involved in trying l to promote the advantages and essential nature of Carbon Capture and storage that we are not seeing governments come forward to help position Carbon Capture and storage and give Support And Subsidy to the first building of Carbon Capture and storage to get that Building Rate up to where it needs to be. Building rate up to where it needs to be. ,. ,. , needs to be. You are calling on all governments needs to be. You are calling on all governments to needs to be. You are calling on all governments to further i all governments to further increase subsidies for this technology. In increase subsidies for this Technology Increase subsidies for this technolo . . , technology. In effect, you have to start off technology. In effect, you have to start off with technology. In effect, you have to start off with a technology. In effect, you have to start off with a subsidy, i to start off with a subsidy, like any new technology whether it is Wind Power or solar power, or whether it is clean up power, or whether it is clean up of carbon burning, the first projects usually have to be subsidised to get them built, to get the Cost Down and reliability up, and the uk, europe, the us, australia, canada, developed economies need to do that worldwide because they have got their deep pockets to do those tests and have done many of those tests, and we are position now where Carbon Capture and Storage Technology has been shown to work in many countries Around The World, but it needs to become much more routine. How big and useful could it be, when the numbers are so small at the moment it does not making a real dent, but could it be something that is widespread enough that we could relax in other areas . I widespread enough that we could relax in other areas . Relax in other areas . I think ou relax in other areas . I think you would relax in other areas . I think you would need relax in other areas . I think you would need to relax in other areas . I think you would need to do i relax in other areas . I think you would need to do all i relax in other areas . I think you would need to do all of| you would need to do all of these things because we have such a giant problem with Climate Change, and the amount of Carbon Dioxide going into the atmosphere. So, first of all, you need to become much more efficient in the way we use energy, to use less Fossil Energy and have less Carbon Dioxide emitted. You need to switch from Fossil Energy into renewable generation for electricity and heat, and you also need to clean up Carbon Dioxide from injury industry, from making hydrogen, and from the processes which produce steel, cement or paper, and from the Climate Models which are now run which, and humans have left this for so long that we need to recapture some Carbon Dioxide from the air, by machines sucking Carbon Dioxide out of the air, and storing back underground as well, so all of these things will be necessary and we are now teetering on the edge of how to get to the slightly more difficult and expensive stage with full scale Carbon Capture and storage. I with full scale Carbon Capture and storage with full scale Carbon Capture and storage. I received. On the limited time and storage. I received. On the limited time remaining, and storage. I received. On the limited time remaining, power| limited time remaining, Power Plants, could we have a system where all Power Plants are essentially carbon neutral or Carbon Negative . The machines for sucking Carbon Negative . The machines for sucking carbon Carbon Negative . The machines for sucking carbon out Carbon Negative . The machines for sucking carbon out of i Carbon Negative . The machines for sucking carbon out of the i for sucking carbon out of the air are slightly different to the machines which stop Carbon Dioxide going from a gas fuelled Power Plant into the air, but both of those can be built, both of those operate and the important thing, of course, to stop burning coal, to Fit Gas fuelled Power Plants with Carbon Capture and storage and to also reduced the use of those by Building Renewable Energy as much as possible, because we also know that storing Carbon Underground can be done at massive scale and it is really, really reliable, to store that Carbon Underground, up store that Carbon Underground, up to four kilometres underground where it can be safely and securely monitor so we know exactly where it is. You only have ten seconds for this answer, but we have the climate get together cop26 coming up. Do you think this technology will be at the forefront of that or do you think actually that it will be overlooked s Speaker Matter i dont think it will be overlooked, because there is a group of the main Energy Ministerfrom the 12 group of the main Energy Minister from the 12 leading industrial countries of the world. ,. , j~ , industrial countries of the world. ,. , jun. , world. They have 8096 of i emissions and 11 out of those 12 have strong Carbon Capture and storage policies which have come apart in the last 2 4 years, so there has never been greater enthusiasm for it, but whether it gets specifically named or not at cop26 is not really necessary but it is part of this general moved from all of this general moved from all of the industrial countries to become very serious about decarbonising Electricity Generation and decarbonising electricity. Very quiet on the Weather Front out there right now and quite warm too, after a hot tuesday for some of us. Heres a reminder of the temperatures we had on tuesday in a selection of places. These are the hotspots up to 31 degrees in one or two spots in wales, close to 30 in many other areas, for example, across the midlands. And wednesday is going to be another hot one, with tons of sunshine on the way. But we are starting to see a breakdown of this sunny weather in the far southwest of the uk. Theres just the possibility of some showers early in the morning in cornwall, maybe even the Odd Crack of thunder. But for many of us, its sunshine right from The Word Go and warm 17 degrees in the morning. Now, the reason the weathers going to be changing over the next 26 hours or so is this low pressure which is approaching us. In fact, you can see itjust on the bottom of the screen there. Showers and thunderstorms are expected to creep, gently creep into southwestern parts of england and wales. They wont make much progress during the course of wednesday. In fact, by the afternoon, theyre just into southern wales, just across the west country, maybe a shower possible in northern ireland. But look at the weather across the rest of the uk hot and sunny. I wouldnt be surprised if temperatures hit 30 degrees once again on wednesday. Now, even through the evening on wednesday, you can see these showers just about moving a bit further north into the midlands, into central, southern england, many of us remaining dry. But a risk of downpours certainly possible, and that risk will continue into thursday because this low pressure will come closer. Its going to park itself over us. The winds will be light in the centre of this low pressure, and that means that these showers circling the low will be slow moving, so the possibility of long lasting downpours and even some Flash Flooding across parts of wales and england. Some eastern areas may escape the worst of the showers. And here, still a little bit of warmth left, maybe 26 in hull, 25 in norwich, but out towards the west, were talking about temperatures maybe not even making 20 celsius on thursday. So the hot spell will come to an end on thursday for all of us. And you can see in the outlook the temperatures come the weekend will be barely making 20 degrees across many parts of the uk. Thats it from me. Bye bye. This is Bbc News. The headlines. The taliban have announced a Caretaker Government in afghanistan more than three weeks after taking control.
