Families likejune s will be able to hang on to more of their money before they start paying for care. For people like mum, its too late. Shes given everything shes got, so what happens to the people. Who are in the system that have gone well beyond that cap now . Scotlands First Minister outlines her Governments Programme. Shes determined to pave the way for a new Independence Referendum. The taliban Fire Warning shots to disperse protesters in the afghan capital as a new government is announced. Police scotland admits failures in its Call Handling System materially contributed to the death of a young mother who lay undiscovered in a crashed car with her partner for three days. And division on the Shetland Isles about how to save the planet, while also keeping The Lights On. Good evening. A plan for the future of Social Care in england, alongside a boost to nhs spending, has been announced by the Prime Minister. It will mean the introduction of a new health and social Care Tax, breaking a conservative Election Manifesto Pledge not to raise taxes. The new tax will raise £36 Billion over the next three years. So, from april next year, national insurance rates will increase by 1. 25 for all working adults in the uk, including older workers, an amount matched by their employers. The Tax Rate on Share Dividends will also rise by 1. 25 . So, what does all this pay for . As far as Social Care goes, anyone in england with assets less than £20,000 will have their Care Costs fully covered from october 2023. And Those with assets between £20,000100,000 will receive state support, but it will be Means Tested. And from october 2023, no one starting care in england will pay more than £86,000 on personal care across their lifetime. The changes will only apply in england. Scotland, wales and Northern Ireland have separate arRangements for Social Care, but they will receive more than £2 billion a year in extra health and social Care Spending. Heres our political editor laura kuennsberg. Even most of the cabinet were in the dark. Good morning, sir. Happy to be raising taxes and breaking promises . Until this much anticipated plan emerged at this morning into the bright light. There were some polite objections behind closed doors, but no straying from perfect manners for the cameras. Im happy to support borisjohnson, who is a wonderful Prime Minister. Even though borisjohnson s breaking a promise, raising a tax to catch up after covid and pay for Social Care. We must now help The Nhs to recover, to be able to provide this much needed care to our constituents |and the people we love, and we must| provide the funding to do so now. We will also fix the Long Term problems of health and Social Care. A low Tax Party . Well, its being hiked on millions of workers and business in what will become a specific charge on your pay to raise 36 Billion over three years. From next april, we will create a new uk wide1. 25 health. And social Care Levy on earned income. | he says covids the catalyst, even though care was creaking long before. I will be honest with the house, yes, i accept that this breaks i a manifesto commitment, which is not something i do lightly. But a global pandemic was in no ones manifesto, mr speaker. The new promise that no one in england will find themselves in sharons position. Desperately worried shell have to sell the Family Home in stockport, she does her best to look after her mum jean, whos but before too long, shes likely to move into expensive residential care. Its the hardest thing in the world, when someone doesnt know who you are and youre right in front of them. My mum is ready for a residential home, a Care Home. Im not in a financial situation. Its about £1000 a week. There would be no House Money left. To have somewhere to live is what everybody needs, and its my home and it can get taken away. Just like that. Have you got a smile for me . From october 2023, therell be a guarantee, a cap that no one who starts paying for care from then will pay no more than £86,000 over their lifetime and anyone with between £20,000 100,000 of assets will get some help towards the cost. Ministers will push mps to vote on the deal tomorrow. Labour believes the rise isnt fair, but its not entirely clear what theyd do instead. This is a Tax Rise that breaks a promise that the Prime Minister made at the last election, a Tax Rise on young people, Supermarket Workers and nurses. Mr speaker, read my lips, the tories could never again claim to be the party of low tax. Changes to Social Care will only take place in england, but its a uk Tax Rise and will mean extra money for scotland, wales and Northern Ireland, too. Cos it will fall hardest on the young and the lowest paid, the two groups who have suffered the worst economic consequences of the pandemic. Before today, Tory Anger was frothing about putting tax up to make these changes, but there wasnt much evidence of that today. The reform of Social Care has been ducked for decades because successive governments. Successive governments have put it in the too difficult box. But. The conservative way to raise revenue is to raise taxes, not lower them. Dont doubt its a huge day for the trio who insiders have accused of cooking up this massive deal alone. What is fair about a huge Tax Rise, Prime Minister, that will be overwhelmingly borne by working people while the expensive properties of wealthy pensioners are protected . The measures that were setting out today will protect everybodys assets of up to £100,000 but its also now the right thing to do to take reasonable, fair, responsible steps to put The Nhs back on its feet. People who have wages and no assets are the ones who will pay here. But everybody, laura, everybody has relatives who can potentially face the costs of care. Sometimes, politics can feel like a game, but how we pay as a Country to look after Those who desperately need care is anything but. Todays decisions are huge and not without risk, but borisjohnson s calculation is that this strategy is one that he will win. Joining me now is louise ravenscroft. Shes a carer for her daughter, but also the chief Operating Officer of family voice peterborough, a charity which supports parents and carers of young people with disabilities. And also the impact of people who need us most. So for the work i do, we work often with a lot of our Workforce Art cares and young people who need support as they approach and we are generating. They are to be money they dont have towards covering the costs here. All towards covering the costs here. All right, Thank You so much talking to us about your daughter and that example of Social Care needs. Thank you very much indeed. As weve heard, the Lions Share of this extra money, at least in the first few years, is earmarked for The Nhs. Heres how it will be shared out. The Department Of Health will get around £10 billion a year over the next three years. Around £10 billion a year over from that, around £6 billion will go to nhs Front Line Services in england every year. It comes as a record 5. 5 Million people are now waiting for routine Nhs Treatment in england, and the Prime Minister warned today it will get worse before getting better. Heres our Health Editor Hugh pym. James, whos from halifax, in happier times. This was his Wedding Day with his family in 2015. Four years later, he had a Heart Infection which damaged a valve. An operation was planned for may last year, but during the pandemic, it was cancelled five times. Thank you, mr wilkinson, forjoining us. Itjust so happened he was giving evidence to a committee of mps this morning. Every day, sat at home for three months, i was isolating for. Not hearing anything, not knowing anything, every day feeling worse, every week getting worse and worse with the health and the anxiety. It wouldve had a huge emotional experience. Its cases like this which have caused mounting concern at westminster and have led to the Governments Response for england today. So, what do people think of paying more national insurance for The Nhs and Social Care . I think its absolutely essential. The sooner we sort all our social problems out, the better. I would say no, really, but my reasons are youre paying enough already, arent you, so the answers just no. Id happily pay a little extra for someone else to receive the right care. So, will the new money allocated to tackling the backlog of postponed operations be enough . Health service leaders in england had asked for £10 billion a year extra for The Nhs Front Line, but itll be just over half of that. So, we recognise that its a significant Funding Allocation at a time of really constrained public |finances, but we do believe it falls significantly short of what The Nhs needs both for day to day running and also to tackle that backlog of care. Some of the new funding will be targeted at cutting the backlog, encouraging hospitals to do more operations than before the pandemic. Kingston hospitals already achieving that by opening up Operating Theatres for longer, but getting already overstretched staff to do extra hours may be hard to sustain. Where consultants and nurses are doing extra lists now, i cant see them being able to carry that on ad infinitum. But i do think theyll be able to do it to give us time, then, to recruit and plan for the future such that we can build up the workforce. Its a challenging prospect. Like most hospitals, its extremely busy here right now, and what makes planning ahead so difficult is uncertainty over what the winter might bring in terms of covid and flu. Rising demand for urgent care in the months ahead might yet cause more delays for routine operations, and that could make the task of cutting numbers on the Waiting List even harder. Hugh pym, bbc news. We can talk to the former chairman of this commission on Social Care and Thank You so much for being with us. When the kid on the government is tackling this Issue Head on. Im delighted that action is| being taken now. Our commission reported ten years ago, there have been a Royal Commission in 1998 campuses has been needing action for many, many decades. The reason it matters is the system looks after us when we are at our most vulnerable. And for quite a while now is not been doing as good a job is really needed to do. Its been underfunded, does not have a structure that works in multiple cannot do anything to prepare themselves for it. Some as long as this is overdue im delighted that action is being taken. In the future many families is effectively theyve had taken. In the future many families is effectively theyve had to taken. In the future many families is effectively theyve had to sell. Is effectively theyve had to sell their home to get into a Care Home . That is one symptom of the fear in a way its even worse than that. At the moment there is nothing you can do to prepare yourself unlike all the other risks you face like our house burning down or having a Car Crash that we ensure privately or the risk of a terrible health problem, that we ensure suit social insurance and the national Health Service, this is a big risk with Theres Nothing you can do except hope it does not happen to you or save what almost certainly will be more money than you will need but if it turns out you are one of the unlucky ones who has high it needs it wont be enough. So is really hopeful situation now and the introduction of the reforms that are announced today to the Needs Test to make the Means Test more generous providing support people at higher levels of wealth but also critically to induce a cat so that everybody knows what the worst case is and its not losing everything as it is the moment but a fixed Amount Senate £86,000. The combination of Those two things does give us a structure that can deliver us care that is what we need but also a structure where people working in the sector. 1. 5 a people work in this sector Doing Difficultjobs and often not having support for the value they deserve. ,. ,. , deserve. So there is a risk that the amount of money thats been allocated will be such that it will be hard to reduce whats being spent on the Health Service at a time that Care Spending will be increasing. I think thats potentially a problem forever the government is, but now the Social Care rules have been described, that money will have to be spent so if you cannot be taken away from Health Service, he will have to come from somewhere else and it could be that as years go by but we will see the help and Care Levy make higher to help pay for all of us or it could be the Government Worry will be higher on whether spending is cut but similar or other will will have to give. Of the history of the national Insurance Levy will be imposed after a year of people over at Retirement Age and that was important. Also the Case It if it had been just right national insurance it would not have hit Those whose incomes came entirely from investment, soap and other important part of the announcement is they will be an increase in the dividend Tax Rate in the Income Taxes him of the same scale as the increase in national insurance. Somejust national insurance. Some just national insurance. Somejust national insurance would not have been right insurance would not have been right I Think but a position of it all Those over Retirement Age and the position of the Investment Income Tax I Think means that although its arguably more complicated than it needed to be and it wouldve been simpler simply to increase the income Tax Rates, we will end up with a pretty similar result and importantly one where most of the tax will be paid by relatively small group of the top. So if than 15 of the population as a lesson won six will pay about half of all the tax that will be paying for the care that will be paying for the Care Thatis that will be paying for the care that is delivered to everybody. find that is delivered to everybody. Scotlands First Minister, nicola sturgeon, has said her government will introduce legislation for a national care service, describing it as the most significant public Service Reform since the creation of The Nhs. 0utlining her programme for government, she said funding for Social Care would increase by 25 over five years. Ms sturgeon also said she wanted to hold a second Independence Referendum, as our Scotland Correspondent Lorna Gordon reports. No Pomp And Ceremony here. But this walk by the First Minister is a familiar image, setting out the scottish Governments Equivalent of the Queens Speech and reaffirming its commitment to a second Independence Referendum, covid permitting, before The End of 2023. The Scottish Government will now start detailed work on the detailed prospectus that will guide the decision. Presiding officer, the case for independence is a strong one, and we will present it openly, frankly and with confidence and ambition. As well as outlining the commitment to a referendum on independence, the measures give details of increased investment in Front Line Health Services, plans to expand Wraparound Childcare before and after school. There will also be bills focused on pandemic recovery, one establishing a national care service, another pardoning miners convicted during the 1980s strikes, as well as reform to the Gender Recognition bill. Some of these are controversial, with recent protests outside parliament, opinion polarised on proposed reforms to Gender Recognition. The resumption of work on a second referendum will also be the focus of much of the attention. Supporters of independence believe the dial on the debate has shifted with the deal between the scottish greens and the snp. 0pponents, though, think this will pull communities apart rather than bringing them together. Priorities were wrong last week, and theyre still wrong this week, because another Independence Referendum is front and centre of the First Ministers plans for the year ahead. Scotland needed a programme for government that recognised the scale of the challenge facing our Country, but instead got a programme that was short on big ideas. This isnt good enough. It isnt bold enough, and it wont do enough. Some dont have to think about all thisjust yet, but others out enjoying the weather had views on what were their priorities. I reckon health care, so, for me, that is a priority. You see the effect of covid with people already struggling. It would be better for scotland to be an independent Country, so its a fairly high priority for me. I dont think independence should be something that we should be focused on at the moment. I think weve got an economic recovery on our hands. As the pandemic recedes a little, the debate over scotlands future begins again. Lorna gordon, bbc news, edinburgh. Borisjohnson has stressed that todays measures are aimed at ensuring Those in need of Social Care in older age will no longer face what he called the Catastrophic Fear Of Losing Everything in order to pay for that help. Initially, Social Care in england will get £5. 4 billion over the next three years. The money will help the 839,000 who are currently receiving long Term Support though many more have requested help. In fact, age uk estimates that one and a half million older people are not receiving the care they really need. And the sector is short of staff there are currently 112,000 vacancies for Care Workers. 0ur social Affairs Correspondent Alison Holt reports on the potential impact of todays proposals. Small jellied eels. This trip to the Essex Coast brings back happy memories for sharon, it is one of the place she and her mother loved visiting. Now 92 year old june is in a nursing home, she has heart problems, epilepsy and needs a lot of help which has been paid for by selling the council has the family worked hard to buy. Their experience underlines why reform of the Care System is so desperately needed. You know, we have paid, I Think my last calculation, around 250,000, £260,000 in fees already. Mum knows what the value of the house was. The money will run out in weeks but Council Funding doesnt cover the fees for her home, so after the four years, june may be forced to move somewhere cheaper. My mum is not a piece of luggage you auction off to the lowest bidder. I made a promise to my mum that she would stay in that home. 0bviously, when the promise was made, we didnt realise mum was going to live as long and the financial situation would get so dire. It is an independence. Being able to. I am off again. For sherry, support from Care Worker nicola is allowing her to remain in her own home. To know that whoever comes in is here to look after me. Todays plans promise to raise the fees councils pay for care and, with a shortage of care stab, put extra funding into training and skills. Recruitment is really needed, but, sometimes, obviously, without funding, pay doesnt always reflect the job. And the job is very, very hard but it is rewarding at the same time. But whilst more money is welcomed, experts fear it wont be enough to fix the Care Systems deep rooted problems. The rest of the vision around Social Care, particularly the financial support to make sure the Care Sector can deliver the Amount And Quality of care we want, that feels like that has been missed here, particularly the level of funding over the next three years feels too low for me when I Think about the scale of the challenging Social Care. But getting Care Right for future is vital for people like 34 year old edith, who has multiple sclerosis. More than half of current Care Spending is on younger adults. She works and wants to make the most of Light But Staff shortages means she struggles to find is enough support. Everyone is one accident or one illness away from needing Social Care and you dont realise until you needed how vulnerable the system is and it is really frightening when you are in it. And that is why we need real reform. Families, Care Workers and many more will be placing a lot of hope on todays plans for the Care System. Now they need to see whether they will lead to the change that is needed. Alison holt, bbc news. Lets discuss these proposals in more detail. Lets discuss these proposals in more detail. With me is Dan Archer is the Managing Director of Visiting Angels, which provides Home Care and im alsojoined by mark adams, ceo of widnes based community integrated care, a charity which supports around 4,000 people across the Country with care needs. Lots of governments have ducked this urgent issue of Social Care. Whatever you think of this government, at least they are addressing it. Addressing it. And they are addressing addressing it. And they are addressing funding addressing it. And they are addressing funding for addressing it. And they are addressing funding for it. L addressing it. And they are i addressing funding for it. And thats a start. It would be wrong for anybody to suggest that more money is not a good thing. We absolutely as a sector need more money coming in. Ifirst met absolutely as a sector need more money coming in. I first met alice in ten years ago at the old Bbc Centre in london, talking about that point im talking about Cataract Stop Report was just published this is been going a long, long time. I dont think what weve had today really addresses the problem. I think the reality is that pouring more water into a leaky bucket doesnt fix the issue and we still have a very leaky bucket. Just spell out what you have a very leaky bucket. Just spell out what you mean have a very leaky bucket. Just spell out what you mean by have a very leaky bucket. As a business, Visiting Angels values its care staff. We made our care is the most important people in our business was up so we dont have zero contracts, people not getting paid between drivetime in visits. We dont payers Minimum Wage. We guarantee a Pay Increase every year. These are reasons why i have low staff turnover. Which enables me to provide a better quality service. Unfortunately, that practice is not widespread. While the Announcement Today gives more money there is no guarantee that money is getting into the hands of the people at nato. The people that really needed at a cares they were doing more and more increasingly complex work. And in many cases being expected to do so with not more money at all. Is that somethin with not more money at all. Is that something you with not more money at all. Is that something you would with not more money at all. And thats perhaps salary issues addressed. And thats perhaps one of the biggest issues. Just going perhaps one of the biggest issues. Just going back to the actual funding, billions and billions are going to pour into this health and social Care Tax. Are you worried that a lot of it is going to be gobbled up by the Health Service which is clearly in desperate need after covid and the Social Care sector may not for a few years and P Sector may not for a few years and up with a very large proportion of all this money . Its been announced as a reform to Social Care today. All of the News Coverage has been Social Care reform. The reality is the additional funding identified is the additional funding identified is still The Nhs absolutely The Nhs need support but when matt honked cox stood up publicly six months ago when matt hancock. The knee between health and Social Care where he actually means by that is Social Care workers doing some of the work that The Nhs has not had the capacity to deal with. The reality is that we cant expect people who currently work and so should get to do that unless they are better obviously we retain our staff were able to train better. With an ageing population and living with increasingly complex conditions which are increasingly supported in a home setting. As a Home Care provider im looking to see ways in which care is commissioned can be affected. The way orders can be affected. The way orders can be affected and ultimately the way it can be rewarded. How do ou families that cant sustain her. How do you think families that cant sustain her. How do you think we families that cant sustain her. Limo do you think we compared to other countries, advanced nations in europe and beyond in terms of the way we do look after people, in terms of our Social Care sector . Do you feel like we have fallen behind . I think there is a fundamental lack of understanding from people within politics of the work that is done by Social Care workers. I think the sector is undervalued because its underappreciated because people think its media work, low Skill Work and it absolutely isnt. The work and it absolutely isnt. The work that my team is doing is more complex than it used to be, its more complicated than it used to be,. As i look around the world or other countries whove got far better at recognising the importance of the work that Social Care workers do. Clearly the systems which are having an insurance Back Marketing is a one of the positive from Todays Announcement is the cost of Social Care for the individual which does elise create the individual for people to take in insurance to cover some of the cost. There is a bigger issue here in terms of ultimately decisions and how Those decisions are being spawned out to the local level. Families decided on care for their loved ones dont know whats available to them. The 2014 Care Act gives people the right to self determination. But not enough families know that they have that right to make that choice. Unfortunately the Commissioning Structure as it currently sets means that local authorities are buying here cheap in some instances because within the same Care Provider a private plan is made more for the exact same service was up we could have discussion all day long about who should pay for care but is morally reprehensible to expect someone whos already paying for their own care because, to the cause of somebody elses. How to save the planet while also keeping The Lights On . That is the question which is dividing opinion on the Shetland Isles. Islanders are split over whether a proposed oilfield off their coastline should be given approval. But some environmentalists are even more concerned about a new Wind Farm which is currently being built. 0ur Correspondent James Cook reports. Here on the idyllic edge of the uk, trouble is brewing. Just over this horizon lies the Cambo Oilfield 800 Million barrels, which Climate Campaigners say should stay in the ground. Should we stop drilling in these waters now . Thats the question facing shetland and, in a way, its the question facing all of us. Are we really ready to power the modern world without Oil And Gas . There is no point in stopping production of Oil And Gas where we can control it in the uk to see it being imported from outside the uk. I think its not feasible to flick the switch overnight in terms of that Oil And Gas. We cant turn it off overnight and have the renewable energy there because, quite frankly, the renewable energy is not there. It is coming, though. This huge new Wind Farm called viking will send electricity from shetland to Mainland Scotland for the first time. Yes, we have massively benefited from Oil And Gas over the past decades, but we are sitting on a wealth of Natural Resource and we really should lead by example here and look for ways to transition to Cleaner Energy without creating new Oil Fields or drilling for new oil. But critics worry about the industrialisation of shetland. If you had to choose between Cambo Drilling for oil and this Wind Farm, as an environmentalist, what would you choose . As an environmentalist, i would still choose cambo. Viking energy is not a green answer. Cambo is removing oil, fossilfuel, from the ground, but viking energy, in order to get their turbines up, theyre using. Theyre displacing the peat, which is a fossil fuel. Viking energy say they are restoring far more peatland than they disturb. The Carbon Payback of this project, taking all Those things into account, will be less than two years. We have a vast renewable Energy Resource in shetland, and the whole world is moving to Carbon Net zero shetland needs to play its part. Modern shetland was built on oil. And, as expected, temperatures approached and even exceeded 30 celsius. The first time since the 23rd ofjuly, we never had these values throughout august. So, hence it feels so oppressive out there. Were not used to these high temperatures, certainly none in the last few weeks. You can see the clear skies across the uk, but the sign of the breakdown of the heat is already visible in the far southwest of the uk and in fact, through the course of the night, there could be some showers, hit and miss around parts of cornwall and devon. But the vast majority of us will have a dry, clear night and will be a warm one too. 15 in liverpool, 15 in birmingham, Cardiff And Plymouth no lower than 17 degrees. Heres the low pressure on wednesday, its approaching the southwest of the uk. Here is the Weather Front across the southwestern parts of the Country and lets call it a thunder front. Its going to bring Those thunderstorms and downpours to the South West to wales and basically by the time we get to the middle of the afternoon, it should be somewhere here just moving towards bristol. But the vast majority of us should have that dry, sunny and very warm day. Hot day in fact once again, temperatures to hit around 13 degrees or so and central parts of england. Thats wednesday, what about Wednesday Evening . So, the heavy showers and downpours drift further north towards the east and theyre creeping across the Country and the Met Office is warning that into thursday, gets a Lot Office is warning that into thursday, we could see a lot of rainfall in the possibility of Flash Flooding across parts of wales, england as well as the slow heavy thundery downpours to establish themselves across the uk its a very unsettled day on thursday with the uk its a very unsettled day on thursday with a low centre across ireland and that risk of thunderstorms extending to many other areas, as well. Basically pushing away the heat. And in its place, a slightly fresher Atlantic Air moves in. So, the temperatures will be quite a bit lower on thursday and we are talking about 20 or maybe even making that across western areas across the uk, still hanging onto some of that heat across parts of East Anglia in the east of england. And you can see that once Those Temperatures Drop to around 28 on wednesday in london, were down to about 20 for the weekend. Thats it for me. Goodbye. This is bbc news. Im christian fraser.
