The Prime Minister has announced a long awaited package of funding for The Nhs and Social-care'>Social Care in england breaking an Election Promise. Borisjohnson said covid had placed massive pressures on The Nhs, and national insurance contributions would rise from next april to help pay for the Health Service and Care System. The rise is highly controversial among mrjohnson s own mps, as the conservative manifesto had pledged not to raise taxes. Labour call the proposals a sticking plaster over gaping wounds. Lets Take A Look at the plans in details. Therell be a rise of one and a Quarter Percentage points in national insurance rates for both employees and employers from april 2022. That means someone earning £30,000 per year would pay an extra £255 annually. And from 2023 this is to be known as the health and Social Care Levy. For the first time, the increase will also be paid by workers who have reached Retirement Age. The Prime Minister said the new health and Social Care Levy would raise £36 billion over three years to help tackle record nhs waiting lists. There were also announcements on Social-care'>Social Care costs lifetime individual contributions are to be capped at £86,000 the maximum any one will pay for care. No one with assets below £20,000 will have to pay for their Social-care'>Social Care costs. And theres to be means tested help from the state for those with assets between £20,000 and £100,000. And it would be dishonest. Borrowing more todayjust means higher taxes tomorrow. Mps are to vote tomorrow on the GovernmentS Plans lets talk to our political correspondent peter saull. Two Election Promises broken in one afternoon, but the Government is gambling on the fact that ups of the public will understand why its doing it. Public will understand why its doin it. , public will understand why its doin it. ,. , doing it. That is right and it was interesting doing it. That is right and it was interesting to doing it. That is right and it was interesting to hear doing it. That is right and it was interesting to hear conservative j interesting to hear conservative chancellor of the exchequer doing his best to select Tax Rates and ultimately what weve Got here is a series of tax dresses that will happen to increase the size of the welfare state, not a conservative thing to do but as Borisjohnson Points Out in the House Of Commons earlier today, points out in the House Of Commons earliertoday, no points out in the House Of Commons earlier today, No One had a pandemic in their Election Manifesto nuts with her Going to keep on using with the difficult unprecedented times call for a fairly difficult measures it wouldve meant more borrowing, more debt, future generations with that debt too and lots of questions about how the new Social Care Plan will work in practice the initial funding that will be raised through these Tax Raises will Go to The Nhs before its largely transferred over to the Social Care System and how they cope without that extra boost in a few years time . How will the new Social Care System work with mac theres extra training and provisions as well as the idea of caps on the amount people will pay of the course of a lifetime. An awful lot to resolve, but they are a big gamble from the Prime Minister here and that in order to fulfil that promise that he made on Day One of becoming Prime Minister to solve the Social-care'>Social Care crisis, he is at the break another promise and another promise is Gone today as well and the temporary suspension of the pensions and the Triple Lock over what wouldve been an unusually high rise in the State Pension because the big waitress that we have seen to the pandemic because of the furlough scheme. Lets get more from our Economics Correspondent Andy verity. What does this mean for small businesses and Triple Lock is to be suspended for a year . Quite a lot, you have what it means for Small Business Employees and their chances for hiring people but because you have noticed a resin winter Quarter Percentage points on the rates of employeeS Paying, the same rate as a place to the rates that employerS Pay. So come altogether the tax on the job an employer takes on is another two and a Half Percent of what theyre Going to pay wages and the required to pay for the tax man. At a time where a huge number of vacancies, Record Vacancies are out there, many areas, Skill Shortages define the staff. Small businesses trying to reach demand or trying to find the staff to do Thejob Demand or trying to find the staff to do the job and it makes demand or trying to find the staff to do thejob and it makes It Demand or trying to find the staff to do the job and it makes it that bit harder. The Chancellor Wouldve been calculated and, if its looking robust, its not Going to result in any kind of heavy unemployment, things are Going in the other direction. Forthe things are Going in the other direction. For the small businesses, they will have to pay more to hire someone and theres also something else here. Small business owners constitute their companies is limited companies and pay their income and dividends. Notjust necessarily because theyre trying to be the most tax efficient that they can, sometimes they have a lumpy income, might be a seasonal business, merck used for weddings that sorts of things and whether the income is in its in pieces, for them, paying in dividends is an efficient method. But now, after having had no help from either the furlough of the self employed scheme of the pandemic, there will be asked to pay more taxes on those dividends and a lot of them will be asking why . We did not get the support, so are we being asked to pay more . And are we being asked to pay more . And the other Election Promise that has been broken is the suspension of the triple log on pensions. Just talk us through why that is happened. The histo of through why that is happened. Tie history of this through why that is happened. Tte history of this is through why that is happened. Tt9 history of this is fascinating. Through why that is happened. Tt9 history of this is fascinating. Back in the 1990s, newly bred to resist proposals for its own members for pensions to rise in line with earnings and it took until 2010 for the conservatives to agree that the pension should rights in line with earnings. The average figures are distorted due to the pandemic. So many low paid workers dropped out of the workforce that he changed the pool of people from which the average is taken and average earningsjumped by 8 . Pay average is taken and average earnings jumped by 8 . Pay raises are by no means Going to buy that much, so the thinking is a be quite unfair if the pensions was refunded by All Of Us Working People were to rise by 8 in the circumstances. So, emit a clamour about this and lots of criticism about the prospect, the Government decided to suspend this for a year but admits that after that year, will Go back to a situation where the State Pensions are probably Going to rise in line with earnings and in any case, those pensions are protected but its Worth Remembering that the housing costs, actually better off now in terms of income than people of working age and thatS Partly why theyve decided to impose this extra levy on People Age 66 and over to say, its not the retired people that are contributing at all here to Social-care'>Social Care, it still contribute something. Borisjohnson says the new proposals will allow society to share the risks of Catastrophic Costs incurred by those who find themselves in long term care. And he said the changes should have been done a long time aGo. But how do those struggling to find care feel about the changes . Fiona tierney spoke to us a little earlier about the challenges of finding adequate care for her 84 year old mother. My mother needs care every day and we have contacted so many Care Companies that simply dont have the capacity. We live in a rural location, which doesnt make it easy because people have to travel to her, but its been an absolute nightmare. We originally had a Care Company that was absolutely marvellous for two years, and then they just said that they couldnt manage to do seven days a week. She has two hours care every day. And then, we found another company, and it quickly became apparent that they just couldnt get to us, actually. A lot of their carers didnt drive, so they couldnt get to us. Were on our third company at the moment. Fingers crossed its working. But its taking an enormous toll on my mothers Mental Health because shes become terribly concerned about whether shes Going to have carers every evening, which she needs, and thats a real problem. So, its wonderful that somethings being done, but it is a real worry that its not being done fast enough. This is a very disappointing afternoon . This is a very I Disappointing Announcement Afternoon . This is a very disappointing announcement for specific reason. Its impacting some people who are not held particularly well during the pandemic. Looking at Company Directors who often get pizza in dividends as she was explaining earlier in the reasons why they may do that, there was very little help from the furlough scheme, no help at all from the Self Employment Income support schemes. This is what were talking about the gaps in support. Now theyre being hit by this new hike on Dividend Tax and there in a very fragile state. We lost a lot of Self Employed People at the start of 2020 we had 5. 1 million and that dropped to around 11. 3 inch begin to climb up again. This is a group of people that need nurturing and looking after at this time. So, any kind of Tax Rates is always Going to be difficult for them and i am worried about those directors because they did not get the support and other being hit with a hike on dividends. And this comes on the back of some of the policies and weve had the changes which have impacted an awful lot of people and many of them are Going to be hit with a double whammy which means theyre Going to be on the payroll effectively in the will be hit by the double whammy of the chart for employees and the employers as well because the way that works and this is a significant height at Tax Hike on these groups of people and we could reduce the allowance by a £9,000 allowance and those drive down to £2000 by a separate Government but a conservative Government. It does feel as though this is a population of taxpayers that being a Big Pic Pocketed Stop by the population of taxpayers may well have elderly relatives who will benefit from the money that was raised and then put into the Social Care System. Not to mention The Nhs, which the point is been made from the Government is really creaking after the strain put on it by covid 19. The need to reform Social-care'>Social Care is apparent. It is also true that they have been looking at ways to sort this out. What they want to use the money for, i dont think anyone is arguing with. The way in which there are raising the money, is the most progressive way to do it or regressive . And the fact that is all the church and Working People, hard Working People, theyre the ones will be impacted by this. And many of them are not our earners. Many people, us included, we believe that they should perhaps be merged or phased out or turn into Income Tax which is what it really is and how we have an additional tax which is Going to be this new Social levy. And its Going to complicate this further. As the workforce is becoming more and more diverse and different ways. And we need a much more sensible system in this. And more sensible system in this. And ou would more sensible system in this. And you would like more sensible system in this. And you would like to more sensible system in this. And everyone wants to pay the right amount of tax, but in nicks individual groups feel like theyre being picked on and it feels unfair. And to have a grown up conversation of proper Tax Reform is needed to talk about the levels after youve done that. Director of policy. Answering some of your question of the Social Care Plans. Yesterday, 740 people made the journey, the second busiest day on record. Earlier this summer, the Government agreed to pay france an extra £54 million to help them step up border patrols. But Priti Patel says shes considering withholding some of that money if the french fail to prevent more crossings. Simonjones reports from dover. The latest arrivals in dover brought to shore this morning by the Border Force after the flimsy boat they were on was spotted mid channel by a Passing Ferry in the worlds busiest shipping lane. Yesterday, hundreds of people made the crossing. The lifeboat had to be drafted in to help as the authorities struggle to cope with the numbers. The Dover Mp is demanding action. Its just outrageous, and we need to have immediate and professional action to bring an end to the small boat crossings. On monday, around 740 migrants succeeded in reaching the uk by boat, the second busiest day on record. It brings the total this year to more than 13,000 people. Although the numbers using this route are growing, in the past year, Asylum Claims actually fell by 4 . The Reason Weve seen a big increase in numbers is down largely to the weather. For the past couple of weeks before that, it had been pretty gusty in the channel and that meant crossings were pretty much impossible. As a result, hundreds of people had been waiting in calais for the right moment, and yesterday that came. At a meeting with concerned conservative mps last night, the Home Secretary is said to have threatened to withhold the millions of poundS Promised to the french to try to stop the crossings. Well, i think Priti Patel and i can both agree on being furious about the number, but probably for different reasons. We dont think anybody should be risking their lives making this crossing. The fact is that the french take far more than their fair share of people seeking asylum. We need to do a lot more and we have to offer people better options, not keep throwing money at the french to keep people on that side of the channel. The french authorities say patrolling 60 miles of coastline to try and stop boats setting off is challenging, and attempting to turn them back once they take to the water is too dangerous. But the Dover Mp insists it can be done. This is an issue that requires international cooperation, but its one thatS Putting the Entente Cordiale to the test. Simonjones, Bbc News, dover. Just over this horizon lies the Cambo Oilfield 800 Million barrels, which Climate Campaigners say should stay in the ground. Should we stop drilling in these waters now . Thats the question facing shetland and, in a way, its the question facing All Of Us. Are we really ready to power the modern world without Oil And Gas . There is no point in stopping production of Oil And Gas where we can control it in the uk to see it being imported from outside the uk. I think its not feasible to flick the switch overnight in terms of that Oil And Gas. Yes, we have massively benefited from Oil And Gas over the past decades, but we are sitting on a wealth of Natural Resource and we really should lead by example here and look for ways to transition to Cleaner Energy without creating new Oil Fields or drilling for new oil.
