He says it it will fix a broken system in which people face catastrophic costs. Hes expected to breach election promises and announce a rise in national insurance of about 1. 25 , despite loud criticism from conservative mps and peers, as well as from labour, who say the increase is unfair to working families. Downing street says one in seven people now pays more than £100,000 for their care, and said the system can lead to spiralling costs. Borisjohnson is presenting his plans to the cabinet this morning, before setting out the details in a statement to the commons. Hell then join Chancellor Rishi Sunak and Health Secretary Sajid Javid for a Press Conference later this afternoon. Heres our political correspondent, iain watson. It has plagued previous governments. Plans for reforming Social Care in england have often come unstuck. But on the very day in 2019 he became Prime Minister, borisjohnson made this bold pledge. We will fix the crisis in Social Care once and for all with a clear plan we have prepared. Six months later, during the election campaign, he made another bold pledge. We can do all these things without raising Income Tax, vat or National Insurance Contributions. Thats our guarantee. Now it seems he cant keep both promises and is on the brink of breaking the pledge not to increase national insurance rates. The labour leader, Keir Starmer, says this would be unfair as it would hit working people hard, including low earners and young people. Perhaps more worryingly for the Prime Minister, many of his own conservative mps seem to agree. I dont want to see national insurance raised for people of all ages. I think many youngsters have paid enough as a result of this pandemic. I think if we want people to be able to retain their homes, then those people should bear the bulk of the cost perhaps by buying their own Insurance Policy to insure themselves against the catastrophe of potentially losing all their money on care. Initially, the extra cash raised isnt expected to be earmarked for Social Care, but to clear the backlog in the nhs in england, which has been pummelled by the pandemic, and to increase Hospital Capacity. So there are concerns that Social Care could still be left as a poor relation. We are really hoping that there will be something, not only for the Long Term sustainable future for Social Care but we do need something immediately now because most Care Providers are at Breaking Point at this moment in time. The problem of paying for care predates the pandemic. Borisjohnson says he wont duck tough decisions and he will end the catastrophic costs of care. So, ultimately, those costs will be capped. But even some of his own mps wonder if it will be able to completely prevent some people having to sell their own homes to pay for a care home. Lets speak to our political correspondent, pete saull, whos In Westminster. Presumably the Prime Minister still has work to do to allay the concerns of some Cabinet Members who think that raising national insurance isnt the way to go about getting the money needed to reform Social Care and then later on how much detail are we going to actually hear about the plans as opposed to raising the money for the plans . The social Care System has been unfair. You know, if you have assets of £23,350, you really begin to hurt if you, for example, suffer from dementia. One in seven people pay over £100,000 or more for their Social Care, so in my view it has to be grasped, that nettle has to be grasped, and this Prime Minister will not shirk that responsibility, and you will hear from him later today as to how we are going to deal with the broken social Care System over the Long Term. To return to the workplace so the concern is that there is increased strain on the nhs which is why along with the Social Care announcement, the government has announced extra funding for the nhs. The bulk of the money raised by the national Insurance Rise will go towards the Health Service to start to deal with the backlog that has been created by the backlog that has been created by the pandemic. Certainly the idea of going back into lockdown is something ministers want to avoid at all costs. Weve had decades of underfunding, a sector that was very fragile before covid and that has just exposed a multitude of problems so i think what we need to know is how the Government Intent on resolving this. We work in partnership with the nhs but we need funding to be able to run our services and have them sustainable for the future. Yes, we have massively benefited from Oil And Gas over the past decades, but we are sitting on a wealth of Natural Resource and we really should lead by example here and look for ways to transition to Cleaner Energy without creating new Oil Fields or drilling for new oil. But critics worry about the industrialisation of shetland. If you had to choose between Cambo Drilling for oil and this Wind Farm, as an environmentalist, what would you choose . As an environmentalist, i would still choose cambo. Viking energy is not a green answer. Cambo is removing oil, fossil fuel, from the ground but viking energy, in order to get their turbines up, they are using. They are displacing the peat, which is a fossil fuel. Viking energy say they are restoring far more peatland than they disturb. The Carbon Payback of this project, taking all those things into account, will be less than two years. We have a vast renewable Energy Resource in shetland, and the whole world is moving to Carbon Net zero shetland needs to play its part. Modern shetland was built on oil. A Record Number of people are waiting for Nhs Hospital Treatment in england because of cancellations during the pandemic. Lamara bell and John Yuill died after the crash which occured off the m9 near stirling in july 2015. A member of the public had reported the accident, but Police Scotland took three days to send officers to the scene. By then, Mr Yuill was dead and his Girlfriend Ms Bell was seriously injured. She later died in hospital. We can do all these things without raising Income Tax, vat or National Insurance Contributions. Thats our guarantee. Now it seems he cant keep both promises so hes on the brink of breaking the pledge not to increase national insurance rates. The labour leader, Keir Starmer, says this would be unfair as it would hit working people hard, including low earners and young people. Perhaps more worryingly for the Prime Minister, many of his own conservative mps seem to agree. I dont want to see national insurance raised for people of all ages. I think many youngsters have paid enough as a result of this pandemic. I think if we want people to be able to retain their homes, then those people should bear the bulk of the cost perhaps by buying their own Insurance Policy to insure themselves against the catastrophe of potentially losing all their money on care. Initially, the extra cash raised isnt expected to be earmarked for Social Care but to clear the backlog in the nhs in england, which has been pummelled by the pandemic, and to increase Hospital Capacity. So there are concerns that Social Care could still be left as a poor relation. We are really hoping that there will be something, not only for the Long Term sustainable future for Social Care but we do need something immediately now because most Care Providers are at Breaking Point at this moment in time. The problem of paying for care predates the pandemic. Borisjohnson says he wont duck tough decisions and he will end the catastrophic costs of care. So, ultimately, those costs will be capped. But even some of his own mps wonder if it will be able to completely prevent some people having to sell their own homes to pay for a care home. Iain watson, Bbc News. But there is also a pressing need, and this is very much in the interests of the health of the population, for long Term Investment and reform of Social Care, a service geared less around Crisis Response and more about investing in the quality of peoples lives, particularly peoples lives, particularly peoples lives, particularly peoples lives in their own homes. And that is the opportunity and the real necessity for the Government And Health and Social Care leaders working together, to try and really improve the quality of peoples lives. It is also important to add that much of the Discussion Today will understandably be about the cost peoples homes, the cost and the impact of their homes as they get older. There are vital Social Care services also provided to working age adults will differ built with disabilities. One of the announcements we must see today is how the investment we would into those services Long Term as well because they are part of the social Care Provision in this country and are really important part of it. Hagar are really important part of it. How should the money are really important part of it. How should the money be prioritised . One of the issues that is often raised is that Social Care is a poor relation to the nhs and Social Care workers get a lot less, there is a shortfall of staff in the social Care Sector and it is very hard to attract and keep them when they can go to the nhs will get paid more there. If that aspect is put right, then a lot of investment could get gobbled up in salaries and not be available for expanding services. It is absolutely the case that the nhs has benefited from this Government And Mrs Mays Government over the last few years, that has been the case and that has been done in a long Term Weight which has helped with planning, and clearly now, massive disruption because of the pandemic and the government must step in again. Our colleagues in Social Care need that same Consistency And Clarity to be able to plan for the Long Term and they need to be able to plan how they can invest in the people as well. I believe that part of what my colleagues in Social Care want to do is address some of the terms and conditions they are able to offer staff, but also invest in education, developing their people, new services that are much more about preventing a need for residential or institutional care as well as preventing people needing to use Health Services as much. If we look at international experiences in places like new zealand, there are places like new zealand, there are places that have been able to do that, and part of that is investing in people. These services are made of people and 3 Million people work across the sectors and there is an urgency for my Social Care colleagues in investing in people, but other things as well. The services offered to older citizens but also our friends with disabilities. It is about funding and also about what changes and improvements can be made to services as a result of this investment. The us secretary of state, antony blinken, says hes been assured by the taliban that theyll allow people to leave afghanistan, as long as they have proper Travel Documents. Mr blinken is in doha for talks with qatars leaders. There are thought to be about 100 american citizens still in afghanistan, many of them dual nationals. Mr blinken said the us was continuing to work with allies and with the taliban to enable people to leave the country safely on chartered flights. Weve also been engaging with the taliban on this topic, including in recent hours. They have said that they will let people Travel Documents freely depart. We will hold them to that. So will dozens of other countries. The international community is watching to see if the taliban will live up to their commitments. Meanwhile, the taliban have fired shots to disperse the crowd at a large protest in the afghan capital, kabul. Video footage from the scene shows people running to safety, while heavy gunfire can be heard in the background. Our correspondent Yogita Limaye has the latest on those protests and who controls the disputed Panjshir Valley. Well, what we know is that fighting continues in panjshir, in the Panjshir Province. Yesterday the taliban raised theirflag in the provincial headquarters, but what the Resistance Front says is that even if they are on the main road, there are many smaller rallies valleys in panjshir where there forces are still located and stilL Fighting back. Internet and Phone Networks have been cut there for weeks, so it is hard to verify any further information. Yesterday one of the leaders of the resistance had called for a national uprising against the taliban and in response to that call, we have seen protests on the streets of kabul today. Bbc colleagues who were on the ground said they saw about 1000 people, the chants where that they dont want a government that is a puppet of pakistan. Many in afghanistan believe, and certainly there have been allegations from the Resistance Front, that pakistan has been helping the taliban Take Control of the Panjshir Province. We asked a pakistani military spokesman about this who rejected those claims and said pakistan has nothing to do what is happening in panjshir or in afghanistan. The countrys spy chief, the head of the Spy Agency, has been in afghanistan, and that has also raised many eyebrows and caused many afghans to believe that pakistan is playing a role in either the formation of a government in afghanistan or what is happening in panjshir. And it is that perception, that belief, that we are seeing reflected on the ground at those Protests Today, which the taliban has been trying to disperse by using gunfire. The facts of the matter at the moment is, for whatever reason, this is not the preferred route for people smugglers to get people into the uk. I think bringing people through the Channel Toner and containers or whatnot, Thatis Toner and containers or whatnot, that is now deemed too risky as security has been stepped up. They have tried to crack down on that due to some of the high profile incidents where people have died coming over and containers. Speaking to radio 4s File on four programme, he says he was banned from the Platform Forjust 24 hours after being reported, but believes people who send racist posts should have their accounts suspended forever. We find that the profile of the troll was just one of 79 accounts still online six weeks after the final of the euros. As many accounts are still up on the platform, i reached out to a number of them, including this individualfrom saudi arabia. He told me he had been caught up in the moment, and that after the mess by saka he sent him a number of Monkey Emoji is. He says he regrets his actions. It was a big mistake. I was angry and i didnt know when he saw the monkeys what he would feel. You didnt think about how he would feel when you he saw that emoji . No. Do you understand that what you did was racist, sending an england player, a black england player, a Monkey Emoji . Ye5. I really want to apologise to saka. It was a mistake and i will not do it again for him or any black player. You want to apologise to saka for sending him a Monkey Emoji . Ye5, personally for him. What motivated you to send the emoji . He said that he had been banned for instagram for just a day, and despite sending this racist abuse he felt that his account should have been banned permanently. It was suspended for 24 hours because of all the reports about the comments. And what happened after that . They gave me an agreement about dont do it again and they said, ok. Do you think you should have been suspended for longer . Yeah. For sure, yeah. I was really racist. How long do you think you should have been banned for . I think forever. So let me get this right. You sent Bukayo Saka, a black england football player, a Monkey Emoji on instagram after england lost the Penalty Shoot out. Yes. Instagram banned you for 24 hours. Yes. The labour leader, Keir Starmer, says this would be unfair as it would hit working people hard, including low earners and young people. I think many youngsters have paid enough as a result of this pandemic. I think if we want people to be able to retain their homes, then those people should bear the bulk of the cost perhaps by buying their own Insurance Policy to insure themselves against the catastrophe of potentially losing all their money on care. Initially, the extra cash raised isnt expected to be earmarked for Social Care but to clear the backlog in the nhs in england, which has been pummelled by the pandemic, and to increase Hospital Capacity. So there are concerns that Social Care could still be left as a poor relation. We are really hoping that there will be something, not only for the Long Term sustainable future for Social Care but we do need something immediately now because most Care Providers are at Breaking Point at this moment in time. The problem of paying for care predates the pandemic. Borisjohnson says he wont duck tough decisions and he will end the catastrophic costs of care. So, ultimately, those costs will be capped. But even some of his own mps wonder if it will be able to completely prevent some people having to sell their own homes to pay for a care home. Iain watson, Bbc News. I want some announcement in the direction of Workforce Strategy and that the nhs and Social Care, together and we have seen the staff were together, just as citizens do. So you are talking about much greater streamlining, something that would be a very long Term Strategy in terms of introducing the training you are talking about. The us secretary of state, antony blinken, says he has been assured by the taliban that they will allow people to leave afghanistan as long as they have proper Travel Documents. Mr blinken is in doha for talks with qatars leaders. There are thought to be about 100 american citizens still in afghanistan many of them dual nationals. Mr blinken said the us was continuing to work with allies and with the taliban to enable people to leave the country safely on chartered flights. So we must not help the nhs to recover, to be able to provide this much needed care to our constituents and the people We Love and we must provide the funding to do so now. We not only have to pay for the operations and treatments that people decided not to have during the pandemic, we need to pay good wages with a 50,000 nurses who will enable that treatment and she can help us tackle Waiting Lists that could otherwise expand to 13 Million over the next few years. We need to go beyond the Record Fountain we have already provided and we need to go further than the 48 hospitals and 50 Million more gp appointments that are already on our planet. Today we are beginning the biggest Capture Programme in nhs history, tackling the covid backlogs by increasing Hospital Capacity to 110 and enabling 9 Million more appointments, scans and operations. As a result, while waiting list waiting list will get worse before they get better, the nhs will aim to be treating around 30 more elective patients by 2024 25 before covid. We will also fix the Long Term problems of health and social Care Board that the Party Opposite certainly failed to tackle Mr Speaker and that have been so cruelly exposed by covid. Having spent £407 billion or more to support lives and livelihoods throughout the pandemic, from furlough to vaccines, it would be wrong for me to say that we can pay for this recovery without taking the difficult but responsible decisions about how we finance it. As a permanent additional investment in health and social Care Board, it would be irresponsible to meet the costs from higher borrowing and higher debts. From next april, we will create and new uk wide1. 25 health and social Care Board levy on earned income hypothecated in law to health and social Care Board, with dividend rates increasing by the same amount. This will raise almost £36 billion over the next three years, with money from the levy going directly to health and social Care Board across the whole of our united kingdom. This once they pay awards for middle management, it will go straight to the Front Line at a time when we need to get more out of our health and social Care Board system than ever before. And it will enable radical innovation to improve the Speed And Quality of care, including better Screening Equipment to better diagnose serious illnesses, designated surgical facilities, faster Gp Access to specialists, so you dont have to wait months to see someone in hospital to find out whether something is wrong, and new digital technology so doctors can monitor patients remotely in their homes. We will do all of this in a way that is right and reasonable and fair. Some will ask why we dont increase Income Tax, capital Gains Tax instead, but Income Tax isnt paid by businesses, so the whole burden would fall on individuals, roughly doubling the amount that the basic taxpayer could expect to pay and the total revenue from capital Gains Tax amounts to less than £9 billion this year. Instead, our new levy will share the cost between individuals and businesses and everyone will contribute according to their means, including those above state pension age. So those who earn more will pay more and because we are also increasing Dividends Tax rates, we will be asking better of business owners and investors to make a fair contribution. In fact, the highest earning 14 will pay around half the revenues. No one earning less than £9,568 will pay a penny and the majority of small businesses will be protected with 40 of all businesses paying nothing at all. While scotland, wales and Northern Ireland have their own system, we will direct money raised through the levy to their health and social Care Board services, so in total, scotland, wales and Northern Ireland will benefit from an extra £2. 2 Billion a year and as this is about 15 more than they will contribute through the levy, it will create a Union Dividend worth £300 million, Mr Speaker. But we cantjust put more money in. We need reform and change. We need to build back better from covid. When the Covid Storm broke last year, there were 30,000 hospital beds in england is occupied by people who could have been better cared for elsewhere and who wanted to be better cared for elsewhere. That is 30,000 out of 100,000 hospital beds in our nhs, costing billions every night and unable to be used by people needing cancer care, needing hip operations, making it harder than ever to deal with the growing backlog in our nhs. Too often people were in hospital beds because they or their relatives were worried about the cost of care in a residential home. That same fear kept many others at home without any care at all. This anxiety affects millions of people up and down the country. The fear that a condition like dementia, one of nature was not built from the blue, could lead to the total liquidation of their assets, their lifetime savings, their home, the loss of everything that they might otherwise pass on to their children, however great or small. While sufferers from other diseases who have had to be in the hospital for the majority of their treatment have their care paid for in full by the nhs. Governments have docked this problem for decades. Parliament even voted to fix it, yet that 30,000 figure is an indictment of the failure to do so. So there can be no more debt there and delay. We know we cant rely solely on private insurance because demand would be too low for insurers to offer an affordable price and a universal system of free care for all would be needlessly expensive when those who can afford to contribute to their care should do so. Instead, the state should target its help of protecting people against the catastrophic fear of losing everything to pay for the cost of their care. That is what this government will do. We are setting a limit on what people can be asked to pay and we will be working with the financial Services Industry to innovate and help people to insure themselves against expenditure up to that limit. Wherever you live, whatever your age, your income or your condition, from october 2023 no one starting care will pay more than £86,000 over their lifetime and no one with assets less than 20,000 will have to make any contribution from their savings or housing wealth. That is p savings or housing wealth. That is up from £14,000 today. Meanwhile, anyone with assets between £20,000 and £100,000 will be eligible for some means tested support. This new upper capital limit of £100,000 is more than four times the current limits, helping many more people with modest assets. As we fix this Long Term, a long Standing Problem in Social Care, we will also address the fears that many have about how their Loved Ones will be looked after, by investing in the quality of care, and carers themselves, by integrating Health And Care in england, so older people and disabled people are cared for better with dignity and end the right setting. The secretary of state for health and social Care Board will be bringing forward a white paper on integration later this year. Mr speaker, you Cant Fix the covid backlogs without giving the nhs the money it needs and you Cant Fix the nhs without fixing Social Care. You Cant Fix Social Care without removing the fear of losing everything to pay for Social Care and you Cant Fix health and social Care Board without Long Term reform. The plan that this government is setting out today will fix all of those problems together. Of course no conservative governments ever wants to raise taxes and i will be honest with the house i accept that this breaks a manifesto commitment, which is not something i do lately, but a global pandemic was in no ones manifesto. I think the people of this country understand that in their bones and can see the enormous steps this government and the treasury have taken.
