To find a new agreement. And the Moment Police in australia find the Toddler Whod been missing in the bush for four days. Hello. Were living longer, thats the good news. But how do we pay for the mounting cost of caring for our older generations . A thorny issue that has been ducked by successive governments here in england. But not a problem entirely unique to england. The world will soon have more older people than children, and more people at extreme old age than ever before. Is it fair that the cost of that is put on the young . Well in england it would seem that is what the government is intending to do. Tomorrow borisjohnson is expected to break a manifesto promise, raising national insurance contributions in england that are paid by employees and employers on earnings. Its a tax that counts towards certain state benefits. But a percentage of that has never been ringfenced for Social Care, and more importantly people dont pay national insurance once they are retired. The proposal is causing an almighty row among mrjohnson s own mps. In my view i think raising national insurance is the wrong approach. Somebody earning £30,000 a year will pay a far bigger portion of their income in national insurance than someone earning £750,000. Would you be willin to someone earning £750,000. Would you be willing to vote someone earning £750,000. Would you be willing to vote against someone earning £750,000. Would you be willing to vote against it . Someone earning £750,000. Would you be willing to vote against it . I be willing to vote against it . I havent shied away from making my view clear, but i want the government to have the flexibility to change. There are a significant number of colleagues i think who are opposed to a national insurance rise. So in a second we will look at how other countries do it. But lets for a Moment Concentrate on england. 0ur Westminster Correspondent iain watson, has been following a meeting of conservative backbenchers tonight, attended by the Finance Minister rishi sunak. So the first skirmishes of an issue that has plagued the party for a decade. What the other countries to know . It decade. What the other countries to know . ,. ,. ,. , decade. What the other countries to know . ,. ,. , know . It was a reception with people eatin know . It was a reception with people eating Facetoface Know . It was a reception with people eating facetoface for know . It was a reception with people eating facetoface for the know . It was a reception with people eating facetoface for the first eating Face To face for the first time, and mostly they were in pretty good behaviour, but the message from the chancellor was that it is going to be a difficult autumn. He also made it very clear then that would be he acknowledged, disagreements within the party, but he was trying to instill a sense of loyalty amongst restless conservative backbench mps, saying that he personally supported the Prime Minister and pledged his loyalty to the Prime Minister, and he suggested that the other mps perhaps should work as a team. You heard there from the Mp Jake Work as a team. You heard there from the Mpjake Berry representing a constituency in northern england, and i will tell you why perhaps he made that Plea Tonight because one current minister told me that the idea of increasing national insurance which are due saying were hit younger and less well paid workers disproportionately, that this is a ludicrous idea and those most likely to benefit from Social Care reforms with the elderly and retired who dont pay contributions at all. Another said that it was a stupid tax onjobs. So at all. Another said that it was a stupid tax on jobs. So you at all. Another said that it was a stupid tax onjobs. So you can at all. Another said that it was a stupid tax on jobs. So you can see and hear the restlessness. Whether this turns into a revolt i think will depend very much on the detail of what is unveiled tomorrow. For example if the government breaks a pledge not to increase national insurance, can it at least keep a pledge that people would no longer have to sell their own homes if they have to sell their own homes if they have to sell their own homes if they have to go into a care home, you get some kind of Halfway House where costs will be capped but people would potentially still be at risk of paying a huge amount of money and face a greater tax on their income as well. ,. , as well. These are all the things that have to as well. These are all the things that have to be as well. These are all the things that have to be balanced. As well. These are all the things that have to be balanced. If as well. These are all the things| that have to be balanced. If they increase national insurance, because it is a tax that is paid across the entire united kingdom by the devolved nations, wales, scotland, Northern Ireland, what would happen there . Would they get more money in their pot for Social Care was yellow they would certainly get more money on their part, the question is how it would be spent. It would be spent. There are different care it would be spent. There are different System'>Care Systems it would be spent. There are | different System'>Care Systems across it would be spent. There are different System'>Care Systems across the united kingdom, for example if you are over 75 in Northern Ireland you get free care at home, in scotland free Personal Care but not free care when it comes to residential costs, so if it comes to where you have to leave your own home and go into a care home, there will be the so called Hotel Costs as well as the care you receive, so people can still face quite substantial bills. But national insurance is something which applies to the whole of the united kingdom, Income Tax rates of difference between Scotland And England so therefore it would be applied across the board but i think it would be up to the devolved nations on how they spent it. Trier . Nations on how they spent it. Very active debate nations on how they spent it. Very active debate whether nations on how they spent it. Very active debate whether it should be local or centralised. Thank you very much for that, iain. So what about other countries. Who does it better . Well, germany introduced its current social System'>Care System in 1995 in response to these same challenges. And so today Social Care in germany falls under the responsibility of the national government, unlike here in england where local authorities decide what they will spend on Social Care. As a result the costs vary hugely. In germany, everyone pays a fixed proportion of their income from the moment they start work and into retirement. Here your contributions to national Insurance Finish at pensionable age, so as we said the burden falls on younger people. In germany, contributions into the System are strictly ring fenced for Social Care. In england, as i mentioned, national insurance is not. Lets bring in natasha curry, Deputy Director of policy at the nuffield trust. Shes looked closely at the social System'>Care Systems of germany and japan. We had an ongoing row, natasha, here in england, or at least it seems that way, for many years, and we have never solved it. Does the System in Germany Work . Is it a session settled issue . To System in Germany Work . Is it a session settled issue . To some extent, session settled issue . To some extent. Yes session settled issue . To some extent, yes. The session settled issue . To some extent, yes. The new session settled issue . To some extent, yes. The new System-session'>System Session settled issue . To some extent, yes. The new System was l extent, yes. The new System was implemented in 1995, and what they did then, it isnt perfect but what they did was undergo that comprehensive reform, put in the foundations of a functional System. And what they have been able to do is to tweak that System as needs have changed and they have chained their ambitions etc. When i think that where we are in england now, we need to undergo that comprehensive reform to the entire System. figs need to undergo that comprehensive reform to the entire System. Reform to the entire System. As iain said, it is reform to the entire System. As iain said. It is a reform to the entire System. As iain said, it is a balance. Reform to the entire System. As iain said, it is a balance. They reform to the entire System. As iain said, it is a balance. They have said, it is a balance. They have made two promises, they have said we will protect your house so you can pass to your children if you are one of the better off people here in england, and in the second direction they have said we wont raise national insurance contributions. Do they have a System in germany where you continue to pay . There is a tax on perhaps your Pension Income for your earnings as a pensioner . Yes. Your earnings as a pensioner . Yes, so in germany your earnings as a pensioner . Yes, so in germany as your earnings as a pensioner . Yes, so in germany as soon your earnings as a pensioner . Yes, so in germany as soon as your earnings as a pensioner . Ya so in germany as soon as you start work you start to pay into this social Insurance Fund. It cant be topped up and it cant be diverted topped up and it cant be diverted to other means, so it is a highly transparent levy that is spent on care. You continue to pay that for the rest of your life, so over 65s continue to pay. It is interesting in the last few months that germany has decided to introduce an extra tax to fund Social Care, so they are subsidising the social Insurance Fund from general taxation because the strictly ring fenced Fund Wasnt flexible enough, they are seeing increasing need as we are in the Fund Wasnt meeting the needs. So there is interesting learning from germany and how it is moving towards a more mixed method of funding. What a more mixed method of funding. What about federalised a more mixed method of funding. What about federalised versus local . The interesting thing in germany, i know because i have interviewed a lot of doctors, is that there care for Covid And Testing was down to local authorities, but not so for Social Care that is a federal issue. Absolutely, so there is a national framework, and the national framework, and the national framework is allocated to states. How you are eligible for care is consistent across the whole country, so it doesnt matter where you live, you go through the same needs assessment process, and then the amount of benefit that you then get if you are deemed to need care is set nationally, and then the organisation, Care Homes and Home Care agencies, what they are paid to provide care is also set nationally. Within that there is some scope for states to tweak that and to change provision to meet local needs, so it is a sort of national framework with some local element. I is a sort of national framework with some local element. Is a sort of national framework with some local element. I said it wasnt uniuue to some local element. I said it wasnt unique to england, some local element. I said it wasnt unique to england, but some local element. I said it wasnt unique to england, but i some local element. I said it wasnt unique to england, but ijust some local element. I said it wasnt unique to england, but i just want l unique to england, but ijust want to put up a graph for our viewers. This is the rising median age across countries and territories. Interestingly, England Isnt in that list, but i do spot the one almost near The End, and that is the Rising Sun ofjapan. They are the near The End, and that is the Rising Sun of japan. They are the second oldest, that is monaco on the left, but the second oldest country in the world. So how do they do it present because they dont have as many young people. Because they dont have as many young maple because they dont have as many young people. Yes, japan is under increasinu young people. Yes, japan is under increasing pressure. Young people. Yes, japan is under increasing pressure. Japan young people. Yes, japan is under increasing pressure. Japan model| increasing pressure. Japan model that System in germany, but from the very beginning, they recognised that that Fund Wouldnt be very flexible because it was tightly ring fenced, but they opted for that as a Part Funding Mechanism because it is highly transparent to build public support, and then they put in place general taxation to fund the rest. Care is not free when you use it, it is important to say, in germany. You have to be prepared to pay a payment when you access care as well, so there is a mix of different funds coming into the japanese System. fire coming into the japanese System. Are some examples for the government to consider when they make their own announcement tomorrow. Natasha currie, thank you very much indeed. The taliban say theyve seized panjshir province, which was the only part of afghanistan not under their control. A spokesman said no civilians had been killed in days of heavy fighting against resistance fighters. Panjshir is two hours from the Capital Kabul and was being held by the anti taliban national Resistance Front of afghanistan, or nrf for short. Their leader Ahmad Massoud said in an Audio Message that his fighters are still in the valley and will continue to resist. Yogita limaye has this report. We are raising the white flag in the provincial headquarters of panjshir, taliban fighters said in a video. They claim to have conquered the final stronghold of opposition, and with it all of afghanistan. At a Press Conference in kabul, the group declared victory. We tried our best to resolve the issue in panjshir through negotiations, but it didnt work, the spokesman said. We couldnt accept a Power Island in afghanistan. We had to use force. The Panjshir Valley lies to kabul s northeast. It has a narrow entrance and its terrain offers natural protection. Evacuations have been ordered as fast growing fire breaks out in the city of auburn in Northern California well hear from a fire chief, next. The vaccines minister Nadhim Zahawi has encouraged people who are returning to School And University to continue with rapid covid i9 testing, and for older students to make every effort to get fully vaccinated. Speaking in the House Of Commons earlier today, Mr Zahawi said the Governments Ambition was to widen our wall of defence so we can protect more and more people. This vital work is not yet complete. With the Delta Variant sweeping around the world, we have seen how it thrives on pockets of unvaccinated people. Last week across the uk we saw an average of 34,000 across the uk we saw an average of 3a,000 New Cases and 938 hospitalisations each day. So it is vital that we continue to plug the gaps in our defences and widen and deepen our wall of defence. 0ver gaps in our defences and widen and deepen our wall of defence. Over the summer we have continued to do that in several ways. The Uk Government minister responsible for the next round of global Climate Talks has been meeting officials in china. Alok sharma said he was there to discuss how to make sure the November Summit in glasgow is successful and with just eight weeks to go the pressure is on. 0ur science editor, david shukman, looks at the environmental challenges ahead for world leaders. Year after year, the countries of the world have gathered for huge conferences on climate change. Ive seen how a few have gone badly wrong, like In Copenhagen in 2009. Delegates walked out amid confusion and a lack of progress. Well, the first challenge is to make sure that there are steep and rapid cuts in emissions of the gases heating the planet, something that hasnt happened so far. Back in the early 90s when climate negotiations started, about 35 Billion tonnes of Greenhouse Gases were being emitted into the atmosphere every year, and since then, despite all the talking, those emissions have just kept climbing. Now, with all the plans and promises to cut them, they could fall to about 46 Billion tonnes a year by 2030, but the science is incredibly clear. They need to come down far more than that if we are to have any chance of heading off the worst effects of higher temperatures, which is why this is such a crucial issue for the talks in glasgow. Next there is a highly sensitive question of financial help for the poorest and most vulnerable countries. Delivering this is long overdue. Its developing nations like the philippines that are hardest hit by the violent weather made more frequent and intense by climate change. More than a decade ago, they were promised 100 Billion ago, they were promised 100 Billion a year, vital, they say, to help them adapt to more dangerous conditions. We them adapt to more dangerous conditiona conditions. We want to see adaptation conditions. We want to see Adaptation Finance conditions. We want to see Adaptation Finance flowing | conditions. We want to see i Adaptation Finance flowing to climate vulnerable regions that bear the brunt of climate change. The third challenge for glasgow is on carbon rules. This matters because as countries try to cut their emissions, though needs to be a way of accounting for that. Likewise if forests are left intact and the trees keep storing carbon, that has to be recorded so the Carbon Credits can be traded. It is vital to sort this out. Can be traded. It is vital to sort this out. ,. Can be traded. It is vital to sort this out. ,. ,. ,. , this out. Right now for example if a maor this out. Right now for example if a major company this out. Right now for example if a major company wanted this out. Right now for example if a major company wanted to this out. Right now for example if a major company wanted to invest i this out. Right now for example if a major company wanted to invest in | major company wanted to invest in preserving Standing Forest in the amazon, there is not yet any clarity on whether those credits that will be generated from that can be claimed by brazil as well as by the company making that investment. 50 company making that investment. So as glasgow prepares for thousands of delegates, there is a lot of much at stake. There are just weeks to get ready. David shukman, Bbc News. The united states has been pumelled this year by extreme events related to climate change. This past week we have been focusing on the Trail Of Destruction Left by hurricane ida. Which means we have slightly taken our eye off the Forest Fires in california which are still raging. Wild fires are a normal part of the californian landscape but the increase in temperatures and the reduced Snow Pack means the hills are drier and the Fire Season this year 75 days longer. Let me show you the map from the California Department of Forestry And Fire protection, you will see the fires are spread across the whole state. More than 15,000 firefighters are currently dealing with 16 large active wildfires. We can crosss to auburn, california and speak to Cal Fire Assistant Deputy Director, chief daniel berlant. Good to have you with us. Can you contextualise that. What area of california is currently burning . We have california is currently burning . Have had over 2 Million acres already burned this year, and that is five times larger than the city of london, so an incredible amount of london, so an incredible amount of land has burned so far, and we are reallyjust now getting to the peak of the season, so unfortunately the likelihood of continuing to break records and seeing even more land destroyed, that likelihood is greater as we move into the fall months. ~. Greater as we move into the fall months. ~. , greater as we move into the fall months. ~ , months. We can see their 15,000 firefighters months. We can see their 15,000 firefighters on months. We can see their 15,000 firefighters on the months. We can see their 15,000 firefighters on the front months. We can see their 15,000 firefighters on the front line, months. We can see their 15,000 firefighters on the front line, and | firefighters on the front line, and it has been relentless this summer. I have hardly come off the lines. So what is that doing tomorrow . Several of these large what is that doing tomorrow . Several of these large fires what is that doing tomorrow . Several of these large fires have what is that doing tomorrow . Several of these large fires have been of these large fires have been burning for several months now, so it is day in and day out, new fire after new fire, since January The 1st we have had thousands of fires back 7000 wildfires, so while we train for this and while our firefighters have been preparing for a busy season like this, it is tough. Many firefighters have been away from home four weeks at a time, maybe they will get a day off here or there and then it is back to the front lines, so endurance is critical. We are notjust now getting into the peak months of Fire Season in california, so we have got to continue to make sure we stay focus and are ready for the next fire that could break out at any moment. ~ , ,. , fire that could break out at any moment. ~ , . ~ moment. Why is it so difficult . When it is so big like moment. Why is it so difficult . When it is so big like this, moment. Why is it so difficult . When it is so big like this, do moment. Why is it so difficult . When it is so big like this, do you moment. Why is it so difficult . When it is so big like this, do you get it is so big like this, do you get embersjumping across it is so big like this, do you get embers jumping across Containment Lines . Is it very, very difficult to contain when it is so big . FirSt Conditions contain when it is so big . FirSt Conditions are contain when it is so big . FirSt Conditions are so contain when it is so big . FirSt Conditions are so dry. Contain when it is so big . FirSt Conditions are so dry. We contain when it is so big . F St Conditions are so dry. We are in the middle of a drought and so when a fire breaks out it is spreading incredibly rapidly. Normally you would need extreme wind or even low humidity to drive these fires, but the Drought Conditions alone are really allowing these fires to burn so quickly, and then like you said, embers travel sometimes a mile ahead of the fire and create bonfires, and so the fires are just constantly moving, and in some cases spotting well ahead of themselves, creating multiple files and thatjust well ahead of themselves, creating multiple files and that just adds well ahead of themselves, creating multiple files and thatjust adds to the challenge that we are facing. As we move into the month of september and october, historically we experience our largest and most damaging wildfires. Those of the months when the winds are their strongest, and we are embracing what could be a couple of busy months for us. , could be a couple of busy months for us. ~ , us. And ust when the firefighters are us. And just when the firefighters are dead on us. And just when the firefighters are dead on their us. And just when the firefighters are dead on their feet, us. And just when the firefighters are dead on their feet, along us. And just when the firefighters i are dead on their feet, along comes are dead on theirfeet, along comes the worst part of the season. I read that nine out of the ten largest wildfires on record in california have come in the last ten years. So what does that mean going forward for the way you manage the national forest and the places that people live . I forest and the places that people live . ,. , forest and the places that people live . ,. ,. ,. ,. , live . I would narrow that down even further. Live . I would narrow that down even further six live . I would narrow that down even further. Six out live . I would narrow that down even further. Six out of live . I would narrow that down even further. Six out of the live . I would narrow that down even further. Six out of the top live . I would narrow that down even further. Six out of the top seven further. Six out of the top seven have occurred since last year. So we are experiencing record breaking fires that are larger and more damaging than ever before, so we really have to change our tactics. While an aggressive Fire Fight will continue to be our focus, making sure we muster resources and set a strong firefight to every single fire, we also have to look at a Paradigms Shift of looking at ensuring that our forests become healthier, that our communities are hardened against these wildfires, and so we really are investing a lot of money in fuel reduction work, in community herding, indefensible space, in making sure ourforests are healthy. He mentioned earlier that in ourfire are healthy. He mentioned earlier that in our Fire Seasons, 75 days longer than they were just several decades ago, and so this change in paradigms, this change in philosophy, has to continue, because unfortunately this trend of large damage in wildfires is likely not going to end anytime soon. It really is going to be quite a short spell of hot weather, and then after that it looks as though thunderstorms will be heading our way. High pressure is dominating the weather across much of europe, and this low pressure is approaching us, butjust ahead of it with the Wind Spiralling towards it it is pushing up that heat from the south. So quiet, Clear Skies overnight, pretty balmy as well with the southerly push of air. Temperatures early in the morning will be around 15 degrees in glasgow and not far off that in belfast. In fact, north or south its going to be every bit as mild on tuesday morning. Heres the Sunshine Right from the word go. Clear skies across much england and wales, although some of us could wake up to a bit of Mist And Fog but that should clear very quickly through the morning. How warm . Most of us will be in the mid to high 20s, look at that, 27 degrees expected in hull. But most of us will hit around the 30 c. Usually weve not had 30 celsius in this country since the 23rd ofjuly, thats the last time the mercury hit 30. Heres wednesday, that low pressure to the South West of us is approaching. Ahead of it we still have some pretty warm air. Many eastern and central areas will be enjoying, i say enjoy if you like the heat, the warm and sunny weather. But out towards the southwest thunderstorms are looming, some pretty big downpours in some places, typical summer weather, really. Here temperatures dropping only 19 in plymouth whereas temperatures still not far off 30 degrees for example across the midlands. And then Wednesday Night into thursday this thundery Weather Front will push ever eastwards and northwards, so many of us will get showers. Plenty of them out toward the north western countries. A real mixed bag on the way on thursday and no more reds on the weather map, or burnt oranges slightly more yellow colours there. Orange and yellow colours indicating lower temperatures. You can see that big drop in temperatures as we go through the course of the week. The weekend at this stage is looking rather low 20s, i think for most of us. Bye bye. He left home 11 days ago and he has been wearing the same clothes ever since. These people have had no break. They are resilient and at least they are staying calm and hoping there is a way out of this but it is a desperate situation and it is not safe where they are waiting. There is this notion they had in hotels and it is ok, sort of. It started out that way but the crowds are growing everyday because people are hearing about the planes and hope they can get on. People are taking money at the door to let people in so it is becoming a more dangerous and chaotic situation everyday. Itruiith and chaotic situation everyday. In the us it is Labor Day, which also marks The End of the summer holidays. But hardly the Summerjoe Biden had promised 0njuly fourth, the president had all but announced an end to the pandemic, the average number of New Cases was below 12,500. New cases are now 160,000. Since la share we have said consistently that after a public holiday we see a spike in cases and shortly thereafter. Since last year. We see the same for Death'>Hospitalisation And Death so we know this and we need to get ahead of it unfortunate we have reached the stage and the pandemic when many people are done trying and listening. They want their fun and want to be able to do what they want to do and that is absolutely hazardous for the health of our communities right now with hospital beds full and cases on the rise and with Death'>Hospitalisation And Death. My colleagues are turning people away, sending them to other hospitals because they are twofold. This should not be happening in a country which has more than enough resources and it is a failure of leadership in some states who will not abide by Cdc Guidance and scientific basis for these recommendations. We need to have standardised rules right now. Vaccination must be encouraged. Misinformation must be addressed and vaccines masks must be mandated in cases where rates are not what they need to be. When you look at this graph, you can see in the past 90 days, Latin America has a lower Case Rate than the us and canada, europe, and the Middle East. And the experts are putting to the successful Roll Out of the vaccines. In chile and uruguay, more than 70 of the population has now been fully vaccinated. And in brazil which has one of the worlds highest Death rates, 65 of the population has had at least one dose of the vaccine, compared to 62 in the us. So they are actually faring a little better. Im joined now by Dr Marco Aurelio safagee, brazilian infectious Disease Specialist and head of the Department Of Pediatrics At Santa Casa De sao paulo school of medical sciences. That is some turnaround in brazil . Yes, definitely, and i think it is important for the persons to understand that brazil has a long tradition in terms of vaccination. We are not in a better position only due to the fact that we did not have the vaccine in enough supply in a timely manner so only now we are receiving sufficient number of doses to vaccinate our population and i must say that probably by The End of the year, brazil will probably be one of the countries in the world with the highest Vaccination Rate and a fully vaccinated population. That is really impressive because you heard the doctor ahead of you saying that it is a different picture in the united states. They cannot get past a certain mark but there is no such vaccine reckoned in brazil. , brazil. That is truth. Antivaccination brazil. That is truth. Antivaccination is l brazil. That is truth. Wejust did not have the vaccines in a timely manner. In the next weeks and months we are probably receiving around 200 Million doses of vaccine by The End of the year so we will be able to provide vaccination for the population. We started with the activated vaccine which is not used in the us or europe. Then we have the astrazeneca vaccine, currently it is the vaccine which has been distributed in a high proportion here in brazil and more recently, we have the Pfizer Vaccine and the Jansen Vaccine so these are the four vaccines we are using. 50 Jansen Vaccine so these are the four vaccines we are using. We are seeing clearly a sharp decrease in the numbers of cases of Death'>Hospitalisation And Death in brazil but it is important to acknowledge that the Delta Variant is now here in some places where we have been able to do sequencing of the virus we have seen delta responsible for more than 80 of the cases. So we anticipate that in the next weeks we will see a turnaround and probably unfortunately you will see in increasing the number of cases. That is why we need to accelerate our Vaccination Rates. Conjoined twins from israel have been able to see Each Other for the first time after being separated. The one year old sisters underwent a 12 hour operation, as Mark Lobel reports. Sisters Face To face for the first time after surviving a miraculous marathon operation. Conjoined at the back of their heads from Birth A year ago, Separation Surgery was meticulously planned between major Blood Vessels in their heads. A very delicate task one bleed could be catastrophic. Translation of course, after all the preparationsl and all of the models we have built in a designated surgery room, we specifically prepared for this thing with a surgical Theatre And Vr of the twins and with a 3d Model we prepared in advance. Where the two were attached, there was no skin and skull, so doctors needed the babies to essentially grow more skin. Inflatable Silicon Bags were inserted into their heads and gently expanded to stretch their skin slowly. This meant that when doctors reconstructed their skulls after the separation, they had excess skin, which they could use to seal their new heads. We are just finishing the twins separation procedure. It has gone extremely well and im delighted how well the whole teams done. Its an excellent team here and its been a real pleasure to be a part of it. Separating them so young, they say there is now a high chance they will live normal lives already breathing and eating on their own. There is rehabilitation for their physical and cognitive development planned, which will, no doubt, be spurred on by these remarkable sisters own determination to succeed. Mark lobel, Bbc News. Israeli authorities have launched an enormous manhunt after six palestinian prisoners tunnelled their way out of one the countrys most secure jails.
