The taliban appears set to announce a new government for afghanistan within days, but the European Union and britain have said they wont be recognising it. Speaking on a visit to pakistan, The Uk foreign secretary, dominic raab, said he wanted the country to be stable, and aid could be provided via charities. We begin in kabul, where our correspondent, secunder kermani, reports on how the taliban are already changing daily life. Side by side, taliban fighters and local residents. Now you can see womens faces have been blacked out, and the taliban have told decorators to paint over all of this, replacing it with these Black And White slogans. This one reads, the blood of the martyrs has washed away the occupation a glimpse of what the new afghanistan is going to look like. Close by, this beautician� S Shop has also been ordered to paint over its signage. Despite taliban assurances women will be allowed to work, many Fear Theyll be erased from public life. This morning in kabul, a protest by female activists demanding equal rights. Earlier this week, taliban leaders said Women Wouldnt be given senior roles in the new government. Translation throughout decades of war, women have suffered a lot, mentally and physically. After a lot of effort, they managed to create a space for themselves and achieve some Equality And Justice while retaining their islamic identity. If we lose all this, it will have a very negative impact on afghanistan. Some arent waiting to find out what the new government will look like. These afghans are stuck at the border with pakistan. The uks foreign secretary, whos been visiting pakistan, told the bbc he wanted the taliban to live up to promises to allow those afghans eligible to leave the country to do so. Whats important for The Uk and all of our partners whether its in the us, but also in the region, including pakistan is to try and exercise the maximum moderating influence on the taliban. So, whether its safe passage, whether its no Safe Haven for terrorism, we need to send a clear message. Afghanistan is changing fast and will change even more in the coming days. But no ones yet clear what exactly the future will look like. Secunder kermani, bbc news, kabul. The taliban say theyre making advances in their efforts to oust the last remaining armed opposition in the panjshir valley, just a few hours from kabul. But resistance leaders there have denied the claims. Panjshir is a mountainous region famous for holding out against the Soviet Army in the 1980s, and the taliban in the 1990s. Thousands of fighters are thought to have massed there, refusing to give up. Known as the national Resistance Front of afghanistan its fighters can be seen here in a series of training drills. Theyre a multi ethnic group of militias and former afghan Security Force members. The former afghan Vice President , amrullah saleh, is in the panjshir valley. He claims he is the true Caretaker President , and says reports he has fled the country are baseless. I am in the panjshir valley. The reports concerning my escape from afghanistan are totally baseless. I am here. We have had several meetings regarding the situation. No doubt, the situation is difficult. We have been under invasion of the taliban, their alqaeda allies, terrorist groups from the region and beyond, as usual backed by the pakistanis. We have held the ground. We have resisted. The resistance is not going to surrender, its not going to bow to terrorism and its going to continue. There are difficulties, but i have not fled, i have not escaped. So, i want to assure you through this video that everything said to this moment that i have been injured or i have fled are baseless fake news. The us secretary of State Antony Blinken has been speaking about the situation in afghanistan in the last few hours. He said any new government should be as broadly based as possible. First, as weve said and as countries around the world have said, there is an expectation that any government that emerges now will have some real inclusivity and that it will have non talibs in it, who are representative of different communities and different interests in afghanistan so we will see what in fact emerges. Well, earlier i spoke to Drjonathan Schroden whos an expert on the taliban and a military Operations Analyst at cna. I asked him what he thought the new taliban government would look like. We have seen a few announcements of names that are not surprising so far. Nothing formal, of course, but a lot of reports coming from declared taliban sources, through various news channels, that seem to indicate the talibans leader, their emir, mullah hibatullah akhundzada, will assume a Supreme Leader like position in afghanistan, which is to say he would be the penultimate head or the ultimate head of the government. He will be responsible for religious affairs, for overall decisions about the government, but he would also have a day to day a person who is responsible for the day to Day Operation of the government, and that person is likely to be mullah baradar, who may be familiar to people as the person who was in charge of the talibans Political Office On Doha and the person who was in charge of the negotiations that the taliban engaged in with the united states, over the past year. There are a bunch of other names floating around that would be less familiar to people. Perhaps the most notable of those, are mullah yaqoob, who is the son of mullah mohammad omar, the original, very reclusive leader of the taliban, as well as siraj haqqani, who is one of the leaders of the haqqani network, which is a declared terrorist organisation. Sounds very similar to how the iranians regime is set up with the Supreme Leader ali khamenei. There may be some similarities. There has been a lot of speculation that the taliban might adopt the model somewhat similar to iran and well have to wait to see once they announce their formal structure just how similar it actually is. Weve been getting a lot of chat from the taliban, talking about, you know, were going to make this an inclusive government. How inclusive do you really think its going to be . As your piece indicated, i dont think its going to include any women in any senior positions. I think that would be highly unlikely. They have been in talks with hamid karzai, other leaders of various minority groups, but the extent to which those individuals or other leaders from those groups would be included in very high level positions within the government, what they call for example, the power ministries, the foreign ministry, the security services et cetera, seems doubtful at this point. I think there was hope early on in this discussion, given the taliban statements about inclusivity, that we might see some of those individuals in high level positions. Im much more sceptical that were going to see that now. If only because the taliban face the challenge between trying to be inclusive and trying to bring other groups into the fold so that they dont have challenges from them while also maintaining their internal cohesion and they have many, many hardliners, internal to the organisation, who have taken a to the victor go the spoils type mentality. I think what is happening now is that we are slowing down to something closer to what would be recognised as a normal Trend Rate of growth, and most of the economic Data Series we track closely, things like retail sales, consumer confidence, manufacturing activity, actually peaked in march and april, at the same time federal stimulus peaked. That was the last big federal Stimulus Payments that went out to the public. 0bviously everyone is talking about this big Infrastructure Spending Plan that President Biden is tabling what do you think that is going to do to change anything, if at all, because obviously it is a plan to invest money in infrastructure, not jobs . It is, and look, i think actually it is a plan that has strong bipartisan support. The nice thing about Infrastructure Investment is that it pays dividends long run. The problem is that it is tied to another 3. 5 trillion plan which has very narrow support, and in fact just yesterday, senatorjoe manchin, a democrat from West Virginia said he will not support that plan unless he could be convinced otherwise he will not vote for it and the plan will fail. If the plan fails then the Infrastructure Plan fails, because in the house progressives have said they wont pass the Infrastructure Plan unless the other plan passes. So at the moment it will be two or three weeks of nailbiting while we see if any of this gets done. In the meantime, unlike Last Years stimulus, nothing we are talking about here is tailor made to address the economic problems created by the pandemic. Immunising Under 16s might help suppress covid, but should the young be vaccinated to protect the old . If we are going to vaccinate our children it has got to be really in their interests and not in societys interests to vaccinate them, and i think it is a difficult decision. Vaccinating 12 to 15 year olds could help their education by limiting outbreaks in schools.
