In the us as the spread of the Delta Variant hits Hospitality And Leisure. Hello, and welcome. The taliban appears set to announce a new government for afghanistan within days, but the European Union and britain have said they wont be recognising it. Speaking on a visit to pakistan, the uk foreign secretary, dominic raab, said he did want to the country to be stable and aid could be provided via charities. It comes as the taliban claim progress in their battle to eliminate the final resistance to their rule in the panjshir valley. More on that in a moment. First, our Correspondent Secunder kermani reports on how the taliban are already changing life in kabul. Side by side, taliban fighters and local residents. This is Friday Prayers in kabul. A cleric from the group tells the Congregation Theirjihad is changing from a Military Campaign to one ridding society of corruption. Theyre still yet to establish a new government, but an announcement is expected soon. Translation what we want the new government to do is tackle poverty and unemployment. Whenever they announce it, people will be able to properly get back to work and the economy will improve. The most important is peace. Prosperity second. And we must try to consolidate and make unity between the afghan nations. Already the face of this city is changing under the influence of its new rulers. For years, these blast walls, painted over with bright and inspiring murals, had been a colourful feature in kabul. Now you can see womens faces are being blacked out, and the taliban have told decorators to paint over all of this, replacing it with these Black And White slogans. This one reads, the blood of the martyrs has washed away the occupation, a glimpse of what the new afghanistan is going to look like. Close by, this beautician S Shop has also been ordered to paint over its signage. Despite taliban assurances women will be allowed to work, many Fear Theyll be erased from public life. This morning in kabul, a protest by female activists demanding equal rights. Earlier this week, taliban leaders said Women Wouldnt be given senior roles in the new government. Translation throughout decades of war, women have suffered a lot, | mentally and physically. After a lot of effort, they managed to create a space for themselves and achieve some. Equality and justice while retaining their islamic identity. If we lose all this, it will have a very negative impact on afghanistan. Some arent waiting to find out what the new government will look like. These afghans are stuck at the border with pakistan. The uks foreign secretary, whos been visiting pakistan, told the bbc he wanted the taliban to live up to promises to allow those afghans eligible to leave the country to do so. Whats important for the uk and all of our partners whether its in the us, but also in the region, including pakistan is to try and exercise the maximum moderating influence on the taliban. So, whether its safe passage, whether its no Safe Haven for terrorism, we need to send a clear message. Afghanistan is changing fast and will change even more in the coming days. But no ones yet clear what exactly the future will look like. Secunder kermani, bbc news, kabul. The taliban appear to be making some progress in their efforts to oust the last remaining armed opposition in the panjshir valley, just a few hours from kabul. Resistance leaders have admitted to the bbc the taliban have made gains, but havent yet taken the whole valley. Panjshir is a mountainous region and famous for also holding out against the Soviet Army in the 1980s and the taliban in the 1990s. Thousands of fighters are thought to have massed there, refusing to give up. The anti taliban movement calls itself the national Resistance Front of afghanistan. You can see their fighters here in a series of training drills. Its made up of a multiethnic group of militias and former afghan Security Force members. Theyre led by this man, ahmad massoud. Hes the son of the late ahmad shah massoud, known as the lion of panjshir, a powerful Guerrilla Commander who led an army of Resistance Fighters against the soviets and the taliban. Former Vice President Amrullah Saleh is also in the panjshir valley. He has insisted to the bbc he remains there and reports he has fled the country are baseless. I am in the panjshir valley. The reports concerning my escape from afghanistan are totally baseless. I am here. We have had several meetings regarding the situation. No doubt, the situation is difficult. We have been under invasion of the taliban, their alqaeda allies, terrorist groups from the region and beyond, as usual backed by the pakistanis. We have held the ground. We have resisted. The resistance is not going to surrender, its not going to bow to terrorism and its going to continue. There are difficulties, but i have not fled, i have not escaped. So, i want to assure you through this video that everything said to this moment that i have been injured or i have led are baseless fake news. Our correspondent Barbara Plett usherjoins me now from washington. Welcome to you. In the past hour or so, the us Secretary Of State has been giving a Press Conference giving details about those evacuated from afghanistan and those that have been left behind. What did he say . He has asked a particular about a certain he has asked a particular about a certain category of afghans who supported the us War Effort and in response supported the us War Effort and in response he says 124,000 people were evacuateti response he says 124,000 people were evacuated. The vast majority of those evacuated. The vast majority of those were afghans. According to senior those were afghans. According to senior State Apartment officials this week, it seems many of those afghans this week, it seems many of those afghans did not belong to the twitter afghans did not belong to the twitter category. And thats because they were twitter category. And thats because they were part of a process that was quite they were part of a process that was quite cumbersome and bureaucratic for special quite cumbersome and bureaucratic for special visas which have been in existence for special visas which have been in existence before The End of the war. And that existence before The End of the war. And that was moribund in a way. The administration neglected it and covidt9 administration neglected it and Covid 19 also had a role and the Buy Demonstration Gate up to speed but when the Demonstration Gate up to speed but when the chaotic last days of the war he when the chaotic last days of the war he hit when the chaotic last days of the war he hit it cannot cope and tony Blake War he hit it cannot cope and tony Blake And War he hit it cannot cope and Tony Blake and himself that it was not designed to deal with the frantic evacuation. So it seems as many of those evacuation. So it seems as many of those people who are particularly important to the us that are from afghanistan did not actually get out. Theyre committed to bring people out. Theyre committed to bring people out he said but that is one reason people out he said but that is one reason why people out he said but that is one reason why they continue to stress to the reason why they continue to stress to the taliban that they want freedom to the taliban that they want freedom of travel. He to the taliban that they want freedom of travel. He outlined in detail at the freedom of travel. He outlined in detail at the us freedom of travel. He outlined in detail at the us governments i detail at the us Governments Expectation of a new taliban afghanistan. But i suppose if those expectations are not met, what if anything can they do about equipment that talk about leverage, and one of the things are about is that they are presenting the United Front with many other countries. Many other countries. Particularly in the west many other countries. Particularly in the west. So many other countries. Particularly in the west. So the many other countries. Particularly in the west. So the line many other countries. Particularly in the west. So the line is many other countries. Particularly in the west. So the line is that. In the west. So the line is that they in the west. So the line is that they are in the west. So the line is that they are going to engage with the taliban, they recognise it at least not initially and then they have criteria not initially and then they have criteria for engagement with things like freedom of travel, respecting rights like freedom of travel, respecting rights for like freedom of travel, respecting rights for women and girls and minorities, and those that have been for terrorists minorities, and those that have been for terrorists and so on. Antony btinken for terrorists and so on. Antony blinken mentioned that these things were enshrined in a Un Resolution which were enshrined in a Un Resolution which had were enshrined in a Un Resolution which had more leverage, he sickened me because which had more leverage, he sickened me because the taliban one of the lifting me because the taliban one of the lifting of me because the taliban one of the lifting of un sanctions and they wanted lifting of un sanctions and they wanted the Lifting Of Travel Sanctions and the americas have talked sanctions and the americas have talked about other leverage as well, for example, the afghan foreign reserves for example, the afghan foreign reserves are actually in the united states reserves are actually in the united states and reserves are actually in the united states and they had been frozen. Bitaterat states and they had been frozen. Bilateral assistance has been sniffing bilateral assistance has been sniffing is also a frozen those are the kinds sniffing is also a frozen those are the kinds of tools they said they have, the kinds of tools they said they have, but the kinds of tools they said they have, but its very much a wait and see, reaity~ have, but its very much a wait and see, really. Antony blinken did not really see, really. Antony blinken did not really answer many questions about how they really answer many questions about how they are going to engage. They are very how they are going to engage. They are very much think we look to see what are very much think we look to see what sort are very much think we look to see what sort of are very much think we look to see what sort of policies and actions of the government has. The government has. Barbara, for now, the government has. Barbara, for now. Thank the government has. Barbara, for now. Thank you the government has. Just go to bbc. Com news. Us president Joe Biden has defended his record on the economy after the Rate Ofjob Growth slowed down. Fewerjobs were created in the us economy in august than at any time in the last seven months, but the president insists that the us economy is growing consistently. Today we learned the economy created 235,000 newjobs in august and the Unemployment Rate fell to 5. 2 , the lowest it has been in 18 months. But despite the impact of the Delta Variant, and ill talk a little more about that in a minute, what were seeing is an economic recovery thats durable and strong. The Biden Plan is working. Were getting results. Our Business Reporter Samira Hussain is in New York. She told me if the Biden Plan is working. First you look at the jobs report for what first you look at the jobs report for what it first you look at the jobs report for what it is. 235,000 jobs is disappointing, especially when you consider disappointing, especially when you consider analysts excited to see obs consider analysts excited to see jobs somewhere in the 700,000 range. And its jobs somewhere in the 700,000 range. And its a jobs somewhere in the 700,000 range. And its a clear sign that the Delta Variant and its a clear sign that the Delta Variant of and its a clear sign that the Delta Variant of the coronavirus is having a Significant Variant of the coronavirus is having a significant impact on hiring in the united states. Remember, back in july, and the united states. Remember, back in july, and in the united states. Remember, back in july, and injune of this year, the us economy cumulatively had added almost us economy cumulatively had added almost 2 us economy cumulatively had added almost 2 millionjobs. So, this decline almost 2 millionjobs. So, this decline is almost 2 millionjobs. So, this decline is really quite fast. That said. Decline is really quite fast. That said. I decline is really quite fast. That said, i think the Bite Administration is taking this opportunity to try to push for their Infrastructure Plan because it is in fact a Infrastructure Plan because it is in fact a job Infrastructure Plan because it is in fact a job creating plan, according to the fact a job creating plan, according to the white house. That all of these to the white house. That all of these projects would require men and women these projects would require men and women to these projects would require men and women to actually do the work and not all women to actually do the work and not all of women to actually do the work and not all of them are highly skilled. Rather not all of them are highly skilled. Rather it not all of them are highly skilled. Rather it is not require a university degree. These are Trade Kind of university degree. These are Trade Kind ofjobs as well. So that if the argument kind ofjobs as well. So that if the argument the Buy Demonstration is certainly argument the Buy Demonstration is certainly laying out when it comes is a restructure plan. And certainly laying out when it comes is a restructure plan. Is a restructure plan. And what Im Act is a restructure plan. And what impact do is a restructure plan. And what impact do you is a restructure plan. And what impact do you think is a restructure plan. And what impact do you think today is a restructure plan. And what. Impact do you think today positive figures will have on the us Federal Reserves plans to start tapering Off A Seamless Package later on this year . I Off A Seamless Package later on this ear . ~. , , Off A Seamless Package later on this ear . ,. ,. , Off A Seamless Package later on this ear . ,. ,. ,. , Off A Seamless Package later on this ear . ~. ,. ,. ,. Year . I think thats a question that eve one year . I think thats a question that everyone has year . I think thats a question that everyone has basically year . I think thats a question that everyone has basically been year . I think thats a question that L Everyone has basically been asking. And it everyone has basically been asking. And it would seem that the way that we have and it would seem that the way that we have heard the Federal Reserve taiking we have heard the Federal Reserve talking over the last several months. Talking over the last several months, this Actualjobs Report Sort of place months, this Actualjobs Report Sort of place into that thinking. They have of place into that thinking. They have always been very cautious in terms have always been very cautious in terms of have always been very cautious in terms of saying the recovery is not going terms of saying the recovery is not going to terms of saying the recovery is not going to be terms of saying the recovery is not going to be even and we are going to have fits going to be even and we are going to have fits and starts. And this is certainty have fits and starts. And this is certainly evidence of that, so again the Federal Reserve is definitely still going to wait as see and its not going still going to wait as see and its not going to make any drastic decisions stay with us on bbc news. Still to come, stealing a pet in england is about to become serious offence after a rise in Dog Thefts during the pandemic. The latest headlines the taliban claim to be making advances in the panjshir valley, the only part of afghanistan they dont control. One of the leaders of the national Resistance Front has admitted their situation is difficult, but denied claims hes fled afghanistan. Theres been a sharp Slowdown Injob Creation in the us coinciding with the spread of the Delta Variant thats hit the Hospitality And Leisure sectors. But President Biden insists the economy remains durable and strong. President biden has arrived in the southern american state of louisiana, where Hurricane Ida made landfall last sunday and where 800,000 people remain without electricity. Hes expected to survey the damage and highlight the links between extreme weather events and climate change. Most of the deaths inflicted by ida, at least 50, were in north eastern states hit by flash floods. Our North America Correspondent Peter Bowes is in los angeles. President biden is currently in a small town just President Biden is currently in a small townjust to the President Biden is currently in a small town just to the west of New Orleans in about 29,000 people live there. It is one of the worst affair is affected areas but this hurricane that swept through on sunday and took at the power and destroyed many peoples homes and restricted their access to fresh water. Note edible food in some circumstances because no electricity. Theirfood is circumstances because no electricity. Their food is just rotting in refrigerator. The People Argument the a very difficult time and this Isjust Argument the a very difficult time and this is just one of many communities in a similar position. So President Biden is meeting with local emergency officials. It is a Fact Finding Trip for him. He says it is not political and of course this is a traditional role of a president. The consoler in chief as he is often described visiting areas suffering from a terrible Tragedy Or Crisis like this. But i think in this case it is bigger than that. It is a Fact Finding Trip because this is a Fact Finding Trip because this is part of and the president has already touched on this in the past few days, this is as a result of Global Warming and we are seeing a course the consequences of Hurricane Ida on the northeast coast of the us is well with that terrible flooding and the president is trying to get the facts. We expect him later in the facts. We expect him later in the day to have much more to say about the practical circumstances and perhaps a bigger picture is whelped as it applies to climate change. Whelped as it applies to climate chance. ,. ,. , , change. How much have questions been raised there in change. How much have questions been raised there in the change. How much have questions been raised there in the past change. How much have questions been raised there in the past few change. How much have questions been raised there in the past few days raised there in the past few days with a possible lack of preparedness for these kind of terrible weather events across the country . You know what, a Lot Events across the country . You know what. A lot has events across the country . You know what, a lot has been events across the country . You know what, a lot has been said events across the country . You know what, a lot has been said that events across the country . You know what, a lot has been said that to what, a lot has been said that to some extent you cannot prepare for the scale of the devastation that we have seen in some circumstances. And that in part is certainly because the Flash Flooding in the northeast just traditionally has not happened, and occasionally we are now hearing experts saying it is going to happen and it is going to happen repeatedly and it is going to happen repeatedly and therefore a level of preparedness is going be necessary that we have not seen before. And certainly many areas, that includes improving the drains in New York city, it means safeguarding the subways so we cannot see that huge sort of torrents of water that we saw getting down to the trains and stopping the Transport System there. So this is we have for this phrase before but the new normal and it is going to get worse unless something is done about climate change. That is done about climate change. That is the issue people are grappling with and i think his his community is concerned, they want to get to get to the next few days and President Biden hasjust get to the next few days and President Biden has just said get to the next few days and President Biden hasjust said 100 Million in federal aid has provided an individual is getting about 500 immediately in their pockets just to provide their everyday needs over the next few days. Lets look at some of the days other news. Apple says its delaying the introduction of its controversial tools to detect images of Child Sex Abuse on iphones in the us. Its announcement of the new tools last month immediately sparked criticism, with Digital Rights advocates warning that the software would open a back door into peoples devices for oppressive governments and criminals. The Prime Minister of New Zealand says the Sri Lankan Terrorist who stabbed six people at an Auckland Supermarket, critically wounding three of them, had been under surveillance since 2016. The man, a known supporter of islamic state, was shot dead by police. A former roman catholic archbishop has gone on trial in the united states on charges of child Sexual Abuse. The 91 year old Theodore Mccarrick pleaded not guilty at a court in the state of massachusetts. He was defrocked two years ago after a vatican investigation found him guilty of the Sexual Abuse of children and adults. The European Union and the Pharmaceutical Giant Aztrazeneca Have reached an agreement which brings to an end the bloc s legal action for failure to deliver covid vaccines. The Court Case was launched after the eu accused astrazeneca of favouring other nations, including the uk. Under the agreement, a total of 300 Million Covid Jabs will be delivered to the Eu By March Next year. The uks vaccines advisory body has said it cant recommend vaccinating healthy 12 15 Year Olds against Covid 19 On Health Grounds alone. It says children are at such low risk from the Virus Thatjabs would offer only marginal benefit. Heres our medical editor fergus walsh. From france to the united states and israel, many wealthier nations are already immunising all their 12 15 Year Olds, not the uk. The scientists who advise government on immunisation, thejcvi, today said a further 200,000 young teens with heart, Lung And Liver conditions thought to be vulnerable to covid would now be asked to have the vaccine, but it would not recommend the jab for healthy 12 15 Year Olds. Whilst the benefits marginally outweigh the risks, the risk of Heart Inflammation is still uncertain, and we want to see what wider societal and educational benefits there are to children before recommending universal vaccination. The key concern for the jcvi is the potential long term harms from a rare Side Effect from the pfizer vaccine. Myocarditis is inflammation of the heart muscle, and Pericarditis Inflammmation of the heart lining. Data from the united states shows that for every 1 Million boys fully immunised with the pfizer vaccine, there were around 60 cases of Heart Inflammation. Among girls, it was much lower, with around eight cases per million. Symptoms include chest pain, shortness of breath and palpitations. But these were generally mild symptoms and short lived. As for covid, healthy children are at minimal risk of severe illness, with just two in A Million admitted to Intensive Care after infection. So, what happens now . Thejcvi only looks at health issues, but the uks four chief medical officers can examine why wider issues, such as disruption to schools from repeated covid outbreaks, and whether this might tip the balance in favour of immunising all 12 15 Year Olds. If were going to vaccinate our children, its got to really be in their interests and not in societys interests to vaccinate them. And i think it is a difficult decision. So, what do families make of it . People between the age of 12 15. Should be able to get a vaccination to prevent the spread of the virus. I would not recommend for the moment. Its too early. I think if we want to get the pandemic under control, then we have to vaccinate as many in the population as possible. Many other countries rolled out vaccines to all secondary school children in the summer. With the Autumn Term now under way, a final decision of the uk is promised shortly. Fergus walsh, bbc news. Stealing a pet could soon be made a criminal offence in england after a rise in thefts during the pandemic. About 2000 dogs were stolen last year. Officials want a new law that recognises the emotional Distress Pet Abduction causes to both animals and their owners. Duncan kennedy reports. She had been in the family for ten years. But last year, roly, the blonde cockapoo, was stolen. It happened during a walk in open countryside. Her owner, katie christie, says roly has never been found. I think lots of Family Pets are more than just a pet. They are members of the family. We really were devastated when she went, and its very, very traumatic. You know, its a year on, and we still are very upset and hoping to get her back. Some Dog Thefts are caught on camera. These two men on the right took a chihuahua on a London Street and drove him off in this van. The government says 2000 dogs were reported stolen last year, but it says current Theft Laws are not strong enough, so its introducing a new offence of Pet Theft. We think that this has been a growing problem, often with organised gangs behind it. Often when the police do bring prosecutions, they find that theres other criminality linked to it. That is why we want to strengthen the law in this area. These stolen puppies were put up for sale from a car boot. Prices rose sharply during the pandemic. Hazel was just ten months old when she was stolen from Becky Taylor last summer. Becky put up posters everywhere, from West Sussex to ireland. Incredibly, after 11 months, an anonymous tip off has just led to hazel s return. I saw her coming up the road, and i thought, i know that dog, its my hazel. And then she crawled into my arms, and then we had to drive someone safer and then i could cuddle her. Yeah. The thieves had cut out hazel s microchip. And becky says shes not sure a new Pet Theft law would make her dog safer. Its only as good, you know, i as those that follow it through. If the police dont act and then dont prosecute, then theres no point in having a new law. | britain has about 10 Million dogs, and owners say it is now time to treat them as more than just property. Duncan kennedy, bbc news. And before we go, we have some astonishing pictures from argentina, where a kayaker found herselfjust a bit too close to a southern right whale. Analia giorgetti was out on the water on her birthday when the mammal became curious about her presence. The moment was captured by a drone. This type of whale lives in the waters around south america, South Africa and australia. Analia says it was privilege and a magical moment. Dont forget you can get in touch with me and some of the team on twitter. Im samanthatvnews. Thanks for watching. Bye for now. Hello. The weathers been stuck in a rut for quite some time, the weather will begin to change this weekend. Lets Take A Look at the big picture. Its all to do with this area of high pressure which is slowly moving away eastwards. As that happens, we begin to draw in something warmer and brighter, gradually by sunday, into england and wales. Whereas at the same time in Scotland And Northern ireland, there is a chance of seeing some rain to end the weekend. But until then, its as you were, and that means a good deal of cloud around, as there will be getting into tonight. Some clear spells in parts of wales and South West england, could be one or two Mist And Fog patches. Elsewhere, a lot of this cloud is low, meaning its foggy on the hills, and there are some patches of light Rain And Drizzle here and there, as well, with most places keeping temperatures just into double figures. So, it is going to be a rather grey start to saturday and, for many, itll stay that way. There will be a few sunny spells coming through that cloud, perhaps into northern scotland, northern ireland, more especially towards wales and southern counties of england, especially into the South West. The flow of air still coming in towards the North Sea Coast will keep temperatures a little lower here than elsewhere, particularly coastal parts of eastern Scotland And North East England into the mid teens. Whereas elsewhere, if you get to see some sunshine, youre just into the low 20s. The thickest cloud, again during saturday, brings a chance of seeing some drizzly Light Rain in places. Staying largely fine, then, into saturday evening. And then on sunday, for part two of the weekend, the gradual change is under way. Brightening up more readily in england and wales, though therell still be some parts of Eastern England that stay rather cloudy. Itll turn a bit warmer here, whereas for Scotland And Northern ireland, increasing cloud towards the North And West in particular, then we see a Weather Front approaching with some outbreaks of rain. Some uncertainty about the timing of the arrival of any rain and, indeed, the Progress Southwards of that overnight into monday. It may well be by monday this system with patchy rain installed across parts of northern ireland, Northern England and scotland. To the north of that in northern scotland, some sunshine. To the south of that, across much of england and wales, increasingly warm, sunny spells as we go into sunday and monday, with temperatures lifting up in some spots into the upper 20s. Beyond that, all parts will see some very warm weather for a time and some sunshine before things turn cooler and rather more unsettled again later in the week. Thats your weather. This is bbc world news, the headlines. The taliban claim to be making advances in the panjshir valley, the only part of afghanistan they dont control. The battle has left hundreds dead.
