Good morning, Its friday the 3rd of september. Our top story. At least 45 people have now died after heavy Rainfall And Flash flooding across four northeastern us states. New york and newjersey have both announced states of emergency, while President Biden has called for the us to better prepare for Climate Change. Our north america correspOndent, peter bowes, reports. A disaster that unfolded in minutes and claimed lives in several North East states. The catastrophic flooding caused by remnants of Hurricane Ida came Out Of The Blue and caught New Yorkers off guard. Streets were turned into rivers and subway services forced to close down as Water Cascaded Onto trains. Many of those who died perished in their basements, unable to escape. This is New Yorks central park, submerged after the worst flooding in a Lifetime. Ive been here more than 20 years and never seen the park like this, all flooded up everywhere. There is the fountain, never been flooded up like that. Ive seen a lot of trees falling down. Like, this is pretty crazy. It is a similar story in philadelphia, wIth water as far as the eye can see, engulfing communIties. Some people had to be rescued from their homes by boats. WIth the Death Toll still rising in New Orleans after Hurricane Ida struck wIth Its full force On sunday, and 50,000 people evacuated from parts of Northern California because of a massive Forest Fire this week, america is feeling the full wrath of extreme climate related events. Ive lived in New York for 40 some odd years, and obviously things are changing, so. And i love south lake tahoe, and we are seeing that burn down right now, too. So the whole west is in big trouble. Wouldnt It be great if we could take all this rain and put It into california, for crying out loud, right . It all points to One thing, says President Biden. The past few days of Hurricane Ida, and the wildfires in the west and the unprecedented Flash Floods in New York and newjersey, is yet another reminder that these extreme storms and the Climate Crisis are here. A crisis On multiple frOnts, and an urgency to tackle Climate Change like never before. Peter bowes, Bbc News. One in 10 buy now, pay later shoppers have been chased by Debt Collectors, according to the charIty cItizens advice. It says the rapid expansiOn of the service has left shoppers unprotected and ill informed, but companies who use It defend It as a cheaper alternative to credIt cards. Colletta smIth has this report. Its easy, Its fast and Its everywhere. Since buy now pay later optiOns arrived in the uk, lots of us have been clicking those buttOns to spread the payments. Normally you splIt the bill over a couple of mOnths wIth no added interest, but missed payments do have cOnsequences, asjordan found out. At that time i was in a financial sItuatiOn where, 0k, i have this first instalment that i can pay now, im going to get paid next week, i can pay the secOnd instalment, im going to pay the next week, third instalment, i lose myjob and then im straight in debt for a while. CItizens advice say that nOne of the leading retailers websItes clearly warned people that they could be referred to Debt Collectors, or that they could be charged extra at that point. The charItys latest Research Shows buy now pay later shoppers were charged £39 milliOn in late fees in the past year. The problem wIth the buy now pay later sector is that Its grown incredibly quickly, so It trebled in size in 2020 alOne. And this means you have effectively an unregulated sector, wIth lots and lots of potential problems for cOnsumers. So wed like to see more prominence given to the warnings at checkout about the risks of perhaps paying late fees or the risks of being subject to On'>Debt CollectiOn. We like to see better treatment of those who actually fall into difficulty, as you have in other areas where people fall behind On payments in other sectors. So, strOng regulatiOn is incredibly important, Its desperately needed and needs to be brought in as quickly as possible. The government say they are already planning to bring in regulatiOn to protect cOnsumers, but they also say that by now pay later can be a helpful way to manage your finances. RegulatiOn cant come soOn enough the debt charIties, who say they are seeing more and more people turn to them for help. Coletta smIth, Bbc News. Time is ten past six. Its back to school time for milliOns of pupils in england, wales and Northern Ireland but wIth fewer corOnavirus measures in place than in spring, some scientists have warned the restart could fuel a surge in cases. Zoe cOnway has been to One school in cambridge to find out why ventilatiOn has become key to their covid respOnse. Covid floats through the air like smoke. Infected children breathe It out, other children could breathe again. But unlike smoke, this virus is invisible. The tiny particles could linger in the classroom. Unless you show them the door. Its why ventilatiOn is so important, says this doctor who is advising Head Teachers. As the pandemic has gOne On, what weve learnt in hospItals is that a lot of the transmissiOn is from these smaller particles that effectively just float in the air like smoke. And the real difficulty wIth getting that message across is Its invisible, so saying to people, theres this risk there, you need to deal wIth this, when People Cant see It, is really, really challenging. In their list of covid priorIties, why should Head Teachers be putting the issue of Fresh Air . I think Its very important that they see Fresh Air as the most important. The main reasOn is, is because as the science has progressed, more and more people think that inhalatiOn of these small, fine particles is actually the major route of transmissiOn of corOnavirus. Removing these particles from the air is the most important thing that we can do right now. Who can remember our keywords that we are thinking about today . Hands. Lovely. Hands. SItting children by an Open Door might not be enough. The Air Needs to move, to circulate. There needs to be On'>Cross VentilatiOn. Youve got an ideal set up here, so you can generate lots of On'>Cross VentilatiOn because youve got an outside door, youve got those up at room windows. Even if the cold air comes in, Its going to heat up. The other thing, in winter you actually dOnt need to open the doors that match, so having them open a lIttle bIt you will still feel quIte a bIt of ventilatiOn. Once again from far away, she thought she heard her mother calling. But she knew It couldnt be. Sam, hugh, rowan and juliet better get their coats On. SoOn It wOntjust be stories by the fire but whole lessOns, even in winter. Where possible, as many of our lessOns will be taking place outside, and well be having at least two points of ventilatiOn wIthin the classroom, so that might be a high window and door, or all the doors open, as much On-and-air'>VentilatiOn And Air flow as possible. So i think an important message for parents will be to get behind the idea of sending their children into school ready wIth warm clothes. So the key message to parents bobble hats and scarves are back. I think bobble hats and scarves are back, and i think Its thermal underwear for teachers. This school realises that not every day can be this wholesome. There will be times when the children have to be indoors, and teachers may need extra help against covid in the classroom, which is why Head Teacher Ray is cOnsidering getting One of these filters. Its not rocket science. Its a firm in the Top And Filter in the bottom. And, effectively, the firm brings the air from the sides and expels It at the top. Now, these filters are called hepa filters, high efficiency filters, they remove over 99 of infectious particles. So, effectively, youve got a child thats potentially infectious, they are breathing out, Its going into the air, the air goes in here and comes out clean. The government says Its given schools clear guidance On how to maintain good ventilatiOn and keep classes warm enough. They say from next On-dioxide'>Week CarbOn Dioxide mOnItors will begin rolling out in schools. The mOnItors will help teachers check whether their classrooms are ventilated enough. Scientists thinking On how best to protect children from covid has shifted. Hand washing is still important, but increasingly they believe Its the Air Children Breathe thats the most important factor of all. Hands face space Fresh Air zoe cOnway, Bbc News. They got the message yes, they did keep the Windows Open. I like the kicking. Lets take a look at some of todays frOnt pages. The Daily Telegraph reports that the Prime Minister is expected to announce a Tax Rise for around 25 milliOn people to pay for the biggest overhaul in social Care Funding in a generatiOn and to bring down nhs waIting lists. The times says the cabinet is splIt over the plans wIth Health Secretary Sajid Javid reportedly pushing for a bigger Tax Increase of 2 , while Chancellor Rishi Sunak is arguing against any rise of more than i . The mirror wants to know why the Covid Booster Vaccine rollout is taking so lOng and It quotes the immunologist professor peter 0penshaw, who says It may now be too late to avoid an autumn spike. And the Daily Mail leads On the prospect of stifferjail sentences for Dog Nappers but Its main image like most of the Papers Today is of abba wearing the cyber suIts which will help them to perform as holograms for a new tour. Actually, technically, i know It is not quIte right. It is more advanced than a hologram. They are going to appear On stage. Yes, enormous excItement, i think Its fair to say. Just in this room the fascinatiOn is twofold. The idea of the four of them being in the same room together, we have seen the evidence, It has happened, and then there is the music Itself. So we have quIte a bIt of that today. Did you have persOnal experience . You have met agnetha . Yes, and the tale behind why It stopped all those years ago was fascinating. In thats what makes what is happening now even more fascinating, because of the persOnal dynamics. Another story will feature today. Its One of the biggest fears of Pet Owners but, sadly, the theft of dogs and cats has been On the rise, particularly since the start of the pandemic. Now the government wants to make Pet Thefts a Criminal Offence in england, as part of a string of new measures aimed at tackling the problem. Breakfast s John Maguire reports. Born in a lItter of five, butjust eight weeks later and poppy the cockapoo is already an orphan. Thats because, last weekend, in the middle of the day, thieves broke into Janets House in Rural Gloucestershire and stole four of her puppies. Its horrible. For them to be like this and to put people through the suffering. Theres enough going On in the world wIthout this, you know, to cause more pain to people. Because Its just put me so On edge and frightened to do anything now. Because im On my own, im just frightened to death here of whats going to happen next, because they might come back for the puppies, the other puppy and the mum. So i dOnt know. Here are the pups, happy at home before they were stolen. They were due to be microchipped this week, but instead were put up for sale by the thieves, photographed in the boot of a car 15 miles away. And they looked so frightened and dirty, It was horrible, It was heartbreaking to see them. WOndering where they are, what theyre doing and how they are being treated. Oh, Its so maddening. So maddening that they could do something like this. Janet now becomes a statistic, a victim of dog theft. In 2020, 2000 cases were reported to police, and the pandemic has fuelled a massive hike in prices for some breeds, which in turn is driving up the number of pets being stolen. The Onse'>Governments RespOnses for the first time to make On'>Pet AbductiOn a crime in Its own right. For animal welfare charIties that have worked wIth the Pet Theft Task force, this is a lOng overdue development. As lOng as i have worked at blue cross, we have campaigned to have the theft of a dog recognised as more than a persOns mobile phOne, which up until now It has been. For years, we have been asking people to understand the devastatiOn and the effect, not Only On the owner but On the pet when It is taken. . F}s effect, not Only On the owner but On the pet when It is taken. The pet when It is taken. 70 of Pet Theft involve the pet when It is taken. 70 of Pet Theft involve dogs. The pet when It is taken. 70 of Pet Theft involve dogs. The the pet when It is taken. 70 of Pet Theft involve dogs. The Police Theft involve dogs. The Police Advise owners never to leave them alOne went out and about to make sure homes and gardens are secure, and even to vary your root when walking the dog. And sometimes, a dog is even more than a pet. This is elvis. He is a Therapy Dog for oscar, a five year old boy wIth autism. He was stolen from a kennels in derbyshire a mOnth ago today. The impact of obviously not having Elvis At Home has been incredibly difficult. Weve noticed a huge change and ask as behaviour. He is now lashing out, and is unable to channel his emotiOns when we are out and about in social sItuatiOns. He is blaming himself. He is asking me, mummy, when can we get Elvis Home . When can i speak to these bad people . Is It my fault that they have taken my dog . What have i dOne . How can i get him back . Can i wrIte a letter to these bad people to tell them to bring my doggy home . Mans them to bring my doggy home . Mans best friend is them to bring my doggy home . And we will be talking about this change that is coming up wIth Robert Buckland Mp about 7 30am. Thats coming up. 6 21am now. Usually attracting more than 3 milliOn visItors. For the first time this year, the illuminatiOns will actually stay up for lOnger Its hoped Itll attract more people here during the quieter winter mOnths to help recoup some of those losses from the start of the seasOn. The limIts On foreign travel have been good news for brItish Seaside Resorts up and down the country. Blackpool amOng them. Lets have a look at how difficult a year It has been. VisIts to places like this and tourist attractiOns like the illuminatiOns are down by 65 . No great surprise, but given the restrictiOns, It means a pretty tough year compared to previous Ones. But that On-boom'>StaycatiOn Boom has been great too, 23 milliOn of us holidaying in the uk this year, bringing mOney to the brItish ecOnomy. The Big Hope is whether that will cOntinue next year, and crucially, in the short term, can we keep people coming to brItish Seaside Towns during the colder winter mOnths. A lIttle survey of people who were here in blackpool suggest that 64 of visItors from here were from outside the area, not just Locals Shopping and doing the rounds in blackpool. That compares to 43 before the pandemic, so It means that there are more people coming to places like this from wIthin the uk. So what difference does It mean for businesses . It has almost been relentless grey in the skies across much of the country. Not everywhere, but most of you have seen Grey Skies recently. We could see the returners of sunshine and even some warmth into next week, feeling a bIt more like summer as we head into autumn. To get there, they will be some rain, and particularly across parts of Western Scotland, The Rain is much needed at the moment. Even that will be welcome news for some of you. The area of High Pressure that is trapped under all that cloud starts to move eastwards over this weekend. There is the weather frOnts which will bring The Rain to the North And West of the country. As that clears, High Pressure back wIth us, but a shift in On'>Wind DirectiOn to the south and east, and just a sneaky peek at what is coming our way for tuesday, temperatures widely into the mid if not high 20s across the country, and they could lift a bIt further for some as we go into wednesday too. It is all a few days away. Forthe wednesday too. It is all a few days away. For the time being, you know the score. Another great Day Today for the vast majorIty, the majorIty Staying Dry, and some breaks in The Cloud. Some of you will see sunshine. This morning . At the moment, best of the early sunshine across parts of cumbria, the Isle Of Man and into southernmost counties of england. Here, not a man and into southernmost counties of england. Sunshine breaks across parts of North West England and South And West scotland through the day. Maybe Northern Ireland, but most will stick wIth some cloud, which could be taken for One or two spots of light Rain Or Drizzle. Cool down eastern coast Once again, but in the sunshine, to the south and parts of scotland, high teens, low 20s possible. Through this evening and overnight, The Cloud re thickens, some drizzle in places, particularly towards the east. Most will be dry, temperatures not dropping much eIther, around 10 14 as we start your weekend. EIther, around 10 14 as we start yourweekend. Into eIther, around 10 14 as we start your weekend. Into the weekend, It will be great for most of you, but decent amounts of sunshine will win through. We will see showers. 0utwIth the Western Isles. Maybe One or two close to very far South East. 0verall, wales, central scotland, more sunshine developing through saturday, a better chance of some clear skies, saturday, a better chance of some clearskies, but saturday, a better chance of some clear skies, but a few breaks in the west nbn, wIth temperatures climbing more widely into the low 20s. As i said, we need some rain and western parts of scotland at the moment. What restrictiOns in place. These weather frOnts will bring It as we commence On sunday. Heavy rain at that. That starts in Northern Ireland through sunday. Eventually It arrives in Western Scotland. Much of england and where is will be dry, variable cloud, some sunny spells and wIth winds going into a more southerly directiOn, not particularly strOng Ones away from the West Of Scotland, but It will start to bring in that ever more warmer air. Temperature starting to creep closer to the Mid 20s by then, but as i said, as we go through Sunday Night into mOnday, The Rain fizzles out to victims warmer into next week. Zoe cOnway, Bbc News. A lot of people wOnt understand why Uefa And Fifa are not coming together On this. Uefa handed hungary the order to pay matches of Behind Closed Doors after racist abuse, but fifa, It doesnt apply because as a World Cup match, and people are saying, why . It doesnt make sense. You would think now they would be actiOn from fifa, but not in time to stop It last night. Sadly, this is the image that will stick in the mind Raheem Sterling being pelted wIth Paper Cups and bottles after scoring the opening goal. Sterling, alOng wIth jude bellingham, were later subject to rascist abuse, during englands 4 0 win in their World Cup Qualifier in budapest. The euros may have been a wild ride for england, but World Cup Qualifying had so far been plain sailing. Hungary, though, represented a tough proposItiOn both On and off the pItch. WIth no england fans allowed to travel, the 60,000 strOng crowd was hostile, and after Homophobia And Racism from hungarians during the euros, please not to boo england fell On deaf ears. England players arent strangers to hostilIty from even their own fans, but after an uneventful first half their first goal saw the atmosphere swItch. Sterling was pelted wIth plastic caps for his troubles. Kane then doubled englands lead and It was clear some parts of the Crowd Werent bothered by the threat of more uefa sanctiOns. By now the Missile Throwing was becoming all too frequent, but the intimidatiOn wasnt working. The crowd had turned from hostile to disgraceful, englands fourth goal was the least they deserved as they took a Giant Stride towards qatar. But this will be again remembered yet again for all the wrOng reasOns. Nathalie perks, Bbc News. The fourth test between England And India is nicely poised, after a dramatic first day at the oval. India were bowled out cheaply in their first innings, but the late wicket of England Captainjoe Root has kept the visItors in the match. After starting well wIth the ball, england got the crucial wicket of India Captain virat kohli, moments after he passed 50. England eventually bowled them all out for 191, but lost early wickets of their own at the start of their reply. Openers Rory Burns and Haseeb Hameed going cheaply, before root fell in the last 10 minutes of the days play, to leave the match in the balance. Sometimes when a team gets bowled out for 190 or there is a lot of wickets, Its almost becomes what happens the game, the Day Kind of speeds up and wickets seem to happen. But It was very nice seeing the four of them just like that, and It was very nice from my perspective, and no time had passed. They quickly fell into what i can Only assume was exactly the kind of dynamics as they were in 40 years ago. And also, when we were doing the On-capture'>MotiOn Capture, which was a very impressive achievement for them, they were all On a On-capture'>MotiOn Capture stage forfive them, they were all On a On-capture'>MotiOn Capture stage for five weeks, eight hours a day, performing every sOng in their upcoming cOncert in lOndOn in their upcoming cOncert in lOndOn in may, and they worked really hard, and that was a really special moment for everyOne. There were 100 people in the room watching this and capturing It, and they were up there On the stage dressed in their. I dOnt know if you have seen the photo, but they are wearing quIte peculiar looking overalls wIth dots On them in order to capture them. That was really something as well. But also, because they are like they are, and because, like i said, they so quickly fell into some kind of dynamics that seems so familiar, i guess in a way It seemed completely familiar to all of us who were in the room, so what should perhaps have been and was at times an extraordinary moment quickly became that old, familiar abba that even those of us who werent born when they actually were in their heyday remember. If that makes sense. Finally, for me, and we are a bIt short On time, but i must ask about the show Itself. It is not holograms, is It . It is more technologically advanced than that. The thing that intrigues me is that, in the audItorium, there are seats, but also a big space for many hundreds of people at the frOnt to dance. This is not an ordinary show, is It . Will It be more like a party . Its going to be a cOncert, so when you get there, you will recognise It as any cOncert. Half of the audience will be standing, half will be seated, but what It is and what were trying to achieve is a cOncert On steroids, a magical cabot circus, if you will, and what we are trying to really do is see if we can take that communal, wOnderful, magical experience of going to a cOncert and somehow send It out into the stratosphere in every possible way. Thats why we are building our own arena, so we can cOntrol every, every lIttle detail of that experience, and thats a tremendously enjoyable endeavour. Ludvig, lovely catching up wIth you, and there is lots of excItement, so thank you for taking time for us this morning On bbc breakfast, and we look forward to seeing the show. I think you know the Weather Story by now. Here is a view across lincolnshire. The familiar grey. I have some sunshine in the file this morning, however. This is On the south coast of england, just of eastbourne, and there will be more sunshine across southernmost counties of england. It is already there at the moment. Some breaks around parts of cumbria, the Isle Of Man, anglesey as well. Sunny spells here, more breaks appearing across Western Scotland after a great start, but overall, still plenty of cloud today, just thick enough to produce the odd spot of light Rain Or Drizzle especially this morning in eastern areas. But most people will have a dry day, still fairly cool down eastern coast. Temperatures and is the low 205, quIte pleasant, south of england and into South Scotland later in the afternoOn. Into this evening and overnight, we will see plenty of cloud in place, but if you are breaks across the south. There could be missed and fog patches forming as well, and temperatures like recent nights, not dropping away, given The Cloud cover, 10 14. Into the weekend, a familiar Scene Overhead for most of us On saturday morning. They could even be a few spots of rain. Eastern scotland come out towards the Western Isles and Northern Ireland, and maybe through saturday the odd Shower Close to the far south of england, but mostly a dry day. Wales and southern england, more sunshine through saturday. If you brighter breaks into the west as well, and temperatures should respOnd, wIth a few more of you getting above 20 degrees. Still fairly cool down some of those eastern coasts. But our weather is On the turn. We see the first signs of that On Saturday Night into sunday. High pressure bringing those grey, gloomy cOndItiOns. The sun moving eastwards, allowing weather frOnts to push On. This will be welcome rain across parts of Northern Ireland in Western Scotland. Some underwater restrictiOns at the moment. It will develop through the day, turning heavier into the afternoOn, particularly in Western Scotland. Eastern scotland, much of england and wales dry during sunday. Variable cloud, sunshine around, breezy across the north west, lighter winds in the south, coming in from a south westerly directiOn now, bringing a bIt more warmth our way. Temperatures could get to around 20 24. That is particularly across england and wales. Through Sunday Night and into mOnday, some very Heavy Rain for a time across parts of scotland and Northern Ireland, pushing into northern england. It fizzles into mOnday, as that works his way southwards and eastwards. The cloud breaking up at times too, so more sunshine On mOnday again, through parts of scotland and Northern Ireland. More cloud across england and wales, but just take a look at what is coming our way for the early part of next week. Increasing sunshine, each of the four natiOns. Yesterday On breakfast, youll remember we reported some councils were facing issues wIth their On'>Bin CollectiOn services, due to a shortage of Lorry Drivers. That story has had a huge respOnse wIth many of you getting in touch to tell us about delays or cancellatiOns in your local areas. But we really need the government to step up to the mark. Its important that we are making our own luck around getting our current employees better qualified, but thats not going to give us the fix in the short term that we require to get back On top of the challenges that we have at the moment. I know you say you need a short Term Fix because the problem is so bad i know you say you need a short Term Fix because the problem is so bad at the moment, but the government says the moment, but the government says the problem is europe wide. The realIty is, if they unlock that opportunIty, we know that It would have a posItive impact elsewhere in the industry. Its not just ourselves calling for this. I know that many natiOnal bodies for the Haulage Industry have been calling for this. So i imagine It would have that posItive impact, clearly, in the strange Pandemic World that we have been experiencing. It isntjust the visas that are the issue. There have been people who have moved On, change their lives in the pandemic, and there are also the delays and hgv drivers being changed up. So It is a complex issue, and this could be One solutiOn that could help us. You touched On something i was just about to ask. When you first realise there was going to be a shortage, that you are going to have a problem, what is It around the time of brexIt, and how much of an impact has corOnavirus and the pandemic had On that and made things worse for you . A lot of staff are taking On their holidays, so that has kicked in at this time of year as well. Councillor Steve Darling, thank you very much indeed. For many Online shoppers, the optiOn to buy now and pay later has become increasingly popular in recent years. However, according to charIty cItizens advice, One in 10 people using the service has been chased by Debt Collectors. Jordan is One of them heres his story. At that time, i was in a financial sItuatiOn where, ok, i have this first instalment that i can pay now, im going to get paid next week, i can pay the secOnd instalment, ill get paid the next week, ill pay the third instalment. I lose myjob, and then im straight in debt for a while. It has been let Onto a On'>Debt CollectiOn agency, they dOnt really give any leeway, and now that im actually getting into work, It is, why cant you leave It, i will be able to sort It after. So i am being called up cOnstantly and chase. That was jordan and called up cOnstantly and chase. That wasjordan and his story. Lets speak to matthew uptOn, who is director of policy at cItizens advice. Very good morning to you matthew. Could you establish for us, the buy now pay later schemes, could you just clarify for people what those are . How do they know they are getting involved in One of those . Yes, this is an industry that has grown incredibly quickly. It trebled in size in 2020 alOne, and often, you might buy a product Online from a Ite'>Clothing WebsIte and pay wIth your It-or-credIt'>DebIt Or CredIt card. Now, you are often given the optiOn to break It down into three instalments and pay over a period of time as a different method. One of the problems we have found is that huge numbers of people dOnt even know they are signing up for by now pay later at all. Previous research has shown that for intended It by accident and Only realised when they got the e mails and follow up letters from the company. I do follow this through, the people who have dOne this and pulling out One of those agreements, and then you have discovered that later On, they are chased disproportiOnately as compared wIth other transactiOns . Not necessarily disproportiOnately, but i think we were incredibly surprised byjust how high the number was of those people who had been chased by Debt Collectors. One in ten of everyOne who has used buy now pay later, and It rises to One in eight of young people like jordan, and you heard about the impact of his story and the Stress And Pressure that has caused him. Often, One problem we see isjust how vague or unclear It can be, firstly, people signing up for buy now pay later in the first place, but also the risks that can follow. Not One of the big retail sItes we looked at had any of the prominent warnings of On'>Debt CollectiOn in the checkout page. For us, It really shines light On why Its so incredibly important we get regulatiOn of this sector as quickly as possible. 50 regulatiOn of this sector as quickly as possible regulatiOn of this sector as quickly as oossible. ,. ,. As possible. So what would you have Ont-and-centre'>FrOnt And Centre as possible. So what would you have Ont-and-centre'>FrOnt And Centre On as possible. So what would you have Ont-and-centre'>FrOnt And Centre On those as possible. So what would you have Ont-and-centre'>FrOnt And Centre On those sItes . FrOnt and centre On those sItes . Some people might say, Its fairly obvious that you are signing up to an agreement where you have to pay at a certain point in time, and if you dOnt, they would be cOnsequences. What is It you want that would make a difference . Weill, that would make a difference . Well, we would ask that would make a difference . Well, we would ask people that would make a difference . In we would ask people exactly these questiOns, and the problem they have told us is that It is not obvious. We have found these warnings are buried in terms and cOndItiOns, we know we should look at the details of terms and cOndItiOns, but we are not going to. Its not a realistic expectatiOn. When you look at the risks that can follow from that collectiOn, these warnings should be unmissable. In other sectors that are subject to regulatiOn, they have instructiOns and rules about how they should display such messages so people understand what theyre getting into. You have requirements and firms to assess Ity'>Peoples AffordabilIty to pay back before they are actually giving agreement. You have rules about how they should treat people likejordan when they do get into difficulty, so they are treated as fairly as possible. These are the kinds of things that regulatiOn can solve. The treasury have said that they want to bring in regulatiOn. We think they need to get a move On and do It as It as quickly as possible, and that the regulatiOn needs to be an earthquake, but also strOng enough to give the cOnsumer is the protectiOn they deserve. We heard jordan story a ago, and On the face of It, you can completely understand. Jordans story a minute to go. If you are an unlimIted income and there is the possibilIty to pay a certain amount now, a certain amount later, that is attractive. It will always be attractive, and there is a reasOn why these things exist, why maybe they are becoming more popular. What is your advice to individuals when making that very important decisiOn about how they go about paying for something in principle . Yes, well, One of the interesting changes in buy now pay later use in recent mOnths and years has been actually, It has moved from just being used to relatively low cost Items like clothing to being increasingly used for things like holidays as well, and the obvious warning is, before you buy anything, whether using a It-or-debIt'>CredIt Or DebIt card or buy now pay later, or at all, try and think as quickly as possible as carefully as possible about whether you can afford It. If you divide us of getting into difficulty, try and get advice as quickly as possible from an organisatiOn like cItizens advice, who can help you talk to your advice, how you can order, and structure your payments to make them as sustainable as possible. The most important thing is that people dOnt bury their heads in the sand. As a final point, the problem we finding is that there is a level of persOnal respOnsibilIty here, but the problem is that people dOnt know what they are getting into. Buy now pay later is a classic example of a sector that has grown incredibly quickly wIthout safeguards and protectiOns that people need, so regulatiOn has to come soOn. Thank you for that, matthew upsOn. Director of policy at cItizens advice. We should say,. In a statement, laybuy said It Only refers a customer to a Debt Collector as a last resort, and late fees are limIted to £24 for a single order. Klarna said they Only ever use On'>Debt CollectiOn agencies to help them cOntact customers theyre unable to reach. Good morning, matt good morning It has been nice again in blackpool. Perfect cOndItiOns this evening for the eliminatiOns, and in blackpool and across the rest of the country, changes in the weather under way. Sunshine and warmth On the way next week. We will see a bIt of rain this weekend, and while some of you might not like the sound of that, because some parts of North And West scotland, It is much needed at the moment, and the ground was certainly well, It Once It arrives. A high Pressure System that has been wIth us, trapping cloud in the places, moving eastwards, allowing france to move On in places. High pressure back into the early part of next week, dragging in a South Easterly wind. Here is a taster of what could come our way tuesday and indeed into wednesday. Temperatures in the mid if not high 205. We could see temperatures higher than we have seen at any point of august, so a bIt of summer are set to come Back Up. That will be a big boost for The Seaside traders as well. Lets take a look what is happening out there today. You know the Weather Story already. A great day for the vast majorIty. And of the lightly dry One as well. Some sunshine to be found in the southernmost counties of england, in that around the northern irish sea, so anglesey, Isle Of Man, parts of cumbria, and parts of Western Scotland champiOn. Elsewhere, much of The Cloud sIts in place, producing the isolated shower here and there particularly towards eastern parts, but most will have a dry day, and in the sunshine, you will notice a difference. 14 in newcastle, growing cloudy cOndItiOns. Sunshine breaks through this afternoOn. Into this evening and overnight, we will see the crowd remained in place for many, but there will be some breaks here and there, allowing the odd Mist And Fog patch into tomorrow morning. Temperatures should not drop away too much, like recent nights, sItting in double figures. For the weekend, plenty of ground to begin wIth, but to be optimistic, wales, the midlands and southern england will see more sunshine. Parts of North East scotland should be sunnier tomorrow, North East scotland should be sunniertomorrow, but North East scotland should be sunnier tomorrow, but in the Western Isles Northern Ireland, more showers, and the chance of an outside shower towards kent through the afternoOn as well, but wIth more sunshine developing, we will see temperatures climb more widely into the 205, still feeling rather cool On eastern coast. Into sunday, that Weather Change begins in earnest. The High Pressure gives way to approaching low Pressure Systems and weather frOnts which offer much needed rain to North And West scotland. Rain inItially in Northern Ireland, more of a brazier, The Rain spreading to the West Of Scotland through sunday. Some of It will be heavy. Eastern scotland, england and wales looking largely dry wIth sunny spells. Because the winds are in a more self South Easterly directiOn, quIte strOng to the north, gentle elsewhere, and temperatures will lift, may be to around 24. Through Sunday Night into mOnday, rain will gradually spread southwards and eastwards. That is the latest. See you later. Hello, this is breakfast wIth Charlie Stayt and Sally Nugent. Lets bring you up to date wIth the main stories this morning. Abducting a pet will become a Criminal Offence in england as ministers aim to crack down On a rise in the number of animals being stolen. The theft of a pet is currently treated as a loss of property. Campaigners and mp5 have been calling for tougher penalties, stating the current law does not reflect the emotiOnal trauma of losing an animal. A member of the islamic State Group who grew up in lOndOn has pleaded guilty in the unIted states to charges of cOnspiring to murder four american hostages. Alexanda kotey was part of the gang of milItants who were given the nickname The Beatles by their prisOners due to having brItish accents. Hes likely to be sentenced to Life imprisOnment, as us officials have assured the Uk Government he wOnt be executed. Six people have been stabbed in a Terror Attack at a supermarket in auckland. The Prime Minister of New Zealand cOnfirmed the attack was inspired by islamic State Group ideology. She said the perpetrator, who was killed by police, was a Sri Lankan natiOnal whod been under surveillance. Three victims are in a crItical cOndItiOn. The attack began at 2 40pm and was undertaken by an individual who was unknown threat to New Zealand. The individual was under cOnstant mOnItoring, and It was the Police Surveillance Team and special Tactics Group who were part of that OnItoring-and-surveillance'>MOnItoring And Surveillance that shot and killed him wIth him, im told, the space of roughly 60 secOnds of the attack starting. Jacinda ardern, On the latest news. We are hoping to speak to a correspOndent to get more detail On that. The time is 7 31am. Pet abductiOn will be made a Criminal Offence in england, under plans set out by the government. Were joined now byJustice Secretary, robert buckland. Good morning. First, why did you feel It was time to change how we approach Pet Theft . Feel It was time to change how we approach Pet Theft . First, i want to thank the task approach Pet Theft . First, i want to thank the Task Force approach Pet Theft . First, i want to thank the Task Force for approach Pet Theft . First, i want to thank the Task Force for working thank the Task Force for working very quickly, we set them up in May And Theyve come forward wIth a series of very sensible recommendatiOns. Ifelt series of very sensible recommendatiOns. I felt that theft wasnt an adequate way to describe the overall impact of this crime On owners and indeed the pets themselves. When we think of theft we think of property, goods and chattels, not sentience animals. They are living things, we have a respOnsibilIty to them. And therefore i think the read across to animal cruelty in the way weve been strengthening the law in relatiOn to that was a more sensible approach. And thats why i think abductiOn is actually a better way of referring and really reflecting the full impact of this type of crime. [30 and really reflecting the full impact of this type of crime. Do you know et impact of this type of crime. Do you know yet what impact of this type of crime. Do you know yet what the impact of this type of crime. There we recently increased the maximum sentence available to the courts to five years. And i think more and above that Its really important that we work hard On improving the way these offences are detected and investigated in the first place. One of the things that really came through is the fact that a lot of these crimes are reported but we actually dOnt see any results. So Its notjust about actually dOnt see any results. So Its not just about sentences, actually dOnt see any results. So Its notjust about sentences, Its about the end to end process, getting those rates improved, and just improving the way in which we can prevent these crimes from happening in the first place, by reforming and enhancing the database and the maItre chipping 67, which although Its been around for awhile is a bIt fragmented and doesnt really work in the most effective way. And that then of course will be part of the process for the independent judiciary to cOnsider when passing sentence. I think that we had the of a child for many, many generatiOns, and we know full well the emotiOnal, the emotiOnal, the terrible trauma that can cause to both family and child. Ithink that can cause to both family and child. I think reflecting the fact that animals are living beings for the first time, i think really hIts the first time, i think really hIts the nail On the head when It comes to the impact of this type of criminalIty upOn the One in two of us who own a pet in our country. Inn us who own a pet in our country. Im cufious us who own a pet in our country. Im curious to us who own a pet in our country. Im curious to know, just from reports we have in programme this morning, why dOnt the police always respOnd when people have their pet stolen . We have a story On this morning of the pet owner, weve been speaking to people who had to go and find pets themselves. I to people who had to go and find pets themselves. To people who had to go and find pets themselves. I think the truth is that when pets themselves. I think the truth is that when you pets themselves. I think the truth is that when you are pets themselves. I think the truth is that when you are looking i pets themselves. I think the truth is that when you are looking at i is that when you are looking at crimes of theft, there are so many different scenarios, and frankly Pet Theft is just One of a number of crimes that fIt that particular scenario. That is why i think drying It out from the structure of theft is a much better way of highlighting the issue. In One of the recommendatiOns in the report is for the police to stop promoting awareness of this crime and promoting the work that is going On in many forces to help combat It. And also to pull the data together in a better way. We found the data was frankly patchy, It needs to be far more coordinated between Call Police forces so we get as accurate a picture as possible about the prevalence of this type of offence, because we need to close that gap, we need to make sure the public feel that if they report a crime of this nature they have the cOnfidence that It will be taken seriously. Lets return to that breaking news now New Zealand police have shot and killed a man described as a violent extremist who stabbed at least six people in an auckland supermarket. The man, who cannot be identified, is said to have been inspired by the islamic state terrorist group. Lets speak now to aarOn dahmen, a Reporterfor Newstalk Zb in New Zealand. Very good morning to you. I wOnder if you could take us through what you know about the sequence of events in the supermarket . Yeah, another really events in the supermarket . Yeah, another really dark events in the supermarket . Yeah, another really dark day events in the supermarket . Yeah, another really dark day here events in the supermarket . Yeah, another really dark day here in events in the supermarket . Yeah, l another really dark day here in New Zealand. Of course, auckland, which is our largest cIty, is currently locked down because of covid restrictiOns, and people are really Only going to the pharmacy or the supermarket, and It was the latter where this attack happened. Basically around 2 40pm this afternoOn, we understand this man wIth islamic state ties who was known to police and in fact under surveillance by police, very active surveillance, entered the supermarket. There was no indicatiOn at that point that there was a plan, that there was going to be an attack that there was going to be an attack that was going to happen that day or any day, for that matter, and then ultimately, we understand that six people have been injured. Three are in a crItical cOndItiOn in hospItal, and at 5 15pm here, Prime Minister Jacinda Ardern, and the Oner'>Police CommissiOner presented a Onference'>Press COnference to tell us exactly what had happened, and the words Jacinda Ardern used were despicable, and she persOnally had known about this man of interest, and when i asked her, well, look, when you found out this news this afternoOn, did your Heart Sink . She said It did, and that she was absolutely gutted. AarOn, clearly, there will be many questiOns about that part of the investigatiOn. If you could take us back to the events themselves, do we know what sort of period of time this took place over . How lOng was this took place over . How lOng was this individual able to carry out the attacks for before being shot and killed . And killed . And this and killed . And this was where things get really interesting, because police had him under active surveillance, meaning there was a Surveillance Team keeping an eye On him 21r 7, there was a Surveillance Team keeping an eye On him nw, and ultimately, that means this attack didnt, orwasnt, rather, fatalso far, and as bad as It could have been, because wIthin 60 secOnds, he was shot and killed from the point that the attack started, and so the Oner'>Police CommissiOner told us this afternoOn, this is a real testament to their Surveillance Team and the fact that they had a close eye On him. But that 62nd buffer was still 60 secOnds, and questiOns are asked about whether or not they should have been Onto him straightaway. The Oner'>Police CommissiOner pointed out that surveillance is not standing next to someOne, It is being in the vicinIty, in the area and watching them, and so 60 secOnds was the duratiOn of the attack, and It Only took 60 secOnds for three people to end up in a crItical cOndItiOn in hospItal and three others in a moderate cOndItiOn. I know you said a moment ago that there are very restrictive cOndItiOns in place in New Zealand at the moment. These are very unusual times. At the moment. These are very unusualtimes. I at the moment. These are very unusual times. I wOnder if you can give us any sense of how people are respOnding to this . Clearly, It is a very, very unpleasant and harrowing moments in time, and a place where people have to go. They need to go to supermarkets, and this is where the attack took place. You to supermarkets, and this is where the attack took place. The attack took place. You are absolutely the attack took place. You are absolutely right. The attack took place. You are absolutely right. This the attack took place. You are absolutely right. This harks i the attack took place. You are i absolutely right. This harks back the attack took place. You are absolutely right. This harks back to March The 15th a couple of years ago, that horrendous terrorist attack. I was working as a junior reporter On the breaking News Desk when that happened and i still remember the feeling, and you had that same feeling this afternoOn. It was those goose bumps, that sense that something really dramatic was happening in something really devastating, notjust for happening in something really devastating, not just for the happening in something really devastating, notjust for the people involved, but for the country. In New Zealand is a country, as New Zealand is a country, as New Zealand is a country, as New Zealand has a culture, and we have been coming together in these times, we have been working towards this eliminatiOn strategy that the government is pursuing, and then something like this happens and you very rightly point out, this is in a supermarket, an essential service, One of the few services that are openin One of the few services that are open in this lockdown, that is where no terrorist attack has taken place, and from the reactiOn On social media, both On the ground and from people that wItnessed this, It is harrowing. A harrowing day for New Zealand. AarOn, thank you very much for that. AarOn, thank you very much for that. AarOn darwin wIth newstalk zb. Just to recap, people have been stabbed at a supermarket in auckland in New Zealand, and as you are hearing a moment ago, the subject i would suspect was under active surveillance. Macri fling wIth that report for us. Pet abductiOn will be made a Criminal Offence in england, under new government proposals to tackle a surge in thefts. It is hoped the plans will make It harder for thieves to steal and sell animals after figures showed 2,000 dogs were reported stolen last year. Our correspOndent Duncan Kennedy reports. There are 12 milliOn dogs in the uk their status amOng many families going way beyOnd pet. But todays new figures show that 2000 dogs were reported stolen last year. When your dogs are stolen It is devastating, for anybody who has had a dog stolen, they will immediately know, for anybody who has a dog or a cat, you know how much you love them, they are priceless, irreplaceable members of our family. Its devastating what happens to families. Yet until now theres been no specific law to cover stolen pets. Today the government says It is to change that, to make It a Criminal Offence to abduct a pet. As a way of recognising the emotiOnal pain caused to owners. When you have the abductiOn and the theft of a pet, It is of a very different order, It causes huge trauma for the family who lose that loved pet, but also can cause trauma for the animal as well, so what were doing today is recognising that, creating a specific offence of On'>Pet AbductiOn, and i think that will make It easier for us to record this crime, keep track of It, but also easier to prosecute It as well. It was a government Task Force that came up wIth todays recommendatiOns. As well as a new On'>Pet AbductiOn offence, the garment also wants to make Pet Microchip databases more accessible and Pet Owners would have to register addItiOnal details to improve the data surrounding Pet Ownership. There is no denialfrom downing street this morning that they are discussing a rise in natiOnal insurance is the most likely move to fund those policies. Infected children breathe It out, other children could breathe It in. But unlike smoke, this virus is invisible. The tiny particles could linger in the classroom unless you show them the door. In their list of covid priorIties, where should Head Teachers be putting the issue of Fresh Air . Hands. Lovely hands. SItting children by an Open Door might not be enough. The Air Needs to move, to circulate. There needs to be On'>Cross VentilatiOn. Youve got an ideal set up here, so you can generate lots of On'>Cross VentilatiOn because youve got an outside door, youve got those upper room windows. I think bobble hats and scarves are back, and i think Its thermal underwear for teachers this school realises that not every day can be this wholesome. There will be times when the children have to be indoors, and teachers may need extra help against covid in the classroom, which is why Head Teacher Ray is cOnsidering getting One of these filters. Its not rocket science. Its a fan in the top and a filter in the bottom. And, effectively, the fan brings the air from the sides and expels It at the top. I wOnder if theyll be that enthusiastic going into school. They have definItely got the message. For more On this we can now speak to doctor shaun fItzgerald, an expert in ventilatiOn from the universIty of cambridge. Youve just walked into a studio, there is a lIttle bIt of air cOndItiOning breeze, you said you feel like this space is well ventilated and Its actually all about using your own senses. S11 the teacher is getting ready to welcome many children back to classrooms wIth small windows not great ventilatiOn, what can you say to them . The first thing is, when we say you have the first thing is, when we say you have small the first thing is, when we say you have small classrooms wIth not great ventilatiOn, have small classrooms wIth not great ventilatiOn, It is unlikely there will he ventilatiOn, It is unlikely there will be very poorly ventilated, because will be very poorly ventilated, because in summer, they use the opening because in summer, they use the opening windows to stop them overheating. If they have sweltering classrooms, they have probably tried to sort classrooms, they have probably tried to sort that classrooms, they have probably tried to sort that out as an issue well before to sort that out as an issue well before now. Im hoping many classrooms will be reasOnably well ventilated. Most should be. Straightaway, though, Its a fairly obvious questiOn. Its winter, so you dOnt open the windows because the classroom will be cold. That is the killer issue. If in winter that is the killer issue. If in winter there is a tendency to close the windows, we now need to strike this Balancing Act regarding how far we open this Balancing Act regarding how far we open the windows to provide adequate we open the windows to provide adequate ventilatiOn. So what you are saying is, that is a given. Windows must be open. Is that the Starting Point . Because wIthout that, frankly, in most schools, you will struggle to get the balance right. Will struggle to get the balance riuht. Will struggle to get the balance riuht. ,. , will struggle to get the balance riuht. ,. , right. Indeed, and the reasOns for ventilatiOn right. Normally, the end in november, but in an attempt to get more people to see them, they will stay On lOnger this year after what has been a tough year for many businesses, but especially hospItalIty, travel and tourism. Lets run some of the numbers from last year. It started very difficult, because lots of businesses face lockdown restrictiOns, but visIts to places like this were down as a result of some of those Ons'>Travel RestrictiOns, down 65 . But nOnetheless, there was a bIt of a bounce back when domestic restrictiOns were lifted, but foreign restrictiOns were still in place. 23 milliOn people holidayed in the uk this year, bringing in £31 billiOn for the uk ecOnomy. So a great shot in the arm for places like this and Seaside Resorts around the country. If you ask anyOne here On the street, they had a survey suggesting 64 of visItors and blackpool were from the local area and beyOnd. If you had dOne that before the pandemic It would just have been local people, that would have been local people, that would have been local people, that would have been 43 , so an increase in people visIting from the uk but coming to places like blackpool Once again. So really important for the local ecOnomy to get people back. When One councillor thinks they might be surprised by some changes. They have a view of some of the Seaside Towns in this country, but i have been surprised, and certainly a lot of visItors are really pleased to see what has changed since perhaps they will be here before. Rain this weekend, particularly On sunday. Some of you desperately need that in scotland. The High Pressure has a cloud trapped underneath It at the moment. Pushing eastwards, allowing weather frOnts to bring rain through sunday into any part of mOnday. High pressure is back for the first part of next week, but It has shifted posItiOn into the east of us. South easterly winds and to give us a flavour of what is coming our way next week, potentially for some, higher temperatures than you saw throughout august, we could see temperatures around 27 or 28 On tuesday and wednesday and a few spots across england and wales. That is what is to come. At the moment, as usual in blackpool, grace goes ahead, and that cloud will sIt in place for many, but there are some sunny spots defined today. Southern counties of england, may be at a south wales later, some sunshine, Isle Of Man, cumbria, far south West Of Scotland, anglesey, again, we started wIth some sunshine here. There will be some more sense in developing across Western Scotland through the day after a rather grey start. The cloud in the east of scotland, east and england, could beat cloudy for some Light Rain and drizzle, but when you have the sunshine, temperatures could just get above for some. Into this evening and overnight, lots of cloud still out there, but wIth some clearer breaks for the south, light winds, there could be if you missed and fog patches into tomorrow morning, but It will be a cold start to the weekend, 1044 for many as we wake up to saturday. But we will be waking up again to Grey Skies in many areas. Chance of a few showers, eastern scotland, Western Isles, maybe northern a bIt more sunshine around tomorrow afternoOn. Especially the parts of wales, the midlands and southern england, the brighter break in the west as well. There will be a few spots getting through the high teens and low 20s. Still cool down some of those eastern coast. Through Saturday Night into sunday, It clears eastwards. Allowing weather frOnts to creep in. Some parts of scotland have experienced their secOnd dry summer in A Hundred years. The rain will be welcome. Water restrictiOns at the moment. A0 years after the release of their last Studio Album, swedish hIt makers abba have surprised and delighted fans wIth the announcement of new music and a special live show. The quartet, known for hIts such as dancing queen and waterloo, originally splIt up in 1982. Every time i say that im like, really . A0 years ago . 0ur Ondent-david'>Arts CorrespOndent David sillIto has this report On One of the biggest reuniOns in pop culture history. I still have faIth in you i see It now. Abba, and a new sOng, in fact, a new album. Benny and bjorn were in lOndOn to share some news. One of pops greatest acts were back. There was a uniOn. Of heart and mind. To go into the studio and for Frida And Agnetha to say, oh, yes, lets do that, i mean, they have been interested in doing a new abba record, i can tell you that, for 35 years. They havent been. Now, they said, ok. I remember when we stood the first day in frOnt of the mixing cOnsole, the four of us, looking at each other, and then everything came rushing back, in secOnds. That was so amazing. And watching all of this unfold last night were some very excIted super fans. There was something in the air that night the stars were bright, fernando. Its has been a lOng waIt, and to finally hear a new Ong'>Abba SOng, there were a few tears. I still have faIth in you. We kept our breath bated waIting, now finally the day has come and we can finally hear some new music from abba. I cried. I lIterally had tears in my eyes when i heard fridas voice. It was unbelievable. The hairs On the back of my neck stood up and ijust thought, this is absolutely fantastic. I was just totally unprepared for how emotiOnal It was for me. There were so much different emotiOns. I dOnt know which One to pick Its amazing, absolutely fantastic. And theres another Abba Development. They are building here in lOndOn a new Abba Venue for live cOncerts. But you are not going to be seeing abba as they are today, but rather, wIth a degree of digItal youthful enhancement. The group has been performing in a studio, and wIth the aid of On-capture'>MotiOn Capture digItal effects, the image we will see and hear On stage will be the band members in their 705 heyday. An attempt to try and create the full Oncert-experience'>COncert Experience a0 years On. Thank you for the music. And for our lIttle group of super fans, It has all been a lIttle bIt overwhelming. But theres always an Ong'>Abba SOng you can turn to at such moments. For giving It to me. It has been such a special morning, hasnt It . A lIttle It-ofjoy'>BIt Ofjoy from aberdare this morning. The weight went On and On, and now we know they were making the album, they think It comes out On November The 5th or something, they watch the introductiOn the lIttle film yesterday, announcing the whole thing, and It was so emotiOnal, watching all the fans going crazy, bringing so muchjoy, particularly at this time, of all times. For them to come back now is just amazing. Its almost a miracle. And what is It . Is that the nostalgia, do you think iraq is It because the music reminds many people of their youth, a different time, do you think It is because the music most people of their youth, or do you think It is in the Music Yeah of course, the music is completely magical, but those two voices, the voices of Frida And Agnetha together, Its voices, the voices of Frida And Agnetha together, Its rare that those voices sound incredible like that. I think of the everly brothers, the carpenters, simOn and garfunkel, and i think of Frida And Agnetha. Those voices, there is something deeply emotiOnal and spirItual about their voices, and now, wIth the age, It is enhanced and has become deeper and more emotiOnal, even more.
