A Public Inquiry has found shocking failings and � Blatant Hypocrisy� in the way major religious groups have handled allegations of Child Abuse. The independent inquiry into Child Sexual Abuse says a number of religions, including thejehovahS Witnesses, orthodoxjudaism and islam, are morally failing children; it found that in some cases religious leaders discouraged the reporting of abuse, in order to protect the reputation of their organisations. The report has been produced at The End of weeks of public hearings in which survivors of abuse gave evidence. Richard galpin reports. But for some, these recommendations from the report dont go far enough. Campaigners supporting jewish people here who have been abused saying progress is slow, and want it to be made mandatory for any religious person to report abuse to the police. Earlier, our home Affairs Correspondent, Tom Symonds, gave me some more background to the report. The independent enquiry, the public enquiry, has been looking at the catholic church, has looked at the anglican church. This is about 38 other religious organisations, a whole wide range of organisations, ranging from thejehovahS Witnesses in some cases to an organisation representing 100 synagogues in the orthodox jewish tradition, and also a number of major mosques. And the enquiry found problems across the board, really. Just to sum them up victims being blamed for reporting Child Sexual Abuse; matters of sexuality not being discussed for religious reasons, making it harder for children to disclose; the abuse of power by religious leaders, many of whom were men; mistrust of organisations Outside the religious orders, for example, the police; and also misusing the concept of forgiveness, as the enquiry says. What they are saying is that religious believers, this is a quote, can find it difficult to accept that members of their congregation or religious leaders could perpetrate abuse. As a result, some consider it not necessary to have specific Child Protection procedures or to strictly adhere to them. And its a big report, butjust to give you some idea of what this is about, one focus was the jehovahS Witnesses, which is quite a big religious organisation from the christian tradition across the uk. They have a rule, a biblical rule, which says that they can only consider allegations when there are two witnesses. Now, of course, in the case of Child Sexual Abuse, there is usually only the person involved in the abuse who is present. Now, thejehovahS Witnesses do have a policy of reporting everything to the police, but the enquiry says that this two Witness Rule has to stop because it is creating the wrong environment for these allegations to be properly considered. Lets speak now to richard scorer, whos a lawyer thats been representing many of the victims and survivors. Thank you very much forjoining us. Obviously welcome this report today. 0bviously they have known for many years, many decades that there has been this catastrophic failure to protect children and religious settings, but it is really important that that has been validated and recognised by this independent inquiry. And so they very much welcome it, and i think we then need to move on to what needs to change in order to protect children in the future. How ade. Uate protect children in the future. The enquiry has always said it will make its most important recommendations next year, when it does this final report. We are going to have to wait until then. There is a lot that needs to be done. There needs to be independent oversight of religious bodies, in terms of safeguarding, and we need to have mandatory reporting. We need to reel in this country that you have to report if you know about abuse. Those are the changes we need to see. It is imperative the enquiry recommends those, we are going to see a change in the situation. Aah . Those, we are going to see a change in the situation. In the situation. An Institution Or Organisation can know that Child Abuse is happening or suspect that it is happening, but they dont have a legal duty to report that to the authorities, which is something that surprises many people. People think that you do have to report, but the reality in law is that you dont. There isnt a law that requires that. In that respect we are at odds with most western countries. Other countries such as the united states and canada and australia all have mandatory reporting. So we need to change that and i think that is one of the key changes we need to see when the enquiry issues its final recommendations next year. Where there is mandatory recommendations next year. So that abusers who go from abusing one child to another to another are stopped in their tracks. Abuse is stopped early. That is the effect it has, there is a lot of Research Evidence supports that. We also need, is part of this independent oversight in safeguarding, the report was very clear that many religious organisations simply have no Safeguarding Policy at all and need to get those policies in place. One of the issues with religious groups as they believe they are good, they want to appear to be good, so when evidence comes along that something bad has happened within the group or the organisation, there is a tendency to cover it up. And theres also the deference to religious leaders. And religion can be used to facilitate Child Abuse. As i said to the enquiry, there is no more effective way than silencing a child and saying you have god on your site. There is a real comparable problem here, and hope that religious groups will engage in trying to address than challenge it. And the overtime that can change. That is a long term Cultural Change. I think it is important that they do that. One of the criticism is the enquiry made of religious organisations as very few of them have proper Support Schemes for victims and survivors. So redress is an issue that is to be looked at. All organisations that are responsible for abusing or harming children have a legal or moral responsibility to compensate the victims and ensure their victims are properly provided for, and that needs to be addressed as well, absolutely. ItS Floating The Streets of New York, as the city was hit by the fury of Storm Ida. Oh, my god, this poor personS Floating. Roads turned into rivers, as the city was deluged with rain. At least one body was pulled from a vehicle that was swept away. The Citys Subway Network forced to a standstill, as what looked like waterfalls submerged platforms, tracks and trains. Play was interrupted at the Us Open. The Venues Roof no match for the rain. Even leaving as the Flood Warning came in didnt prevent being caught in the storm. It literally was torrential, coming down from left to right. There were a number of cars that have been abandoned, sort of owners trying to get out. I spoke to one guy who had to climb out of the window of his car as the waters were rising, and so then the bus driver, who was an absolute hero, managed to carry on and pull through the water. At one point, it was up to two or three feet in the bus itself, the water was coming through. In neighbouring newjersey, planes were grounded overnight, conditions too dangerous to fly. The Foreign Secretary, Dominic Raab, has held talks in qatar about the situation in afghanistan in particular, the prospects of the taliban reopening Kabul Airport. Mr raab said his priority is to secure safe passage out of the country for the remaining british nationals and the afghans who worked with them. 0ur diplomatic correspondent, James Landale reports. Dominic raab in qatar this morning, visiting a centre where some of those fleeing afghanistan have been processed. For many, the Gulf State was their first stop after escaping kabul, and its from here where some will eventually head for britain. But what of those Left Behind . The focus of Mr Raabs talks with qatari leaders, with the prospect of persuading the taliban to reopen Kabul Airport and provide a route out for british nationals and afghans who are at Risk And Wish to leave. The Foreign Secretary said ensuring safe passage would be an early test for the taliban. I do think we feel a responsibility to make sure that the remaining british nationals and afghan workers can come to the uk. Thats why we watch with great interest what may be possible at Kabul Airport. But were also here, and im here notjust in qatar, but Moving On afterwards, to talk to regional countries about how we can ensure safe passage through third countries. Qatar already has a technical team at Kabul Airport discussing what needs to be done to resume flights, and qatars Foreign Minister was optimistic. But we will remain hopeful that we will be able to operate it as soon as possible. The Foreign Secretary said britain would not formally recognise the new Taliban Government, but it did want what he called Direct Engagement. Thats already begun here in the qatari capital of doha, where the taliban have a political office, and where the british embassy to afghanistan will now be based. A senior british official, sir simon gass, has held talks with taliban officials here and will brief the Foreign Secretary on their outcome. 0n the next step of a tour that critics say has come far too late, Mr Raab will head for pakistan. His aim, he said, was to form an alliance of nations, to exert maximum moderating influence on the taliban. James landale, bbc news. It still feels a bit like an out of Body Experience, like you� re watching somebody else go through that it is very, very hard to put into words. And Mamma Mia. A Public Inquiry has found shocking failings and � Blatant Hypocrisy� in the way major religious groups have handled allegations of Child Abuse. The independent inquiry into Child Sexual Abuse says a number of religions, including thejehovah� S Witnesses, 0rthodoxjudaism and islam, are morally failing children; it found that in some cases religious leaders discouraged the reporting of abuse, in order to protect the reputation of their organisations. The report has been produced at The End of weeks of public hearings in which survivors of abuse gave evidence. Richard galpin reports. I did not fully recognise i what was going on at the time is wrong or had a label for it. And these were my patients. Sarah, not her real name, was very young when she says her father, a jehovah� s witness, started abusing her. Her mother, a particularly devoutjehovah� s witness, also abused her, she says. It was very abusive and controlling. Although i feel like my mother� s Mental Health issues were her own Mental Health issues, i feel like the Witness Religion gave her a framework to hang that abuse on, to justify it. And, ultimately, to get away with it. The allegations were eventually Reported by a member of the organisation when she was 13. And yet, she says, nothing was done by the jehovah� S Witnesses. They say it is the Parent Responsibility to report allegations to the police, but as you can see in a case like mine, that clearly isn� t good enough. It is not enough to expect children, to expect the perpetrators to report them self to the police, it is laughable. Today� s report is highly critical of many religious organisations. We looked at the jehovah� S Witnesses, thejewish religion, 38 in total, i think we found failings in every organisation. It would be unfair to pick one out but in all of them those failings made It Easierfor Abuse to happen and much harder for it to be Reported. Amongst the recommendations are calls for all religious organisations to have a Child Protection Policy in place. And for the government to amEnd Legislation to ensure inspectors have sufficient powers to check the quality of Child Protection in suspected unregistered schools. But for some, these recommendations from the report don� t go far enough. Campaigners supporting jewish people here who have been abused saying progress is slow, and want it to be made mandatory for any religious person to report abuse to the police. Our home Affairs Correspondent, Tom Symonds gave us some background to the report the independent inquiry, the public enquiry, has been looking at the catholic church, has looked at the anglican church. This is about 38 other religious organisations, a whole wide range of organisations, ranging from thejehovah� S Witnesses in some cases to an organisation representing 100 synagogues in the 0rthodoxjewish tradition, and also a number of major mosques. And the enquiry found problems across the board, really. Just to sum them up victims being blamed for reporting Child Sexual Abuse; matters of sexuality not being discussed for religious reasons, making it harder for children to disclose; the abuse of power by religious leaders, many of whom were men; mistrust of organisations Outside the religious orders, for example, the police; and also misusing the concept of forgiveness, as the enquiry says. What they are saying is that religious believers, this is a quote, can find it difficult to accept that members of their congregation or religious leaders could perpetrate abuse. As a result, some consider it not necessary to have specific Child Protection procedures or to strictly adhere to them. And it� s a big report, butjust to give you some idea of what this is about, one focus was the jehovah� S Witnesses, which is quite a big religious organisation from the christian tradition across the uk. They have a rule, a biblical rule, which says that they can only consider allegations when there are two witnesses. Now, of course, in the case of Child Sexual Abuse, there is usually only the person involved in the abuse who is present. Now, thejehovah� S Witnesses do have a policy of reporting everything to the police, but the enquiry says that this two Witness Rule has to stop because it is creating the wrong environment for these allegations to be properly considered. In institutions, religion is very often the last and that people go to and Everything Else has let them down so in the very institutions people look to to provide that last piece of honesty, spiritual guidance, they find themselves abuse yet again. The religious organisations we have l the religious organisations we have looked at have largely, in some respect in the past they have all adopted an approach where protecting the reputation of the organisation has been paramount above Everything Else, including protecting and supporting victims of Child Sexual Abuse. That leads to all the behaviours you have heard about. Shaming people into saying it is not the done thing in this religion to report Sexual Abuse. You must respect religious leaders, they are here to provide spiritual guidance, they can� t really do anything wrong, so, what are you doing talking about them carrying out Sexual Abuse . Just discouraging any talk about Sexual Abuse, Sexuality Or Anything to do with what we might describe as the intimate part of a relationship, just discouraging that from being discussed at all. Institutions were many of the leaders are actually male, which makes it critically difficult for female victims of Child Sexual Abuse to report, so a whole range of things thatjust make it really difficult for victims to do two things. One is to actually recognise that what is happening to them as abuse, because they are told it is normal, and the second thing is, even when they recognise it is abuse, to know what to do about it. These organisations can sometimes make it really hard for people to know what to do and make it really hard for them to do that thing when they find it out. In many instances we heard that where they were brave enough to report it to that side of authorities they were then ostracised from within the religious or wider community, which isjust or wider community, which is just acts or wider community, which isjust acts as a deterrent to others. The panel have said in at least three of the reports were published so far are they do intend to come back to the issue of mounted reporting, and the simple reason for thatis reporting, and the simple reason for that is that reporting is to look at all institutions to figure out if it should be required across a beast mandatory reporting. That is the purpose of the final report, to look at the holistic view of what has been done and they have said mandatory reporting will feature in whatever way, shape or form the evidence takes them in that final report. How do you redress the suffering people of faith in the past . Some of that might be a financial Product Redress can take many forms. We have heard from many people who wish to get access to better quality support, for instance. They will look at redressing in the round and take it beyond just the financial, i suspect, and look at it from what we have heard people would appreciate what the evidence they have heard leads them to conclude from that. Redress is one of those things that applies across all organisations, and it definitely goes wider than purely financial, although that is part of it. The sad truth is that many of the things we have recommended in her past reports and potentially some of the things we will recommend in future reports once we finish gathering evidence will require legislation, much of which will be primary. In Primary Legislation does take time to facilitate its way through the parliamentary process. But what i would say to victims as the it is really important that we look at this properly, Take A Look at the evidence. Lode at this properly, Take A Look at the evidence. ~. ,. , evidence. But the sad reality is that it will take time to do that, but that is not a reason not to tackle it. We need to bring in the protections we found lacking. The Foreign Secretary, Dominic Raab, has held talks in qatar about the situation in afghanistan in particular, the prospects of the taliban reopening Kabul Airport. Mr raab said his priority is to secure safe passage out of the country for the remaining british nationals and the afghans who worked with them. 0ur diplomatic correspondent, James Landale reports Dominic Raab in qatar this morning, visiting a centre where some of those fleeing afghanistan have been processed. For many, the Gulf State was their first stop after escaping kabul, and it� s from here where some will eventually head for britain. But what of those Left Behind . The focus of Mr Raab� s talks with qatari leaders, with the prospect of persuading the taliban to reopen Kabul Airport and provide a route out for british nationals and afghans who are at Risk And Wish to leave. The Foreign Secretary said ensuring safe passage would be an early test for the taliban. I do think we feel a responsibility to make sure that the remaining british nationals and afghan workers can come to the uk. That� s why we watch with great interest what may be possible at Kabul Airport. But we� re also here, and i� m here notjust in qatar, but Moving On afterwards, to talk to regional countries about how we can ensure safe passage through third countries. Qatar already has a technical team at Kabul Airport discussing what needs to be done to resume flights, and qatar� s Foreign Minister was optimistic. We are working very hard, and also engaging with taliban to identify what are the gaps and the risks for having the airport back up and running. But we will remain hopeful that we will be able to operate it as soon as possible. The Foreign Secretary said britain would not formally recognise the new Taliban Government, but it did want what he called Direct Engagement. That� s already begun here in the qatari capital of doha, where the taliban have a political office, and where the british embassy to afghanistan will now be based. A senior british official, sir simon gass, has held talks with taliban officials here and will brief the Foreign Secretary on their outcome. 0n the next step of a tour that critics say has come far too late, Mr Raab will head for pakistan. His aim, he said, was to form an alliance of nations, to exert maximum moderating influence on the taliban. James landale, bbc news. The Foreign Secretary spoke to the media following those talks, and gave more detail on how he plans to secure safe passage for those still trying to leave afghanistan. There are two opportunities to get safe passage out of afghanistan and back to the uk. One is through the Airport Kabul to stop i had good conversations with the Foreign Minister of qatar here today about the workability of that. I don� t think we are yet able to say anything formal, but that is looking like it may happen at some point in the near future. At the same time, we are obviously working with all the countries in the region to make sure that they are processing the documentation, the basic logistics are in place, to give us the alternative option. So we are working at pace, and as you can see, we are out here, i� m out here engaging with all of the key partners and i will be Moving On, travelling wider in the region to facilitate that as well. It was obvious to Ben Wallace that the game was up injuly. Why wasn� t it obvious to you . Ben and i were taking the same assessment throughout until very late. The assessment, the central assessment being that kabul wouldn� T Fall until after The End of august, and the evacuation of allied troops, and indeed it would be a steady deterioration throughout the remaining part of the year. I think you can see in the approach the Foreign Secretary is taking on the strip it is very much an approach in partnership with and in conjunction with other countries who are perhaps better placed to have direct talks and Direct Engagement with the taliban itself. That said, as we have heard, britain is talking to the taliban, albeit at Arms Length perhaps. Not at the ministerial level, but the Prime Minister� s envoy has been getting round the table with senior representatives of the taliban, we are told. The Foreign Secretary now going off to pakistan, will tour other countries in the region as well. I think we will see throughout, combined efforts to work with those countries to put pressure on the taliban and influence them not only in the immediate term with the most pressing problem of getting british people and those who are allowed to come to the uk out of the country who are stranded there, but also in the longer term attempting to prevent a humanitarian crisis, and also asserting pressure on the taliban, hoping to influence them in terms of the type of regime they end P Terms of the type of regime they end up running. At least 9 people have died in Flash Flooding on the North East coast of the us, including New York, newjersey and philadelphia, as tropical Storm Ida brought a month� s worth of rain to the area. 3 inches of rain fell in Central Park in just one hour. A State Of Emergency has been declared, with the mayor of new York City, bill de blasio, describing the flooding as � brutal�. Leboo diseko reports. It� S Floating The Streets of New York, as the city was hit by the fury of Storm Ida. Oh, my god, this poor person� S Floating. Roads turned into rivers, as the city was deluged with rain. At least one body was pulled from a vehicle that was swept away. The city� s Subway Network forced to a standstill, as what looked like waterfalls submerged platforms, tracks and trains. Play was interrupted at the Us Open. The venue� s roof no match for the rain. Even leaving as the Flood Warning came in didn� t prevent being caught in the storm. It literally was torrential, coming down from left to right. There were a number of cars that have been abandoned, sort of owners trying to get out. I spoke to one guy who had to climb out of the window of his car as the waters were rising, and so then the bus driver, who was an absolute hero, managed to carry on and pull through the water. At one point, it was up to two or three feet in the bus itself, the water was coming through. In neighbouring newjersey, planes were grounded overnight, conditions too dangerous to fly. Ida hit louisiana as a category four hurricane on sunday. The state is still reeling from its impact. It� s since been pushing up across the east of the country there have been several deaths in new York City. The mayor has declared a State Of Emergency for what he called a historic weather event, which brought brutal flooding to the city. Well, i can tell you that i was getting a train from washington to New York last night and i spent the night on the train in newjersey, because there is so much flooding that the tracks were just completely impassable. It was extraordinary. At about 830 last night there was a tropical storm, it was like being in an extreme car wash, being on the train. All of a sudden there were Flash Flooding alerts on our phones. Catastrophic flooding. The train in front of us, people were stranded on it, at least we were in the station on a platform, we could get out. It was quite extraordinary. Here in new York City, the subway, full of water, devastating, brutal flooding. All of this of course the remnants of that hurricane that hammered louisiana at the weekend, but the national Weather Service was not warning us of torrential rainfall so it really caught people by surprise. Quite a long way north compared with where Hurricane Ida, when it was a hurricane, Made Landfall. What are the facilities available to the new York Subway when trying to deal with this amount of rain in such a short period of time . It is not like the tube In London which is hundreds of feet below ground. The subway in New York is really pretty much at street level. So it floods incredibly quickly. And at the levels of water that we saw, there� s literally nothing to be done. They cannot pump it quick enough. So it is just one of the vulnerabilities in new York City that is really underlined by Climate Change. The last time we saw scenes this bad were during Hurricane Irene and Hurricane Sandy because new York City itself is at sea level, so any Storm Surge or excessive rainfall causes flooding. Now we are seeing more severe and extreme weather, more frequently, New York is being really, really exposed. What are the conditions likely to be over the next day or so . Is it improving . It is improving here. The water is receding. In philadelphia, south of us, there is majorflooding and right now there are incredible live pictures and fact of people who are having to be rescued from their homes in philadelphia, because the river has burst its banks and flooded, so yet another example of how cities on the East Coast of america, which are at sea level, are incredibly vulnerable to this new climate we are seeing. After 18 months of disruption to schools from covid, the Education Secretary says he expects a greater sense of normality this term, as pupils in England Start to return to the classroom. Gavin williamson also said he hoped scientific advisers would make a decision very soon about whether to recommend covid vaccinations for 12 to 15 year olds, and that parents would welcome having the option to give their child a jab. We� ve seen the lifting of all national restrictions, so people can go about their business, and it� s really important for us that children are having as normal a pre Pandemic Education Experience as possible. But we do recognise precautionary measures have to be taken. To help make this possible, Secondary School children in england are being invited to take to Lateral Flow Tests in school, three to five days apart. Secondary schools are staggering their return to manage demand. Pupils across the uk are being encouraged to continue with twice weekly testing from home. Those Testing Positive in england will be contacted by the nhs Test And Trace service and instructed to isolate. But ministers say schools no longer need to sEnd Large groups home when they come into contact with a confirmed case. In scotland, the First Minister is among those linking a rapid rise in cases to schools reopening, leading to concerns that england could also see a large increase. But public Health England believe schools will not be a driver of infections. We are reassured, and the studies and surveys confirm this regularly, that schools are not the hub of infection in communities. It� s widely accepted that Mass Vaccination of adults is likely to lessen the impact of transmission in schools. But some argue that all 12 to 15 year olds should be offered the vaccine. I would probably go for a single dose of the vaccine for 12 to 15 year olds as a one off in order to help public health generally break Transmission Chains in society. The decision on who should be offered vaccines lies with Thejoint Committee on vaccination and immunisation, which independently advises Uk Health authorities. But ministers in england say, if they recommend injections for 12 to 15 year olds, they are ready to support the roll out. Adults who catch coronavirus when they� re fully vaccinated are half as likely to develop long covid, as people who haven� t had a jab. Research from Kings College london has been been published in the journal, the lancet infectious diseases. Two groups representing Health Service organisations are warning that services may have to be cut, unless Nhs England receives an extra £10 billion in Government Funding next year. The Nhs Confederation and nhs providers say the additional money is needed to cover costs related to the pandemic, and reduce the backlog of operations and treatments. A scottish Conservative Msp has apologised to the First Minister Nicola Sturgeon and to the scottish parliament for controversial comments she made. The us Supreme Court has refused to block a law banning most abortions in texas. The law, which came into force on tuesday, makes it illegal to terminate pregnancies after six weeks even in cases of rape or incest. A Public Inquiry has found shocking failings and Blatant Hypocrisy in the way major religious groups have handled allegations of Child Abuse. The independent inquiry into Child Sexual Abuse says a number of religions, including thejehovahS Witnesses, 0rthodoxjudaism and islam, are morally failing children. It found that, in some cases, religious leaders discouraged the reporting of abuse, in order to protect the reputation of their organisations. The report has been produced at The End of weeks of public hearings in which survivors of abuse gave evidence. Richard galpin reports. I did not fully recognise what was going on at the time was wrong or had a label for it. And these were my parents. Sarah, not her real name, was very young when she says her father, a jehovahs witness, started abusing her. Her mother, a particularly devoutjehovahs witness, also abused her, she says. It was very abusive and controlling. Although i feel like my mothers Mental Health issues were her own Mental Health issues, i feel like the Witness Religion gave her a framework to hang that abuse on, to justify it. And, ultimately, to get away with it. The allegations were eventually Reported by a member of the organisation when she was 13. And yet, she says, nothing was done by the jehovahS Witnesses. They say it is the Parents Responsibility to report allegations to the police, but as you can see in a case like mine, that clearly isnt good enough. It is not enough to protect children, to expect the perpetrators to report them self to the police, it is laughable. Todays report is highly critical of many religious organisations. We looked at the jehovahS Witnesses, thejewish religion, 38 in total, i think we found failings in every organisation. It would be unfair to pick one out but in all of them those failings made It Easierfor Abuse to happen and much harder for it to be Reported. Amongst the recommendations are calls for all religious organisations to have a Child Protection Policy in place. And for the government to amEnd Legislation to ensure inspectors have sufficient powers to check the quality of Child Protection in suspected unregistered schools. But for some, these recommendations from the report dont go far enough. Campaigners supporting jewish people here who have been abused saying progress is slow, and want it to be made mandatory for any religious person to report abuse to the police. John obrien, who was the secretary to the inquiry said the inquiry found the failings which allowed abuse to take place have been happening for decades. The most shocking thing was we found exactly the same failings going on that were going on 30, 40,50 years ago going on in very recent times. In institutions, religion is very often the last that people go to when Everything Else has let them down. So in the very institutions people look to to provide that last piece of honesty, moral courage and spiritual guidance, they find themselves abused yet again. You expect those organisations to be based on trust, dont you . Why are these problems, this abuse, so long standing and so prevalent in these organisations . A number of reasons. The religious organisations we have looked at have largely, in some respect in their past, they have all adopted an approach where protecting the reputation of the organisation has been paramount above Everything Else, including protecting and supporting victims of Child Sexual Abuse. That leads to all the behaviours you have heard about. Shaming people into saying it is not the done thing in this religion to report Sexual Abuse. You must respect religious leaders, they are here to provide spiritual guidance, they cant really do anything wrong, so what are you doing talking about them carrying out Sexual Abuse . Just discouraging any talk about Sexual Abuse, Sexuality Or Anything to do with what we might describe as the intimate part of a relationship. Just discouraging that from being discussed at all. Institutions where many of the leaders are actually male, which makes it very difficult for female victims of Child Sexual Abuse to report. So a whole range of things thatjust make it really difficult for victims to do two things. One is to actually recognise that what is happening to them as abuse, because they are told it is normal, and the second thing is, even when they recognise it is abuse, to know what to do about it. These organisations can sometimes make it really hard for people to know what to do and make it really hard for them to do that thing when they find it out. In many instances, we heard that where they were brave enough to report it to Outside authorities they were then ostracised from within the religious or wider community, which isjust acts as a deterrent to others. So it is a range of things but at the heart of it lies that protecting the reputation of the organisation Trumps Everything else. Richard scorer whos a lawyer thats been representing many of the victims and survivors said they welcomed the report but that recommendations must be put in place to reduce abuse in these organisations. There is a lot that needs to be done. There needs to be independent oversight of religious bodies. In terms of safeguarding. And we need to have mandatory reporting. We need a role in this country that you have to report if you know about abuse. Those of the changes we need to see. It is imperative that the inquiry recommends those if we are going to see a change in this situation. Why do we need yet more legislation, when Child Abuse is already against the law . The problem is that covering up Child Abuse unfortunately is not always against the law. Another institution or an organisation can know that Child Abuse is happening, or can suspect that it is happening, but they dont have a legal duty to report that to the authorities. That is something that surprises many people. People think that you do have to report, but actually the reality in the law is that you dont. There is not a law that requires that. And in that respect, we are at odds with most western countries. Other countries such as the united states and canada and australia all have mandatory reporting. So, we need to change that, and i think that is one of the key changes that we need to see when the inquiry issues its final recommendations next year. Where there is mandatory reporting in those countries that you have mentioned, what difference has it made to the reduction of Child Abuse rates and the prosecution of those guilty . What mandatory reporting does, and there is a lot of Research Evidence thaT Bears this out, it ensures that allegations get Reported and get Reported early, so that abusers who go from abusing one child to another to another i stopped in their tracks. Abuse is stopped early, so that is the effect that it has, and there is a lot of researched evidence that supports that. So i think that is the key change that we need. We also need, as part of this, independent oversight of safeguarding. The report was very clear that many religious organisations simply have no Safeguarding Policy at all. They need to get those policies in place, but the way in which they implement those does need to be. A statement byjehovahS Witnesses said that the protection of children is of utmost concern and importance to alljehovahS Witnesses. We appreciate the work of the iicsa and agree with the recommendation that all religious organisations should have a Child Protection Policy. We will carefully and respectfully consider all the observations and recommendations contained in the report. JehovahS Witnesses are committeed to protecting children and providing spiritual comfort to any who have suffered Child Sexual Abuse. The Foreign Secretary, Dominic Raab, has held talks in qatar about the situation in afghanistan, in particular, the prospects of the taliban reopening Kabul Airport. Mr raab said his priority is to secure safe passage out of the country for the remaining british nationals and the afghans who worked with them. Our diplomatic correspondent, James Landale reports. Dominic raab in qatar this morning, visiting a centre where some of those fleeing afghanistan have been processed. For many, the Gulf State was their first stop after escaping kabul, and its from here where some will eventually head for britain. But what of those Left Behind . The focus of Mr Raabs talks with qatari leaders, with the prospect of persuading the taliban to reopen Kabul Airport and provide a route out for british nationals and afghans who are at Risk And Wish to leave. The Foreign Secretary said ensuring safe passage would be an early test for the taliban. I do think we feel a responsibility to make sure that the remaining british nationals and afghan workers can come to the uk. Thats why we watch with great interest what may be possible at Kabul Airport. But were also here, and im here notjust in qatar, but Moving On afterwards, to talk to regional countries about how we can ensure safe passage through third countries. Qatar already has a technical team at Kabul Airport discussing what needs to be done to resume flights, and qatars Foreign Minister was optimistic. We are working very hard, and also engaging with taliban to identify what are the gaps and the risks for having the airport back up and running. But we will remain hopeful that we will be able to operate it as soon as possible. I would probably go for a single dose of the vaccine for 12 to 15 year olds as a one off in order to help public health generally break Transmission Chains in society. The decision on who should be offered vaccines lies with Thejoint Committee on vaccination and immunisation, which independently advises Uk Health authorities.
