Nick miller at the Bbc Weather spent Weather Centre explains what has happened to eric and i do sense it made landfall in louisiana at the weekend. Tropical systems often lose a they hold onto all of the moisture that they picked up, whilst they were over the warm open water, as they moved inland, as i do has done, as it has tracked its way North Eastwards, To Wards and then over the north east usa. So they look on the north east usa. So they look on the satellite picture, this is how much rain was still associated with ido, as it soaked new York City. Lots of rain as it fell over in a few hours, but most damaging was how much rain saturated the city in just one hour on Wednesday Evening. New York City has been hit by two tropical Weather Systems in the past few weeks, cop tropical Storm Henri was a new record, and those records are all the way back to the later 19th century. Just a few weeks later, what is left of ida produced 80 millimetres of rain on Wednesday Evening in New Yorks central park. So to break a record and then to break it again by so much, just two weeks later is just a quite astonishing. It hasntjust been Flash Flooding, there have been damaging tornadoes with the remnants of ida as well. The Heavy Rain is sweeping across New England, to Eastern Canada where the canadian Weather Service has Weather Warnings in force. Newfoundland and labrador could see many more Flash Flooding and training before the system will finally ease as we go through the weekend. The uk Foreign Secretary Dominic Raab has arrived in qatar for talks with leaders in the Gulf State about the prospect of re opening Kabul Airport, and allowing people to leave afghanistan. He will also be briefed on discussions between british officials and the taliban. It follows his Appearance Yesterday before the House Of Commons foreign affairs select committee, where he faced some awkward questions over his handling of the afghanistan crisis. 0ur diplomatic correspondent James Landale reports. Could you tell me why you are confident of your numbers of those remaining in afghanistan now . One of the main criticisms levelled at Dominic Raab by Mps Yesterday was that hed failed to focus enough on afghanistan and its neighbours during his time as Foreign Secretary. Well, Today Hell try to put that right. Hell begin a regional tour in qatar, where Hell Hold talks with the emir and the countrys Foreign Minister. The key issue will be the prospect of persuading the taliban to reopen Kabul Airport and provide a route out for british nationals and afghans wishing to leave. The Gulf State has close links to the taliban, which has a political office there, and has already begun discussions about how best to ensure security at the airport. We do need to be able to send clear and direct signals. Weve done that for some time via their political commission which has been based in doha. We now have simon gass, the Prime Ministers special envoy in the region, to ensure that we can do that. We want to have as much continuity in our diplomatic presence as possible. That official, simon gass, has been meeting senior taliban leaders in qatar this week, and he will brief the Foreign Secretary on the outcome of those talks. With many afghans wishing to leave, Mr Raab will also hold talks in the region over how best to ensure Safe Passage through Land Borders such as pakistan, which is where Hell Head to next on his tour. James landale, bbc news. Here in the uk, a synagogue has been flooded with supplies for newly arrived afghan families after an appeal on facebook. The law which came into force on tuesday makes it illegal to terminate pregnancies after six weeks even in cases of rape or incest. Its the most dramatic restriction so far to the Roe Versus wade judgment of 1973, which legalised abortion across the united states. 0ur Correspondent in washington, nomia iqbal, has more. This Texas Law basically allows any individual to sue those who help a woman get an abortion. The supreme court was asked by pro Abortion Rights groups and providers to block this law, but in a ruling, that was dominated by mainly conservative bench they voted to keep it in place. The bench did not comment on the constitutionality of this law, which basically leaves it open for it to potentially be appealed, but experts are worried that other states could bring in similar laws, which would eliminate the guarantee of Roe Versus wade, which is, of course, the Landmark Ruling that legalised abortion across america in 1973. It is a huge milestone for lots of pro life groups that exist in this country that have tried to roll back access to the procedure for many, many years. Of course, a huge step back for womens rights groups who said that this is just going to Push Women Into Crossing State lines to get an abortion, it will affect those who are poor, it will affect minority women as well. In terms of the reaction of President Biden, before the supreme court ruled to keep this law in place, he had commented on his concern about it. He is a religious man, a devout catholic and in the past, he has said that he believes that life begins at the point of conception, but he has also said that he would not impose his view on anybody else. He has also said that this law is concerning and that his administration will do whatever it takes to protect the rights of women. 0ur Correspondence there. We now go livejudo hard for this Press Briefing involving the uk Foreign Secretary Dominic Raab who has arrived in a cattle for talks with leaders in the Gulf State, and his qatari counterpart. What they will talk about is the prospect of reopening Kabul Airport, allowing people to leave afghanistan. We are seeing reports from aljazeera, citing afghan civil Aviation Officials that domestic flights from Kabul Airport will resume on friday. International flights, Kabul Airport will resume on friday. Internationalflights, the Kabul Airport will resume on friday. International flights, the quote Kabul Airport will resume on friday. Internationalflights, the quote is, will take time. Sojust internationalflights, the quote is, will take time. So just repeat that, Aljazeera Reporting and afghan civil Aviation Official as saying that domestic flights from Kabul Airport will seem on a friday, but International Flights will take time. So in doha, we are waiting to hearin time. So in doha, we are waiting to hear in more detail what is happening there. But the uk Foreign Secretary Dominic Raab arrived in a cattle for talks with his counterpart in the Gulf State. He is also going to be briefed on discussions discussions between british officials and the taliban, and it follows yesterday his appearance in the House Of Commons, for the foreign affairs select committee, where he faced some tough questions over his handling of the crisis in afghanistan. 0ne Questions over his handling of the crisis in afghanistan. One of the key aspects of these talks is happening in doha, and is around the prospect of reopening Kabul Airport to facilitate, of course, people leaving afghanistan. To facilitate, of course, people leaving afghanistan. Those who Wish To. An important leaving afghanistan. Those who Wish To. An important opportunity, leaving afghanistan. Those who Wish To. An important opportunity, and i leaving afghanistan. Those who Wish To. An important opportunity, and a | to. An important opportunity, and a great honour to meet with his highness, the emir as well as his excellency, sheikh mohammed. We discussed, as well as afghanistan, the bilateral relationship which you cherish, price, we are excited about building on in the weeks and months ahead. 0bviously, afghanistan has been at the forefront of what we discussed. I had the opportunity to visit the compound which is accommodating afghan refugees here in doha, and here in the Heart Rending stories, it reminded me of my father who came to the uk aged six, and we will extend a warm welcome and provide haven to those who Wish To come to the uk. And who are eligible. 0ur Who Wish To come to the uk. And who are eligible. Our commitment on the part of the uk to afghanistan remains. We need to adjust to the new reality, as i think we had good conversations about what they will evolve. It is worth saying that in the airlifts between the 15th Of August and The End of the month, we secured the Safe Passage Of Over 15,000 people, out of afghanistan, and the biggest operation of its kind in our living memory, in no small part because of cooperation from qatari friends. I want to really emphasise how much we appreciate that. I think it is a challenging time, and in those times, you really no meaningful friendships and certainly qatar has done an exceptionaljob. Now, we need to adjust to the new reality and our immediate priority is to secure a Safe Passage from those remaining british nationals and also the afghans who worked for the united kingdom and indeed, others who may be at most risk. Again, working closely with that and looking at the practicalities of how that can work. The uk sent a rapid Deployment Team to this region because we want to make sure working with third countries, that we cannot process both at the nationals and the afghan workers, under the arab scheme, and anyone else, and supports the countries in their efforts. We are also very mindful of the regional challenges that a flow of afghans from afghanistan would create instability, is creating, for those neighbours, one of the reasons we are doubling our Aid Spending to £286 Million is to try to help support those countries bearing the brunt. I want to thank kathak for the incredible work they are doing to support us in almost every effort. To support us in almost every effort. Qatar. Including hosting the uks Relocated Embassy here to afghanistan, and we want to make sure that we retain lines of engagement because that is how we will adjust to the new reality are mentioned. It is going to be a challenge, and it will require a new set of strategies, so i think there are four key things we have discussed, and we are very like minded on. The first is making sure afghanistan is not a Haven Or Harbour to terrorists again, in the future, secondly preventing a humanitarian crisis, and again, that is why we have doubled our Aid Spending for afghanistan this year. The knock on effects of that is third, to preserve regional Spread Stability regional stability, and to also test and account the ten abandoned to their commitments, to hold them to that, to have a more inclusive government and we will be looking very carefully at what happens there in the humanitarian side and the treatment of women and girls. I think it will be important to build an international coalition around us, our qatari friends are clearly a linchpin, influential player in that and we are working with our g7 presidency, our nato membership, we obviously secured within the french, germans, other members of the security council, a resolution in recent days in New York, which i think is important, provided i think a good framework, that all countries should be able to agree on, as a way for moving forward, and now we need to get further by with regional countries, involving them, lots of countries with a direct stake in what happens in afghanistan, as well as countries he will feel and be moved by the humanitarian risks and plight. I think, above all, we need to put a grouping together of a maximum moderating influence on what the Teller Band does next. We will certainly be judging them yes, Teller Band does next. We will certainly bejudging them yes, on their wares, certainly bejudging them yes, on theirwares, but certainly bejudging them yes, on their wares, but more importantly what they want you to live up to the insurances assurances they have made. We will also keep working with those, none more energetically than with our qatari friends, to make sure we can preserve the games that have been made in afghanistan over the last 20 years and continue to support the afghan people. We do not recognise governance, we will be not recognising the taliban, but we do see that need to have direct engagement because we cannot provide messages otherwise, listen to the response, and i think as my Friend Sheikh mohammed said, there were some early tests for the taliban, their approach to the airport during their approach to the airport during the evacuation, now to a different space, can we see Safe Passage provided out of afghanistan . That will be quite an important first test, but we need to be able to discuss that, engage on that, and other issues, we all want to avoid a humanitarian disaster or crisis. That will require the taliban to provide and ensure a permissive climate and environment for Aid Workers. So i think the engagement will be important in order to set early tests and we will be judging the taliban by their actions, not their words. She successfully defended her ca to five Cycling Road Race title in tokyo earlier this morning, to claim her third Gold Medal of the tokyo games and the 17th Paralympic Gold dame Sarah Storey has become britains most successful of the tokyo games and the 17th Paralympic Gold of her career. Dame sarah has now won an incredible 28 Paralympic Games medals since making her debut at the 1992 games in barcelona nearly three decades ago. Patrick gearey reports. For dame Sarah Storey, the competition comes from within. An unending desire to outdo herself. To force the lungs and legs to their very limits. Then, despite that pain, to do it again. Just being determined to win Gold Medals or be the best person i can be on a bike now and in a Swimming Pool previously. Its just a privilege to have that opportunity, and just being fit and healthy as the main thing, but obviously being able to take it to that elite level and compete against the best in the world and trying to be the best in the world. She began in the pool. Then sarah bailey, she was born without a functioning left hand, and was told aged ten shed taken up her sport too late to be elite. So began a career of chasing time. In barcelona, then atlanta, she won five Paralympic Swimming golds before switching to cycling ahead of beijing. She competed with able bodied athletes at the 2010 commonwealth games. In the paralympics, shes excelled on track and On The Road. Those who know her best still cant see the finish line. If you love your sport and you love getting out and doing your training, and you love working hard and you can keep that going, and then when the Paralympic Games come round, the World Championships come round, youre in brilliant form and youre proud of representing your country, then why wouldnt you want to do that, keep it going . What a great life. Day 65 in lockdown home school. And that life is much wider than the ever spinning wheels. Storey s now a mum to louisa and charlie. Theyre normally a big part of her race team. Mums finished racing, and now its time for the Podium Covid rules mean they arent there in tokyo, but theyjust might be in paris, by which time their mum will be 46. After all, this is the storey which seems to get better with each repeat. Patrick gearey, bbc news. The Us Supreme Court has voted not to block a Texas Law which bans most abortions from around six weeks of pregnancy President Biden calls it unconstitutional, while the States Governor has backed the bill. As weve been hearing, the Us Supreme Court has voted not to block a law banning most abortions in texas. The law makes it illegal to terminate pregnancies after six weeks even in cases of rape or incest. Its the most dramatic restriction so far to the Roe Versus wade judgment of 1973, which legalised abortion across the united states. Dozens of women gathered outside the Texas State House in austin to protest The Law. Im here to reallyjust. It is my community of women and started to make a change and show the government that isnt ok for us, that we are really enraged about this and we really want, we dont want this to happen. President biden has responded by vowing to protect Abortion Rights. He said The Law was extreme and blatantly violates the constitutional right established under Roe V wade and upheld as precedent for nearly half a century and his administration is deeply committed to that right and will protect and defend it. With me now is sonia adesara, an Nhs Doctor and womens rights campaigner. Thank you very much, sonia, for joining us. What do you make of this new law and the reason behind it . I guess that for centuries now, women have been fighting for their reproductive rights, the right to have an abortion, the right not to be forced to have a pregnancy against your will and many of us thought we had won this argument with this rule in place but i think its frightening how quickly womens rights can be taken away from us and how quickly progress can be reversed. And we know, we have seen this across the world, we have plenty of research to show that when countries bring in law to criminalise abortion or when they try to restrict women public access to abortion, we know that abortions dont stop happening and so you can stop abortion happening, but it means that women would be forced to have unsafe abortions and putting their health at risk and more women will die as we know in these Situations as well. So i am angry and i am upset and i am really frightened but this will mean for women across the world. The Legislation Women across the world. The legislation makes women across the world. The legislation makes cases in terms of emergency but not from cases resulting from rape or incest. What impact from your work and study, what impact does it have on women if they have been raped, if they are pregnant other as a result of incest . And they have two against their will continue against pregnancies . I their will continue against pregnancies . Their will continue against reanancies . ~. , ~ their will continue against reanancies . ~. , pregnancies . I think laws like this are extremely pregnancies . I think laws like this are extremely cruel pregnancies . I think laws like this are extremely cruel and pregnancies . I think laws like this are extremely cruel and cruel pregnancies . I think laws like this are extremely cruel and cruel to i are extremely cruel and cruel to women and also very dangerous. So no woman should be forced to have a pregnancy against her will, whatever the circumstances and how they become pregnant. And of course, the case as you talked about of Rape And Incest are, i think most people would think that is pretty disgusting to force women to continue to have a pregnancy, but no woman whatever the circumstances should be forced to have a pregnancy against her will. This law is talking about six weeks and for many women wont know they are pregnant at six weeks and so it will have an awful impact on womens health, and the Mental Health and physical health and as we know, we have so much evidence for this, when you criminalise abortion, women are harmed and women die and inevitably, we will see more women harmed and die as a result of policies like this. And of course, it is poor women and women with the least economic means and women who are the most vulnerable and marginalised who suffer the most from these policies. But a lot of people in texas, including women, wanted this change to The Law, didnt they . I including women, wanted this change to The Law, didnt they . To The Law, didnt they . I think, ou to The Law, didnt they . I think, you know. To The Law, didnt they . I think, you know. As to The Law, didnt they . I think, you know. As i to The Law, didnt they . I think, you know, as i would to The Law, didnt they . I think, you know, as i would never to The Law, didnt they . I think, | you know, as i would never force you know, as i would neverforce anyone to have an abortion, women should not be forced as well to continue pregnancy against their will. A woman should be allowed and given the circumstances and given the freedom to do what they like with their bodies. Of course, there are many women who when they become pregnant its a lovely and joyous time and they would want to carry their pregnancies to term and have their pregnancies to term and have their pregnancies, but for some women and for many women, this is notjust in the us but throughout the world, for many women they do not want to have their pregnancy and for many women, having a pregnancy will have mounted a massive impact on their health, Mental Health and on their health, Mental Health and on their health, Mental Health and on their lives. No woman should be forced to have a pregnancy against their will and we need to ensure that across the world we allow women to make the decisions that are best for them and are best for their families. , ~ for them and are best for their families. ,. , for them and are best for their families. , ~ ,. ,. Courtney bembridge, bbc news. Now its time for a look at the weather with carol kirkwood. Hello again. The forecast has changed slightly for some of us On Sunday and monday and it could change again, so keep watching if you have outdoor plans. For the next few days, its going to remain cloudy, particularly so across parts of england and wales. The enough for drizzle and most of the sunshine in the north and west. High pressure are still firmly in charge of our weather and an onshore Breeze Today and the coastline and English Channel and so feeling fresher here. We still have a lot of clout though across england and wales. Some drizzle coming out of that in the midlands, East Anglia for example, but some of it will break in the far south, west wales, northern england, parts of Northern Ireland and a lot of scotland. Temperatures will be 1420, but of scotland. Temperatures will be 11t 20, but in the hi nines we can see 23 or 24. Schmidt 14 20, but in the hi nines we can see 23 or 24. Schmidt highlands. We could see cloud around and some drizzle by The End of the night some patchy rain and when we hang on to clear skies, temperatures could tumble into clear figures as for most towns and figures we are looking at double figures. Into tomorrow then. Still High Pressure in charge drifting further east. Still pulling in this moisture from the North Sea, so still fairly cloudy. The best of the breaks will be across Western Scotland, North West England and Southern England as we go through the day. The Breeze Wont be as noticeable either. Then as we head into the weekend, High Pressure drifts the continent, warmer air comes our way and we have two areas of low pressure in the atlantic and is what is putting the spanner of the works in terms of rainfall as you can see. Saturday has still a fair bit of cloud round, there will be some lighter breaks and sunshine and a few showers with some in the Shack South and west. But temperatures in the sunshine getting up to around 2122. But in the sunshine getting up to around 21 22. The headlines at 11 the uk says it wont recognise taliban rule in afghanistan as It Pushes for Kabul Airport to re open to allow the exit of british nationals and afghans. We dont recognise governments, we will not be recognising the taliban, but we do see the need to be able to have direct engagement. At least eight people have died as a result of Flash Floods in new York City and The State of newjersey. New york declares a State Of Emergency. As schools start a new academic year, the Eduction Secretary urges the governments advisers to make a decision on Covid Vaccinations for 12 to 15 year olds. I think parents will find it deeply reassuring to have a choice of whether their children should have a vaccination or not. Almost A Million people in the uk are suffering from Long Covid, according to new figures just released. Sarah storey wins her 17th Gold Medal to become britains most successful paralympian of all time, she says shes overwhelmed. It still feels a bit like an out of body experience, like youre watching somebody else go through that it is very, very hard to put into words. And abba are set to make a comeback with the first new music from the swedish supergroup in almost four decades. Hello. The Foreign Secretary Dominic Raab has told a News Conference in doha that the Uk Government does not recognise the taliban but that it is time to adjust to the new reality. He said his immediate priority was securing Safe Passage for british nationals, and for afghans who worked with the uk possibly through other countries and its hoped the taliban can be persuaded to reopen Kabul Airport to commercial airliners. Im a im a commitment on the part of the uk, to afghanistan remains. On our commitments. We need to adjust to reality, and i think we need to have good conversations on what that will involve. It is worth saying that in the airlift between the 15th Of August and The Ends of the month, we secured the Safe Passage Of Over 15,000 people out of afghanistan. Airlift. The biggest operation of our kind in our living memory, and in no small part from the cooperation of our qatari friends. If you are they responsible a team to make sure that the remaining british nationals and afghan workers can come to the uk, that is why we watched with great interest what may be possible at Kabul Airport, but we are here, im here, notjust in qatar, but moving on us was to talk to regional countries about how we can ensure Safe Passage through third countries. We will not be recognising the taliban, but we do see the need to be able to have direct engagement, otherwise we cannot provide messages, listen to the response, and i think as my Friend Sheikh mohammed said, there were some early tests of the taliban, one was their approach to the airport during the evacuation, now we are into a different space, can we see Safe Passage provided out of afghanistan . That will be quite an important first test, we need to be able to discuss that, engage on that, and of the other issues, we all want to avoid humanitarian disaster or crisis, and that will require the taliban to be able to provide and ensure a permissive climate and environment for Aid Workers, so i think engagement will be important in order to set an early tests and we will be judging the taliban by their actions, not their words. 0ur political correspondent Jonathan Blake is at westminster. Jonathan, how much expectation is that of what he can achieve on this trip to try to ensure the Safe Passage of the Left Behind . 5 trip to try to ensure the Safe Passage of the Left Behind . As you heard, dominic passage of the Left Behind . As you heard, Dominic Raab passage of the Left Behind . As you heard, Dominic Raab Sorting Passage of the Left Behind . As you heard, Dominic Raab sorting out i heard, Dominic Raab sorting out there, the uk clearly sees the need, setting out a necessity to have what he described as having direct engagement with the taliban at the moment. It is outlining the Safe Passage, the need for Safe Passage, for british nationals, afghans who have worked with the uk, over the 20 years military presence in the country, to leave. That is, if you like, the immediate, pressing objective but beyond that, there are other objectives, other areas where a relationship, engagement between the uk and the taliban and if it goes on to form a former government formal government in afghanistan, could potentially benefit both sides from the uk was my Point Of View as well, but is the need to avoid humanitarian disaster, as Dominic Raab mentioned, there is the need for regional stability as a whole. But also, to try to bring to pressure to the taliban to stick to their commitments that they have made to this point in time of having an inclusive government and respecting Human Rights and allowing women and girls to play the full role in society that they have begun to play over the last couple of decades, during the military presence there. So that is, if you like, the broader context of this engagement, that we are seeing, but i think it is at this Stage Tentative and the uk has said that it will judge tentative and the uk has said that it willjudge the taliban on its actions, not its words. So the first meaningful, if you like, demonstration of that, i think, having listened to what the Foreign Secretary and the ma of qatar had to sit in a News Conference, will be the Situation at Kabul Airport. There was a hope express that would be open and operational within the next few days, so lets wait and see if that happens, and it may be seen by those nations, engaging with the taliban, that they may a working relationship with them, or a very wary one. Relationship with them, or a very wa one. ,. ,. Y relationship with them, or a very wary one relationship with them, or a very wa one. ,. ,. ,. , wary one. Obviously the aim of this is also to look wary one. Obviously the aim of this is also to look to wary one. Obviously the aim of this is also to look to the wary one. Obviously the aim of this is also to look to the future is also to look to the future and how to shape it, how to put it for those who have been Left Behind, but the recriminations continue, the blame game, but how much is that still an issue . I5 blame game, but how much is that still an issue . Still an issue . Is rumbling on, as ou sa. Still an issue . Is rumbling on, as you say it still an issue . Is rumbling on, as you say it is still an issue . Is rumbling on, as you say. It is all still an issue . Is rumbling on, as you say. It is all after still an issue . Is rumbling on, as you say. It is all after the you say. It is all after the event my frankly. What happened in afghanistan, happens, it is not only a failure of uk intelligence, perhaps planning, it was also a failure on the part of all the allied forces who were in afghanistan, the us of course, principally among those. As you say, the blame game, to a point, goes on at westminster, we have had to come out secretarys grilling by Mps Yesterday, when he talks about military intelligence being wrong or at least not providing an accurate enough picture. It was put to the Foreign Secretary that, back in july, the foreign office was looking at a range of scenarios, one of which would see kabul and afghanistan as a whole full to the taliban earlier than expected. The Defence Secretary Ben Wallace has given an interview to the Spectator Magazine where he talks about intelligence In The End being limited which is being interpreted by some as a bit of hiv back towards the Foreign Secretary and his assessment of events. But there is, yes, talk of many sides of government about whether this should be seen coming, who saw its coming, if so, but it was never grassed Substantially enough anyone to me that the uk changed tack or put in Place Planning and contingencies for the fall of afghanistan as quickly as we saw it in the last few days and weeks. As we saw it in the last few days and weeks as we saw it in the last few days and weeks. At least eight people have died in New York and surrounding areas after Storm Ida brought a Record Amount of rainfall to the East Coast. A State Of Emergency has been declared in new York City. Almost all Subway Stations are closed in the city and services completely suspended due to severe flooding. The us open saw matches suspended as Heavy Rain battered the billiejean king national Tennis Center last night. And as the rain continued, roads in the city turned into rivers these pictures show drivers in the City Struggle to pass through flooded streets. The mayor of new York City, Bill De Blasio described the Record Breaking levels of rainfall and brutal flooding as life threatening and encouraged people to stay inside. And in manhattans central park, more than three inches of rainfall fell in just a single hour on Wednesday Evening. Thats the most on record. George bailey lives in queens. He told us this morning of the flooding in his neighbourhood. Not even close, not even kind of close, not even during Hurricane Sandy im super surprised. I got the Flood Warning and whatnot, but i was like, well, its not like im on the water, and then i started Hearing Gurgling out of our Shower Drain and within 15 minutes, my first floor was under a foot of water. A brand new Washing Machine and dryer, less than six months old, those are sitting in a foot of water right now, the refrigerator sitting in a foot of water, the boiler, plus all the damage to the walls, im sure. Thats not going to be fun to deal with. The city sent out alerts, like Text Message alerts, but i have had those for, you know, like a mild thunderstorm, so sometimes it doesnt feel as pressing, but this one was very much a case. Queens resident, George Bailey there. Lets take a look at the wider Weather Picture across the us. Nick miller at the Bbc Weather centre explains what has happen to ida since it made landfall in louisiana at the weekend. Tropical Weather Systems soon lose their strongest winds after making landfall, as ida did after moving into louisiana at the weekend, but they hold onto all of the moisture that they picked up whilst they were over the warm Ocean Water as they move inland, as ida has done as it has tracked its way North Eastwards towards and then over the north east usa. Thats how it looked on the satellite picture. This is how much rain was still associated with ida as it soaked new York City. A lot of rain, then, falling over the space of a few hours but most damaging was how much rain inundated the city in the Space Ofjust one hour on Wednesday Evening. In fact, new York City has been hit by two tropical Weather Systems in the past few weeks. Tropical Storm Henri in august with 49 millimetres in one hour was a new record for New Yorks central park. Those records go all the way back to the late 19th century. Well, just a few weeks later, what is left of ida produced 80 millimetres of rain on Wednesday Evening in New Yorks central park. So, to break a record and then to break it again by so much just two weeks later is just quite astonishing. And there hasntjust been Flash Flooding, there have been damaging tornadoes with the remnants of ida as well. Now, the Heavy Rain is sweeping across New England on towards Eastern Canada where the canadian Weather Service has warnings in force for new brunswick, nova scotia, Newfoundland And Labrador could see up to 100 millimetres of rain the likelihood of further Flash Flooding before the system will finally ease as we go through the weekend. Nick miller speaking there. Ministers have been urged to stop Hanging Around and launch a Mass Booster Programme for Covid Vaccinations. The comments from the former Health Secretaryjeremy Hunt come as pupils in england begin returning to school, prompting fears that it could lead to a spike in infections. Matt graveling reports. When you go outside, you need to sanitise your Hands again. The first test of The New School year. It was better than i thought it would be, and it was quite nice that we got to do it ourselves, because then i felt more comfortable. Pupils in england are returning to school, and regular Covid Swabs are the new normal. Here in newquay, a coronavirus hotspot, pupils will need to wear masks in communal areas, but that isnt the case everywhere. Rules around face coverings and social distancing have been relaxed, with Head Teachers deciding their own measures. We met yesterday as a Leadership Team and we took it upon ourselves quite confidently to make that decision in the best interests of our young people and our staff, and were going to review that now almost on a weekly basis. Scientists have warned that the reopening of schools will likely lead to a rise in infections. In scotland, where pupils went back in mid august, covid cases are at a record high, something first minister Nicola Sturgeon believes could be linked to a return to classrooms. Now some big decisions lie ahead. The first is whether all Over 12s should be offered a vaccine, something that the us, france, spain and italy are all doing. The second is around extra doses. While third doses are going to be offered to around half A Million people with poor Immune Systems soon, its not clear when the rest of the population will get them. In a tweet, former Health Secretary Jeremy hunt said the clear lesson for the uk seems to be get on with boosterjabs, not just for the clinically vulnerable, but for everyone. Health secretary Sajid Javid said the Booster Programme is on track to start later this month, subject to the green light from scientists. Matt graveling, bbc news. Speaking earlier, the Education Secretary Gavin williamson, said parents should have the option of their children being vaccinated. I think parents will find it deeply reassuring to have a choice of whether their children should have a vaccination or not. We wait for the decision ofjcvi. You can imagine that probably a lot of us are very keen to hear that and very much hope that we are in a position of being able to roll out vaccinations for those who are under the age of 16. The debate still continues among the experts of the Jcvi Panel of the boosters and for young people, because they are still looking at data coming in. One trial in particular is looking at Mix And Match vaccine doses, so what is the impact of having astrazeneca first and there may be Pfizer Or Moderna afterwards. That data is still coming in. They are still weighing up coming in. They are still weighing up for children and young people, of the 12 to 15 group, what the benefits are of the individual, and the risk benefits in particular. Rather than just looking at the wider impact on reducing transmission for the wider society, it is very much about the impact on young people because there is this risk of myocarditis which is a heart information, which has been seen in after the second dose of the pfizer vaccine. They are looking at real world data coming in from america, israel, other European Countries which are vaccinating that group. They are also looking at more research coming in. We understand that a member of the Jcvi Research coming in. She successfully defended her c4 to 5 Cycling Road Race title in tokyo earlier this morning, to claim her third Gold Medal of the tokyo games and the 17th Paralympic Gold of her career. Dame sarah has now won an incredible 28 Paralympic Games medals since making her debut at the 1992 games in barcelona nearly three decades ago. Michael redford reports. Dame Sarah Storey, record breaker, History Maker the latest chapter in this incredible career. Dame Sarah Storey is great britains most successful paralympian. And it was perhaps fitting that she would become great britains best in typical great british weather. Not that that would ever be an issue. The Road Race is storey s event. She won it at the past two paralympics. Not that she had it all her own way, though. Germanys Kerstin Brachtendorf Hadnt read the script, opening up a lead of more than a minute. But to beat Sarah Storey, you need a bigger lead than that. A grimace, and then a glance behind told brachtendorf she had been caught with a lap to go. Pushed by Team Mate Crystal lane wright, there was time for a chat and a pat on the back. Storey s success just around the corner. From a young age, storey was told to focus only on herself. Shes certainly done that. So have her competitors. Shes now 43. They still couldnt find a way to beat her. Were always confident in sarah. What sarah does is wins, and wins races well, and gradually she pulled it back. She did all the work behind the leader, and then finally she got to the front and outsprinted crystal to take the win, so it was a beautiful watch, brought tears to my eyes, even for me. This is storey s third Gold Medal of this games, her 17th Gold Medal overall. She is quite simply the perfect paralympian. Michael redford, bbc news. Speaking from tokyo within the past hour, Dame Sarah described how shes still coming to terms with the experience it still feels a bit like an out of body experience, like youre watching someone else go through that, it is very hard to put into words, but i have worked for this for such a long time, but i have worked for each race independently. So now, we finished all three, im like, were finished im going Home Tomorrow and be at Home Tomorrow evening. Its very strange, so im hoping that over the course of the next few hours, and the next day before i get home, it starts to sink in, ive just had so many messages, and im trying desperately hard to reply to all them all as quickly as i can, because it is incredibly overwhelming and back at home in the uk, Dame Sarahs Husband Barney praised his wifes extraordinary talent. It is very difficult to put into words how to describe her drive, dedication, which allows her to keep competing and winning and getting better. Every single games she gets to. Ifor one, imjust about the same age and its. I have no Wish To be that out of breath ever again but she is just amazing, how she manages to find new ways, being in different environment chambers, at high altitude, just to push her body even more and she just able to do that i think there are very few people in the world that are able to do that. That was her husband speaking there. And well have much more reaction to Dame Sarahs historic win in our Sports Bulletin shortly. Here in the uk, 100 organisations have signed an open letter to the Prime Minister, urging him to scrap the planned cut to universal credit. A failed Business Venture in 2016 left the 63 year old relying on universal credit. Until his benefit was increased by £20 a week at the start of the pandemic, such basics were beyond him. I would have to forego all this if the £20 a week was stopped. Also i would have to cut back on other things that i was getting, even cleaning products, stuff for the house. Ron, whos a keen walker, has long had to limit his heating to keep to his budget. Ive only had the heating on in my flat three times since august 2016, so illjust put a Dressing Gown on and an extra jumper, or both. And basicallyjust get on with it. Last week at Bridlington Beach in yorkshire, unite the union organised this Sand Sculpture to highlight their opposition to the governments plan. Todays open letter to the Prime Minister is signed by groups representing education, housing, the economy, Health Care and anti poverty campaigners. Were facing a crossroads where the government faces a choice. It has said it is committed to improving the lives of people on the lowest incomes, but the depth of that commitment will be revealed this autumn when it decides whether or not to go ahead with this cut to the incomes of the poorest people in our country. Ministers say the increase in benefit levels was always meant to be temporary, and that theyre now focused on getting people into work. Many of those on universal credit already have a job, but now face a £20 a Week Income cut from The End of this month unless the treasury relents. Michael buchanan, bbc news. Translation we had some customers who had just finished eating. We tried to get out across the patio, but it was terrible. You couldnt get out anywhere. The water came up to your knees. Out on the street, dozens of cars were picked up by the force of the water. Translation when it stopped for a while, i i went down to see if our cars were 0k, and i saw that my Brothers Car was gone and mine was being carried away by the flood. The storm gained strength from recent high temperatures and humidity. Its the laTest In a series of major floods across europe this summer, and scientists warn Weather Events will continue to become more extreme unless the world dramatically cuts Greenhouse Gas emissions. Hello again. Where it has been so Clouding And Feeling cooler, across parts of england and wales, that looks like it will change as we go through the second part of this weekend. Today, lots of cloud thick enough for some drizzle across the midlands, East Anglia, the crowds breaking up in the channel islands, with Southern England and west wales, parts of Northern Ireland, North West England and north of scotland. Temperatures here of up to about 23 or 24 degrees. Tonight, there will still be a lot of clout around, still thicken a fulsome drizzle, patchy rain moving across the shetland and under some clear skies, capitalfall into the shetland and under some clear skies, Capital Fall into single figures, but generally speaking in towns and cities, it will stay in double figures overnight. Tomorrow, we start off on that cloudy note, we could see some drizzle in wales, in the midlands, but for southern counties, the cloud will break up, across North West England and also across North West England and also across Western Scotland as well. Temperatures in 14 in the north and 21 in the south. Hello this is bbc news. The headlines. Englands footballers are back in action for Theirfirst Match since the euro 2020 final tonight. Theyre taking on hungary in budapest. England top their group, but know things wont be easy against a team, who held both france and germany to draws at the euros. If we allow them to play, they can play. If we dominate the possession, then they are very resilient and they defend deep and they are very difficult to create chances against. We saw that france had that problem and it took portugal over 18 minutes to score in the summer. So a very well organised team and we know that well organised team and we know that we have got to be at our very best. The sound of gareth Southgates Voice takes you back to the summer, doesnt it . Thats all the sport for now. Back to you. Thank you. A number of councils are reporting that rubbish collections wont be going ahead as planned because of a shortage of Bin Lorry drivers. Ben thompson has been looking into this in stafford. One of those industries that we might take for granted, your Bin Collection, may be a bit less frequent right now because there is a shortage of drivers. It is a Problem Weve talked about before, that there is simply not enough drivers to go around for all sorts of things, whether it is deliveries to supermarkets and restaurants or to collect your bins. The industry says there is a shortfall of 15 Vacancy Rate right now. Part of a much wider problem, 100,000 drivers short right across the industry doing all sorts ofjobs. So, why . Well, it is a bit of a perfect storm. A combination of brexit and the pandemic, changes to the tax rules and also an ageing population that is not being replaced by new recruits to the industry. So, what is being done about it . Well, let me introduce you to beth who is with me. Beth is chief human Resources Officer at veolia. Both, hello to you. Look, why now . Why is this perfect storm happening . And it means, for example, you might not get your bin collected as much as you did before. Ok, so you have talked about a number of those things. We saw 30,000 less tests last year because of the pandemic, weve seen an exodus of eu skills, including a big percentage of drivers as a result of brexit. You touched on the ir35, so that is the tax implications for drivers and contractors. And then weve known for a long time that we have this ageing Driver Population in the uk, so for every 2,000 drivers who leave the industry every week, only 1,000 driversjoin, so you can see there is a real mismatch that has happened over a period of time. So what would people notice at home . If they are expecting there bin to be collected today and it doesnt happen, what do they do . 0k, well, a few things. So, first of all, veolia provides solutions across waste, water and also energy, so every day in the uk one in seven households are touched and one in seven people are touched by the services that veolia provides. That could be energy for homes, it could be water for hospitals or it could be the 8 Million households where we collect waste and recycling. We dont have a shortage everywhere in our business, so in Stafford Today you have seen our trucks go out and the services are running absolutely as normal, but we do have some hotspot areas and there are going to be areas where we struggled to put all of our services out. Where thats the case, we are going to prioritise essential services are so that mean that we might have to delay green waste, for example. The best thing that you can do is to look out on Social Media. We will try and keep you as updated as possible. 0bviously working really, really hard and our teams are working incredibly hard to minimise the impact but also if you leave your bin out for us, we will come round and catch that up. Lets return now to hurriane ida nearly A Million residents of the us state of louisiana are still without power in the wake of the hurricane. At least eight people are believed to have been killed when winds of 150 miles per hour and Heavy Rains lashed the southern state. Gail maclellan reports. Our house is gone but we still have a house. Yeah. Sisters rosalie and bridget had evacuated their southern Louisiana Home to avoid the wrath of Hurricane Ida. This is what they found when they returned. Structures collapsed and whole areas flooded as ida tore a path through The State. Three days after the category four hurricane made landfall, more than1 Million homes and businesses remained without electricity in louisiana and mississippi. Ida struck 16 years to the day after Hurricane Katrina devastated new orleans, but this time the city was spared because of flood gates and pumps built in katrinas wake. In the areas outside those flood defences, evacuees are being urged not to return home yet as officials scramble to supply power and water. 0ther essentials are also in short supply. People seeking fuel for generators or vehicles are struggling to find supplies orfacing long queues. In the extreme heat, the lack of power means Food Cant be kept cool and quickly deteriorates. Kelly mayhew decided to distribute the food from his bakery. What weve done is instead of wasting our product, we made a little Community Closet and giving away everything. We have people coming in and donating, dropping off produce, drinks, water. He has created a space in the community where goods can be distributed before they spoil. So we just went to our friends who evacuated so we cleaned out the fridge and brought it here and sharing it with the neighbours and they will be really happy about that. The storm has caused an estimated 15 Billion of damage. Some people have lost all they have, others are not sure how to begin to fix things. We dont want another storm like this. Oh, no. We pray. We prayed we wouldnt get this one. Its awful. A sentiment shared by millions who are in the path of Hurricane Ida but as the seas across the globe continue to warm, feeding extreme Weather Events, its probably not a matter of if but when. The Us Supreme Court has refused to block a law banning most abortions in texas. The law, which came into force on tuesday, makes it illegal to terminate pregnancies after six weeks, even in cases of rape or incest. Its the most dramatic restriction so far to the Roe Versus wade judgement of 1973, which legalised abortion across the united states. Earlier we spoke to sonia adesara, an Nhs Doctor and womens rights campaigner. Laws like this are extremely cruel and cruel to women and they are also very dangerous. No woman should be forced to have a pregnancy against her will, whatever the circumstances were of her to become pregnant. And of course the case that you have talked about Rape And Incest, i think most people would think that is pretty disgusting to force women to continue to have that pregnancy but no woman, whatever the circumstances, should be forced to have a pregnancy against her will. This law of six weeks, many women wont know they are pregnant at six weeks and it will have an awful impact of winnings health, on the Mental Health and health, and we know we have so much evidence on this. When you criminalise abortion, women are harmed and die. We will inevitably see more women harmed and more women die because of this. It is the women with leased economic needs women with less economic status will suffer. Twitter is launching a new feature that it hopes will help crack down on abuse and trolling, both of which have become huge issues for the platform. Safety mode will flag accounts using hateful remarks and block them for seven days. The feature will work automatically once enabled, taking the burden off users to deal with unwelcome tweets. The new feature will initially be trialled on a small group of users. Alongside dealing with abuse on the platform, twitter says it has also become more determined to stamp out misinformation. Andrew hutchinson is an australian social Media Expert Whos Head of content at Industry Publication Social Media today. He says the move is a step in the right direction. There are several propmts that twitter has put in place to try and put in better protections to keep people away from abuse and give them an option to be able to avoid that. So this one will work by automatically detecting a sudden influx in lots of mentions of your handle and lots of replies to a tweet, and when it gets to lots of those coming through and they are not people you regularly interact with, you can automatically switch them off. So, if you turn on safety mode, it will switch them off for seven days and you dont have to worry about it. You can go back in and you can review the people that it has automatically blocked but it keeps you safe from those responses and those mentions for the period of seven days so far. I think it is important for twitter to be able to give people options to be able to protect themselves from these types of things. There are circumstances where you can inadvertently say the wrong thing and suddenly you become subject of that criticism and its not so much the person that they are attacking, its the topic, and so you are inadvertently the person in the middle and so you are copping all this abuse but the people who are attacking you that dont know you are really trying to make a statement about that topic. And the public nature of twitter makes it a significant impact, it can really affect you psychologically but it can also affect your reputation. So i can see why twitter would want to give people more options to avoid that. I do think it is important that they do give people the capacity to avoid that sort of mental stress. I guess the other side is that it can give people an option to avoid criticism, if you were deliberately provoking people, but it can also give brands an option to shut down discussion if someone is mentioning them a lot, they can shut them down. So they will still have to answer to that, there will still be some level, a reckoning, i guess, if you are not responding to those questions and you just sort of blocking people but it does give individual uses an option to be able to lessen some of that stress and remove themselves from the Situation. In mexico, more secrets have been revealed about the ancient city of teotihuacan. Researchers have spent years digging beneath the remains of a settlement thats believed to date back more than 2,000 years. And the latest discoveries seem to highlight the religious devotion of some of the people who lived there as tim allman explains. Its majesty is always apparent on Ground Level but the real mystery is of teotihuacan are found below the surface. This tunnel, directly beneath the pyramid of the sun, has proved to be a Treasure Trove for researchers. At least 100,000 different objects have been catalogued including finely carved statues, jewelry and ceramics. Translation it has been almost 12 years of continuous research and exploration. During that time we have discovered many materials in an excellent state of preservation which was beyond what we initially thought. In its heyday, a period from 100 Bc 50500ad, teotihuacan was one of the biggest cities on earth. A contemporary of ancient rome, as many of 200,000 people lived and died here. Priests, perhaps under the influence of hallucinogenic plants offered gifts to the gods of the underworld. Translation what surprised us most was four bouquets of flowers. We were able to see some leaves which will allow us to identify what type of flowers were used for this ritual and then we will know what time of year it happened. The digging goes on. The research continues. Perhaps the city of teotihuacan has more secrets to give up. Tim allman, bbc news. It looks very much like On Sunday and into the early part of next week, the Weather Forecast is going to change across england and wales, to something warmer, drier and sunnier, but for the next few days, it is going to remain rather cloudy here, some sunshine still across the north and the west of the country. High pressure firmly in charge, blocking the Weather Fronts coming in from the atlantic. Not as much of a breeze down the North Sea coastline today, but it will feel cool here, still breezy across the English Channel. The cloud will break up across Southern England, west wales, North West England and much of scotland as we go through the day. Northern ireland should see some sunny, bright spells as well. Temperatures are generally 13 to 21 degrees, although some in the highlands, in the sunshine could reach 23 or 24. This evening and overnight, we see a return to a fair bit of cloud, and where the cloud remains broken, temperatures will fall to single figures, with the cloud still thicken a for some drizzle and by The End of the night, we will see some patchy rain arrive in shetland. High pressure is still very much in charge of our weather, but it is drifting a little bit further east which will change the distribution of the cloud, but essentially, it is still going to be fairly cloudy for many areas, away from the north and the west, where well hang onto some sunshine. It brightens up in southern areas later on in the day as well. As we head into the weekend, this is where we start to see the change. High pressure drifts off towards scandinavia and we do have low pressure waiting in the wings with fronts, but it is being held at bay, but note the colours on the charts. Thats indicating it is going to turn warmer. On saturday, lots of dry weather around with a few showers in the west. At times, there will be large areas of cloud. The breeze will be much lighter. Temperatures on saturday are 14 in the north to about 23 to push down towards cardiff. Sunday, lots of dry weather, what a difference across england and wales. Lots of sunshine around, with Wind Direction coming up from the south, a few showers ahead of some rain coming into western areas, but the temperature being a widespread warmth. We are looking at 25, 26, somewhere in the west country, for example, and 21 in glasgow. Even into the start of next week, we are looking at more settled conditions with some rain coming in across the North West at times, somewhere, could reach 26 or 27. This is bbc news. The headlines. Shocking findings which show child sexual abuse has taken place in most uk religious settings have just been published in a new report. The independent inquiry into child sexual abuse examined Child Protection policies in religious organisations across england and wales. The report heard of multiple failings, victim blaming and blatant hypocrisy in the way major religious groups handle allegations. Im joined now by our home Affairs Correspondent, tom symonds. Tell us more about what is in the report. Tell us more about what is in the re ort. , report. Some context, the enquiry which has been report. Some context, the enquiry which has been going report. Some context, the enquiry which has been going on report. Some context, the enquiry which has been going on for report. Some context, the enquiry which has been going on for some | which has been going on for some years looking at Child Abuse across life in england and wales, it has looked at the catholic church, the anglican church, this is about all the other groups that Make Up some other religious settings we have in country, in particular sects of judaism, christianity and islam. The report is pretty damning. It finds some of these organisations are blaming victims rather than perpetrators, in fact, blaming victims rather than perpetrators, infact, protecting perpetrators, infact, protecting perpetrators from being held to account, that often matters of sexuality are not openly discussed for religious reasons, religious leaders are abusing their power and men dominate the leadership of many of these organisations. There is mistrust of the police and Child Protection agencies outside of the religions and they are misusing the concept of forgiveness in a whole variety of ways. I think it sums up in one quote, this from the report, religious believers can find it difficult to accept that members of the congregation or religious leaders could perpetrate abuse. As a result, some consider it is not necessary to have specific Child Protection procedures or to strictly adhere to them. The enquiry found are often where Child Protection procedures but there was a difference between what was said and done. ~ ,. In the case of Child Abuse, it can be one of the witnesses can be the one abused, but the enquiry said that the application of a rule like that in the context of child sexual abuse is likely to increase the suffering of victims because most Child Abuse is not perpetrated in the view of any witnesses. The church does have Child Protection policies and there protection policies do say that allegations could be reported to the correct agencies, but the enquiry worries that the wrong atmosphere is being created by this rule. It is a complex robot effectively makes it illegal requirement for people in positions of authority working with children and that sort of thing to report any concerns or evidence they see that children are being abused. It is a technically difficult law to introduce and the governed has been considering it for some time. This is an investigation that received so much evidence of serious failings in the Jehovahs Witness much evidence of serious failings in theJehovahs Witness religion, and i say this as someone who spent a year as an elder and over two decades in the organisation, i have written two books on the group, there are very obvious errors within there are very obvious errors within the organisation that are letting down victims and keeping abuse covered up, and what we are seeing in this report is very wishy Washy Report that uses very muted language, does not say anything decisive and does very much pull its punches. What are the obvious specific errors you would talk i specific errors you would talk about . We heard about the two Witness Rule which makes it very difficult for somebody to report if they are being sexually abused. Im they are being sexually abused. In delighted that the language i am seeing makes clear that the two Witness Rule is unacceptable, but thatis Witness Rule is unacceptable, but that is just one of many problems that is just one of many problems that was brought to the attention of the iicsa enquiry. The biggest problem as far as i am concerned is the harvesting of data and abuse accusations. Sese jw where allowed to cherry pick a Minute Sampling of this data and it was actually in the statutory powers of enquiry to go after the full data, they habitat their fingertips, after the full data, they habitat theirfingertips, so after the full data, they habitat their fingertips, so that they could no how widespread this problem is within the Jehovahs Witness no how widespread this problem is within theJehovahs Witness group. They had it at their fingertips. I have extrapolated around 2000 perpetrators are put abuse based on what came out, and yet in iicsas reports today, they are bemoaning a lack of data in their investigation. That is simply not good enough. They had all of the date at there, they simply refused to look at it. Why . M auess simply refused to look at it. Why . My guess is. Simply refused to look at it. Why . My guess is. Partly simply refused to look at it. Why . My guess is, partly the simply refused to look at it. Why . My guess is, partly the problem i simply refused to look at it. Why . | my guess is, partly the problem is, iicsa is underfunded. When you look at the equivalent enquiry in australia, the australian royal commission, they receive nearly double the funding to do an investigation for a population of nearly half, or half of the population of england and wales, so this is an underfunded enquiry. I feel there is also, if i am completely honest, an awful lot of deference to religion. There is very much a culture of see no evil, hear no evil. Unfortunately i feel that goes all the way through to the iicsa enquiry, they are definitely treating the jehovahs iicsa enquiry, they are definitely treating theJehovahs Witness organisation with kid gloves on. They are not here to speak themselves but the reason now doing this enquiry is to put to one side the deference there has been and what has been going on in these organisations that we were hearing from time, where perpetrators are protected, victims claimed there is a mistrust of any external authorities that may be able to support the victims. You mention their that you believe there are potentially up to 2000 perpetrators but you base that on information in australia. Does that 2000 figure relates to this country or elsewhere . Because 2000 perpetrators would mean a potentially huge number of victims. 5. Would mean a potentially huge number of victims. ,. Tom said that looking forward, in terms of where 1950. Tom said that looking forward, in terms of where the 1950. Tom said that looking forward, in terms of where the enquiry 1950. Tom said that looking forward, in terms of where the enquiry goes i in terms of where the enquiry goes with recommendations to try to root out sexual abuse, one of the key things would be a mandatory reporting. It is not a legal requirement currently, but that is presumably something you would welcome, do you think it would make a difference . This welcome, do you think it would make a difference . A difference . This is another reason why todays a difference . This is another reason why todays report. A difference . This is another reason why todays report. So a difference . This is another reason why todays report. So short. A difference . This is another reason why todays report. So short. We i why todays report. So short. We have had no recommendation for mandatory reporting, i would like to see a recommendation into probing of Jehovahs Witnesses, no such thing, no recommendation for abuse data to be seized, and we knowJehovahs Witnesses are being this data because we have documented evidence that iicsa has seen that they have ignored, and we also need legislation brought in to stop institutions facilitating abuse by covering it up. Can institutions facilitating abuse by covering it up covering it up. Can you tell us a bit more about covering it up. Can you tell us a bit more about how covering it up. Can you tell us a bit more about how the bit more about how the organisation. . What you saw within the organisation that you didnt like and lead you to leave . In terms of how it is that there is this mindset. How would you describe it . ,. ,. , it . What caused me to leave was i moved to a it . What caused me to leave was i moved to a different it . What caused me to leave was i moved to a different country it . What caused me to leave was i moved to a different country and i moved to a different country and therefore there was a bit of a Language Barrier and i wasnt taking in as much when i went to meetings and so on, and that caused me to start doubting my beliefs when i began doubting my beliefs, and then i did research and i learned that there was this huge problem with the Way Abuse is mishandled. And in many cases, covered up. Unfortunately, the two Witness Rule is a major cultural reason, not to mention the insular nature of the Jehovahs Witness organisation. A lot of abuse allegations get swept under the rug and all of this is documented. They create, Jehovahs Witnesses, if you go on their website, they have a document they have produced to try and use flowery language to make it all seem 0k, and use flowery language to make it all seem ok, but when you actually do the digging, you need to fully familiarise yourself with the policies which iicsa had the opportunity to do, and only then does the full horror become clear and you learn that, for example, potentially hundreds of records are being kept at the Chelmsford Headquarters with nothing being done about it so authorities cannot intervene. So Child Abuse was definitely one of the main factors in me distance in myself from the organisation. In me distance in myself from the organisation in me distance in myself from the organisation. We would expect to see some cases coming through, now some big decisions lie ahead. The first is whether all Over 12s should be offered a vaccine, something that the us, france, spain and italy are all doing. The second is around extra doses. While third doses are going to be offered to around half A Million people with poor Immune Systems soon, its not clear when the rest of the population will get them. In a tweet, former Health Secretary Jeremy hunt said the clear lesson for the uk seems to be get on with boosterjabs, not just for the clinically vulnerable but for everyone. Health secretary Sajid Javid said the Booster Programme is on track to start later this month, subject to the green light from scientists. Matt graveling, bbc news. We know already that children have missed Substantial amounts of time in school when they had not been able to be in class and of course we are very anxious that all measures should be taken, not just vaccination but other covid secure measures to keep them in school at the start of this term. We must press on as quickly as possible to get those systems out to schools. We have monitors going in but not ventilation systems, very small number of pilot schemes in bradford, in one city, the government needs to put its foot on the Excel Rate on this. Along with a range of other measures, and so, for example, the on site at school which is only going to happen in the first few days back and then it will return to home testing. The government will have to work much harder to get those home tests to be carried out. At The End of last academic year, we will only sing 20 of children undertaking those home tests, and we also need to know that public health teams will be there to follow up positive cases, to test their contacts and enable them to isolate, so that cannot be left to School Staff to do because there are many other demands on their time, but i very concerned about the pressure on public health teams and whether that has been properly thought through by the government. If the government is confident that parents will be able to carry on testing their children at home, that would be very welcome, but it is notjust a matter of testing, it is also having the Contact Tracing and follow up in place if a Test Is positive, and i and very concerned that we just dont see detailed plans for that to happen. So i know school leaders will be taking very sensible decisions, but it is a lack of leadership from the government and it really does not make sense when you look at what is happening to infection rates. Big challenges of getting that airport ready, but it is hoped that potentially there could be some movement on it with international help. We will have to see exactly how long that will take an but haps initially we will see charter flights or special un flights before commercial airlines fly in. In the run up to The End of the evacuation mission, we were so focused on what was happening around the airport and the desire of people to get out. There has always been these kind of two very different scenes in kabul, one that those incredible late night incredibly horrific scenes of chaos around the airport and then there was the rest of the city. In the rest of the city, everyday life has been resuming. Travelling is going by, you are probably also seeing taliban patrols, driving around in vehicles captured by the police and afghan army, but shops and restaurants are open, people are walking around, not as many as usual. When i speak to shopkeepers, they claim there is a lot fewer customers and people coming in, banks have turned into a big issue here because most branches are still closed, many people struggling to get the cash they need out because of limits on withdrawals causing real problems for people. Someone i was speaking to a few days ago breaking down in tears from the stress of it, another telling me they had fears about not being able to put enough food on the table for their children. Many afghans hold out hope that perhaps once this new government is announced by the taliban, things can stabilise somewhat. For it to stabilise, really, though, the new government will have to have some degree of international legitimacy and at the moment internationally there is a degree of scepticism about the talibans intentions are. Lots of people will be looking at whether this government is inclusive, taliban has promised it would be but many sources suggesting that they are not particularly interested in sharing power with any other afghan political leaders remaining in the country and we will also be looking at what laws the taliban implement around womens rates. They have said that women will be able to get an education and work, unlike what they had in the 1990s. Many people sceptical others promises. Womens rates. 100 organisations have signed an open letter calling on the Prime Minister to abandon the forthcoming cut to universal credit. A temporary £20 weekly uplift, introduced at the start of the pandemic, is being phased out from The End of this month. But there are growing calls for it to be extended or made permanent. Jeevun sandher is an Economist Researching Poverty at Kings College london and former Treasury Official. Hejoins me now. Welcome, thank you forjoining us. What you think about the phasing out of the 20p a week . This is going to mean that 6 Million families will lose £1000 a year, but in particular, the low paid key workers, nurses, the delivery drivers and supermarket workers who kept us alive during the pandemic or see a loss of £1000. For any nurse in this country to lose a penny of pay, to lose £1000 is abhorrent. This is more than a mistake, it is a moralfailure and it is high time the government reverses this decision. Those people who risked their lives for us should not be seeing a £1000 Pay Cut in return. How would how much would it cost to keep it . As discussed, it was temporary and the funding for it was on that basis. Well, i was there in 2015 when George Osborne had to reverse his decision on tax credit. The real point is it is never too late to make the reverse, to do the right thing. Certainly politically, given the amount of people this is going to impact, given the impact it will have on low income families on the rise in Hunger And Poverty we will see, i would argue that the political cost now or reversing it is a lot lower than watching people being pushed into poverty. Thank you very much for joining us now its time for a look at the weather with sarah the weather the weather has not been changing day on day over the past week or so. We have had a High Pressure keeping things dry for most of us, quite a lot of cloud out there once again but this is the picture in North Yorkshire at the moment. Fairweather cloud drifting around. For the rest of today, plenty of cloud through central and eastern parts of england tending to brighten up across scotland, Northern Ireland, North West England as well and around the south coast. Temperatures up around the south coast. Temperatures up to about 22, 20 three celsius in the warmest spots. Still a breeze coming in on the East Coast and cloudy tonight as well. Most places staying in double figures into friday morning. There will be more Sunshine Tomorrow Morning across southern counties of england, particularly down to the channel islands. Western scotland having some sunshine breaking through. Cloudy skies elsewhere with the odd spot of drizzle but things are warming up with highs up to about 22 celsius. Thank you, sarah. Lets get more in our top story. Findings which show child sexual abuse has taken place in most uk religious settings have just been published in a new report. The independent inquiry into child sexual abuse examined Child Protection policies in religious organisations across england and wales. It heard of multiple failings, victim blaming and hypocrisy in the way major religious groups handle allegations. The Us Supreme Court has refused to block a law banning most abortions in texas. This Texas Law basically allows any individual to sue those who help a women get an abortion. Now, the supreme court was asked by pro Abortion Rights groups and providers to block this law. But in a ruling, that was dominated by a mainly conservative bench, they voted to keep it in place. The bench did not comment on the constitutionality of this law, which basically leaves it is open to potentially be appealed. Experts are worried that other states could bring in similar laws which would eliminate the guarantee of Roe V wade, which is of course the Landmark Ruling which legalised abortion across america in 1973. It is a huge milestone for lots of pro life groups that exist in this country that have tried to roll back access to the procedure for many, many years. And of course a huge step back for womens rights groups who say this is just going Push Women Into Crossing State lines and to get an abortion, it will affect those who are poor, it will affect minority women as well. In terms of the reaction of President Biden, before the supreme court ruled to keep this law in place, he had commented on his concern about it. He is a religious man, he is a devout catholic, and in the past he has said that he believes that life begins at the point of conception. But he has also said he would not impose his view on anybody else. And he has said that this law is concerning and his administration will do whatever it takes to protect the rights of women. Its a big day for Abba Fans, with the pop superstars due to make a major announcement later today. Last week a new website called Abba Voyage was launched, alongside posters, billboards and Social Media pages promising an announcement at 5 45 today. Its thought new music could be on the way, after the team behind hits like mamma mia, dancing Queen And Sos returned to the studio in 2018. Theres also speculation about a long planned hologram tour , first announced in 2016. With me now is our entertainment correspondent, lizo mzimba. What do you think . All over the world, Abba Fans are saying here we go again all the speculation. We are huge fans and we are excited. Will it be an exhibition, an event, musical . For decades, fans have said i have a dream and that dream is new abba music. Abba have been teasing them. Abba fans have been responding from everything from i do, i do, i do to gimme gimme gimme. The arrival of the announcement is at 5 45pm. I think it will be disappointment from fans if it is a new music. That is what they are hoping for. If they do commit they will be in a dream world, head over heels. They will be saying i dont know if i should laugh or should i cry, im in a dream world. It is all Speculation And Dream work at the moment but what is going to be . If you would ask me to take a chance, i would say, yes, iwould probably ask me to take a chance, i would say, yes, i would probably hear the new songs they have been talking about for quite a long time. A new inquiry has found shocking failings and blatant hypocrisy in the way major religious groups handle allegations of Child Abuse. The Foreign Secretary is in qatar for talks about persuading afghanistans new rulers to re open Kabul Airport to allow the exit of british nationals and afghans. At least eight people have died in New York as a result of Flash Floods the city has declared a State Of Emergency. Andrew hutchinson is an australian social Media Expert Whos Head of content at Industry Publication, Social Media today. He says the move is a step in the right direction. There are several prompts that twitter has put in place to try and put in better protections to keep people away from abuse and give them an option to be able to avoid that. So they will still have to answer to that, there will still be some level of, a reckoning, i guess, if you are not responding to those questions and you just sort of blocking people but it does give individual uses an option to be able to lessen some of that stress and remove themselves from the Situation. A number of councils are reporting that rubbish collections wont be going ahead as planned because of a shortage of Bin Lorry drivers. Ben thompson has been looking into this in stafford. It is one of those things that we might take for granted, your Bin Collection are maybe a bit less frequent right now because there is a shortage of drivers. Its a problem we had talked about before, that there is simply not enough drivers to go around but all sorts of things, whether it is delivery from supermarkets and restaurants or to collect your bins. The industry says there is a shortfall of 15 Vacancy Rates right now. Part of a much wider problem, 100,000 drivers short right across the industry doing also topjobs. So why . Well, its a bit of a perfect storm, a combination of brexit and the pandemic, changes to the tax rules, and also an ageing population that is not being replaced by new recruits to the industry. What is being done about it . Well, let me introduce you to beth, who is chief human Resources Officer at veolia. Beth, hello to you. Look, why now . Why is this perfect storm happening and it means that, for example, you might not get your bin collected as much as you did before . Ok, so you have talked about a number of those things. We saw 30,000 less tests last year because of the pandemic, we have seen an exodus of eu skills, including a big percentage of drivers as a result of brexit. You you touched on the ir 35, that is the tax implications for drivers and contractors, and then we have known for a long time that we have this ageing Driver Population in the uk, so for every 2,000 drivers who leave the industry every week, only 1,000 driversjoin, so you can see there is a real mismatch that has happened over a period of time. So what will people notice at home . If they are expecting their bin to be collected today and it does not happen, what do they do . 0k, well, a few things. First of all, veolia provides solutions across waste, water and also energy. So every day in the uk, one in seven households are touched and one in seven people are touched by services that veolia provides. It could be energy for homes, it could be water for hospitals, or it could be the 8 Million households where we collect waste and recycling. We dont have a shortage everywhere in our business, you are at Stafford Today. And the services are running absolutely as normal, but we do have some hotspot areas and there are going to be areas where we struggle to put all of our services out. Where that is the case, we will prioritise essential services, so that might mean we have to delay green waste, for example. The best thing you can do is look out on Social Media, we will try to keep you as up to date as possible, we are working really hard and our teams are working really hard to minimise the impact, but also if you leave your bin out for us, we will come around and catch that up. And we are told this is not something that will be fixed overnight for all of the reasons you have mentioned. So what are the solutions here . How do you start fixing this in the short term but then, i guess, crucially, in the much longer term . You have hit the nail on the head, this is not a Silver Bullet and we will not solve this in the next few weeks, so at veolia, we have put forward some short, medium and long term solutions for this. So we have a really sustainable way of making sure that we plug the gap right now, but also that it stays plugged it in three years time. In the short term, we are offering some incentives such as attraction bonuses, £1,500. We are also matching that with retention bonuses in our hotspots where we have drivers leaving. So we are doing exactly the same thing to try and retain and keep hold of our amazing drivers as they are. We have also put into place a retention, sorry, not a retention scheme, but a referral scheme. So £1,000 for any Veolia Employee who recommends a driver. So short term, we are working really hard to fill those 150 vacancies that we have. In the medium term, we have a great Apprenticeship Offering at veolia. So we have got over 100 of our people that have said that they would like to be upsckilled to become a driver, so we will pay for that training and the time they do to do that training and we can either do that through and Apprenticeship Offering or a fast track offering, both of which take about six months. That is our medium term solution. In the long term, though, we really want to be able to breakdown a stereotype of the bin man. So we want to open up the Talent Pool as far as we can, we think there are females out there and also working mums and veterans, drivers who have retired and are looking for part time or flexible work and we can offer a range of those things. But this is really about, there is no sleeping in our cabs, there is no overnight, you are working in your local community, you have an early start but also an early finish, great benefits, working as part of an amazing team we think this is a great lifestyle and really sustainable Career Choice for lots of people. I know all about those early start. Beth, really nice to see you, thanks very much and good luck, lots of work still ahead for the industry as a kind of grapples with this problem of recruiting enough drivers just to do things that we probably take for granted stop now, there is a danger in some parts of the industry of course, by paying higher wages or offering bonuses, that drivers just move around and rather than attracting new drivers to the industry, it is the same drivers moving around, going wherever the money is. And paying more means costs go up and those costs could be passed on to us as consumers, but nonetheless, youre hearing there in this industry, it is about trying to get new drivers in, look after those in already and of course, with terms conditions, of businesses now have to look at how they and retain those drivers to make sure they can solve some of this shortfall. But from here in stafford, back to you. The one Oclock News is coming up. But first the weather. Hello. 0ur Weather has been stuck in a bit of a cloudy rut over recent days. It has been largely dry, a big area of High Pressure thats driving this dry, settled theme. For most places we have got fairly grey skies. This is from cornwall. Things are brightening up a little bit through the rest of today but in the next couple of days, the theme doesnt change very much. Things are still mainly dry and cloudy. The best of any sunshine for the rest of today across parts of central and Western Scotland. Also some sunny spells for Northern Ireland, North West England and a few brighter spells along the south coast. Particularly towards the channel islands. We have still got a bit of a breeze coming in around the North Sea coasts, particularly lincolnshire, East Anglia and the south east. Temperatures around the East Coast 15 to 17 celsius but further west 20 or 21 celsius. This evening and overnight, mostly dry, a few spots of drizzle here and there, low cloud, Mist And Fog around the coast as well. Temperatures for most of us staying in double figures under the blanket of Cloud Butjust dipping into single figures. We could see six or seven celsius, the coldest spots across the west of scotland. Tomorrow, another fairly cloudy, largely dry day, similar to today, a bit of sunshine here and there, especially for parts of Western Scotland. Southern england also seeing a bit more brightness, the sunshine reappearing here. 22 celsius or so in london. Less of a breeze around that East Coast compared to recent days as well. Heading on into the weekend and High Pressure still with us. You can see the white on the maps here, that is extensive cloud which is again trapped underneath that area of High Pressure. Most places largely dry on saturday and fairly cloudy. You can see a few isolated showers moving up from the south, so there could be one or two for the likes of the isle of wight, up to south wales as well. Most places avoiding them. Sunny spells, a Touch Warmerfor some of us. Around 17 to 21 celsius. As we head through the course of the weekend, High Pressure still with us but drifting off to the east. Sunday, we will see a Weather Front trying to move in from the west but it bumps into the area of High Pressure so it could bring showers to Northern Ireland on the North West of scotland, particulate on On Sunday. Much of england and wales having a dry day. Temperatures up to 24 celsius in the warmest spot, 20 celsius in the warmest spot, 20 celsius further north. 0ne Celsius in the warmest spot, 20 celsius further north. One or two showers in the north and North West into the working week but temperatures certainly on the rise. Goodbye.
