Your Bin Service that is at risk. I look at the impact on some of the services we take for granted. Good morning. Its yet more history for Cristiano Ronaldo. Hes now the highest Scoring Player in mens international football after two late goals broke irish hearts in the World Cup qualifiers. Good morning. The weatherfor the next few days is similar to what weve had. A lot of cloud, some drizzle, the best of the sunshine across the northern Parts Of the west. But from sunday into the early Parts Of next week, it looks like for many it will be drier, sunnier and much warmer. All the details coming up. Good morning, its wednesday the 2nd of september. Our top story. Dame Sarah Storey has become britains most successful paralympian of all time. She defended her c4 5 Cycling Road Race title in tokyo earlier this morning. Dame sarah now has 17 golds in an incredible Paralympics Career over 29 years. Our reporter Patrick Geary looks back at her remarkable career so far. For Dame Sarah Storey, the competition comes from within. An unending desire to outdo herself. To force the lungs and legs to their very limits. Then, despite that pain, to do it again. Just being determined to win Gold Medals or be the best person i can be on a bike now and in a Swimming Pool previously. Its just a privilege to have that opportunity, and just being fit and healthy as the main thing, but obviously being able to take it to that elite level and compete against the best in the world and trying to be the best in the world. She began in the pool. Then sarah bailey, she was born without a functioning left hand, and was told aged ten shed taken up her sport too late to be elite. So began a career of chasing time. In barcelona then atlanta she won five Paralympic Swimming golds before switching to cycling ahead of beijing. She competed with able bodied athletes at the 2010 commonwealth games. In the paralympics, shes excelled on track and on the road. Those who know her best still cant see the finish line. If you love your sport and you love getting out and doing your training, and you love working hard and you can keep that going, and then when the Paralympic Games come round, the World Championships come round, youre in brilliant form and youre proud of representing your country, then why wouldnt you want to do that, keep it going . What a great life. Day 65 in lockdown home school. And that life is much wider than the ever spinning wheels. Storey s now a mum to louise and charlie. Theyre normally a big part of her race team. Mums finished racing, and now its time for the Podium Covid rules mean they arent there in tokyo, but theyjust might be in paris, by which time their mum will be 46. After all, this is the storey which seems to get better with each repeat. Patrick gearey, Bbc News. Our reporter Rachel Latham is injapan an historic moment for a brilliant paralympian . Yes, sarah is absolutely exceptional. What an athlete. As weve seen, her career started in 1992. She wasjust14 weve seen, her career started in 1992. She was just 1a years old, and back then she was a swimmer. She moved into cycling in 2007, and those two spots combined, shes won 29 World Championships on top of the 17 paralympic Gold Medals. She is 43 years old, and i spoke to her before we came out here and i said, how do you stay on top . And she said, to be honest, the biggest thing that she does day in, Day Out is make adaptions. She knows that she cant just do the same thing that shes always been doing. She has to continuously change her training, continuously change her training, continuously change her training, continuously change how she competes. She also said its not just about her body, its her mind too. Her key aspect, she said, is mental attitude, and shes been building that from a young age. She was bullied at Primary School due to a disability which is missing one hand, and she said that that really allowed her to have character and know that she wanted to achieve more. I said, know that she wanted to achieve more. Isaid, you have also know that she wanted to achieve more. I said, you have also been competing and training your whole life, what motivates you to keep going . She said, it is to be the medals, but as you have just seen in the video tape, she has children too and she says now it is about her children. She does it to show them that anyone can achieve anything, and her oldest, louisa, wants to be and her oldest, louisa, wants to be an 0lympian like her mum. Paralympic athlete Sarah Storey really is impossible to ignore. She is not just a super a super athlete, but she really is superhuman. Just tell us a little bit about the race itself this morning, it finished a couple of hours ago. I understand in very bad conditions. And wejust saw understand in very bad conditions. And we just saw a couple of the images there of what looked like tears as she was getting her win. Tell us a little bit about the event itself. ,. , ,. , itself. Building up to coming out here in tokyo. Itself. Building up to coming out here in tokyo, a itself. Building up to coming out here in tokyo, a lot itself. Building up to coming out here in tokyo, a lot of itself. Building up to coming out here in tokyo, a lot of her itself. Building up to coming out l here in tokyo, a lot of her training was done in heat chambers because they expected their weather to be so warm. But today the rain came down hard, which she will have enjoyed, growing up in Manchester with the rain that we know comes from Manchester, she is used to this weather and she will have enjoyed racing in todays conditions. She finished far ahead of her Team Mate Crystal Lane Wright to take that medal, and she did show emotion on the podium and in her post interviews afterwards, but a lot of thatis interviews afterwards, but a lot of that is down to not having her family here to share it with. But she is so excited to go home and be able to share these three Gold Medals with her Family Back in Manchester. Medals with her Family Back in Manchester. ,. , Manchester. Rachel, for the moment, thank ou Manchester. Rachel, for the moment, thank you very Manchester. Rachel, for the moment, thank you very much. Thank you very much. And we will be talking to her family later on in the programme, really looking forward to that. Ministers have been urged to stop Hanging Around and launch a Mass Booster Programme for covid vaccinations. The comments from the former Health Secretaryjeremy Hunt come as pupils in england begin returning to school, prompting fears that it could lead to a spike in infections. Matt graveling reports. When you go outside, you need to sanitise your hands again. The first test of The New School year. It was better than i thought it would be, and it was quite nice that we got to do it ourselves, because then i felt more comfortable. Pupils in england are returning to school, and regular Covid Swabs other the new normal. Here in newquay, a coronavirus hotspot, pupils will need to wear masks in communal areas, but that isnt the case everywhere. Rules around face coverings and social distancing have been relaxed, with Head Teachers deciding their own measures. We met yesterday as a Leadership Team and we took it upon ourselves quite confidently to make that decision in the best interests of our young people and our staff, and were going to review that now almost on a weekly basis. Scientists have warned that the reopening of schools will likely lead to a rise in infections. In scotland, where pupils went back in mid august, covid cases are at a record high, something first minister Nicola Sturgeon believes could be linked to a return to classrooms. Now some big decisions lie ahead. The first is whether all Over 12s should be offered a vaccine, something that the us, france, spain and italy are all doing. The second is around extra doses. While third doses are going to be offered to around half A Million people with poor Immune System soon, its not clear when the rest of the population will get them. In a tweet, former Health Secretary Jeremy hunt said the clear lesson for the uk seems to be get on with boosterjabs, not just for the clinically vulnerable but for everyone. Health secretary Sajid Javid said the Booster Programme is on track to start later this month, subject to the green light from scientists. Matt graveling, Bbc News. Well be talking to the Education Secretary Gavin williamson at 7 30 this morning. As you will know if you are a parent, your kids are at school, lots of schools going back currently. Different times across the uk and even within england, but many questions about how things are going to work in practice about testing, about masks, about classroom sizes, ventilation is the other one. So any thoughts you have on that, or maybe your kids are already back at school and things have arisen already, do let us know this morning. Really interested to hear from Parents and teachers, so get in touch. Two groups representing nhs organisations say patients would be left at risk and services might have to be cut, if the government doesnt raise the nhs england budget by £10 billion next year. The Nhs Confederation and nhs providers say the Funding Boost is required to cover covid care, and cut the backlog of postponed operations and treatment. The government says its committed to making sure the nhs had everything it needed to provide excellent care while tackling backlogs. The Foreign Secretary, Dominic Raab, will hold talks with leaders in the Gulf State of Qatar Today about the prospect of re Opening Kabul Airport and allowing people to leave afghanistan. He will also be briefed on discussions between british officials and the taliban, as our diplomatic correspondent, James Landale, now reports. Could you tell me why you are confident of your numbers of those remaining in afghanistan now . One of the main criticisms levelled at Dominic Raab by Mps Yesterday was that hed failed to focus enough on afghanistan and its neighbours during his time as Foreign Secretary. Well, Today Hell try to put that right. Hell begin a regional tour in qatar, where Hell Hold talks with the emir and the countrys foreign minister. The key issue will be the prospect of persuading the taliban to reopen Kabul Airport and provide a route out for british nationals and afghans wishing to leave. The Gulf State has close links to the taliban, which has a political office there, and has already begun discussions about how best to ensure security at the airport. We do need to be able to send clear and direct signals. Weve done that for some time via their political commission which has been based in doha. We now have simon gass, the Prime Ministers special envoy in the region, to ensure that we can do that. We want to have as much continuity in our diplomatic presence as possible. That official, simon gass, has been meeting senior taliban leaders in qatar this week, and he will brief the Foreign Secretary on the outcome of those talks. With many afghans wishing to leave, Mr Raab will also hold talks in the region over how best to ensure safe passage through Land Borders such as pakistan, which is where Hell Head to next on his tour. James landale, Bbc News. Lets speak now to our chief political correspondent, adam fleming. Adam, what is the Foreign Secretary hoping to get from these talks . Hello, sally. The first thing that the focus seems to be on is getting Kabul Airport up and running again, because that would just transform the operation of getting afghan nationals who want to leave afghanistan out of the country and resettled in other places like the uk. It would be so much easier logistically and practically for the people themselves if they could go to the airport rather than having to go to one of the Land Borders of afghanistans neighbours. So i think there is that. Then there is the bigger diplomatic picture. Remember the us, the uk and france passed a resolution at the Security Council earlier this week which is about securing safe passage for people, about making sure there is a safe space in afghanistan for humanitarian organisations and charities and the United Nations to keep functioning. Then there is the bigger picture about making sure that terrorist Organisations Cant take root in afghanistan, again, and also the government talks about safeguarding the advances that have been made in Human Rights and things like that in afghanistan in the last 20 years. So there is a combination of the very immediate logistics and the biggerfuture of the very immediate logistics and the bigger future diplomatic picture. Also this allows Dominic Raab to escape some of the domestic pressure that has been building at home. Hes been criticised by mps and commentators for not having enough grip on the situation, having not been to the region enough in the last year or so, so that makes a bit of a difference. The Foreign Office is pushing back quite hard against something that happened yesterday when the Foreign Secretary was being quizzed by mps in parliament had a committee. The chairman of the foreign affairs select committee, tom tugendhat, branded the statistic which suggested that the Foreign Office was thinking as early as the 22nd Ofjuly that kabul could fall and the risks that could be attached to that. The Foreign Office saying that was an internal Planning Document for officials and is quite separate from the overall Intelligence Assessment for the government generally which suggested that Kabul Wouldnt Fall for several months yet. That Kabul Wouldnt Fall for several months yet that Kabul Wouldnt Fall for several months et. . ,. ,. A hundred organisations have signed an Open Letter to the Prime Minister, urging him to scrap the planned cut to Universal Credit. An extra £20 a week was added to the benefit at the start of the pandemic as a temporary measure. Its now being phased out from the end of this month. Heres our social Affairs Correspondent michael buchanan. Fresh Fruit And Veg might not seem a luxury, but for ron graham, too often they were a cost he couldnt afford. A failed Business Venture in 2016 left the 63 year old relying on Universal Credit. Until his benefit was increased by £20 a week at the start of the pandemic, such basics were beyond him. I would have to forego all this if the £20 a week was stopped. Also i would have to cut back on other things that i was getting, even cleaning products, stuff for the house. Ron, whos a keen walker, has long had to limit his heating to keep to his budget. Ive only had the heating on in my flat three times since august 2016, so illjust put a Dressing Gown on and an extra jumper, or both. And basicallyjust get on with it. Last week at Bridlington Beach in yorkshire, Unite The Union organised this Sand Sculpture to highlight their opposition to the governments plan. Todays Open Letter to the Prime Minister is signed by groups representing education, housing, the economy, Health Care and anti poverty campaigners. Were facing a crossroads where the government faces a choice. It has said it is committed to improving the lives of people on the lowest incomes, but the depth of that commitment will be revealed this autumn when it decides whether or not to go ahead with this cut to the incomes of the poorest people in our country. Ministers say the increase in Benefit Levels was always meant to be temporary, and that theyre now focused on getting people into work. Many of those on Universal Credit already have a job, but now face a £20 a Week Income cut from the end of this month unless the treasury relents. Michael buchanan, Bbc News. A State Of Emergency has been declared in New York because of Flash Flooding across Parts Of the city. Almost all Subway Stations are closed, after the unprecedented levels of rainfall in the wake of hurricane ida. The mayor of New York, Bill De Blasio, described the situation as life threatening. Thousands of Spanish Homes are without electricity and roads and rail links have been forced to close after intense Rain Led to severe flooding. Coastal towns in catalonia bore the brunt of the storm, as well as areas near to madrid. Courtney bembridge has this report. Streets were turned to torrents with a powerful stream of water swallowing up cars, furniture and trees. This vision was captured by Emergency Services in catalonia, where Coastal Towns were hit particularly hard. Dozens of people had to be rescued, and its feared some people are still trapped. Thousands of homes remain without power. Further inland, just outside madrid, people were in the middle of a meal at this restaurant when the storm hit. Translation we had some customers who had just finished eating. We tried to get out across the patio, but it was terrible. You couldnt get out anywhere. The water came up to your knees. Out on the street, dozens cars were picked up by the force of the water. Translation when it stopped for a while, i i went down to see if our cars were 0k, and i saw that my Brothers Car was gone and mine was being carried away by the flood. The storm gained strength from recent high temperatures and humidity. Its the latest in a series of major floods across europe this summer, and scientists warn Weather Events will continue to become more extreme unless the world dramatically cuts Greenhouse Gas emissions. Courtney bembridge, Bbc News. The developers of the Oxford Astrazeneca Vaccine were among the winners at this years gq awards. Professor Dame Sarah gilbert and her team were given the heroes of the Year Prize at the ceremony last night. They were congratulated with a Surprise Video Message from prince harry. England manager Gareth Southgate was named inspiration of the year for leading the team to the euro 2020 final. The time now is 18 minutes past six on thursday morning. Lets Take A Look at todays papers. The Daily Mirror leads on the decision to offer a third Coronavirus Vaccine Dose to people with seriously weakened Immune Systems. The paper says Theres Confusion over who else may be offered an additional jab. A decision on a Booster Programme for the wider population could be announced next week according to the telegraph. The paper also leads on that dramatic image of Taliban Celebrations in afghanistan. Militants held a Victory Rally Yesterday where they paraded equipment taken from defeated afg ha n forces. The guardian reports that the Foreign Secretary was warned that the taliban could rapidly return to power a month before they seized control of the capital kabul. And online, one of the most read articles on the Bbc News website is the announcement that unvaccinated travellers from the uk to portugal will be able to avoid quarantine when they arrive instead, Holiday Makers will only need to show proof of a negative Pcr Test. That is something we will be chatting about later on in the programme if you are planning to enter portugal in the next few weeks. And also focus on quite a bit this morning on schools. We are talking about experts around the issue of ventilation and how it will work in practice in schools as so many kids go Back To School over the next week or so. And i can just or so. And i canjust show or so. And i can just show you or so. And i canjust show you one or so. And i can just show you one little story from the inside of the papers that i think you are going to love. Did you know that your dog might be telepathic . I have Got My Own theory on it, but go ahead. Research suggests that dogs are actually pretty good at mind reading. They can tell the difference between a situation where a human has done something on purpose and when theyve made a mistake, and they tested this, im not sure about this, but they tested this by having a human and a dog with a Perspex Screen between them. So the screen is here, youre the human. I have got a Dog Treat for you, you see me with the Dog Treat, i walk away, isnt that mean. Alternatively, i drop the treat by accident so you still dont get it, and the third option is you then get the Dog Treat. The dogs could tell whether or not they were about to get the treat. By measuring the amount of time that they waited. My amount of time that they waited. My theory on that is that the dogs can tell your emotions largely because of things they either see, hear or smell, because of things they either see, hear orsmell, because because of things they either see, hear or smell, because there very acute sense of smell can smell your emotions. That is my theory. They can smell if you are sad . They can smell if you are sad . They have incredibly sensitive noses and that is my theory. A lot of people have been spending a lot of time at home lately. Noisy next door. It is one of those things, it can really get to you. A survey done about complaints about noisy neighbours going up 28 in lockdown. 0ne neighbours going up 28 in lockdown. One in three people said that the noise from next door affected their well being, and more than one in ten called the police, but most people, just over a quarter, so one in four, said that they would actually go to the trouble of knocking on the door and saying, keep the noise down, but very rarely, according to the survey, does that actually work. So it has got worse . A lot worse. In my experience, we all got on better because we were all at home all the time. While that is how it should be not the same for everybody according to that research. It is 6. 22. So, you know about this story. A Lorry Driver Shortage has already left its mark on supermarkets and restaurants. But now a number of councils are reporting that Bin Collections wont be going ahead as planned because of a lack of drivers. Bens In Stafford to tell us more. Good morning to you, ben. Good morninu. Good morning to you, ben. Good morning we good morning to you, ben. Good morning. We are good morning to you, ben. Good morning. We are talking good morning to you, ben. emf. Morning. We are talking about one of those industries we may take for granted, the people who drive these things, the bin trucks. Unlike other industries, there is a shortage of drivers. Let me explain where we are, we are In Stafford this morning and this place has got 25 trucks. But here they dealjust with the recycling. They serve 60,000 properties right around the stafford area. Theyve got a fortnightly collection, but like other industries, theyre facing a shortage of drivers. Theyve got 150 vacancies across the group here at violia, and they say it is difficult to find the drivers to pick up the rubbish and get it sorted. Across the Driving Industry there are huge problems, because 15 of rubbish lauriejobs and drive problems, because 15 of rubbish laurie jobs and drive opportunities are currently vacant. That is currently 100,000 Truck Drivers across all Hgv Licences, four restaurants, supermarkets and all sorts of other businesses that are facing a shortage of drivers. That has been made worse by the Pandemic And Brexit. It has meant that a lot of drivers may be that were born overseas have returned home or left the industry altogether. But there are other reasons too, not least that there has been a shortage of licenses and tests to get those licences. In a typical year they would grant about 40,000 licences, but because of the pandemic that has been just 25,000. But because of the pandemic that has beenjust 25,000. Add but because of the pandemic that has been just 25,000. Add to that the fact that there is rather an ageing workforce, most drivers at the age of 55 on average, just 1 of them under the age of 25, so you have got a lot of people retiring right now it is not enough new younger trainees coming into the industry to replace them, so that is a huge challenge, how to get more workers intojobs like this. Challenge, how to get more workers into jobs like this. We challenge, how to get more workers intojobs like this. We have been finding out how you might make it a little bit more attractive. Earls; finding out how you might make it a little bit more attractive. Little bit more attractive. Early in covid, lots little bit more attractive. Early in covid, lots of little bit more attractive. Early in covid, lots of pockets little bit more attractive. Early in covid, lots of pockets work little bit more attractive. Early in | covid, lots of pockets work crews went covid, lots of pockets work crews went off covid, lots of pockets work crews went off a covid, lots of pockets work crews went off a week or two, but we have been went off a week or two, but we have been seeing went off a week or two, but we have been seeing this, this is not a few days, been seeing this, this is not a few days, this been seeing this, this is not a few days, this is been seeing this, this is not a few days, this is several weeks, probably days, this is several weeks, probably or 12 weeks, week in, week out, and probably or 12 weeks, week in, week out, and with the initiatives to try and make out, and with the initiatives to try and make the sector look more attractive, and make the sector look more attractive, actually it is not a bad place attractive, actually it is not a bad place to attractive, actually it is not a bad place to work. You might start early but you place to work. You might start early but you finish early, you pick the kids up. But you finish early, you pick the kids up, youre not working long shifts. Kids up, youre not working long shifts, certainly not driving long distances. Shifts, certainly not driving long distances, a lot of it is close to where distances, a lot of it is close to where you distances, a lot of it is close to where you live, so there are up sides where you live, so there are up sides to where you live, so there are up sides to the sector, but at the we probably sides to the sector, but at the we probably dont pay as well as some of the probably dont pay as well as some of the Delivery Agencies or some of the supermarkets, and we have seen some the supermarkets, and we have seen some staff the supermarkets, and we have seen some staff in some geography start to have some staff in some geography start to have their head turned by slightly to have their head turned by slightly better pay conditions. 30, slightly better pay conditions. So, how can you slightly better pay conditions. Sf, how can you make slightly better pay conditions. 5f, how can you make it more attractive . Those are some of the options. But for the industry, they are dealing with the problem right now. How can they make sure theyve got enough drivers to get a running into the shops and restaurants that they need, particularly in the busiest time of the year, the Run Up to christmas . We know that some firms are offering sign on bonuses, keen to do it as a one Off Bonus rather thanjust to do it as a one Off Bonus rather than just offering to do it as a one Off Bonus rather thanjust offering higher to do it as a one Off Bonus rather than just offering higher wages, because that raises the costs for Everybody Else, and crucially could be passed onto us too. But at the same time by offering those bonuses, there is criticism that it is not necessarily getting more drivers into the industry, just moving the same ones around, and theyre going wherever the money is best. So long term problems for the industry right now. We are told that this is not something that will be solved overnight. But nonetheless, something the industry is keeping a very close eye on to make sure that they have got enough drivers to get they have got enough drivers to get the right trucks to the right place and get The Right Stuff in the shops when we need it. But this will not be solved, we are told, any time soon. , ,. , soon. Full of respect for the men and women soon. Full of respect for the men and women who soon. Full of respect for the men and women who do soon. Full of respect for the men and women who do those soon. Full of respect for the men and women who do those jobs. L soon. Full of respect for the men | and women who do those jobs. Is everyone on that depot, are they poised to go out, just about to go out . Poised to go out, ust about to go out . ,. ,. Out . Yes, so 25 trucks here In Stafford, out . Yes, so 25 trucks here In Stafford, they out . Yes, so 25 trucks here In Stafford, they all out . Yes, so 25 trucks here In Stafford, they all start out . Yes, so 25 trucks here in l stafford, they all start between now, half past six, they get out on the streets, and as i said, they only deal with recycling here, so they bring back all the clean stuff, and then all the kind of normal waste, landfill, goes to another site, the Gardening Waste goes elsewhere, so about seven of these trucks come back, but it is a fortnightly service, and i was astonished that 25 trucks can serve astonished that 25 trucks can serve a 60,000 properties in and around the stafford area. It is a lot of work, and like we said at the start, probably something that we all take for granted. Probably something that we all take for ranted. , ,. , for granted. Very true, ben. See you later, for granted. Very true, ben. See you later. Thank for granted. Very true, ben. See you later, thank you. Later, thank you. You are watching abc breakfast. Still to come. No passport, no party. Scotland is set to become the first nation to make Vaccination Proof a condition of attending Night Clubs and large events. Now its time to get the News And Weather where you are. Lets go straight to carol who was promising a little bit of sunshine coming our way. Good morning, everybody. What we have today is a lot of cloud for Parts Of england and wales, and that will be the condition for the next few days. But as sally rightly said, there is some sunshine for some. Especially so from sunday into the early part of next week. We will see different weather where it has been so cloudy across england and wales. Here we have had cloud, it has been quite chilly in the breeze, but it is going to turn that bit drier and sunnier. Some could have temperatures up to 27, 20 8 degrees in that sunshine, but in the west there is still the chance that we can see the Art Shower or some rain at times. This morning there is some fog to watch out for across Northern Ireland, some Hill Fog as well, and you can see a lot of cloud across england and wales producing to drizzle, especially the midlands and East Anglia as we go through the day. Forthe East Anglia as we go through the day. For the channel islands, a beautiful day ahead for you, The Cloud breaking across southern counties and also through Parts Of wales, and breaking across Northern England and much of scotland seeing some sunshine. Northern ireland too, there is some cloud in the Irish Sea that might come in your direction, so bright spells for you, and at best some sunny spells. These are our temperatures ranging from 13 to about 21 degrees, but like yesterday, we could see something very similar, 23, 24, 25 in the sunshine. As we head through the evening and overnight, The Cloud fills in. There will still be a lot of cloud, thick enough apache like rain and drizzle, coming in across shetland, and temperatures generally holding on, overnight lows between nine and 13 degrees, but some sheltered glens and looking at lower single figures. As we head into friday, once again we start for this cloudy note, we could see some drizzle across the midlands once again into wales as well, The Cloud breaking across Southern England, cumbria through the course of the day, possibly into the north of Northern Ireland as well. Temperatures 14 in the north to 21 or 22 as we come further south. Saturday still sees quite a large area of Cloud Around, a few showers in the west but you can see where we were expecting some breaks to develop and also some sunshine to come through. Temperature wise during the course of saturday, ranging from 14 in lerwick to 23 as we slip down towards cardiff. Sunday we slip down towards cardiff. Sunday we see a change, a lot of dry weather around, a lot of sunshine, quite a different day for england and wales. Towards the west we do have rain, and where we have got the sunshine, that will be reflected in those temperatures. Hello, this is breakfast with Charlie Stayt and sally nugent. Coming up on breakfast this morning. She was a disney Child Star at the Age Ofjust 13, who made her name in pollyanna, the Parent Trap and whistle down the wind. Hayley mills will be here with us, as she looks back on her remarkable life in film, stage and television. Best known for his role as Cia Director in the tv thriller homeland, David Harewood is taking time to reflect on the issues that led to a mental Health Breakdown 30 years ago. His story is told in a new memoir, and hell be with us before eight. And if youre planning for an autumn getaway, well check in on some of the latest travel rules, after portugal said visitors from the uk no longer had to be fully vaccinated. Lets talk about one of the big stories we are talking about today. As schools in england begin to return for the new academic year, Parents are being reassured that the risk of catching coronavirus in and around the classroom remains low. But in scotland, where pupils have already gone back, a Record Number of covid cases has been partly blamed on the start of the new term. Lets talk to Dr Yvonne Doyle, Medical Director at Public Health england. Good morning to you. Great to see you this morning. First of all, if they havent gone back already, certainly over the next few days many children will be heading back into school. What can yOu Say to Parents and children to make them feel reassured about the start of the new term . Feel reassured about the start of the new term . Good morning, and thank you the new term . Good morning, and thank you. Being the new term . Good morning, and thank you. Being in the new term . Good morning, and thank you. Being in education the new term . Good morning, and thank you. Being in education is i the new term . Good morning, andl thank you. Being in education is the best place for children and young people and its good for their learning but also their health and we are reassured and the studies confirm this regularly that schools are not the hub of infection in communities and if church young people are lucky enough if young children are unlucky enough to get covid it is generally mild or they dont notice it at all, but we are cautious, so what we are asking young people to do is to take two tests on site in person in their first week and then to take two tests each week until the end of september. That will pick up any hidden late Summer Viruses. find september. That will pick up any hidden late Summer Viruses. And in our hidden late Summer Viruses. And in your exoerience hidden late Summer Viruses. And in your experience so hidden late Summer Viruses. And in your experience so far, hidden late Summer Viruses. And in your experience so far, how your experience so far, how effective is that voluntary testing . We are seeing images of children being tested in school, but once it becomes a test at home, how reliable is the system . This becomes a test at home, how reliable is the system . Is the system . This system has worked in the earlier parts is the system . This system has worked in the earlier Parts Of. Is the system . This system has. Worked in the earlier Parts Of the year and it is reliable. It has picked up infection but it also, on the outcomes, and the results, we know that schools are not the hubs of infection or drivers of infection and we are a tribute at least some of that to the Testing Regime and it does reassure Parents. Irate you are prepared for in england in the coming weeks . You are prepared for in england in the coming weeks . We would expect to see some cases the coming weeks . We would expect to see some cases coming the coming weeks . We would expect to see some cases coming through see some cases coming through because we will be testing for them and these would be late Summer Viruses that young people have may be picked up on their holidays or at events they have been mixing with and we expect that and that is the right thing because we want to pick them up so we reduce the disruption to education in schools and there is some work coming through that will be released i believe in a journal this week from scotland about the risk of infection to adults in schools and its very low, so we are reassured about this regime and about the school being the right place for young people to be. I place for young people to be. I appreciate what yOu Say about school being the right place in terms of pupils physical and Mental Health but we know that Teaching Unions say the current plan is a recipe for chaos. Should there be more measures in place, like face coverings or perhaps staying in bubbles right at the start of term instead of this approach which seems to be, lets go back and see what happens . There are a lot of regimes back and see what happens . There are a lot of regimes in back and see what happens . There are a lot of regimes in place back and see what happens . There are a lot of regimes in place already a lot of regimes in place already which we think are the right regimes, so there will be extra cleaning and hygiene, advice on ventilation and the testing is extremely important, that the students and staff take two tests at the start to mop up though Summer Viruses and then two tests per week. That will pick up the greatest risk and of course there is advice about of people are positive and so on, we also have an offer of Pcr Tests to people who are in close contact with a case and of course this year is a different year to last year because the majority of teachers and nine in ten of teachers have had a first vaccine and seven in ten have had to vaccine and seven in ten have had to vaccine and seven in ten have had to vaccine and 16 to 17 year children are often vaccination and clinically vulnerable children from 12 to 15, and its a very different year. Bearing that in mind if there is a big outbreak in a school, what happens then . How far would you go with measures . Can you see a situation where schools in pockets where there are problems might have to close again . To close again . Outbreaks are part of normal practice to close again . Outbreaks are part of normal practice and to close again . Outbreaks are part of normal practice and there to close again . Outbreaks are part of normal practice and there is to close again . Outbreaks are part of normal practice and there is a l of normal practice and there is a tried and tested way of dealing with them and all the time we will try to minimise the disruption for both schools but also home life but it is the balance between Safety And Disruption and that is normal business and we will be dealing with that. ,. ,. , that. Irate nervous about the start of term . Understand fully that Parents might be nervous but i would stress again that schools are not the drivers or the hubs of infection. If somebody has been in close contact with the case, they will be offered a Pcr Test which is highly reliable and they are advised to not remain in contact with either clinically vulnerable people or older people who might not have been vaccinated. So anyone who is vulnerable, they will be provided with the right advice. , , will be provided with the right advice. , ,. , advice. One last, brief question, lots of teachers advice. It is 638 and already we have a historic morning in sport. Mike is here to tell all about it. You have to pinch yourself to think that this is a story that goes back nearly 30 years and called sarah bailey, in the Swimming Pool, winning Herfirst Gold Medal in 1992. You might have mentioned it earlier this week, the fact that her dad keeps of of the Gold Medals, so a 17th to add to the collection, in a 17th to add to the collection, in a secret case under Lock And Key and she has to apply to get them out. Even at the age of 43, she doesnt trust herself to look after them so dad does the business and he keep them to safeguard. What a story this is. Stretching over the decades and the latest win. Another day and another milestone for Cristiano Ronaldo, hes now become the highest Goal Scorer ever, in mens international football thanks to his brace in portugals dramaic win over the Republic Of Ireland, in a World Cup qualifier. Another Manchester united fan, doubting he can still do for them on his return, at 36, will have been silenced by the way, he scored his One Hundred and tenth international goal to equalise, after the irish, had taken a shock lead. That Goal Saw him go ahead of Ali Daei, who scored 109 goals for iran and he scored the winner deep into injury time to break irish hearts and to Hand Portugal all three points. Away from the paralympics, Scotlands Dreams of reaching the World Cup in qatar, next year, were dealt a blow, as they were beaten 2 0 by denmark. The scots were up against it anyway, with a weakened squad due to covid 19 reasons and injury, but conceding 2 goals, in as many minutes, early on, meant their task became all but impossible, and although they improved they never recovered from this double blow. It means scotland are now 4th in group f, 7 points behind the danes, who lead the way. Wales were held to a goalless draw with finland in helsinki, but this was purely a friendly ahead of two World Cup qualifiers next week. What do you know about some of your students and those who are playing . What are their circumstances now . Currently the Afghanistan Institute of music and Ensemble Zohra is not functioning. All of our activities have been suspended due to the security after the arrival of the taliban To Kabul and the members of the Ensemble Zohra and the national institute of music have concerns and worries for the future of music in afghanistan given the past policies of the taliban and their attitude towards music. Some statements are coming nowadays from high ranking taliban office cells which are not encouraging. Just a few days ago they spoke, the officers, so they called music or declare it, unlawful orfrom an islamic called music or declare it, unlawful or from an islamic perspective, called music or declare it, unlawful orfrom an islamic perspective, it means it should not be played and is forbidden. But again, i try my best not to lose hope but because i consider such a Statement Or Declaration as the opening of a single person because we are still awaiting a new cabinet to be introduced and waiting for the policy is to be an ounce, especially the cultural policies of afghanistan which will also be defining. In the meantime, is the reality that those students with their instruments would be hiding their instruments, hiding their music that they have thatis hiding their music that they have that is part of their studies. So in practice, what will they be doing . Some students on the eve of the arrival of the taliban brought their school musical instruments back to the school and some other students are keeping with their instruments but to the best of my knowledge they are not practising because of the fear that the taliban and they might cause trouble to them. I also heard from a student who has said that they had broken their musical instruments and i havent had confirmation from the students precisely, but there is speculation going around the community in the school but right now students and the faculty of the national institute of music are sheltering in their homes and hoping for a better future. , ~ ,. , their homes and hoping for a better future. , y. , their homes and hoping for a better future. , ~ ,. Pending approval by msps, first minister Nicola Sturgeon says the move is needed to help stem a recent surge in Coronavirus Cases. Asi as i have indicated before, the government has been considering very carefully whether, notwithstanding the understandable equity and ethical concerns, Vaccine Certification could in some circumstances help protect Public Health and reduce the necessity for further restrictions and Boost Vaccine take up but we do consider a limited use of Vaccine Certification could help control the spread of the virus as we head into the autumn and winter. The weather is very cloudy for many this morning with a few exceptions to that and that is the forecast for the next few days, cloudy, especially so across Parts Of england and wales, thick enough for some drizzle or patchy, light rain. North West England and Northern Ireland and scotland seeing the Lions Share of the sunshine. High pressure is still firmly in charge of the weather and the air around it moves in a clockwise direction, so still dragging on the moisture from the North Sea in the shape of cloud. It is a bright, sunny start across the highlands this morning and through the day we will see The Cloud across southern scotland, Parts Of Northern England and Northern Ireland breaking allowing sunshine to come through. There is an area of Cloud Close to the Isle Of Man at the moment of that mine sweeping across Northern Ireland, and if it does, at worst you will have bright spells. Whereas for much of england and wales, its going to be cloudy, there will be drizzle, especially across the midlands and East Anglia but The Cloud should break up across southern counties of england through the afternoon and breezy through the English Channel and sunshine and temperatures in the sunshine could reach similar levels to yesterday. Yesterday the temperature reached 25 degrees and we could see the same again today. As we head through the evening and overnight once again there will be a lot of Cloud Around and we will hang on on The Cloud and temperatures will slide away into single figures but generally speaking in towns and cities they will stay in double figures in The Cloud is still thick enough for drizzle with some patchy rain coming across shetland. Into tomorrow, High Pressure drifts further east, still a lot of Cloud Around, still cloud thick enough for some drizzly bits and pieces, this time across wales and the midlands and the brightest breaks again in Parts Of the North And West with temperatures getting up to about 21 or 22 degrees. 0ver temperatures getting up to about 21 or 22 degrees. Over the weekend, things start to change. High pressure drifts toward scandinavia and still a fairly good block of High Pressure but you can see the Weather Front is trying to come in from the atlantic but not the Colour Change on the map. That is telling you that temperatures will rise and for the last couple of weeks, it has been very warm across Parts Of Scotland But Cooler across Parts Of Scotland But Cooler across Parts Of Scotland But Cooler across Parts Of england and wales so that is the difference, but first of all, on saturday there will be a lot of Cloud Around, still thick enough for the odd shower coming in from the west, but we are looking up breaks in Southern England and in Parts Of North East Scotland and Parts Of Northern Ireland and also wales. Temperatures between 14 and 23 degrees. Here comes the change on sunday and in particular, a lot of dry weather, hardly any cloud across england and wales and this will build as we go through the day, Fairweather Cloud and we also have some rain and Waiting In The Wings towards the west particularly the North West but temperatures could get up to 25 degrees in the South West and we are looking at 21 in glasgow. Big decisions due on the Covid Vaccine Programme announcements on Autumn Booster jabs, and innoculations for the Under 16s, are expected within days. As the taliban tighten their grip on afghanistan, Foreign Secretary, Dominic Raab, heads to the Middle East for crisis talks. Another record breaking night for Cristiano Ronaldo. Hes now scored more international goals than any other player in history after his two late goals broke irish hearts in the World Cup qualifiers. Homeland actor David Harewood gives us his personal take on the link between race and poor Mental Health. Good morning, its thursday the 2nd of september. Dame Sarah Storey has become britains most successful paralympian of all time. She defended her c4 5 Cycling Road Race title in tokyo earlier this morning. Here is the moment that Dame Sarah was presented with what is now her 17th Gold Medal in an incredible Paralympics Career over 29 years. It was a little bit rainy, but it did not interfere with the emotions on that remarkable achievement. 0ur Reporter Patrick Geary looks back at her remarkable achievements so far. Storey s now a mum to louisa and charlie. 0ur Reporter Rachel Latham is injapan. An amazing moment, history for a brilliant paralympians . Absolutely, and as we saw in that race she dominated throughout. She said afterwards she took it slower than normal due to the weather, but being born and bred in Manchester, she is used to racing in the rain. When it came to the corner she didnt go as hard and tight, she kept it smooth but she still crossed that line ahead of her Team Mate Crystal Lane Wright, and what a phenomenal career it has been for Sarah Storey. She started when she was 14 in 1992. Then she went into cycling in 2007, and since then she has all together with those two spots combined not only won the 17 paralympic Gold Medals but 29 World Championships as well. Before we came out here, i said to her, you have been number one in the world for so long. How have you stay on top . And she said, ijust continue top . And she said, ijust continue to change, i continue to adapt my training, but to change, i continue to adapt my training, but i dontjust push my body, it is my mind as well. She said it is a real positive mental Attitude And Grit and determination that gets her through. I also asked her, you have been training your whole life. What motivates you . She said it used to be the medals, but now it is her children too, and her children as we have seen in the Video Support to the whole time and are really looking forward to her being at home and celebrating that medal together. She is notjust a supermum, super athlete, she really is superhuman. She supermum, super athlete, she really is superhuman is superhuman. She really is, thanks ve much is superhuman. And we will be talking to her family later on very much indeed. And we will be talking to herfamily later on in the programme. Cant wait for that. To other news now. Pupils in england are returning to school, and regular Covid Swabs are the new normal. We would expect to see some cases coming we would expect to see some cases coming through, because we will be testing coming through, because we will be testing for coming through, because we will be testing for them, and these will be late Summer Viruses that young people late Summer Viruses that young people have picked up on their holidays people have picked up on their holidays or events they have been mixing holidays or events they have been mixing with, so we are expecting that that mixing with, so we are expecting that that is mixing with, so we are expecting that that is the right thing, because that that is the right thing, because we want to pick them up so that we because we want to pick them up so that we reduce the disruption to education that we reduce the disruption to education in schools. Now some big decisions lie ahead. The first is whether all Over 12s should be offered a vaccine, something that the us, france, spain and italy are all doing. The second is around extra doses. While third doses are going to be offered to around half A Million people with poor Immune Systems soon, its not clear when the rest of the population will get them. Lets speak now to our chief political correspondent, adam fleming. Adam, many will be wondering if they should expect a third jab, but ministers are waiting for the advice all this as the schools go back . These are big calls that are going to be made . These are big calls that are going to be made . ,. ,. ,. , to be made . Yes, and so far the only decision that to be made . Yes, and so far the only decision that has to be made . Yes, and so far the only decision that has been to be made . Yes, and so far the only decision that has been made to be made . Yes, and so far the only decision that has been made is i to be made . Yes, and so far the only decision that has been made is that L Decision that has been made is that people with compromised Immune Systems, maybe they are Hiv Positive or they have leukaemia or another cancer, should get a top up third dose. That is designed to top up their immune response from the first two doses, and that is a different thing from a booster, which would be to prolong the protection you had from your original vaccination. So thatis from your original vaccination. So that is how the scientists are dividing up the decision. Top ups versus boosters. And they havent made a decision yet about boosters for the wider population. And that comes as a bit of a surprise to some people, because i think are ministers and the nhs in england were expecting a decision from the scientists by now because they had sort of pencilled in a wider Booster Scheme starting from next monday, so everyone in whitehall, in government departments, in hospitals and gp surgeries, is waiting to get the say so from the experts. There is some external pressure starting to build on them. YOu Saw that tweet from jeremy hunt, the former Health Secretary, i imagine that pressure will start to build over the next couple of days and weeks because it is almost inevitable that the number of covid cases will increase when all children are back in school. But i would be very surprised if ministers put pressure on the experts publicly at all, because i think that would create a little bit of controversy around the vaccine, and they absolutely do not want to do that. Ministers and scientists want to stay on the same page, so if there is any pressure applied to the jcvi, it will be done very subtly and privately, but yes we are just waiting to see what the advice from the experts is. Adam, thank you very much for that. That is in 20 minutes, just after 7 30am, we will be speaking to Gavin Williamson about all of those issues around schools particularly, that is in 20 minutes. Ican in 20 minutes. I can see the questions coming in quick and fast. As charlie said, Thatis Quick and fast. As charlie said, that is in 20 minutes. The Foreign Secretary Dominic Raab, will hold talks with leaders in the Gulf State of Qatar Today, about the prospect of re Opening Kabul Airport and allowing people to leave afghanistan. He will also be briefed on discussions between british officials and the taliban, as our diplomatic correspondent James Landale now reports. One hundred organisations have signed an Open Letter calling on the Prime Minister to abandon the forthcoming cut to Universal Credit. A temporary £20 weekly uplift, introduced at the start of the pandemic, is being phased out from the end of this month. But there are growing calls for it to be extended or made permanent. 50,000 people have been forced to leave the Lake Tahoe Area of california as firefighters continue to battle a huge wildfire in the region. The area is a popular Tourist Destination but its largely deserted now, as strong Winds Fan the flames of a blaze thats destroyed hundreds of homes. Thousands of Spanish Homes are without electricity, and roads and rail links have been forced to close, after intense Rain Led to severe flooding. Around half A Million people who have severely weakened Immune Systems will be offered a third dose of a coronavirus vaccine. The decision came from Thejoint Committee on vaccination and immunisation. But its separate to any announcement on a wider Booster Programme, meaning some key decisions remain unresolved. Yesterday the jcvi said people with conditions such as leukaemia, advanced hiv, and recent Organ Transplants who are over the age of 12 will be given a third jab. The Health Secretary Sajid Javid says the government is planning for a Booster Programme to begin this Month Subject to a green light from the scientists. Were also awaiting a decision on whether the Vaccination Programme will be extended to include healthy 12 15 year olds. Lets try and get some clarity on some of these things. Werejoined now by Calum Semple Professor of Child Health and 0utbreak Medicine at the university of liverpool. He also regularly attends sage meetings but he is speaking to us today in a personal capacity. Good morning to you. We were all expecting, and indeed the nhs was put on alert, that i think the beginning of next week the Booster Programme would be commencing. That was the timetable. Why isnt that happening now . What is the Hold Up . There are two issues. The immunocompromised group is tricky because they have not responded well to the first two doses, and you get a diminishing return from the booster. It makes sense to give the booster. It makes sense to give the booster to that group, because you are trying to do everything you can to help them, but it is not perfect. And with the children, the 12 to 15 year olds, there is a tricky condition. There is a very rare Side Effect that occurs in about one and a quarter of A Million, but the risk of the Disease to children themselves is also incredibly low, and really today we are hearing about the incidence of long covid in children, and that is very rare as well. So it is a Balancing Act between the very, very rare Side Effect of myocarditis, and the low risk to children themselves. But if you take into the round the risks of impact on transmission to wider Society And Disruption to schools, Society And Disruption to schools, so you take a broader view of the benefit of vaccination, that might shift the decision around vaccinating teenagers, but that is a really difficultjudgment. We will come back to them in a moment. The 50 plus, witches were as i understood it what they were talking about for the September Roll out, why that delay . Jeremy hunt has said, get on with it. I hunt has said, get on with it. I Cant Comment exactly on the policy decision, but i think it does come down to working out who is most likely to benefit from the booster. There is good news about the existing vaccine. It looks like the two doses is good enough for a very long time to protect you from severe Disease. ,. , long time to protect you from severe Disease at long time to protect you from severe Disease. The Antibody L it at least ten months. The Antibody Levels do fall a bit, but they still protect you from severe Disease. Just to pick up, calum, on something that yOu Said start there. Talking about people with compromised Immune Systems. YOu Said the first two vaccines had worked well for them. Why is that in what does it mean in real terms . If why is that in what does it mean in real terms . Why is that in what does it mean in realterms . Y. ,. , , real terms . If you look at everybody who has had real terms . If you look at everybody who has had two real terms . If you look at everybody who has had two jabs, real terms . If you look at everybody who has had two jabs, Everybodys L who has had two jabs, Everybodys Risk of severe Disease has reduced dramatically apart from that one group who have got immunocompromised, because the chemotherapy that they get all the cancer that theyve got all the underlying problem prevents them from making the antibodies in the first place. And the vaccine works by helping them to make antibodies. So the vaccine doesnt work well in that group. You get a small advantage from the third dose, but it is not as good as youd want and it is not as good as youd want and it is not as good as youd want and it is not as good as the first two doses in every body else. But it is still worth doing, and the good news is there is a new drug coming into the nhs probably in the next weeks or months which will be a dose of antibodies that will be given straight into people, and that looks like it is very promising and that could be given to these people at some point. Flan could be given to these people at some point could be given to these people at some point. Can i ask you to focus our some point. Can i ask you to focus your mind. Some point. If we get i disruption to education. If we get to a stage where decisions are made to a stage where decisions are made to close schools again, that would really worry me, because i personally think the school should remain open nearly at all costs because the damage to lack of social Interaction And Education his lifelong. I think that our school building stock is poor because we need to improve ventilation, and that would really improve the chances there. It that would really improve the chances there. It is tricky. Many schools are built to be heat does it . It is tricky. Many schools are built to be heat efficient i are built to be heat efficient rather than well ventilated. So i think a lot of emphasis has to go on to improving the quality of building stock. But because most of the adults are now vaccinated, schools will now play a relatively larger role in amplification of the Disease, and i think that is the wider context that has to be considered around vaccinating the 12 to 15 year olds. Are we vaccinating them purely for their health benefit, or will we be vaccinating them for the wider benefit of society . 50 them for the wider benefit of socie . ,. , them for the wider benefit of socie . ,. , them for the wider benefit of socie . ,. ,. Society . So when yOu Say the Application Society . So when yOu Say the application of society . So when yOu Say the application of the society . There are 25,000 schools, and they are workplaces, l schools, and they are workplaces, and they involve mixing of pupils who are biologically adults, i know they are 12 to 15, but they have gone through puberty so they are biologically adults. They can acquire and transmit the virus. They wont get sick themselves, but they can take it home to Parents, couzens, brothers who are perhaps immunocompromised or having cancer treatment, and therefore arent as protected as you want them to be. So the Difficultjudgment Call that the jcvi were considering is, is it absolutely a decision about a vaccine to benefit the children themselves, or is it a wider benefit to the wider society . We themselves, or is it a wider benefit to the wider society . To the wider society . We were sreakin to the wider society . We were speaking to to the wider society . We were speaking to dr to the wider society . We were speaking to Dr Yvonne to the wider society . We were speaking to Dr Yvonne Doyle l to the wider society . We were i speaking to Dr Yvonne Doyle earlier this morning, and one of the key questions is around, our schools the places where the Disease is transmitting most . And she said schools are not the driver infection. What was your reaction there . Because people would have heard what yOu Said a moment to go and think, it sounds like this professor says they are, but we have literally in the last hour heard from someone else who has said it is not. . ,. ,. , from someone else who has said it is not. . ,. ,. , from someone else who has said it is not. ,. , not. Im going to be as clear as i i can. All things being equal, schools wouldnt be, but now things are not equal because most of the adult population has been vaccinated, so the transition that is going on in schools will be similar to what it was before, but relatively greater thanit was before, but relatively greater than it was before because Everybody Elses vaccinated. And actually most the adult population is still maintaining social distancing, a lot of people are working from home, and Schools Cant do that. Schools cant do that. Schools are now a relative contributor to amplification of the Disease in the community in my opinion. As compared with various places, workplaces, so schools now are a significant part of this next phase in terms of the risk, is that what you are saying . I risk, is that what you are saying . I think schools will become a greater part of the problem than they were before because if you want to have schools operating as near normal as possible with full classes and you cant do social distancing as effectively in them, compared to workplaces where the adults are working from home and are vaccinated, schools become a greater part of the problem than they were before. 50 part of the problem than they were before. ,. ,. , before. It would stop the virus being taken home to vulnerable friends and family. But the question we always have the vaccination is, does it benefit the individual . Because the individual carries the risk of Side Effects. And that is a very tricky decision for committees to make, and im glad im not on that committee because they are having a tough time of eight. find having a tough time of eight. And when ou having a tough time of eight. And when you are having a tough time of eight. I would l probably go for a single dose of the vaccine for 12 15 year olds as a one off in order to help Public Health generally and break transmission chains in society. The rare Side Effect from myocarditis appears to be more with the second dose than the first, so i would probably go down the path of giving one dose only, as a one off, and then waiting until children are much older before we go for the double jab. And i would encourage the hand washing, i would encourage improving ventilation, keeping windows and doors open, and if kids are sick, keep them at home, dont bring them to school. It is really old fashioned, but it is very effective. Ben will be finding out why a shortage of drivers is now affecting your Bin Collection too. Good morning. Yes, good morning. I get all the rubbishjobs we are in Stafford Today talking about an industry that you may take for granted, your Bin Collection. And you may have noticed of late they might be being collected less frequently, and that is because it is part of this wider problem we have been talking about, a shortage of drivers right across the industry. But for the Bin Collection lorries, the drivers for those, it is thought that about 15 of those jobs are vacant. Part of that 100,000 shortage of hgv drivers right across the country, everything from collecting your bins to delivery to supermarkets or to restaurants. There are all sorts of reasons why, brexit and the pandemic have meant a lot of drivers have gone home. There was also Licensing And Cost issues, a lot of drivers looking to do something else because they say it is to owner us, and a lot of issues when it comes to getting when it comes to getting new licences. Also a lot of older drivers retiring and not enough new ones coming into the industry to replace them. It also means businesses are having to work much harder to keep drivers coming in, they are also having to pay more and that could mean greater cost. But it also means the drivers themselves are having to work much harder. This truck has already done the rounds and is starting to unload its tougher than it will get back out again. There are 25 of these that are doing the rounds in and around stafford. Amazingly, they service 60,000 households in and around this area. All of this is the recycling, if you can still hear me. It is just recycling that is coming out here, all of the other waist and the Garden Waste goes elsewhere. But all of the staff here having to work much harder because there are fewer of them to do the job. As we said, about 15 Vacancy Rate at the moment. The big issue, though, if the firms are having to pay more for those drivers to attract them, how do they make sure that new drivers are entering the industry, notjust the same once swimming around going to where the money is . And how do they make sure that that does not translate into higher costs for all of us . I will talk about all of us a little bit more this morning and get the views of the staff down here and find out how theyre coping with the shortage and whether it will be that your bins are collected a little less frequently. More from me later. We will see you then, ben. You watching breakfast from Bbc News. Lets have a look at the weather, carol has all the details for us this morning. Good morning both, and good morning to you. If you are sick of looking at a sky that looks like this with a lot of cloud, and this is a weather watcher picture, beautiful, from greater london, things are going to change, especially so across england and wales. We have had a lot of cloud, some drizzle over the last few weeks, whereas for Northern Ireland in North West England and scotland, it has been and warm. On sunday, into the early part of next week, we will see widespread Warmth And Sunshine across england and wales, and it will stay warm and mostly dry across scotland and Northern Ireland, but there is a chance of a welcome shower across the North West, but it has been dry of late. Before we get there, we are still hanging on to all of this cloud and that sunshine in the North West as High Pressure dominates our weather. It is across us today, still breezing through the English Channel, not as breezy as it was along the east coast. You can see the amount of cloud we are starting off with, fog patches across tyree and Parts Of Northern Ireland which would tend to lift and we will have sunshine from the word go across much of scotland. In the south it will break up and across the afternoon it is the far North East hangs onto The Cloud. For Northern Ireland at worst you will have bright spells and at best some sunny skies, brightening up too across Parts Of Northern England, West Wales and southern counties, but this cloud across the england and East Anglia could well be thick enough just for the odd spot of drizzle or two. Temperatures today 1320 drizzle or two. Temperatures today 13 20 widely, yesterday in scotland the highest temperature of the day was 25 degrees. Today we could see something similar here. As we head through the evening and overnight, we see still summer cloud, some breaks in The Cloud allowing the temperature to fall away into single figures, but for most we are looking at temperatures remaining in double figures. By the end of the night there will be patchy rain across shetland, also some drizzle still coming out of this cloud. That leads us into tomorrow. Tomorrow again, a cloudy start to the day, breaks developing across Southern England into Parts Of wales, North West England and western scotland in particular, but still across Parts Of wales and the midlands, we can see some drizzle coming out of my cloud. Temperature is 13 in the north to about 21 as we come further south. Into saturday, there will still be a lot of Cloud Around, but a few more breaks than we have seen of late, and there will be the chance you could catch the odd shower in some western areas. Light breezes, certainly easing across the English Channel and also down this North Sea coastline, temperatures up to 22. Into sunday, a lot of dry weather, some showers out towards the west, but by then we could see temperatures in the South West up to 26. Hello, this is breakfast with Charlie Stayt and sally nugent. As schools across england begin to welcome pupils back to the classroom, many Parents will seeking reassurance that their Childs Education Wont be disrupted, after months of home learning, and whole year groups being sent home. In scotland, a recent Record Number of Coronavirus Cases is being linked to schools going back. Lets take stock with englands Education Secretary, Gavin Williamson. Good morning to you. Thank you for your time this morning. Is it your working assumption as Education Secretary that covid rates will go up secretary that covid rates will go up as schools reopen . First secretary that covid rates will go up as schools reopen . Secretary that covid rates will go up as schools reopen . First of all im sure up as schools reopen . First of all im sure youd up as schools reopen . First of all im sure youd want up as schools reopen . First of all im sure youd want to up as schools reopen . First of all im sure youd want to join up as schools reopen . First of all im sure youd want to join with l up as schools reopen . First of all| im sure youd want to join with us in wishing all of those children, notjust in wishing all of those children, not just those in wishing all of those children, notjust those going to school for the first time but also those going to a new school or those moving up a year the very best. There will be a sense of excitement but also nervousness for so many pupils today. And we have been trying to strike that sensible balance, recognising how important it is for children to get an education, but while dealing with a pandemic. We have seen the lifting of all national restrictions so people can go about their business and its important for us that children are as having a normal pre Pandemic Experience as possible but we recognise that precautionary measures have to be taken and that is why we are doing the Maths Testing and all secondary schools as children return. Testing and all secondary schools as children return. Children return. Mass testing. Is it our children return. Mass testing. Is it your assumption children return. Mass testing. Is it your assumption that children return. Mass testing. Is it your assumption that covid children return. Mass testing. Is it your assumption that covid rates | it your assumption that covid rates will go up as schools go back . We are will go up as schools go back . 2 are striking a sensible balance. We are striking a sensible balance. We are going to be in a position where we will be testing and delivering over 9 Million tests over the next couple of weeks in terms of children and we expect those tests to identify more cases as a result of, within children, as they are being tested as they would not have been tested as they would not have been tested during the Summer Holiday Period but weve already seen over the last week children returning, hundreds of thousands of children returning to school and this is being done safely and securely and children have already been benefiting from a much more normal classroom experience. We have been enjoying, over the summer, classroom experience. We have been enjoying, overthe summer, going classroom experience. We have been enjoying, over the summer, going to the pub, going to music festivals, going to theatres again and it is right that where we have those same freedoms and our social life that its really important that children are able to have that same, much more normal Education Experience that they would have been having before the pandemic. That they would have been having before the pandemic. Weve asked eole before the pandemic. Weve asked people this before the pandemic. Weve asked people this morning before the pandemic. Weve asked people this morning about before the pandemic. Weve asked people this morning about their. People this morning about their experiences and we have been contacted by someone who has a connection with the school in barwell in leicestershire and he is an example. The school went back on the 25th Of August and yesterday the school had 12 covid cases, 300 in the school and are now reintroducing bubbles already. What does that tell you . Bubbles already. What does that tell ou . , ,. ,. , you . Firstly we set this out before the summer you . Firstly we set this out before the summer holidays you . Firstly we set this out before the summer holidays and you . Firstly we set this out before the summer holidays and it you . Firstly we set this out before the summer holidays and it was i the summer holidays and it was actually the need for children to isolate along with those adults who are double jabbed and that will not be a requirement. We have lifted the requirement on schools to do the testing and tracing themselves and that will be done by Test And Trace organisations themselves and if a child is contacted by Test And Trace because they have had contact, that doesnt mean to say that they will be missing school. It willjust mean that they will have advice to have a Pcr Test but will be able to continue to be in the School Environment and what we want to do is have that normality as much as possible but we do have a Contingency Plan of where they will have to be, working with local Public Health teams, where there are measures that have to be put in place and its right that we have those precautionary measures there but what is key is that children will not be having to isolate away from school and they will not be missing more time in the classroom as sadly so many are in a position of having to miss time in the classroom in the last academic year. You can use a phrase like Contingency Plans, but the other reality is it is disruption. The reality is it is disruption. The reality i gave you a moment ago, Thatis Reality i gave you a moment ago, that is disruption and its precisely the thing that Parents and students themselves are fearful of. They have had so much of it and what people are worried about is the real risk, because of the relaxation of all of the restrictions around social distancing under the things that this could be the perfect storm. I will give you another example. A teacher got in touch with us this morning saying, very practical and this is what it boils down to. I have no windows or ventilation in my classroom, what is the government doing to ensure all schools are compliant . Here is the room and there is a certain amount of people coming in and there are no windows and ventilation . What then . What weve done through the pandemic is to look at how we can support school is best to reopen. There is a massive difference, and you are well aware of schools returning in september compared to schools returning in march earlier this year and that is where the whole adult population has been offered notjust one vaccination per tool two, so those schools have had the opportunity to be vaccinated and thats the biggest difference and why we are able to take the steps in order to be able to open up schools, lift restrictions. If order to be able to open up schools, lift restrictions. It i order to be able to open up schools, lift restrictions. Lift restrictions. Ifi may, i am auoin to lift restrictions. And it is a whole sort of, you know, we have to take that i you know, we have to take that balanced approach and are having to look at what is the impact in terms of the Vaccine Programme, suppressing, whether it is the Delta Variant or earlier variance, how we reduce the link between covid and hospitalisations and its the fact we have had the roll out of that programme that means that we can take a different approach to schools, meaning we are able to lift restrictions and children are able to benefit from a more normal School Experience but we continue to have those measures in place where we can introduce and schools may have to introduce and schools may have to introduce on the advice of Public Health teams, if they are required, across areas of the country where there are higher rates, because we dont want to see a position where schools are having to close. And we would rather be in a place where we put in additional measures into the schools than seeing children being sent home from those schools. Just on the sent home from those schools. Just on the technicalities, the c02 on the technicalities, the co2 monitors, i mean, why have of the schools got them . Now is when the schools got them . Now is when the schools are reopening. Gavin williamson, thank you for your time. Some Sporting History this morning and i will let mike tell you all about it. Dame Sarah Storey has been talking to us. And sporting rates have been lining up to think how it is possible to win Gold Medals for nearly 30 conditions. Baroness tammy grey thompson said it was because she is humble and train hard. Tanni grey thompson. It was in tricky murky conditions that Dame Sarah Storey became great britains most successful paralympian, ever winning her 17th paralympic Gold Medal in her amazing career that stretches back nearly 30 years when she was a swimmer. Her latest victory came in the c4 5 Road Race, winning this for the 3rd time in a row. Shes not been beaten on the bike at a games, since making her Cycling Debut in 2008, in beijing. She finished 7 seconds ahead of fellow brit. Crystal Lane Wright who said that storey, it was a tough watch because yOu Saw the conditions which were really foggy and wet, and as the race went on, the german girl got away and was about a minute and 15 seconds ahead, but we are always confident with sarah and what she does is win races well and it was a beautiful watch. Brought tears to my eyes, even for me. I had a Text Message to say what a legend she is and how excited i am for her and she said it was a tough race, but technically she knew on the last lap she could use her skills and take the victory. Talking of History Makers. Cristiano ronaldo has now become the highest Goal Scorer ever, in mens international football, thanks to his brace in portugals dramaic win over the Republic Of Ireland, in a World Cup qualifier. Any Manchester united fan doubting he can still do for them on his return, at 36, will have been silenced by the way, he scored his One Hundred and tenth international goal to equalise, after the irish had taken a shock lead. That Goal Saw him go ahead of Ali Daei, who scored 109 goals for iran. And he scored the winner deep into injury time to break irish hearts and to Hand Portugal all three points. Scotlands dreams of reaching the World Cup in qatar next year, were dealt a blow as they were beaten 2 0 by denmark. The scots were up against it anyway, with a weakened squad due to covid 19 reasons and injury, but conceding two goals, in as many minutes, early on, meant their task became all but impossible, and although they improved they never recovered from this double blow. It means scotland are now 11th in group f, 7 points behind the danes, who lead the way. Wales drew Nil Nil with finland in a friendly in helsinki. Fulham Winger Harry Wilson had his first Half Penalty saved after brennanjohnson was fouled. Matt smith had the best chance of the second half only for his shot, to flashjust wide. Wales have two World Cup qualifiers next week. Talking of World Cup qualifiers, england are in hungary tonight in budapest, the first match for them since the euro 2020 final. Hes perhaps best known for his tv roles in homeland and supergirl. But in his latest project, actor David Harewood is very much himself. Its a book that focuses on his past experiences of mental Health Breakdowns, and the effects of everyday racism. And David Harewood is with us now. Good morning. Good morning. Yes, the last time i was on the sofa was that be right . Yes, the last time i was on the sofa was actually i that be right . Yes, the last time i was on the sofa was actually in i that be right . Yes, the last time i| was on the sofa was actually in the documentary and i was on this journey to discover what happened to myself, 30 years ago when i had a psychotic breakdown and it was very traumatising and the clip you show this morning where i go into the hospital and collect my medical records from 30 years ago, they still have them in microfilm in the basement of the building and in they clip i am supposed to open the envelope and read my medical medical records, and when i did that i was so shocking and disturbing for me. I closed the envelope and said stop filming because it really upset me. I didnt open the envelope again for two years after the pandemic stopped everything in the world stopped, and that is when i met my wonderful agent, stopped, and that is when i met my wonderfulagent, nataliejerome, who wonderful agent, natalie jerome, who encouraged wonderfulagent, nataliejerome, who encouraged me to write about my experiences in the first thing i did when i got back to work was open the envelope and i sat throughout the whole of quarantine reading my disturbed self, and it was quite upsetting but sitting with your demons is one of the things that i think can be quite liberating so, hence the book. I kind found exactly what happened to me and remembered all the things that happen to me when i was growing up and it has all gone into this. I when i was growing up and it has all gone into this gone into this. I remember sitting here talking gone into this. I remember sitting here talking to gone into this. I remember sitting here talking to you gone into this. I remember sitting here talking to you on gone into this. I remember sitting here talking to you on the gone into this. I remember sitting here talking to you on the soap i here talking to you on the soap about the documentary and it was an incredible film but like yOu Say, it was really hard on you doing it, so does that mean now, with the book that you are in a very good place, personally . Mentally, do you feel fit and strong and able to look at all of this now . I fit and strong and able to look at all of this now . Fit and strong and able to look at all of this now . I do. It has been a tou~h all of this now . I do. It has been a tough journey all of this now . I do. It has been a tough journey. And all of this now . I do. It has been a tough journey. And talking all of this now . I do. It has been a tough journey. And talking about i all of this now . I do. It has been a| tough journey. And talking about it has been tough and talking about race and Mental Health is not easy and i applaud all of those people recently, simone biles, adam peaty, ben stokes, taking a breakfor Mental Health and its great that we are broaching the subject and people are broaching the subject and people are no longer afraid to say that they are taking a break for their Mental Health. I think that is an extraordinary place we have got to. I think hopefully, this book, for me anyway, as i said, sitting with those demons, sitting with those insecurities has been a tremendously empowering thing for me. Even though it has been difficult. There is a lot of humorous stories in there, because it is in a memoir of my career of some of the funny things i have done over the years, but has been tough. Now i sit here feeling that there is nothing else that scares me any more, there is no spiders in the cupboard, i know everything that goes to make up who David Harewood is. The everything that goes to make up who David Harewood is. David harewood is. The personal arties David Harewood is. The personal parties what David Harewood is. And you were literally one of those. The figures are uuite literally one of those. The figures are quite shocking. Literally one of those. The figures are quite shocking. And literally one of those. The figures are quite shocking. And they I Literally one of those. The figures are quite shocking. And they are| are quite shocking. And they are similarfor black women are quite shocking. And they are similar for black women as well. Theres obviously something going on. And that was part of the reason why i wanted to write this book. During the pandemic we were sitting there watching that awful moment when George Floyd was murdered and i think the world was suddenly revolted by that and there was a real coming together of minds and we all thought there is something going on here, something wrong and when i saw that, i noticed in the country there was this tendency to think it is an american issue, racism is an american issue, but that was part of my reasoning for going back to my youth because some of the races in my experience growing up in the 70s was awful and its almost like its been glossed over and we dont talk about that but that is mental trauma and a lot of this mental trauma, its internalised and we are never allowed to talk about it. And the minute you do talk about race, i know i will get some things on social media by speaking now. Even as i speak now, they will say, he is banging on again and people dont like to give it any air and the minute it gets some air, those two weeks after George Floyd was murders was difficult for all of us because it was very visible and people were phoning us up and people were inviting me onto shows to talk about racism and again that really traumatise you because you have to deal with these Issues Trauma traces you again. Its a difficult conversation to have and as we saw with the euros, the minute it didnt go quite the way we wanted it to, there was this explosion of racism but what was terribly heartening was the next Day Everybody came out and said, hang on a minute, thatsjust out of order and it was heartening that the british public came out to support those players. Isnt that the british public came out to support those players. Support those players. Isnt it interesting support those players. Isnt it interesting in support those players. Isnt it interesting in your support those players. Isnt it interesting in your film i support those players. Isnt it interesting in your film and i support those players. Isnt it i interesting in your Film And Book you talk about really difficult things, keep your breakdown, about race. Do you feel, in a way, being able to talk about race so openly, we have a way to catch up with the Mental Health conversation, referencing the euros, but if you talk to some players on the england team, they dont want to talk about race because they dont want to keep opening themselves up to the criticism and the racism. find opening themselves up to the criticism and the racism. And that is also what criticism and the racism. And that is also what the criticism and the racism. And that is also what the Book Criticism and the racism. And that is also what the book touches i criticism and the racism. And that is also what the book touches on, the difficulty talking about these issues. Sitting on the sofa having this deep discussion on Mental Health and race, you are trying to sum it up in a friendly, cosy Sound Bite and its difficult, but at the same time we have to have these discussions and i think the book neatly tries to weave those discussions into a journey, my journey from the young boy who used to sit there watching parkinson, near my father, and i used to love those shows, parkinson, morecambe and wise, laughing and loving and feeling like a young English Boy and then having that shattered by somebody coming up and racially abusing me and suddenly i am thinking, oh, maybei abusing me and suddenly i am thinking, oh, maybe i dont belong here. Because i was suddenly made to feel different and not english and sort of rejected by the likes of the national front on the skinheads who are always saying that there is no black in the unionjack and you dont belong here. There was this duality i was growing up with, that i was not always welcome as being english even though i am english and that duality is at the heart of the book and at the heart of my breakdown which finally exploded. The ending of the book, there are two lovely notes about firstly your dad. A very moving passage at the beginning where you pay tribute to him, effectively, for putting you in a place. He works hard and let you do your thing. And then there is a teacher who you reference who clearly was a pivotal moment, somebody said you can do this. Even if you leave aside all the other issues, there are moments of inspiration that you really not to inspiration that you really not to in the book. I inspiration that you really not to in the Book Inspiration that you really not to in the book. S,. , s,. , s, in the book. I pay homage to all of those people in the book. Now its time for the weather with carol. Good morning. Today we are looking at a fairly cloudy day, especially across england and wales and that is the scenario of the next few days, they enough for drizzle here and there but for the North West of the country we are looking at some sunshine. High pressure is still firmly in charge of the weather and is dragging in all of the moisture from the North Sea and a lot of cloud across our shores and we have some fog around as well especially in western scotland and ireland but it wilL Lift. A sunny start across the highlands and central scotland and southern scotland will brighten through today has more Northern Ireland and North West England. West wales will also see sunshine as will southern counties of england but quite breezy through the English Channel, not as breezy as it has been across the east coast but it will accentuate the chilly feel and temperatures up to 21 degrees but in the highlands we could get up to 23 or 24. Tonight it will be a fairly cloudy affair and there will be drizzle around and patchy rain arriving in shetland by the end of the night. Under clear skies and temperatures will fall into single figures but for most of us it will stay in double figures and tomorrow, very similar to today. Stay with us. The headlines are next. Good morning. Welcome to breakfast with Charlie Stayt and sally nugent. Our Headlines Today. Hayley mills was a disney Child Star at the Age Ofjust13. Shelljoin us to look back on her remarkable life in film, stage and television. Good morning, its thursday the 2nd of september. Dame Sarah Storey has become britains most successful paralympian of all time. She defended her c4 5 Cycling Road Race title in tokyo earlier this morning, to win her 17th Gold Medal at her eighth Paralympic Games. Michael redford reports. Commentator Dame Sarah Storey, recordbreaker, History Maker i the latest chapter in this incredible career. Dame Sarah Storey is great britains most successful paralympian. And it was perhaps fitting that she would become great britains best in typical great british weather. Not that that would ever be an issue. The Road Race is storey s event. She won it at the past two paralympics. Not that she had it all her own way, though. Germanys Kerstin Brachtendorf Hadnt read the script, opening up a lead of more than a minute. But to beat Sarah Storey, you need a bigger lead than that. A grimace, and then a glance behind told brachtendorf she had been caught with a lap to go. Pushed by Team Mate Crystal Lane Wright, there was time for a chat and a pat on the back. Storey s success just around the corner. From a young age, storey was told to focus only on herself. Shes certainly done that. So have her competitors. Shes now 43. They still couldnt find a way to beat her. Were always confident in sarah. What sarah does is wins, and wins races well, and gradually she pulled it back. She could do all the work behind the leader, and then finally she got to the front and outsprinted crystal to take the win, so it was a beautiful watch, brought tears to my eyes, even for me. This is storey s third Gold Medal of this games, her 17th Gold Medal overall. She is quite simply the perfect paralympian. Michael redford, Bbc News. Im delighted to say we are joined live from tokyo by Dame Sarah Storey. Congratulations from all of us here at home. An incredible achievement. How was that for you . The race looked horrific. It was fantastic weather, wasnt it because my Eye Wasnt too fussed by the forecast. We probably trained for 32 degrees and 85 humidity, and it was 70 degrees, i was looking at my bike computer. I had to wear a base layer, there was no Cooling Strategy is needed, we were asking for heat packs. But it was brilliant weather to be trying to hurl it round corners and just try and do the best you could. fight round corners and just try and do the best you could. The best you could. And sarah, a career spanning the best you could. And sarah, a career spanning almost the best you could. And sarah, a career spanning almost three i career spanning almost three decades. Forthis career spanning almost three decades. For this morning, as you are racing, was the enormity of it, was that weighing heavy on you . Were you aware of that . I was that weighing heavy on you . I was aware, but racing doesnt always go you aware of that . I was aware, but racing doesnt always go your you aware of that . I was aware, but racing doesnt always go your way, L Racing doesnt always go your way, so there was obviously a lead of about 1. 25 with kirsten at one point, and you have to do all the work, so it is trying to time it so that i wasnt burning matches so that i wasnt burning matches so that i wasnt burning matches so that i still had something left in the tank, and i was aware that i was better on the descent and the technical sections, and i was able to go through those corners quicker than Everybody Else and make them chase, so that gave me an opportunity on the final lap to really maximise my technical ability and then see what was left at the finish. So it was a game of patience, thats for sure. Sarah, as ou are patience, thats for sure. Sarah, as you are talking patience, thats for sure. Sarah, as you are talking were patience, thats for sure. Sarah, as you are talking were just patience, thats for sure. Sarah, as you are talking were just showing l you are talking were just showing an image of you on the podium. Education Secretary Gavin Williamson has said that he would support a wider roll out of vaccines for teenagers, as ministers are being urged to roll out vaccines. Lets speak now to our chief political correspondent, adam fleming. Adam, many will be wondering if they should expect a third jab, but ministers are waiting for the advice all this as the schools go back . Yes, it is almost inevitable there will be an increase, may be quite a big increase in covid cases when children go Back To School, because there will be so much more mixing. Here is the view of one of the experts who is a member of sage, the governments scientific advisory group, professor calum semple, speaking to us a little bit earlier. I think schools will become a greater i think schools will become a greater part of the problem than they were before, because if you want they were before, because if you want to they were before, because if you want to have schools operating as near normal as possible with full ctassesr near normal as possible with full classes, and you cant do social distancing classes, and you cant do social distancing as effectively in them, compared distancing as effectively in them, compared to workplaces where the adults compared to workplaces where the adults are compared to workplaces where the adults are working from home and are vaccinated. Adults are working from home and are vaccinated, schools become a greater part of vaccinated, schools become a greater part of the vaccinated, schools become a greater part of the problem than they were before part of the problem than they were before. So part of the problem than they were before. , part of the problem than they were before. , , part of the problem than they were before. ,. ,. , before. So that is the context, and robabl before. So that is the context, and probably what before. So that is the context, and probably what is before. So that is the context, and probably what is going before. So that is the context, and probably what is going to before. So that is the context, and probably what is going to be i probably what is going to be happening in the next couple of weeks. But in the meantime, ministers are really waiting for the experts on Thejoint Committee on vaccination and immunisation to decide about whether there should be a boosterjab given to people over 50, and also whether children between the ages of 12 and 15 should generally get a Covid Jab at all like they do in many other countries. You dont have to be an expert in decoding Politicians Language to see that the Education Secretary, Gavin Williamson, is really chomping at the bit for that advice to be delivered so that schools and the nhs can get on with delivering those vaccines. I schools and the nhs can get on with delivering those vaccines. Delivering those vaccines. I think arents delivering those vaccines. I think Parents will delivering those vaccines. I think Parents will find delivering those vaccines. I think Parents will find it delivering those vaccines. I think Parents will find it deeply Parents will find it deeply reassuring to have a choice of whether reassuring to have a choice of whether their children should have a vaccination whether their children should have a vaccination or not. We obviously wait vaccination or not. We obviously wait for vaccination or not. We obviously wait for the vaccination or not. We obviously wait for the decision of vaccination or not. We obviously wait for the decision oijvi. You can imagine that probably a lot of us are can imagine that probably a lot of us are very can imagine that probably a lot of us are very keen to hear that, and very us are very keen to hear that, and very much us are very keen to hear that, and very much hope that we are in a position very much hope that we are in a position of very much hope that we are in a position of being able to roll out vaccination for those who are under the Age Vaccination for those who are under the age of vaccination for those who are under the age of 16. But vaccination for those who are under the age of 1 the age of 16. But he wasnt able to sa when the age of 16. But he wasnt able to say when that the age of 16. But he wasnt able to say when that decision the age of 16. But he wasnt able to say when that decision could the age of 16. But he wasnt able to say when that decision could be i the age of 16. But he wasnt able to i say when that decision could be made by the jcvi because they are a very independent group of scientists, so government ministers are in the same position as the rest of us, waiting to hear what the experts advise on those two issues of vaccinations for children and boosterjabs for the rest of us. So far, all the experts have come to a view on is top up injections, third doses for people who have compromised Immune Systems, either because they are Hiv Positive or they are recovering from cancer. They made a Decision Yesterday that those jabs should go ahead, but that is separate from boosterjabs or firstjabs is separate from boosterjabs or first jabs for is separate from boosterjabs or firstjabs for younger is separate from boosterjabs or first jabs for younger people. Adam, thank ou first jabs for younger people. Adam, thank you very first jabs for younger people. Adam, thank you very much. Almost all Subway Stations are closed, after the unprecedented levels of rainfall in the wake of hurricane ida. The mayor of New York, Bill De Blasio described the situation as life threatening. Thousands of Spanish Homes are without electricity, and roads and rail links have been forced to close, after intense Rain Led to severe flooding. A Lorry Driver Shortage has already left its mark on supermarkets and restaurants. But now a number of councils are reporting that Bin Collections wont be going ahead as planned because of a lack of drivers. Bens In Stafford to tell us more. Literally in the thick of it this is one of those stories that people really relate to, and a lot of sympathy for the drivers all throughout the covid pandemic, they carry on working, doing the job that they have got a real problem now. Yes, and we are going to talk about some of those parallels are just a minute, because there are so many parallels between what they did during covid to keep all the drivers safe and deal with the fast changing situations to how theyre coping with some of the shortage of drivers right now. But if you are with us earlier you will know we watched all of the trucks go out and they are already coming back. 25 trucks are based here In Stafford serving 60,000 properties in and around this area. This one deals with just with recycling so it is all the relatively clean waste. The other stuff goes elsewhere. But you are absolutely right, shortage of drivers means you might find your bins are collected a little less frequently than they were in the past. And this is part of a wider problem right across the industry of a shortage of drivers, whether that is for bins or things like restaurants and supermarkets. There is a real problem recruiting and retaining enough drivers. So let me explain the problem as far as bins are concerned, because there is a shortage, a 15 shortage, of drivers to drive these things, bin trucks, around the country, and that for them is a real problem because houses still need that collection to be done, but theyjust dont have enough people to get there to pick it up, so you might find they come less often. But it is a bigger problem, 100,000 drivers short across the uk in all of the different industries for hgv drivers. There are all sorts of reasons, yes, the Pandemic And Brexit have meant that people have returned to where they originally came from, but also there has been a shortage of testing. In a typical year you would get about 40,000 new Hgv Licence is issued, but during the pandemic because of a shortage of tests, there were just 25,000. And it is also an ageing workforce as well. On average, a driver is about 55, so thinking about retiring and doing something else, just i of the industry is under the age of 25 so it means there is a real problem getting new drivers to replace those who are retiring, so that is a huge problem for them as well. So what is being done about it in the short term, but also crucially long term, because we are told that this is not a problem that will be solved overnight. Let me introduce you to beth, she is the chief Resources Officer from veolia. There beth, she is the chief Resources Officerfrom veolia. There is beth, she is the chief Resources Officer from veolia. There is a Lot Officer from veolia. There is a lot of problem getting people to go out and collect beans, so why now . It is and collect beans, so why now . It is the perfect and collect beans, so why now . It is the perfect storm and collect beans, so why now . It is the perfect storm we have been talking the perfect storm we have been talking about, and you mentioned. Less testing through the pandemic, this sort Less Testing through the pandemic, this sort of Less Testing through the pandemic, this sort of exodus of eu skills as a result this sort of exodus of eu skills as a result of this sort of exodus of eu skills as a result of brexit. We have had Tax Treatment a result of brexit. We have had Tax Treatment for contractors which has affected treatment for contractors which has affected the industry, and then finally affected the industry, and then finally as affected the industry, and then finally as you have mentioned we have finally as you have mentioned we have this finally as you have mentioned we have this ageing workforce of drivers have this ageing workforce of drivers in have this ageing workforce of drivers in the uk which we have known drivers in the uk which we have known about for some time, but in the uk, known about for some time, but in the uk, every week 2000 drivers leave the uk, every week 2000 drivers leave the the uk, every week 2000 drivers leave the industry and only 1000 join. Leave the industry and only 1000 join, so leave the industry and only 1000 join, so we leave the industry and only 1000 join, so we have this real mismatch. And there join, so we have this real mismatch. And there is join, so we have this real mismatch. And there is a join, so we have this real mismatch. And there is a danger to recruit people, you have got to pay a bit more. How do you make sure you are getting more people in the industry, notjust getting more people in the industry, not just drivers sloshing getting more people in the industry, notjust drivers sloshing around in the same pool going wherever the money is greatest . The same pool going wherever the money is greatest . There is a mix of thin. S money is greatest . There is a mix of things here money is greatest . There is a mix of things here. Veolia money is greatest . There is a mix of things here. Veolia is money is greatest . There is a mix of things here. Veolia is a money is greatest . There is a mix of things here. Veolia is a company i things here. Veolia is a company that manages waste, water and energy. That manages waste, water and energy, so every day in the uk we touch energy, so every day in the uk we touch one energy, so every day in the uk we touch one in energy, so every day in the uk we touch one in seven people with the services touch one in seven people with the services that we provide, whether it is energy services that we provide, whether it is energy for homes, whatever hospitals is energy for homes, whatever hospitals of the 8 Million households where we collect the recycling households where we collect the Recycling And Waste every week, and the drivers Recycling And Waste every week, and the drivers of the real backbone of our business here. I think you are quite our business here. I think you are quite right our business here. I think you are quite right in terms of there is a shortage quite right in terms of there is a shortage right now, so we have got a shortterm shortage right now, so we have got a short Term Issue that we also recognise short Term Issue that we also recognise there is no silver bullet, this is recognise there is no silver bullet, this is a recognise there is no silver bullet, this is a short, medium and longterm this is a short, medium and long Term Solution that we need. In the short long Term Solution that we need. In the short term we are doing a number of things the short term we are doing a number of things that we have implement it, a £1500 of things that we have implement it, a £1500 sign on bonus but also matching a £1500 sign on bonus but also matching it with a Retention Bonus for our matching it with a Retention Bonus for our existing drivers and hotspot areas for our existing drivers and hotspot areas because we recognise we dont want more areas because we recognise we dont want more drivers to leave. In the medium want more drivers to leave. In the medium term we have an Apprenticeship Offering at veolia, and over Apprenticeship Offering at veolia, and over 100 of our people internally have asked to be upscaled to be drivers, so we will pay for that to be drivers, so we will pay for that training. And in the long term we really that training. And in the long term we really want to think about breaking we really want to think about breaking down the stereotype of the bin man~ breaking down the stereotype of the bin man. You talked about the age profiling. Bin man. You talked about the age profiling, so this is an Age Thing but also profiling, so this is an Age Thing but also thinking about that stereotype, we think that is a great ob stereotype, we think that is a great job for stereotype, we think that is a great job for females, and we can offer a great job for females, and we can offer a great pay. Job for females, and we can offer a great pay, benefits but also our trucks, great pay, benefits but also our trucks, no great pay, benefits but also our trucks, no overnights, no sleeping on the trucks, no overnights, no sleeping on the trucks, you are working on the local on the trucks, you are working on the local community, you have an early the local community, you have an early start the local community, you have an early start but also a really early finish~ early start but also a really early finish~ we early start but also a really early finish. We think that that can really finish. We think that that can really appeal to mums, veterans, lots of really appeal to mums, veterans, lots of different people. And really appealto mums, veterans, lots of different people. Really appealto mums, veterans, lots of different people. And if you are sat at home lots of different people. And if you are sat at home this lots of different people. And if you are sat at home this morning, I Lots of different people. And if you are sat at home this morning, and| are sat at home this morning, and your bins are supposed to be collected, what will people notice, and how do they deal with it if it has not been emptied . The first thin to has not been emptied . The first thing to say has not been emptied . The first thing to say is. Has not been emptied . The first thing to say is, we has not been emptied . The first| thing to say is, we are at Stafford Today thing to say is, we are at Stafford Today and thing to say is, we are at Stafford Today and you have seen all of the Trucks Today and you have seen all of the trucks go today and you have seen all of the trucks go out, we dont have a shortage trucks go out, we dont have a shortage here. This is a contract by Contract Shortage here. This is a contract by Contract Issue for us. We are well versed Contract Issue for us. We are well versed through covid, we are all key workers. Versed through covid, we are all key workers, well versed at getting essential workers, well versed at getting essential services out and keeping the wheels moving as best we can. I think the wheels moving as best we can. I think it the wheels moving as best we can. I think it is the wheels moving as best we can. I think it is really important to say that our think it is really important to say that our teams are working incredibly hard, so we will get round incredibly hard, so we will get round to incredibly hard, so we will get round to you. There might be some changes round to you. There might be some changes in round to you. Thank you for earplaining we will catch up. Thank you for earplaining all we will catch up. Thank you for explaining all that, we will catch up. Thank you for explaining all that, beth i we will catch up. Thank you for explaining all that, beth froml explaining all that, beth from veolia. And do let us know if you are having problems. If there is anything that gets a lot excited, it is bins, so if you are struggling to get yours collected, if you cant get yours collected, if you cant get a delivery, collection from outside the house, if you are still waiting, and also weve been talking about maybe longer gaps between collections, so if it is fortnightly or monthly, let us know. We are going to talk about this is the shortage of drivers continues, so in all the usual ways you can get in touch and we will talk much more about one of my favourite issues which is Bin Collections, and this is something which is so important, and one of those industries that we absolutely do take for granted. But i have learned a lot here this morning. So true, ben. I dont doubt lots of people will contract you contact you because it is one of those things that people do get in touch about. Travelling to portugaljust got easier, with unvaccinated british Holiday Makers now able to avoid quarantine on arrival. It follows Italys Decision to drop isolation rules for Uk Visitors if theyre double jabbed and have proof of a negative test. Lets discuss these ongoing changes with simon calder, Travel Editor at the independent, whos at gatwick airport. Simon, just explain the rule change, what does it mean . This simon, just explain the rule change, what does it mean . What does it mean . This applies to unvaccinated what does it mean . This applies to unvaccinated people, what does it mean . This applies to unvaccinated people, and what does it mean . This applies to unvaccinated people, and it what does it mean . This applies to unvaccinated people, and it really. Unvaccinated people, and it really goes against the trend, which has been basically if youve had both jabs you are welcome, and if not then you are going to have to have testing and possibly quarantine as well. Now portugal has just lifted the Quarantine Requirement for unvaccinated travellers. People flying in, and we have had a couple of flights already to the main airport to the algarve today, faro, that was my Test Certificate for my latest trip, but you are not going to have to self isolate. And oddly, if you fly into spain and then carry on from there into portugal by rail or road, you dont need to take a test at all, it just shows how complex the rules are and of course at a time when we are going into the Autumn Season for many people, some are disappeared before it had even begun, the countries of europe are looking at competitive easing of travel restrictions in order to get brits out there, even though looking at the latest Infection Rates, the uk is way above greece, france, portugal, spain and italy. 50 uk is way above greece, france, portugal, spain and italy. So would Ou Sa , portugal, spain and italy. So would yOu Say. Simon. Portugal, spain and italy. So would yOu Say, simon, that portugal, spain and italy. So would yOu Say, simon, that portugal portugal, spain and italy. So would yOu Say, simon, that portugal is i yOu Say, simon, that portugal is taking a little bit of a risk by doing this because mike does that then suggest that as yOu Say they are desperate for people to go there . ,. , are desperate for people to go there . ,. ,. , there . Yes. Every country that allows people there . Yes. Every country that allows people from there . Yes. Every country that allows people from a there . Yes. Every country that allows people from a more i there . Yes. Every country that i allows people from a more infectious location to come in is taking a risk, in the uk is pretty much up there with the us in terms of Infection Rates. Personally i would be much safer in portugal or greece or spain or italy or france than they would be in the uk because of they would be in the uk because of the much lower prevalence there. But what they are not doing is saying, 0k, what they are not doing is saying, ok, we will allow vaccinated people in without a test, and that is critical, because some countries, including greece and spain and france, i doing that. And interestingly we have had 28 departures from here today, of which it doesnt have been going to spain and another eight to greece, and only three are going to portugal, so people are voting with whoever has got the easiest restrictions. But it is really important to remember that having got abroad, your problems are onlyjust beginning. You have then of course got to organise your tests for coming back, one before you fly, if you are vaccinated then one after you land if you are vaccinated then one after you [and if you are coming in from anambra country, and that is going to cost you about £100, and clearly thatis to cost you about £100, and clearly that is going to add an awful lot to the costs. But i must say, this is the costs. But i must say, this is the closest ive seen to gatwick being a real airport. It used to be the busiest one, the busiest single Runway Airport in the world, and it is now actually a little more like an airport, which is a great relief to the many people who work here and elsewhere in the travel industry. Simon, is there now pressure on other countries to follow portugals lead . And can i put a little bit of pressure on you. If you are going to bet on who was next, where would you bet on who was next, where would you be looking . I bet on who was next, where would you be lookinr . ,. , bet on who was next, where would you be lookinr . ,. , , be looking . I would actually be lookinr at be looking . I would actually be looking at portugal be looking . I would actually be looking at portugal again i be looking . I would actually be looking at portugal again and l be looking . I would actually be I Looking at portugal again and say, all right, if youve beenjabbed, then we will let you in without a test. But of course they are watching the rates in the uk very closely, and the one place youre not going to be getting into any time soon as australia, they have just said overnight another three months before they even let australians out of their country. But we will see gradual easing, and the one country that many, many people are desperate to see taken off the red list which requires Hotel Quarantine when you get back to the uk is turkey. The government says there are still very significant variants of concern, but in a couple of weeks that may change. I give you kind of 50 50 on that, but i stress, please dont make any bookings on the basis of that, it is pure speculation and i have been very wrong many times before irate have been very wrong many times before ~. , have been very wrong many times before . , i. Time now for the weather. If you are listening to the weather earlier this week you would have heard me talk about Hurricane Aida to a tropical cyclone. What that means it is not as strong as when it was a hurricane but has still been packing a punch, most recently bringing tornadoes, torrential rain across newjersey and also into new York City and in fact, in central park, 150 millimetres of rain, getting on for six inches fell in six hours. Half of that fell in just one hour, so lots of issues with flooding and that means for ourselves it doesnt look so bad. It has been so cloudy recently across Parts Of england and wales over the next few days we will hang onto The Cloud still producing drizzle worries for scotland, Northern Ireland and North West England we have seen sunshine and higher temperatures and that will continue. So a lot of Cloud Around and also thick enough for drizzle across the midlands and into East Anglia and we have some sunshine across the highlands of central scotland as well, cloudy and southern scotland and breaking up through the Afternoon And Breaking in West Wales and also Southern England but also breezy through the English Channel and a bit full day in the channel islands. Into northern England Sunshine and and the North East of scotland. About 23 or 2a Degrees Yesterday and yesterday was 25. Generally we are looking at 1a or 21. As we head for the evening and overnight we see a lot of Cloud Around and still thick enough for drizzle and patchy rain arriving in shetland where the sky remains clear this is where the temperatures will fall and we look at single figures under clear skies put in towns and cities we are staying in double figures. Into friday and through Southern England during the day and also western scotland. Not so much of a breeze either coming in through the east coast or through the English Channel either and we are looking at temperatures between 1a and 22 degrees. Into the weekend and things a bit different but there will still be some Cloud Around during the course of saturday and some showers out towards the west but equally there will still be some sunny skies and temperatures will start to rise and we are looking at 14 start to rise and we are looking at 1a degrees and 23 degrees and when i say temperatures will rise im talking about where they have been low because they had been high across Parts Of scotland in particular. On sunday a lot of dry weather around but we have some showers and rain coming in across the North West and on sunday we should see temperatures as high as 25 or 26 in the South West. I will have more later. Hello, this is breakfast with Charlie Stayt and sally nugent. Morning live follows breakfast on bbc one this morning. I Dame Sarah Storey will fly home tomorrow having become great britains most successful paralympian ever winning her 17th paralympic Gold Medal. She defended her c1; to 5 Cycling Road Race title in tokyo earlier this morning, at what was her her eighth games having made her debut at barcelona in 1992. Dame storey told us how she was feeling when she spoke to us earlier. It still feels a bit like an out of body experience, like you are watching somebody else go through that. It is very, very hard to put into words and ive worked for this for such a long time but ive worked for such a long time but ive worked for each race independently so now i have finished all three i am like, we are finished and i will be at Home Tomorrow Evening and its very strange and im hoping over the course of the next few hours in the next day before i get home it starts to sink in. Ive had so many messages and im trying desperately hard to reply to them as quickly as i can because its overwhelming. Great to talk to her. That is the warm weather training. That is the really hard work when you have someone who can spend five or six hours on their rollers in the Living Room, that is really boring however much you have the aim to be in tokyo, that is when you know somebody will be unbelievable at the sport and they will make it. That is quite different from watching these moments but i know in cycling that there are lots of people who want to emulate her and its one of those things, having the most medals is not what you are going to sport to do but i know shes really proud of that and there are other athletes like her who want to win Gold Medals, so its an exciting time for us and its a bit of a shame shes leaving and i know she wants to be with herfamily leaving and i know she wants to be with her family and leaving and i know she wants to be with herfamily and its leaving and i know she wants to be with her family and its a shame she cant have time to celebrate with her team but no member of the team is able to do that. And thats a wonderful thing. A wonderful ethos. And, of course, films like the Parent Trap did have a lot to say to kids at that time because divorce was just starting to be available and it showed two kids taking charge and it showed two kids taking charge and making sense of the mess that the grown ups in their lives had made of their lives. And thats another reason why i wanted to write this book, just to go back and try to make sense of my own life but also to remember that world that really has gone. I turned up in hollywood just at the very end of its glory days. Someone described it as a lost empire, and it was because begging your pardon, television arrived and it really did change hollywood. Because we know too much about people . What was it that changed . A; people . What was it that changed . Lot of the old ways of being and doing and working finished. A lot of the old establishments and places where the stars used to go and live because they didnt live in hollywood, they would visit hollywood, they would visit hollywood while they were making movies, so places like the coconut grove, places like that, they all disappeared and i saw them and i went there and the next year i would go and they would have disappeared. You were set up with a date for an event and you were set up with George Harrison, who was at the peak of his fame in the beatles and you are waiting at home for him to turn up so can you pick up the tail . Idid, thank turn up so can you pick up the tail . I did, thank goodness, write about this extensively in myjournal, as one would and it was my mother who sent me up. I was horrified. And george said, yes, and how could he say no and the whole house was in complete uproar. And then suddenly there was George Harrison standing in the hall with his hands in his pockets and all that wonderful hair. And i went downstairs with my knees shaking and i went off in his black E Type Jaguar down to henley to a charity event, Richard Todd used to do it every year, marvellous actor. And it really was an extraordinary experience being with george because he had such a magnetic quality and it wasnt just because he had such a magnetic quality and it wasntjust because he was one of the beatles. That helped, of course, but there was something extraordinary about george. He was very composed. He was very calm. And people were just drawn to him. Then we went to the cinema, there was a showing of a movie, i cant remember what now. Anyway, i never saw it because there were so many people rushing around. The charity was for the red cross and we thought, when we got into the cinema away from the screaming girls who try to tear our close off our backs that we would be comfy and safe but then the red cross landed on us with elbows in our faces and stomachs and somebody knelt on my lap. Then the film started and im going on too long, please stop me if i am. Ida. Started and im going on too long, please stop me if i am. Please stop me ifi am. No, keep anoin. Please stop me ifi am. Then the film began and we i thought we could watch the film, but no, people were crawling up the aisle with autograph books in their teeth to get to george. And then it was over and i will cut to the chase, and i was back in that wonderful E Type Jaguar going down the road and now we had a bit of a bond because we had been through something and i had experienced a little bit of what he went through. He hadnt gone to america yet, so he hadnt hit the peak of beatlemania, so we get back to my home where we were living in richmond and my dad opened the door at three in the morning and there we were, standing there and im standing there with George Harrison who i really was in love with and my dad said, would you like to come in for some scrambled eggs . George said, oh yes, id like that. So we went down to the kitchen and i wont to a Liverpool Accent, i wouldnt dream of it, not here do a Liverpool Accent and my dad made scrambled eggs, which id never seen him do before in my entire life and then george got up and said, well, ive got to rush now, because im moving home at half past four with ringo and the police are giving us an escort and he left, years later i met george and his lovely.
