I thank everyone involved, and i believe they can be very proud of what they have done. But hundreds of afghans eligible for relocation, and uk nationals, have been Left Behind, and the government has been criticised for having not done more sooner. President biden warns another attack on Kabul Airport is highly likely within the next 2a hours, as us forces prepare to leave. Forecasters warn a storm approaching louisiana could be more powerful than Hurricane Katrina which devastated New Orleans 16 years ago. Dilemma for doctors. A severe shortage of Test Tubes in The Uk means patients needing urgent Blood Tests could face delays. Hello and welcome if youre watching in The Uk or around the world. The uk Prime Minister, borisjohnson, has paid tribute to the military and other personnel involved in the Evacuation Operation in afghanistan. Mrjohnson described their efforts as heroic and said the Uk Departure from afghanistan was the culmination of a mission unlike anything weve seen in our lifetimes. An Raf Plane carrying the final contingent of british troops and diplomats left Kabul Airport last night, bringing to an end The Uks 20 year Military Presence in the country. More than 15,000 people have been airlifted out of afghanistan by The Uk in the past fornight. But hundreds of afghans eligible for relocation, and uk nationals, have been Left Behind. Us president Joe Biden has warned that another attack at Kabul Airport could come in the next 36 hours. The first of our reports comes from jon donnison. Packing up and heading out. The last british soldiers and diplomats have now left afghanistan, bringing an end to a Military Operation that lasted just shy of two decades. In recent days, more than 15,000 people have been evacuated by the raf. British nationals and afghans who had worked with The Uk, along with their families. But hundreds who wanted to get out have been Left Behind. I dont think theres a certain person deployed forward, whether the 1,000 or so in kabul, or the many others drawn from her Majestys Government who could have given more the last two or two and half weeks. The effort has been truly humbling. To see the hours worked, the exhaustion on peoples faces, we have tried our best. We have absolutely tried our best. Sadly, it has not closed the gap we would have wished, but that should not take away from the pride in what weve achieved. It was 2001 in the aftermath of 9 11 that the first british troops arrived in afghanistan, part of a us led mission. One of the first objectives, to oust the taliban from power. 20 years on, its the islamist group who are still calling the shots. But in an open letter to troops this weekend, the Prime Minister said The Uks involvement in afghanistan had kept alqaeda from our doorfor two decades. We are all safer as a result, he said. You should feel immense pride. Heavy gunfire. But as we leave, the shadow of terror still looms. Tension remains high at Kabul Airport, where thursdays Bomb Attack by a local branch of the so called islamic State Group killed at least 170 people, and america is warning of a high chance of another attack within the next 2a hours, despite a us Drone Strike in the east of the country, which the pentagon said targeted is militants. But as the last british troops left, the government here says that focus is on supporting around 1,000 afghans it failed to get out on time. Without boots on the ground, what Format Support will take is not clear. The last Uk Flight out of kabul have been arriving this morning. James reynolds is with me. The been arriving this morning. James reynolds is with me. Reynolds is with me. The british Afghanistan Reynolds is with me. The british afghanistan Ambassador Reynolds is with me. The british afghanistan ambassador was reynolds is with me. The british| afghanistan ambassador was the reynolds is with me. The british afghanistan ambassador was the most notable passenger, Laurie Bristow emerged 8 30am this morning, walked alone down the steps, touched down on the tarmac and was greeted by a discreet handshake from his boss at the foreign office, the permanent undersecretary. That was that. That was the stark image, the stark confirmation that britains mission in kabul is over, over but not complete because although britain evacuated 15,000 people, the numbers suggest they still did not get everyone out and there are still around 1000 local allies they wanted to evacuate but could not evacuate. That clearly weighs heavily on the mind of the departing ambassador, the man Who Hasjust mind of the departing ambassador, the man who has just returned and other officers, they are deeply saddened by the fact that is incomplete. The safety of those they could not get out is now in the hands of the taliban itself. Thank ou ve hands of the taliban itself. Thank you very much. Hands of the taliban itself. Thank you very much, james. The shadow foreign Secretary Lisa nandyjoins us. What are your thoughts on how those who have been Left Behind are best help . Increasingly concerned the government doesnt have help . Increasingly concerned the government doesnt have a help . Increasingly concerned the L Government doesnt have a Handle Help . Increasingly concerned the government doesnt have a handle on this. We found out this morning from the observer that thousands of those E Mails of cases of p. Stranded have gone unopened within the foreign office, dont appear to have put 0ffice, dont appear to have put very much resource into dealing with this. You have some very overstretched and under Resourced Staff who are clearly not managing to cope with the volume of what is coming in. That estimate of around 1000 people Left Behind seems to me thats going to be a dramatic under estimate. My office has been Tracking Cases by Labour Mps and we have more than 5000 at the current time, people trying to help lead including british nationals and many afghans who helped us. For the government, not even to be in a position right now where having promised to move heaven and earth to get people to safety, they dont seem to have done any of those basic things about setting up processes within government, putting resources, talking to regional partners, to make sure that we can set up Processing Centres on the other side of the border, all those basic conversations just dont seem to have happen yet. Thats a really, really shameful thing for this government after the chaos of recent days to not even be on the front foot about dealing with those who have been Left Behind, those who helped us and supported us who are now in grave danger, itjust Beggars Belief that we are where we are. We have known for 18 months that this was coming. Is have known for 18 months that this was coming have known for 18 months that this was cominu. ,. ,. ,. , ~ was coming. Its imperative that we talk with the taliban . Its imperative that we talk to with the taliban . Its imperative that we talk to the with the taliban . Its imperative that we talk to the taliban, with the taliban . Its imperative that we talk to the taliban, a that we talk to the taliban, a dialogue is essential, not least because we have got thousands of in recent days, if the reports we have been getting from the Front Line are right, have been blocked from leaving, many of those people taken off buses, at checkpoints and told that they could not proceed to the Barons Hotel and to the Kabul Airport. We have got to have a dialogue with the taliban, i dont know how extensive those conversations have been but i suspect very limited in scope so far. There is a big difference between a dialogue and Diplomatic Recognition of a regime that has been going door to door, threatening reprisals of those who helped our efforts over the last 20 years and who came together through violent means, Displacing A democratically elected government. You means, Displacing A democratically elected government. Means, Displacing A democratically elected government. You talked about the number of elected government. You talked about the number of left elected government. You talked about the number of Left Behind, the number of Left Behind, potentially being up to 5000 you believe. 0ne Mp has already said about those Left Behind, the Uk Government could be facing a massive Hostage Situation effectively. Is that how you see it . I Hostage Situation effectively. Is that how you see it . Hostage situation effectively. Is that how you see it . I think Tom Tugendhat that how you see it . I think Tom Tugendhat is that how you see it . I think Tom Tugendhat is right that how you see it . I think Tom Tugendhat is right about that how you see it . I think Tom Tugendhat is right about that. Tugendhat is right about that because there are many, many people i have been in contact with only over the last few days who are currently in hiding, who have no Safe Route Out of afghanistan that, as well as hundreds of people who have been trying to make their way to the border, and get across, particularly the border with pakistan. When i spoke to officials from the pakistani government, in the last couple of days, there was an element of pessimism about how much pakistan is going to be able to do, they have got 3 Million afghan refugees already in the country. And i think many of those regional partners are looking at the united kingdom and the Home Office for example where Priti Patel has said were going to cap the number of refugees we will accept at 5000 over the next year. And they are thinking, how on earth can you expect us to do more when your commitment is so little . Thats why the Prime Minister urgently needs to get a grip on this. He said he would move heaven and earth to get people out but yet many of his Government Departments are taking steps that are actively working against those efforts and its appalling, frankly, that he hasnt got more of a handle on this, given how much those people did for us and did for our troops and our government over the last 20 years. And our government over the last 20 ears. ,. , and our government over the last 20 ears. , ,. , years. Realistically, though, they are in a country years. Realistically, though, they are in a country now years. Realistically, though, they are in a country now where years. Realistically, though, they are in a country now where the i are in a country now where the stated goal of the taliban is not to allow them to leave, the taliban has said they dont want them to leave. There is a temporary embassy going to be overseen by the afghan ambassador outside of afghanistan obviously, but in the region, to try to coordinate these efforts but in practical terms, to coordinate these efforts but in practicalterms, how to coordinate these efforts but in practical terms, how do you get to somebody who is in hiding because they fear for somebody who is in hiding because they fearfor their somebody who is in hiding because they fear for their safety and get them to a safe place . There have been a number of ways them to a safe place . There have been a number of ways that them to a safe place . There have j been a number of ways that other governments have been exploring to do that. 0bviously dialogue with the taliban is important and thats one of the reasons why we have been urging the government to speak to regional partners, because there are many countries in the region, including pakistan, turkey, that have better lines of communication with the taliban than we do. We let this morning that the foreign Secretary Havent even picked up the phone to pakistan, the Foreign Minister or the afghan Foreign Minister or the afghan Foreign Minister in the last six months. Those relationships are just simply not there and they need to be established urgently. So that we can negotiate some kind of safe corridor. The german Foreign Minister had been exporting with turkey whether there might be a prospect of a civilian corridor that would be overseen by the turks in order to get people to the border and obviously what then happened is really, really important, the point that the pakistani government made to mute this week was that this is a country that has been ravaged by covid and is still in the middle of a global pandemic. Its not like the situation in the united kingdom where most people have now received at least one dose of the vaccine and they need some urgent support of the border because they cant even test people. To ensure that the dont have covid or that the could self isolate. Weve got hundreds of Refugee Camps in the Uk Government ought to offer some support with that. ,. , ought to offer some support with that. ~ ,. , ought to offer some support with that. , ~ ,. , ought to offer some support with that. ~ ,. Ill have been concerns i think of the Government Playing catch up on this issue as well. 0vernight Government Playing catch up on this issue as well. Overnight in response to the Observer Story that Lisa Nandy mentioned about and opened E Mails, the government has said government has been working tirelessly on this issue but i think one of the key Questions Ministers will now be pressed on over the coming day is what relationships have been established, what agreements if any have been established with countries bordering afghanistan in order to try to establish them sort of Safe Route Out of afghanistan for those who still fear for their safety and desperately want to leave. What the government has said is it will work with international partners, it has labours it can pull with the taliban for example to try to get levers, to pull. Downing street have released a video of borisjohnson. We has asked if we can put our own questions to the prime Minister But Borisjohnson talks questions to the prime Minister But Boris johnson talks about questions to the prime Minister But Borisjohnson talks about the questions to the prime Minister But Boris johnson talks about the fact the Uk Government and others will now be engaging with the taliban. Not on the basis of what they say but what they do. And if the new regime in kabul once Diplomatic Recognition, or to unlock the billions that are currently frozen, they will have to ensure safe passage for those who wish to leave the country, to respect the rights of women and girls, to prevent afghanistan from again becoming an incubator for global terror, because that would be disastrous for afghanistan. Its worth remembering, as we have seen, the ambassador in kabul is no longer in kabul, the no longer have an embassy, we dont have a Military Presence in afghanistan. Undoubtedly, influences hugely diminished. Ithink undoubtedly, influences hugely diminished. I think the government are trying to say there are things they can do, but to what extent they can have an influence, we will have to wait and see over the coming weeks and months. The headlines on bbc news. British troops have left afghanistan, two decades after being sent there in the aftermath of the 9 11 attacks. British doctors warn that a severe shortage of Test Tubes could delay even urgent Blood Tests. Tens of thousands of people are fleeing for safety from the Us State Of Louisiana as a powerful hurricane gets closer. Hurricane ida is expected on make landfall this evening with winds expected to top 130 miles per hour. Nada tawfiq reports. In New Orleans, residents prepare for the worst, even as they hope for the best. It is 16 years to the day since Hurricane Katrina devastated this city. On this unforgettable anniversary, the region is bracing for the landfall of what could be the strongest storm to hit louisiana in more than a century. Locked everything down, moved everything that could blow away, filled up all of the vehicles, put everything in the freezer, have everything ready to go in case we are without power a few days, because it looks like it is coming right at us. It isjust one of those things youve got to live with when you live down here. It is going to come no matter what so we do the best we can. Idas growing power took officials by surprise. Many rushed to leave the area. But time ran out to organise a mandatory Mass Evacuation of the citys 390,000 residents. Just two days ago, the storm was a tropical depression. Your window of time is closing. It is rapidly closing. And just like we said yesterday, i by the time you go to bed tonight, you need to be where you intend i to ride the storm out, and you need to be as prepared as you can be. Because weather will start | to deteriorate very quickly. It is expected to bring winds as high as 130mph, a Storm Surge as high as 15 feet in some areas and extreme flash flooding. Conditions that could threaten life, communities and key infrastructure. Memories of the pain of Hurricane Katrina still haunt this city. The failure of federal levies left 80 of New Orleans underwater. The storm killed more than 1,800 people and left millions homeless here and along the gulf coast. 0fficials stress that the Citys Hurricane protections have vastly improved since then. If Ida Hits at full strength, it will be a significant test of that system. A shortage of Blood Tubes means gps are having to make difficult choices about who gets Blood Tests, the British Medical Association has warned. The bma said shortages across hospitals and gp surgeries were severe and if the nhs did not reduce usage in the coming days even the most clinically important Blood Tests may be at risk. The Department Of Health said it is working to restore normal supply and there continues to be stock in place. With me now is Dr David Wrigley who is the Deputy Chair of the British Medical Association and is also a gp. Are doctors having to make decisions about ordering Blood Tests and who does not get them . About ordering Blood Tests and who does not get them . Indeed we are in the situation does not get them . Indeed we are in the situation is does not get them . Indeed we are in the situation is the does not get them . Indeed we are in the situation is the government does not get them . Indeed we are in j the situation is the government knew about this some weeks ago and put out a message but only in the last two days did they send a directive out to all the doctors, notjust gps, it is colleagues and hospitals. To see that we need to stop and i quote, nonessential Blood Tests. That puts doctors in very difficult positions. For example in my surgery on friday, myself and five gp colleagues had to look through hundreds of patients records over the next few weeks and got Blood Tests booked in and worked out whether they could be cancelled. It was our staff who had to phone the patients and tell them this news which is obviously very concerning. Some were understanding but quite obviously, some patients were quite angry that their tests were being delayed. The Government Need to. What kind of tests are being delayed . What is deemed nonessential . Delayed . What is deemed nonessential . ,. , nonessential . Thats a very good cuestion. Nonessential . Thats a very good question. Doctors nonessential . Thats a very good question. Doctors dont nonessential . Thats a very good question. Doctors dont do nonessential . Thats a very good question. Doctors dont do blood j question. Doctors dont do Blood Tests just for the fun of it, we try to do diagnoses, check medication and ensure there is no interactions so we had to make very difficult decisions and decide which ones could be delayed and we dont know how long it will be for, the government has said it could be mid september but we Cant Guarantee that. We have to let patients know these are delays that are outside of our control and im asking the government to speak to patients to advise them because doctors and our staff are getting lots of Anxiety And Anger form these delays. Share and anger form these delays. Are fiuures and anger form these delays. Are figures being put on it in what proportion of Blood Tests should be stopped . Because it is on a scale of what doctors decide is urgent or not urgent. At what point does the Cancellation Tip over into things that are actually regarded as more of emergency was much my Hospital Colleaaues of emergency was much my Hospital Colleagues have of emergency was much my Hospital Colleagues have been of emergency was much my Hospital Colleagues have been told of emergency was much my Hospital Colleagues have been told to of emergency was much my Hospital Colleagues have been told to cut colleagues have been told to cut back on 25 of Blood Test requests but an Arbitrator Figure like that is all well and good but if you have a patient in front of you that needs a patient in front of you that needs a Blood Test, you have to start thinking should i not be doing it . It leads to problems and anxieties it puts doctors in very difficult positions. I had a colleague tell me he never thought he would have to do this as a doctor in the nhs and why has the government not got any Contingency Plan in place when you allow one manufacturer, they knew this was happening there were no plans in place and we have a severe shortage of these Blood Bottles that could turn into a critical shortage but at the moment the government is not speaking to us, not giving us any Help Or Support about how to deal with it and the patients are the one losing out, in limbo, not getting the blood they need. Blood tests that they need. Tests that they need. Thanks for Oininu Tests that they need. Thanks for joining us there has been a goalfor one of Team Gb in the paralympics. Here is the latest. Thank you very much the ban on fans standing in English Premier League And Championship football grounds looks set to be lifted. The bbc has learned that the government is planning to announce the move as early as next month, with a handful of clubs selected as early adopters of Safe Standing before the current season ends in may. After a year and a half away from the stands, its hard to keep your emotions in check. But doing this, standing during a Premier League football match, is still officially banned. By The End of the season in may, though, its expected that, for some fans at least, it will be legally permitted. That is as long its in designated Safe Standing areas, like here at celtic park. These rail seats, as they are known, are built into a waist high barrier for the person behind to lean on. They are also allowed to be used in englands lower divisions. Like here at League 1 shrewsbury town. Now, several Premier Leagues have installed their own in anticipation of a change in legislation, and for many fans, it cant come soon enough. Its fantastic news, ive got a bottle of champagne at home, ive been waiting for this moment fora long, long, long, long time. Ill not open it yet, because of course, for the moment its an intention to do it, but when its actually officially done, then that bottle will be open, as i say it has been a very long campaign. It means fans are being treated like the fans of any other sport. And being given the choice. Those that want to stand can stand and those that want to sit can sit in the knowledge they are amongst like minded fans who want to sit down as well and are not going to have their view blocked. So we are being treated equally with rugby fans, fans that go to Cricket Or Horse racing, all other outdoor sports, big sports, who can have that choice and until now we havent had that for the last 30 years. Ministers are keen to proceed with caution. There will be no return to the packed terraces of yesteryear. But it is thought a handful of clubs will soon be chosen as early adopters and, if successful, the ban on standing in the top two divisions will be fully lifted within the next few years. A formal announcement from the government could come as soon as next month. Now its time for a look at the weather with 0wain. Hello, hello, i hope youre doing all right. Many of us saw a bit of Brightness And Sunshine yesterday and we will tend to see a bit more of that today although it is rather cloudy and grey for some of us. There is the headline, bright and breezy, dry for most, i say dry for most because we still have High Pressure in charge, there it is on the big picture. This will stick around over the next couple of days introducing further settled conditions, its shifting a bit towards the North West and in doing so, it will draw in a bit more of a breeze but the Satellite Image from earlier on showing it keeping things like this Weather Front at bay and continue to do so over the next couple of days. You can see the Wind Arrows coming down from the north, introducing a bit of a breeze along eastern coastal parts now part cloudy across northern ireland, Northern England and the thickest of the cloud we may get the Odd Spot of drizzle, turning cloudy across the South West of england, the odd shower possible and quite a range in temperatures, cooler under the cloud, 15 or 16 across parts of scotland, could get a 22 In Cardiff where we see sunshine. As we head through the evening we see the return of some low cloud, Mist An Fog as well, becoming rather extensive across parts of northern ireland, scotland into Northern England and this will extend further south. We may get the Odd Spot of drizzle with lows of around 13 or 1a celsius. As for tomorrow, we will tend to see more of that cloud through the Day But West is best once more as far as sunshine is concerned. High pressure still here, but as i mentioned, without moving slightly towards the North West, it will continue to introduce more of a breeze and i think we will notice that tomorrow. Bank holiday monday for some of us, these are the Wind Gusts so we will not see the wind speeds like this all the time but they will pick up at times and i think temperatures probably quite similar getting to about 20 more prolonged spells of sunshine. As we look further into this week, a bit deeper into the crystal ball, we see more in the way of cloud, there is tuesday, still breezy, with Wind Arrows moving further inland will introduce more cloud as well with top temperatures reaching 19 or 20. Quite similar over the next couple of days, feeling cooler at times and cloudy but we will see sunny spells and we will keep you posted. Stay safe, see you soon. Hello, this is bbc news.
