Forecasters warn a storm approaching louisiana could be more powerful than Hurricane Katrina which devastated New Orleans 16 years ago. Dilemma for doctors. A severe shortage of Test Tubes in the uk means patients needing urgent Blood Tests could face delays. Standing could be returning to british Football Stadiums this season. The bbc understands the Uk Government is set to start lifting the ban imposed after the hillsborough disaster. At the paralympics, great britains Hannah Cockroft wins her third successive 100m gold. Hello and welcome if youre watching in the uk or around the world. Borisjohnson has Boris Johnson has paid borisjohnson has paid tribute to the afghanistan efforts and describe them as heroic and said the Uk Departure was the culmination of a mission unlike anything we have seen in our lifetime. More than 15,000 people have been airlifted from afghanistan in the last fortnight, hundreds of afghans eligible for relocation and Uk Nationals have been Left Behind. President biden has warned another attack at Kabul Airport could come in the next 36 hours. Jon donnison has more. Packing up and heading out. The last british soldiers and diplomats have now left afghanistan, bringing an end to a Military Operation that lasted just shy of two decades. In recent days, more than 15,000 people have been evacuated by the raf. British nationals and afghans who had worked with the uk, along with their families. But hundreds who wanted to get out have been Left Behind. I dont think theres a certain person deployed forward drawn rfrom her Majestys Government who could have given more the last two or two and half weeks. The effort has been truly humbling. To see the hours worked, the exhaustion on peoples faces, we have tried our best. We have absolutely tried our best. Sadly, it has not closed the gap we would have wished, but that should not take away from the pride in what weve achieved. It was 2001 in the aftermath of 9 11 that the first british troops arrived in afghanistan, part of a us led mission. One of the first objectives, to oust the taliban from power. 20 years on, its the islamist group who are still calling the shots. But in an open letter to troops this weekend, the Prime Minister said the uks involvement in afghanistan had kept alqaeda from our doorfor two decades. We are all safer as a result, he said. You should feel immense pride. Heavy gunfire. But as we leave, the shadow of terror still looms. Tension remains high at Kabul Airport, where thursdays Bomb Attack by a local branch of the so called islamic State Group killed at least 170 people, and america is warning of a high chance of another attack within the next 2a hours, despite a us Drone Strike in the east of the country, which the pentagon said targeted is militants. But as the last british troops left, the government here says that focus is on supporting around 1,000 afghans it failed to get out on time. Without boots on the ground, what Format Support will take is not clear. Lets go live now to our Correspondent Rajini Vaidyanathan whos following developments from delhi. The brits are out, there is still that matter of the hundreds who remained, that britain says will not be at abandoned but its not clear how they will come out. Also obviously Ugly Americans remain and there are warnings of danger still lying ahead. Whats the latest you are hearing about the situation on the ground . Its are hearing about the situation on the ground . The ground . Its a very Tense Situation the ground . Its a very Tense Situation and the ground . Its a very Tense Situation and us the ground . Its a very Tense Situation and us officials the ground . Its a very tense | situation and us officials said the ground . Its a very Tense Situation and us officials said only a few days ago that these final stages leading up to that August 31 deadline could be extremely dangerous. As you know, us President Biden saving the highly likely it could be another Terror Attack and the us embassy in afghanistan issuing a fresh warning to its citizens who are in the country to leave any of the Airport Areas immediately, if they are there. Thats a very serious warning, because they see that there is a serious credible threat that another attack could happen in the next 2a hours or so. The us is continuing its evacuations up until that deadline but this is a very, very fraught situation and we are hearing that around the airport, there is heightened security, the taliban are manning more checkpoints and that is preventing people without the paperwork from actually getting to the airport which is of course what we were seeing in recent days as people were just turning up to the airport in the hope that they could get on a flight. As you say, there will be many, many people who want to get on a flight who simply will not be able to. To get on a flight who simply will not be able to. Whats happening in terms of the not be able to. Whats happening in terms of the taliban not be able to. Whats happening in terms of the taliban forming not be able to. Whats happening in terms of the taliban forming its not be able to. Whats happening in | terms of the taliban forming its new government and how the country will be going forward . Be going forward . Thats still something be going forward . Thats still something that be going forward . Thats still something that is be going forward . Thats still something that is an be going forward . Thats still something that is an ongoing J Something that is an ongoing question. At the moment, were starting to get more of a picture around the country of what the taliban seem to be seeing in kabul and what we are heaving on the ground. Certainly we had yesterday the taliban saying that women who work in Health Care will be allowed to return to work, but there is a big question about other Government Employees who are women, will they be able to work or not . What is the new afghanistan under the taliban . And i spoke to people in provinces where outside of kabul who said they are seeing in their localities young girls not being allowed to go to school, not getting an education, people not being able to work. So i think that is the question. As whatever government ends up taking shape, is what will that look like in terms of the future of afghanistan . Going back to the situation at Kabul Airport, the taliban are saying we have already controlled some parts of the airport. The us said thats not the case and they are still in control of the airport but of course that hand over, that transition is likely to happen quite soon and there are also questions about how the airport will be controlled going forward, some conversations about whether turkey might end up at operations at the airport and i believe it has been reports of talks between qatar, the Taliban And Turkey about how that would go forward. The airport will be key of course because it also is a place where a lot of international aid will be able to arrive in the country so having access to that is still very important to people and of course as we discussed before, that is the key. Whats left are those who cannot leave afghanistan, we are getting more warnings every day, of the grave humanitarian crisis in the offing. The grave humanitarian crisis in the offinu. , ~ the grave humanitarian crisis in the offinu. ~ , 0ur political correspondent Jessica Parker is here with me. Strong accusations that ministers were caught off guard, the west was caught off guard and this has been a foreign Policy Failure and i think now the big questions will be what next . How are we going to help for example those people who could not for whatever reason make it to Kabul Airport . Downing street have released a Video Statement from the Prime Minister, the bbc has asked if we can put our own questions to borisjohnson, but in that statement among the things he said, the Prime Minister says the west allies will now be engaging with the telephone. Not on the basis of what they say but what not on the basis of what they say but what they do. And if the new regime but what they do. And if the new regime in but what they do. As we see now, this is a humanitarian crisis that will deepen the more we go into it. Thousands of people dead and injured, Tens Of Thousands of people, half A Million who are displaced. When i asked my father what would you like to do . He simply told me that, son, iam you like to do . He simply told me that, son, i am tired of running. As a family they have been running for the past four decades. I was born into war in 1983 and spent five years hiding from the rockets and the bombs and then we migrated to pakistan as refugees and stayed there in Refugee Camps for three years of suffering from inhumane conditions as a family of eight living in a muddy room, suffering from malaria and i contracted to buy closest. We came back to afghanistan in 1991 and the bloody Civil War started in 1992 which many afghans remember. I contracted to their justifying safety, we were hiding in safety from the daily rockets and bombs and shelling is when the taliban took over, sadly the country was extremely isolated, the economy crumbled to the extent my father was driving a taxi for six months just to be able to afford, these are the dramatic memories myself in so many other afghans remember and they dread the country not going back in that direction so we cannot abandon afghanistan one more time. On top of that, most of them are mentally traumatised, that mental help is another issue which has not been discussed it will have impacted so many afghans recently and the refugees when they come into our shores in the uk or anywhere in the world, they will have those dramatic memories, even after two decades, my ptsd resurfaced so we need to address the Mental Health and provide safety for the refugees and provide safety for the refugees and provide compassion. For example for the uk to scrap the neutrality and the uk to scrap the neutrality and the Borders Bill and for us to be able to look at refugees more as humans to allow them to flourish the same way i was allowed when i came to the uk as a 15 year old refugee. He was greeted by the permanent undersecretary, his boss and on that plane, there were a number of other evacuated diplomats, around 200 soldiers as well. Its important to say, i spoke to an admiral here, everyone has been evacuated as far as they could from kabul itself. That uk staff, diplomats and soldiers, they are out of kabul, the last cut out overnight. Flights then went to dubai first of all, those flights from dubai are now heading straight here to raf Brize Norton and those flights will continue to several days, there may be four flights of those today but it was a symbolic moment to see the ambassador arrived back on british soil, nevertheless there is a feeling here when i spoke to the admiral that that mission is incomplete, because a number of local afghan allies around 1000 by the count of the Uk Defence secretary, have been Left Behind. Laurie bristow stayed behind to process as quickly as possible these applications. There must be so much going through the heads of those returning to the . Hurricane ida is expected on make landfall this evening with winds expected to top 130 miles per hour. Nada tawfiq reports. In New Orleans, residents prepare for the worst, even as they hope for the best. It is 16 years to the day since Hurricane Katrina devastated the city. On this unforgettable anniversary, the region is bracing for the landfall of what could be the strongest storm to hit louisiana in more than a a century. Locked everything down, we moved everything that could blow away, filled up all of the containers, put everything in the freezer, we have everything ready to go in case we are without power for a few days, because it looks like it is coming right at us. It isjust one of those things you live with when you live down here. It is going to come no matter what so we do the best we can. Idas growing power took officials by surprise. Many rushed to leave the area. But time ran out to organise mandatory Mass Evacuation of the citys 390,000 residents. Just two days ago, the storm was a tropical depression. Your window of time is closing. It is rapidly closing. And just like we said yesterday, i by the time you go to bed tonight, you need to be where you intend i to ride the storm out, and you need to be as prepared as you can be. Because weather will start | to deteriorate very quickly. It is expected to bring winds as high as 130mph, a Storm Surge as high as 15 feet in some areas and extreme flash flooding. Conditions that could threaten life, communities and key infrastructure. Memories of the pain of Hurricane Katrina still haunt this city. The failure of federal levies left 80 of New Orleans underwater. The storm killed more than 1,800 people and left millions homeless here and along the gulf coast. 0fficials stress that the Citys Hurricane protections have vastly improved since then. If Ida Hits at full strength, it will be a significant test of that system. Barry keim is the State Climatologist for the state of louisiana and currently in Baton Rouge which lies directly in the path of the hurricane. I asked him what was to come. Right now, the storm itself is about 100 miles offshore, attempting to make landfall sometime tomorrow afternoon, around 1pm local time, 7pm london time and tomorrow, its midnight here right now, but by tomorrow morning, i would expect we will start seeing some impact here with some of the feeder bans, the Heavy Rain moving through, the wind picking up and buy later tomorrow night, i would anticipate we could actually see Hurricane Force winds and we are about 60 miles inland off the coast and we still could have Hurricane Force wind even this far inland even though it will degrade as it comes onshore. Its supposed to come onshore as a category four hurricane with winds at about 140 miles per around keep in mind, we have records back to 1851 on hurricane is, this would put it as the top three or four strongest hurricanes to ever hit louisiana. Here in the uk , a shortage of Test Tubes means gps are having to make difficult choices about who gets Blood Tests, the British Medical Association has warned. The bma said shortages across hospitals and gp surgeries were severe and if the nhs did not reduce usage in the coming days, even the most clinically important tests may be at risk. Kathryn stanczyszyn reports. More than 12 Million Blood Tests are carried out in england each week. But now, Nhs England has admitted there is a serious shortage of the Test Tubes used in the process. A shortage likely to get worse over the next month. It is down to a major supplier of the vials experiencing what it says are serious Supply Chain issues due to increased Demand And Transportation and border challenges. Patients in england and wales have been receiving Text Messages like this from their gp surgeries, stating that new Nhs Advice means that clinically urgent Blood Tests will continue but others could be rescheduled. The sort of testing put on hold is likely to be in areas like fertility, allergies and prediabetes. But some clinicians say the guidance is vague and it is not always easy to decide what is essential. They are calling for more information from government. There will be some patients who absolutely must have Blood Tests and i have got to make that Decision And Choice and seek understanding from patients who perhaps could wait a bit longer. But ill tell you this much, the lack of clarity in terms of how long this might go on for, what volumes we are dealing with or what small numbers we are dealing with in terms of the tubes available, how quickly we are going to go short, all of that is unknown. The department for health and social care says it is working flat out with the supplier to make sure there is minimal impact on patient care. But the nhs has been warned the issues could continue for a significant period of time. The bbc has been told that the Uk Government is set to announce plans to gradually lift the official ban on standing in Premier League and Championship Football grounds. Its thought a handful of clubs in englands top two divisions will be selected as Early Adopters of Safe Standing before the current season ends in may. 0ur political correspondent, Peter Saull reports. After a year and a half away from the stands, its hard to keep your emotions in check. But doing this, standing during a Premier League football match, is still officially banned. By The End of the season in may, though, its expected that, for some fans at least, it will be legally permitted. That is as long its in designated Safe Standing areas, like here at celtic park. These rail seats, as they are known, are built into a waist high barrier for the person behind to lean on. They are also allowed to be used in englands lower divisions. Like here at League 1 shrewsbury town. Now, several Premier Leagues have installed their own in anticipation of a change in legislation, and for many fans, it cant come soon enough. Its fantastic news, ive got a bottle of champagne at home, ive been waiting for this moment for a long, long time. Ill not open it yet, because of course, for the moment its an intention to do it, but when its actually officially done, then that bottle will be open, as i say it has been a very long campaign. It means fans are being treated like the fans of any other sport. And given the choice. Those that want to stand can stand and those that want to sit can sit and amongst like minded fans who want to sit down as well and are not going to have their view blocked. So we are being treated equally with rugby fans, fans that go to Cricket Or Horse racing, all other outdoor sports, big sports, who can have that choice and until now we havent had that for the last 30 years. Ministers are keen to proceed with caution. There will be no return to the packed terraces of yesteryear. But it is thought a handful of clubs will soon be chosen as Early Adopters and, if successful, the ban on standing in the top two divisions will be fully lifted within the next few years. A formal announcement from the government could come as soon as next month. Youre watching Bbc News. And well be taking an in Depth Look at the papers with our reviewers, thats coming up after the latest Headlines and a full sport update. Now its time for a look at the weather with 0wain. Hello, hello, everyone, i hope you are doing all right. Many of us saw are doing all right. Many of us saw a bit of Brightness And Sunshine yesterday and we will tend to see a bit more of that today although it is rather cloudy and grey for some of us. There is the headline, bright and breezy, dry for most, i say that because we still have High Pressure in charge, there it is on the big picture. This will stick around over the next couple of days introducing further settled conditions, its shifting a bit towards the North West and in doing so, it will draw in a bit more of a breeze but a Satellite Image for earlier only showing it keeping things like Weather Front at bay and continue to do so over the next couple of days. You can see the Wind Arrows coming down from the north, introducing a bit of a breeze along eastern coastal parts now part cloudy across northern ireland, Northern England and the thickest of the cloud we may get the Odd Spot of drizzle, turning cloudy across the South West of england, the tremor possible and quite a range in temperatures, cooler under the cloud, 15 or 16 across parts of scotland, could get across parts of scotland, could get a 22 In Cardiff where we see sunshine. As we head through the evening we see the return of some low cloud, Mist An Fog as well, becoming rather extensive across parts of northern ireland, scotland into Northern England and this will extend further south. We may get the Odd Spot of drizzle with lows of 13 or 14. As for tomorrow, we will tend to see more of that cloud through the Day But West is best once more as Father Son Trainer is concerned. High pressure still here, but as i mentioned, without moving slightly towards the North West, it will continue to introduce more of a breeze and i think we will notice that tomorrow. Bank holiday monday for some of us, these are the Wind Gusts so we will not see the wind speeds like this all the time but they will pick up at times and i think temperatures probably quite similar getting to about 20 more prolonged spells of sunshine. As we look further into this week, deeper into the crystal ball, we see more into the crystal ball, we see more in the way of cloud, there is tuesday, still breezy, we Wind Arrows moving further inland will introduce more cloud as well with top temperatures reaching 19 or 20. Quite similar over the next couple of days, feeling cooler at times and cloudy but we will see sunny spells and we will keep you posted. Stay safe, see you soon. Hello, this is Bbc News with joanna gosling. The Headlines. 20 years after being sent in the last british troops have left afghanistan the evacuation in the wake of the taliban taking charge is over.
