This is a culmination of a number of changes that people wanted to be made over the last number of years. How we are approaching it is to have a series of consultations. The current consultation is open to ask those people involved, stakeholders, athletes, organisations, what sort of changes need to be made. And then we will go through to more consultations as we refine the code, and there is also a set of Practice Standards that go with the code as to how we implement standard action. How far is it to get it right . How difficult is it to get that right . It is a complicated business. Especially for intellectual disabilities where you cant see the actual impairment. So what we have to do is we. There is a 2 stage process. Firstly we have to be sure that they actually have the impairment, so we use a World Health Organization diagnosis. And we assess the evidence that they meet that diagnostic criteria. The more difficult complex aspect is you have to demonstrate that the impairment affects the performance of the sport, and that has to be done sport by sport. A clear example of that from physical disability as if you are left a left at the Beauty And Air pistol shooter, there is no reason that if you are right handed you shouldnt should be in the paralympics, but if you are a swimmer, it clearly is going to affect your ability. The first minister, nicola sturgeon, says it will be led by a judge, and will scrutinise all devolved decisions relating to covid, including what happened in care homes. She made the announcement at todays scottish briefing. The Scottish Government has previously committed to the establishment of a statutory Public Inquiry into their handling of the pandemic. Today we have started the process of getting such an Inquiry Up Process of getting such an inquiry up and running. I can confirm that it will be established by The End of this year as promised, and it will take a person centred Human Rights based approach. We have this Morning A published draft aims and principles for the inquiry, which following a period of consultation, which will take place between now and The End of september, consultation with interested parties including bereaved families, these aims and principles are intended to become the basis for reform of terms of reference of the inquiry. Discussions have begun with the Lord President about appointing a judge to the inquiry. It is folly an intention that this will be a Judge Led Inquiry. We will also liaise carefully with the Uk Government and devolved governments on the likely terms of a uk wide inquiry. Where possible, not least to reduce the burden on those who will give evidence to these inquiries, it will be important to avoid duplication and overlap, however the need for their cooperation with other governments is not, in my view, and reason to delay the establishment inquiry. I do believe that a full Public Inquiry has and is extremely important role to play in scrutinising the decisions we took Andindeed Scrutinising the decisions we took and indeed continue to take during the course of the pandemic, but also in an identifying appropriate lessons for the future. The number of Online Grooming crimes recorded by police in england and wales, has jumped to an all time high. There were nearly 5 and a half thousand cases in the year to march. The figures are stark. In three years, theres been a 69 rise in the number of cases of Online Grooming. For one young woman, deceitful messages escalated to sexual abuse. Is the grooming went on, he would tell me he was slightly older, and then he was slightly older than that, but by that point i trusted him that much that it didnt matter, it didnt register. It went on for quite some time. We met in person, he sexually assaulted me and then went on to rape me twice. I didnt realise that thats what it was at the time. I thought that he loved me and that thats what you do. It wasnt until i was probably about 16 or 17 that it really hit home about what had happened. The figures show Instagram And Snapchat were used the most often for sexual grooming. Agencies trying to protect children fear new Safety Legislation that is imminentjust wont be enough. Groomers will look to contact children on large sites like facebook or instagram, but then migrate them across to a live Streaming Platform or perhaps to an encrypted messaging platform. And one of the key areas where the legislation is falling short is only asking platforms to address the risks on their own sites, rather than working together to identify the emerging threats, to share intelligence, to share best practice. Online grooming was found on all the main platforms. In a statement, a Facebook Spokesperson said. The fear of not being heard when you go to the police as well, is one of the reasons why people, particularly myself, did not come forward sooner. That leaves a lot of lives at risk. The Inspector Of Constabulary were saying that Police Forces in england and wales need to do more to protect women and girls. In your view, what do they need to do . If you were talking to the police right now, what would you be saying about what how they need to improve their performance and upped their game . There are stark statistics around who is experiencing this. While we know it it is heavily weighted towards women, there are one in six men experiencing this. In a report, we found children is experiencing this in their relationships as they get younger and younger as well. I would say that there are reports that come through from friends and family and colleagues that are not really taken seriously that are not noted as well as they should be, and certainly not considered when it comes to evidence or indeed prosecution when terms of bail are breached Orfor Prosecution when terms of bail are breached or for Example Prosecution when terms of bail are breached Orfor Example in my case where we had an injunction in case in place, and it was breached. There were reports that went into the police, that they didnt come from me, the burden of evidence was me to report it, nothing got done about it. Their frame of reference is their relationships they have experienced recent previously. There is a huge amount that can be done within schools and families. Advocates can go out and share experiences so people know they are not on their own. I think there is a huge Education Piece to be done. During lockdown, the instant dents and reports of abuse went up in the first few weeks of lockdown and we werent really talking about it. There was not a lot of people talking about it. There is huge Education Piece particularly within schools and supportive environments, and we need more responsibility on our services to be able to do and act quicker, based on those reports, because a lot of people feel their hands are tied. The pressure on the us ahead of the g7 summits comes as the un human Rights Chief says shes received credible reports of violations in areas of afghanistan under taliban control, including Summary Executions and restrictions on women. Restrictions on the right of women, including the right to move around freely, and girls� right to attend school, recruitment of child soldiers and repression of peaceful protests and expression of dissent. Many people now fear reprisals by the taliban against those working with the government, or the international community. But there are other equally pressing issues. Kabul is flooded with homeless, desperate people, not clamouring to leave, just trying to stay alive in a country chronically dependent on international aid. These are people who have been uprooted, who are staying out in the open or staying in camps, who have left the Safety And Security of their homes. These are people who are searching for water, whose harvests have failed, who have seen atrocities that nobody should ever see, and are now living in a country where they dont know what is going to happen next. There is a high degree of fear. What these people need is the support of the international community. Afghanistan is in the middle of a drought, a pandemic, and until recently, a war. As The World races to get people out, the country ravaged by four decades of conflict is facing even more hardship. Paul adams, Bbc-news'>Bbc News. The governments own mps and the opposition believe there are ways to influence the taliban which must be used, as lives are at stake. This is a very different, more complex country than when they were last in power. The population is twice the size. The Banking System and the economy is about to collapse. Those who kept the country going, running the water, the food supplies, businesses, transport, running the airport, have largely departed. The taliban will need international agencies support to avoid a massive humanitarian crisis, famine and starvation. The taliban will be looking to The Uk for support, i they will be looking to other countries for support. For example, they will be looking to us for access to airspace. I there are levers that these very powerful countries can exert, i even at this 11th hour, and that is what the Prime Minister has to get World Leaders to agree a common approach on today, i or the implications for people are going to be appalling. I the question for borisjohnson and Western Allies is how much to engage with the taliban. For now, they say new sanctions are not on the table. The priority is saving lives. It went on for quite some time. We met in person, he sexually assaulted me and then went on to rape me twice. I didnt realise that thats what it was at the time. I thought that he loved me and that thats what you do. It wasnt until i was probably about 16 or 17 that it really hit home about what had happened. The figures show Instagram And Snapchat were used the most often for sexual grooming. Agencies trying to protect children fear new Safety Legislation that is imminentjust wont be enough. Groomers will look to contact children on large sites like facebook or instagram, but then migrate them across to a live Streaming Platform or perhaps to an encrypted messaging platform. And one of the key areas where the legislation is falling short is only asking platforms to address the risks on their own sites, rather than working together to identify the emerging threats, to share intelligence, | to share best practice. She was horrified when the Amount Saskia was expected to contribute to her care from her benefits suddenly increased from £92 a month to more than £500 a month. It will mean that her life is far from fulfilled or enriched. It will mean that she has to make difficult choices, or i have to make difficult choices for her. That she cant take a train to where she plays football with her team. When mum told me, she just burst out into tears, and i was like. I hate seeing my mum cry. The family also says £1500 was taken from saskias account without warning to cover backdated charges. Without my intervention, she would not have had any food that week, she would have not been able to pay her gas, Electricity Or Water bills. The Bbc asked councils in england about increases in care charges. 83 responded. In the last two years, they have increased the money they collect from people needing care by £51 million, the equivalent of a 13 rise in costs for each person getting support. And six councils have doubled the money they raised from community based Learning Disability services. This is another sign that social care is in crisis and it needs more money, it needs proper reform. This is simply wrong, that people who are the least well off in society are being expected to make up the shortfall, when this money should come from government. Directors of Council Care services say after years of austerity, their finances are so tight they face really tough decisions. It is not what local authorities would choose to do, but increasingly we are just running out of options. We need to stay solvent, we want to continue to be able to provide services and levelling charges isjust one way of doing that.
