But i would like to reassure the public that we have a dedicated team of officers who are tasked with finding lee, and i would once again appeal to anybody that sees him to call 999. Hello, this is bbc news. The Headlines Chaos and panic outside Kabul Airport as the us advises It Citizens not to go there until they are asked, because of Security Threats outside the gates. Senior taliban figures including the groups co founder, Mullah Baradar arrive in kabulfor talks about establishing a new government. Greece has erected a Aokm Fence on its border with turkey, amid wanings of many afghan civillians fleeing their country. We are awaiting a Press Conference from The Pentagon in the united states. This is the scene live at the moment. We are expecting to hear from the Pentagon Press Secretary and also an army major general. We are getting the latest on the situation. They will have more information on what is going on in afghanistan, particularly at Kabul Airport. We are not sure if they will take questions but they may be questioned about their reaction to what President Biden said yesterday in his Press Briefing. Lets discuss what has been said in the united states with our correspondence in washington. Barbara, first off, what sort of reaction was there in the united states to what President Biden had to say yesterday . I think there was, biden had to say yesterday . I think there was. It biden had to say yesterday . I think there was, it was biden had to say yesterday . I think there was, it was welcomed biden had to say yesterday . I think there was, it was welcomed that i biden had to say yesterday . I think| there was, it was welcomed that he was quite strong reassuring people that all people would be evacuated. He had been rather equivocal about that when speaking earlier in the week although he has always said it is important. He was pressed on that yesterday because that is a big issue here for people, especially those in afghanistan, especially in the military. It wasnt entirely clear if he would commit to extending his end of Month Deadline to make sure the afghans got out but he made a stronger commitment than previously. He also said everything was under consideration when he was asked about the military going beyond Caliban Lines Outside of the airport to rescue people. He wasnt specific about it. He did say that there wouldnt be a perimeter extended. There has been some calls for lawmakers in congress, especially veterans who say you need to extend the Security Perimeter beyond the airport, and he basically said, if we do that, that could have unintended consequences. He talked of the threat of militant attacks from islamic state groups there and later on we understood from The Pentagon that there had been an excursion beyond caliban lines, Military Helicopters going to a nearby hotel to bring nearly 170 americans into the airport. They were brought in by helicopter but it seems the threat was mostly and has been all along for massive crowds around the gates, the crushing crowds, and also the taliban Crowd Control Method is seem sometimes to fire in the air which creates a risk as well. Broadly speaking. Go ahead. I as well. Broadly speaking. Go ahead. ,. , ahead. I wanted to get a quick handle on ahead. I wanted to get a quick handle on the ahead. I wanted to get a quick handle on the figures ahead. I wanted to get a quick handle on the figures and handle on the figures and evacuations the us are coordinating. They have no nationals but also evacuating afghans Working With them. , , evacuating afghans Working With them. , , evacuating afghans Working With them. , ,. , evacuating afghans Working With them. , , ,. ,. , them. Thats right. Its a Mix Of eole. Them. Thats right. Its a Mix Of peeple their them. Thats right. Its a Mix Of people. They are them. Thats right. Its a Mix Of people. They are evacuating. Them. Thats right. Its a Mix Of people. They are evacuating american citizens, they are evacuating american nationals who completed the paperwork to get on the flights. They have had a process that was in place had restarted before the draw down, but it has been very slow. But its quite a bureaucratic process for these afghans to get accepted, to get security vetted, their documents in order. Those who have been able to get through that process are evacuating now. They are also putting on planes third country nationals. There is a cooperation amongst nato countries trying to get their nationals out, so those are some times on the us planes as well and we understand that is the case with other countries like germany and britain. If they have room on their planes, they will also take them out. Is their planes, they will also take them out. ,. , their planes, they will also take them out. ,. , ~ them out. What Mr Biden has said is what we have extended . What Mr Biden has said is what we have heard. Extended . What Mr Biden has said is what we have heard. His extended . What Mr Biden has said is what we have heard. His spokes what we have heard. His spokes people at the Pentagon And State Department Havent moved beyond that and he has left open the possibility. He has not ruled it out. His one line in the sand is that he will do whatever it takes to get more americans out and that the military Operation Wont Leave until that happens. So he said they will make thejudgment about that happens. So he said they will make the judgment about the deadline as they get closer, so he has left that possibility open but he hasnt committed to a clear commitment to extending it if necessary and there are some people in congress saying a clear commitment would be helpful because part of the reason you are seeing this panic rushed to the airport is because people are aware of this deadline, they feel that time is short and they are all rushing to the airport and creating security issues and problems with processing people. So it would be helpful if you could publicly extend it but he hasnt done that. President Biden Insisting the us hasnt lost any credibility. Is there a feeling he could take a hit in the midterms over this . I there a feeling he could take a hit in the midterms over this . In the midterms over this . I think there are two in the midterms over this . I think there are two things. In the midterms over this . I think there are two things. There in the midterms over this . I think there are two things. There is there are two things. There is credibility with voters and their Risk Credibility with the international community. He was talking about credibility with allies when he made that statement. Its clear he has lost credibility because there had been open criticism about what hes doing and there have been that the us move has weakened the us reputation, but also those western allies who are aligned with the us, so the whole western effort. There has been open criticism about that. I guess he was speaking about the conversations he himself is having with various leaders, but people in their administrations have been making those comments. When it comes to voters, its a different question and a lot of Mr Boyd andstatements seem to be domestic driven. He knows a large majority of americans wanted the war to end and that is partly the war to end and that is partly the reason he asked. Partly the reason he took this step. There has been a drop in polls showing support for the move since the chaos at the airport began a week ago, but there is still more people who support it than dont support it and the calculation at this stage is to make sure this airlift is successful and by the time you get to the midterms, the thing that people will remember is America Left afghanistan. Having said that the line the republicans are taking is that this exit demonstrates the Incompetence Ofjoe Biden as a leader and i think they will take that line and mix it with other things, other policies that Mr Biden has two build that argument is the midterms near, and that perhaps may be persuasive. We the midterms near, and that perhaps may be persuasive. May be persuasive. We cant say riaht may be persuasive. We cant say right nova may be persuasive. We cant say right nova He May be persuasive. We cant say right now. He mentioned may be persuasive. We cant say right now. He mentioned tHe May be persuasive. We cant say right now. He mentioned the success of the airlift, there are a lot of partner countries that the us is Working With to get particularly the afghan nationals out before they are then further processed. There were reports earlier this week that uganda had been called on to take some of the us afghans, who was the us Working With . The some of the us afghans, who was the us Working With . Us Working With . The Secretary Of State Ut Us Working With . The Secretary Of State put oUt Us Working With . The Secretary Of State put out a us Working With . The Secretary Of State put out a statement us Working With . The secretary of L State put out a Statement Yesterday in which he said that 13 countries had accepted to be Transit Stations for the afghan nationals. That means afghans could be moved from kabul to these countries for the processing and the paperwork to be done. That includes Middle Eastern countries like qatar and the United Arab Emirates and bahrain. Also European Countries like germany. He also said there were 12 countries that had said they would accept afghan nationals as refugees to stay. Uganda was one of them, canada is another and there were more, i dont have them at the moment but he made a point of saying this is a large international effort. Mexico also agreed to accept afghan refugees, so the secretary made a point of saying this is a large international effort of countries who are willing to help with transit and settlement. Of course that means the afghans at the moment who are getting on the plains are wondering, where am i going to end up . Are wondering, where am i going to end u . ~ , a, end up . Indeed. We understand President Biden end up . Indeed. We understand President Biden this end up . Indeed. We understand President Biden this week end up . Indeed. We understand President Biden this week was l end up . Indeed. We understand President Biden this week was meant to head to wilmington, his home for the weekend but he is not going there now. Its a real indication of how serious this is all looking at this particular weekend. Do you think it also gives an indication of President Bidens Foreign Policy . Because we heard at the g7 that he was looking very squarely at china, but what does that say about the Middle East and the asiatic region in which afghanistan sits . You are riaht, he in which afghanistan sits . You are right. He has in which afghanistan sits . You are right, he has cut in which afghanistan sits . You are right, he has cut short in which afghanistan sits . You are right, he has cut short His In Which afghanistan sits . You are right, he has cut short his holiday| right, he has cut short his holiday several times this week to come back to washington and speak to the crisis in the airport. And he was meant to go to Wilmington Yesterday and he did not. He is getting a Security Briefing from his national Security Briefing from his national security team today. We understand according to his schedule. But then he will be going to wilmington and getting down time after he gets the latest national Security Briefing. In terms of your question on Foreign Policy, he has been quite clear about it, he said, i have wanted to get out of afghanistan for a long time. He has over the past ten years made clear he didnt think the us had an endgame in afghanistan, he was critical about the corruption there, the partners there and his arguments in terms of pulling out is, our mission was to get rid of Alqaeda And 0sama Bin Laden and we stayed to do some rebuilding. Afghanistan is a particular thing with President Biden. 0n the other hand, yes he has made clear as has his national Defence Team that they want to shift their focus to asia. But they are being quite clear about it that the challenges posed by russia and especially by china are Theissues Russia and especially by china are the issues they want to focus on and the issues they want to focus on and the drawdown from afghanistan is being put in that context as well. What sort of conversations have the usb and have been whether it is political or everyday americans been having about the us talking to the taliban . We have heard there is going to have to be some sort of recognition of the government. What is the feeling there . The recognition of the government. What is the feeling there . Is the feeling there . The us has been talking is the feeling there . The us has been talking to is the feeling there . The us has been talking to the is the feeling there . The us has been talking to the taliban is the feeling there . The us has been talking to the taliban for. Is the feeling there . The us has been talking to the taliban for a | been talking to the taliban for a while now because under the trump administration, there was a deal signed with the taliban and they have been having talks in doha, qatar on this deal. It was a Peace Deal between the us and the taliban and the deal was that the taliban would not attack us soldiers and it would not attack us soldiers and it would also work at having a Peace Settlement with the afghan government, and then under those conditions the us would withdraw its troops. That has been going on for some time. The administration does have the channels to talk to the taliban leadership which began in doha. They have obviously use those channels to talk knows so much about a political settlement, right now they have been used to make sure the Evacuation Plan can be carried out and so we have been told many times by The Pentagon that the military has constant contact with the taliban outside the airport. The assessment of that here is that here is the united states having been fighting this 20 Year War against the taliban, it is now having to get permission from the taliban to get its citizens out. That hasnt gone down very well, the optics of that. Broadly speaking in terms of government itself, its a practical recognition that they are going to, these are the people that will be in control and they want to try to use whatever leveraged they have to influence the ultimate way that the Power Structure is set and how the policies are handled. So another thing the administration keep saying, and this is together with other nato allies, that they are working to put international pressure on the taliban through the promise of diplomatic recognition to respect the rights of all citizens, especially women and girls and the fact the taliban are talking to other members of other afghan leaders. People who had taken part in the previous administration. I think the issue in terms of american reaction and i suspect i dont know how widespread it is, but the thing that has been mentioned the most in terms of the talking is the taliban checkpoints around the airport and the fact the americans had to negotiate with them to get out. Just auoin negotiate with them to get out. Just going back to the deal that was struck with President Trump. 0bviously struck with President Trump. Obviously in terms of the drawdown. Many are saying, this was all about nato, this unilateral decision that america took in pulling out of afghanistan. What do americans think of how that was done . Do they think it is a policy failure, do they think it is about intelligence . What is the feeling there . Is the feeling there . There are two thins. Is the feeling there . There are two thin95 the is the feeling there . There are two things. The deal is the feeling there . There are two things. The Deal President is the feeling there . There are two things. The deal President Trump i things. The deal President Trump struck. Afghanistan has been off the radar for many years. The deal was actually not that well accepted by some nato members, they felt Mr Trump was doing whatever he could to cut and run and that there were conditions in the deal, one of them was not to attack us troops which the Tale Abided By and the other was to create a Peace Settlement with the afghan government which they did not do. So there was criticism in nato about this deal and when President Biden came in, it was a question about whether he would on it or not. That is the us withdrawal and in The End he decided to go ahead with the withdrawal, partly because he has always wanted to get out of afghanistan but there has been criticism from allies that he didnt focus on the conditions, the taliban had not been meeting the conditions. That is the withdrawn but in terms of the way that it was conducted, that has been criticised from american quarters and that has come from congress, lawmakers, from organisations that deal with afghanistan, from the diplomats who are executing it and they were saying that they needed to ramp up this process of getting out americans and of evacuating those people who had worked with the united states and the criticism is the administration of a slow with that. And now it is facing the consequences. What the administration has said in its defence is when it came into power, it inherited a programme that had been basically put on hold under the trump administration, very few of these afghan nationals had been vetted and it had been put on ice for a year because of code red. There was a 17,000 Person Backlog in this process and then when President Biden decided to go ahead with the withdrawal, the urgency became greater. But then the afghan leadership at the time asked Mr Biden not to go very strong on the evacuation because it would show a lack of confidence in the Government And Lack of confidence in the country and this was before the taliban had made this A Drive that it had made and Mr Biden agreed to do that and he presents that now in his defence. I guess that he and certainly people in his Administration Field that is a mistake. ,. , mistake. One more question. I appreciate mistake. One more question. I appreciate you mistake. Before i described the situation in kabul for the past 2a hours, i want to recap the past 2a hours, i want to recap the past 2a hours, i want to recap the past week and present a holistic view of what has been accomplished. As you know August 1a we began this Evacuation Operation which really is exactly one week ago today. Since then, we have rapidly deployed thousands of troops into afghanistan. 0urfootprint Thousands of troops into afghanistan. 0ur Footprint continues today to start at approximately 5800 troops on the ground, continuing to provide and secure the Kabul Airport to allow for Evacuation Operations. As you know these troops were both pre positioned as well as deployed from the united states. Then as forces steadily flowed in, we successfully secured the Kabul Airport. The situation just a week ago was a little bit different than it is today. The airport remain secure. Us Military Personnel currently oversee Flight Operations both us military contracted aircraft as well as foreign aircraft continue to operate within Kabul Airport. Additionally the us military has maintained the Gate Security at major gates and supported our State Department colleagues in the process of individuals to prepare for evacuation flights out of afghanistan. Critical to getting americans and afghans at risk out of the dire situation requires additional space intermediate staging bases in other locations. This impacts our throughput. For example two days ago if you recall, the us military lifted nearly 6000 evacuees in a single day. In the last 2a hours, six us Military C 17s and 32 charters departed kabul. Through this combined effort and the total Passenger Count for those flights was approximately 3800. Also in the past 2a hours, a number of see 17s are moving between Qatar And Germany providing critical relief that will increase our input to those intermediate staging bases. Finally in the past 2a hours, three flights landed at dulles international airport. There are now afghans injust international airport. There are now afghans in just one week since beginning this operation have left afghanistan and will be transition to fort Bliss Today for further processing in this process. As you can see, this is a very complex and multistep operation. We are committed to this highly important mission to bring american citizens, and at risk of afghans who work alongside 0rbost throughout our time in Afghanistan And Vulnerable Afghans including women and children safely out of afghanistan. Since The End ofjuly, we have relocated approximately 22,000 people. Since the beginning of this Evacuation Operation on August 1a, we have evacuated approximately 17,000. I would add that intelligence, Law Enforcement and counterterrorism professionals are conducting Screening And Security vetting for all vulnerable afghans before they are allowed to enter into the united states. These agencies are surging resources to evaluate all of these evacuees to ensure protection of the homeland. This massive effort is the result of teamwork across the Inter Agency and the cooperation of our partners around the world who share in this incredible effort. Thank you.
