And what is now clear is that, for example, weve seen in recent days that the taliban is getting less of Its revenue from things like the Production And Export of opium, and Its increasingly being able to levy taxes on trade, ports have been evacuated, the taliban is levying taxation, and thats a crItical component of being able to structure some semblance of an estate. Afghanistan is in dire financial straIts over the past few months and years. There should have been more knowledge as to the organic De Facto Statehood that the taliban had, and the ease wIth which they would have been able to retake the country once troops had left. Clearly the taliban leadership is aware of these issues and obviously wants to be able to have the advantages associated wIth being a recognised state, they said they are going to respect the rights of women, they wont be a deeply regressive regime, they wont react against those who cooperated wIth the government yet we are seeing the scenes and theres questions as to letter a, how meaningful those statements are, and b, whether Theres Coordination throughout the taliban. Will those on the Ground Respect wIth the leadership are saying, if It doesnt even mean that . If not, Its hard to see how the international communIty could deal wIth this state that has essentially been fighting against for decades now, and which is likely to both be incredibly regressive for women, but also for the country in general. And Its questionable whether or not the taliban will really even be able to construct a De Facto state, whether or not It will be able to assert a monopoly on the legItimate use of force in this terrItory.
