Mps will begin debating the unfolding crisis in afghanistan in the next half hour, as parliament is recalled from its Summer Break. The government is expected to face questions about why the uk and its allies underestimated the speed at which the taliban would recapture the country. Meanwhile, Up To 20,000 afghans will be resettled in the uk over the coming years, under a new scheme announced by ministers. It follows the talibans return to power in afghanistan, which has sparked fears of a refugee crisis. 0pposition parties have criticised the government for not going far enough, as our political Correspondent Nick eardley reports. Arriving in the uk Last Night, british citizens and their afghan allies, some of those who have now fled kabul after the taliban takeover. Back in afghanistan, many more are desperate to leave. These images from monday show how far some are prepared to go to flee. The government is announcing today that Up To 20,000 refugees will be allowed to settle in the uk in the coming years 5000 of them within 12 months. The scheme will be similar to the ones set up during the syrian war. But with the taliban now in control of afghanistan, the government admits there will be a challenge to get people out. They are like You And Me they want shelter, they want the basic living necessities. They want safety, their human right, but also they all need compassion, a fair assessment of their asylum and then to be given the same opportunities that i received when i came to the uk aged 15 and that allowed me to become a doctor. Ministers here and Around The World have been rushing to come up with schemes in the face of the deteriorating situation in afghanistan. The Uk Programme will prioritise what ministers are calling those most in Need Women and girls in particular. The government will work with local councils and the devolved governments to figure out the best places for refugees to be housed. 0pposition parties have called on the government to go further, saying the plan announced today doesnt match the scale of the crisis. The commitment to 20,000, 5000 over the next year, is welcome but i suspect this may not be sufficient to deal with the crisis. We know of course that they are planning to take 5000 in the coming year, 20,000 in the longer term, and the priority is going to be women, girls, minorities like religious minorities as well but how soon will start arriving . What exactly will the criteria be . How will those people actually be reached and extracted from afghanistan safely . Priti patel, the Home Secretary, has spoken a bit more about the scheme this morning. We are saying 5000 in the first year, which will be on top of the work we are already doing to bring other afghan nationals out of afghanistan. But importantly, we have to be able to bring people over to the uk and resettle them and we know that this figure of 5000 in the first year is absolutely deliverable. It would be terrible, quite frankly, to bring people over and not be able to give them the support they would need in terms of accommodation, resettlement, and giving them the opportunity to basically rebuild a new life in the united kingdom because that is effectively what they would be doing. Of course, this has been pretty hastily pulled together, the scheme, so as i say, a lot of details outstanding. The Home Secretary admitted this morning that there are significant challenges on the ground. But we will wait to see whether we get more detail from the Government Today but i think it is obviously clear that the Prime Minister did not want to come to the House Of Commons empty handed, so he has a scheme to talk about but how effective it will be and how soon it will start will be some of the questions today, i think. In terms of what the government can do, of course, that taliban is now in control. We have heard the chief of Defence Staff talking about collaborating with the taliban in order to get people safely to the airport and evacuate them from afghanistan so british authorities are working with the taliban who are essentially in control. We had yesterday from the taliban, saying that they dont want to cause any concerns come at the moment, they are really trying to put out an image that they are going to, within sharia law, allow for example women to continue participating to some extent in public life but the details of that are not clear. What happens in the future . We have heard from foreign secretary dominic raab, raising the possibility for example of sanctions, should the taliban. He was talking about them not keeping to their word on certain issues but really we dont have the detail on how the new government will be run. So it is very much depend on what happens in terms of the new government in afghanistan over the coming weeks and months and indeed years. But the truth is, and we have seen this of course in kabul, theiR British authorities, The American authorities are in no way in control of what is really going on, they are running operations out of the airport. So they dont have a lot of control over what is going to happen in the coming months and years because there is now no effective british or allied Military Presence in the country, aside from what is going on at the airport. I think all of that will obviously play out in the House Of Commons as well today and i think we will hear criticism from Opposition Parties but quite probably from conservative mps as well about whether the scheme to assist some people to leave afghanistan and take refuge in the uk, whether it goes far enough. In the past 2a hours, weve seen more Taliban Leaders returning to afghanistan from qatar. 0ur Chief International Correspondent is following developments from dubai. These are really early days and even the taliban have been surprised by the speed of their success across afghanistan. Ten days, taking over the entire country, which must be historical precedent. As you have been reporting, the taliban leader, the Deputy Leader of the taliban and their chief, one of their chief negotiators, abdul ghani baradar, is now in the symbolic, the birthplace of the taliban, kandahar. A significant first stop for him on return to afghanistan and once he and other senior leaders go to kabul, there will certainly be much discussion about how they are going to implement what they describe as their strong or pure islamic system. As we have been reporting in kabul, they seem to be making quite significant efforts to try to present an image of moderation, of respect, of openness, of listening. But the reports we are getting from the provinces, the places where there are almost no Journalists Operating is something much different, of taliban going House To house, searching for people. Also, those reports, i have to say, coming this morning from the afghan capital, kabul. And in the months where the taliban were overrunning districts in rural areas, we had persistent accounts of girls not going to school, music being banned, people being told, especially women, to stay in their homes. So a much different image, an image which was more consistent with the kind of harsh rule of the taliban in the 1990s, which the taliban so far has been saying, that is not going to be the same this time. Britains Armed Forces continue to evacuate Uk Nationals and some afghans from the country. Earlier we asked the uks chief of the Defence Staff, sir general Nick Carter, how that would work in practice. The afghans need to get themselves to a sort of rendezvous with our people to then process them and get them to the airport. At the moment, it is working fine. It is something we are going to be watching constantly. We are having, as i say, decent collaboration with the taliban at the moment who are prepared, it would appear, to allow people to leave who want to leave and they are behaving in a reasonable fashion. We need to be clear that this is only possible if they behave in a reasonable fashion. We have to hold our nerve and we have to give them the space to form a government and we have to give them the space to show their credentials. I have been talking a lot over the weekend to my afghan network. I talk every few hours to president ahmed becausei, the former president , who you will call was president , who you will call was president from 2004 until 2014 and he has got a very important meeting with the taliban political commission today, who have now come to afghanistan. He will also talk to the military commission. I think subject to how that meeting goes, i think we may well discover, if we give them the space, that this taliban is of course more reasonable. But what we absolutely have to remember is that they are not a homogenous organisation. That taliban is a group of disparate Tribalfigures Taliban is a group of disparate tribal figures that taliban is a group of Disparate Tribalfigures that come taliban is a group of disparate tribal figures that come from all over rural afghanistan and some of the behaviour that we are hearing reported at the moment may not be in line with what the political commission wants its country to be in the future but of course, the reality is often different in different parts of the ground. As president ahmed car as i said to me yesterday, they are Country Boys and how Country Boys may behave, given that they behave according to the local culture, what we call pashtun wally, and the code of honour that goes with it, remains to be seen. But my take is, let me give them the space to see how they are going to govern at the moment and it may be see they have seen how afghanistan has changed in the last 20 years, and the civil society i refer to and have referred to repeatedly over the last few weeks may well be something they absolutely take into account because they want perhaps to have an inclusive government and an inclusive government and an inclusive country. The government is talking about bringing 20,000 refugees in from afghanistan but it is going to be over a period of probably five to seven years, they are talking about 5000 immediately, what is your reaction to that . ~ to that . Well, given the deteriorating to that . Well, given the deteriorating Situation L to that . Well, given the| deteriorating situation in afghanistan and the terrible risk that civilians are under at the moment, we do massively welcome this announcement that the government has made. It is a very positive development to be talking about protecting 20,000 afghans at risk. And make no mistake, this will save lives. However, it is only a start. There is no fixed timeline at the moment. We are being told 5000 in Year One and then an open ended line for the rest of the 20,000. And that could be two years or it could be 20 years and obviously, if it is 20 years, that is a very different picture and a much poorer commitment. I think what we want to see is using this announcement and how welcome it is as a springboard to a full global Refugee Protection Programme that this country commits to, and a commitment to resettling more than 10,000 people per year. We need to make sure this kind of programme is based on principles rather than just in headlines. Programme is based on principles rather thanjust in headlines. It needs to be flexible and responsive, if we need to resettle more people from afghanistan, as this crisis develops. But it also needs to be responsive to other global situations that are developing, other crises that are yet to happen and the more intractable Refugee Situations that exist in many parts of the world. We need to make sure this is not the governmentjust dipping its toe into Refugee Protection and picking and choosing Theissuesit Protection and picking and choosing the issues it wants to deal with. And links to that, we also need to be really sure that this announcement is not a figleaf for the continuing assault on the Uk Asylum system. The bill that is currently going through parliament at the moment, the anti Refugee Bill, promises to punish people for trying to seek safety rather than protecting them. And if for example an afghanfamily protecting them. And if for example an afghan family who are experiencing Persecution Or Gender based violence but are not able to get onto the current programme that has been announced, if they choose to make the dangerous journey to the uk because there will be no other routes to protection, they will be treated very differently from the way in which people on this programme will be treated. So i think our messages to the government, if you are really serious about Refugee Protection, you need to ditch the anti Refugee Bill that is going through parliament at the moment and commit to a really expansive global Refugee Resettlement Programme of at least 10,000 people per year. L of actually getting refugees out . The people who will want to leave are of course the people who feel vulnerable over their safety. Are they going to want to actually leave anywhere of safety that they are currently potentially hiding in and want to get to somewhere where they are in a position to leave . For example, how will those people who are living in hiding at the moment, petrified, terrified, trying to work out what decision to make, we have friends, Afghan Friends and colleagues and people we work with who have family and friends in exactly that situation in afghanistan. It is not clear how this particular programme, yet, will work to be effective for them. But what we also know is that lots of people have already crossed the afghan border and we would be looking to the united nations refugee agency, the unhcr, to work with the Uk Government to establish a process for ensuring that people can come to this country. For many British Army veterans and their Loved Ones, the talibans Swift Takeover In Afghanistan has left them wondering whether the sacrifices made during the afghan war were worth it. 0ur Reporter Matt graveling has been speaking to soldiers whose lives were changed forever in afghanistan, and to the families of those who did not make it home. Ben had got to ten days before he was due to come home. We thought he had got through it. The following day, six oclock in the evening, a knock on the door. A man in uniform. We knew we knew in that Split Second that life had changed. In 2006, ben Parkinsons Army Land rover detonated a mine in afghanistan. He had two collapsed lungs, he lost his spleen, massive chest injuries. Of course, the big ones the massive head injury. The Liaison Officer spoke to andy and actually told him that ben was not going to make it home. Ben is one of the most severely injured british soldiers to survive the war. Ben, he knows how many are now suffering with ptsd and lifelong injuries. He knows how many we have lost. And it is very hard to see that there was any point. While Bens Family continue to help him recover, other Loved Ones were not so fortunate. My husband had said to him, you do realise the risks, dont you . And he said, dad, we know the risks, but we just dont think about it, because if you think too much about it, he said, | nobody would ever go. Richard was flown home afteR Being fatally wounded in an explosion while on a Vehicle Patrol in Helmand Province in 2009. They told me there was no hope. They said, just be with him as long as you can be. So i went to his bedside. The padre said to me, you have got to let him go. He said, you have to. Tell him it is ok to go. So thats what happened to him. The hardest thing i have ever done in my life. I am incredibly sad. Quite bitter. And incredibly angry about it, I Because everything that the lads and girls out there have worked so hard for has just crumbled away. Jack cummings served two tours of afghanistan. In 2010, he lost his legs in an explosion. We signed up on the dotted line. We knew the risks. I was very proud to serve my country. But looking atjust the Way Afghanistan collapsed, you have just got to question it. Was it worth it . I dont think it was. Me personally. I honestly dont think it was. I really hope my opinion changes but, at this present time, just seeing what is happening in afghan. You know, you see the footage on the airfields. These poor afghans trying to flee their country. I am sure, with recent events, what is unfolding in afghanistan, it might set off a few people. All i can say is, if you are struggling, please, speak to your family and friends. Get round each other. Lets not struggle in silence. On sunday, as the taliban continued to reclaim afghanistan, hazel visited her son on the 12th Anniversary of his death. I put the flowers on his grave and i sat and talked to him. I i tell him what has been going on. I said, all your sacrifices have| just been in vain, sweetheart. And i am so sorry. The cost of living rose by 2 in the year tojuly, according to figures published this morning by the office for national statistics. Thats a lower rate of inflation than most economists were expecting, down from a rate of 2. 5 the previous month. The drop in the rate provides some support for the view that upward pressures on inflation should prove temporary. A tropical storm has severely hampered efforts to help survivors of saturdays powerful earthquake in haiti, which has left more than 1,900 people dead. R kelly is one of the most successful artists of all time. Sometimes called the king of R B, kelly has been credited with redefining R B music. But for the last two years, the embattled musician has been behind bars. R kelly and members of his entourage are accused of Recruiting Women and girls to engage in illegal sexual activity with the R B singer. He is also accused of paying victims and witnesses to cover up his alleged crimes. In a now infamous interview with an american network, kelly fervently denied any wrongdoing. If found guilty, he could spend the next several decades in prison. Mental health referrals in england are at their highest level for two years, according to new bbc research. A family from Newcastle Under Lyme is taking the Environment Agency to the High Court over an Odour Radiating from a nearby landfill site. Whereas, 20 years ago, almost no girls went to school, and women were banned from positions of government, now 3. 6 million girls have been in school this year alone, and women hold over a quarter of the seats in the afghan parliament. But, mr speaker, we must be honest and accept that huge difficulties were encountered at each turn, and some of this progress is fragile. I will Give Way. I pay i pay tribute to our ambassador and our Armed Forces on the ground who have been evacuating people in extraordinary circumstances. One of the consequences is that many people have been left trapped, including many of those who should be coming to this country who served as bravely in that country.
