As youve been hearing, the Uk Parliament today is being recalled to discuss the situation in afghanistan. The taliban held their first News Conference on tuesday since taking control of the country and attempted to reassure the worlds media, saying they want to end the conflict and have pardoned all those who fought against them. They said after the formation of a government, everything will be clearer. So how quickly can life in the Country Return to some kind of normality, with businesses able to reopen, trade to resume and people to find work . Also will a large part of the workforce women be allowed to return . The former governor of afghanistans Central Bank, who fled the country at the weekend, told the bbc the economy will deteriorate. We were able to maintain that economic stability, even as provinces were falling, even last week but there are a number of factors that i think will lead to a worsening situation. First of all, we have a large international reserves but i would expect that the us government will freeze those assets for the current time, so that will cause a shortage of currencies, foreign currency, which can be utilised. I would suspect those flows to decline over the coming months and that will cause pressure on the currency to depreciate and that will lead to inflation on the Banking Sector and likely increases in property rights. Property rates. Joining me now is arsla jawaid, lead analyst, control risks. A gloomy outlook from the formal Central Bank governor. What are your thoughts as to how businesses can start to reopen and return to some sort of normality in afghanistan . Thank you and good morning. If the taliban Press Conference Yesterday is any indication, everyone is grappling with governance and what governance really looks like and lets remember the taliban has never really governed. They have inflicted their rule on people with very little regard for human suffering. As you start thinking about governance down the road, the taliban will have to answer that inevitable question of creating a conducive and safe environment for business. Right now, we are too far away from democratisation and like everyone, the outlook is bleak. We do not expect that to happen or change within days or months even as the taliban begins to learn what it is to govern under an administrative framework. Under an administrative framework. ~. , framework. We are hearing in kabul some framework. We are hearing in kabul some businesses framework. We are hearing in kabul some businesses have | kabul some businesses have started to reopen, such as pharmacies and bakeries but there is an awful lot of fear, as you say, and uncertainty about what this new regime will be like. Especially for women, who may be very, very concerned about returning to work. Yes. About returning to work. Yes, absolutely about returning to work. Yes, absolutely. The about returning to work. Yes, absolutely. The security absolutely. The Security Environment remains incredibly precarious. Also for small businesses, commercial businesses, commercial businesses, women going back to work, journalist going back to work, journalist going back to work and all of these are factors that companies that are looking to re enter or even create any market will have to start considering. Simply from a Stability Threat and sector, companies that are based in that area right now did not really know what the new regulatory environment will be under the taliban government. We learnt in the Press Conference Yesterday that the taliban force wants to bring back a return to sharia law. What does that mean for companies . What is a legal framework under which companies are now going to have to register and operate . What do you Contract Risks look like the companies . What does taliban Involvement Look like . And of course there is that looming question of whether the taliban government will be recognised or not and if not what did the sanctions look like . These are larger and broader objectives and realities that have a very marketed impact on the local population in afghanistan right now. , population in afghanistan right now. ,. , ,. , now. Just one brief question about international now. Just one brief question about international firms, i about international firms, presumably, they will be waiting. They will be waiting to watch and see What Happens Next . ,. , to watch and see What Happens Next . ,. , ,. ,. , next . Yes, absolutely. For foreian next . Yes, absolutely. For foreign companies next . Yes, absolutely. For foreign companies looking| foreign companies looking either to enter the market or continue operations, and already in the market, there will be significant challenges that they will have to face, we assess these from an operational standpoint and also from exposure in terms of reputational risks. Companies operating in afghanistan will have to start thinking very carefully about what it means to navigate an environment with direct engagement with the taliban. Notjust at a local level but at an administrative Point Of View what it entails . We know that they have gained territory but they also have control of assets, highways, telecom towers, electric power grids, even airports for that matter. These are significant challenges and allow the taliban significant leverage and legitimacy of operational destruction. And legitimacy of operational destruction. ,. , destruction. Around 350 container ships capable of carrying almost 2. 4 million 20ft boxes, are stuck in transit from asia. The port is the third busiest in the world and according to shipping experts, time is running out to get stock into the us and europe in time for christmas. Thank you for being on the programme. I havejust outlined what is going on back give us more detail on the challenges . Executive summary is that there is more misery, more uncertainty and more cost for organisations and the consumers when quite frankly we have had enough of all of those. Ocean freight is the backbone of global trade. To put it into context, prices have never been higher. Organisations are currently paying sometimes ten times what they were paying in 2019 but service levels have never been lower. Only 38 of shipments are currently arriving on time. Now, factor in ningbo, the third largest port as you say and the terminal alone is twice the size of felix town, the uks largest port and given the state of the market and the backlog, we would oprah forges the ningbo as part of the solution are not part of the problem we would to see ningbo as part of the solution. We need this backlog cleared so that prices can lower. {flare we need this backlog cleared so that prices can lower. That prices can lower. Give us a sense of that prices can lower. Give us a sense of the that prices can lower. Give us a sense of the impact that prices can lower. Give us a sense of the impact on a sense of the impact on retailers because many what she may think ok, the crystal meth, the Christmas Decorations may be more expensive but in the light of the crystal balls, the Christmas Decorations, may be more expensive but can you summarise why . The interesting thin. Summarise why . The interesting thing about summarise why . The interesting thing about Supply Summarise why . The interesting thing about Supply Chains summarise why . The interesting thing about Supply Chains and i thing about Supply Chains and they have been in the focus quite a lot in the last 12 months is that they are intensely global and interconnected so if something happens here, generally not just a repercussion here but here and here and here and this is what we are seeing in china. I dont want to be the one to cancel christmas, i have two young children who could burst through that door any minute so i will give you some good news retailers have got used to the volatility this year. To a certain extent they have seen is coming and they have been forecasting a bumper christmas and q for some time so those who can, have been buying early and securing supply in what little Housing Warehouse Space is available. Peak season, for shipping season, which runs from august october, get through black friday, christmas, chinese new year, Et Cetera has extended out to geneseo so you can see that people have been buying early, however, this does not mean that there will be problems. See that the entertainer, the Toy Store Yesterday saying that they expect to see lower volumes, not necessarily empty shelves but higher prices. Thank you for giving your thoughts on that situation as it unfolds. Lets get some of the days other news. Spending on groceries though, remain strong as expected. Mining giant bhp is set to leave the Ftse 100 Index after unveiling plans to scrap the dual listing of its shares In London and sydney. The company will move its main listing to australia as part of a huge shake up. The move comes as bhp announced it was combining its Oil And Gas assets with australias woodside, creating one of the worlds 10 biggest producers of liquified natural gas. Maike currie is investment director, fidelity international. Good morning. Nice to see you. Bhp is a big player, explain why this is a big deal it is leaving london . Why this is a big deal it is leaving london . That is right, bhp is the leaving london . That is right, bhp is the secondlargest bhp is the second largest company on the ftse 100 only after the Pharmacy Giant astrazeneca. What happens is it has a dual listing, listed in sydney and In London and what it has said it wants to simplify corporate structure, Leave London and only have a single unified legal entity in sydney. Why does this matter to investors . Well, the Mining Giant is a big Pay Out of dividends. Mining giants dominate the ftse 100 and there are lots of Tracker Funds, though that duplicate the funds of the Market And Index and they will have to sell their exposure to bhp. It basically means if you exposure to bhp. It basically means if you have exposure to bhp. It basically means if you have a exposure to bhp. It basically means if you have a pension | exposure to bhp. It basically means if you have a pension and you have a ftse 100 Tracker Fund in that, you will no longer benefit from the bhp dividends, is that correct . That is correct, that Tracker Fund will have to sell bhp and we know that in an environment of Record Low Interest Rates, investors have been looking for income. This he has been a Bumper Crop of dividends, and bhp announced 15 Billion of dividends and that Income Payment will hurt investors will miss that but equally, the ftse 100 is very exposed to the Mining Giants and those companies have come under a lot of Scrutiny And Pressure in years, because of environmental, social and governments, and investors are looking at Mining Companies with far more scrutiny. Exposure to Fossil Fuels and their practices in getting those minerals out of the ground. Those minerals out of the round. , ~ , those minerals out of the ground ground. Thank you for exniaining ground. Thank you for explaining now. Ground. Thank you for explaining now. Have| ground. Thank you for| explaining now. Have a ground. Thank you for explaining now. Time to share some pearls of wisdom from those who have set P Wisdom from those who have set up companies. Zazuu is an app which helps People Remit Money to friends and relatives in africa. It was created by nigerian born Kay Akinwunmi In London. Kay had a problem launching his business. He needed £500,000 to develop the app but no investor would put up what he wanted. So what did he do next . Take a look at this. When you go out to ask investors for money, dont ask for everything upfront. Break it down into smaller milestones. Itsjust much more manageable from an investors perspective. When we started, we were initially asking for £500,000. And we got all sorts of rejections. People said we are too early, we are raising too much. And then we realised we had to do something different. What we discovered that worked was to break things down into smaller chunks. So as opposed to raising the full £500,000 and saying here is what we can do in 12 months, we said if we raise 150 £150,000 today, we can build the end to end Money Transfer Proposition and if we raise £150,000 more, we can get 100,000 customers. And if we raise the final amount we can expand to different markets. In that way, your ask is a lot more manageable to investors, because they can see how the smaller amounts can actually add value to your company. There are plenty more of those top tips on our website. New zealands Central Bank has left Interest Rates unchanged at a Record Low of 0. 25 , as policymakers quickly shifted gears after the country was put into a Snap Lockdown following the detection of new coronavirus cases. Economists had expected rates to rise. Lets go to Nick Marsh in singapore, who is following the story. Tell us more. This is the Power Ofthe tell us more. This is the power of the delta tell us more. This is the power of the delta variant, tell us more. This is the power of the delta variant, sally. Tell us more. This is the power of the delta variant, sally. I i of the delta variant, sally. I think if you had asked any analyst a couple of days ago, is New Zealand going to be the first developed country to raise Interest Rates during the pandemic, they would have said yes, absolutely. The Question Isjust yes, absolutely. The question is just by how much. But then you have these cases reported in auckland of a quick lockdown and quite frankly, as one colleague put it to me, it is not a great look for the Reserve Bank of New Zealand to start hiking up peoples mortgages when they cant even leave the house. Obviously this doesnt take away the central issue that this proposed Rate Rise was supposed to solve, which is of course inflation. I think other Central Banks Around The World will be looking quite closely at this, because in many countries prices are rising. Economies are starting to open up, demand for goods and services is increasing, but supplies have remained quite low, as well, which is causing prices to go up. So the question is how do you balance letting economies recover with low Interest Rates without letting inflation go Out Of Control . I think if and when Central Banks do start to make this move towards raising Interest Rates, they are going to have to think very carefully about the timing of this. As we have seen today, that is a lot easier said than done. Indeed, absolutely easier said than done. Indeed, absolutely. Nick, easier said than done. Indeed, absolutely. Nick, thank easier said than done. Indeed, absolutely. Nick, thank you. Easier said than done. Indeed, l absolutely. Nick, thank you. We will see you again soon. As youve been hearing, firefighters in france are continuing to battle a large wildfire in the Southern Region of var. Thousands of people have been evacuated including tourists in campsites. President macron visited the area on tuesday afternoon. The Var Region is home to the provence vineyards, known for its rose wines. Frances Wine Output is expected to be one of the worst in history this year, as vineyards have been hit heavily by weather including severe frosts. The french Ministry Of Agriculture has forecast the harvest could be the smallest vintage for at least 50 years. Lets go live to Burgundy And Joinjasper morris, whose website inside burgundy tells you all you need to know about wines in burgundy. Welcome to the programme, jasper. So this is a serious blow, isnt it, this recent development . Development . Yes, its absolutely development . Yes, its absolutely horrible development . Yes, its absolutely horrible for. Development . Yes, its. Absolutely horrible for the local producers in particular. There is their welfare to think of. There vineyards may well have lost this years crop, and their vines could have gone down which means they have to start fresh. At least locally, it is really not good news. And it is really not good news. And in terms of it is really not good news. And in terms of france it is really not good news. And in terms of france as it is really not good news. And in terms of france as a it is really not good news. And in terms of france as a whole, as a country, we havejust mention some of the outlook coming from the government. Because of weather issues throughout the year. Because of weather issues throughout the year. Yes, it was only throughout the year. Yes, it was only in throughout the year. Yes, it was only in april, throughout the year. Yes, it was only in april, sixth, was only in april, sixth, seventh and eighth of april when this massive cold Air Mass of Cold Air came down. Normally you can fight a little local costs, you can move the air around and warm it up a few degrees with heated candles, but not when it is a whole massive Cold Air. And it is across france, maybe worst of all champagne, burgundy, almost all champagne, burgundy, almost all regions are at least partially affected. 50 all regions are at least partially affected. So does that mean. Partially affected. So does that mean. Obviously i partially affected. So does that mean. Obviously it| partially affected. So does that mean. Obviously it does mean less wine, but the wine must be changing because the weather is changing. Must be changing because the weather is changing. Yes. Those are two separate weather is changing. Yes. Those are two separate points. Weather is changing. Yes. Those are two separate points. This. Are two separate points. This year is clearly very bad, but again, it is one years crop. If you are a grower yourself, imagine when you just come down in the morning. Actually, you have been up all night fighting it and you see that your Years Work has disappeared but you will continue to work throughout the year because you have to keep your vines in decent condition even if there is no crop, otherwise you wont get a crop next year either. But throughout the world, and it isntjust france, greece has had fires as well. California, oregon, australia. Excessive heat on one hand and then these big frosts. In fact, the texas wine industry, it is only a small one, but nonetheless they have got hit by frosts earlier this year as well and it is something that may become much more common. We use not to have much in the way of Frost Problems in burgundy, apart from in shabbily, further north. So far, 2016 was very badly hit, 2017 a bit more variable chablis. 2019 and now 2021, it is a really bad outlook if this is to become the new norm. Secondly, not this year but we have typically had warm summers. That means that the grapes do get right, but the worry is will they start getting overripe . So in terms of what start getting overripe . So in terms of what this start getting overripe . So in terms of what this means i start getting overripe . So in | terms of what this means for French Winegrowers, your area of expertise is burgundy or in particular your passion, should i say. How will that develop in time . What are they doing to change and adapt . Time . What are they doing to change and adapt . Youve got to Chance Change and adapt . Youve got to change some change and adapt . Youve got to change some basics change and adapt . Youve got to change some basics in change and adapt . Youve got to change some basics in Terms Change and adapt . Youve got to change some basics in terms of. Change some basics in terms of viticulture. If you go back 30 years, then you are planting grapes, orvines, ishould years, then you are planting grapes, or vines, i should say, on Route Starts with the aim that they would ripen early. You can choose particular clones and root stocks which can change that scenario, so you can replant with root stocks that will ripen months later. The only problem there is it takes five years before you get much in the way of a crop, 20 years before your vine is mature and then it can live for another 50 years. But we are having to rethink all sorts of stratagems like that. The different ways you can actually train the plant can change the ripening process. A lot of lessons are having to be learnt in quick time, but the guys seem to be up for it. That is the encouraging sign. Seem to be up for it. That is the encouraging sign. That is the encouraging sign. That is the aood the encouraging sign. That is the good news, the encouraging sign. That is the good news, hopeful the encouraging sign. That is the good news, hopeful for l the good news, hopefulfor those who like a glass of burgundy. We are about to wrap up, lets quickly show you the markets in asia. The financial markets are faring better than they have done so far this week. You can see almost a 1 Gain Forjapan and hong kong. This time yesterday we were looking at losses right across the board. As we look at the us, the Retail Sales Numbers came out for the month ofjuly and were much more disappointing than expected. That caused a sell off on wall street. You are up to date. I will see you soon. Hello there. Sunshine was limited across the country on tuesday. But we did see some good spells of sunshine for central south eastern scotland, where temperatures reached close to the mid 20s celsius. For the next few days, though, we hold onto the largely cloudy skies and its going to feel pretty cool for the time of year. We maintain these west North West winds across the uk. This moisture laden Air Rolling in off the atlantic will bring a lot of cloud, the thickest of it across northern and Western Fringes, where we could see some Light Rain or drizzle. But again, like tuesday, with some shelter to central eastern scotland, east of the pennines, South East Wales and south West England will see some good spells of sunshine. The winds quite brisk again particularly across northern and western coastal areas. And those temperatures pretty much where theyve been the last few days, high teens for most, but in the sunnier spots, the low 20s once again. Now, as we head through wednesday night, it stays rather benign pretty cloudy for most. There will be the Odd Spot of light Rain And Drizzle across northern and western hills, the odd clear spell too, and temperatures no lower than 11 15 celsius, pretty much where theyve been the last few nights. So as we head on into thursday, again its a similar story. A lot of cloud around, the odd Spit And Spot of Light Rain here and there. A Weather Front will be pushing into wales and then spreading across parts of england through the day. Thatll bring some showery bursts of rain, but behind it, skies will tend to brighten for south West England and wales and again that could lift temperatures into the low 20s celsius. Otherwise, again, its the high teens. That Weather Front spreads across eastern england during the first part of friday. And then weve got the new area of low pressure starting to work its way into western areas. Thatll bring some cloudy, wet, Breezy Weather to Northern Ireland and maybe Western Fringes of britain. For most i think its another rather cloudy day, but im hopeful later in the day well start to see some sunny spells increasing across the south. Thatll lift temperatures up into the low to mid 20s celsius. Otherwise, again, its the high teens for most. This new area of low pressure will slowly work its way in during the start of the weekend. But we start to pick up southerly winds, and that will tap into something much warmer across france into central, southern and eastern parts of england. So well see a brief Warm Spell to start this weekend with some sunshine around. Could see up to 26 degrees or so in the south. That Weather Front, though, will continue to push its way eastwards, bringing some showers, some of which could be heavy and thundery. Then many places will see those showers during the course of sunday. Good morning, welcome to breakfast with Charlie Stayt and louise minchin. Our headlines today. The uk agrees to take 20,000 refugees after the taliban took control of afghanistan. Mps cut short their holiday to debate the crisis, as british nationals and some afghans arrive in the uk.
