Been a big hearted nation, youve got a Home Secretary and Foreign Secretary who know what that means from our own personal history. New zealand announces a Snap Lockdown after the country detected its first case of locally transmitted Covid 19 since february. Haiti suffers further. After the Death Toll in Saturdays Earthquake passes 1,400, a Tropical Storm makes landfall on the island. And Bob Dylan is Being sued by a woman who says he sexually abused her in 1965 when she was 12 years old. He denies the allegations. Hello and welcome if youre watching in the uk or around the world. The taliban has urged Government-officials'>Government Officials in afghanistan to return to work. It has offered them a general amnesty and, in a statement, said it wanted people to start routine life with full confidence. At kabul s airport, military flights have resumed after yesterdays chaotic scenes, when hundreds of afghans tried to board aircraft. Those scenes at the airport have Been highlighted by newly released Satellite Pictures showing just how many people were on the runway. And this extraordinary image shows more than 640 afghan evacuees crowded on board a us military Transport Plane which took off from kabul on Sunday Thats Believed to Be among the largest numBer of people ever flown in such an aircraft. Overnight, evacuations by the military restarted this footage shows the french Air Force preparing to fly its citizens out of kabul. President Biden Has said he stands squarely Behind his decision to withdraw american troops from afghanistan, in a defiant speech a day after the taliban seized control of the country. Joe biden acknowledged that the afghan Governments-collapse'>Governments Collapse had happened a lot faster than expected, and placed the blame on the countrys leaders and security forces. John mcmanus reports. Breaking short his summer holiday, President Biden flew into Washington Dc on monday, to answer the charge that he had overseen a Majorforeign Policy Disaster for afghanistan, and perhaps the world. He admitted that events over the past week had caught his Government by surprise, but he was in no mood to apologise. We gave them every tool they could need. We paid their salaries, provided for the maintenance of their Air Force. We gave them every chance to determine their own future. Mr biden said the buck stopped with him. But. I am left again to ask of those who argue that we should stay, how many more generations of americas daughters and sons would you have me send to fight afghanistans Civil War . As he spoke, thousands of miles away the taliban, armed and confident, had taken control of the streets of kabul, now able to walk in unopposed to Government buildings. They are the Government now. For many its a nightmare. Its worse than what i thought, Because they are searching to our addresses. And its not only my life, but also my Family Life right now is in danger. We are facing more and more threats than Before, Because Before our identity was not Being clear to the taliban. Now they know our name, ourface, ouraddress, our phone numBers, everything. Fearing the future, many afghans are trying to leave in any way they can. Their desperation evident in these scenes at Kabul Airport. The us says it has now secured the airport in order to evacuate americans and otherforeigners. Yet some people are managing to Get Out. This Evacuation Flight took off with an astonishing 640 Afghan Refugees on board. Charities in the uk have urged the Government to help refugees fleeing the taliban to settle in britain. Ministers say that more than 3000 Afghan Interpreters and their families who worked with Uk Forces, have Been resettled, and theyre working to bring more to britain. Better situation for afghan women is particularly dangerous. Better situation for afghan women is particularly dangerous. Particularly dangerous. But the situation. The particularly dangerous. But the situation. The reports particularly dangerous. But the situation. The reports we particularly dangerous. But the situation. The reports we are particularly dangerous. But the l situation. The reports we are seeing are worrying, girls are worried about their safety, education, are worrying, girls are worried about theirsafety, education, many are not allowed to Be in schools, this is what i am hearing from people working on the ground. The prime Minister Borisjohnson says he wants the un Security Council to urgently meet to discuss the International Communitys next steps. But china has already said it wants friendly relations with afghanistans new recruits, while russia has said it Believes the taliban will restore order. John mcmanus, Bbc News. Lets speak to our South Asia correspondent, Anbarasan Ethirajan, whos following developments from delhi. I know you did that Interview Yesterday with a taliban Spokesman Injoe Yesterday with a taliban spokesman in Joe Hart Yesterday with a taliban Spokesman Injoe Hart about their plans, we are hearing today for example about are hearing today for example about a high Level Meeting Between the taliban and the russian ambassador in kabul, the Russian Embassy is still open. Taliban leaders will Be making their way to couple to talk about what happens next by way of a transition Government, what is the latest you are hearing . figs transition Government, what is the latest you are hearing . Latest you are hearing . As far as the city is latest you are hearing . As far as the city is concerned, latest you are hearing . As far as the city is concerned, many latest you are hearing . As far as. The city is concerned, many shops were open today, bakeries, vegetable shops, medicine shops, there was more traffic than the previous few days and people are getting used to the new reality. The prominent News Channel assumed april cursed with a female anchor and she interviewed a taliban representative, which was history in the making, they would not have allowed this 20 years ago, so the situation is improving inside kabul with more taliban militants having checkpoints and patrolling the streets, and evacuations have resumed at the airport. With regards to what the taliban hope to do in the coming hours is to assert their authority within kabul and the country. For example i spoke to a memBer of the taliban yesterday at one of the things he spoke about was the formation of a Government, he said they wanted an inclusive Government, they want people from other sites. Government, they want people from othersites. He Government, they want people from other sites. He also said the country needed a new constitution, but he did not specify whether their Sharia Law will replace the constitution, he said it was formed when the us forces were in occupation, so the new constitution will Be for a free afghanistan. The most important thing is whether they want to proclaim a return to power and declare the starting of the Islamic Emirate once again. The refugees. Islamic emirate once again. The refugees. The Islamic Emirate once again. The refugees, the Asylum Seekers from the afghanistan of the late 1990s who i spoke to a little earlier, though, they are very fearful that what is Being said and publicly declared by taliban spokesmen and leaders is for the consumption of the wider world and it will not truly reflect what will unfold in kabul and the rest of the country in the coming weeks and months, and presumably that was the thought Behind people scrambling to Get Out of Kabul Airport yesterday too . Does the International Community now have any choice but to wait and watch and put these words to the test . Maw; put these words to the test . Many residents of put these words to the test . Many Residents Of Kabul put these words to the test . Many Residents Of Kabul and put these words to the test . Many Residents Of Kabul and those put these words to the test . Ij ia Iy Residents of kabul and those fleeing were very fearful of the taliban militants and they do not Believe what the taliban spokesperson Injoe Hart says, and they say the situation on the ground is totally different. In cities like kandahar there were reports that they were searching for those who worked closely during a house to house search, and there were reports of forcible marriage of young women to taliban fighters, but the spokesman denied all of that. There is a disconnect Between what he says in Joe Hart and what is happening on the ground, they are negotiating with various partners and the most important thing people would want at this point is stability and security. If there was nobody in charge, looting happens if you days ago, women and children were scared. The International Community has slowly started to engage with the taliban, this is Ground Reality now, whether they accept the Government not is the next issue, but to establish stability and security, they are now dealing with the taliban. ~ they are now dealing with the taliban. , ~ ,. , they are now dealing with the taliban. , ~ i. ,. Taliban. Thank you very much, anbarasan taliban. Thank you very much, Anbarasan Ethirajan taliban. Thank you very much, Anbarasan Ethirajan In Taliban. Speaking this morning the uk Foreign Secretary gave an update on the latest situation on the ground in kabul. At 6am this morning i was updated that the situation has calmed, there has Been an increase in us and Uk Forces, including crowd control, Because we have seen ordinary afghans heading for the exits given the Taliban Takeover, it is crucial Be stabilising to allow the airport to operate functionally, both for afghans and british afghans who wish to leave and also the afghan translators and many other workers who served us loyally. So the situation is calmer, allowing us to ramp up a numBer of flights and people that can come out. We expect 350 british nationals and those afghan workers to Be able to leave in the next 2a hours, i suspect if and as the situation stabilises, those numBers will increase significantly. Dominic raab. Lets talk to our political Correspondent Ione wells. 0bviously obviously there are two schemes the Government'>Uk Government is operating and one of those is looking at refugees from afghanistan, people who have not directly works with British Forces and the british in the past but there is a great deal of urgency Being placed on the Government to do more about this and do it faster, when well Be here more details until we have any idea when refugees might Begin to arrive here . When will we Be hearing more details . The will we Be hearing more details . Tue Government will we Be hearing more details . Tte Government has will we Be hearing more details . Tt2 Government has Been under pressure to announce plans for refugees, not just afghans already eligible for resettlement Because they have assisted British Forces or officials over the years in afghanistan, this is ordinary afghan citizens fleeing their homes. Yesterday we saw the shocking images of afghans chasing after us planes, trying to escape the country, the Government has Been under pressure to announce plans for refugees. The Government has said they are working on a Bespoke-approach'>Bespoke Approach to Afghan Refugees and details should Be announced in the coming days. What we know so far is it is likely to Be quite similar to the 2014 syrian refugee resettlement programme, also likely to have an emphasis on women and girls and those considered most at risk by the taliban. We are not completely clear on the timescale for any scheme like this, Downing Street has said more detail will Be announced in the coming days and we will expect the Prime Minister will want some kind of update Because he is likely to face Questions Tomorrow when mps return to parliament to debate the situation, that here is what Foreign Secretary Dominic Raab said earlier about the timescale for any possible Refugee Scheme. The details will Be set out by the Prime Minister and Home Secretary in due course and shortly. But we will secure the evacuation of as many british nationals, including dual nationals, as We Can. We saw 150 Come Back on flights on sunday, Believe it or not that is exactly what i was working on with the foreign Office Team in cobra, we have seen 289 of those afghan nationals who served us Come Back, were looking to ramp up that. On top of those two tracks, nationals and afghans who had served us, there will Be the Asylum Route and as well as the ordinary Asylum Process we want to look at what we will do Bespoke for afghanistan. We have a model for that previously used in syria, let us work the details properly. As the Foreign Secretary outlined, important to rememBer there are two separate schemes, a Refugee Scheme which is Being worked on by Government-officials'>Government Officials but as Dominic Raab stressed, the current Government-priority'>Government Priority is to evacuate those current outstanding british nationals but those currently eligible for with settlement in the uk, there are still thousands Believed to Be out there that the Government'>Uk Government is trying to evacuate. There are still Big Question Is the Government is facing about the Refugee Scheme, one of which is how they will Be processed when we know that the situation on the ground is rapidly changing, very fluid and unclear, but what numBers the Government'>Uk Government are looking at. There are some targets for refugees and how many they may Be willing to accept, we are not sure how many they may Be looking at, they have not set any targets but they are facing pressure from both Bench'>Labour And BackBench conservative and his for this to Be incredibly generous. Here is what the Shadows Office Minister Stephen Kinnock said earlier. The shadow foreign Office Minister. Our ability to deliver on promises like that has Been sorely lacking up to now, so it is crucial the british Government does not build up expectations that cannot Be delivered on, but we also see the british Government Being ready to do far more to secure safe passage for those people to whom we owe a great of gratitude, and im afraid our ability to deliver on promises like that has Been the chaotic and shambolic scenes coming out of kabul, it is a very dark day for us. Big pressure to announce some kind of detail about this and the numBers of detail about this and the numBers of how many refugees the Government'>Uk Government might Be willing to accept, one thing we know as the Prime Minister is engaging with other international leaders including german chancellor Angela Merkel to try to establish what Downing Street have called a unified approach to any Refugee Settlement Scheme by foreign nations in the days to come. Scheme by foreign nations in the days to come scheme by foreign nations in the Da Sto come. ~ ,. Days to come. Thank you very much for that, days to come. Thank you very much for that. Lone days to come. Thank you very much for that, Ione Wells days to come. Thank you very much for that, Ione Wells in days to come. Thank you very much | for that, Ione Wells in westminster. I can speak now to Dr Wali aslam, Associate Professor in asian Security Studies at the university of bath. Thank you for your time. Lets Begin with what the us is saying, what president Joe Biden as saying, placing a lot of blame for those on the afghan Government and Afghan Forces as well. The manner in which he has spoken, what does this mean for what will happen next with afghanistan, given the us is pulling out and so are other Western Forces, can they bring any influence to Bear on the situation unfolding viral is that opportunity completely gone . Joe biden is partly correct, the afghan political and military leadership has a lot to answer, for example the west was pumping a lot of money and wasting a lot of lights into a project that was fundamentally flawed, it took a numBer of days for the Afghan Forces to disappear and wasting a lot of lives. That is one thing. And looking forward to the future of afghanistan, i think it will have to Be a story of both sides, in the last 20 years also we have seen the taliban have learnt the art or at least paid attention to the art of diplomacy and making linkages with china, they have flown to all sorts of destinations and it is no wonder that people in china had started talking in positive terms and the taliban are keen to make good linkages with around and india. The west will Come Back to recognising some type of taliban emirate in the future, i would think, depending on their record on Human Rights, which is The One key aspect the west is really keen on, so the west will have to work for the future taliban Government and there are different leverages they can use, in the last 20 years we have seen the Government in afghanistan has Been very dependent on foreign donations, the taliban would like more foreign donations in the future and they can use that leveraged to influence the taliban, especially on Human Rights. You mention treasure and it has Been reported that the Russian Embassy is openin reported that the Russian Embassy is open in kabul and there are talks with senior taliban officials today, china has also Been talking about relations with a taliban led Government, so will we see a Split Opening here, potentially . T Government, so will we see a Split Opening here, potentially . Opening here, potentially . I dont necessarily opening here, potentially . I dont necessarily think opening here, potentially . I dont necessarily think there opening here, potentially . I dont necessarily think there will opening here, potentially . I dont necessarily think there will Be opening here, potentially . I dont necessarily think there will Be a l necessarily think there will Be a split, like it or not, the taliban is the only party We Can talk to, there is no other civilian partner in afghanistan, the civilian Governmentjust in afghanistan, the civilian Government just trembled away, in afghanistan, the civilian Governmentjust trembled away, so i would like to think i will emerge a consensus in coming weeks as to how to engage with the taliban a civilian Governmentjust crumbled civilian Government just crumbled away. Civilian Governmentjust crumbled away. I think the split might happen in the slightly longer term when global rivalry Between the us and the west in one camp in china in the other camp can Be superimposed on the face of afghanistan, and of course the taliban are aware of that, at some point they might Be forced to choose sides and they will Be asked to join either the chinese or american camp, then the split might Be more apparent, but that might Be more apparent, but that might Be more apparent, but that might Be in the longer term. fiur might Be in the longer term. Our name or limited might Be in the longer term. Our name or limited scale, will buy need to Be talks in the short term Between the likes of the us, uk, other western and the taliban in order to get people who want to leave afghanistan out of there, that will Be one of the tests, will it allow everyone who wants to go to leave . T allow everyone who wants to go to leave . ~. a allow everyone who wants to go to leave . ~. , ~,. , leave . I think the talks have Been takin leave . I think the talks have Been taking Place Leave . I think the talks have Been taking place already leave . I think the talks have Been taking place already for leave . I think the talks have Been taking place already for A Leave . I think the talks have Been taking place already for a numBer| leave . I think the talks have Been l taking place already for a numBer of years, hopefully when the records come out we will hopefully find the transition was more manage than we thought it was, there was a relatively quiet departure and relatively quiet departure and relatively less Violent Takeover Of Kabul by the taliban, i would like to think there has Been a lot more management going on Behind the scenes than we think. Of course this conversation will have to continue, the taliban have to engage with the rest of the International Community in basic day to day matters like The Ones you have Mentioned. Daytoday matters like The Ones you have Mentioned. Daytoday matters like The Ones you have Mentioned. Thank you very much for our have Mentioned. Areas of haiti worst hit by saturdays devastating earthquake have Been flooded by heavy rains brought by a Tropical Storm. Aid workers had Been rushing to the region Before the storm hit. At least 1400 people are known to have died in the quake. Almost 7000 are injured in the quake and hospitals are struggling to care for them, as our correspondentJames Clayton reports. Many of these people were asleep when the earthquake hit, their Homes Caving in. Its hard enough to treat survivors of any natural disaster, but when the hospitals themselves are under fear of collapse, it makes it all the more difficult. Well, this hospital is simply too unsafe to have people stay inside, so theyve brought everyone outside here. Theyve tried to place them undertrees, undertents, to try and keep them cooler and out of the hot sun. But what youre seeing here, just 48 hours after the quake, the doctors have run out of painkillers, theyve run out of antibiotics and there are major concerns about things like infection. Elsie had just woken up when the earthquake hit. Her son has a serious Compound Fracture and needs to Be taken to the airport to Be lifted out. Seeing him in such pain is overwhelming. There simply arent enough facilities to treat people in this remote part of the country. From the hospital some of the injured are taken to this airport, waiting for a flight out to the Capital Port Au Prince. Like 19 year old tanya, who is pregnant. So you woke up and basically tried to run out, but then the house collapsed on top of her . She says her leg hurts and she has abdominal pain. Most of the hospitals here are in need of the basics. Iv solutions, bandages, medications, including antibiotics and Pain Management medications. Theyre in the same situation where theyve run out. Overall its dire. You know, were sitting here with three hospitals that are moving patients to the airport for transportation out. Theres no coordination. A Tropical Storm here is also preventing flights in and out of the capital. The people here need help, but at the moment not enough is coming. James clayton, Bbc News. Medical evacuations are ongoing, the haitian Red Cross has a fleet of ambulances at port Au Prince airport. We will Be moving patients are soon as they arrive on the different type of aircraft, the Red Cross is mobilising patients to the citys hospitals. But as you Mentioned in your report, 25 Health Centres were destroyed, hospitals are seriously damage, they need medical supplies and it is difficult to get them. One city was hit hard but we have dozens of smaller villages up in the mountains, the Main Highway is totally blocked, landslides over landslides, this rainstorm, this tropical depression has jumped immense quantities of rain during the Night And Yesterday afternoon, the Night And Yesterday afternoon, the landslides are just getting worse. In 2020 2010 you got off the plane and she were in the centre of the disaster, now you had to go to Health Barriers to just get into the country and when you are in the country you need to line up to get on an aircraft into the area. There is a Security Situation in some parts of the main road and that is another consideration, it is a very complicated humanitarian crisis that has Been exacerbated by this storm. Thank you very much for talking to us, peter, good luck to you and your colleagues in your work. Peter finlay with the Red Cross in haiti. New zealand is imposing a nationwide lockdown from midnight local time, after the country detected its first Community Case of coronavirus for six months. It will last for seven days in auckland, the largest city, where the case was detected, and three days in the rest of New Zealand. Its not yet confirmed if the case is the highly tra nsmissable Delta Variant. Our correspondent Shaimaa Khalil has the latest from sydney. They are looking at sydney as an example of what not to do, Jacinda Ardern did not say those exact words but she said look to our neighbours that what happens when you go in too late, she said it was Better to start with higher levels of stay at home and go down when you are sure you have prevented the spread of the Delta Variant. Things were Being Health Officials, they do not know if it is the Delta Variant but they are assuming it is, the other is that they cannot link it to a chain of transmission, to hotel quarantine, to overseas travel, meaning there could Be close contacts and exposure sites. So what Jacinda Ardern and the Health Officials are saying, it is Better to go hard and fast. When she was announcing the phases New Zealand was going to go through to open or ease the restrictions on the borders last week, she said if we got one case of the Delta Variant it was going to Be level four lockdown, the harshest level of the stay at home orders meaning that people cannot go out of their houses except for the four essential reasons. Interestingly, while they were going for the Elimination Policy which was the Border Closures and Snap Lockdowns, New Zealand has Been trying to ramp up vaccination, around 20 of New Zealanders have had theirjab so far and they are trying to increase that, Jacinda Ardern said vaccinations will Be suspended for the next 24 hours to make sure they adjourn in a safe manner. She called upon the team of 5 Million, herfamous phrase at manner. She called upon the team of 5 Million, her famous phrase at the Beginning of the pandemic, to unite once more and try to make sure that this spread is contained at the outbreak is contained in New Zealand. Meanwhile, more than 60 countries have issued a joint statement calling on the taliban to allow people to leave afghanistan. And today, European Leaders are holding an Emergency Meeting to discuss what the unfolding crisis means for migration to europe. Courtney Bembridge reports. This man is one of thousands who worked with Western Forces during the 20 year military campaign. He is now in paris where his Asylum Papers entitle him to two meals a day, but he is not allowed to work. His family remains in kabul and he is worried that they will face reprisals from the taliban. This is the moment he finally got through to his sister. She tells him the family is safe, but not leaving their home. They say, Because of your work, you know the neighbours no. If they come. If they take my two brothers. That is what they are going to do. This is only the Beginning. This man worked as a translator for Spanish Troops for almost five years. He is now in madrid with his wife, but the rest of his family is in kabul. Translation what i am most worried about is my sister. She is a minor, 17 years old. It breaks my heart when i hear or see news from there saying the taliban is searching homes, looking for young girls. These fears have prompted desperate scenes like this. The united Nations Refugee Agency estimates that 400,000 afghans have Been forced to flee their homes since the start of this year. And they warned that this is only the Beginning of a much bigger humanitarian crisis with devastating consequences. Lets talk some more about the situation in afghanistan and the thoughts of people who fled the country. Bahar is the founder of the bahar womens association in leeds here in the uk. I spoke to her about her own experience of leaving afghanistan as a child in the 90s. Yes, many, many people left afghanistan Because of the war. I left in 1996, 97, it was the first year that the taliban Got Into Kabul and i had to leave Because my life was in danger. At that time, i was a young teenage girl and i lost my mother, my two brothers, my four cousins and also i lost my dad during the russian war, i never saw him. So it was very, very difficult situation, i couldnt go out of the house, schools were closed, nobody could go to work, no food, no money, nothing, it was a very difficult time for me and i had No One to even bury my own mother Because my brothers were hiding from the taliban to another safer place and my mum died in my arms. It was very hard for me but i managed somehow to bury her on the day of her death. I had to start myjourney to leave and find a Better life, i think it took about two or three years to get to my final destination. Now i am here for about 21 years. I wonder, bahar, what you think when you hear taliban spokesmen talking, and it is always spokesmen, isnt it, speaking about womens rights and the rights to education when they say they want people to start routine life with full confidence . How do you react to that . To Be honest, with the experiences we have had in the past, we wont Believe that. It is just a show. In kabul at the moment, people act normal but mentally, emotionally, physically, they are all damaged, they are scared to go out, they dont know if they are coming back alive or not. Women are hiding. All of a sudden, everything happened, to Be honest. People who were working on not working, they have no money, they cannot provide food for their children right now, it is a Crisis Happening and i am trying to do some fundraising to send some money. Right now, agencies and banks are closed, We Cannot even help our families, people cannot send money to their families, the Government is shut, there is no Money And Anybody can help themselves for survival. I would like the world to think about us, not to forget about afghanistan. For the last couple of weeks the world was quiet about it, now in last three days it is headline news. I hope that afghan people have not Been forgotten, to Be honest. I hope they can open their doors and welcome them and host them and look after them Because we have Been suffering a lot all these 40 years. That young lady told me she is awake every night, so worried that the people of her homeland, as she put it, cannot follow their dreams any longer. We can speak now to Tobias Ellwood, chair of the house of Commons Defence select committee. Thank defence select committee. You forjoining us On Bi and Thank You forjoining us on Bbc News and bbc world news. Let me get your thoughts first of all on the issue of refugees. Damian green, former minister, said there were times and places we should Be struck with asylum applications, afghanistan Todayis Asylum applications, afghanistan today is the exact opposite, we should take anyone who can make a case but apart from the scheme involving interpreters and people who worked for British Forces, the Government is talking about Being guided by the capacity of local authorities to determine how many people they will take which sounds, forgive me, a little pedestrian compared to the urgency of the need there seems to Be. T do compared to the urgency of the need there seems to Be. There seems to Be. I do hope we are auoin to there seems to Be. I do hope we are going to get there seems to Be. I do hope we are going to get an there seems to Be. I do hope we are going to get an update there seems to Be. I do hope we are going to get an update on there seems to Be. I do hope we are going to get an update on this there seems to Be. I do hope we are going to get an update on this when | going to get an update on this when the Prime Minister addresses the country via parliament tomorrow. Because we see some bold statements made by canada and germany yet here we are, almost making excuses to say why we may not Be able to take as many as we should. The fall of the state is on our watch, it is thanks to our withdrawal, our retreat, we see Mass Migration on a scale not seen since the second World War and many of them will Be heading towards europe, many of them fleeing simply Because they worked for the international coalition, many of them fleeing Because they were in education or in part of Government, females and so forth, they absolutely have a right to seek asylum. We should open our doors, we need a reset of Foreign Policy when it comes to migration and i hope we will hear that tomorrow. The Foreign Secretary said will hear that tomorrow. The Foreign Secretary said in will hear that tomorrow. The Foreign Secretary said in an will hear that tomorrow. The Foreign Secretary said in an interview will hear that tomorrow. The Foreign Secretary said in an interview this i secretary said in an interview this morning about providing security at source to prevent Migrant Flow and exercising a positive and moderating influence as far as the uk can. Is that frankly possible with no presents once the troops pull out and people who are on those Transport Planes are evacuated . T Transport Planes are evacuated . I regret having to say this but you know, the grasp of understanding of what is going on in afghanistan seems to Be eluding the Foreign Office, at the moment, what is going on, the support they need. The idea We Can influence the taliban by holding back funds, for example, or working together with like minded countries to put sanctions on it, the only language the taliban understood was military might and we remove that upper hand that we had or that we gave to the afghans and perhaps this is my biggest frustration with President Biden who continues to Be in defiance of the decision to withdraw. What is a humiliating strategic defeat for the west. But he has done is actually remove the support to the Afghan Forces, we need to Be really clear here. Americans were not in danger, the last three years, we have not Been discussing afghanistan but by removing that minimalist support, 2500 americans in afghanistan, they have more in djibouti, italy, in germany and in the uk, japan as well. This is a strategic area of interest globally, given the situation Between Russia And China and now, we are departing. This is shameful, but we are doing. Should the Government, shameful, but we are doing. Should the Government, forgive shameful, but we are doing. Should the Government, forgive me shameful, but we are doing. Should the Government, forgive me for the Government, forgive me for interrupting, Be talking in the short term at least to the if necessary to facilitate the safe passage of people who have worked for the British Forces, who have a good reason to want to leave afghanistan and come to the uk as an Asylum Seeker Refugee . Should the Government Be talking to the taliban in the short term to facilitate that . ,. ,. ,. , that . Yes, that would Be a wise move, that . Yes, that would Be a wise move. With that . Yes, that would Be a wise move, with the that . Yes, that would Be a wise move, with the evacuation that . Yes, that would Be a wise move, with the evacuation continuing and we need to make sure that is able to happen as Best as possible given the chaotic scenes we Saw Yesterday. If these people are given free passage, it makes sense that this comes with the taliban s blessing otherwise it makes the evacuation ever more complicated but i make it very clear now, there still is a window of opportunity to turn this around. This is not going to Be a peaceful transition by any means whatsoever. We kid ourselves that somehow afghanistan is now owing to move off the front pages, it is going to move into a terrible Civil War as the specs and those from kazakhstan, other nations outside it, give their proxy influence, it will turn into a very dark chapter for afghanistan Because of our withdrawal. The only means of influence that the taliban recognise is palmer. And if you give power back to the Afghan Forces by support for the International Community, they will disappear as fast as they emerged and that will then allow the afghan Government to move forward. But im afraid we are lacking backbone, the americans decided to pursue Donald Trump s is our policy to give and bring troops back simply Because he made an Election Promise and the west rather feebly, including britain, did not say there is a job to Be done, it is not complete, we should stay the course. Tobias ellwood, chair of the house of Commons Defence select committee, Thank You. Lets turn to another big story now the wildfires burning in parts of europe. There are reports of thousands of people Being evacuated in the South Of France near St Tropez as whats Being descriBed as a fierce Wildfire Spreads across part of the region 5,000 acres have Been burnt according to local officials. My colleague, Geeta Guru Murthy is in cogolin the Towns Mayor has told local media that 100 homes here have Been affected. Geeta spoke to us a little earlier and filmed what she saw. Its Been absolutely terrifying. I was living here just for a few days with the children on holiday. And we got a call very late last night, from the Villa Company we had rented from, saying we had to Get Out immediately Because there was a huge fire. We threw ourselves into the car. Drove down the tiny narrow path in the direction we were told to drive towards and immediately came up against, turned a corner and came up against flames, literally on the side of the road. We tried to turn around, car went into a ditch so we had to run sort of a mile up the other direction. With flames incredibly nearby and huge fires on both sides of the road. We were very lucky, we came to another villa which had a couple of memBers of the family who owned vineyards and forests in the area we were staying, they were voluntary fire workers. And so they took us in and told us to stay inside, my husband went out to help Because the problem was that the villa was surrounded by fires on both sides and a third fire, in fact. So we were, on all sides, huge blazes, with the wind changing Direction And Theyjust were hoping the wind would drive the fires perpendicularly on either side of the house we were in and not in our direction. They were very worried about sparks coming, my husband and the other men there were walking around with buckets of water, putting them out amongst this incredibly thick smoke. We were trying to contact the fire authorities but the people we were with said No One would come for where we are Because they were focused on The Town and the bigger Population Areas but it was very, very frightening, flames were very thick and very fierce and very close. And ijust didnt know how we were going to Get Out at one point Because the road in One Direction was blocked with flames. And we couldnt get to the car. And in the other direction it was closed off completely and it went up into the mountains but they had closed it off Because of the fire. So our only option, we were told, by the people that we were with, was to run into the hills but we had seen wild boar as we were running, it was completely dark, obviously. Or tojump into the swimming pool. We were literally googling what to do. That was my colleague describing the experience of her and herfamily that was my colleague describing the experience of her and her family on holiday in the South Of France, Being caught up in those wildfires. We Believe the family are fine, although clearly they have Been through a pretty awful experience. If you want to get in touch about that story, indeed any of the stories we are covering to do, you can contact me on twitter. The headlines on Bbc News. But it could mean a shortage of Key Workers in certain industries like this in construction, but also hospitality too. And we have talked a lot about the shortage of hgv drivers that has meant a shortage of some food in supermarkets over recent weeks. So, is enough Being done to make sure there are enough workers in certain key industries to make sure that they have got the staff with the right skills that they need . Well, let me introduce you to steve who is the boss here. Steve, nice to see you. Look, talk to me about the shortage of workers in some industries, particularly construction. I know you have got enough here on the site today, but across the industry, it is a problem, isnt it . Yes, it is a problem across the industry. Fortunately, it is not a problem that we are suffering at the moment. Weve got quite a loyal workforce that we have built up over a numBer of years. But i know other like minded businesses are struggling. What sort of skills are you short of . Is it brickies, electricians, plumBers . What do you need across the industry . Yes, there is a definite shortage of bricklayers. Skilled tradesmen across the board, i would say really, particularly the acute ones are bricklayers. Is enough Being done to make sure you have got a steady supply of Key Workers . Because i know a lot of workers that youve got here on the site are a bit older. They are not young apprentices coming through the system. Thats right. No, there isnt enough Being done. I do feel as if they need to attract the. It needs to Be more attractive to attract more new people, young people. I am not against. In the industry, all are welcome. MayBe more women in the industry, i think that would Be great. No, we do need to make it more attractive. You have got what, 18 houses you are going to build on this site . Youve got sort of four under construction. You need to get them finished, dont you . Do you worry that youve got enough people to get stuff finished . And also about cost. I suppose if there is a shortage of workers, you might have to pay more. Yes, that will have an impact. I think the shortage of workers, it does fall down the line. It comes down the line in terms of if there is a shortage, it is putting pressure on wages. That is definite. The other shortage that we havent Mentioned is materials. And that is a big thing for everybody at the moment. Notjust our industry, i think most industries. Yeah, its a perfect storm, isnt it . Steve, really nice to see you. Thanks so much for having us. So as you were hearing there from steve, its a real mix of different problems. There could Be a shortage of Key Workers. Partly of course from leaving the european union. And foreign labour coming to the uk might find it a bit more difficult. They will have to get visas to Be able to work in the uk, but there is also that recovery from the pandemic. Of course, as business and the economy gets back up and running, it means there is a shortage of certain workers. And generallyjust that reopening, all of it happening together, it means there is a bit of a bottleneck as industries get back on their feet. So, there is a hope that some of it could even out over the months to come, but for those businesses and those industries like this one that are really struggling to get the workers that they need, that could prove to Be a problem in the short term. So that confirmation this morning. A millionJob Vacancies in the uk in the month ofjuly. A real hope that that will ease off as the economy gets back to normal. The american Singer Song Writer Bob Dylan is Being sued in a new York Court by a woman who alleges he sexually abused her in 1965 when she was 12 years old. The woman whos not Been named claims she was plied with drugs and alcohol and threatened with violence over a six week period. A spokesman for the 80 year old dylan said the accusations were untrue and would Be defended vigorously. If youve Been to the pub since covid restrictions were lifted in england, did you order at the Bar Or Stick with using the app on your phone . Although the apps are no longer compulsory, the big Pub Chains are continuing to offer them as an option but there are concerns about the amount of personal data Being collected. Are continuing to offer them as an option but there are concerns about the amount of personal data Being collected. Our consumer Affairs Correspondent Colletta Smith went to the pub to find out more. The lads are out for pints but which will Be quicker, the app or the bar . The race is on. I should have figured out what im going to have. Right, lets go. Table service sweeps in with the Phone Orders Before the slow coaches make it back. If this place was packed, id Be dreaming for the app, i wouldnt go near the bar. Ten different passwords, greene king, ive got so many different apps. Postcode. E mail. Seems like a lot of irrelevant information that you dont technically need. The information is irrelevant, we all know it, its kind of the cost we have to pay. I think i speak for everyone here, once weve had a few drinks, we are likely to go up to the bar rather than Be fiddling around with the app. Have a laugh, chat with them, thats what you miss with the pandemic, chatting to people. Bar Manager Steve makes a little less money on every order through the app. But its staying Because plenty of customers are still using it. The Bar Service is higher, its roughly 70 at the moment compared to the app which is 30. But on our busy period, friday and saturday nights, the app comes into play more Because people dont particularly want to queue at the bar so they use Table Service more, so that goes up to 45 . Weve Been in touch with the biggest Pub Chains who all told me their apps are here to stay. Theyve all got one now. Tech companies say take up across the industry is still on the rise. In terms of small, independent businesses, the take up has Been slower but it still probably around 50 now. Do you think customers may Be getting a bit more wary about how much information they are having to givejust in order to get a pint . When we had ourfirst couple of venues go live, it was quite a rigorous sign up process, the data we collect from individuals has gradually Been worn away now to a point where we want to make it a simple and easy as possible for customers to sign up. Whether you are an App Addict or youve got an app aversion, the reality is these things are here to stay with more and more venues offering apps as an option for customers to order. But for most of us, the reality is we will never read the terms and conditions Behind the app, especially after youve had a few. The Data Watchdog wants customers to Be careful not to give away too many personal details. If you think about an ordering app, what information is necessary to make that order. It needs to Be relevant to the order and it also needs to Be not excessive. If you are a memBer of the public and you are filling in your details and you think Hang On, they want my name and address, all their personal details, question it. If it feels excessive, just pause for a second. Now We Can go to the bar and speak to somebody, i dont use one. Try it in a pub in Burnham On Sea about two weeks ago. And it flashed back at me, order at the bar. Id use the app Before you had to use the app, so, i really like it. You need Internet Banking for that. And i dont do that. Data for drinks is a Trade Off that lots of customers arent even aware they are making. Well, id rather use the app now, its easier, you dont have to queue up. However the next round is ordered, the Chief Question is who is paying . Cheers. Colletta smith, Bbc News, manchester. At kabul s airport, military flights have resumed after yesterdays chaotic scenes, when hundreds of afghans tried to board aircraft. Those scenes at the airport have Been highlighted by these newly released Satellite Pictures showing just how many people were on the runway there. And this extraordinary image shows more than 640 afghan evacuees crowded on board a us Military Plane which took off from kabul on Sunday Thats Believed to Be among the largest numBer of people ever flown in such an aircraft. Overnight, evacuations by the military restarted this footage shows the french Air Force preparing to fly its citizens out of kabul. Meanwhile, President Biden has said he stands squarely Behind his decision to withdraw american troops from afghanistan, in a defiant speech a day after the taliban seized control of the country. Joe biden said that the afghan Governments-collapse'>Governments Collapse had happened a lot faster than expected, and placed the blame on the countrys leaders and security forces. Here, the Foreign Secretary says details of a new reSettlement Scheme for Afghan Refugees will Be announced soon. The scheme will Be aimed at helping those most in need, including women and girls. The Home Office says it will Be guided by the capacity of local authorities when deciding how many Afghan Refugees will Be allowed to settle in the uk. Our first report this hour is from our correspondentjohn mcmanus. But. So i am left again to ask of those who argue that we should stay, how many more generations of americas daughters and sons would you have me send to fight afghanistans Civil War . That is little comfort for those who want to escape but cant. Charities in the uk urged the Government to help refugees fleeing the taliban to settle in britain. Ministers say more than 3000 Afghan Interpreters and theirfamilies who more than 3000 Afghan Interpreters and their families who worked with Uk Forces have Been resettled and they are working to bring more to britain. But the situation for afghan women is particularly dangerous. That afghan women is particularly dangerous afghan women is particularly dancerous. . , dangerous. At the local level is the re orts dangerous. At the local level is the reports we dangerous. At the local level is the reports we are dangerous. At the local level is the reports we are receiving dangerous. At the local level is the reports we are receiving are reports we are receiving are worrying. There are girls who are worried about their safety, their protection, many of them are not allowed to Be in schools, and this is what im hearing from activists who are working on the ground there. The prime Minister Borisjohnson says he wants the un Security Council to urgently meet to discuss the International Communitys next steps. But china has already said it wants friendly relations with afghanistans new rulers, while russia has said it Believes the taliban will restore order. John mcmanus, Bbc News. Lets talk to our political Correspondent Ione wells. We have any sense of a timeframe for hearing more about the possible resettlement of Afghan Refugees in the uk . Im talking not about those afghans who have worked for britain, for example as interpreters, but other people who want to flee kabul, flee the country had come to the uk . Thats right. As you say there are two schemes we are looking at, The One you Mentioned about eligible afghans who have helped British Forces and officials over the years in afghanistan who are currently Being evacuated along with british nationals from the country. What we dont yet know is the timescale for this of the scheme that Uk Officials are working on at the moment, a Refugee Scheme to help other afghans whose lives are at risk at the moment under the taliban. This is something that Uk Ministers have Been under pressure to announce, particularly after some of those really harrowing scenes we Saw Yesterday of desperate afghans trying to jump onto planes leaving the airport. What we do know about this current scheme is that it is likely to Be quite similar to that Scheme We Saw in 2014 for syrian refugees. We also know that it is likely to have an emphasis on women and girls and those most at risk from the taliban. What we dont know, though, is exactly the sort of timescale we might expect to see this scheme. Downing street said We Can expect a bit more detail in the coming days. It is quite likely the Prime Minister will want to give some kind of update about this when he faces questions from Mps Tomorrow in parliament. I know it is something a numBer of Cross Party mps including his own conservative mps including his own conservative mps are planning to raise with him tomorrow. Here is what the Foreign Secretary Dominic Rob said earlier about the timescale for this scheme. The details will Be set out by the for this scheme. The details will Be set out by the home for this scheme. The details will Be set out by the Home Secretary for this scheme. The details will Be set out by the Home Secretary and | set out by the Home Secretary and then prime set out by the Home Secretary and then Prime Minister in due course and what then Prime Minister in due course and what we focused on shortly, but the immediate priority, there are three the immediate priority, there are three tracks, we will secure the evacuation three tracks, we will secure the evacuation of his many british Nationais Evacuation of his many british nationals including dual nationals as we nationals including dual nationals as We Can nationals including dual nationals as We Can. We saw 150 Come Back on flights as We Can. We saw 150 Come Back on flights on as We Can. We saw 150 Come Back on flights on sunday, Believe it or not, flights on sunday, Believe it or not. Thabs flights on sunday, Believe it or not, thats exactly what i was working not, thats exactly what i was working on with the foreign Office Team working on with the foreign Office Team In Working On with the foreign Office Team in cobra, and we have seen 289 of those team in cobra, and we have seen 289 of those afghan nationals who have served of those afghan nationals who have served as of those afghan nationals who have served as Come Back and we are working served as Come Back and we are working to served as Come Back and we are working to ramp up that on top of those working to ramp up that on top of those two working to ramp up that on top of those two tracks, nationals and those those two tracks, nationals and those who those two tracks, nationals and those who have served us, afghans who have those who have served us, afghans who have served us, they will Be the asylum who have served us, they will Be the Asylum Route, and we want to look at Asylum Route, and we want to look at as well Asylum Route, and we want to look at as well as Asylum Route, and we want to look at as well as the ordinary Asylum Process as well as the ordinary Asylum Process what we do Bespoke for afghanistan. We have a model for that previously used in syria so we are not that previously used in syria so we are not new that previously used in syria so we are not new to this. But let us work the details are not new to this. But let us work the details through properly. There are still big question the details through properly. There are still Big Question Is, the details through properly. There are still Big Question Is, as the details through properly. There are still Big Question Is, as we are still Big Question Is, as we heard, for the Government about how this reSettlement Scheme might work. I think largely one is going to Be how are these refugees going to Be processed when we know the situation on the ground is changing very rapidly . We have seen kotick scenes already at airports of these is trying to Be rapidly processed and thats a question facing the Government. Another one is also the numBers. The Government'>Uk Government have not yet set targets for how many refugees they might Be willing to accept although this is something some other nations have put out there. Another thing they are facing pressure for is the Fact Opposition parties like labor as well as conservative backBench mps have Been calling for specific numBers but also more clarity on the safe routes that will Be provided for those Seeking Asylum micro labour. Labour have Been criticising today the way in which the evacuation of eligible afghans and british nationals has Been handled. This is what a labours shadow foreign Office Minister Stephen Kinnock had to say about that this morning. Our ability to deliver on promises like that has Been on promises to date has Been sorely lacking up to now, so it is crucial the british Government does not build up expectations that cannot Be delivered on, but we also need to see the british Government Being ready to do far more to secure safe passage for those people to whom we owe a debt of gratitude, and im afraid the chaotic and shambolic scenes coming out of kabul, it is a very dark day for us. The criticism has absolutely Been coming from within the Conservative Party as well for the Governments handling all of this, former deputy Prime Minister Damian Green saying there are times and places we should Be strict with applications and afghanistan is the opposite today. We have also heard from the chair of the defence select committee Tobias Ellwood. Thats right. The criticism that has Been coming from conservative mps falls into a numBer of camps. Firstly there has Been the initial criticism of the decision to withdraw troops, we have seen fierce criticism of that from people like the former Defence Ministerjohnny mercer. , the former Defence Ministerjohnny mercer. , ,. ,. ,. , mercer. Then as you say, we have had eole like mercer. Then as you say, we have had people like damian mercer. Then as you say, we have had people like Damian Green mercer. Then as you say, we have had people like Damian Green come mercer. Then as you say, we have had people like Damian Green come out i people like Damian Green come out and strongly advocate that the Government'>Uk Government quickly and urgently comes up with a generous scheme to house Asylum Seekers who may Be fleeing afghanistan. I know that is something a numBer of conservative mps say they will Be raising at that debate in parliament tomorrow. Then we have also had criticism from figures like Tobias Ellwood, chair of the Defence Committee in the house of commons, about the way in which this Foreign Policy has Been unfolding. He has Been critical of some of the comments that Dominic Raab made yesterday when in an interview he said that the way they might Be looking to hold the taliban to account would involve things like holding back foreign aid, but also imposing things like sanctions. This is what he told the bbc earlier about this. T is what he told the bbc earlier about this is what he told the bbc earlier about this. , , about this. I regret to say this but the aras about this. I regret to say this but the grasp of about this. I regret to say this but the grasp of understanding about this. I regret to say this but the grasp of understanding of about this. I regret to say this but | the grasp of understanding of what is going the grasp of understanding of what is going on in afghanistan seems to Be eluding is going on in afghanistan seems to Be eluding the Foreign Office at the moment Be eluding the Foreign Office at the moment what is going on at the Support Moment what is going on at the support they need. The idea We Can influence support they need. The idea We Can influence the taliban by holding back oda funds, for example, or are working back oda funds, for example, or are working together with like minded countries working together with like minded countries to put sanctions on it, the only countries to put sanctions on it, the only language the taliban understood was military might and we removed understood was military might and we removed that upper hand that we had, or that removed that upper hand that we had, or that we removed that upper hand that we had, or that we gave to the afghans. As we or that we gave to the afghans. We have or that we gave to the afghans. 2. 3 we have heard, lots or that we gave to the afghans. 23 we have heard, lots of criticism coming from conservative mps, the Prime Minister will Be feeling the heat of some of that tomorrow when heat of some of that tomorrow when he addresses mps in parliament. In the meantime today he has Been calling other international leaders including the german chancellor Angela Merkel this morning trying to come up with what Downing Street have termed a unifying approach, both on the situation on going there but also to any kind of future Asylum Scheme as well. Thank you very much. Asylum scheme as well. Thank you very much. Ione Asylum Scheme as well. Thank you very much, Ione Wells Asylum Scheme as well. Thank you very much, Ione Wells in very much, Ione Wells in westminster. Our chief international Correspondent Lyse Doucet joins us from dubai. Hello to you. Just give us the latest you are hearing about the talks that have Been going on amongst the Taliban Leadership and others about what happens next. We have heard, for example, that there is going to Be a high Level Discussion Today Between the russian ambassador in kabul and senior taliban memBers. We have heard that some Taliban Leaders may Be moving to kabul soon to talk about what happens next by way of the Government. Happens next by way of the rovernment. , ~ Government. Yes, i think even the taliban have Government. Yes, i think even the taliban have Been Government. Yes, i think even the taliban have Been surprised Government. Yes, i think even the taliban have Been surprised by Government. Yes, i think even the | taliban have Been surprised by the speed and the scale of their dramatic advance in afghanistan in ten days. They essentially took over an entire country. That may Be an historic precedent. They are scrambling too to try to bring about some order. We get images and reports from neighbourhoods of kabul that gradually groups of taliban are patrolling neighbourhoods saying they are there to prevent looting. We are hearing reports, they are still not confirmed, but coming from good sources, that senior Taliban Leaders are going to make their way to kabul. We are also hearing there will Be a Press Conference by a man who for many years journalists have asked whether he really exists and is he just made asked whether he really exists and is hejust made up name . Are there many of them . I was sent by a taliban force an image of him from the back and was told today you are going to see him for the first time. Bit by bit the Taliban Movement which suddenly finds itself back in power is going to try to form a Government. What is also interesting as there has Been some surprising twists in the sense we were told the Health Minister has Been asked to stay on for the moment, and the mayor of kabul has also Been asked to stay on for the moment and the female Television Presenters at the most popular afghan Television Channel are notjust on tv, theyre interviewing taliban on the television screens. It is early days yet to give any kind of sense of whether this is going to Be literally the new face of the taliban but i think we have to watch closely and afghans are watching very closely and as we have seen from those images yesterday, watching and fleeing with a great amount of fear. Bhd watching and fleeing with a great amount of fear. Watching and fleeing with a great amount of fear. And on that point, with the latest amount of fear. And on that point, with the latest Statement Amount of fear. And on that point, with the latest statement from amount of fear. And on that point, with the latest statement from the taliban telling people to start routine life with full confidence, urgent Government-officials'>Government Officials to return to work, clearly there is a test here, lots of people who fled afghanistan in decades past dont Believe them, clearly, that they say this is just a fig leaf. Believe them, clearly, that they say this isjust a fig leaf. Others Believe them, clearly, that they say this is just a fig leaf. Others say wait and see, lets see if the taliban have changed to some degree. What are your thoughts on that . Words are not enough. Action is what will speak much louder and more convincingly than words. In recent weeks as the Taliban Overran Districts and the taliban a saw and heard about how interpreters who had worked for the us, the british military and other afghans who had worked for foreign embassies or armies were desperately trying to Get Out. The taliban spokespeople put out messages saying nobody has to flee and where you will not Be harmed. But then they added a caveat and said as long as you apologise for Betraying your country, for committing treason, you will Be allowed to live in peace. To which afghan said, we didnt do anything wrong, we were simply working. And so it was a message meant to reassure but actually it rattled people. Not to forget the horrible, horrible stories about people Being Beheaded, people Being killed. I think the taliban are very anxious will stop The One thing that has changed from their rule of the 1990s is that they are very much aware of international opinion, they very much dont want to Be a pariah state, but they also emphasise what matters most of all is the establishment of what they call a Pure Islamic system. Subsequent to that and subsequent to a change of policy that took place from april onwards, many more have Been brought out and the plan prior to the collapse that occurred over the weekend was to move upwards of 2000 plus people out of afghanistan to the uk. I dont have a detailed breakdown of those figures, Thats Something the Government has kept a very close hold on, so it has Been difficult to help and support the process but we are talking about low thousands of individuals who are at least potentially liable to come to the uk and have the right to come to the uk and have the right to come to the uk, in my view, and that of course was Before the catastrophic collapse took place over the weekend. Other thing is the taliban has Been extra ordinarily successful in taking over the country. We cannot hide from that. But the degree of control and the degree to which they are an ordered organisation must Be questioned by many people. We have very good evidence already of what you might call list taking going on, so the taliban may Be low level commanders knocking on peoples doors asking if anybody worked for nato, or do you know anybody who worked for nato and given the situation you will Be not too surprised to hear that faced with that people who have worked for us in the past have fled their homes and family have said Get Out, you are endangering us, go where you can but Get Out of where we are. I think there is a really genuine fear. This whole process is based on the presumption, based on past experience, that some form of revenge will Be taken by the taliban. So revenge will Be taken by the taliban. ,. ,. , taliban. So for people who are in that situation, taliban. So for people who are in that situation, that taliban. There is a balance there and i recognise there is a balance around issues like security and criminality, and i get all that, but actually where we are is that there is an immediate crisis, there is an immediate danger. We have Been arguing for a while now since april onwards that it will Be difficult to make this work and that was Before bidens announcement. Get people to safety first and then worry about processing later on. We have Been making that case for a while, so yes We Can say that. It is not to me to say whether operationally we have enough people in place to do that at the moment. I hope they have the resources they need on the ground and i hope the Ministry Of Defence if it needs more people, if the Foreign Office and Home Office who do the processing need more people and more resources to make that happen, then i hope they do that. What i think they must also do is look at what other leavers they have available to them. Dominic raab talked about withholding humanitarian aid and has Been criticised for that. The other place we could put more pressure is through pakistan. The taliban have not sprung from nowhere. They are inherently part of the Afghanistan Society but they have Been harboured and supported by the pakistanis over and supported by the pakistanis over a numBer of years. Interesting listening to our last guest talking about the difference Between what the taliban is saying right now and what they are doing, or what they might do. Your thoughts on that. We have had a numBer of statements from the taliban this morning and in the last 24 hours urging people to start routine life with full confidence and so on. What are your thoughts on all of this . T are your thoughts on all of this . I think the taliban is trying to assert control and keep calm, especially with the scenes from the airport dominating media coverage. But the evidence we have to judge the taliban on is the policies and practices that they put in place in the parts of the country that they have governed for some time now. And a lot of those policies, a lot of those practices look very similar to the 1990s. They might let young girls go to school, but if not impossible it is hard to find a secondary school in those areas. There are restrictions on both men and women which are very similar to the 1990s. So as Lyse Doucet said earlier in the programme we need to look at the evidence. We need to look at the evidence. We need to look at the evidence. We need to look at what happens in the next few days and weeks. But the evidence we have now is not particularly optimistic. Have now is not particularly optimistic have now is not particularly optimistic. Ok, so for all the commentary optimistic. Ok, so for all the commentary that optimistic. Ok, so for all the commentary that perhaps i optimistic. Ok, so for all the I Commentary that perhaps talks optimistic. Ok, so for all the commentary that perhaps talks about the taliban having learned more about diplomacy in the last 20 years, from what you are saying they are going to need to make some sort of statement, if you like, that is demonstrably large enough to make people Believe that they are doing something differently, that they are prepared to act differently . Then;t prepared to act differently . They are trying prepared to act differently . They are trying they prepared to act differently . They are trying. They went prepared to act differently . Tt2 are trying. They went on the prepared to act differently . Tt21 are trying. They went on the news, on a relatively progressive afghan channel with a female anchor to have an interview. They have tried to produce videos on Social Media of them sitting with female workers in them sitting with female workers in the ministries. They are trying in their way. The ministries. They are trying in theirway. But the ministries. They are trying in their way. But what we have to judge them on is what they do over the next few weeks. I would very much like to hope their are changes, i would very much like to hope that some of them are pessimistic prognosis which are incorrect. But we have to watch and stay engaged to figure out how this will play out. T figure out how this will play out. I wonder to what extent, then, Governments Beyond russia, we know russia has had contacts with the taliban over a numBer of years, we understand a meeting is happening today Between the senior taliban officials and the russian ambassador, the embassy in kabul there is still open. Beyond those sorts of contacts we have to wonder then what channels might open Between western Governments like the us and the uk and the taliban, whether those will Be merely in the short term to facilitate the movement of people out of afghanistan, or whether it develops into something that what do you think might happen on that front . This is a difficult political and diplomatic choice. I think people score points by saying they are going to cut humanitarian aid and refuse to recognise the taliban. However, it is really only afghans who will suffer from that. If you exclude at marginalise the taliban now you are likely to see a replay of the 1990s where there was zero leverage over them, that includes funding girls schools for several months prior to the Taliban Takeover. There have Been negotiations with unicef to start girls schools In Taliban areas. That might sound like a Pipe Dream to sceptics but you cannot stop engaging until all hope is lost. That is the lesson from the 1990s. And i think we really, really have to seek political and diplomatic leadership on this from the uk, from the us, to stay engaged Because if they dont it is afghans, particularly women and children, who will suffer the consequences. Interesting to talk to you. Heres Prime Minister Jacinda Ardern. Public Health Officials have Been working at pace this afternoon to gather information on the case and their movements and i will pass to doctor bloomfield shortly to set out the facts as we currently know them, including locations of interest that have Been identified so far. But first i want to assure New Zealand that we have planned for this eventuality and that we will now Be putting in place that plan to contain and stamp out Covid 19 once again. Our correspondent Shaimaa Khalil has the latest from sydney. Theyre looking at sydney as an example of what not to do, Jacinda Ardern didnt say this in those exact words, but she did say that you should only look to our neighbours, the situation of what happens when you go in too late. She said its Better to start with the higher levels of stay at home orders and go down when you are sure that you have prevented the spread of the Delta Variant. There are a couple of things that are worrying Health Officials. One, that they dont know that this is the Delta Variant but they are assuming that this case is. And the other is that they cannot link it to a chain of transmission. They Cant Link it to hotel quarantine, they Cant Link it to overseas travel, which means that there could Be close contact and there could Be exposure sites, and so what Jacinda Ardern and the Health Officials are saying is that its Better to go in fast and to go in hard. RememBer, when she was announcing the phases New Zealand was going to go through to open or to ease the restrictions on their borders last week, she did say if we got one case of the Delta Variant, it was going to Be level four lockdown. Now this is the harshest level of the stay at home orders. It means that people cannot go, cannot go out of their houses except for the four essential reasons. Now interestingly, though, that while they were going for the Elimination Policy, which is the Border Closures and Snap Lockdowns to control the spread, New Zealand has also Been trying to ramp up its vaccination numBers about 20 of New Zealanders have had theirjab so far. They are trying to ramp up those numBers and have them increase. Jacinda ardern said that vaccinations will Be suspended for the next 48 hours to make sure that they are done in a safe manner. She did call upon the team of 5 Million which was her famous phrase at the Beginning of the pandemic, to unite once more, to try and make sure that this spread is contained and this outbreak is contained in New Zealand. Areas of haiti worst hit by saturdays devastating earthquake have Been flooded by heavy rains brought by a Tropical Storm. Aid workers had Been rushing to the region Before the storm hit. At least 1400 people are known to have died in the quake. Almost Seven Thousand are injured and hospitals are struggling, as our correspondent James Clayton reports. Like a 19 year old tanya, who is pregnant. There no coordination. A Tropical Storm here is also preventing flights in and out of the capital. The people here need help, but at the moment not enough is coming. James clayton, Bbc News. Well in the past hour, i spoke to peter finlay, Security Officer for the Red Cross in haiti, who was in port Au Prince. Just the tip of the iceBerg. We are talking Les Cayes which is accessible by the highway from port Au Prince but the outer regions of the tiburon peninsula, many of them havent even Been accessed yet. Right now, its only by air that We Can supply. We are trying to rush as much as We Can. There is a limited numBer of helicopters. There is a shortage of aeroplanes. As Mentioned, Medical Evacuations are ongoing. The haitian Red Cross has a fleet of ambulances at the port Au Prince airport moving patients as soon as they arrive on the different types of aircraft. Haitian Red Cross is mobilising patients to the citys hospitals. But as Mentioned in your report, its right on the dot, 25 Health Centres were destroyed. The hospitals are severely damaged. They need medical supplies and it is difficult to get them there. Les cayes was the city that was hit hard but we have dozens of smaller villages up in the mountains. The Main Highway from Les Cayes tojeremie is totally blocked. Landslides over landslides. And with this rainstorm, this tropical depression, that has dumped immense quantities of rain during the Night And Yesterday afternoon, the landslides are just getting worse. Rivers are flooding, bridges are unstable. So as you can see it is a dire situation, as your correspondent Mentioned. So in terms of basic needs, we clearly cant say at this stage that everyone who has Been affected by this, their basic needs are covered, Because clearly a lot of areas havent even Been reached yet. That is correct. We are trying to set up an operation to supply health, medical attention, water, sanitation, hygiene, shelter. All of this amongst the covid epidemic which makes incoming Aid Workers extra time to get in. RememBer in 2010, you got off the plane and you were in the middle of the disaster. Now you have to go through a series of Health Barriers to just get into the country. And when you are in the country you make a line to get on an aircraft to get to the area. There is a Security Situation in some parts of the main road to Les Cayes and thats another consideration. So its just a very complicated humanitarian crisis that has Been exacerbated by the storm. Is enough Being done to make sure you have got a steady supply of new workers . Partly of course as a result of leaving the european union. 5. 9 million people borrowed money from family and friends during the pandemic thats a rise of nearly A Million on the year Before. The financial Conduct Authority found that of those whose application for a loan was refused by a commercial lender Between february and octoBer last year, more than a quarter borrowed the money from friends orfamily instead. Our Business Presenter Sarah corker has Been taking a look at the figures. Whats Behind this trend . The people who lost theirjobs Because of covid and have turned to family and friends to turn to them for a basic living costs . This family and friends to turn to them for a basic living costs . For a basic living costs . This kind of informal for a basic living costs . This kind of informal lending for a basic living costs . This kind of informal lending has for a basic living costs . This kind| of informal lending has increased during the pandemic. If we take a look at the data which came from a survey, it shows back in february 2020, Before the pandemic started, 5. 1 million people borrowed from friends and family. By octoBer 2020, that numBer had gone up to 6 Million people and it has continued to rise. It is interesting to look at the age break down. The data suggest 20 of 18 to 20 to 24 year olds went to family and friends for an advance of some kind. I think what is Behind this trend, and a couple of factors. Firstly, if you have Been rejected from commercial lenders Because you have a poor Credit Lending it makes sense to turn to family and friends. But also if you have Been furloughed, getting 80 of your wages are if you have taken a grant for the self employed are a payment holiday, it has Been more difficult over the last 12 months to get credit. So as i say that is what is driving the trend. It can Be a good thing Because often family and friends will charge little or no interest, it could Be the bank of Mum And Dad for example giving a loan to help children get on the Property Ladder or to cover a deposit for a tenancy agreement. And it can Be quite fruitful. But a word of warning, when it does go wrong, introducing economic Centre Relationship it can so that relationship it can so that relationship and change the dynamics. Customers should think carefully about handing over personal data when ordering Food And Drink via their mobile phones, according to the uks body overseeing Data Privacy suggests. App and web based ordering has Become commonplace during the pandemic. But the information Commissioners Office told the bbc that customers should Be aware they had a choice over whether to share information. Colletta smith reports. Ill wait until weve all ordered. The lads are out for pints, but which will Be quicker, the app or the bar . The race is on. I should have figured out what im going to have. I dont want to get something random. Still, we wait. Table service sweeps in with the Phone Orders Before the slow coaches make it back. If this place was packed, i would Be dreaming for the app, i wouldnt go anywhere near the bar. You end up with ten different passwords, greene king, wetherspoons, ive got so many different apps. Postcode, e mail, there seems like a lot of irrelevant information that you dont technically need. The information is irrelevant, we all know its kind of the cost you have to pay almost, i think. I i think i can speak for everyone. Here, once weve had a few drinks were more likely. To get up to the bar. Than Be fiddling around with the app. Like to have a laugh with them and have a chat with them. Thats what you miss with the pandemic, just chatting with people. Bar Manager Steve makes a little less money on every less order through the app, but its staying Because plenty of customers are still using it. The Bar Service is higher, is roughly 70 at the moment compared to the app, which is 30. But on our busy period, friday and saturday nights, then the app comes into play more Because people dont particularly want to queue at the bar so they use Table Service more so that goes up to 45 . Weve Been in touch with the biggest Pub Chains who all told me their apps are here to stay. Theyve all got one now. And Tech Companies say take up across the industry is still on the rise. In terms of small independent businesses, the take up has Been slower but it still probably around 50 now. Do you think customers may Be getting a little bit more wary about how much information they are having to give just in order to get a pint . When we had our first couple of venues go live, it was quite a rigorous sign up process. The data that we collect from individuals has gradually Been worn away now to a point where, we want to make it as simple and easy as possible for customers to sign up. Whether youre an App Addict or youve got an app aversion, the reality is that these things are here to stay with with more and more venues offering apps as an option for customers to order. But for most of this, the reality is well never read the terms and conditions Behind the app. Especially after youve had a few. The Data Watchdog wants customers to Be careful not to give away too many personal details. If you think about an ordering app, what information is necessary to make that order . It needs to Be relevant to the order and it also needs to Be not excessive. If you are a memBer of the public and youre filling in your details and you think, Hang On a second, you want my name and address, you want all my personal details, question it. If it feels excessive, just pause for a second. Now We Can go to the bar and speak to somebody, i dont use one of them. Tried it in a pub in Burnham On Sea about two weeks ago, and it flashed back at me, order at the bar. I used the app Before you had to use the app so i really like it. Ive Been asked but you need tInternet Banking for that and i dont do that neither. Data for drinks is a Trade Off that lots of customers arent even aware theyre making. Id ratherjust use the app now Because its easier, you dont have to queue up. However the next round is ordered, the Chief Question is, whos paying . Cheers, guys. And coming up no need to swap data for drinks a Privacy Body warns customers about handing over personal information, when ordering through their mobile phones. Hello, good Afternoon And Welcome to Bbc News. The taliban has urged Government-officials'>Government Officials in afghanistan to return to work. It has offered them what it is calling a general amnesty and, in a statement, said it wanted people to start routine life with full confidence. At kabul s airport, military flights have resumed after yesterdays chaotic scenes, when hundreds of afghans tried to board aircraft. Those scenes at the airport have Been highlighted by images released recently showing just how many people were on the runway. You can see how many people are crowded onto the runway. President biden meanwhile says he stands squarely Behind his decision to withdraw american troops from afghanistan, in a defiant speech a day after the taliban seized control of the country. Our first report is from our correspondentjohn mcmanus. But. So i am left again to ask of those who argue that we should stay, how many more generations of americas daughters and sons would you have me send to fight afghanistans Civil War . That is little comfort for those who want to escape but cant. Charities in the uk urged the Government to help refugees fleeing the taliban to settle in britain. Ministers say more than 3,000 Afghan Interpreters and their families who worked with Uk Forces have Been resettled and they are working to bring more to britain. But the situation for afghan women is particularly dangerous. At the local level is the reports that we are receiving are worrying. Earlier, i spoke to our chief international correspondent, Lyse Doucet, who is in dubai. She says its not yet clear what sort of Government could Be formed by the taliban. We are hearing reports, they are still not confirmed, but coming from good sources, that senior Taliban Leaders are going to make their way to kabul. We are also hearing there will Be a Press Conference by a man named zabiola mujahit. For many years journalists have asked whether he really exists. Is hejust made up name . Are there many zabiolas . I was sent from a taliban source an image of zabiola from the back and was told today you are going to see him for the first time. So bit by bit the Taliban Movement which suddenly finds itself back in power is going to try to form a Government. What is also interesting, though, is there has Been some surprising twists in the sense of we were told the Health Minister Wahid Majroh has Been asked to stay on for the moment, the mayor of Kabul Dawood Sultanzoy has also Been asked to stay on for the moment and the female Television Presenters at the most popular afghan Television Channel tolonews are not just on tv, theyre interviewing taliban on the television screens. It is early days yet to give any kind of sense of whether this is going to Be literally the new face of the taliban but i think we have to watch closely and afghans are watching very closely and as we have seen from those images yesterday, watching and fleeing with a great amount of fear. And on that point, lyse, with the latest statement from the taliban telling people to start routine life with full confidence, urgent Government-officials'>Government Officials to return to work, clearly there is a test here, lots of people who fled afghanistan in decades past dont Believe them, clearly, that they say this is just a fig leaf. Others say wait and see, lets see if the taliban have changed to some degree. What are your thoughts on that . Words are not enough. Action is what will speak much louder and more convincingly than words. In recent weeks as the Taliban Overran Districts and the taliban saw and heard about how interpreters who had worked for the us, the british military and other afghans who had worked for foreign embassies or armies were desperately trying to Get Out. The taliban spokespeople put out messages saying No One has to flee and you will not Be harmed. But then they added a caveat and said as long as you apologise for Betraying your country, for committing treason, you will Be allowed to live in peace. To which of course afghans said, we didnt do anything wrong, we were simply working. And so it was a message meant to reassure but actually it rattled people. Not to forget the horrible, horrible stories about people Being Beheaded, people Being killed. I think the taliban are very anxious. The one thing that has changed from their rule of the 1990s is that they are very much aware of international opinion, they very much dont want to Be a pariah state, but they also emphasised that what matters most of all is the establishment of what they call a Pure Islamic system. Everything else is secondary. Lyse doucet, our chief international correspondent. Im joined now by Kabul Resident Obaidullah baheer, a lecturer at the american university of afghanistan. Obaidullah baheer, Thank You for joining us on Bbc News. Really important to hear what life is like in the city for residents such as yourself. How much have you Been out and about on the streets since the taliban took over . Taliban took over . Thank you for Havin Taliban took over . Thank you for having me taliban took over . Thank you for having me. There taliban took over . Thank you for having me. There have taliban took over . Thank you for having me. There have Been having me. There have Been conflicting reports as to what has happened on the ground. I have Been out. I was out today, i was out yesterday, i drove through a lot of the city yesterday. Security under the city yesterday. Security under the taliban, you see them heavily armed, in armoured vehicles, they are driving around the city, very passive, not interacting with a lot of people. They are maintaining security for international compounds, for Government buildings. The conflicting reports, Lyse Doucet already talked about how they told some people that it was ok giving them amnesty even if they worked for them amnesty even if they worked for the Government but the condition was an apology and Thats Something that people i know personally have received as well with regards to a demand for an apology. Thats one thing. The other idea is there is an Intelligence Chief that they have here who gives people guarantees saying that if anything happens they can reach out to them. Yet we are hearing of instances of people Being pulled out of their house, or houses Being searched, and then they constantly have counter narratives for those saying that the search is for those saying that the search is for Government issued guns Because they should Be given back to us and if any random incident happens where someone is harmed, they say those were splinter groups, or insubordination is, and so forth. My Friend Today saw a thief who had his face blackened and was Being showcased around the street. I think it is Better than what i heard from one of them yesterday when they said We Can tolerate everything but We Cant tolerate thieves, we will shoot them on spot. Right now it is very lawless. Yes, the taliban as elements are giving us guarantees but there is no Government in afghanistan, so necessarily there is no rule of law. So anyone under the guise of the taliban can do whatever they want to to you. So it is quite uncertain, people are scared. I guess the sooner they can figure out how to move forward politically the Better for afghanistan, move forward politically the Better forafghanistan, its move forward politically the Better for afghanistan, its people and security. A lot of people are saying that at the moment the foreign troops leave is when they will start massacring and killing people at large. So we have to have that conversation Before all the foreigners leave and then we are left toe to toe. Foreigners leave and then we are left toe to toe. You are a lecturer at the american left toe to toe. You are a lecturer at the american university, left toe to toe. You are a lecturer at the american university, as i left toe to toe. You are a lecturer| at the american university, as we Mentioned in the introduction. What is the situation with work at the moment . The idea was a lot of the students werejoining online. The system has Been down. We are waiting for the new semester to start. The staff have Been Being moved and international staff is yet to settle down. There is a lot of chaos right now. Once the Government has decided, once we see what policies the Government or the taliban Government'>Run Government have in mind, we will have to learn to adjust to those and see whether it is improbable or impossible to adjust to those rules, then i guess the university would have to look to shutting down its doors. But for now all cards are on the table so we have to figure out what the reality is going to Be and then make decisions accordingly. find then make decisions accordingly. And Ust Briefl , then make decisions accordingly. And jUst Briefly, obaidullah, you speak of a frankly unclear future at the moment, Because you are clearly debating in your mind what will happen when the international troops have left the country. Is it your hope you will Be able to stay in kabul . I think we may have. I think unfortunately we have just lost the line to Obaidullah Baheer, as we spoke to him in kabul. But good to Hearfrom Someone who spoke to him in kabul. But good to hear from someone who is living there who has Been moving around the city of s streets in the last day or so to get a sense of what it is like for an so to get a sense of what it is like foran ordinary so to get a sense of what it is like for an ordinary resident in kabul of the picture there. That was Obaidullah Baheer who is a lecturer at the american university in afghanistan. The Foreign Secretary, Dominic Raab, says the uk is looking at a Bespoke-arrangement'>Bespoke Arrangement for Afghan Refugees, with full details to Be set out in due course. Speaking to the bbc, he said a new reSettlement Scheme will Be aimed at helping those most in need including women and girls to come to the uk. The details will Be set out by the Home Secretary and the and what we are focused on shortly, but the immediate priority, there are three tracks, we will secure the evacuation of his many british nationals including dual nationals as We Can. We saw 150 Come Back on flights on sunday, Believe it or not, thats exactly what i was working on with the foreign Office Team and in cobra. We have seen 289 of those afghan nationals who have served us Come Back and we are working to ramp up that on top of those two tracks, nationals and those who have served us, afghans who have served us, there will Be the Asylum Route, and we want to look at, as well as the ordinary Asylum Process, what we do Bespoke for afghanistan. We have a model for that previously used in syria so we are not new to this. But let us work the details through properly. But the conservative Defence Committee chair and former Defence Minister Tobias Ellwood says we should Be doing more. We see some bold statements made by canada and germany, yet here we are almost making excuses to say why we may not Be able to take as many as we should. This fall of a state is on our watch, it is thanks to our retreat that we are now going to see a Mass Migration on a scale not seen since the second World War. Many of them will Be heading towards europe. Many of them are fleeing simply Because they worked for the international coalition. Many of them will Be fleeing Because they were in education or in part of Government, and females and so forth, and absolutely have a right to seek asylum. We should open our doors. I am lost for words. I am truly ashamed of what we have just done. There will Be nobody watching them. And if they do go back to their ways No One is coming to intervene in afghanistan again. I think the west has learned finally for the last time that afghanistan, you know, you just do not interfere internally in afghanistan without making the sort of commitments. We had the opportunity to bring the taliban to the piece negotiating table to actually have a solid agreement of a way forward working with the afghan Government. Pen farthing, Thank You for talking to us, founder of the animal Rights Charity in kabul who says he will not Be leaving with out his staff. While many western Governments have expressed their dismay at the Taliban Takeover of afghanistan, some Governments have already made it clear they are willing to work with the countrys new rulers. Pakistans Prime Minister imran khan declared that afghans had broken the shackles of slavery. China has also made positive remarks about the taliban, with a foreign Ministry Spokesperson saying that Beijing wants to to develop friendly and cooperative relations with afg hanistan. And weve also heard from Russias Ambassador to afghanistan who said that the talibans conduct so far in kabul had Been good, positive and business like. He also said that kabul was safer now than it was under the previous Government. Im joined now by our correspondent in moscow, steve rosenBerg. Steve, the Russian Embassy in kabul very much still open and a meeting, i think i heard you talking about earlier today, a meeting is due to take place Between the russian ambassador and the taliban. What more can you tell us about that . The russian more can you tell us about that . Tt2 russian ambassador in kabul is supposed to Be having a Meeting Today with the taliban to discuss security details. Yesterday moscow said that the taliban had taken over security of securing the perimeter of the Russian Embassy in kabul and the Meeting Today supposed to discuss longer Term Security arrangements but the message coming out of moscow is basically russia is not panicking about the Situation And Russia is not leaving. There are no plans to shut the embassy, although some diplomatic staff will Be evacuated. The other message coming out of moscow is huge criticism of america and particularlyJoe Biden for what is happening. Let me show you some of the front pages of the russian papers today. This is the Government-paper'>Government Papers today. This is the Government-paper'>Government Paper and its headline is america is not going home, it is fleeing. The paper says what is happening now in afghanistan is a monumental fiasco. The paper says that the pro american regime in afghanistan has collapsed like a pack of cards. This will go down in history. Here is another paper, popular tabloid. Similar thoughts here too. The paper says that great piles in the past have suffered defeats in the third world, but no defeat as speedy as this one great powers. The paper says what has happened is the political humiliation for the west and forJoe Biden. It goes on, and pro Kremlin Paper here says that, this is a foreign Policy Disaster for america, forJoe Biden. A Catastrophic Miscalculation by the american president. Catastrophic miscalculation by the american president. Steve, Beyond this opportunity american president. Steve, Beyond this opportunity for american president. Steve, Beyond this opportunity for russia american president. Steve, Beyond this opportunity for russia to this opportunity for russia to Berate joe this opportunity for russia to BerateJoe Biden, talk to us about the bigger geopolitical interests that russia has in afghanistan under the taliban. Just that russia has in afghanistan under the taliban. ,. , that russia has in afghanistan under the taliban,. ,. , the taliban. Just look at the map. Russia is much the taliban. Just look at the map. Russia is much closer the taliban. Just look at the map. Russia is much closer to the taliban. Just look at the map. I russia is much closer to afghanistan than america is to afghanistan. So what is happening now in afghanistan certainly worries russia. The biggest Thing Russia is worried about is that instability in afghanistan could spill over into neighbouring countries, into central asia, countries like tajikistan and uzBekistan, and ultimately into russia itself. The last thing that moscow wants is for afghanistan under the taliban to Become a springboard for terrorism. That point it will have made very strongly to the taliban. They have Been high level contacts Between moscow and Taliban Leaders over the last few years. So this situation is not too surprising for moscow. The russians have Been doing the groundwork, they have Been talking to the taliban, and it is clear that moscow wants to engage with the people, with the group which has seized power in kabul. Ththd people, with the group which has seized power in kabul. And literally ust as we seized power in kabul. And literally just as we are seized power in kabul. And literally just as we are speaking, seized power in kabul. And literally just as we are speaking, steve, seized power in kabul. Sergey lavrov also saying it was a positive sign that the taliban has demonstrated a willingness to take into account the position of other groups. Thats interesting, given the history of afghanistan and the fighting Between different groups in the country and different groups in the country and different factions in the country. This is something the russians have Been encouraging very much in recent months and over the last few years Because moscow wants to avoid a situation where there are splits within the taliban. It wants to avoid another Civil War in afghanistan Because Civil War means instability spilling over into central asia and possibly russia itself. Russia will do all it can to help this transition of power and to try to bring people together. Russia has no illusions. The situation is very difficult and certainly russell done that russian officials and commentators in the state media here are publicly expressing their concern that this situation could spill out of control and certainly russian officials. I recognise that there were distressing scenes that we Saw Yesterday and perhaps there was an inevitability about that Because afghan civilians, huge uncertainty around the future they had ahead of him and were considering those options and as the Security Situation was so uncertain in the city, some were able to gain access onto the airport. Led by a significant investment of us troops and by our own and other nations, now the airfield is restored, it is much calmer, the flying campaign has Been flying at full Pace Today and i am very confident that we now have a very stable airfield in which We Can get on with the business alongside all of our allies and partners that we need to do. But the order of ask will Be Between 6000 and 7000 personnel. How long have we got to do it . We dont really know so every day we are working as hard as We Can to put as many forward into this pipeline as we possibly can. Clearly there is a dynamic political situation running across the city. We make no assumptions about that other than that we really cant afford to pause and wait. There has Been a lot of commentary recently about people, most recently about how people have found it very difficult to judge what is going to happen in the future around over the last few months. And we are very alive to the uncertainty that still prevails. So it is Best effort. The chief ofjoint operations speaking to our Defence Correspondent. Areas of haiti worst hit by saturdays devastating earthquake have Been flooded by heavy rains brought by a Tropical Storm. Aid workers had Been rushing to the region Before the storm hit. At least 14 Hundred people are known to have died in the quake. Almost 7,000 are injured in the quake and hospitals are struggling to care for them, as our correspondentJames Clayton reports. Like a 19 year old tanya, who is pregnant. There no coordination. A Tropical Storm here is also preventing flights in and out of the capital. The people here need help, but at the moment not enough is coming. James clayton, Bbc News. New zealand is imposing a nationwide lockdown from midnight local time, after the country detected its first Community Case of coronavirus for six months. It will last for seven days in auckland, the largest city, where the case was detected, and three days in the rest of New Zealand. Heres New Zealands Prime MinisterJacinda Ardern. Public Health Officials have Been working at pace this afternoon to gather information on the case and their movements and i will pass to Dr Bloomfield shortly to set out the facts as we currently know them, including locations of interest that have Been identified so far. But first i want to assure New Zealand that we have planned for this eventuality, and that we will now Be putting in place that plan to contain and stamp out Covid 19 once again. They Cant Link it to hotel quarantine, they Cant Link it to overseas travel, which means that there could Be close contacts and there could Be exposure sites, and so what Jacinda Ardern and the Health Officials are saying is that its Better to go in fast and to go in hard. Now interestingly, though, that while they were going for the Elimination Policy, which is the Border Closures and Snap Lockdowns to control this spread, New Zealand has also Been trying to ramp up its vaccination numBers about 20 of New Zealanders have had theirjab so far. Six children and a parent have Been hit by a car outside a school in west sussex. Five of the children and the adult have Been taken to hospital after the crash outside ardingly college. New data indicates indicates the uks Unemployment Rate has fallen to 4. 7percent and annual average Wage Growth has leapt to 7. 4 . There were also almost One Million Job Vacancies last month. The Office For National Statistics says it shows the Labour Market is rebounding strongly after the downturn caused by the pandemic though the big increase in pay is partly due to cuts imposed in the last 18 months Being reversed. Hundreds of firefighters are tackling a wild fire in southern france 30 miles from St Tropez. Camp sites have Been evacuated, and people living in nearby villages have Been told to stay indoors. My colleague, Geeta Guru Murthy is in one of the areas affected. She was told to leave her house near cogolin as the fires approached and filmed what she saw. We were trying to contact the fire authorities but the people we were with said No One would come for where we are Because they were focused on The Town and the bigger Population Areas but it was very, very frightening, the flames were very thick and very fierce and very close. And ijust didnt know how we were going to Get Out at one point Because the road in One Direction was blocked with flames. And we couldnt get to the car. And in the other direction it was closed off completely and it went off up into the mountains but they had closed it off Because of the fire. So our only option, we were told, by the people that we were with, was to run into the hills but we had seen wild boar as we were running, it was completely dark, obviously. Or tojump into the swimming pool. We were literally googling what to do. My my colleague and we Believe she and herfamily are fine. My colleague and we Believe she and her family are fine. Clearly, a traumatic event to go through. Singer song writer Bob Dylan is Being sued in a new York Court by a woman who alleges he sexually abused her in 1965 when she was 12 years old. The woman whos not Been named claims she was plied with drugs and alcohol and threatened with violence over a six week period. A spokesman for the 80 year old said the accusations were untrue and would Be defended vigorously. Earlier i spoke to our Entertainment Correspondent Lizo mzimba. I asked him if there had Been any further developments. No, there is not a huge amount of detail. As you say, in 1965, this lawsuit, which has Been lodged in new York Supreme Court says that the 12 year old complainant, who is only known by the initialsjc has anonymity says that she was plied with alcohol, drugs, threats of violence by Bob Dylan. It says that he exploited his status as a musician to providejc, the anonymous complainant, with drugs and alcohol over this six week period, leaving her emotionally scarred and psychologically damaged to this day. This is Being brought, legal experts say, under the New York child victims act, which allows a temporary lifting of the statute of limitations on people who say that they were abused when they were children, when they were minors. This is all alleged to have happened in 1965, around the time of Bob Dylans fifth album, bringing it all back home. He is, of course, one of the worlds Best known musicians, he has sold over 100 Million records over the years and a winner of the noBel prize for literature. As you say, his spokesperson says that this 56 year old claim is false and will Be defended vigorously. Do we have any idea when this might come fully to court . No. Legal experts have not yet weighed in on exactly how long this process might take. Indeed if it comes to court. An initial suit has Been filed as of last friday, in new York Supreme Court. Now we have to wait and see what the legal procedure will Be for this. Bob dylan, of course not doing a huge amount musically at the moment. He has a new album coming out soon. There had a tour in april that was cancelled, of course, due to covid. The school of public opinion will Be important in this as well, in that we will have to wait and see what effect it might have on his popularity, his impact, you know, somebody who of course has Been looked up to for so long, these unproven at the moment, allegations which he vigorously defends and says are untrue. The information is irrelevant, i we all know its kind of the cost you have to pay almost, i think. I think i can speak for everyone here, once weve had a few drinks were more likely to get up to the bar.
