An additional 1,200 covid Testing Sites are to be set up in england, in an expansion of the scheme offering an alternative to Self Isolation for workers in critical industries. Staff in sectors including waste collection, prisons and defence will be able to take daily tests, if theyve been identified as a close contact of a positive case. The new sites are in addition to 800 locations already announced for the food industry, transport workers and police and fire services. Its not known how many have opened so far. I asked our chief political correspondent Adam Fleming whether there might be any further expansion of the test to release Scheme Sot i imagine there will be pressure from other sectors, who are experiencing a shortage of workers because of isolation. We know things like School Exclusions tend to be factor in driving people towards being exploited by criminal gang, you know, so what, anything we can do in schools i think is is welcome, but as i say, most of the new policies announced today tend to be more of the enforcement end, i would have put more emphasis on the prevention end, the best way to reduce crime is prevent it from happening in the first place rather than reacting to it, so i would put more money into those School Level intervention, the work of the Violence Reduction units is something i she should be extended but that is where i think the focus needs to be. That is where i would be critical, so, to really get smart about driving down crime, you know, we need to follow the evidence base, have a long term strategy, we need to do more on prevention and i think for example, on economic crime, fraud is the largest crime affecting people in england and wales, a third, a third, it is a third of all crime, and, you know, the way to prevent fraud, very few people are caught forfraud and prevent fraud, very few people are caught for fraud and many operate overseas so the best way is to do it through prevention, regulate the financial Services Sector more, so i would do more in that kind of area for example. The Commons Education Committee says theres an astonishing lack of information about children who arent in school. Of course, there are parents that believe it is the right thing to for their children. We are not trying to stop that will prevent that in any way. But there are other parents forced into it because they have been let down by the system. There are often too many cases of oft rolling, which is informal exclusion, where parents are again forced into home educating their children. We know that 5 of schools, according to the previous childrens commissioner, 5 of schools are responsible for 40 of children withdrawn from school to be home educated. Clearly, there is a problem. We are saying there should be this register, there should be assessment and there also should be assessment and there also should be a Level Playing Field for exams, because if we are saying that children should be assessed once a year, if they are home educated, On A Basic Maths and english, we should at least fund through the government the ability to do gcses or a levels, or other qualifications. In addition to this, we had the Bbc Research which runs from around september and october last year, through to spring up this year, through to spring up this year, april 2021, finding more than 40,000 pupils formally taken out of school, and much of that related the pandemic. I just wonder what your thoughts are, first of all, on the idea of a register to try to get some sort of handle on who is being taught at home and how many people are being taught at home . Of course, we can only do that comprehensively if we know who is being educated at home, which is why, in our view, the establishment of a register is really, really important. There is the register in the first instance, other than beyond that there is finding out what the Attainment Level is of children, especially in core subjects, Literacy And Numeracy . Absolutely. The establishment of the register would mean that we knew children who moved into the area who are being home educated already, or parents who chose to opt out and not enter their child into the mainstreaM Education system at the point they would be due to enter nursery. It is up to schools to say if a child has been removed from the register. If that child has never entered formal education, that clearly cant happen. Which is why we are so keen to have a register, and we would have a line of sight on children wherever they are, from Birth Right through, even if they move between authorities. But i do get that people are in that home educated system for different reasons, and having that better information would enable us to understand why children are being home educated, and make sure we are able to put the right support in place, according to those children fulham needs. I think the recent good weather we had has meant that people are mixing more outside, where there is less risk of transmission. The ending of the football competitions, we saw large groups of people going to watch football, but has played a role. The sheer numbers of people being asked to self isolate because they are close contacts of people who are infected. Some even suggested people may be reluctant, are beginning to become more reluctant, to come forward for tests when they have symptoms. I dont think there is any hard evidence of that yet. But i think what is going to be crucial in the next week or so is seeing whether we see similar scales of falls for Hospital Admissions. There is always a lag between infections and cases, so it will probably be a week before we truly see that, but i dont think we can be confident whether this Scale Fall is actually accurate until we start seeing that in the hospital cases. As we mentioned, it was only a week or so ago people are talking about 100,000, maybe 200,000 cases a day. I think we can be increasingly confident we will not see those high levels. I think scientists dont expect to to continue, and instead we are likely to see Infection Rates bobbling around, a fairly long series of mini peaks. And that will mean that admissions to hospital remain relatively high. We are seeing just under 1000 admissions a day at the moment. To put that into context, that is what the nhs would see for all types of respiratory infection, in the depths of winter. If that continues, that Covid Pressure will continue, even if Infection Rates do not rise significantly from now. That could lead to increasing numbers in hospital, and therefore the nhs is worried that it will not be able to do those other things that it is being asked to do. We have a Vaccination Programme, a very complicated Vaccination Programme to deliver over the next few months as well. And everyone is predicting that this winter will be very difficult. But it is vital that the government really takes this issue of Nhs Funding very seriously. A starter for ten would be to fund properly the small Pay Rise that they have agreed for nhs staff. Beyond that, they absolutely need to fund the nhs at a level that will enable them to deliver the workload that they need to deliver over the next year, and in the years to come. Thank you very much. It didnt look like it was going to hurt you. But then it started making some weird sounds, so we gave it a little bit of space, to see what it would do. It wasnt going into the water, it was just staying at shore. So, we decided to help it with my shoe, well, my water shoe, try and get it into the water. It grabbed onto my shoe and almost stole it. He did a little swim along the coast and changed colour while doing it. And it was just fantastic to see. I mean, an octopus up on the beach, its not a rare occurrence. They do come up onto beaches if they get caught up by the tide, or if they are actually hunting for food. Octopus have hundreds of suckers on their arms, and they can actually taste sound when they are moving around. So, this octopus was probably up on the beach, tasting and seeing if there was anything dug into the sand. You can see the mantle that they have behind their eyes. That actually enables them to suck Sea Water into the mantle, hold it in, and they can survive holding that water in and using that to breathe. So these guys can probably go ten, 20 minutes, 30 minutes out of the water, looking for food. Or if they are moving between rock pools, it helps them moving around. When we came back from having gone for the swim, we were so deliriously happy, because wed seen this fella. And ijust wanted to share it. It is likely notjust to be slow moving but also torrential, and through the afternoon, turning more thundery as the showers become a bit more widespread across North Wales, the north midlands, Northern England, scotland and northern ireland. In fact, parts of scotland is where we could see some issues with Flash Flooding. Temperatures 15 to about 24 degrees. Through this evening some the showers will fade, but we will hang on to them across scotland, Northern England and what is going to happen is this weatherfront coming in from the west will merge, so again some heavy rain to come through the night. But it is not going to be a cold night. 12 to about 15 degrees will be our overnight lows. As we head on into tomorrow, low pressure still very much in charge, no wind in the centre of it to speak of, but you can see the isobars are a bit closer together as we come further south. An additional 1,200 covid Testing Sites are to be set up in england, in an expansion of the scheme offering an alternative to Self Isolation for workers in critical industries. Staff in sectors including waste collection, prisons and defence will be able to take daily tests, if theyve been identified as a close contact of a positive case. The new sites are in addition to 800 locations already announced for the food industry, transport workers and police and fire services. Its not known how many have opened so far. The Commons Education Committee says theres an astonishing lack of information about children who arent in school. The chair of the Commons Education Committee, Robert Halfon, explained a little earlier how the number of children being educated at home has shot up recently. We know a survey suggests that there has been a 38 increase over the past year, up until october 2020. That is around 78,000 children being home educated. Of course, there are parents that believe it is the right thing to do for their children. We are not trying to stop that or prevent that in any way. But there are other parents forced into it because they have been let down by the system. There are often too many cases of off rolling, which is informal exclusion, where parents are again forced into home educating their children. We know that 5 of schools, according to the previous childrens commissioner, 5 of schools are responsible for 40 of children withdrawn from school to be home educated. Clearly, there is a problem. We are saying there should be this register, there should be assessment and there also should be a Level Playing Field for exams, because if we are saying that children should be assessed once a year, if they are home educated, on their basic maths and english, we should at least fund through the government the ability to do gcses or a levels, or other qualifications. This report strongly calls for a register and says not enough is known about children learning outside of school or the type of education they are receiving. Currently the department for education does not collect data on children who are home educated. They have described it as astonishing that so little is known about where children are, what they are studying, whether that education is suitable. The record also recommends assessments in numeracy and literacy. This does not mean the parents will need to pull the school curriculum, but it says if a child does go to school by the time they leave they should have the time they leave they should have the same level in maths and english as a child who has been to school. It also recommends Progress Church once a year with the local authority and for the local authority to ask for evidence of what the children are learning. It has been a long two years forjim, michael and thousands of other honda workers trying to find work. Midway through their apprenticeships they have now been taken on by a new firm making Cutting Edge Recycling machines, eager to snap up staff with the honda track record. The guys are really great, really enthusiastic, always willing to dive in, be hands on. Always wanting to be learning things, training. You know, they crave learning and continuous improvement. Its fantastic. It is completely different to honda. For example, on monday i was at the university of birmingham setting up our research rig. It is a completely different job. Its not even comparable. Very positive, honestly. In fact, i think i am in a better place now. The promise of further training and even Degree Level qualifications, i am really happy, honestly. For the other 3,000 workers in this vast factory, their fortunes lay with the union, negotiating redundancy packages to keep them going while they look for work. They are unprecedented, in my view. Ive not experienced anything in this industry or any other industry. It equates to about six and a half weeks for every year itself. It is uncapped, unlike the statutory minimum. And there are additional bonuses wrapped up within that. They will walk out with very, very lucrative redundancy packages. Especially if you have been here for a long time. Honda swindon is surrounded by trading estates, small factories and several big warehouse operations. Soon, thousands of Ex Car workers will be here looking for work. The current conditions of the market, ill be honest with you, there are more jobs than people. The biggest challenge for these guys is going to be their salary expectations. It didnt look like it was going to hurt you. But then it started making some weird sounds, so we gave it a little bit of space, to see what it would do. It wasnt going into the water, it was just staying at shore. So, we decided to help it with my shoe, well, my water shoe, try and get it into the water. It grabbed onto my shoe and almost stole it. He did a little swim along the coast and changed colour while doing it. And it was just fantastic to see. I mean, an octopus up on the beach, its not a rare occurrence. They do come up onto beaches if they get caught up by the tide, or if they are actually hunting for food. Octopus have hundreds of suckers on their arms, and they can actually taste sand when they are moving around. So, this octopus was probably up on the beach, tasting and seeing if there was anything dug into the sand. You can see the mantle that they have behind their eyes. That actually enables them to suck Sea Water into the mantle, hold it in, and they can survive holding that water in and using that to breathe. So these guys can probably go ten, 20 minutes, 30 minutes out of the water, looking for food. Or if they are moving between rock pools, it helps them moving around. When we came back from having gone for the swim, we were so deliriously happy, because wed seen this fella. And ijust wanted to share it. It is likely notjust to be slow moving but also torrential, and through the afternoon, turning more thundery as the showers become a bit more widespread across North Wales, the north midlands, Northern England, scotland and northern ireland. In fact, parts of scotland is where we could see some issues with Flash Flooding. Temperatures 15 to about 24 degrees. Through this evening some the showers will fade, but we will hang on to them across scotland, Northern England and what is going to happen is this weatherfront coming in from the west will merge, so again some heavy rain to come through the night. But it is not going to be a cold night. 12 to about 15 degrees will be our overnight lows. As we head on into tomorrow, low pressure still very much in charge, no wind in the centre of it to speak of, but you can see the isobars are a bit closer together as we come further south.
