High and they were dramatically exceeded. Thousands of adults in england are self isolating. The vast majority dont have covid, many though have been pinged by the Trace And Track app. And it may have come as a surprise to some of them to see this report from the times. It told us that investment minister, lord gerry grimstone, the bbc has confirmed this too. That s right an advisory tool. Then this morning the Business Minister Paul Scully did a series of interviews. He told times radio that self isolating after being pinged was a decision for individuals and employers. And that the app is there to allow you to make informed decisions. In a further interview on the bbc, mr scully added this we are encouraging people to isolate but they need to make their own informed decisions. The legal position has not changed, you have to isolate if you are contacted by The Nhs Test And Trace or if you are collecting isolation payments. Not everyone has the app for example and so it is not mandated. So if you get pinged by the app, as it was explained you get to make an informed decision. You Don T have to isolate. Indeed, you dont have to have the app. And that is true those are the rules. But after those interviews, a downing Street Spokesperson offered a further statement, telling us isolation remains and while you are only legally obliged to isolate if directly contacted by Nhs Track and trace, evidently many hundreds of thousands of people have chosen to self isolate. And that guidance is coming under pressure even from within boris johnsons conservative party. sot even from within boris johnsons conservative party. Come the 16th those who have had two vaccines will be ok to not isolate but to do testing. My question is, why not now . The government says the rules will stay for now. And argues that any shift will be tied to the Vaccine Roll out. At the moment 85 of the Adult Population has been vaccinated and at that Stage Everyone over 18 would have had the chance to get vaccinated. Right now though the government has confirmed it is possible to apply for exemptions from Self Isolation and that each will be considered on a Case by Case basis. That s now being criticsed. The cold Chain Federation argues requiring businesses to name the Government Doesn T deny that Staffing Pressures exist but argues Self Isolation remains a necessary measure. For that to be effective though people need to keep self isolating. As my colleaguejonathan blake notes in his Analysis Today any and that risk arguably becomes greater still now england has lifted almost all covid restrictions. The Governments Strategy is to ask people to take informed decisions on Self Isolation. Today provided more information and as the Summer Holidays arrive and covid Cases increase, well see the decisions people reach. We will speak to a professor of psychology who participated in a subcommittee of the Uk Government group. Early on he pleaded saying . Thank you forjoining us. Why do you say that . The saying . Thank you for oining us. Why do you say that . Saying . Thank you for oining us. Why do you say that . The reason why we have got why do you say that . The reason why we have got these why do you say that . The reason why we have got these problems why do you say that . The reason why we have got these problems of why do you say that . The reason why we have got these problems of so we have got these problems of so many people having to self isolate is because so many people are being infected. We are up to about 50,000 infections per day. The Health Minister himself admitted it would go minister himself admitted it would 9 up minister himself admitted it would go up to 100,000 in some estimates and suggest it will go as high as 200,000. At the people be the reason people are having to self isolate. If the government gives the Message And Concern about that level of infection there is nothing to bring those down. Then number one people will continue to get pained self isolate and number two, they will be asking themselves why should i if the infection does not matter . There is a fundamental flaw at the heart of what the government is doing. The flaw at the heart of what the government is doing. The position of the Government Government is doing. The position of the Government Today Government is doing. The position of the Government Today on government is doing. The position of the Government Today on self the Government Today on Self Isolation is not dead sprint to the position and held for a while now which is that you are legally obliged if you are contacted by Track And Trace but you are not legally obliged if you are contacted by The Apple. It legally obliged if you are contacted by The Apple legally obliged if you are contacted by The Apple. It did sound different with ministers by The Apple. It did sound different with ministers rushing by The Apple. It did sound different with ministers rushing him by The Apple. It did sound different with ministers rushing him saying l with ministers rushing him saying one thing and another minister on number ten rushing in and saying something else. So it started off with this distinction between being pinged by the app were contacted by Test And Trace. If you go to the Nhs Website it makes no such distinction. Itjust as if you are contacted either Ibm Equity or a Test And Trace you should self isolate. So its a contradiction between what they are saying and what The Nhs s website is saying. First of all, study says you dont need to self isolate and Then number ten says yes you do need to self isolate. If they are talking about making informed decisions, how can people make informed decisions when the information they are being given from different sources that different ministers are disagreeing with Each Other and what some of the ministers are saying is at odds with what it says on the Nhs Website. Yes, we need to make informed decisions but from that we need clear and consistent and not contradictory information. Isnt contradictory information. Isnt this A Question contradictory information. Isnt this A Question of contradictory information. Isnt this A Question of emphasis rather than being specifically contradictory . Isnt this the government Shifting Notjust contradictory . Isnt this the government shifting not just with reference to Self Isolation but more broadly from regulation to guidance . To trusting Peoples Sense of personal responsibility . You could argue that number ten today and for the last few weeks have put out the same advice. If you get pinged by them app its responsible to self isolate. Them app its responsible to selfisolate. Them app its responsible to selfisolate. , selfisolate. This distinction is a new distinction selfisolate. This distinction is a new distinction to selfisolate. This distinction is a new distinction to most selfisolate. This distinction is a new distinction to most people i new distinction to most people today. It contradicts what is set on the website itself. But i think what today shows is that yes, people of course i got to take responsibility. They have got to do the right thing. Seh they have got to do the right thing. Self isolation is the most important thing we can do to break the chain of infection. But for people to act responsibly, they need support by the government in two ways. First, they need clear and consistent information about what they are doing and as we saw, that was not forthcoming today. Precisely the opposite and secondly, if people are to self isolate they need to support to self isolate they need to support to make that practical. The pub and throughout this pandemic and nearly all the scientific advice being bemused by this is weve never given the support thats necessary and we dont get the financial support and we dont get the accommodation if people in the crowded housing and we dont deal with the psychological needs and we dont deal with the practical needs. A few gay people my support to self isolate rather than just saying go ahead and do it, people will be much more willing to do it. The issue is not that people are not motivated, most people are motivated to do the right thing to protect themselves and protect the community. If they are to act responsibly, the government needs to take its responsibilities seriously as well and in partnership moving forward. If people are not supported by the government and basically they are telling them its all up to them and if an abdication of responsibility. Its not an increase of responsibility. Of responsibility. Thank you very much. The government rejects that criticism saying its working with people to navigate the pandemic. This is a Pressure Point for businesses because they are facing the Staffing Shortage and in particular because of the pinged that has been happening. The Uk Government also said. The Uk Government has also said it will introduce Vaccine Passports as a legal requirement to enter nightclubs in england from september onwards. Sacha lord, who runs the Warehouse Project Club nights, has said hes extremely concerned by the plans. 0ur Correspondent Danny savage reports. It has been a Roller Coaster Year for staff at this club in Manchester Bar this is when they close down. This week, they fully reopened. But to Then be told that from september, customers will need a covid 19 passport has stopped them in their tracks. How are we going to collect the information, how do we keep the information . We have got to employ somebody extra monitoring the door and monitor the people coming in. There are costs coming that he has not thought about for us. In the early hours of Monday Clubbers celebrated The End of social distancing. The night time economy woke up again but what will this new Restriction Mean . It never was freedom day, was it . We had 17 hours of freedom. I cannot understand why the government did such a drastic u turn. Now, again there is anxiety, there is nervousness, people are just at their wits end. This policy was floated just over 2a hours ago. This is what their Target Audience thinks. And quite frankly we have seen people be double vaccinated and still get covid 19. I would feel more secure going to places if i knew everyone was double vaccinated. Doctors say there is some logic to this. If this is one of the ways to encourage people to get protected so they can go on and do all the risky things that they were doing, yes. It is going to be weeks before covid 19 passports could be required for clubs and other venues. A lot needs to be agreed before Then. Several countries tried reopening their nightclubs this month but it s proving difficult to keep them open. Israel closed its nightclubs again, despite using a green Pass System similar to england s Covid Passport after Cases rose there due to the Delta Variant. The netherlands also closed its nightclubs just two weeks after it reopened them. Cases there jumped eightfold in a single week to their highest levels since bars, restaurants and nightclubs reopened. Greece banned standing customers from 8 july. Authorities there said many new Cases involved young people and were linked to entertainment venues. And two weeks ago, spain s Catalonia Region closed nightclubs again, just weeks after opening them up. Authorites said there was an exponential increase in Cases, mainly among young people. Let s get the coronavirus developments worldwide. Starting with some new figures on india from a us based research group. It found that the covid 19 pandemic may have caused over Four Million excess deaths in india. To put that in context, that s about 10 times the official Death Toll of [114,000 in the country. Most experts believe india s Official Toll is a vast undercount but the government has dismissed those concerns as exaggerated. That same figure Four Million is also the current estimate total for deaths from covid across the entire world. The research has been published by researchers from the centre for global Development And Harvard university and the Indian Government s former chief economic advisor, Arvind Sub Raman ian. Here he is speaking to us earlier. Let me first say that it is actually very difficult to arrive at seriously confident numbers on this because as you said india is a vast Country And Data systems are not always perfect. So, no One Data for no One Figure is going to be right and also this is going to be a kind of gradual process of lots of researchers working on this and Then shedding light on some part or the other. I think also it s important to say a lot of this was made possible because of the kind of work of intrepid indian journalists so what we did was to put together three different Data Sources in the study and we said all of them have problems. They have shortcomings, but if you take the central estimate of each of the studies, they all suggest somewhere the actual Death Counts and the true Death Count is likely to be in the millions, not in the hundreds of thousands that is the official number. Let s hear now from the bbc s anbarasan ethirajan who s In Delhi. India is yet to come out of a devastating second wave of the coronavirus. It may bare the poor Health Infrastructure with overflowing hospitals and shortage of oxygen earlier this year. Put that in the and outside hospitals. Until now, the real impact of the disaster was subject to debate and discussions. Now, a detailed study estimates the number of excess deaths since the pandemic started could be in several millions. A starting figure given that the Government Hospitality is only about 410,000. It is regarded as the first comprehensive nationwide study. The researchers admit that not all deaths are covid 19 related but a significant number could be that is why the authors of the study described this as the worst humanitarian Disaster India has faced since it gained independence in 19117. Establishing a figure is always challenging in a huge continent like india. The office of the study argued that 92 impact would help prepare for the next wave. India s official authority figures is the third highest in the world after the united states and brazil. The Indian Government has rejected similar studies in the past seeing they were baseless. It has been in the back foot following stinging criticism of it the way it handled the second wave. The latest study could add more pressure on the authorities. To myanmar next, which is facing a surge of coronavirus Cases. One of the country s senior leaders, Nyan Win who you see here has just died of covid 19. He was top advisor to aung saan su kyi. He too was arrested after the Military Coup in myanmar in february and contracted the disease in prison. These images are from the Capital Yangon. As is the Case with many other countries in the region, myanmar S Wave of coronavirus Cases is driven by the Delta Variant although a lack of transparency by the Military Regime is making it hard to establish just how bad it is. On monday more than 1,500 dead bodies were cremated in the Capital Yangon that s significantly higher than the official daily Death Toll of 281 reported for the day. Jonathan head reports from bangkok in neighbouring thailand. He was one of the best known in their National League For Democracy and his death from Covid 19 In Custody brought on the huge risk posed to the thousands who have been detained by the military often in terrible conditions since the coup but also to the wider population from the Delta Variant of the coronavirus which is now causing havoc in southeast asia. A region which last year was mostly spared the worst effects of the pandemic. The un Special Envoy described the situation in myanmar as a perfect storm and it s hard to disagree. The public Health System in myanmar was one of their weakest in the region after decades of misrule in the past but since the coup we had seen doctors and Health Workers who led the mass Opposition Movement to the coup either being arrested, going underground, or simply staying away from the hospitals which are now in many Cases occupied by the army. Many of those who are sick with covid 19 do not want to go there. Instead, we are seeing people lining up with Oxygen Tanks desperate to get something to take home to treat those who are sick inside their own houses. Those who are going from door to door to collect bodies are describing Finding Scenes where perhaps several Family Members have already died and the numbers of people or bodies we are hearing being taken to the cemeteries In The City make it clear that the official figures of perhaps two or 300 dead every day is a massive underestimated at a lot higher than that. Jeff bezos, the richest person on Planet Earth has succesfully flown into space. This is the moment the Amazon Founder lifted off from the texan desert. His Brother Mark was there along with two others the oldest and youngest people ever to go into space. The rocket travelled nearly A Hundred kilometres above the planet s surface. And Then they came down. This is the momentjust ten minutes after they started with the Space Capsule Landing back in texas. And here they emerging from the Space Capsule you can see wally funk, now the oldest person to travel to space, looking fairly happy as she leaves the capsule. Mr bezos had this to say after landing back on earth. The most profound peice of it from he was looking out at the earth and looking at the earths atmosphere. Every astronaut for everybody who has been out into space, they say this, it changes them and they look at it and they are amazed and awestruck by the earth and its beauty but also by its fragility. And i can vouch for that. When i looked out, we were seeing this and moving around the planet in our normal ways, the atmosphere is so gigantic and we are these tiny things in the atmosphere is so big but when you get up above it what you see is it s actually incredibly thin. If this tiny fragile thing and as we move about the planet to be damaging it. This latest Rocket Launch comes little more more than a week after fellow billionaire richard branson s own trip to the edge of space. The british entrepreneur flew high above New Mexico in the us in a vehicle his company has been developing for the last 17 years. And Mr Branson was quick to congratulate Mr Bezos today tweeting well done. Very best to all the crew from me and all the team. Don t forget, there s also elon musk, founder of the company spacex, who hopes to make his mark in commercial space travel. There are many people, however, who are sceptical of what the businessmen are doing. This is the headline of a Washington Post Article from this weekend. And it captures how many people are feeling. The launch of a Dream Orjust out of this World Ego . The article goes on to make the point that for critics, the money poured into private vanity projects is unforgivable when there is so much to be done right here on earth. That s echoed by the head of the un World Food Programme who tweeted last month so excited to see you compete on who gets to space first but i would love to see you team up together to save the 41 Million people who are about to starve this year on earth it only takes 6 billion. We can solve this quickly Mr Bezos addressed this criticism on monday, saying we have lots of problems here and now on earth and we need to work on those and we also need to look to the future, we ve always done that as a species and as a civilization. We have to do both. Here s what one expert thinks about that. The big picture is this flight will create technologies that will help ralph on the earth and in the long term daily will enable the Human Species to be interplanetary. And number of Rocket Flights is small but a new private Space Industry could change facts. Space tourism will acquire the cost of going into space to come down. It significantly out of range for most people. A ticket on his Rocket Cost upwards of a quarter of 1 Million meanwhile a Mint Winner of the auction to set this i just meanwhile a Mint Winner of the auction to set this Ijust Basil us reportedly cost someone around 20 29 million. Jeff hoffman former Nasa Astronaut and current professor of aeronautics at Mit Tx Float Tx Float Iam i am enthusiastic about clap private space flights. When you let at the incredible innovation that has come out of the different companies that are all taking different approaches to space. If it was left to nasa and the Launch Providers by the rate, i love nasa, they have done work very well by me but would they have made the investment to develop their rockets and all of the other technological advances that have come out of these different private companies. So, i am enthusiastic. Yes, it is expensive. Right now it s not available to the general public but my parents told me about the early days of Transatlantic Airline Flights where at them, it was way out of range for those people and things change. But out of range for those people and things change things change. But that big difference things change. But that big difference here things change. But that big difference here is things change. But that big difference here is normally| things change. The ability to if only more people could get that sense of the big mess of our atmosphere and the need to protect the and the idea that we cannotjust keep getting anything we want to our planet and our atmosphere i think Thatis Planet and our atmosphere i think that is liable to do a lot more to protect the earth and you need to Space Prince Perspective in order to do that. There are things which can only be made in lower levels of gravity that i would not be surprised if a few decades from now will have transformed a lot of the technology here on earth such as Fibre Optics for one, without the need for an application. That s something which is being experimented with as we speak. This experimented with as we speak. As you watch this, did you think i would like to go up again . I am sure you would. Thank you very much forjoining us. That s it for the first half of outside source, i will see you up in a couple of minutes. Hello. The severe thunderstorms we ve seen across parts of england this afternoon and evening, they fade into the night, but the heat story doesn t Go Away it s with us for a few more days yet. Met Office Amber Warning for Extreme Heat remains in place across the southwestern corner of the uk. It s those high daytime temperatures and night time temperatures coupled over several days which is having an impact on the body, on our health, and potentially on infrastructure too. And just take a look at the temperatures as we approach midnight. Still well into the 20s across many parts of the country. Those storms, though, across east anglia, southeast fade away. Most will be dry by The End of the night. Temperatures really dropping much in the hours that take us towards dawn, still in mid to high teens, but tomorrow, there will be more low cloud across eastern parts of Scotland And Northeast england. Whereas in Northern Ireland, temperatures under sunny skies are set to rise even further. Extreme heat warning, amber one from the Met Office comes into force from eight o clock tomorrow, goes all the way through to friday. And that s because we ve got more of a drift of a south westerly wind, so the heat across the south is slowly transferring its way westwards. Now, we will see that low cloud towards the east to begin with, that will break up, but still across the south with some Blue Skies overhead, isolated showers, nowhere near as much as we ve seen today. Still Seeing Temperatures into the low 30s. But temperatures higher Tomorrow Northwest England to the west of Northern Ireland across fermanagh in particular. Pretty hot too to the south of scotland, but around the north and east, still with some low cloud nearby, alwaysjust that little bit cooler. And as i said, a few isolated showers may be across parts of northwest england, central and Southern England and Northern Ireland. But where you do see those storms, they could be quite severe. They will fade, though, as we go through the night and into thursday. Thursday, Blue Skies back for many, some mist and low cloud around northeast coasts to begin with, probably a bit more sunshine in northern and eastern Scotland And Northeast england. And as i said, that core of heat pushing its way northward and westwards. 31 celsius, may be higher towards fermanagh, which, again, will have an impact on health. But here and across the rest of the country, temperatures drop a little bit on friday, plenty of sunshine and dry weather still around. The big change, though, comes into the weekend. This area of low pressure starting to push its way up, so if you ve not enjoyed any of the heat, it s time to open the windows when it s not raining that is allow the priest to push through the house and flats, but there will be outbreaks of rain, some heavy and thundery across england and wales. Hello, i m ros atkins, this is 0utside source. In england, some confusion over whether everyone who is pained by the Nhs Covid App should isolate. The government says it S Crucial for people to do so if they ve been alerted, but earlier, ministry said they could make an informed decision. Brycejohnson s from her adviser has told the bbc there was talk of replacing brycejohnson days after his Election Victory. Torrential rain in Central China is causing widespread disruption committees passengers had to be rescued from a Subway Train. There goes the richest person in the world can say so us, as he heads briefly empty space. Can say so us, as he heads briefly empty space can say so us, as he heads briefly em sace. , empty space. On my god my expectations are high, and empty space. How it felt . On my god my expectations are high, and they. My expectations are high, and they were dramatically exceeded. We begin this half hour with the latest remarks from borisjohnson s former Chief Adviser, Dominic Cummings. He s told the bbc there was talk of trying to replace mrjohnson as Prime Minister within days of the conservative Election Victory in december 2019. Mr cummings, who had been director of the Vote Leave Campaign in 2016, also suggested that people who were completely sure that brexit was a good idea had got a screw loose. He spoke to our political editor laura kuenssberg. What really happened . This man used to be one of the most powerful figures in the government, but his friendship of political convenience with the Prime Ministerfell to bits. Borisjohnson and Dominic Cummings became foes. Their strategy had produced a massive win at the election. Well, we did it, we did it. Once they were all safely installed in number ten, he ended up on the outside. He was fed up with the Media Portrayal of him being a kind of puppet for the Vote Leave team. It was driving him round the bend. He was upset about the fact, connected to that, that essentially i was spending my time on what i thought was important, not on politics, not on media and Communication And Campaigning stuff. He was the elected Prime Minister. You were an unelected adviser. Yeah, we basically disagreed on what was happening on covid. I thought his girlfriend was interfering with appointments, people who were being. She wanted to have people fired and have people promoted in ways that i thought were unethical and unprofessional. And that also led to a big argument between us. Accusing somebody of having undue influence, which is what you are doing, is a big claim. The Prime Minister doesnt have a plan and he doesnt know how whitehall works. Someone is going to set the agenda. It is going to be the civil service, or the Vote Leave team, or me. As soon as the election was one night, her view was, why should it be dominic and the leave team, why shouldnt it be me that is pulling the strings . In response to mr cummings claims, Downing Street told us political appointments are entirely made by the Prime Minister. In The End, you lose the argument, you lose that influence. Thats what happened, isnt it . That s what happened, isn t it . Yeah, in fact, literally immediately after the election, it was already clear that this was a problem. Before mid january, we were having meetings in numberten, saying, it is clear that carrie wants rid of all of us. At that point, we were all ready saying by the summer he would be gone from here or we would be in the process of trying to get rid of him and get someone else in as Prime Minister. Within months of the Prime Minister winning the biggest conservative majority in decades, you and a few others from the Vote Leave Campaign were discussing the possibility of getting rid of him. Days, not months. Within days of the election you were discussing getting rid of him . Yes. Because of all we have been discussing. Because for all the reasons we have been discussing. He doesnt have a plan, doesnt know how to be Prime Minister, and we only have got him in there to solve a certain problem, not because we thought it was right to run the country. What kind of con did you pull off on the british public if that is what you think . I dont think it is a con. We were trying to solve problems in the order we can solve them in. Before the relationship at the heart of government broke, borisjohnson and Dominic Cummings did achieve their top priority brexit. So how does the architect of the Vote Leave Campaign look back . Questions like, is brexit a good idea . No one on earth knows what the answer to that is. Even you are still not sure if brexit was a good idea . I think anyone who says they are sure about questions like that has got a screw loose, whether you are on the remain side or our site. Side or our side. One of the reasons we won was precisely because we didnt think we were definitely right and remainers are all idiots or traitors. Do you think you have done more good than damage . I think brexit was a good thing. I think that the way in which the world has worked out since 2016 vindicates the arguments that Vote Leave made in all sorts of ways. I think its good that brexit happened. He won t be the one to settle that question. Nor will he write his entry in the books of our recent history, but there will be a page, for sure. The first thing i would say as i thoroughly urge everybody watching this to go to the Bbc Website and watch the interview and fall. It is fascinating. It made me think, you know, this is what it would be like if you could interview, i don t know, a cardinal or a Thomas Cromwell who are advisers to king henry viii, that sense of being at the start of heart of the court, the very heart of history in turbulent times, and really interestingly can at one moment, Dominic Cummings described the british politics as tragicomic, and what he meant by that was the idea that people like borisjohnson, david cameron, george osborne, people who are essentially 0sborne, people who are essentially calling posh amateurs should find themselves running the country, so my first take is that there was some sort to go back to those tutor times, something positively shakespearean about the picture that described the sort of complex character brycejohnson, clever but can you know, caught between his piper adviser, can you know, caught between his piperadviser, Dominic Cummings, his girlfriend now wife, and all in the middle of this tunnel of bracket and covid, is absolutely riveting watch. And i suppose in an odd kind of way from the very fact that he come if we want to believe his version of history that he sort of chose Boris Johnson Version of history that he sort of chose borisjohnson to lead the votes leave and when election, suggests whether he now thinks to manage sort of incompetent, clueless and helpless as a leader, he at least thought he was good at winning things, didn t he . An operation is under way to rescue passengers submerged in waist deep floodwaters on a Subway Train in floodwaters on a Subway Train in china. China s State Media has shared these images from Social Media but they ve not yet been verified. More than a dozen cities have seen flooding. China State Media has shared these images. The passengers were travelling injung jo, in central Henan Province when their carriage began to fill with rising water. Henan province has been hit hard by Heavy Rain in recent days and more than a dozen cities have been flooded. At least one person has died and two are missing, State Media report. Michael, thank you for your help on this. Tell me more about what we re learning about the particularly badly affected areas. Badly affected areas. Well, officially. Badly affected areas. Well, officially, there badly affected areas. Well, officially, there hasnt badly affected areas. Well, | officially, there hasnt been badly affected areas. Well, officially, there hasnt been much officially, there hasn t been much information the authorities in china at the moment. Remember, it s the middle of the night there. So they will still be gathering information, they don t usually put out information at this time. What we really know about the flooding in the prop and in Central China is mostly what we are seeing their coming images that have been posted on Social Media, and those images are very, very dramatic, the most dramatic of all from the provincial capital, the Subway Station there. Initially, we had pictures of Cascading Water flowing down the steps, inundating Subway Stations, and Then each image as a marriage of people actually on trains, standing in water, rising up to their shoulders. They look remarkably calm considering what they must be feeling and what they were going through at that time. People have been rescued from that Subway Station, from those subway lines. There are also images of them being led along Dark Subway channels by Rescue Worker areas and out into the open air. A few people are reported on Social Media sites to have died having drowned in those Subway Stations, but that hasn t been verified at the moment. Across the province, it is a similar situation we have dams and reservoirs which have had an immense amount of rainfall in the province itself of the last three days. There has been the last three days. There has been the same amount of rainfall as the city usually has an an entire year, so that gives you some kind of idea of the devastation being caused by Flood Waters they are. I just of the devastation being caused by Flood Waters they are. Flood waters they are. I ust want to ick u Flood Waters they are. I ust want to pick up on that Flood Waters they are. I ust want to pick up on that last Flood Waters they are. I just want to pick up on that last point you | to pick up on that last point you may, are these areas which would be prone to flooding most years . Igrate] prone to flooding most years . Well can i prone to flooding most years . Well can i central prone to flooding most years . Well can i Central China prone to flooding most years . Well can i Central China is prone to flooding most years . Ii can i Central China is prone to flooding. This time of year, there is always Heavy Rain. Sometimes it s worse than other times. In this particular area along the yellow river, there have historically been major floods which have Killed Hundreds Of Thousands of people. Nothing like that in recent years, but what they are saying is this rain fall this year is the worst since they started keeping accurate records for about 60 70 years. So although the area has seen historical flooding, although the area has seen historicalflooding, this particular level at this particular time this year it does seem to be worse than in the recent past. In the recent past. Michael, Thank Ou Ve in the recent past. Michael, thank you very much in the recent past. Michael, thank you very much indeed. There are just three days to go now until the Opening Ceremony of the Tokyo Olympic Games on friday. And the quesitons about covid won t Go Away. On tuesday, the nternational olympic Committee President Thomas Bach insisted cancelling the games was never an option. Hours later the head of the Tokyo Organising Committee refused to rule that out if Cases continue to rise. Translation what would happen if the Covid19 Infection were to spread further . Well, i think when that happens, we have to have a full consultation. I think that is all i can say at thisjuncture. Mr muto was talking at a separate Press Conference to the ioc one beforehand. In that , officials attempted to offer reassurance. The isolation and the playbooks are very, very strict indeed. Is there zero risk . There can never be zero risk, but we have reduced it as far as we think is humanly possible. All this comes after more athletes tested positive for covid 19 and major sponsors ditched plans to attend friday s Opening Ceremony. There have now been 71 Cases among people linked to the games since the start ofjuly. This is tokyo the Capital City is already grappling with a surge in Cases that prompted the government to declare a fourth State Of Emergency in the capital earlier this month. Mariko 0i has the latest on the Covid Situation In The City. The city has seen the latest Infection Numbers rising to almost 11100 today, which is a lot higher compared to last week. If you compare it to the uk or the us, the number may not seem that high, but it s a very different mentality here in japan. A lot of people don t want to risk having any new infections because of the olympics, and that s why a lot of people have been calling for the games to be cancelled, or at least postponed again. On that last Point Public Support for the olympics among japanese people is mixed at best. This is what some tokyo residents had to say. Translation im a nurse, and hospitals are overwhelmed, so i don t think it makes sense to go ahead with the olympics. Translation | think we have to live with covid. Major League Baseballjust had its all star game, so i thinkjapan should go ahead with the olympics steel. So i thinkjapan should go ahead with the olympics too. Translation the number of new infections is rising, l so it s worrying to have many people arriving from overseas. I know they have to quarantine, but i don t think the rules of abstract. I know they have to quarantine, but i don t think the rules are that strict. The bbc s Lucy Hockings is in tokyo for the games, here she is on the atmosphere there. The games delayed by a year now proceeding, of course, in this global pandemic. It s a games that will literally take place with no spectators at the Main Tokyo venues to restrict the spread of coronavirus, In The City that is still in a State Of Emergency. A games in a city where many people would much rather that they weren t happening at all, so it is a very odd atmosphere here in tokyo at the moment. There was a real sense of anxiety around the rising covid rates as well, and a real sense of uncertainty too. Stay with us on outside source still to come in afghanistan, in afghanistan, Rockets Land near the president ial palace in kabul on The First Day of the muslim festival of eid more than 2,000 firefighters are battling to control a raging wildfire in the us state of oregon. The Bootleg Fire has forced thousands of residents from mostly rural areas to abanDon Their homes and burned through more than Twelve Hundred square kilometres. In two weeks it has already scorched an area larger than los angles. Here s more detail from Marcus Kauffman from the Oregon Department of forestry. This is a very large Wild Fire that s burning in both forests as well as grasslands, near communities, rural communities, so it is affecting, you know, forestry, agriculture, putting a tremendous amount of smoke into the air, and really, we have seen day after day of extreme Fire Behaviour on this fire. We are talking about Pyro Cumulus clouds where the fire puts up a column into the air that goes up to [io 50,000 feet. The fire is burning with so much intensity that it creates its own weather. Usually the fire, you know, the weather dominates the fire, but in this instance, there s so much energy coming from the fire that it creates its own weather. So when the fire creates its own weather, it draws more oxygen from the base of the fire, it creates more wind, and Then those winds push on the fire and causes the fire to send out spots out ahead and essentially, you know, for multiple times, multiple days in a row, at some part on this fire, we have had to pull ourfirefighting resources back off the line and put them in a safe place because there it s simply too dangerous to engage. The good news is that we finally caught a break in the weather, so last night, there was a little bit of rain, temperatures are lower, humidities are higher. You know, we worked 24 7 on this incident, so we had a really strong work on last night s night shift, cooler temperatures far today on the dayshift, so we are expecting to make a lot more progress in the next couple of days. This is outside source live from the Bbc Newsroom. Our Lead Story is. The Uk Government has insisted Self Isolation is the most important step people can take to combat the spread of the virus if they are notified by the covid app. To afghanistan a number of rockets have been fired into kabul exploding close to the president ial palace. Reaction to the attack was captured live on state tv, which was Broadcasting Prayers to mark the start of the Eid Festival with the president in attendance. He sings. The islamic State Group have claimed responsibility for the attack, which doesn t appear to have caused any casualties. But the high Profile Nature of this is another indication of how destabilised the situation within afghanistan is. Despite it being eid, the taliban haven t declared a ceasefire as many had hoped. They ve launched a major offensive across the country, recapturing territory from the afghan government. As we ve been reporting over recent weeks, the reason they re able to do this is in part because, after 20 years, american and nato troops are completing their withdrawal. The bbc s afghan service confirmed the situation across the country on 12thjuly Verifying which areas were under Taliban Or Government control. Red is taliban and you can see just how much territory they ve taken. Blue is the government, and yellow is contested where fighting is ongoing. Caught in the middle of all this are hundreds of thousands of civilians. Despite both the taliban and the afghan government stating they want to reduce violence, and to find political solution, recent talks between them in doha were inconclusive. Here s our correspondent in kabul, secunder kermani. Well, those talks, they were attended by a taliban delegation because they have a political office In Delhi and a senior delegation of afghan political leaders who travelled from kabul, largely, that ended with a joint statement between the two sides promising to expedite talks and promising to try and minimise civilian casualties, but no promise of any kind of even temporary halt to the violence, which is what most people here were looking for in the face of this escalating violence, as you elude to, the taliban have launched a major offensive in recent weeks, taking dozens and dozens of districts. Some of them have been recaptured by the government in recent days, but the taliban now control about half of all territory in the country, though crucially, they ve yet to retain control of any major city. They all stay in government hands, many fear, of course, the violence is going to get worse in the coming weeks and months.
