Re open their doors welcoming the first clubbers since march last year. Iam here i am here in leeds for the morning after the night before as djs pushed play on a 16 month pause. We will hear this afternoon if the government will recommend vaccinations for children. The whole of scotland has now moved to the lowest level of covid restrictions. But some measures such as mandatory face coverings will stay for at least another three weeks. How are you feeling about legal restrictions in england being removed today . Let me know. And are you going to continue wearing a mask to protect others . vicderbyshire on instagram or twitter, or email me victoria bbc. Co. Uk. The other headlines. A Data Leak suggests that activists, politicians and journalists Around The World may have been monitored using mobile designed to target criminals and terrorists. Six british athletes are forced to quarantine injapan, four days before the Tokyo Olympics. Hello and welcome if youre watching in the uk or Around The World. 480 days after they were first introduced, most legal restrictions on social contact have been lifted in england. From today, there are now no limits on how many people can meet or go to events, nightclubs can reopen, Table Service Wont be needed in pubs and restaurants. The prime Minister Boris Johnson has urged people to remain cautious he, the chancellor and the Health-secretary'>Health Secretary are all self isolating. Theyve warned that the numbers of new infections will continue to surge. From Today Face coverings are not required by law, although they are recommended in some crowded public spaces, such as Public Transport. The Social Distancing one Metre Plus Guidance is no longer mandatory except in some places like hospitals. Nightclubs can reopen and theatres and cinemas can return to full capacity. People currently working from home are being encouraged to return to the workplace. The guidance recommending against travel to Amber List countries has been removed. And fully vaccinated front Health'>Line Health workers in england will when hospitals are short staffed be able to avoid Self Isolation rules. Luxmy gopal has this report i should warn you, it contains flashing images. All six, five, four, three. The moment theyve been waiting for for over a year. Cheering. The final stage of unlocking in england, with Social Distancing rules dropped. 1,000 people packed into this club in central london, with many more lining up outside. Cheering. Theyve waited 16 months. Whats a little longer . Theres so many people there, and were just so, so pumped to get in there. Its been a year and a half, and now were alljust ready to dance. Ive had my vaccines. I want to have a good time, hon so excited. So excited I Cant wait for it. Itsjust, like, a relief after such a long time just to have freedom. Nightclubs are one of the few businesses that have had to stay closed throughout the whole pandemic among the last to reopen. Loud music plays. And this is what many have waited so long for, and what the Nightlife Industry has so desperately needed. Some feel the sector has been sidelined. The last year has been hell on earth. I mean, its been very, very difficult. If you look at what happened last week with the football, compared with whats happening tonight, and you think, why were we treated differently . All were doing is taking the screens out, putting them into storage. Its more sedate but no less celebratory at this pub in West London where theyre preparing for an end to Table Service only and mandatory masks. I Cant Wait to enjoy doing ourjob, rather than sort of having to basically be a policeman the whole time, and just lecturing people on what they can and cant do, where they can and cant go, the masks they wear, what they touch, where they sanitise, where they track and trace. Its going to be strange for us to adapt again, and the notion of people coming into the pub, being able to go to the table themselves without being directed. As of midnight in england, nearly all legal restrictions on social contact have been removed. Face coverings are no longer required by law, but are still recommended in crowded, enclosed spaces. Meanwhile, scotland has moved to whats known as level zero. Limits on social gatherings remain, with face coverings still mandatory in shops and on Public Transport. In Northern Ireland, the latest phase of unlocking is expected next week, while in wales, most covid rules are to be scrapped from the 7th of august, though face coverings will still be required in many indoor public places. There is concern about restrictions easing at a time when covid cases in the uk Are Rising. Were at the point where 10 orjust over of Intensive Care Beds in england are occupied by people who have got covid. So there has been a significant increase in pressure on Intensive Care Services over the last few weeks. With experts warning that cases could surge further, and with a third of adults not yet fully vaccinated, the worry is, at what price this new freedom . Luxmy gopal, Bbc News. 0ur political correspondent Jonathan Blake is at Downing Street. What is the message they . One of caution and what is the message they . One of caution and although what is the message they . One of caution and although today what is the message they . One of caution and although today is what is the message they . One of caution and although today is an. Caution and although today is an important step, the last step on a Goods Road Map out of lockdown, the message coming from Downing Street and elsewhere in government is that just because there are no legal restrictions on our day to day lives now does not mean people can throw caution to the wind and we will hear more of that throughout the day from Government Ministers urging people to be responsible and make their own judgments to keep themselves and others safe. That is because, although restrictions are being lifted, cases of coronavirus Are Rising. The number of people going to hospital is also increasing, but so far, the government very much hopes that this will continue, the Roll Out of the Vaccination Programme means that the link between cases of coronavirus and the number of people who have to go to hospital and subsequently died from covid 19 has been severely weakened but there are many unknown factors in how this will play out. The Vaccines Minister at Nadhim Zahawi this morning has been making the argument that if restrictions are not lifted now, then when would they be . I think its the right thing to do. As Chris Whitty has said, there is no perfect time but a time when schools are on Summer Holidays, that brings downward pressure on the R Number the Infection Number and the high levels of vaccination. Almost 88 of all adults now with one dose, as i said. It is, i think, the right time to cautiously proceed, but continue to be careful this is the most infectious Respiratory Disease Thats Aerosol transmitted that man has experienced, and its only right that we do the right thing on this. He also confirmed the government has now received the official advice from its advisory body on vaccines and immunisation, thejcvi. About vaccinating children. It will make a statement to parliament later on. The recommendation is that only vulnerable children, younger children, younger teenagers excuse me, should be vaccinated, and those living with vulnerable adults. You confirm what the government plans to do later. There is also an update for those working in the nhs. Staff were contacted by test, trace and isolate are being exempted from the need to self isolate in extreme circumstances if they get a negative Covid Test and that is to relieve the pressure the nhs is already on death. That, along with other organisations and other parts of the economy, have seen huge numbers of people having to stay at home after being pinned were contacted by Test And Trace and so nhs workers will be exempt from that. It will not be until the middle of august that all double vaccinated adults will be not required to self isolate if they have come into contact with someone who has tested positive. Big questions about how sustainable the approach of the committees in the meantime and even beyond that, as labour was saying this morning, shadow Health-secretary'>Health SecretaryJonathan Ashworth accusing the government of going too far, too fast. I think, given where we are with Infection Rates rising so rapidly which we know puts pressure on the nhs, which we know will lead to long covid, but we also know, because we got a partially vaccinated population could mean we see a new variant emerge because of the pressure, the Selection Pressure put on the virus, then all of these decisions have to be kept under review constantly by ministers. Borisjohnson and Sajid Javid said this would be irreversible. I think that is a foolish, irresponsible thing to be promised. I think we could well see restrictions reimposed later in the year. Cautious but irreversible. They cannot rule out the possibility of restrictions being reimposed at some point in the future. It is not a return to normal. There are some uncertain times ahead and it feels as if this is a precarious point in the Governments Response to coronavirus. Lets speak now to Professor Susan michie, whos on the Uk Government s scientific Advisory Group on Emergencies Group the scientific pandemic Insights Group on behaviours. You can see from the Opinion Polls that about two thirds of the population say they will carry on with wearing facemasks in enclosed spaces, socially distancing where it is appropriate, and they would feel very uncomfortable going to clubs or laces indoors where there are likely to be crowds. 0n the other hand, that leaves about a third of the population who dont think that. I think there will be a group, and the group who have struggled to be adherent throughout the pandemic, which tend to be younger men, who will take it as a Freedom Day, which our Prime Minister has. [30 will take it as a Freedom Day, which our Prime Minister has. Our Prime Minister has. Do you disauree our Prime Minister has. Do you disagree that our Prime Minister has. Given that we are in a situation where lifted today . I do. Given that we are in a situation where we lifted today . I do. Given that we are in a situation where we have j are in a situation where we have very high levels of transmission, they Are Rising exponentially, especially in some parts of the country, there are already precious on the Health-service'>Health Service. The Health-service'>Health Service staff are exhausted and already wards that have been put back into general ones and is now back into general ones and is now back into general ones and is now back into covid only wards, we have 5 Million people on the Waiting List for treatment and we have a situation where we only have, if you look at the whole population, just over half over 12 partially vaccinated. Partially vaccinated population and high transmission is very dangerous in terms of new variants that might further undermine the Vaccination Programme. The sensible thing to do is go byte data, not dates. Wait until we have brought the Transmission Levels down, finish the Vaccination Programme and the Lift Restrictions with confidence we can continue going forward with the Road Map and not ever have to have another lockdown, which nobody wants quite do you feel that potential in a few weeks, months, perhaps in september, restrictions may have to be reimposed in england, whether it is a nationally or at local level . There is a lot of uncertainty. The Modelling Group on sage, the scientific Advisory Group, too big unknowns how people will behave and also how the Vaccination Programme rolls out. Unfortunately the Vaccination Uptake has been reducing substantially over the last few weeks and it is not clear whether thatis weeks and it is not clear whether that is a Supply Issue or whether the mixed messaging from government about the pandemic being in a situation that means it is ok to Lift Restrictions means that people are less likely to be coming forward. If we dont make a lot of progress with getting the rest of the population vaccinated, and less people carry on being very cautious, which we note there is mixed messaging, then yes, we do face that risk. The government is taking a huge gamble. We may be lucky and avoid having a new variants that undermines the Vaccine Programme but the costs of not being lucky are huge, and i personally dont think thatis huge, and i personally dont think that is a Risk Worth taking when we have got the summertime, most people are absolutely fine with that kind of lack of restrictions that we have had over the last weeks. 0bviously had over the last weeks. Obviously it does mean they would need to be more Government Support for businesses who would keep shut if restrictions were not lifted, but sadly we are not in that situation at the moment. Out that down to variant. Nearly all us states have lifted them mask mandates so we are no longer seeing people wearing covers in most settings. Social distancing is nearly nonexistent in many us states, allowing the virus to spread more rapidly. 161 Million people in our country have been vaccinated, so thatis our country have been vaccinated, so that is a significant number, 49 of the us population. However there is Vaccine Apathy and avoidance in many of the red states, the more conservative states, including in missouri and many southern states. Conservative speakers coming back and telling people they dont want people to come knocking on their doors. They dont want to be forced to get the vaccination. Of course President Biden has never said he would force anyone to get vaccinated. He will not be requiring any sort of Vaccine Passport but we are consistently being told by the White House during press conferences, On Twitter, on tv, that it is so important to get vaccinated. If you get vaccinated, experts have told us, you are so much less likely to be hospitalised with severe covid symptoms. Good luck and thank you for talking to us, marina lalli, for talking to us, marina lalli, president of the italian Travel And Tourism federation. Scotland moves to level zero of covid Restrictions Today and are corresponding James Shaw is in ayrshire and is talking us through the changes that come into force. Not very much is changing in scotland compared to england, so there will still be restrictions on the number of people who can meet in private homes, who can meet in public indoor spaces and even in outdoor spaces as well. And the real big difference that there is going to be between Scotland And England is the fact that masks will still be compulsory in scotland, thats on Public Transport, in the shops, and a lot of other indoor public spaces and workplaces as well. So lets get a sense of how this is going to affect businesses and people in scotland. Lets talk to Jim Walker who is the joint owner with his wife of the green Shutters Bistro here in largs on the beautiful West Coast of scotland. I know that its the green Shutters Bistro, jim, because its written on your shirt. Its so as i remember where to go, yeah but tell me, how are you approaching today and the changes that we have got in scotland . What kind of difference is it going to make . Do you know, it will be interesting to see what the difference actually is. I think psychologically for people it will make a difference but in terms of what has actually happened its not very much. There is no sort of Enthusiasm And Excitement for this Level Change as there has been the previous ones. Because essentially nothing is really that different. It will be interesting. There is still a lot of fear around. So people are still reticent to come inside anyway, you know . Im kind of hopeful that it will signal a change maybe from the message from the government and perhaps even the media to say here is how many people have had it and recovered. There is no recovery figures published, you know . And i think we are perhaps missing a trick there, particularly as england does open up and we are hopeful that we will be able to welcome some tourists from South Of The Border. Its going to be a busy day for you today, isnt it . I mean, weve got the start of the Glasgow Fair, thats the traditional two weeks when everyone piles out of glasgow to the coast down the water. Do you expect a big Influx Today . I hope so. We are probably, i think, as i said earlier, we are probably more weather dependent than level dependent at the moment. You know, when its nice like this people can sit outside. They want to come and just sit and enjoy that view behind you, which is really good. If the weather is dull and cloudy and a bit wet, you know, it just decimates the amount of customers we see. Finally and briefly, jim, do you feel envious of people running businesses like yours South Of The Border who can throw their masks away and just get on with it like it used to be . Just briefly. Yeah, i would like to see a return to normality. Personally, i would like to get rid of it but it is important to reassure customers and let them feel safe. Thats very important. Jim walker, thanks very much indeed. So, that gives you a sense that things are going to be really different in scotland compared to england, at least for the next three weeks. The 9th August is the day that scotland is going to, as things are planned at the moment, lose all the legal restrictions around covid that it has at the moment. Thank you, james. Janet in scotland says i hope we will follow england very soon because we have done everything people asked of us and people are getting the virus still, although with vaccinations less are becoming ill so i think we should try and get back to normality because people are suffering with these restrictions and im more than happy to wear a mask and socially distance when i can and when i can be sensible. I hope You Have a great day. Health and Care Workers are being Left Behind in efforts to vaccinate the world against covid 19 . According to the international council of nurses. Activists, journalists and politicians Around The World may have been spied on using mobile Phone Malware that is intended to be used against criminals and terrorists according to a massive Data Leak. Reports suggest widespread misuse of spyware sold and developed by an israeli surveillance company. The firm in question have strongly denied the allegations against them and say their technology is only sold to the Law Enforcement and intelligence agencies of vetted governments. Bill marczak is a senior Research Fellow at citizen lab, he was the first person to discover an Iphone Hack used by the israeli cyber Warfare Company Nso group. He explains how it works. So, Nso Group sells the Pegasus Spyware to governments spyware to dozens of governments all Around The World, and originally it required the target to click on a link to facilitate the hacking of the phone. But nowadays the Spyware System uses what is called a zero Click Technique meaning that the government can hack the phone without the target having to take any action. Your phone can be sitting on the table, one minute it is fine, the next minute it is compromised. I think its the responsibility of the Company Nso Group and the responsibility of israels government, the ministry of defence, which is regulating the export of these tools, it is their responsibility to sit Nso Down and say, look, if you sell this to Saudi Arabia, the uae, bahrain, or these other repressive governments, what do you think they are going to do with them . Well, maybe they will go after some criminals and terrorists, but the main concern, in my view, the main concern of these governments like Saudi Arabia, is trying to figure out what their critics are up to. The controversial right Wing Commentator and Reality Tv Star Katie Hopkins is to be deported from australia after having her visa cancelled. The australian government took the decision after she made comments about breaching the rules of the countrys mandatory Hotel Quarantine system. She was in the country to appear in celebrity Big Brother. In an Instagram Video she said she was given instructions by Hotel Quarantine officers that when someone knocks on her door essentially to deliver food that she should wait 30 seconds and then she should Open The Door and get her food but should wear a facemask. She was laughing through the whole video and then she said what she hoped she would do was wait until someone knocked on the door, Open The Door naked with no facemask to scare them and essentially, of course, put their lives at risk. She also described lockdowns as the biggest hoax in human history. Mind you, she is saying that while in sydney we are in our fourth week of Lockdown And Melbourne is in lockdown at the moment so the two biggest cities in australia are in lockdown because of the spread of the Delta Variant. When this video came out, of course, it sparked all sorts of anger, not just at these disrespectful comments but also at the fact she was able to enter australia and take part in Big Brother, given how controversial a character she is. This morning we heard from the home Affairs Minister Karen andrews who described her behaviour as appalling and a slap in the face to all of those australians in lockdown and did confirm that her visa was cancelled and she will be deported as soon as possible. Seven network and the Production Company behind the show also said she was sacked. What neither the government nor Seven Network addressed fully why she was hired in the first place. This is the commentator who described refugees as cockroaches, who said islam was repugnant, who is known for her controversial comments. She was allowed to come into australia. The home Affairs Minister said the new south wales government here where i am made that request on economic Benefits Basis but she was glad that Katie Hopkins was leaving. Again, this really touches a very sore spot with australians. The restrictions have meant that thousands and thousands of australians are still stranded overseas, unable to come home at a time, like i said, when australias two biggest cities are still in lockdown. The demonstration fell on the first anniversary of pro democracy rallies, and the concerns of protesters have now widened to include the governments handling of the Pandemic Courtney Bembridge reports. Anger on the Streets Of Bangkok was met with water cannons, Rubber Bullets and tear gas. The protesters were flouting a nationwide ban on public gatherings. Thailand has also extended stay at home orders and a night time curfew to three more provinces because of coronavirus. Translation i understand that the situation is not i getting any better. But we have to come out and show them that we are not happy about the measures imposed by the government. Its like they only wanted everything to stop at a standstill but they were not trying to fix anything. Thailand is facing its worst wave of infections and it has overwhelmed hospitals, strained the economy and thrown Tourism Recovery plans in doubt. Translation the government has been poor at managing the situation, and if we dont do anything there will be no change. They should open their eyes and see how the people have been living and not remain like a dictator. I feel very disappointed. These are not the pictures thailand wanted going Around The World in the same month it launched a Tourism Scheme to lure back vaccinated visitors. Less than 5 of the thai population is fully vaccinated, mostly with the chinese made sinovacjab. The chinese made sinovac jab. But the country is to become the first to mix vaccines using locally produced astrazeneca for the second dose after hundreds of medical staff who were fully vaccinated with sinovac got covid. The government is also considering a cap on the number of locally produced vaccines it sends overseas, a move that could disrupt supply to its regional neighbours like Indonesia And Malaysia which are also battling a surge in infections. Eight members of Team Gb Athletics team are also in isolation after being in close contact with positive cases. Rupert Wingfield Hayes has the latest from tokyo. This is not the news that the International Olympic Committee or the japanese Olympic Organisers wanted. I think there is a certain inevitability to it, though, with 60,000 people coming into japan, there were bound to be some cases of covid 19 amongst those athletes and journalists and teams and officials. And so it is. We understand in all 58 people have tested positive inside the olympic bubble. Most of those are not athletes but a small number of athletes also testing positive now and this is making the life of some teams very difficult, particularly the South African team. We also know now that Team Gb has also been affected, although no positive cases. Its just a close contact on the flight over, so eight members of Team Gb also self isolating. That is disrupting their ability to prepare for the games. To prepare for the games. The official say, look, this shows the system is working. We are testing everybody. When we are finding the positives, we are isolating them. This is actually effective, what we are doing, and there is nothing to worry about. But i think a lot of other people are looking upon this and saying, hey, the games havent even begun yet and we have already got an outbreak inside the Olympic Village. What is going to happen when there are far more people here at The End of the week . Meanwhile, toyota, a key sponsor of the games, say Executives Wont be attending the opening ceremony. The Toyota Press Office has confirmed the decision to the bbc, saying its unfortunate but as the venues are spectatorless, its the right course of action. They also confirmed that they wont Be Running Olympics related Adverts Injapan due to the uncertainty around the games among japanese citizens. Thank you for your Messages Today from people in england where legal restrictions are opening. Sarah e mailed to say i havent masked up, i havent stayed away from those i love and care about and dont use Hand Gel as it is totally pointless and not taking the jab either. Catherine says we are double jab, me and my husband are in our mid to late 60s and we are Healthy but freed there is a massive misnomer. Our main concern is we will be compromised by those who dont care about anyone else. I think the situation will arise where i have to queue up somewhere and masks will be hard to spot. We will wear a mask and leave a one Metre Plus Gap but what do we do if there is behind us are breathing down our necks . Thank you for all your Messages Today. Youre watching Bbc News. Now its time for a look at the weather with carol. Hello again. Yesterday, we recorded 31. 6 celsius at london heathrow, ride safely making it the hottest day of this year so far. But there once again today, its going to be hot and sunny. At the moment, what we have is a bit more cloud across the north and the west, courtesy of these weather fronts. High pressure firmly in charge, though, keeping things settled. And High Pressure will be with us for much of this week. So still a little bit of cloud across the north and the west, most of that will break up. Sunny skies will develop, but we could hang on to it across the far North East. For the rest of the uk, a lot of sunshine. Again, theres a chance we could see the odd heavy shower. It could also be thundery, but most of us will stay dry and miss them altogether, with highs, 1a to about 29. Locally, we could once again see 30 degrees. As we head on through the evening and overnight, showers will fade. Therell be a lot of dry weather and we see a return to this cloud coming in across the north and also the west. Some mistiness with it as well. Its going to be another warm night. So another uncomfortable one for sleeping in. For tuesday, well, we are looking once again at High Pressure firmly in charge of our weather. Not much of a breath of wind. It will be cooler along the coastlines as Sea Breezes develop as we go through the course of the day. But inland, were expecting high temperatures once again. So we start with all this Cloud And Mist in the north and the west. Are that will thin and break. Well see some sunny spells develop, joining the rest of the uk in some sunshine. But again, the South East quarter perhaps prone to catching the odd heavy shower, which could be thundery. But like today, most of us will miss them and our temperature range, 13 to about 28. But 30 is not outwith the realms of possibility either. Tuesday into wednesday, we still have this High Pressure. Low pressure Waiting In The Wings in the atlantic might come our way for the weekend. More on that later. But on wednesday, we start off with more cloud in the north and also the east, Less Cloud in Northern Ireland. But the cloud should tend to thin and break. Well see the sun come out, againjoinoing the rest of the uk in a dry, hot and sunny day with a chance of a shower, which could be heavy in thundery and Temperatures 1a to about 30 degrees. So thursday and friday remain dry. Still hot in the south, not as hot as we push further north. Its as we head into the weekend, that low pressure might come ourway, bringing rain in from the South West, but it might not. This is Bbc News. The headlines at 11 00am. Borisjohnson urges us all to act cautiously as nearly all legal limits on social contact in england are lifted despite soaring levels of coronavirus. Groups of any size can now meet inside and outdoors, guidance to work from home has been scrapped and face coverings are no longer required by law although theyre still recommended in some places. Its right to be careful, but its also right to get our country back together, opening up, and as close to normality as possible. Businesses hope The End of restrictions will lead to Recovery But Staff shortages due to Self Isolation have hit many. Nightclubs in england re open their doors welcoming the first clubbers since march last year. Im here in leeds for the morning after the night before im as djs pushed play on a 16 month pause. Experts recommend that a limited group of children should be offered covid jabs to protect them against the pandemic ahead of winter, the whole of scotland has now moved to the lowest level of covid restrictions. But some measures like mandatory face coverings will stay for at least another three weeks. A Data Leak suggests that activists, politicians and journalists Around The World may have been monitored using mobile Phone Spyware designed to target criminals and terrorists. And six british athletes are forced to quarantine injapan, four days before the Tokyo Olympics. Good morning. 480 days after they were first introduced, most legal restrictions on social contact have been lifted in england. From today, there are now no limits on how many people can meet or go to events, nightclubs can reopen, Table Service Wont be needed in pubs and restaurants. The prime Minister Borisjohnson has urged people to remain cautious, though he, the chancellor and the Health-secretary'>Health Secretary are all self isolating. Theyve warned that the numbers of new infections will continue to surge. From today, face coverings are not required by law, although they are recommended in some crowded public spaces, such as Public Transport. And fully vaccinated front Health'>Line Health workers in england will when hospitals are short staffed be able to avoid Self Isolation Self Isolation rules. Lets talk to our political correspondent. The question people may be asking themselves this morning a state full of ice in the governments ofed out of ice in the governments ofed out of lockdown in england as step four arrives out of lockdown. Many people may ask why now . His numbers Are Rising, vast numbers of people having to isolate because they have come into someone who has tested positive as members of any forecast to rise further. The governments answer to that is the Vaccination Programme which is now given to vaccinations to around two thirds of the adult of the uk and it has weakened considerably the link between covid cases and those who end up having to go to hospital or die from covid 19. So, in response to the questions of why now, ministers argue that the timing may not be ideal but there is no perfect time and if freedoms are going to be restored and restrictions are going to be ultimately lifted, as you would imagine that those people would imagine that those people would want them to be fit, eventually, then of the options available now is the best option to go for and that is what the vaccines administered Nadhim Zahawi has been arguing this morning. There are some unknown factors, though, because its not yet clear how people will respond when we now dont have any legal obligations on Social Distancing of the wearing of masks or the numbers in which you can gather. Some people will be cautious, others less so. All different types of guidance for the wearing of masks in some places required by businesses of Public Transport, others not. And so all those things will have a bearing on how cases increase in the coming weeks and months and how much pressure is brought to bear on the nhs as a result and that is one reason that labour of accusing the government of going too far, too fast. The shadow Health-secretary'>Health Secretary Jonathan Ashworth has also been speaking this morning. I think, given where we are with Infection Rates rising so rapidly which we know puts pressure on the nhs, which we know will lead to long covid, but we also know, because we got a partially vaccinated population, could mean we see a new variant emerge because of the pressure, the Selection Pressure put on the virus then all of these decisions have to be kept under review constantly by ministers. Borisjohnson and Sajid Javid said this would be irreversible. I think that is a foolish, irresponsible thing to have promised. I think we could well see restrictions reimposed later in the year. The government has said that its Road Map out of lockdown is cautious but it is irreversible that they cannot rule out reimposing restrictions at some point if it was necessary other they say it is the last thing they would want to do. They do say that this decision to Lift Restrictions is being done on the balance of risk in the context of rising cases of coronavirus but also the risk that remains of a new variant of Coronavirus Being detected which may well not be as resistant to the vaccines is the current ones are, less resistant to vaccines in the current ones are so it is an uncertain time and if you need a reminder that today is not necessarily in return to normal you only have to look to the heart of government where the Prime Minister is isolating it is Country Residence in chequers, the chancellor is isolating to, and the. Has tested positive for covid and also isolating and working from home. There are obviously going to be mixed emotions about what the easing of restrictions means. Lets chicken with business because the Hospitality Industry has been one of the hardest hit areas. Lets check in. All day we will be in birmingham, talking to members of the Hospitality Industry about The Ending of restrictions there. Our Business Presenter Ben Thompson is there for us. This is it all, doesnt it . Getting birmingham up and running is the message here because they rely on people coming back into the City Centre to work and over the last 18 months, of course, many working from home has meant that cafe is, bars, shops and restaurants here have been pretty quiet and that has been the case for this mans business. Let me introduce you to him. Just a warning to you, i know you run a restaurant in a brewery here at birmingham. How has this last 18 months been and what has today been to you . Well. We have been through a very dark time we have been through a very dark time and we have been through a very dark time and very fortunate to still be here but time and very fortunate to still be here but obviously today, for us, is a step here but obviously today, for us, is a step in here but obviously today, for us, is a step in the here but obviously today, for us, is a step in the right direction. Its freedom a step in the right direction. Its Freedom Day, you know . We do believe things Freedom Day, you know . We do believe things will Freedom Day, you know . We do believe things will start to return to normal things will start to return to normal and ijust pray things get better normal and ijust pray things get better from here. How normal and i just pray things get better from here. Normal and i just pray things get better from here. How normal do you exect better from here. How normal do you expect things better from here. How normal do you expect things can be . Because we i expect things can be . Because we have been speaking to all sorts of people all week on the impact on them and people still feel a bit nervous when theyre coming back to businesses so what you expect your customers will do when they do come back . ~ ,. , back . Well, i believe that we will have a return back . Well, i believe that we will have a return workers back . Well, i believe that we will have a return workers especially l back . Well, i believe that we will i have a return workers especially for lunchtime have a return workers especially for lunchtime trade. There will be, i wouldnt lunchtime trade. There will be, i wouldnt say it will be back to normal wouldnt say it will be back to normaljust quite yet, it will take time normaljust quite yet, it will take time. There will be a proportion of people time. There will be a proportion of people returning, as we know, here in birmingham but there will still be a lot in birmingham but there will still be a lot of in birmingham but there will still be a lot of people who will think twice be a lot of people who will think twice about visiting although the restrictions have been lifted today. Talk to restrictions have been lifted today. Talk to me restrictions have been lifted today. Talk to me about these restrictions because normally you can get in over hundred and one of your venue so how does that shape up for you and what does that shape up for you and what does it mean . Does it mean . Ultimately, it is good for us because does it mean . Ultimately, it is good for us because we does it mean . Ultimately, it is good for us because we are does it mean . Ultimately, it is good for us because we are able does it mean . Ultimately, it is good for us because we are able to i does it mean . Ultimately, it is good for us because we are able to have l for us because we are able to have more for us because we are able to have more people in our establishment so we have more people in our establishment so we have been running on reduced figures we have been running on reduced figures that we can have through the door so figures that we can have through the door so being able to remove the social door so being able to remove the Social Distancing is great but with that there Social Distancing is great but with that there is also, you know, we still have that there is also, you know, we still have a that there is also, you know, we still have a lot of people who are going still have a lot of people who are going to still have a lot of people who are going to think twice about that. Theres going to think twice about that. Theres a going to think twice about that. Theres a lot of people that are not sure if theres a lot of people that are not sure if it theres a lot of people that are not sure if it is theres a lot of people that are not sure if it is safe to visit other social sure if it is safe to visit other Social Distancing has been removed. Good Social Distancing has been removed. Good work Social Distancing has been removed. Good work and i know You Have lots of work ahead of you and really nice to speak to this morning. That is his story in a story that is really echoed by similar businesses around here. Theyre desperate to get back to some sort of normality, desperate to some sort of normality, desperate to get people back into their businesses and they have all sprung up businesses and they have all sprung up to cater to the commuters who normally pack as part of birmingham so until they come back and start filling the offices again the lunchtime trade quiet, the evening dinners is a quiet, afternoon traders quiet so today is a return to some form of normality but is far from business as usual as yet. The whole of scotland has moved to level zero of coronavirus restrictions this morning. It means eight people from four different households can meet inside at home and a group of ten people from four households can go out to a bar or restaurant. Up to 200 people are now allowed at weddings and funerals, but some restrictions remain like the use of facemasks and Social Distancing. I can now speak to stephen montgomery, spokesperson for the scottish hospitality group. They own hotels and restaurants. What will this mean for your businesses . What will this mean for your businesses . , , , businesses . For my business it will mean an extra businesses . For my business it will mean an extra hour businesses . For my business it will mean an extra Hour Trading businesses . For my business it will mean an extra Hour Trading which i businesses . For my business it will| mean an extra Hour Trading which is really restriction on its own because level over in scotland should have been normal licensing hours which is what was agreed to the scottish government is here we have a restriction on trade in coming in the back door that any consultation at all but for many people here on level two has just come down to levels over it as an extra two Hours Trading for them, which is great, and we can see our late night venues such as City Centre circuit bars that could make money very late but they are now restricted because we have The End of trade at midnight and there is no evidence at all why this has been brought in. Evidence at all why this has been brought in brought in. Scotland, obviously, movinu brought in. Scotland, obviously, moving slower brought in. Scotland, obviously, moving slower then brought in. Scotland, obviously, moving slower then england i brought in. Scotland, obviously, j moving slower then england and brought in. Scotland, obviously, i moving slower then england and how do you feel about that . I moving slower then england and how do you feel about that . Do you feel about that . I think we have always do you feel about that . I think we have always been do you feel about that . I think we have always been behind do you feel about that . I think we have always been behind the i do you feel about that . I think we l have always been behind the curve do you feel about that . I think we i have always been behind the curve as far as the structures it is always to three weeks after a run that scotland does. We look forward for the next few weeks for me hope the scottish government will keep their plans for low restrictions in scotland are obese it will be the same as england because we will still have mandatory face coverings and we will still have other things like possibly Social Distancing but we are yet to hear the final. Hagar we are yet to hear the final. How has our we are yet to hear the final. How has your business we are yet to hear the final. How has your business and we are yet to hear the final. How has your business and the businesses that you represent collectively been impacted . That you represent collectively been imacted . , impacted . Catastrophic, in many wa s. If impacted . Catastrophic, in many ways if you impacted . Catastrophic, in many ways. If you take impacted . Catastrophic, in many ways. If you take things impacted . Catastrophic, in many ways. If you take things like i impacted . Catastrophic, in many ways. If you take things like the | ways. If you take things like the fellow, we are operating at 25 35 occupancy right now depending on the layout of your building. I mean, if every building was square it wouldnt be too bad but in scotland is a lot of places are oblong squeaked. On furlough we have 6000 employees and are paying hundred £96,000 a week in our national insurance, pension contributions and holiday are cooler and getting 66,000 makinen in grants which give you a kind of idea of the issue. We have Self Isolation and the Recruitment Issue and another perfect storm and another pandemic. And those issues are not going to be straightforward to resolve even when things do open up, so what are your feelings on how viable the businesses are going forward . Every day we had waking up to a Phone Call when a Staff Member has been pinged and camino, it is this Thing Pandemic were in now and it is going to be really to get out of this i think we need some kind of system where we have a Test And Release where if a Member Test positive and everybody who has close contacts then gets a negative test of the pcr they will be able to go back to work under lateral Flow Tester to keep an eye on this because hospitality by nature of it is we look after people, notjust our customers and are highly trained way with track and trace, Social Distancing, etc, but we also have to look after our staff who have absolutely come back to this now after a year, 16 months of hibernation as such and they are trying to work under extreme conditions with restrictions and everything and my hat goes off to everything and my hat goes off to every single person in hospitality at the moment and i feel sorry for the people that are still under restrictions. Thank you very much forjoining us. Covid restrictions differ in wales and Northern Ireland. In a moment well hear from Chris Page in belfast but first our correspondent in wales paul. Over the weekend there were some significant easing is where six people from six households can now meet indoors and just as the sun came along the restrictions on outdoor gatherings were removed completely which means there will be a few weeks at least a very different situations in england and wales as the Summer Holidays are arriving and lots of people will be coming to england from wales on holiday in the next big date for wales is August The 7th which is the date the welsh government says it will move the country into whats known here as alert level zero if it believes the data allows that, if it thinks the public Health-situation'>Health Situation allows that and that would see nearly all restrictions removed. One notable exception is facemasks. They will remain compulsory in most indoor public places in wales for the foreseeable future. Mark drakeford said all this adds up to what he has continually described as his cautious and careful approach. Politically, he has been criticised on both sides here. The welsh conservative state is all too slow and plaid cymru are saying if the cases continue to rise Mrjake Fed needs to be prepared to put the brakes on. Now we go to belfast for an overview in the situation in Northern Ireland. It is a similar picture to england when it comes to the spread of the virus was a very different story in relation to restrictions. The number of positive tests has been growing rapidly in recent weeks but the number of hospitalisations and deaths has been rising two is a much slower pace but the devolved government taking a much more cautious approach to borisjohnson and ministers are going to meet on thursday to decide whether to go ahead with their plan to ease restrictions this time next week so for the time being Social Distancing remains, people on Public Transport and in shops and other indoor spaces are still legally required to mower masks and are still limits on socialising and a maximum of six people and six adults from two household only allowed to socialise indoors and if You Have a garden that limitation there is 16 people from five households so it all goes to plan for next monday that limitation on indoor socialising will be raised from six to ten and the cap of 15 peoples gardens will remain in place but it can be an unlimited number of households rather than just five and theatres and conference venues are due to be open but beyond that there is no date for moving towards the position that england is in as regards lifting all the remaining restrictions. The first minister and the deputy first minister have indicated it will be at least into next month before that is considered and it could well be into the autumn before northern Ireland Moves to that point. Before northern Ireland Moves to that oint. ~ ,. That point. Thank you very much, Chris Page that point. Thank you very much, Chris Page and that point. Thank you very much, Chris Page and paul that point. Thank you very much, Chris Page and paul martin. I and if You Have got any questions about the easing of restrictions, were really keen to hear from you. You can get in touch On Twitter using the hashtag bbcyourquestions and you can email us on yourquestions bbc. Co. Uk Ben Mundy is at the Fibre Nightclub in leeds. After 500 days Night Clubs are open again and they will do it all over and over again as they try to keep some of that lost revenue from the last three months ago and the owners in many places in england will point was the huge benefits at this stage of the pandemic, the benefits to Health'>Mental Health and the economy while others are extremely cautious given the current situation of coronavirus with increasing hospitalisations and cases gcioss across the country. Now, despite government advice, this place and many other clubs we have spoken to have told us they will not be asking those arriving at the nightclub to show a proof of a covid vaccination, double vaccination or, indeed, a negative Covid Test. We will get into that in just a moment what i want to bring in stephen griffin, a virologist at the university of leeds, me saying that and those nightclubs not checking those things, how does that make you feel . I think that is quite a dangerous approach i because we know that the majority of infections at the Moment Evenin Majority of infections at the moment even in the 30s and there are probably some areas of the country where as many as one in 50 people could have covid 19 in that Age Group so when you think about how many people coming to a nightclub at night that is going to mean quite a few people are infected but it is great to see the levels of ventilation available in this particular place. Ventilation available in this particular place. The only here tellin is particular place. The only here telling is a particular place. The only here telling is a little particular place. The only here telling is a little early particular place. The only here telling is a little early this telling is a little early this morning that everyone here arriving is over the age of 18, and an adult and at some point people going to the police themselves with this and what would you say to that . Im what would you say to that . Im afraid what what would you say to that . Im afraid what you what would you say to that . I m afraid what you need in what would you say to that . In afraid what you need in public Health is clear guidance because it sends a message that if you are not legislating and advising people properly then perhaps the government doesnt consider this measure to be important and doesnt consider this measure to be importantand i doesnt consider this measure to be important and i think that is a mistake because this pandemic is about and for that stomach ulcers may be because in terms of the measures we have had to suffer for it in the last year and a half in taking tests and webbing masks this is all about the way we impact on other people and i am afraid of that guidance gets removed we are going to struggle because it will only take a handful of people to start spreading infections again in a city such as this. Spreading infections again in a city such as this such as this. Boris johnson saying if not now when. Such as this. Boris johnson saying if not now when. When such as this. I think this should have been tied to the vaccination been tied to the Vaccination Programme i should have been linked to the number of people who have been fully vaccinated and only about half of our population are fully vaccinated and it is no good just focusing on adults, im afraid, so without that sort of level of protection we are really going to struggle to contain cases, weve seen that, the cases are escalating already and if we have 100,000 200,000 people infected every day thatis 200,000 people infected every day that is still going to translate to 700,000 people hospitalised every day so that is just like january and frankly i dont understand how that is an acceptable public Health-cost'>Health Cost in any country, let alone one that has access to this amazing Vaccination Programme. I think the minute we started with dating updates and then it switched round i think we were trouble. Dates and data were the wrong way round. Mani; data were the wrong way round. Absolutely, nobody i wants extreme measures on the idea of lockdowns is you should really aim to try and make it damn it once only but unfortunately because we havent made good on the sacrifices we made in the previous restrictions we made in the previous restrictions we have unfortunately Yo Yo Wood up and down from tight restrictions necessary to quash infections back to opening up again perhaps too quickly think and if we did tied at the vaccine it would be much safer. Do you see a return to restrictions . Im afraid I Cant quite see how anyone would see the public Health consequences we are going to see if cases get to that level is acceptable is if we dont reintroduce restrictions i think well see profound effects and long covid must also be considered, the long term effects of this infection, and so that seems not me being considered. 50 and so that seems not me being considered and so that seems not me being considered. So now youre saying some peeple considered. So now youre saying some peeple happy. Considered. So now youre saying some people happy, some considered. Then at the Fibre Nightclub in leeds. Now we can talk about london and are joined by the mayor of london Sadiq Khan. Welcome and thank you very much for joining us. It is now the right time to Lift Restrictions when 1. 7 million people are isolating because of covid and the numbers are going up of covid and the numbers are going up in the way that they are . I of covid and the numbers are going up in the way that they are . It is if we do it safely and cautiously. I think it is right and after 16 months in particular of hospitality culture, night time businesses, retail, really, really struggling that the restrictions have been eased and the message to anybody going to any of those places is to do so aware of the fact that the virus is still here so when you are indoors and you cant keep a social distance or wear a facemask You Have got to wear it when using Public Transport in london, still carry around your Hand Sanitiser and still follow good hygiene, wash your hands regularly and thoroughly and always be aware that you may be next to somebody whose immunity is compromised or who is clinically vulnerable so be conscious that the virus being caught by them is very serious for them we were just hearing about nightclubs and nightclubs are opening without the restrictions of people having today negative testing and prove they have been vaccinated. Been vaccinated. When you look at the level of been vaccinated. When you look at the level of vaccination been vaccinated. When you look at the level of vaccination in been vaccinated. When you look at the level of vaccination in london, | the level of vaccination in london, london actually has the lowest update of vaccine in england with one in three not having had the first dose of the vaccine and 55 not having had the second dose. Are you concerned with the fact that restrictions are not going to be observed in the sensible way you would like to see happen in some environments that that is necessarily going to spread through some environment and we are almost in the situation of herd immunity through Community Transmission as was discussed right at the very beginning . Was discussed right at the very bearinnin . ~. ,. , ~. , beginning . What we do know is the vaccine does beginning . What we do know is the vaccine does weaken beginning . What we do know is the vaccine does weaken the beginning . What we do know is the vaccine does weaken the Link Beginning . What we do know is the I Vaccine does weaken the link between the virus and serious illness and thatis the virus and serious illness and that is why it is so important that everyone gets to the jab who is eligible to get the jab which is anybody above the age of 18. The good news, and i havejust seen the figures from the weekend is that we now have more than 10 Million doses administered in london. The cracking news is those above the age of 40, more than 75 have had both doses are now more than A Million of those between 18 and 30 have had their first dose but clearly, until You Have had both jabs you are not as protected as you could be which is why it is so important, particularly if You Have only had one jab, you recognise that you are not fully protected as you would be if You Had both jabs and You Have got to be conscious of that and anybody who has not had anyjabs at all, going to a nightclub or live music when you are on indoors and cant keep your keep like taking a big risk because if you catch the virus the consequences are far more serious thanif consequences are far more serious than if youve had both jabs. This weekend we have had great events at the tate, the oval, spurs, science museum, battersea Arts Centre and having more of those to make it as easy as possible for people to get the jabs. It easy as possible for people to get the abs. ,. ,. ,. ,. , the abs. It is so important. One of the jabs. It is so important. One of the other pandemics the jabs. It is so important. The other pandemics now is being called the pingdemic, with so many people being pinged. I mention that figure of 1. 7 people isolating and it having an impact on business. How do you think there needs to be dealt with to enable businesses to get fully back up and running . I think the governments fully back up and running . I think the governments got fully back up and running . I think the governments got to fully back up and running . I think the governments got to bring. The governments got to bring forward the date of 16th Of August which is the date the government has given if You Have had both jabs and your things you dont need to self isolate, just do a test to make sure You Have not got the virus. Im concerned about our essential services, the nhs, transport for london, police, Fire Service and another is an impact on them are too many staff being pinged but also for businesses, particularly if you are in Hospitality Or Retail or culture and you are a small business and you employ 11 12 people and fall of your staff are pinged you probably cant open for the day so where people have done the right thing and had both the jabs and the consequences are less serious than if they didnt i think the rules need to change because the circumstances now are very different to the circumstances last year when the Vaccine Wasnt available and people havent had one jab, let alone too, so the government i think should bring forward the 16th Of August date. It was said yesterday that transport for london as part of that Transport Scheme but they denied that and this morning the vaccine ministers said as far as he knows it is part of that Pilot Scheme. We are working with the government, because if they are and i worry many parts of tfl may not be able to run fully. Similarly we are asking the government to work with the Police Service and Fire Service just like the help of the Health-service'>Health Service, and the help of the Health-service'>Health Service, and the sooner that happens the better. Thank you. Hello, this is Bbc News. The Headline Borisjohnson has urges people to act cautiously as nearly all legal limits on social contact in england are lifted despite soaring levels of coronavirus. Groups of any size can now meet inside and outdoors, guidance to work from home has been scrapped and face coverings are no longer required by law, although theyre still recommended in some places. Experts recommend that a limited group of children should be offered covid jabs to protect them against the pandemic ahead of winter, the whole of scotland has now moved to the lowest level of covid restrictions. But some measures such as mandatory face coverings will stay for at least another three weeks. The australian government is to deport the far right commentator, Katie Hopkins, after she boasted about flouting Hotel Quarantine rules. The former Apprentice Contestant had been due to appear in the new series of Big Brother vip. Our correspondent in sydney is shaimaa khalil. Katie hopkins entered australia initially to take part in the Celebrity Edition of Big Brother on friday in an Instagram Video she said she was given instructions by Hotel Quarantine officers that when someone knocks on her door essentially to deliver food that she should wait 30 seconds and then she should Open The Door and get her food but should wear a facemask. The headlines on Bbc News. Borisjohnson has urged people to act cautiously as nearly all legal limits on social contact in england are lifted despite soaring levels of coronavirus. Just hearing that the uk is accusing china of a major cyber attack. The eu has already made this accusation and the uk has now added its voice. The foreign secretary has said that the attacks took place earlier this year, affecting more than a quarter of A Million servers worldwide. And a statement says the chinese government must end this systematic cyber sabotage and can be expected to be held to account and if it does not. The attack was highly likely to enable high Scale Espionage including intellectual property. It goes on to say there was widespread credible evidence demonstrating that sustained irresponsible cyber activity emanating from china continues. So that warning from dominic. You will have to take a test up to three days before departure add up to two days before you get home. It is still a very complicated picture because there is a france caveat. The Tokyo Olympics get under way this week but theres already a growing number of athletes and officials testing covid positive, or being forced to self isolate. Eight members of Team Gb Athletics team are in isolation after being in close contact with positive cases. Rupert Wingfield Hayes has the latest from tokyo. This is not the news that the International Olympic Committee or the japanese Olympic Organisers wanted. I think there is a certain inevitability to it, though, with 60,000 people coming into japan. There are bound to be some cases of covid amongst those athletes and journalists in teams and officials and so it is. We understand, in all, 58 people have actually tested positive inside the olympic bubble. Most of those are not athletes but a small number of athletes also testing positive now. And this really is making life a sometimes very difficult particularly the South African team and we know now that Team Gb has also been affected though no positive cases. It is just a close contact on the flight over. Eight members of Team Gb are also self isolating and that is disrupting their mobility to prepare for the games. The official say, look, this shows the system is working. We are testing everybody. And we are finding in positive we are isolating them. This is actually effective, what were doing, and there is nothing to worry about. And a lot of other people are looking upon us and saying, hey, the games have not even begun yet and we have got an outbreak inside the Olympic Village. It could also be thundery, but most of us will stay dry and miss them altogether, with highs, 14 to about 29. That will thin and break. Well see the sun come out, againjoinoing the rest of the uk in a dry, hot and sunny day with a chance of a shower, which could be heavy and thundery and temperatures 14 to about 30 degrees. So thursday and friday remain dry. Still hot in the south, not as hot as we push further north. Its as we head into the weekend, that low pressure might come ourway, bringing rain in from the South West, but it might not. This is Bbc News. The headlines. From today, there are now no limits on how many people can meet or go to events. Nightclubs can reopen. Table Service Wont be needed in pubs and restaurants. The prime Minister Boris Johnson has urged people to remain cautious he, the chancellor and the Health-secretary'>Health Secretary are all self isolating. I want to have a good time, hun so excited. I Cant Wait to enjoy doing ourjob, ratherthan. Sort of, having to basically be a policeman the whole time, and just lecturing people on what they can and cant do, where they can and cant go, the masks they wear, what they touch, where they sanitise, where they track and trace. Our poitical correspondent Jonathan Blake has more. The question people may be asking themselves this morning at step full advising the governments Road Map and all legal restrictions are lifted the question is why now . Vast numbers of people having to isolate because they have come into contact with somebody who has tested positive in those numbers are only focused device further. The governments answer to that is that the Vaccination Programme which has now given to vaccinations to around two thirds of the adult population of the uk is well under way and it has weakened considerably link between covid cases and those who end up having to go to hospital or die from covid 19. So, in response to the questions of why now ministers argue that the timing may not be ideal but there is no perfect time and if freedoms are going to be restored and restrictions are going to be ultimately lifted, as you would imagine most people want them to be eventually, of the options available, now is the best option to go for and that is what the Vaccines Minister Nadhim Zahawi has been arguing this morning. There are some unknown factors, though, because| right thing on this. There are some i unknown factors, though, because it is not yet clear how people will respond when we now dont have any legal responsibilities on Social Distancing or the wearing of masks of the numbers in which you can gather. Alli cautious, others less so. All different types of guidance for the wearing of masks in some places required by businesses of Public Transport and others not and so all those things will have a bearing on how far cases increase in the coming weeks and months and how much pressure is brought to bear on the nhs as a result and that is one reason that labour are accusing the government of going too far, too fast. The shadow Health-secretary'>Health Secretary Jonathan Ashworth has also been speaking this morning. I think, given where we are with Infection Rates rising so rapidly, which we know puts pressure on the nhs, which we know will lead to long covid but we also know, because weve got a partially vaccinated population, could mean we see a new variant emerge because of the Selection Pressure put on the virus then all of these decisions have to be kept under review constantly by ministers. Borisjohnson and Sajid Javid said this would be irreversible. I think that is a foolish, irresponsible thing to have promised. I think we could well see restrictions reimposed later this year. Now the government has said throughout its Road Map out of lockdown is cautious but irreversible but they cannot rule out the imposing restrictions at some point if it is deemed necessary although that is, i think, the last thing that ministers would want to have to do. They are, though, saying today that this decision to Lift Restrictions is being taken on the balance of risk, done in the context of rising cases of Corrina Virus and also the risk of it remains that a new variant of Corona Virus detected which may well not be as resistant to vaccines is the current ones are, less resistant to vaccines than the current ones are so it is a uncertain time and if you needed a reminder that today doesnt necessarily mean a return to normal you only have to look to the parliament were they primacy is currently isolating it is Country Resident in chequers, the chancellor is isolating two and the Health-secretary'>Health Secretary has tested positive for covid and is working from home. Joining me now is peter bone, the conservative mp for wellingborough. The big unlocking happened in May The 17th when people were allowed to go into peoples homes are going to bars and restaurants so today is just removing the final restrictions which i think its fine today because it is notjust about covid 19, it is about wider society and the impact covid 19 has had on jobs, employment, businesses and the Health'>Mental Health and well being of people and we have got to learn to live with david as we have learnt to live with david as we have learnt to live with david as we have learnt to live with other diseases such as flu. What about also extending it to younger people as well because the decision has clearly been taken that its be over teens that have been targeted with vaccination. Those under 18 or in fact primarily anybody under 40 doesnt get covid seriously, there is obviously the risk of long covid but mostly not hospitalised so why not extend easing the restrictions around isolation even beyond the double vaccinated with a sensible approach . So i think the government has probably got this about right. In terms of the case numbers, we are heading potentially to 200,000 cases per day. When you look at what is going on with the travel restrictions and the lists and the restrictions and the lists and the restrictions about what happens to people coming into this country, we are, potentially, if we do get up to those levels going to become the country that actually nobody wants people from our country to visit. Not very much is changing in scotland compared to england so there will still be restrictions on there will still be restrictions on the number of people who can meet in private homes, who can meet in public indoor spaces and even in outdoor spaces as well and the real big difference that that was not going to be between Scotland And England is the fact that masks will still be compulsory in scotland. Ats still be compulsory in scotland. At s on Public Transport, in shops, and a lot of other indoor public spaces and workplaces as well. Lets get a sense of how this is going to affect businesses and people in scotland. We talk to jim affect businesses and people in scotland. We talk toJim Walker he was the joint owner of a bistro here in largs on the beautiful West Coast of scotland. I know the name of the bistro because it is written on your shirt tell me, how are you are Perching Today and the changes we have got in scotland . What Perching Today and the changes we have got in scotland . Have got in scotland . What kind of difference is have got in scotland . What kind of difference is it have got in scotland . What kind of difference is it going have got in scotland . What kind of difference is it going to have got in scotland . What kind of difference is it going to make . It i difference is it going to make . It will be difference is it going to make . It will be interesting to see what a difference actually is. I think psychologically for people it might make psychologically for people it might make a psychologically for people it might make a difference but in terms of what make a difference but in terms of what is make a difference but in terms of what is actually happening there is not very what is actually happening there is not very much. There is no enthusiasm of excitement for this Level Enthusiasm of excitement for this Level Changes there has been on previous Level Changes there has been on previous ones because essentially nothing previous ones because essentially nothing is previous ones because essentially nothing is really that different. It will be nothing is really that different. It will be interesting. You know, there is a lot will be interesting. You know, there is a lot of will be interesting. You know, there is a lot of fear around and people are still is a lot of fear around and people are still reticent to come inside anyway are still reticent to come inside anyway and Im Kind of hopeful that the whole anyway and Im Kind of hopeful that the whole signal will change with the whole signal will change with the message and the government and perhaps the message and the government and perhaps even the media to say here is how perhaps even the media to say here is how many perhaps even the media to say here is how many people who have had it and recovered. There are no recovery figures and recovered. There are no recovery figures published, you know . Ithink youre figures published, you know . Ithink youre perhaps missing a trick there. Youre perhaps missing a trick there, particularly as england does open up there, particularly as england does open up and we are hopeful that we will be open up and we are hopeful that we will be able to welcome some tourists will be able to welcome some tourists from South Of The Border. It is going tourists from South Of The Border. It is going to be a busy day for you, isnt it . I it is going to be a busy day for you. Isnt it . It is going to be a busy day for you, isnt it . We i it is going to be a busy day for i you, isnt it . We have you, isnt it . I hope so. We have the start of you, isnt it . I hope so. We have the start of the you, isnt it . I hope so. We have the start of the glasgow you, isnt it . I hope so. We have the start of the Glasgow Fair i you, isnt it . I hope so. We have i the start of the Glasgow Fair where everyone piles out of glasgow to the coast and down the water and do you expect a big influx . I coast and down the water and do you expect a big influx . Expect a big influx . I hope so but we are probably expect a big influx . I hope so but we are probably more expect a big influx . I hope so but we are probably more weather i we are probably more weather dependent and level dependent at the moment dependent and level dependent at the moment and when it is nice like this People Moment and when it is nice like this people can moment and when it is nice like this people can sit outside, they want to come people can sit outside, they want to come and people can sit outside, they want to come and just sit and enjoy that view come and just sit and enjoy that view behind you which is really good view behind you which is really good if view behind you which is really good. If the weather is dull and cloudy. Good. If the weather is dull and cloudy, bit wet, itjust decimates the amount of customer we see. Finally. The amount of customer we see. Finally. Do the amount of customer we see. Finally, do you feel envious of people running businesses like yours South Of The Border who can throw their masks away and just get on with it like it used to be . I would like to see with it like it used to be . I would like to see a with it like it used to be . I would like to see a return with it like it used to be . I would like to see a return to with it like it used to be . I would like to see a return to normality. | like to see a return to normality. Personally like to see a return to normality. Personally i like to see a return to normality. Personally i would like to see it but it personally i would like to see it but it is personally i would like to see it but it is important to reassure customers but it is important to reassure customers and let them feel safe. That is customers and let them feel safe. That is very customers and let them feel safe. That is very important, i think. Jim walker, that is very important, i think. I ii walker, thanks very much indeed. That gives you a sense that things are going to be very different in scotland compared to england at least for the next three weeks. The 9th Of August is the day that scotland is going to, as things are planned at the moment, lose all the legal restrictions around covid 19 that it has at the moment. He will talk about what happened today in terms of the unlocking and expected to talk about the Decision Yesterday by the prime Minister And Chancellor not to make use of a Pilot Scheme that would have meant they avoided Self Isolation after coming into contact with the Health-secretary'>Health Secretary who has tested positive. During this Pandemic Government decisions have been a matter of life and death. Good decisions have had the power to save thousands of lives. Bad decisions have led to the tens of thousands of unnecessary deaths. So we all needed the government to succeed in this pandemic. That is why i supported the government during the pandemic. It was the right thing to do for the country. But the truth is the tories have called virtually every big decision wrong. Either in substance, timing or both. People have died, tragically, more will do so. It is possible to the given unprecedented situation if ministers hearts in the right place and they are trying their best. But we have seen chaos, Confusion And Cronyism at the heart of government. And we had another example of that this weekend. When the Prime Minister and the chancellor claimed that they had miraculously been selected for a trial so they could avoid isolation. Isolation and that hundreds of thousands of the rest of us have dutifully taken. With family events cancelled, businesses having to close, work is going without pay, johnson and sue nack s attempts to dodge isolation were crass and they were insensitive. At a time and we needed to maintain confidence and isolation, parents, businesses were wondering what on earth is going on in Downing Street . And that is why i have written to the Prime Minister because there are, i am afraid, too many unanswered questions. The Prime Ministers claimed that he did look briefly at the idea of taking part in a Pilot Scheme. The advice of the claim that they had been magically selected. It is completely inconsistent with the downing Street Press Release Yesterday Morning saying that they were participating in the trial of the pilot. Lets be clear. Borisjohnson only in the trial of the pilot. Lets be clear. Boris johnson only went in the trial of the pilot. Lets be clear. Borisjohnson only went into isolation because they were busted. We have seen their instincts on this show. One rule for them and another rule for the rest of us. The government needs to publish all the details of how ministers deemed themselves eligible for the scheme at a time in the public have not the same access to it. And there are more questions arising from the Prime Minister isolating at chequers. Did borisjohnson chequers. Did Boris Johnson capitalist chequers. Did borisjohnson capitalist Country Retreat after the Health-secretary'>Health Secretary first had symptoms . You would have thought that given the money spent on refurbishing Downing Street, he would be happy staying there, as the chancellor has. But we know that the Prime Minister likes to look for a loophole. We need to know when thereby minister was contacted and where he was when he was contacted. We know that Michael Gove tried this ploy back in may after the Champions League final. The government now release a full list of conservative ministers who have benefited from the trial and avoided Self Isolation . Many businesses and individuals have struggled to do the right thing and follow the rules. They would have benefited from this policy. She workers on london underground, which is now facing staff shortages due to Self Isolation leading to delays and cancellations. They could have benefited from the scheme. But contrary to government claims transport for london has not yet been confirmed as a participant in the scheme. This isjust been confirmed as a participant in the scheme. This is just the tip of the scheme. This is just the tip of the iceberg. There are hundreds of thousands of people who have been forced to miss family events, close businesses and go without pay because they have done the right thing. And yet ministers have played the system. Children sent home from school, after positive cases in their bubble. Nhs staff working overtime to cover staff absences and businesses struggling to run a normal service due to Employee Self isolating. These people deserve an immediate answer from ministers about the Cabinets Participation in the scheme. This cannot go on. The public Need Leadership at this time not this hypocritical way of trying to do things that undermine confidence in the rules or put lives at risk. We cannot afford to get this wrong. The price will pay is too high. So i call on the prime Minister Tojoin me in urging everyone his ministers and his mates to continue to follow the rules of Self Isolation. The government urgently need to change course, dropped plans to lift all restrictions and rebuild public faith in the Isolation System they have undermined the same time. The chaotic, incompetent way Boris Johnson conducts himself is dangerous. It makes for bad government, and it has deadly consequences for the british public. Wave one, more people died and more economic damage was done because the Prime Minister was too slow to act, start at chequers when he should have taken charge. Wave two, more people die and more economic damage was done because of Borisjohnson And Rishi sunak s decision to remove the Science And Delay lockdown in the Science And Delay lockdown in the autumn. This was made worse by a failed Christmas Gamble that caused heartache to many. And wave three, more people died and more economic damage was donejust more people died and more economic damage was done just as the nhs and the british public had given us light at The End of the tunnel with a Vaccine Programme, the Prime Minister through the country into chaos once again by delaying border controls and allowing what we are calling Thejohnson Variant into the country. And now, today, a reckless free for all. His character causes chaos. His leadership causes mayhem. Labour does not support the Governments Plan. Lifting restrictions in one go is reckless. And doing so when Thejohnson Variant is clearly out of control risks in the summer of chaos. We are heading now for an nhs summer crisis. We will always supportjobs and livelihood but s fecklessness risks plunging us back into restrictions again. Freedom dame is just the latest in a long list of slogans not backed up by policy. This will not be freedom they for the 100,000 people per day in the millions more asked to isolate. It is far from Freedom Day that 3. 7 million clinically vulnerable who have once again been ignored. The government has once again lost control of the virus. And last public trust in its messaging. They need to think again on their reckless plan before it is too late. Thank you. I will now take some questions. Thank you. Described the governments questions. Thank you. Described the Governments Plan questions. Thank you. Described the Governments Plan is questions. Thank you. Described the Governments Plan is reckless, i questions. Thank you. I will go on but there is to be a should to say before i go another three identified by sages having a material impact on reducing infections. We would also accelerate the Vaccine Programme for young people, we would fix the payments that those who need to self isolate, that has been for 14 or 15 months. You would retain three tests and without the capacity of the nhs on ppe. We would not be doing the government is doing today which is lifting all restrictions in one go. You make the big difference between us is that we think lifting all these restrictions on protections in one Go Today is reckless. Masks, working from home if he can and ventilation other three things that sage identified as materially keeping the Infection Rates down. On a Test Case and do think it is for the current numbers of people to be told to isolate either by being pinned with the app or being contacted directly and if not, if it is not sustainable, how do you think that system should be changed . Firstly i weaken sensitivity. Taking the batteries out of a smoke alarm. Obviously the release, Test And Release trials are going on. Well have to see what data and signs goes out but that has to be part of the way forward. The best way to deal with isolating is to keep the numbers down and the way to do that is not to lift all Restrictions Today. Thank you very much. Youve been contacting us about the latest changes to easing restrictions in england. To answer your questions were joined by sian griffiths emeritus professor at the chinese university of Hong Kong and Jonathan Ball Professor . Of molecular virology at the university of nottingham. Welcome, bad. Thank you forjoining us. We have plenty to crack three or so straight to you with the first question. Well be go back to restrictions if the Delta Variant continues to cause more cases . Well, the important thing is not necessarily cases. If you think back the reason we had restrictions in place is primarily to protect the nhs from a surge in serious disease. That risks overwhelming the nhs and therefore, with the government will be looking at very, very carefully is what kind of pressure the nhs puts under through those additional cases. 50 if things start to go really badly. If we start to see huge numbers of people admitted into hospital with serious disease and those hospitals put under pressure, then expect restrictions to be back in place. Thankfully the vaccines have been very effective at breaking that link in most people between infection and serious disease so we hope they continue to be as effective as they have been so far. But if they are Need Support then they should get medical care. Jonathan, then they should get medical care. Jonathan, andrea says i work in a shop and she asks, are more likely to catch the virus more easily now that masks are no longer mandatory . Unfortunately, what we know from the evidence is that those people who are badly public facing in their work, so we know a lot about Health-care'>Health Care workers but people like shop workers, taxi drivers, other people working in transport, for example, have an increased risk of becoming infected. And what we know about mask wearing is that they are there to protect people from someone who has infected so it provides a physical barrier between the infected Person And Somebody who they are interacting with. So it is highly likely that, as we see less people wearing masks, then people with those public facing roles may well be more exposed and i think thatis well be more exposed and i think that is why many shops are asking for people to continue to wear them to protect each other but also to protect their workforce. Unfortunately there is not that option to test and then get released. In one of the main reasons is that we know that a single test would not be adequate in and then to find somebody to be sure not infected. If he took a test on day two you may well be incubating the virus and that virus will not share when the test, even a Pcr Test. That is why the Isolation Period is for the full ten days. Of course there are trials to what we call test to release where people would have a daily test and as long as they turn a negative test they can continue going to school are indeed going to work but at the moment those are trials and unfortunately the rest of us have to abide by Self Isolation rules if we are asked to do so. We have not done the study so we dont know exactly how long protection lasts for. What i would say is that this is not an on off switch. You do not suddenly become immune to. Would all have a level of immunity and what we would hope is that that a level of immunity would be sufficient, whilst it may not protect her from infection, should be enough to hopefully protect us from serious disease and that is what were really hoping for the vaccine is to do. So i am a bit more optimistic than the six months but we do need the data to be fully sure and i am a great supporter in an Autumn Booster for vulnerable people. Just to be on the safe side. So and theyre very similar schedules. 50 doses of the vaccine that had been approved, that have been shown to protect them from infection and certainly from disease. And therefore there has to be some reconciliation, some kind of alignment to acknowledge that when You Had a full dose of vaccines in another country. But they have provided that those vaccines are well recognised and it is suitable for coming into the uk. Well recognised and it is suitable for coming into the uk. Thank you, both. Despite the easing of most coronavirus legal restrictions in england, wearing face coverings on tfl transports in london will remain mandatory. Earlier i spoke with the mayor of london, Sadiq Khan and asked him if this was the right time to Lift Restrictions when Infection Numbers are still surging. I think it is if we do it safely. It is right up to 60 months in particular, hospitality culture, night time businesses, retail, really, really struggling. Restrictions are being eased today. The message to anybody going to any of those places is do so aware of the fact that the virus is being here. So when youre indoors and you cannot keep your social distance facemask. You have got to wear it using Public Transport in london. Still carry around your Hand Sanitiser and still follow good hygiene. Are you concerned with the fact that restrictions are not going to be observed in the sensible way that she would like to see happen in some environments, that that is necessarily going to spread through the unvaccinated and we are almost in the situation of herd immunity through Community Transmission, as was discussed at the very beginning. The kidneys, i have just seen the figures for the weekend, is that we now have more than 10 Million doses administered in london. The cracking uses those above the age of 40, more than 75 had both doses and those between 18 and 30, now more than A Million upon theirfirst between 18 and 30, now more than A Million upon their first dose but clearly, until You Have had both jabs and are as protected as you could be, it is important particularly if You Have only had one jab, that you recognise that youre not fully protected as you would have been if You Had had both jabs and have to be conscious of that would have anyone who has had no jabs at all, going to a nightclub, going to live music when youre indoors and cant keep your distance, you keeping big risk because if you catch the virus the consequences are far more serious thanif consequences are far more serious than if You Had both jabs and this week and we have great event at the tate, at the oval, chelsea, spurs, battersea Arts Centre, we are having more of those to make it as easy as possible for people to get the jab. It is so important. fine possible for people to get the ab. It is so importanti possible for people to get the ab. It is so important. One of the other pandemics it is so important. One of the other pandemics now it is so important. One of the other pandemics now is it is so important. One of the other pandemics now is what it is so important. One of the other pandemics now is what is it is so important. One of the other pandemics now is what is being pandemics now is what is being called the ping pandemic. Ping armageddon. I mentioned that figure of 1. 7 million people isolating. It is having an impact on business. I do think that needs to be dealt with to enable businesses to get fully back up and running . I to enable businesses to get fully back up and running . Back up and running . I think the government back up and running . I think the government has back up and running . I think the government has got back up and running . I think the government has got to back up and running . I think the government has got to bring back up and running . I think the government has got to bring forward, look to bring forward the date of the 16th Of August which is the day the 16th Of August which is the day the government has given if You Have been given both jabs and you are png do not need to sell by side. Just do a test to make sure You Havent got the virus. I am concerned about our essential services, the nhs, transport for london. The police, the Fire Service and others. The impact on them of too many other Staffing Ping but also the business is particularly if youre in hospitality of retail culture and you are a small business and employ ii you are a small business and employ 11 or 12 people in four of your staff are pinged you probably cannot open for the day. And so when people have done the right thing and had both jabs and the consequences are less serious than if they didnt, i think the rules need to change because the circumstances now are very different to the circumstances last year when the vaccine was not available and people had people had not had one Jab Letter and to and i think the government should bring forward the 16th Of August date.
