Good afternoon. Both the Prime Minister and the chancellor are in Self Isolation this lunchtime after coming into contact with the Health Secretary, sajid javid, whos tested positive for coronavirus. The announcement was made by Downing Street after it initially said both Borisjohnson And Rushi sunak would be taking part in a Pilot Scheme which would allow them to continue working provided they tested negative in a daily lateral flow test. This had been criticised by labour and some business leaders, with hundreds of thousands of people having to self isolate having been pinged by the Track And Trace system. More Heavy Rain has caused further flooding in southern Germany And Austria overnight, as the Clear Up continues for those devastated by floods in the west of germany and belgium. At least 180 people are now known to have died and risks to life remain. The steinbachtal dam near the town of german town of euskirchen remains at risk of breaching. Our Europe Correspondent Jenny Hill is there now. Yes, i think the damage in this town speaks for itself. They have no power, no mobile phone signal, no shops. They are relying on volunteers to help Clear Up and bring food and drink. There are scenes like this going on all over western germany. The number of dead is confirmed at 150 and people are still missing. In one town alone, they are looking for 59 people who are unaccounted for. Angela merkel is visiting the region today, shes gone to a particularly badly hit village where a number of houses were simply swept away completely and destroyed. Ostensibly she is here to have a look at the situation for herself. Water levels here are dropping, the Flood Risk is diminishing but of course there is now flooding in other parts of germany, other parts of Western Europe too. Experts are worrying about structures like dams and old mining tunnels. Not farfrom here is the dam you mentioned, experts have had a look at it and said it is extremely unstable. They are trying to pump out water from the reservoir in order to try to reduce that risk. Jenny, for the moment, thank you very much. Jenny hill there. Two olympic athletes have become the first to test positive for coronavirus at the tokyo athletes village. They are both footballers from the South African mens team. One of the squads Support Staff also tested positive yesterday and the rest of the team are now isolating in their rooms. There are five days until the start of the re arranged games. As the pandemic hit School Year draws to a close this week for most for the summer holidays, Bbc Research has shown a sharp rise in the number of children being home educated in england, scotland and wales. More than 40,000 children were newly registered with their council as being home schooled between september last year and this april, thats a 75 increase in registrations compared with the average in the previous two years. Our education correspondent, elaine dunkley, reports. For naomi and her son zion, the pandemic has led to some life changing decisions. The first lockdown gave this family in manchester the chance to experience learning at home. Theyve now decided to formally opt out of school and home educate. Last week we were doing your human rights. Naomi had concerns about the curriculum, and says her Sons Culture and rastafarian identity was not recognised in school. The teacher even approached me and asked me to cut his hair. They used to send me letters home, pictures with three boys, all of the boys have got crewcuts and they told me that this is how his hair is supposed to be. I noticed how isolated he was becoming and ijust thought thats not good for his mental health. Naomi has noticed positive changes in Zions Confidence and learning. Shes now set up an online group to help others wanting to home educate. Were learning together. If he doesnt know something, well go and look it up together if i Cant Answer it. Hes much more confident in himself, and i think its because of the fact that hes getting a lot of praise. In rochdale, before the pandemic, 91 children were home educated. The number has increased to 192. When you look at the reasons why parents are choosing to home educate, there are significant increases around covid i9. I think some families do not want local Authority Or Agency involvement. And again, we have to kind of respect that, but in the same respect, weve got to think about those families where they do need that support. With an increase in the number of families going down the home education route, the government wants to introduce a register and says it will help with Safeguarding And Monitoring of children who are no longer in the school system. Hannah has been home educating for two years and is sceptical about the register. If it becomes where they are putting us on a register to keep tabs on us, to try and fit us into those boxes, try and get to do a certain try and get us to do a certain curriculum and tell us when we should be home educating, i think thats where our problems are going to arise. We are just normal people, normal everyday mums and dads. Its more fun. It isnt like you just sit at a desk and you have to do what theyve given you. You dont just sit there and have a piece of paper in front of you, so its way less boring. The government says a register is about safeguarding and support, but families like these say theyre being penalised for doing what they feel is best for their children. Elaine dunkley, bbc news. Tadej pogacar is set to successfully defend his tour de France Title this afternoon, as the race concludes in paris. The slovenian finished 8th in yesterdays 20th stage to retain a substantial lead. Aand with the tradition that no one attacks the yellowjersey on the final day, hes set to be confirmed as champion in paris. The other parisian tradition is a Sprint Finish on the Champs Elysees where Mark Cavendish could set a new record for 35 stage wins on the tour, and take the sprinter s green jersey. British and irish Lions Head Coach Warren Gatland says therell be some tight calls when he picks the side for the first test in south africa next weekend. They thrashed stormers 49 3 in their final warm up match. Exeter s Sam Simmonds was just one of seven try scorers. Tour captain, alun wynjones, came off the bench, to complete an incredible return to action just three weeks after dislocating his shoulder. There is going to be some Type Calls with regards to the back three in the Make Up of the back three, the loose forwards and how that mix is going to look as well. That is probably the tightest calls weve got to make in trying to get the Balance Right in those positions. But we will go through the process and making sure we go through everyone and look at the starting 15 and also it is important we consider the impact that the bench will have as well. Thats it from now, but dont forget england take on pakistan in the Second T20 International At Headingley at 2. 30. You can watch it live on Bbc One and theres comentary on radio 5 live sports extra. And theres much more on the website. Thank you very much. From monday the Balearic Islands of ibiza, majorca and menorca will move from the Uk Governments green Travel Watchlist To Amber overnight. This means that british tourists who are not fully vaccinated, will have to quarantine when travelling to and from the island. It could be a big blow to the local economy which relies heavily on tourists from the uk. Our Reporter Nick Beake is in ibiza. The beaches here on the island have been filling up, but unfortunately lots of young brits have been packing up, ready to go home. Theyve had to cut their holiday short because they have to beat the new Quarantine Rules that come in at 4am tomorrow morning. In practical terms, its meant that lots of people, while theyve been on holiday, have had to change their flight, bring it earlier, and theyve been talking to their Tour Operator in some cases to do that. Theyve had to take their Pcr Test to get home much earlier. So a lot of people have been really disappointed. The problem is that lots of young people weve been talking to have had one jab but not two jabs. Thats the issue here. Also, for people coming back from france, returning to the uk, even if theyre double jabbed, from Tomorrow Theyll have to self isolate. Thats because there are concerns over the rise of the Beta Variant in france. That, of course, was first seen in south africa. Meanwhile, back on this island, businesses are pretty concerned about whats going to happen because the brits are their best customers. Just two weeks ago, they were rejoicing when the island went on the uks green watch list. Now theyre not sure whats going to happen. Having said all of that, there are more than 20 flights arriving from the uk today, but i think businesses here will be watching anxiously to see how many people get off the planes, how many people have decided that they are still going to come here on holiday despite the fact that they may have to quarantine when they get back to the uk. Scotland is bringing in the same Quarantine Rules as england and wales for travellers returning from france. From tomorrow, fully vaccinated people returning from Amber List countries will no longer have to self isolate for ten days but the easing of restrictions will not apply to france. Police investigating Violence And Disorder at last Sundays Euro final between england and italy have released images of ten men they want to speak to. Officers have condemned what they call the disgraceful scenes witnessed at wembley stadium. Londons hosting of the Match Saw ugly scenes, which included some ticketless fans storming the grounds in an attempt to watch the game. Lets return to the news that south africas Football Association has said two of its players and an official in their olympic Football Squad have tested positive for coronavirus. These are the the first reported covid 19 cases among competitors residing in the athletes village as teams continue to arrive five days before the start of the games. Earlier my Colleauge Lucy hockings gave us this update from tokyo. You join me from Hotel Quarantine here in tokyo, where we have just had the confirmation from the South African football team, their under 23 squad, that they have one official and two, unfortunately two young players who have tested positive for covid. What they have told us is that the team arrived from south africa, travelled on tuesday and arrived in tokyo on wednesday. All the athletes were tested at the airport and the tests came back negative so the players were given permission to travel to the Olympic Village where the athletes are staying. But then one of the officials tested positive and then we had these two young players who came back with high temperatures and saliva tests on friday and saturday that showed they had covid and they were taken for testing and then it was confirmed. They were due to have their first Training Session and they are all being put into quarantine in their hotel rooms. They have their food being delivered to their door and we are waiting to hear what will happen next. They are due to play at the Opening Match Againstjapan in just five days time. We need to find out next, of course, what will happen with those who were close contacts who have tested positive, what will happen with them even if it proves they have negative tests. But a real blow for that team. You mentioned your Hotel Quarantine and similar for those arriving, delegations and so on. But there seems to be so many measures in place to stop cases from spreading, particularly where the athletes are staying . The protocol is rigorous, there is this Testing System in place and i am seeing comments on Social Media he was saying this means the Testing System is working. The athletes are in very tight knit bubbles, their movements are incredibly restricted, which means the opportunity for covid to pass between people, athletes and teams, it is near impossible, say the ioc. They have to have daily Covid Tests as well and many of them went through strict testing before leaving their home countries and arriving here. There really are many protocols in place to keep people safe. What the ioc are saying is, they want full transparency. With thousands of athletes due to arrive, this is going to cause real anxiety and they hope that transparency will help that. The other thing, of course, the athletes are arriving only five days before their event and then they have to leave two days afterwards so it minimises their time injapan. To give you an example, for the media as well, we had to have three negative tests before leaving and it has been very rigorous. We are in bubbles and movements are restricted and i have had a Covid Test every day since i have been here. They are trying to control things very tightly and with a high degree of transparency. One other thing to note, it is not just when you arrive injapan. An example of how things can go wrong is the australian athletics team, they were delayed on their arrival because they had an unconfirmed test in their squad. It meant they had to stay in quarantine in australia until the person was tested negative and then they were able to travel. It gives you an idea of the complexity of all of this and how difficult it could prove to be. Lets return to the floods in Western Europe, where scores of people have already been confirmed dead. The search is continuing for hundreds of missing people after Record Rainfall caused devastating flooding. Lets speak to our correspondent Damian Mcguinness who is at a Donation And Support centre in nuerburg. What you can see behind me is the concrete evidence of how these communities have come together. Hundreds of volunteers in this one Donation Centre alone, you are talking about nearly 20,000 volunteers in this region. That is because the region has been devastated. When you drive around and you go through the towns, the villages and the valleys, people are comparing this to a war zone. About half the houses in the small villages in the valleys are partially or entirely destroyed. It is a devastating scene. That is why Angela Merkel has been visiting the region right here, a few kilometres away from me. She is giving a speech, talking as we speak, she is talking to people who have been affected by this and she is giving her thoughts right now to journalists. She has spent the last hour going round one of the villages that was hit hardest, just a few kilometres from here. Very pretty, tourist destination, lots of old and medieval half timbered wooden houses. Some of those were partially destroyed and others were swept away by the water. Angela merkel has been talking to survivors of that flood and that is notjust a political gesture. She has been finding out, how can the Government Help . The next up, local people on the ground, these kind people here have been at this for 2h hours nonstop, they are gathering donations, can help their neighbours. But actually now it is time for the government to step in. That is what people are saying, the state, germany has the money and ministers have said we will give financial support to those affected, but the question is, how do you do that quickly and bureaucratically. That will be the next challenge. But while that is happening, the reconstruction is going on and we have a rising death toll. Just in germany alone, there is over 150 now confirmed dead. That number is going up confirmed dead. That number is going up as the water recedes because more bodies are being found. It is a tragic situation from the Point Of View of the loss of life and even those who have survived, they face the prospect of carrying on having lost everything. At least the people here today are putting together the essentials in order for them to get through the next few weeks. Damian, Thank Ou through the next few weeks. Damian, thank you for through the next few weeks. Damian, thank you for the through the next few weeks. Damian, thank you for the moment. Afghan Peace Talks continue for a second Day Today in the Gulf State of qatar as the violence intensifies across afghanistan. The afghan State Minister for peace, Sayed Sadat mansour naderi, told the bbc they hoped both sides would clarify their ideas on key issues to help chart set a roadmap to a political solution to end the war. Our chief international Correspondent Lyse Doucet reports from doha. This is day two and expected to be the last day of these high level political talks in doha. There is pressure on both sides, from afghans most of all, from afghanistans neighbours and allies, both sides have to show they are committed to a negotiated way out of this war that continues to intensify on the ground. These talks will focus on coming up with some kind of a joint statement, they will agree to focus on three key areas going forward. One is building trust, another is to discuss a Road Map to afg hanistans political future. Also, an islamic constitution. The taliban insists there has to be changes to the existing afghan constitution. On top of that, there has to be a sense that this process will not suddenly stop and there be another long pause. There has to be a continuous process. Both sides say the vibes are positive here, but at this stage of the war, it is also understood that good vibes are not enough, there has to be a sense that they can close what are now wide gaps between their ideas on how afghanistan should move forward politically, to achieve what they all say they want to achieve, which is a durable political solution. All the while the worry grows in afghanistan that if this process fails, this devastating war is going to get much worse. Northern irelands leading supermarkets have called for urgent action to prevent disruption to trade under the terms of the brexit protocol. Six retailers are asking for changes before october when an extended Grace Period ends, which currently allows for lighter touch controls on some goods. Our reporter Sara Girvin has more. The six retailers named in this letter Make Up three quarters of Northern Irelands grocery market. They say that unless something is done, come october 1st, when the Grace Period is due to end, theyll be hit by more checks on goods and more costs. Thats because of the Northern Ireland protocol, its part of the brexit deal, and is aimed at avoiding a hard border on the island of ireland, by effectively keeping Northern Ireland in the eus single market for goods. The supermarkets gave a similar warning back injanuary when there were issues in getting some items to shelves the Northern Ireland. They say that since then, not enough has changed. I think thats what the Frustration And Concern of the supermarkets is, that we havent seen that movement to get a new way of trading between britain and Northern Ireland, under the protocol, that removes friction. As well as northern Ireland Consumers being impacted in terms of choice and cost, the retailers warn that Red Tape and falling Profit Margins could force them to move Supply Chains from britain to the eu. The government is expected to set out its preferred way forward in the protocol on wednesday. Sara girvin, bbc news. Tens of thousands of pilgrims have arrived in the Saudi Arabian City Of Mecca for a downsized Hajj Which formally starts on sunday. As Sophia Tran Thomson reports, restrictions are tight as the kingdom is hoping to repeat last yea r s success, that saw No Coronavirus outbreaks during the five day muslim ritual. The annual hajj pilgrimage, one of the five pillars of islam. All muslims are expected to retrace the prophet mohammeds final pilgrimage at least once in their lives if they have the means to do so. The event is usually one of the worlds largest annual gatherings and would normally see 2. 5 million muslims from around the world converge on mecca. This year, just 60,000 healthy and vaccinated saudi residents, chosen through a lottery from almost 600,000 applicants, will take part. Strict social distancing measures are in place and a hajj smart pass is being used to allow contact free Access And Transportation to the various religious sites and accommodation. Technology will also play a part, with the deployment of robots to dispense bottles of sacred water from the Grand Mosque and others to dispense disinfectant. While a large proportion of security will take place remotely, and most of the marshals who would normally be on site will be in a Call Centre instead. Translation we help them| if they are lost or need urgent medical Help Or Cant find a toll operator. Its taken complicated and costly planning, but hosting the hajj is a matter of prestige for saudi rulers. Barring overseas pilgrims will cost the kingdom around 12 Billion this year and impact hundreds of thousands of jobs in the holy city. But the hajj is a gathering which could easily become a coronavirus super Spreader Event and with around 1a out of 3a million saudis still unvaccinated, its a risk the Kingdom Isnt willing to take.
