Following the euro 2020 final. The government says it wants to end prosecutions linked to the violence during the troubles in Northern Ireland, angering victims families and politicians on all sides. Singer Britney Spears will be back in court as her fight to end her Fathers Conservatorship gathers pace. Good evening, and welcome to Bbc News. Spains popular holiday islands ibiza, majorca and menorca are all being moved on to the Governments Amber List just two weeks after they were approved for quarantine free travel. The rules will come into affect next monday at 4am. Anyone over 18 and not fully vaccinated will have to quarantine for ten days on returning to the uk. Its believed around 200,000 british tourists are currently holidaying on the islands now, with many more booked to travel there over the summer. It comes after a sharp rise in new cases, particularly on majorca, which is being blamed on end of term parties on the islands. 0ur Correspondent Coletta smith reports. Yes, the Balearic Islands of majorca, menorca, ibiza particularly popular with young people, many of whom have not been able to receive their second vaccination yet. So, that puts them in a really difficult quandary if theyve booked a holiday for this summer. Do they go and try and work out how to quarantine when they get back home again . Or do they try and cancel or postpone their holidays, potentially losing money as a result . Its yet another Government Decision that has very different implications depending on your age. Its more choppy waters for those dreaming of a summer getaway, as the Traffic Lights have changed colours again. Absolutely. That means another change of gear for staff at Polka Dot Travel agents. With some customers abroad and plenty heading off in the coming weeks, its more rules to get their heads round. So, youre obviously confident enough to reopen the shops this week . Demand is definitely there. People want to holiday, but they want to holiday with confidence, and they need clarity. And i think thats what were not getting at the minute. Theres been a rise in covid cases in Tourist Hotspots in Greece And Mainland spain. The government say cases in the Balearic Islands have doubled since they were put on the Green List and the changes shouldnt come as a surprise to passengers. Everybody whos travelling by now, surely No One can be out there thinking we can travel and just rely on things not changing. Were not in control of this virus, particularly in how it affects other countries, their levels of vaccinations, their level of Genomic Sequencing, their testing regimes, those are out of our hands. And so, when we see things change, for the Safety And Security of everyone back home, we need to act and react, and thats what were doing today. It might not be a surprise, but it will be a frantic few days in majorca as some holiday makers rush to get home before Quarantine Rules kick in. And its more frustration for businesses relying on a wave of young people arriving this summer. People happy to be here, you know, down the beach this afternoon. Theres loads of people there. You know, the islands very relaxed and content, and i think that this isjust going to be another spanner in the works. Another, you know, one step forward, five steps back. There are other changes to the list, with good news for those travelling to Bulgaria And Hong kong as they move to green, and Croatia And Taiwan moved to the green watchlist. At the travel agents, mark knows the frustration of passengers, because hes heading off to majorca with his own family next week. Myself and the family are going to the balearics on tuesday. That was on the green when we actually we booked it. So were heading off on tuesday. We felt it was important to get first hand exactly how it was out there and how the travel is. Weighing up that extra Frustration And Expense against the lure of a holiday has become even more complicated. Coletta smith, Bbc News. Lets discuss the Governments Decision in more detail with the Travel Journalist and Podcaster Lisa Francesca nand. It is so hard to get to grips with with the new rules. Coronavirus cases have risen sharply again across the uk. The latest official figures show another 49 deaths recorded in the last 2a hours and 42,302 new infections across the uk, the highest Daily Figure since 15th january. More than 46 Million people have had theirfirstjab. Thats just over 87 of uk adults. And more than 35 million, just over 66 of all adults, are fully vaccinated. From next week, face coverings will no longer be required by law in england, but tonight, theres growing pressure on the government from mayors and Council Leaders across england to make Masks Compulsory On Public Transport after restrictions are lifted next week. Heathrow airport has also followed Transport For London by saying that theyll continue to be mandatory from next week for people wanting to travel. 0ur Transport Correspondent Caroline Davies has this report. Whether a mask is a must orjust recommended when busy will depend on where youre travelling On Public Transport from monday. In london, youll need to wear one to travel on all of Transport For Londons services, or Risk Being turned away or removed. Wearing a facemask indoors reduces the chances of transmission. Dontjust take my word for it. The governments own Advisors Sage say that, as do the world health organization, but also, speaking to transport workers, the trade unions, londoners, businesses, wearing a facemask gives greater public confidence. What do londoners make of the decision . I dont know, you know . If you need them, you need them. Its better to be safe than sorry i dont see Wjy Covid has just gone away if a few i people are vaccinated. It is really unfair to people i who are clinically vulnerable. I personally think it should be optional. Especially at this point with vaccinations and double vaccinations. The government is keeping to its policy that its a personal Response Ability to wear a mask, not a law. Its common sense when you think about it. You would be in a crowded area, and transport organisations are welcome, as i said last week, to make it a condition of carriage, in the same way as other rules are done in that way. Mandating masks isnt straightforward. There are questions about how easily it can be enforced, and some unions are concerned it could cause disputes between staff and passengers. The mayor of london thinks it could make people feel more confident. But other operators arent so certain. We think the trains probably dont need to be tarred with a brush that they are somehow less safe than other indoor settings. We dont think that thats helpful for the long Term Recovery of getting people back onto public transport. | scotland and wales have decided to keep masks in public transport. 0ther Mayors around england dont have the same power over transport as the london mayor. Today, some held a conference pushing for the government to change its mind. My plea to government is, show your commitment to levelling up by giving local areas the power we need to be able to run our own Transport Networks in the interests of local people. Their safety, and their health. Conservative west Midlands Mayor Andy Street tweeted that hes expecting all passengers on all forms of public transport in the West Midlands to wear a face covering, although he admitted he doesnt have the power to enforce it. As restrictions lift around the uk, once again, the face of the pandemic will look different depending on where you are. Caroline davies, Bbc News. The Welsh Government has announced that most coronavirus restrictions will be lifted, but not until August The 7th. From saturday, rules around the number of people who can meet up indoors will be eased, but not scrapped. Facemasks will still be required in most indoor public places. 0ur Wales Correspondent Hywel Griffith has this report. After months of delays, this Hockey Team just want to get their skates on. From saturday, their local Ice Rink in cardiff can finally reopen, so no more training on wheels. For parents like sian, it is a relief. While its been frustrating seeing other parts of the Uk Unlock sooner, shes glad wales is going slower. Yes, as much as i would love to get my life back on track, id rather that everybody was able to survive to get their lives back on track, rather than, you know, being able to do everything socially and finding that people unfortunately lose their life because of that. Facemasks will be one of the biggest differences, in shops as well as On Public Transport and in health care, they will remain mandatory in wales. Controls on meeting indoors stay for at least another three weeks. This is not a free for all. In wales, we will not abandon those simple, but effective and successful measures that have helped to keep us all safe. For the hospitality trade, its a Glass Half full. Nothing changes inside pubs and bars until at least August The 7th. Table service and masks stay. 0utdoors, the rules are relaxed. At the horse and jockey, they still fear being left behind. It just means that for the next. Three weeks, our pubs in wales are still going to be quiet, | because everyone in wales is going to go over the border and enjoy more freedom. There are clear differences either side of the border, notjust in the rules, but in how the pandemic is progressing. Wales has the lowest Case Rate in the uk and the highest rate of vaccination. So, why wait longer than other nations to ease restrictions . One answer is the strain already on the Welsh Nhs as it struggles with a 16 month backlog. Emergency admissions are at a record high, so were facing huge numbers at the front door, but also huge numbers of patients that need their procedures and operations. And what were not going to be able to handle is another big wave of Hospital Admissions. With covid cases rising, keeping control is as hard as ever. Defence lines against this pandemic are staying for now. Hywel griffith, Bbc News. And just after 8 30pm, well be hearing the reaction of the welsh Music Industry to the news that some of those covid restrictions will be lifted next month. The headlines on Bbc News the Balearic Islands are set to move from the Green List to amber. This comes into force on monday after a rise in covid cases on majorca, ibiza and menorca. The england footballerJadon Sancho has made his first public comments following the Racist Abuse he received after missing a penalty in the euro 2020 final, saying Hate Will Never Win. He said the abuse he and his teammates got was nothing new, but as a society, we need to do better. It comes as the Prime Minister said changes will be made to Football Banning orders. Our deputy political editor Vicki Young has this report. It was a heartbreaking defeat, but a Post Match Analysis has focused on far broader issues than englands abilities on the pitch. Online Racist Abuse aimed at the three players who missed penalties has left the Conservative Party divided over antiracism campaigning, and pressure has forced the government to make a hasty announcement about changing the law. I utterly condemn the racist outpourings that We Saw on sunday night. And so, what were doing is today taking practical steps to ensure that the Football Banning order regime is changed, so that if you are guilty, mr speaker, of Racist Abuse online of footballers, then you will not be going to the match no ifs, no buts, no exemptions and no excuses. Ministers have announced a 12 week consultation, but campaigners want them to go further. What the government needs to do is to get its skates on on the online Safety Bill and to beef it up. We need to be absolutely clear that the kind of vile abuse from last weekend will be criminal under the new legislation. Boris johnson wants to focus on practicalities, saying hes coming down tough on Social Media platforms, threatening them with massive fines if they dont remove online abuse. But the Conservative Party has been on the back foot on this whole issue, as it struggled to explain whether it supports players taking the knee or not. England manager, gareth southgate, said his team were doing it to highlight racial inequality, and it was nothing to do with the political organisation black lives matter. Home secretary, priti patel, described the action as Gesture Politics. But not all of her colleagues agree. It is a Wake Up Call for the conservative Party Aboutjust how powerful our words are when we navigate these issues. And we just have to get alongside those players who are taking the knee and understand that theyre not saying defund the police, theyre not anti capitalist, what theyre doing is saying, we suffer racism. The Labour Leader said the Prime Ministers promise to act now rang hollow. Either the Prime Minister is with the England Players in their stand against racism, or he can defend his own record, those of his ministers and some of his mps. But he cant have it both ways. I dont want to engage in a political Culture War of any kind. I want to get on with delivering for the people of this country. He simply wants to get on with dithering. Tonight, a heartfelt message from Jadon Sancho, one of the young players subjected to racism. As a society, we need to do better, he said, and hold the abusers accountable. Hate, he said, will never win. Vicki young, Bbc News, westminster. Siobhan aarons is the Co Founder of conservatives against racism for equality. The group sent a letter to conservative mps calling on The Party to change its attitude towards people who choose to take the knee. Shejoins us now. Thank you she joins us now. Thank you very much forjoining us. What prompted you to write this letter now and how confused are you over the conservatives stand on racism . You know, It Conservatives stand on racism . You know. It was conservatives stand on racism . Ym. Know, it was fantastic that our team got us to the final. But as i was watching the penalties with my heart and my mouth, everything, nervous energy, and you saw those chaps who did not quite get it across the line and it was a sad ending for an amazing, amazing experience, i instantly then it was like this is not going to be good, is it . Its not going to be good, is it . Its not going to be good, is it . Its not going to be good. And as i was on twitter, something you should really try to avoid giving as much as possible, i started to see the reaction from some people on Social Media. And unfortunately too many of us were anticipating that that was going to Happen and unfortunately it did. As the days went on and the groundswell of support for the players grew and calling out the aborted abusive language and gestures used, my Co Founder was just like we have to do something about this. And that is where the letter came from to the mps. Because we really want them to understand that kneeling in the way that it was done was about demonstrating that today there are players who are experiencing racial Abuse And Today there are fellow players who are standing alongside them as brothers subtly supporting them. Do standing alongside them as brothers subtly supporting them. Standing alongside them as brothers subtly supporting them. Do you want extend ou subtly supporting them. Do you want extend you agree subtly supporting them. Do you want extend you agree with subtly supporting them. Do you want extend you agree with the subtly supporting them. Do you want extend you agree with the england. Extend you agree with the England Defender Tyrone mingss, is that he believed the Home Secretary stoke the fire when she talked about Gesture Politics and refused to condemn those who had booed the England Players . I condemn those who had booed the England Players . England players . I think its really disappointing England Players . I think its really disappointing that England Players . I think its really disappointing that at England Players . I think its really disappointing that at a England Players . I think its really disappointing that at a time England Players . I think its really disappointing that at a time when | disappointing that at a time when the nation was really coming together and giving support to our national team that anybody would do anything other than encourage and support and send positive vibes before each match. That is definitely a disappointment for me. And i think that it is something that i hope they will reflect on and actually not do again. What that i hope they will reflect on and actually not do again. Actually not do again. What more they would actually not do again. What more they would like actually not do again. What more they would like to actually not do again. What more they would like to see actually not do again. What more they would like to see the they would like to see the conservatives doing . What reaction have you had so far to the written letter that you sent . Bud have you had so far to the written letter that you sent . Have you had so far to the written letter that you sent . And has been really encouraging, letter that you sent . And has been really encouraging, the letter that you sent . And has been really encouraging, the reaction i really encouraging, the reaction that we have had it. We already were working with some fabulous mps. We started conservatives against racism a year ago and since then we have grown, working with some key people like steve baker, who was speaking today, to really understand what we can do as conservatives to be positively antiracist. And this is just kind of upping the energy another level and for that, at least, i am thankful. Another level and for that, at least, i am thankful. Thank you very much forjoining least, i am thankful. Thank you very much forjoining us. More than 3500 people died during the troubles in Northern Ireland during three decades of sectarian conflict. Now the government is proposing to end all prosecutions for both british soldiers and former paramilitaries, but relatives of those who died Say Theyve waited Decades Forjustice and have vowed to challenge the governments plans in the courts. Heres our Ireland Correspondent emma vardy. Explosion. A bitter sense of injustice over northern Irelands Past still haunts many families today. The vast majority of victims were killed by paramilitaries and around 10 by british armed forces. There are hundreds of investigations into decades old cases still taking place. But now the governments announced it will bring forward legislation to ban all prosecutions in cases up to the Peace Deal in 1998. We know that the prospect of The End of criminal prosecutions will be difficult for some to accept, and this is not a position we take lightly. But weve come to view that this is the best and only way to facilitate an effective Information Retrieval and provisioning process. The plans would apply to former british soldiers as well as paramilitaries and would move towards a system in which families could get information about those who were killed. But its opposed by Political Parties on all sides in Northern Ireland. According to one campaigner, whose brother was killed by loyalist paramilitaries, an amnesty was unthinkable. What the uk is doing today, Borisjohnsons Government is doing, is showing the example of what they think, you know, of murderers, which is absolutely shocking, because you cant imagine in ten years time them turning around and saying about the July Bombings in london or the manchester bombings that anybody has to do with that, would they draw a line under it . It wouldnt Happen. It would also mean an end to inquest and civil actions relating to the troubles. The government believes its plans would help the process of reconciliation in Northern Ireland. But here, the past is still so vividly present, it would require a huge shift in many peoples mindsets to accept. Weve seen with the collapse i of recent trials that trying to get admissible evidence to follow. A resolution through the courts just isnt working, so this statute of limitations,. To have an open fact finding process, i think, is to be welcomed. The irish government has insisted that Ending Prosecutions of veterans and others is not a done deal, but with the British Governments large majority at westminster, it may mean a major Step Change for northern Irelands Peace Process that will be difficult to reverse. Emma vardy, Bbc News. Pope francis has left the hospital in rome where he went under surgery ten days ago to treat a colon problem. The pontiff who is 84 has no appointments for the next month other than his usual sunday blessings. These images show him walking unassisted along the court or of the ward reading children, parents and doctors. Now its time for a look at the weather with chris fawkes. Hello again. Our weather is going to become sunnier and warmer over the next few days as High Pressure builds in, but before we get there, we do have some cloud thats drifting its way southwards overnight. What that cloud will tend to do is it will stop temperatures from falling, and so for some, its going to be quite a warm night for sleeping. Temperatures, for example, in liverpool dropping no lower than around 16 celsius. So, quite a warm start to the day on thursday already. There will be more cloud for england and wales slowly breaking with some sunny spells coming through during the afternoon. For northern england, parts of Northern Ireland and certainly most of scotland, there will be quite a lot of sunshine around through the afternoon and its going to be warmer. 24 25 degrees possible for eastern scotland. Another warm spot will be southern wales and south west england, where again temperatures will reach the mid 20s. Now, on friday, theres going to be more sunshine to go around, and so we expect those temperatures to creep a little bit higher. Could see highs of around 26 celsius, and it gets even warmer and even sunnier as we head into the weekend for most. Hello this is Bbc News with me, martine croxall. The headlines. The Balearic Islands are set to move from the Green List to amber. This comes into force on monday after a rise in covid cases in majorca, ibiza and menorca. Nightclubs can resume trading, and social distancing laws inside will be replaced with a requirement for workplaces to assess the risk. But facemasks will still be required in most indoor public places, except in hospitality businesses, such as pubs and restaurants, or schools. Some rules are also being eased this saturday allowing for six people to meet in private homes and holiday accommodation, and with social distancing outdoors no longer required by law. Sam dabb, thank you very much for talking to us and best of luck with it. , ~ for talking to us and best of luck with it. ~ ,. , there is growing concern about the steep rise in covid cases in the North East of england. Eight of englands top ten hotspots are in the region, and more and more covid patients are needing hospital treatment. The mayor of middlesbrough says the virus is Spreading Like Wildfire, and urged people to be cautious about the new freedoms. Our Health Editor Hugh pym has been talking to staff about their concerns at a hospital in stockton. We are planning for war and praying for peace is probably the best way of describing it. Facing up to the third wave, dr catherine monaghan, who is a respiratory consultant, has worked right through the pandemic. Now she and her colleagues at this hospital on teesside know the bleak reality. They will have to cope with another covid surge. Just absolutely gutted. Its really hard, i know the whole country wants this to be over, but the reality is that thats not whats Happening in the hospitals. People are still critically unwell with it, and i almost cant quite believe that we are back at this stage again. There were six covid patients here a week ago. Since then, thats nearly quadrupled. Two of those who are seriously ill are in their 30s and havent had jabs. The fear is that covid Hospital Admissions will carry on rising and lead to other work being postponed. Were coping, but i would say were just coping. And as things get more serious, i think we will be. It will be more difficult to deal with and we might have to make difficult decisions about what were treating. No one here is denying that the covid numbers are, at the moment, relatively low, but the hospital is extremely busy with other patients, including here in a e. And the worry is about what might Happen and the uncertainty in the weeks ahead. Theres been a plea from Community And Health leaders in the region for the public to take extra care with social distancing and get the vaccine if they havent had it. Rates are ballooning. This thing is Spreading Like Wildfire across the whole region, and were not saying to panic, were not saying for people to be terrified. Were saying to people, be really careful. One local resident, sandra, told us she wasnt vaccinated and got covid. Were you planning to have yourjabs . Yes, i am now. I cant go through it again. I was hospitalised for a day, and weve had the Ambulance Service out to me as well cos its all in my chest. Its awful. Back in the hospital, catherine is nervous about next weeks easing of restrictions. Im worried that people are just going to throw caution to the wind and forget what weve been through in the last 16 months. But its unpredictable. The message is that the nhs will cope, but the public have to do their bit to ease the inevitable strain. Hugh pym, Bbc News, teesside. The Uk Inflation rate hit 2. 5 , the highest for nearly three years as the unlocking of the Uk Economy continued. Englands Jadon Sancho says Hate Will Never Win as he makes his first public comments after Racist Abuse following the euro 2020 final. The head Of M15 has warned about the potential for Training Camps to re emerge in afghanistan as british and american troops withdraw. In his annual update on the threats facing the Uk Ken Mccallum said terrorists will seek to take advantage of opportunities to rebuild and that m15 is not taking the threat lightly in any way. Our security correspondent, Frank Gardner reports afghan government forces, now largely on their own, are struggling to hold back the advance of taliban insurgents. Thats prompting fears of a return of Alqaeda Training camps. Its a possibility that m15, the Security Service, is acutely aware of as its Director General delivered his annual speech today. Afghanistan is re emerging as a potential source of international terrorist threats. Thats according to the Director General Of M15 behind me here. He says that for the last 20 years, that threat has been largely suppressed but now with western forces withdrawing, there is a risk of terrorist Training Camps reestablishing themselves, posing a direct threat to the west. As nato and us forces now withdraw, terrorists will seek to take advantage of opportunities, including propaganda opportunities, to rebuild. For the us and for ourselves, the Counterterrorist Task will transition. Countering terrorist attacks, like The One at Fishmongers Hall in 2019, is still a top priority for m15. But as well as islamist inspired plots, the Security Service is tracking a rise in far right extremism. Much of the activity is online, and the director made a plea to the Internet Tech giants to allow M15 Access to suspect individuals encrypted communications. Racism at football matches, he said, is something that can feed into that extremism. M15 was acutely aware of it. But the biggest change comes with a growth in so called state sponsored threats. Russia, china, and iran are all mentioned with activities ranging from cyber attacks to interference in elections to plots to kill, like the 2018 Nerve Agent Attack on a former Kgb Officer in salisbury. State espionage, said the Director General, also extended to stealing britains cutting edge scientific research. This wasntjust a fact the government, he said. It was something that affected everyone in britain. Frank gardner, Bbc News. More than 70 people have now died after a week of unrest in South Africa sparked by the jailing of former president jacob zuma. Shops and warehouses have been looted and set On Fire with the worst violence in years centred on durban and johannesburg. Heres our south Africa Correspondent nomsa maseko. Dramatic scenes in durban show the extremity of desperation of those people caught in the middle of this mayhem. People were screaming, throw her, throw her she threw her child to safety after her home was allegedly set On Fire by looters. I was scared, i was really scared, but there were people down in the street. I wasnt. Like, the way i was panicking, i was trusting anyone to take my baby away from me, because the place was burning, and there was smoke outside. This is day six of Looting And Rioting in Kwazulu Natal and Gauteng Provinces in South Africa. Violent protests began hours after South Africas former president , jacob zuma, was jailed for failing to comply with a Court Order to give evidence at a corruption inquiry. The pro zuma protesters took to the streets demanding the former president s immediate release from prison. But what started as a political statement has now been taken over by what the Secret Service described as opportunism and criminality. Even the Army And Police could not initially control the situation. Here in durban, firefighters lined the streets to start cleaning up. Armed with broomsticks, residentsjoined in, chasing away anyone trying to loot whatever is left. Not that much remains. Is today the first time that youve come to see the trail of devastation that was left here, since the rioting started . Yeah, it is the first time we came down. Our driver lives next door, so he came two times to see what is going on. The first day, they only came through a small hole in the front, broke and stole a few watches. But later that night, they came, they broke everything open and they came in and looted the whole shop. It cant Happen again. I cant build up this business again, and then after six months or a year, its Happening again. All this, Happening in a country with the highest covid 19 infections in africa, where authorities fear Hospital Admissions will spike even higher leaving many wondering how South Africas fragile economy will ever recover. Britney spearss battle to end a controversial conservatorship that has controlled her life for 13 years goes back to court shortly. The legal arrangement has given the Singers Father and Others Authority over her career and personal life. During a hearing last month Britney Spears made a passionate case for that to end, describing it as abusive. Our reporter Steve Holden has the background.
