As restrictions lift around the uk, once again, the face of the pandemic will look different depending on where you are. Caroline davies, Bbc News. The welsh government has announced that most coronavirus restrictions will be lifted but not until august 7th. Rules around the number of people who can meet up indoors will be eased but not scrapped. Facemasks will still be required in most indoor public places. 0ur Wales Correspondent Hywel Griffiths has This report. After months of delays, This Hockey Team just want to get their skates on. From saturday, their local Ice Rink in cardiff can finally reopen, so no more training on wheels. For parents like sian, it is a relief. While it s been frustrating seeing other parts of the uk and unlock sooner, she s glad wales is going slower. Nothing changes inside pubs and bars until at least august the 7th. Table service and masks stay. 0utdoors, the rules are relaxed. At the horse and jockey, they still feel the fear being left behind. Itjust means that for the next three weeks, our pubs in wales are still going to be quiet, because everyone in wales is going to go over the border and enjoy more freedom. There are clear differences either side of the border, notjust on the rules, but in how the pandemic is progressing. Wales has the lowest Case Rate in the uk and the highest rate of vaccination. So why wait longer than other nations to ease restrictions . One answer is the strain already on the welsh nhs, as it struggles with a 16 month backlog. Emergency admissions are at a record high, so we are facing huge numbers at the front door, but also huge numbers of patients that need their procedures and operations, and what we are not going to be able to handle is another big wave of Hospital Admissions. With covid cases rising, keeping control is as hard as ever. Defence lines against This pandemic are staying for now. Hywel griffith, Bbc News. There is growing concern about the steep rise in covid cases in the North East of england. Eight of england s top ten hotspots are in the region, and more and more covid patients are needing hospital treatment. The mayor of middlesbrough says the virus is Spreading Like Wildfire, and urged people to be cautious about the new freedoms. 0ur Health Editor Hugh Pym has been talking to staff about their concerns at a hospital in stockton. We are planning for war and praying for peace is probably the best way of describing it. Facing up to the third wave, dr catherine monaghan, who is a respiratory consultant, has worked right through the pandemic. Now she and her colleagues at This hospital on teesside know the bleak reality. They will have to cope with another covid surge. Just absolutely gutted. It s really hard, i know the whole country wants This to be over, but the reality is that that s not what s happening in the hospitals. People are still critically unwell with it, and i almost can t quite believe that we are back at This stage again. There were six covid patients here a week ago. Since then, that s nearly quadrupled. Two of those who are seriously ill are in their 30s and haven t had jabs. The fear is that covid Hospital Admissions will carry on rising and lead to other work being postponed. Were coping, but i would say were just coping. And as things get more serious, i think we will be. It will be more difficult to deal with and we might have to make difficult decisions about what were treating. No one here is denying that the covid numbers are, at the moment, relatively low, but the hospital is extremely busy with other patients, including here in a e. And the worry is about what might happen and the uncertainty in the weeks ahead. There s been a plea from Community And Health leaders in the region for the public to take extra care with social distancing and get the vaccine if they haven t had it. Rates are ballooning. This thing is Spreading Like Wildfire across the whole region, and we re not saying to panic, we re not saying for people to be terrified. We re saying to people, be really careful. 0ne local resident, sandra, told us she wasn T Vaccinated and got covid. Were you planning to have yourjabs . Yes, i am now. I cant go through it again. I was hospitalised for a day, and weve had the Ambulance Service out to me as well cos its all in my chest. Its awful. Back in the hospital, catherine is nervous about next week s easing of restrictions. I m worried that people are just going to throw caution to the wind and forget what we ve been through in the last 16 months. But it s unpredictable. The message is that the nhs will cope, but the public have to do their bit to ease the inevitable strain. Hugh pym, Bbc News, teesside. He said the abuse he and his teammates got was nothing new but as a society, we need to do better. It comes as the Prime Minister said changes will be made to Football Banning orders. It was a heartbreaking defeat, but a Post Match Analysis has focused on our broader issues than england s abilities on the pitch. 0nline Racist Abuse aimed at the three players who missed penalties has left the conservative party divided over antiracism campaigning, and pressure has forced the government to make a hasty announcement about changing the law. Coming up in sportsday on the Bbc News Channel golf s oldest major is back after two years. We ll be live from royal st george s in kent, where the open championship will start early tomorrow morning. The government s announced plans to end Transport Emissions by the year 2050. It says all new lorries will be zero carbon by 2040. That means they ll be running on batteries or hydrogen. Petrol and diesel cars will become more efficient within This decade and they ll be phased out by 2035. The government also announced that new technology will allow domestic flights to be almost emissions free by 2040, and internationalflights by 2050. But some critics say that s not enough, as our Science And Environment correspondent Victoria Gill reports. Back on the move. As Road Traffic reverts to pre pandemic levels, the government s emphasis is on keeping things moving. What s being billed as their greenprint, a plan to reduce Carbon Emissions across the Uk Transport sector, promises to do exactly that, without reducing the number of vehicles on the road or planes in the air. The government s already said that sales of new cars and vans powered solely by Petrol Or Diesel will be banned from 2030. In This latest plan, every new lorry is to be zero carbon by 2040 all running on batteries or hydrogen. A lot of companies, like myself, are starting to panic a little bit because literally we are in 2021 now, it s not that far away. I literally don t know how it s going to affect us, really. It s going to be such a massive difference. Everything s totally going to change. And for us to get up to speed with that, just pressure from finances alone, and how everything is going to work, it isjust all a big unknown. The vast majority of Carbon Emissions from Uk Transport come from vehicles on our roads. And the aim of these Transport Plans is to speed up the transition, to cleaner technology, primarily electric vehicles. But where these plans are much less clear is in the air. While the government wants aviation to reduce its emissions, it s also reassuring us that everyone can continue to fly. Ministers say new technology will allow domestic flights to be emissions free by 2040, and international flights to be zero carbon by the middle of the century. But it s a policy that s been ridiculed by environmentalists, who say it puts far too much faith in innovation. Bringing down Carbon Emissions as quickly as the planet needs, experts say, it will simply mean that some of us have to fly a lot less. The brits are responsible for more flying per capita than anywhere else in the world. And only 15 , one in five of us, are responsible for three quarters of the flights that are done. It s hugely uneven. It s not about us all flying and being able to fly. We have to rein in those really frequent flyers. Electric and Hydrogen Aircraft are already operating, but on a minuscule scale. So, in the race to drive down emissions, we may need to rethink the way we move around. Victoria gill, Bbc News. More than 3,500 people died during the troubles in Northern Ireland during three decades of sectarian conflict. Now the government is proposing to end all prosecutions for both british soldiers and former paramilitaries. But relatives of those who died say they ve waited Decades Forjustice and have vowed to challenge the government s plans in the courts. Here s our Ireland Correspondent emma vardy. A bitter sense of injustice over Northern Ireland s past still haunts many families today. The vast majority of victims were killed by paramilitaries, and around 10 by british armed forces. There are hundreds of investigations into decades old cases still taking place. But now the government s announced it will bring forward legislation to ban all prosecutions in cases up to the Peace Deal in 1998. We know that the prospect of criminal prosecutions will be difficult for some to accept, and This is not a position we take lightly. But we ve come to view that This is the best and only way to facilitate an effective Information Retrieval and provisioning process. The plans would apply to former british soldiers as well as paramilitaries, and would move towards a system in which families could get information about those who were killed. But it is opposed by Political Parties on all sides in Northern Ireland. According to one campaigner, whose brother was killed by loyalist paramilitaries, an amnesty was unthinkable. What the uk is doing today, borisjohnson s government is doing, is showing the example of what they think, you know, of murderers, which is absolutely shocking, because you can t imagine in ten years time, then turning around and saying about thejuly bombings in london or the Manchester Bombing that anybody has to do with that, would they draw a line under it . It wouldn t happen. It would also mean an end to inquest and civil actions relating to the troubles. The government believes its plans would help the process of reconciliation in Northern Ireland. But here, the past is still so vividly present, it would require a huge shift in many people S Mindsets to accept. We have seen with the collapse of recent trials that trying to get admissible evidence to follow a resolution through the courts just isnt working, so the statute of limitations, to have an open fact finding process, i think, is to be welcomed. The irish government has insisted that Ending Prosecutions of veterans and others is not a done deal, but with the british government s large majority at westminster, it may mean a major Step Change for Northern Ireland s Peace Process that will be difficult to reverse.
