Republican members of State Legislatures are trying to pass. The let legislatures are trying to pass. The 21st Centuryjim Crow Assault is 2ist centuryjim Crow Assault is real. Its unrelenting. And we are going to challenge it vigorously. While this brought assault against Voting Rights is not unprecedented, it is taking on a new and literally pernicious forms. It is no longer about who gets to vote or making it easier for eligible voters to vote. It is about who gets to count the vote. Who gets to count whether or not your vote counted at all. It is about moving from independent Election Administrators who work for the people to polarise a State Legislatures and partisan actors who work for political parties. To me this is a simple, this is election subversion. It is the most dangerous threat of voting and the integrity of free and fair elections in our history. Never before has been decided who gets to count, count, what votes count. Some State Legislatures want to make it harder for you to vote and if you vote, they want to be able to tell you your vote doesnt count for any reason they make up. They want the ability to reject the final count and ignore the will of the people if their preferred candidate loses. And they are trying not only targeting people of colour. They are targeting all voters of races and backgrounds, all voters of races and backgrounds, a simple target, who did not vote for them. That is the target. Its unconscionable. I mean, Really, its hard to. Its hard to clearjust how critical this is. Its simply unconscionable. Hard to declare. We have to shore up our Electoral System and our Election System not just abroad which i spent time talking to putin about. But from home, from home. We must ask those who represent us at the federal, state, local levels, will you denied the vote of the people . Will you ignore their voice is . We have to ask are you on the side of truth or wise, fact or wise, justice or injustice, Democracy Or Autocracy . Thats what it is coming down to it which brings me perhaps to the most important thing we have to do. We have to forge a coalition of americans are every background in political party, the advocates, the students come With the faith leaders, the student leaders, The Business Executives and raise the urgency of this moment because as people know they are screwing around With the election process, i dont think that most people think this is about who gets to count what vote counts. Literally. Mal about who gets to count what vote counts. Literally. Counts. Literally. Not figuratively. You are watching counts. Literally. Not figuratively. You are watching bbc counts. Literally. Not figuratively. You are watching Bbc News, counts. Literally. Not figuratively. You are watching Bbc News, i counts. Literally. Not figuratively. You are watching Bbc News, i am j you are watching Bbc News, i am Clive Myrick and Joe Biden in a major speech there in philadelphia, the state that put him over the top in the last Years President ial election and making it clear that he is going to get the Department Of Justice the federal authority, increased powers to prevent local and state authorities instituting Voting Laws that could deprive people of their right to vote. He said that 17 states had enacted 28 new laws in the last few weeks making it harderfor new laws in the last few weeks making it harder for people to vote. He said that the voting Rights Division of the Department Of Justice would be doubled in size and he said that the Department Of Justice would be given authority to challenge the onslaught of State Laws that he says are undermining the Voting Rights of millions of americans. So, that speech there from president Joe Biden in philadelphia brought to you live here on Bbc News. Downing street has defended the Home Secretary after the England Footballer, Tyrone Mings, criticised her comments about the abuse his Team Mates received after the euro 2020 final. Tyrone mings accused Priti Patel of pretending to be disgusted after describing the Teams Decision to take the knee before matches as Gesture Politics when the tournament began. Heres our community Affairs Correspondent adina campbell. Supporting their man on and off the pitch, a community in defiance. I think the racist abuse that marcus suffered is Really systemic of what its like to be a black person Within the uk. I think that our value is completely mitigated by what we bring. As soon as marcus was doing well in football, he was like a great british icon and as soon as he made one mistake, his colour was then brought into it and i think that that is the perfect metaphor for what its like to be black and british. Today the mural of Marcus Rashford was restored by the artist who created it, spraying over the racist graffiti after Englands Defeat against italy on sunday night. He and two of his other Team Mates, Jadon Sancho and bukayo saka, all received racist abuse on Social Media shortly after missing their penalties. In a heartfelt online post, Marcus Rashford has opened Up About the events over at the last few days. About the events over the last few days. Meanwhile, england defender Tyrone Mings has accused the Home Secretary stoking the fire, accusing her of pretending to be disgusted about racism after she condemned the online abuse faced by footballers because shed previously called taking the Knee Gesture politics. No one wants to see racism. Lets assume thats the case With everybody, including, by the way, our Home Secretary, whos been subject in her life to racism herself. No one wants to see it, and i think we all get behind each other to defeat it, not only in sport but in society more broadly. Inspired by englands overall performance at the euros, these young footballers in luton are hoping to follow in the footsteps of their role models, but they say the last 48 hours have been hard to bear. I was gutted because i was actually wanting england to win. And sakas one of my favourite players i support arsenal. But ijust knew when he missed, i knew that we were going to get some backlash because of our race. And i was actually at wembley when they missed, so i had to get out there quick. I thought about the aftermath of if they missed, what would j happen, the effect of it on what would happenl online, the racial abuse, everything like that. Aspiring professional footballers who one Day Hope Racism will finally be rooted out of the game they love. Its worrying, to be fair, because since were not Really seeing any changes, im an aspiring footballer myself, so im thinking, if god allows me to become a footballer, will these kind of instances still happen . , which is worrying. Adina campbell, Bbc News. Lets speak now to the former England Footballerjohn barnes. Johnifs john its good to see you, thanks for being With us. What do you make of mingss comments . Regardless of what she said, that is not the reason why those racists posted those things on twitter or racial abuse of those boys. If she said that it is wrong to bhutto and supports taking the knee, do we believe that that would not have happened . We are trying to make a complicated problem very simple. Why are we talking about Priti Patel . We should be talking about the solution to this problem. I dont agree With Priti Patel at all but why are we now focusing on something she said . The fires have been burning for a long time, she hasnt stowed any fires was that it was not as if we were. I would want to talk about the nation getting together if i were Gareth Southgate and now all of a sudden three polities. Have ever been together . Football can be do nothing about changing the perception of society towards black people for Support Football can do is bring people together to support the Football Team to try to win a Football Match and people are absolving themselves of responsibility by looking at football to change the world. Football cant come at Raheem Sterling Cant because 99 of Football Fans do not like Raheem Sterling because he plays remain united, so how will he influence 90 of fans . We have to get away from this idea and look at the systemic racism that goes on in this country towards the average black person, stop looking at trying to elevate the elite into these positions and say once we accept and embrace the elite by people Within the society things will change. No, we have to respect them and embrace of the average black woman or gay person because the elitism around Classism And Racism is something we have to address but we try to simplify it by saying if we do well things would be ok. ,. ,. , y. , saying if we do well things would be ok. ,. ,. , ,. , 0k. Now all of a sudden we know that to be a buy but now were being Told that everything You Have been unconditionally influenced to think is a life because we are all created equal. Do you know that the greatest minds, the greatest philosophers, the greatest sociologists were telling people that black people were inferior for hundreds of years and this is why systemic racism exists so therefore we have to dismantle those ideas that the greatest philosophers and greatest minds have Told us but we dont do that. Scotlands first minister, nicola sturgeon, has confirmed that covid restrictions will be eased from monday, but she said face coverings will still be mandatory for some time to come. In what is a more cautious approach than englands, scotland will relax social distancing to one metre Inside Public Spaces and ease but not lift the restrictions on the number of people allowed to meet in homes. Ms sturgeon said it was to protect the vulnerable in society. It comes as the uk has recorded its highest daily Death Toll since early april. Heres our medical editor fergus walsh. All of scotland will move to level zero on monday, the lowest tier of its covid controls. Up to ten people from four household will be allowed to meet indoors in pubs and restaurants and up to 15 outdoors. Unlike in england, face coverings will still be compulsory and Night Clubs will stay closed. The first minister said sensible precautions were still needed. In the race between the vaccine and a virus, we believe the vaccine will win but we cannot allow the virus to run Too far ahead. We must stick to a cautious approach. We are easing restrictions next week but we are not abandoning them. Covid cases have been rising fast in recent weeks across the uk and there is huge uncertainty about how big this third wave will be. The number of covid patients being admitted to hospital has doubled in the past ten days to more than 500 per day, but if we look at december, to The Point when daily cases were the same as they are now, then there were more than 2,000 admissions per day, four times the rate now. The difference is down to the protection from vaccines. They could be as much as 98 effective at preventing serious illness With the Delta Variant, but if it is just a bit less lets say 94 effective that would lead to three times the number of infected vaccinated people ending up in hospital. A small change could make a big difference. In england, the Big Unknown is how behaviour will change from next week when legal controls on social Distancing And Mask wearing dropped. If there is a quick return to pre Pandemic Behaviour With a lot more contacts and less caution, modellers predict there could be 2,000 Hospital Admissions per day, although in the worst case scenario, it could be nearer 4,000. But if there is a more cautious return, spaced over several months, there will be far fewer admissions and less impact the nhs. 0nce legal restrictions are lifted, we dont know how each individual will act, but if each of them acts cautiously, wearing a mask, Working From Home where possible, that may result in a massive reduction in the size of the epidemic wave. Reduction in the Size Amit is extremely clinically vulnerable and has been shielding for 15 months after suffering kidney failure. His wife goes out to work and he is worried she might get infected when restrictions are lifted in england. The Fear Factor is that when she uses public transport, people might not have to wear masks, and that is not going to protect her. She is wearing a mask thinking it will protect herself and me. Personal responsibility or legal controls . A clear difference of approach between the governments in England And Scotland and how best to manage covid. ANd Scotland in how best to manage covid. Both are urging public caution as the third wave grows. Fergus walsh, Bbc News. Sport and for a full round up, from the Bbc Sport centre, heres tulsen tullett. Good evening. Uefa has opened Displinary Proceedings against the Football Association following the euro 2020 final between england and italy at wembley on sunday. There are four charges against the fa, including disturbance caused by its supporters during the National Anthem as well as a pitch invasion, throwing of objects and lighting of a firework. Meanwhile, separately, a Uefa Ethics and Disiplinary Inspector has been appointed to conduct an investigation into the events involving supporters inside and around the stadium. The punishments for the offences could include fines and possibly having to play Behind Closed Doors in future uefa matches. I think questions need to be asked about what happened on sunday because to allowing ticketless fans, many of them who had Too much to drink getting near Wembley Stadium is questionable and i think the intelligence should have been out there making sure that did not happen, just clearly was woeful. People are continuing to leave messages of Support And Solidarity at the vandalised mural of Marcus Rashford. The artwork in manchester was defaced after the final. It has been re sprayed by the Graffiti Artist and notes and drawings have been attached to the wall. A demonstration Took place this evening in a show of support to rashford. Local men from three villages were asked to give a Dna Sample again, the first time that Mass Screening like this had been used. And more than 5,000 men volunteered. Colin pitchfork was caught and became notorious as the first person convicted of murder on the basis of dna evidence. The local mp said he was saddened by the decision to release him. The family and friends of those victims will serve themselves a Life Sentence and this situation is still very raw, not just in my constituency but across the country. How can it be that somebody has committed that type of egregious sexual Offence Murder against young women can ever be released . The Parole Board said it has immense sympathy for the Families Dawn Ashworth and Lynda Mann however the Parole Board panel are bound by law to assess whether a prisoner is safe to release. A senior Eu Official has warned the greek government to stop the alleged deportation of migrants arriving at its borders. Some migrants trying to seek asylum in europe claim that Greek Coastguards have forced their small boats back into turkish waters. Others allege that even after landing in Greece Theyve been taken back out to sea, Actions Greece has denied. The bbc s Fergal Keane reports from the island of lesbos. A warning you may find some of his report distressing. 0n europes southern frontier, the guardians of the law are accused of breaking it. Wailing please pushing Asylum Seekers across international border, time and again. Loud speaker greek coast guard, greek coast guard, this is turkish coast guard. You are now pushing back the migrants to turkish i territorial waters. Quite aggressive how this operation Took place, its violent. In some cases, shots fired in the air and into the water. All to intimidate. Weve been investigating the stories of some of those who allege theyve been victims of Push Backs. 0njune 10th last, migrants filmed part of their encounter With Greek Coastguards. Using the footage, we verified the Date And Location of the incident. Translation they asked us why we didnt get i a visa before entering. We explained that we fled the country, that there was no way to get a visa when you flee like that. With the war at home, the multiple problems, our exit is illegal. They insulted us, they made the sign of the cross, they Told us to go screw ourselves and if we came back, they would kill us. Some do manage to land in greece, but that doesnt end the danger of being pushed back. Weve heard evidence of people whove gotten ashore and been discovered by the greek authorities, only to be taken back out to sea and pushed in the direction of turkey Without any due process. Translation then they put us on the bus and Took us to a military port, then put us in boats. It was around 8pm. There were Police Wearingj Dark blue and commandos covering their faces With masks. I could only see the eyes. They were armed With weapons. Then we arrived at a location i at around quarter past midnight. They put us all in one boat. After that, we realised we were in regional turkish waters. Woman yells out najma says were then transferred to dinghies With no engines and allowed to drift, before being eventually picked up by the turkish coastguard. Greece already hosts thousands of refugees who are applying for asylum in the eu, but campaigners say its breaking international law by forcing others back. All of these are international obligations. They have to be kept by greece. But also, its Eu Law that is not. That is violated. Because the right to asylum, to seek asylum, is also in the Eu Charter of fundamental rights. Since these scenes six years ago, sentiment has hardened against migrants in europe. And the eu is accused of Turning A Blind Eye to abuses because greece is keeping migrants out. Some boats from the eus own Border Agency are even accused of helping With Push Backs. But now a top Eu Official has Told the Bbc Push backs defy its core values and must stop. I think these are violations of our fundamental european values, and when we are protecting our borders, we are protecting our values. Its because of our values, because we are defending fundamental rights, and thats why we cant see violations of fundamental rights going on Without having a proper response to that. We asked for an interview, but the greek Migration And Asylum ministry declined. It has repeatedly denied that Push Backs take place. That denial will be challenged if the eu is serious about ending abuses on its borders. Fergal keane, Bbc News, lesbos. Now its time for a look at the weather With tomasz shafernaker. The Governments Decision to cut the overseas Aid Budget has been backed by mps. A number of senior conservatives including the former Prime Minister Theresa May opposed the move. But mps voted for a Treasury Plan to lock in the cuts for a number of years. Aid charities said the result was a disaster. This report from our diplomatic correspondent James Landale contains some images you may find distressing. Britain has long given humanitarian aid like this to the worlds poorest people, but the government is cutting that aid. And what was promised to be temporary has now become much longer term and all, the Prime Minister says, to save money. We are doing this in the midst of a terrible crisis, when our public finances are under greater strain than ever before in peacetime history and every pound we spend in aid has to be borrowed. Millions less has already been spent on humanitarian crises in syria and yemen, part of a £4 billion cut this year to the Aid Budget, money that labour said made a real difference. It reduces conflict, it reduces disease and people fleeing from their homes. It is a false economy to pretend that this is some sort of cut that doesnt have consequences. For the first time, mps had a chance to vote on these cuts, either to restore Aid Spending to previous levels next year or tie any future rise to the State Of the government finances a vote the government won despite a sizeable tory rebellion. The ayes to the right 333, the noes to the left 298. I the ayes have it, the ayes have it. So now two new tests will have to be passed before Aid Spending rises. The amount of long Term Debt the government owes must be fully, and day to Day Government Spending must no longer be reliant on borrowing. Must be falling. The Prime Minister believes these cuts reflect the priorities of voters, even if not all his backbenchers, who said these tests would not be passed for years. We made a promise to the poorest people in the world. The government has broken that promise. This motion means that promise may be broken for years to come. There is an unpleasant Odour Wafting out from under my partys front door. This is not who we are. This is not what Global Britain is. When i come to choose i between money and lives, i always choose lives. 0nly rarely does the house of Commons Debate matters of life and death, but Todays Vote means that the governments cut in Aid Spending is no longer temporary but locked in for a number of years. And that will have a direct impact on the lives of millions of people around the world. This vote is going to mean children not getting vaccinations around the world, half A Million children whose lives could have been saved through Uk Aid who will now die. Were going to see 3 Million children no longer in schools. The government will still spend £10 billion on aid this year, but its costs are now entrenched and backed by a majority of mps. Yes, of course we have from us here at home, and Save The Children works on them With children right across the uk, but this is Life Saving Assistance Thatis but this is life saving assistance that is designed to be affordable. Because it is a percentage of our gross national income, it expands and contracts at the same time as our economy, so it is affordable by design, and there is no reason for us to be cutting it when our counterpart countries reckon is that during a pandemic is the very worst time to be cutting. That means nearly 46 Million people have had their firstjab, thats just over 87 of uk adults. More than 125,000 people have just had a second dose. Mps are calling for a ban on admissions to long term institutional care for people With Learning Difficulties and autism. A report out today from the health and social Care Committee says that its a matter of national shame that so many people are still being detained in secure units. It also concluded that this prevented them for being able to live fulfilled lives. Jeremy hunt, Whos Chair of the health select committee, urged the new health secretary, sajid javid, to act on its Findings Today in the commons. He will know that this morning, the select committee published a worrying report about the inhumane treatment given to 2,000 people With Learning Disabilities and autism in inpatient units, often because there is no Community Provision available. So when he brings forward his plans for social care, will he make sure there is adequate funding for local authorities to give care to such people . And will he also make that Care Workers are always paid the minimum wage, including for time taken to travel between appointments . Jeremy hunt there. I had a baby and my brother died and roughly the same time. They Really kind of shook my routine and such like, and instead of getting care in the community, which is what autistic kids will need, where every thing is familiar, where everything is routine, what happened is that i was committed to an inpatient unit, which is completely the antithesis of what is helpful. It is chaotic, noisy, sensory driven, and i got stuck in there for some this report highlights that people like me are often stuck in these units for an average of six years. And fortunately, after three and a half years of routine restraints, seclusion and long term segregation, which is where i was kept in a room With only a mattress, actually had to escape the country and flee to africa while on. Those only way i could get out of the terrible and inappropriate conditions which i was housed in. Quite obviously this is not something that all autistic people and people With learning this police can do. Theres 2000 people still stuck in these units, and they desperately need some action from the government With Learning Difficulties. The government With Learning Difficulties. Difficulties. For me, this report, again, it feels very validation, but again i felt validated before. There are two problems. One is that the government failed to invest in proper Community Services which actually support people and theyve done nothing to stop people in crisis getting admitted, so it needs to happen, for me, is one of the recommendations in the report, to actually assess how much it will cost to get people out of these hospitals and into the community. Means the Crisis Housing is to be provided of the workforce needs to be upscaled, never mind paying them the minimum wage. This paying them the minimum wage. This pay them a decentjob and lets remove the perverse incentives. Because those of the problem, are they not . Now its time for a look at the weather With tomasz shafernaker. This looks promising, doesnt it . In fact, over the next few days, were expecting the temperatures to rise and the weekend is also looking promising. This unsettled pattern that which weve had for quite some time now, With the Jet Stream very close to us and the low pressures and the showers and the rainstorms weve had in the last 2a hours, well, all of that is shifting now. And High Pressure at this moment is heading in our direction and is going to settle things down. So, so far this month, we Really havent had a prolonged spell of warm summer weather, but thats exactly whats heading our way now, and the Fine Weather certainly is going to last into the weekend. So, the here and the now, its looking quiet across many parts of the country, and through the night, clear spells in many western and central areas. Itll probably turn a bit cloudy out towards the east, along the North Sea Coast anywhere from northern scotland down to the kent coast. Not cold in the morning. 15 degrees, for example, in liverpool. Heres the High Pressure thats nosing its way in our direction, but notice just to the north of it, there is a weak Weather Front coming in. And thats going to bring thicker cloud and maybe a few spots of Rain Out towards the North West of the uk, out in the Western Isles of scotland, but the vast majority of us should have a fine day. Now, on the immediate coast, it may be a little on the fresh side in one or two spots. In norwich, as well, a little bit further inland there, 19. But i think for london and cardiff, were talking about 2a 25 degrees, and the low 205 expected in northern ireland, Too. So, heres our low pressure Really starting to take charge of the weather, shifting the Weather Fronts in the direction of iceland, so away from us. So, a fine day on the way for thursday. Probably a little bit of cloud building up during the course of the afternoon. Fairweather cloud, but some areas will have clear blue skies. For example, Southern Parts of scotland, and even in the Lowlands Of Scotland, i wouldnt be surprised if temperatures hit the Mid 205, and certainly Mid 205 expected across the south, as well, once again in cardiff. Now, the High Pressure is With us on friday. Its With us On Saturday and sunday as well, and With the light winds and the clearer skies, the temperatures can only do one thing. Theyll continue to rise, a gradual rise as we go through the week into the weekend.
